Abstract:
The purpose of this paper is to describe and assess one of the first comprehensive residential green-builder programs in the U.S. It compares trends of items used in residential construction during the past five years and reports why participating builders chose to incorporate specific items and their level of commitment to the program. This description provides a baseline of strategies to investigate the effect of this program in developing sustainable communities. The builder study population was derived from a database of registered “green” residences built during 1998-2002 in greater Austin, Texas (2,335 homes and 73 listed builders). Almost half the builders constructed just one “green” home, whereas two builders built almost 75% of the green homes during the 5-year study period. Less than 1% of the homes received a perfect 5-star rating, whereas 87% were rated 1 or 2 stars. The frequency of implementing the 122 green features were compared over time and analyzed for correlation with cost and their associated star-value. Cost was the primary factor determining item use frequency. Participating builders generally concurred that the program was successful and beneficial to homeowners but that the additional work required for participation provided little financial reward for builders. While much can be done with low-cost interventions to reduce the negative environmental impacts of residential construction, builder participation may be enhanced by promotion of some of the higher cost features. In addition, public education about the long-term benefits of green homes is needed to increase homeowner participation, and encourage builders to incorporate more environmentally friendly features in the homes they construct.

Abstract:
The “citrus greening disease” or huanglongbing is caused by the Gram-negative bacterium Candidatus liberibacter spp. One vector of HLB, the African citrus psyllid Trioza erytreae (del Guercio, 1918), was recorded for the first time in 2014 in mainland Spain and since then it has spread throughout the Iberian Peninsula. Measures against T. erytreae include chemical treatments and quarantine although eradication programmes have been of limited success or even failed. The biological control of T. erytreae has been little developed yet. Among natural enemies, spiders may encompass a promising group of predators. The objective of this work was to assess the potential of spiders as natural enemies of T. erytreae. A Citrus limon orchard was selected in northwestern Portugal in the area colonized by T. erytreae. A total of 100 webs (50 above and 50 below 1.5 m) were visually inspected throughout the orchard in August 2020. The family of the web-builder, web size, number of adults of T. erytreae captured by each web, and the temperature and humidity were registered. Temperature and humidity did not significantly differ between the two vertical strata. Web size was significantly higher in the lower strata whereas the number of captured adults of T. erytreae was significantly higher in the upper strata. The dominant family in the upper strata was Theridiidae corresponding with the most successful webs capturing adults of T. erytreae. Our results suggest that web architecture was the only factor driving the number of captured adults of T. erytreae. Thus, space web builders could be the most successful natural enemies of T. erytreae among aerial web builders.

Analyzing the legal consequences Supreme Court Decision No. 826 K / Pdt / 2018 against the Land Deed Official (PPAT) who manufacture a deed of sale of land disputes.The approach method in this research is the empirical jurisdiction. Specifications of this research is descriptive analysis. The source of the data used is primary and secondary data. The primary source is the Supreme Court decision number 826K / Pdt / 2018, while secondary data sources are taken from books and other related iteratorr, obtained through interviews and literature, while data analysis is a descriptive analytic. The method of data collection is the engineering library (library research).Results of the research results can be concluded: 1) Obligation PPAT is a deed as evidence has implemented a legal act of buying and selling, and registered under the name of the office to Pertanahan.2) Validity of PPAT Deed governed and determined by the current Minister of National Land Agency, it is affirmed in Article 21 paragraph (1) of Government Regulation No. 37 of 1998 which states that the PPAT deed made in the prescribed form of the National Land Agency. 3). The legal consequences Supreme Court Decision No. 826 K / Pdt / 2018 is the Deed of Sale and Purchase of Land Disputes number 186/2015 and certificate of land with 1394 numbers became invalid / void and not legally binding and PPAT and Land Agency may be penalized for committed an unlawful act.Keywords : offense, purchase agreement, land deed official

Abstract:
Purpose Mobile apps offer construction workers a quick, affordable and user-friendly platform for meeting their information, communication and computing needs, with nearly 13,000 construction apps currently available in the market. This study aims to report construction managers’ perspectives on the uptake of mobile apps in the New Zealand construction industry. Design/methodology/approach Exploratory research methods were used in two stages. First stage involved interviews with 14 construction managers who were registered with the New Zealand Registered Master Builders Association, followed by an online questionnaire in the second stage. The link of online questionnaire was sent to all members of participating professional organisations by their administrators. In total, 228 responses were received, of which 60 per cent participants completed the entire questionnaire. Findings Results show an overall positive attitude towards the use of apps. Perceptions of top management personnel differed slightly from those of middle managers; the former expressed interest in apps usage at strategic level such as improving long-term client relationship management and satisfaction; while the latter were more interested in the apps use at operational and tactical levels such as task- or project-level productivity improvement. Research limitations/implications Though bias has been minimised by giving equal opportunity to each member of trade and professional organisations to participate in this survey, of the 228 responses received, only 60 per cent participants completed the entire questionnaire. This is below the minimum requirement for a holistic representation of views. As a result, the findings might not be generalised beyond the study’s scope. Originality/value The study provides new insights on the uptake of smartphone apps in New Zealand’s construction sector from the perspective of construction managers who make strategic decisions. The findings have implications for policy formulation and implementation in regards to the use of mobile apps for productivity improvement in the sector. Mobile apps developers could also gain understanding on functional needs and preferences of the construction workforce, which will help in development of more relevant apps.

Abstract:
Archives and archivists can participate in rekindling civic engagement from many venues. The implementation of a modern civil registration service is at the heart of providing better archival public services. The modernisation of civil registration system in Turkey culminated in 2000 with the introduction of the Central Civil Registration System or MERNIS, as is known by its abbreviations in Turkish, set up after long and arduous work. This paper describes the process of establishing, extending, and improving MERNIS services through national and international cooperation and collaboration. The focus of this paper provides examples of using archives by the public agencies accessing MERNIS are as follows: Economic and financial; planning and investment; security; military service; health services; education; social security; electoral registers; justice. As a result, it was found out that access to central civil registration system and archival databases to citizens eager to find and use vital services within their communities.

Independent and original thinking are the concepts which define critical thinking. A critical thinker doesn’t passively accept other people’s views and thoughts, on the contrary he constitutes his own thoughts by analyzing them. This independence liberates his mind, heart and actions (Doğanay and Ünal, 2006). In this context, the definition of critical thinking can be summarized as reaching a conclusion by reasoning (collecting information for a present situation, defining assumptions and evidences, discussing the defined evidences and inferring and synthesizing) on a problem or a situation (Demirel, 2006). Critical thinking becomes a basic skill in occupational groups. To improve the quality of the services people get, all professionals, especially doctors, teachers, architects, lawyers, nurses, builders, must have the ability to think critically.This study aims to classify the master’s and PhD theses whose titles contain the concept of “critical thinking” by different variables. The data were collected from the 211 master’s and PhD theses completed between 1999 – 2014 and registered to database of Council of Higher Education. This study was conducted through descriptive survey model and descriptive statistics were used in the analysis process. Thesis were examined and classified under the following topics; (1) academic level, (2) the universities in which they were prepared, (3) preparation year, (4) research method, (5) research model, (6) education level of the participants, (7) departments in which they were prepared (8) gender of the researchers, (9) degree of the supervisors (10) number of pages.At the end of the study it was found that most of the theses about critical thinking were master’s theses and they were prepared in well-established universities. There are hardly any theses prepared in private universities. The number of theses about critical thinking reached its top point between 2009-2012. While most of the master’s theses were conducted through quantitative method, most of the PhD theses were conducted through mixed and experimental designs. The participants of most of the theses about critical thinking were university and primary school students. Teachers and nurses participated in more theses than other occupational groups. Most of the theses about critical thinking were conducted in the field of education. nursing and heath care departments takes the second place. However, it is interesting that hardly any theses were conducted in the fields of law, politics, public administration, sociology and psychology. Another interesting point is that most of the theses were prepared by female researchers.

The development of the self and custom housebuilding sector can work towards increasing the supply of housing and alleviate some of the strain on the housing market in England. Although it is not a solution for everyone, improving self and custom housebuilding can add diversity to the market, increase housing affordability, and produce sustainable homes. This has been recognised by the UK Government, which has introduced legislation which aims to assist self and custom builders on the journey to building their own home. The goals of the legislation are to ensure every local authority in England keeps a register of individuals who want to build their own home, to consider this register when carrying out other planning functions, and to grant sufficient planning permissions for those on the register. This paper evaluates the ‘self-build and custom housebuilding registers’ from the perspective of transaction costs and perceived effectiveness. This is achieved through semi-structured interviews with local authority planners, private-sector planners, property developers, and national bodies. The findings of this study identify that the primary transaction costs occur in the eligibility tests stage of the register application and relate to the uncertainty felt by applicants post application. The paper concludes that these could be rectified by implementing a more consistent and fair system. The perceived effectiveness of the register varies considerably. The paper determines that the policy requires significant change in order to meet the goals it set out to achieve, which includes model Supplementary Planning Guidance documents and a robust support system for applicants.

Abstract:
The lack of attention to quality control by house builders in the Australian State of Victoria has been a contentious issue for more than two decades. Ina an attempt to improve the quality of housing, various mechanisms such as voluntary and compulsory registration schemes have been adopted and discarded by industry-based organisations and government. While builders are encouraged to improve construction quality, little is known and published about the quality of housing produced by owner builders specifically during the seven year warranty period after construction is completed. With this in mind, this thesis presents research findings that compare the latent defects in houses built by owner builders with those of registered builders. Using inspection reports provided by Archicentre a sample of 1772 houses, of which 1002 were owner builders and 770 were registered builders
was used to determine the severity, the incidence, and location of defects within each house type. Houses less than a year old were found to contain a siginificant proportion of defects for both types of builder. In addition, it was found that HO builders had a mean of 2.74 defects per house and HR builders mean of 2.30 defects per house for the seven-year warranty period. To determine whether there was a significant difference between the quality of housing produced by HO and HR the statistical technique of Chi-squared analysis was undertaken at a 5% level of significance. The analysis revealed that there was a significant difference between the quality of housing procured by owner and registered
builders. In particular, it was found that the important category of workmanship for HO builders had significantly less defects that HR builders, which suggests that HR builders need to improve their managerial practices and the quality of on-site supervision. In essence, this thesis has provided a series of benchmark metrics for latent defects against which current and future legislative programs con be compared for new housing in the State of Victoria. It is recommended that future research focus on the methods for improving the role of the on-site supervisor as they are considered to be the important link in the quality chain.

Abstract:
This essay aims to highlight the centrality of the themes of guilt and expiation in the writing of Nelida Milani, starting from the recognition of the founding and generating role of writing that is covered by the theme of the word. Logos, understood as the word of man, is at the same time the beginning and the end, the point of departure and landing, a declaration of belonging and identity, an act of faith and a reaction to the continually risk of aphasia and silence. If the word creates bonds and builds personal and collective identity, in Milani’s narrative it is from the betrayal of it, from the breaking of the relationship between signifier and meaning that the Evil is generated and also, at the moment when this break invests the Scriptures, that the meeting point between the word of man and the Word as the word of God is realised. It is therefore in this point of intersection that the reflection on the theme of Evil is central to the writing of Milani, and consequently on those of guilt and expiation, evident above all (but not only) in its most recent narrative. And it is in it, moreover, that the register spends from the ‘comic’ to the ‘tragic’, to identify the role of the writer in the category of ‘responsibility’, in inseparable unity with that of the ‘person’.
