Abstract:
Background/Introduction:The World Health Organization (WHO) declared climate change a defining issue in the 21st century with more intense heatwaves, higher risks of flooding and damaging storms, and a changing pattern of emerging infectious diseases. In this scenario, the response of Emergency Medical Teams (EMTs) to disasters represents a fundamental resource.Objectives:To expand EMT2-ITA-Regione Piemonte operational independence and to minimize its environmental footprint.Method/Description:A multiphasic and prospective project is planned in order to:(1) Reduce water consumption: use of a sterilizer designed with a set of high-efficiency heat exchangers enabling a substantial saving in water consumption by the vacuum pump and a significant reduction of total water usage through a recirculation system.(2) Reduce demand for diesel: photovoltaic (PV) system to integrate the current energy production system based on diesel generators.(3) Reduce paper consumption: use of sterilization management and traceability system and computerized medical record in order to be paperless.(4) Improve staff awareness and education on greening practices: educational program for the staff focused on waste segregation/management and energy and water saving both in the hospital and in the Base of Operation (BoO).Results/Outcomes:EMT2-ITA-Regione Piemonte aims to reduce energy and water consumption by 30% and to become paperless.Conclusion:Advances in greening initiatives offer to EMT2-ITA-Regione Piemonte the potential to improve its disaster medical response capabilities and to reduce its ecological footprint.

Abstract:
Il presente contributo prende in esame le circostanze in cui nel 1896 fu pubblicata in Montenegro una traduzione dell'ode Piemonte di Carducci, che fino ad oggi è rimasta l'unica versione di questa poesia dal famoso poeta italiano presso gli Slavi del Sud. Inoltre, si tratta dell'unica traduzione dalla lingua italiana del professor Živko Dragović, uno dei pochi traduttori di letteratura italiana in Montenegro fino alla fine dell’Ottocento che non si era formato intellettualmente nelle Bocche di Cattaro o in Dalmazia, dove lingua, letteratura e cultura italiana erano presenti da secoli. La pubblicazione della traduzione dell'ode di Carducci che celebra la dinastia Savoia e la regione piemontese, da cui è stata avviata la lotta per l'unificazione dell'Italia, è legata all'annuncio del matrimonio della principessa montenegrina Jelena Petrovic Njegoš con l’erede al trono italiano Vittorio Emanuele di Savoia, ma anche all'idea del piemontismo montenegrino, che all’epoca era caldeggiata dall’ideologia dinastica e dall’opera poetica del principe montenegrino Nikola I. Nell’articolo approfondiamo anche altri rari contributi su Carducci pubblicati nei periodici montenegrini fino all'inizio della prima guerra mondiale.

Abstract:
Background: Despite the dissemination of national and international clinical and organizational guidelines, adenotonsillectomy is still subject to a significant variability both at local and regional levels. To address the criticalities related to the different phases leading to adenotonsillectomy, the Department of Health in Piedmont engaged a multi-disciplinary team to carry out an intervention to improve the quality of care. To address the issue, the working group started a regional clinical audit. - Objective: To describe the approach and the process that involved more than one hundred professionals in the management of adenotonsillectomy within the 12 Local Health Authorities of the Piedmont Region in the period 2017-2019 as well as to discuss their main results. - Materials, methods and results: The activities that led to the implementation of the whole audit process were carried out considering both the development of a suitable set of measures and the definition of the sampling procedure for the selection of the patients’ medical files to be analysed. The methodology involved several professionals along the territory. The team was engaged in sharing the audit methodology, defining the evaluation procedures and selecting relevant indicators. All measured values showed an overall improvement that in some cases matched the identified quality standards. - Conclusions: The present research shows that the use of the clinical audit on a regional scale is a favourable tool for professional communities to improve the quality of care and can be used as a valuable participatory educational tool.

Abstract:
Si ritiene che il ben noto fenomeno della progressiva diminuzione dei pazienti (pz) sottoposti a emodialisi (HDD) o a dialisi peritoneale (DP) domiciliare sia determinato da età avanzata dei pz incidenti, comorbidità, solitudine e presenza di ostacoli culturali e organizzativi. Un provvedimento approvato dalla Regione Piemonte (DGR 8–12316, del 12 Ottobre del 2009) stabilisce un contributo finanziario a sostegno della dialisi domiciliare (HD-Dom), la cui entità deriva da un sistema di valutazione a punti (Piano Assistenziale Individuale Dialisi Domiciliare, P.A.I.D.D.), che valuta la ridotta autonomia del pz nel gestire il trattamento. Il punteggio finale definisce l'intensità della necessità assistenziale e, quindi, il sostegno finanziario calcolato anche in base al tipo di trattamento e alla tipologia del caregiver. Al termine del primo triennio, il numero dei pz della popolazione totale in trattamento dialitico in Regione era stabile; incidenza e prevalenza dei pz HDDom sono aumentate nel 2010 e risultano stabili nel 2011–2012. È verosimile che il provvedimento si sia dimostrato efficace nell'invertire la tendenza di incidenza e prevalenza dei pz HDDom: lo stesso si rivela essere uno strumento potente, ma non sufficiente di per sé. In Piemonte, attualmente, sono allo studio altre soluzioni per integrare il provvedimento, al fine di agevolare la soluzione di altri problemi, tra cui la scarsa motivazione dei nefrologi, i pregiudizi e la mancanza di conoscenza e di preparazione culturale in merito alla dialisi domiciliare.

Nel corso dell'ottocento, in tutte le cittÀ e i centri minori del Piemonte furono prodotte ricerche di storia municipale, che risentirono dapprima dell'influenza esercitata dal "modello" del comune cittadino (applicato anche a quei centri urbani o semi-urbani che non ebbero nel XII e XIII secolo un'effettiva autonomia municipale). Nella seconda metÀ del secolo, con la costituzione del Regno d'Italia e l'affermazione del "mito" dinastico sabaudo, prevalsero invece i riferimenti alla dinastia che sin dal tardo medioevo aveva parzialmente unificato la regione subalpina.

Dopo un breve excursus sulle «sante vive» italiane vissute tra il secondo Quattrocento e il Cinque­cento e una precisazione del concetto storiografico di «sante vive», il saggio presenta il caso fino ad ora non approfondito, della terziaria domenicana Maddalena Panatieri da Trino (1443-1503). Mentre viveva in un piccolo centro del Monferrato, ricca terra situata nella regione del Piemonte, Maddalena si segnalò al mar­chese Guglielmo viii Paleologo per aver profetizzato la sua vittoria in un torneo tenutosi in Francia. Venerata in seguito dal principe, che la considerò una madre, la vita della beata venne composta da Girolamo da Mi­lano op sull’esempio della leggenda agiografica della beata Osanna da Mantova, dopo il passaggio del Mon­ferrato al ducato dei Gonzaga negli anni Trenta del Cinquecento.

Noti il campo spaziale di riflettività Z [mm3], che è una misura della potenza del segnale di ritorno verso il radar che l’aveva emesso e le misure pluviometriche delle stazioni piemontesi (che sono più di 300), la metodologia proposta consiste nello stimare una relazione di potenza del tipo Z=aR^b applicabile all’intera Regione. Con tale fine si determineranno i coefficienti a e b in modo che sia possibile valutare il campo di precipitazione areale R [mm3/h]. I risultati verranno confrontati con quelli derivanti dall’attuale formula utilizzata da ARPA Piemonte: Z=300R^1.5 (Joss e Waldvoguel, 1970)

Abstract La crisi economica e il suo impatto sui lavoratori migranti: un’analisi a livello europeo, con un approfondimento relativo all’Italia e alla Regione Piemonte. La crisi economica dei mercati finanziari, che ha colpito l’economia mondiale a partire dalla metà del 2008, ha causato la più grande recessione dopo la Seconda Guerra Mondiale. L’Europa, dopo decenni di crescita e sviluppo, ha subito una importante frenata, fatto che è andato a toccare in maniera più che negativa soprattutto il mercato del lavoro dei suoi Stati Membri. Il mio lavoro di tesi ha lo scopo di analizzare l’impatto della crisi economica mondiale sui migranti e sulle politiche migratorie nell’UE. Quest’ultima rappresenta una delle più importanti mete dei flussi economici migratori, dunque zona di ampio interesse scientifico. Per definire il gruppo oggetto dello studio, ovvero i migranti, userò il criterio “place of birth” per poter distinguere tra coloro i quali sono nati in uno dei Paesi dell’Unione Europea e stranieri nati al di fuori dell’UE. Inoltre la distinzione sarà effettuata anche tra cittadini residenti in uno dei Paesi UE e cittadini di altri Stati aventi un permesso di soggiorno legale (i migranti naturalizzati non verranno tenuti in considerazione, poiché occupano posizioni lavorative migliori rispetto ai residenti con permesso di soggiorno legale e dunque sono assimilabili al gruppo dei nativi). Allo stesso tempo, verrà presa in considerazione, come caso particolare di analisi, l’Italia e al suo interno la regione Piemonte. Grazie al tirocinio presso la CGIL di Torino, settore immigrazione, sarò in grado di presentare singoli casi concreti che potranno essere utili al fine di una maggior comprensione di questo fenomeno. La maggior parte delle fonti a cui sto attingendo sono organizzazioni internazionali, come l’Organizzazione Mondiale delle Migrazioni, l’Organizzazione per la cooperazione e lo Sviluppo, EROSTAT, la Banca Mondiale, il Fondo Monetario Internazionale, ma anche il Migration Policy Institute, la Fondazione Leone Moressa, FIERI, e altri rapporti e ricerche ufficiali che quindi possono avere credibilità scientifica. Studiens fokus är vinturism i regionen Piemonte, och hur man använder vinet i sin marknadsföring och paketering, för att skapa turism i området. Vi har i vår fallstudie utgått ifrån olika researrangörer och gjort nedslag i deras upplägg av resor. Syftet med studien är att se hur dessa arrangörers paketering och marknadsföring skiljer sig åt. Detta ur ett perspektiv, där vin och mat används som tema och spelar en betydande roll i reseupplägget. Nischade resor med vin och mat, är något som blir allt vanligare (Duralia 2017). Vinturism har blivit ett sätt för regioner i Medelhavsområdet att skapa turism, med hjälp av lokalproducerat vin och mat, vilket har blivit ett verktyg för marknadsföring och utveckling av dessa regioner (Hall & Mitchell 2001). Därför vill vi med vår studie se vilka skillnader som finns i olika researrangörers marknadsföring och paketering av just vinresor till regionen Piemonte. Detta för att se vilken betydelse vinet får i marknadsföringen och hur det lyfts fram i paketeringen.

Abstract:
The most important Italian food are those with a label of quality; their high commercial value is due to some organoleptic characteristics that are the result of particular things; traditional processing, environmental conditions, soil composition, cultivar. These peculiarities make Italian products unique, but they inspire a high number of food frauds: the most widespread are the false declaration of provenance, or use of raw matters different than those declared. The legislative framework only concerns the documentation checks and actually there is very few legislation on food controls based on a scientific methods. This produces wide fraud phenomena, because paper documentation can be easy falsified. To stop the counterfeits of Made in Italy it is necessary to develop analytical methods to recognize the origin of a food. This is possible through the use of two different approaches, the Traceability that concerning the possibility to link a foodstuff to its provenance soil, and relating the raw matter with the finished product and Authentication that regards the ability to recognize a food among other similar products, but with different characteristics of lesser value, for example a different production technique, different possibility to perform studies with the use of the Trace Elements and, the Lanthanides. These elements do not seem to enter in the vegetable metabolism, but they are absorbed passively, and in this way they represent a fingerprint of the territory of origin. Through the use of the Elemental Analysis, with ICP-MS system and a chemometric approach, we developed an analytical method for Traceability and Authentication, and we tested them on some valuable Italian foodstuffs, mainly products in the Piemonte and Liguria region: milk and cream (Piemonte), Olive Oil obtained from Taggiasca cultivar (Liguria), Mushrooms (Piemonte and Liguria), Rice (Piemonte) and Wine must (Piemonte).

Dans le dir de beni-mellal, le secteur etudie se localise entre 32 20'-32 35' de latitude nord et 6 5'-6 20' de longitude est : il est representatif des problemes poses pour l'amenagement hydro-agricole d'une region de piemont riche de potentialites naturelles. Les resultats de cette recherche portent sur trois points essentiels: - la delimitation des potentialites naturelles (eau et terre), - l'analyse des structures de leur mise en valeur actuelle en sachant que celles-ci sont en mutation, - l'identification des contraintes et des mecanismes de mutation ainsi que leur role dans la creation des disparites entre les perimetres. Ce travail montre la place des piemonts dans la vie economique et sociale et attire l'attention sur l'interet que revet leur amenagement. L'interet principal de ce travail est de mettre en relief les contraintes auxquelles est confronte l'amenageur: contraintes nombreuses et de nature variee. Pour remedier a cette situation, notre contribution a montre la necessite d'elaborer une politique rationnelle d'amenagement et une gestion appropriee du paysage
In the dir of beni-mellal, the area of study is located between 32 20'-32 35' north and 6 5'-6 20' longitude east; this area represents the problems of hydro-agricultural development in region of piedmont, rich of natural potentialities. The results of this research focuse mainly on three points: - the delimitation of natural potentialities (water and land), - the analysis of structures of their present development taking into accont their transformation, - the identification of contraints and mutation mechanisms and their role in the creation of disparities between the boundaries. This work shows the place of piedmont in social and economic life and drews attention to the importance of their assumed development. The interest of this study is throw into relief the contraints which the developer is confronted. These contraints are numerous and various natures. To remedy this situation, our contribution shows the necessity to elaborate a rationel policy of development planning and an appropriate landscape management

Abstract:
Dans la gestion forestiere des espaces montagnards abandonnes des alpes internes francaises et italiennes, il importe de determiner les potentialites du sapin (abies alba mill. ) et de l'epicea (picea abies (l. ) karsten), compte tenu de leur comportement vis-a-vis du climat et de l'action anthropique passee. ? une etude dendroecologique a d'abord ete realisee sur 33 populations echantillonnees dans 4 vallees : la tarentaise, la maurienne, le brianconnais et le val de suse. Des fonctions de correlation ont ete calculees entre les chronologies d'indices de croissance radiale de chaque population et les parametres climatiques mensuels. Dans les populations mixtes, la comparaison des reponses au climat des deux especes met notamment en evidence le caractere thermophile du sapin et la sensibilite de l'epicea a l'aridite estivale. Les differences entre les relations cerne/climat permettent d'analyser le comportement physiologique de ces essences selon l'espece, le site, l'altitude et l'exposition. De plus, les annees caracteristiques (a croissance inhabituellement faible ou forte) soulignent le role des facteurs climatiques limitants ou favorables. ? ensuite, les aspects historiques passes et la dynamique des peuplements ont ete etudies a partir de documents anciens et des courbes de croissance radiale par age courant. L'approche historique montre l'influence des deboisements passes (etendus dans ces regions de montagne) sur la dynamique forestiere des versants sud. La reinstallation des forets y est donc en plein essor, et le sapin n'est sans doute encore pas intervenu. L'ensemble des resultats obtenus permet de preciser la place potentielle des essences dans les vallees etudiees : le sapin est amene a se developper en adret en tarentaise et haute-maurienne. En brianconnais, il peut etre favorise dans la recolonisation des melezins d'ubac du montagnard superieur. Dans le coeur du brianconnais, il est preferable de ne pas tenter de reboiser avec de l'epicea qui trouve ses limites climatiques a nevache et bardonecchia. Dans les environs de suse, le sapin et l'epicea favorises par les pluies printanieres ont une place a tenir en ubac et, dans une certaine mesure, en adret.

Abstract:
Il progetto di ricerca si propone di indagare la relazione tra enti pubblico-privato assunta come risposta innovativa e risolutiva rispetto ai nuovi rischi sociali. Lo studio muove su tre livelli: 1) le partnership pubblico-privato (PPP) come strumento di welfare sociale; 2) la co-progettazione all’interno del contesto italiano; 3) la progettazione di interventi locali a sostegno dell’assistenza familiare mediante la rete locale pubblico-privato (in particolare Centri per L’impiego, terzo settore, attori istituzionali). La ricerca è stata condotta nella regione Piemonte. Il case study, oggetto di questo studio, è stato il bando per la realizzazione di un “Intervento di sistema sul territorio regionale per la realizzazione di servizi integrati nell’area dell’assistenza familiare mediante reti territoriali” approvato con D.D. n. 1346 del 27/12/2017. English version The research project aims to investigate the relationship between public-private entities taken as an innovative and decisive response to new social risks. The study moves on three levels: 1) public-private partnerships (PPP) as a tool of social welfare; 2) co-design within the Italian context; 3) the design of local interventions in support of family care through the local public-private network (in particular employment centres, third sector, institutional actors). The research was conducted in the Piedmont region. The case study, the subject of this study, was the call for tender for the implementation of a "System intervention on the regional territory for the implementation of integrated services in the area of family care through territorial networks" approved by D.D. n. 1346 of 27/12/2017.

AbstractEmma Morano was born on 29 November 1899 in a small mountain village in Piemonte, and died on 15 April 2017 in Verbania on Lake Maggiore (100 km north of Milano). She was the daughter of Giovanni Morano, a miner; and Mathilde Bresciani, aged 24, a weaver. She was the first child in the family, and her arrival was followed by the births of seven siblings, four sisters and three brothers, all of whom she all survived. On 16 October 1926, Emma Morano married Giovanni Martinuzzi, but they separated a few years later after the death of their child. For more than 30 years, she worked in a jute factory. She then worked for about 20 years in the kitchen of a Marianist boarding school until she retired at the age of 75. After retirement, she lived in a small two-room apartment. In her final years, her hearing and sight were greatly reduced, but she could recognise faces and could communicate when spoken to loudly. She seemed to remember both past events and more recent ones. She had never been hospitalised, but had been treated for gastrointestinal bleeding and for urinary infections. She took no drugs regularly except laxatives. In the archives of four municipalities in the region, we obtained copies of the death certificates of her parents, the birth certificates of all of her siblings, her marriage certificate, and the birth and death certificates of her child. We found no inconsistences in the documents.

Communal land management is a structural element of the Alpine Mountains. In the Valleys of the Germanasca (TO), collective management has been carried out for centuries by means of extensive private shared ownership. These properties materialize the interrelations between the community and territory as identified by the first article of the European Landscape Convention. This contribution puts the theme of collective management of the highlands in the perspective of the recognition, by the urban tools regarding the theme of Landscape, of the “interrelations” between anthropic and natural elements, and in this case with respect to the Piedmont Regional Landscape Plan.

We studied 31 patients with monoclonal gammopathy (MG), 10 of them secreting monoclonal antibodies (MoAb) of the G class, 13 of them IgM and 8 IgA. We also studied 15 healthy age- and sex-matched control subjects. On each subject we evaluated whole blood aggregation (WBA) in response to ADP, collagen, epinephrine and arachidonic acid in parallel with PRP aggregation according to the method of Born. We wondered whether WBA could provide us further information on the interference of MoAb on platelet function. Agonists and concentrations which yielded statistically significant results in comparison with controls will be reported.IgM MG: Increased WBA to epinephrine 5 and 10 μM (p < 0.01) and ADP 4 and 6 μM (p < 0.001). Increased PRP aggregation to ADP 1 μM (p < 0.001) and collagen 1 μg/ml (p < 0.001).IgA MG: increased WBA to ADP 1 μM (p < 0.001). No difference in PRP aggregation.IgG MG: no difference in WBA. Reduced PRP aggregation in response to ADP 1 μM (p < 0.01) and arachidonic acid 0.5 mM (p < 0.01).We conclude that high molecular weight Ig (IgM pentamers and IgA dimers) seem to play a role in WBA, causing an increased aggregatory response when measured as impedance variation; on the other hand, low molecular weight Ig (IgG) seem to interfere directly with platelet function, causing a decreased aggregation. The mechanism underlying this phenomenon is still unclear.Supported by Grant n° 13 by Regione Piemonte.

The present article refers to the construction of a web application named Doai, capable of managing and promoting donations for non-governmental organizations (NGOs) and charities in the Piemonte Norte do Itapicuru - Bahia. From interviews with institutions’ managers, it became evident the lack of basic resources to maintain the continuity of the performed activities, It was also found that in many cases donations do not reflect your real needs. This demonstrates the lack of information between donors and these institutions. The problems experienced in these organizations was motivate the development this proposal, which aims to promote existing institutions in the region, with the modernization of dissemination actions, with the simplification of the donation process and with the resources available to leverage the contributions. After construction, the tool was submitted to analysis, with the participation of 73 (seventy-three) people from the region. In this research it was possible to realize that few people are involved with philanthropic activities. On the other hand, a large part of the public are motivated to donate using the tool, showing out how it offers good usability. In addition, much of the public also shows interest in virtual payment methods. From a technical point of view, the tool has a good user acceptance and meets the proposed requirements.

Abstract:
The subject of this paper is the architectural survey, realized with integrated methodology, of three Wal-ser houses, located in Ronco Superiore, within the Alagna Valsesia (Vercelli, Italy) municipality. The task of surveying the complex was assigned to us by the Superintendence of Archeology, Fine Arts and Land-scape for the provinces of Biella, Novara, Verbano-Cusio-Ossola and Vercelli in cooperation with the Regional Secretariat of Piemonte. The aim of the work was that of providing graphic and metric refer-ences for the houses, which are a typical example of the rural architecture at the foot of Monte Rosa, to be made available for subsequent interventions of restoration and enhancement. The Superintendence took over the safekeeping of the site from the Public Property in 1998 and, since then, has promoted a process of recovery of the buildings, winning the Europa Nostra Award in 2014. Granting access to visi-tors has given a larger audience the possibility of knowing the history, the constructive peculiarities and the works of conservation carried out in this area. Specifically, the complex of Walser houses is the most ancient settlement in Alagna, built between the end of XVI century and the beginning of XVII century. Walser houses have a stone basement and wooden roof and walls. The latter are built with the Blockbau technique, i.e. a superimposition of trunks and beams, juxtaposed to shape walls; interlocking connec-tions ensure the rigidity of the structure. First, we have acquired the morphometric characteristics of the buildings; then, we have elaborated them graphically, by employing a georeferenced, 3D laser scanner. Photogrammetric data have, instead, been acquired using digital cameras and drones.
