Annual, monthly, low and peak flow data were used to classify and ordinate 138 stream gauges in Victoria. Sixteen hydrological variables were used and low-flow and entire-flow regionalizations were derived. The low-flow regionalization was spatially indistinct and therefore unusable, but the entire-flow regionalization produced five distinctive and spatially significant regions. Least-squares relationships were calculated between mean annual runoff, catchment area and coefficient of variation of annual flows, and the 16 variables. Rivers in the dry western districts of Victoria exhibit high variability of annual, monthly and peak flows, and low specific low flows. The converse is true for rivers in the western highlands of Victoria. Stream regionalizations are a useful tool for stream ecologists, and may be used for generating hypotheses, for detecting representative rivers and for producing baseline stream surveys.

Abstract:
Regionalization is an exceptionally complex and contradictory matter, and at the same time becoming very challenging in the last few years in conditions of accelerated changes in the world. It is believed that regionalization today is an unavoidable strategic action of directing development processes on a territory. One of the aims of regionalization is to bring economic, demographic and social development processes into accord. Discordance of demographic transition courses with economic development caused prominent changes and complex development problems on the territory of Serbia, which indicate that appropriate attention should be devoted to demographic occurrences and processes in the approach to its regionalization. Proceeding from this fact, the goal of this paper was to identify the problems of regional differentiation of geoterritory and determine the place and role of demographic regionalization in the procedure of scientific knowledge, territory differentiation and organization of geoterritory; to set the general definition of regionalism from the demographic aspect, in the sense of theoretical concept based on empirical research, so as to obtain a scientific framework for research and functional approach to recognizing contemporary problems of development and organizing population; to decide on principles and elements, and point out to the content, purpose and goals of identifying demo geographic regions, in a way which would be adequate for planning regional development and organizing geoterritories. Such a set research goal required that the total problem of demo geographic regionalization is set on a wider theoretical, but analytical context, which is defined by mutual dependence of demo geographic with other regional systems, as well as with global questions of regionalism and integration ways. Demo geographic regionalization is carried out on the basis of numerous research findings and corresponding empirical results, with an idea that it serves as a basis for macro regionalization, general geographic or administrative-management regionalization, as a "foundation" for territory planning or development policy. Global and specific perception of numerous relevant components of regionalization had been carried out, with a favorable circumstance and significant basis being the following research up to now: "Outline of constant regions for demographic research" and the study of the Geographic Institute "Demographic bases for regionalization of Serbia". Unlike demographic regionalizations, this paper insisted on demo geographic as a more complex approach, and a concrete contribution of this paper refers to defining basic principles and elements of regionalization whereby in the process of delimiting regions, numerous geographic, natural geographic, anthrop geographic, territory-economical and territory functional relations and connections, occurrences and processes were articulated apart from demographic. Although not shown in the paper, regionalization of various demographic, territorial-demographic and demo economic traits were carried out for the purpose of research, which were to show to what extent, in what direction, according to which principles and in what way it is possible to carry out demographic regionalization in Serbia. It should be noted that most research on the topic of demographic regionalization indicate that the importance of certain elements of regionalization is variable and that is dependent on the regional level, and that the population change during demographic transition imposes a necessity for introducing new indicators and elements of regionalization. Having in mind all the stated elements, territorial-functional relations, realized territorial-demographic structure of Serbia and tendencies of demographic courses, as well as territorial plan of isolated macro regional centers, confirming the homogeneity of demographic development of various regions, but also researching migration flows under the influence of push and pull factors during the process of industrialization, urbanization and land reclamation, the only possible demo geographic regionalization of Serbia was presented. The isolated regions are homogeneous in the sense of functional interdependence, because each represents a region which is territorially-functionally connected to a regional center; and heterogeneous of structure, because each region represents a symbiosis of urban, rural and transitional type of structure, which are a result of differentiation of development and demographic processes, and which imply a corresponding demographic development, dynamics and composition of population. The goal of this paper was to give theoretical-methodological frameworks and a broader basis for integration of certain territorial units into unique demo geographic regions of Serbia, which would still be in the function of complex regional research and regional planning. Anything more than that (especially from the aspect of micro or macro regionalization) would require a team work of a larger number of experts, an extensive statistical-analytical and research project, as well as sound knowledge of various local conditions, historical-geographic and civilization events which often require deviation from consistent application of formulated criteria and measures for regionalization. This means that the given proposals should be understood as a principled scheme, a general framework of the demo geographic regionalization of Serbia on the basis of interdependence of natural and economic wholes, their geographic-transportation and economic-gravitational connection, development processes and demographic courses. Every concrete requirement in future practice of planning or organization of geo-territory would require defining goals and principles of regionalization as well.

In this review, the term muscle fibre regionalization signifies the presence of regional intramuscular differences in fibre type composition. As is well known, highly regionalized muscles commonly have greater concentrations of slow fibres deep than superficially. However, the degree of regionalization varies markedly between muscles and is not confined to deep vs. superficial locations. Fibres of the same myosin type may show regionalized differences in their metabolic enzyme activity, even within single motor units (Larsson, 1992). Regionalization of fibre type composition occurs also within single neuromuscular partitions. The intraspinal position of motoneurones is often coarsely related to the intramuscular sites of their muscle units. Muscles with a marked fibre type regionalization tend to show a corresponding regionalization of activity; in several muscles, however, the activity regionalization may vary depending on the motor task. During early development, fibre type regionalization emerges even under aneural conditions. The mechanisms are still unknown; relevant aspects of early development are briefly reviewed. Environment is the external factor that affects the durability of concrete structures. Buildings in different regions with different climates will respond to durability deterioration in different ways. For macroenvironmental regionalization, the dominant factor analysis method of the climatic zonation was applied into the environmental regionalization in this paper. Based on the environmental characteristics in China and the effect of environmental factor on the durability of concrete structure, the proper regionalization indexes are chosen, and the environmental regionalization is made. For microenvironmental regionalization, fuzzy set and rough set theories were used in date mining on discrete measured data, and the weight determination of various factors affecting durability was transformed into evaluation of the significance of attributes among rough sets. The method of durability environmental regionalization is established by analyzing the degree of influence that various factors have on the durability of concrete structures. The result of durability environmental regionalization for concrete structures in Shenzhen city shows that the proposed approach is reasonable.

Abstract Regionalization, in the form of a dispersion of political power away from national political centers to regional governments, has been a defining feature of European politics since the 1970s. The article focuses on how institutional regionalization changed citizens’ attitudes about the division of competences between the central and regional level. It argues that regional institutions and policies exert a socializing effect on citizens’ preference in favor of these institutions through a mechanism of adaptive preferences. First, attitudes are studied across cohorts in a single population to test whether cohorts that came of age in a context of more institutional regionalization are more favorable towards regional decision-making than cohorts that came of age in a centralized state. The analyses indeed show evidence for a socializing effect of institutional regionalization. Second, the article shows how regional elites’ discourses may moderate the relationship between institutional regionalization and citizens’ attitudes about regionalization. We study Belgium as a crucial case. We use five cross-sectional datasets of the Flemish and Walloon populations during the course of increased regionalization in Belgium (1991–2007).

Introduction. The process of a new regionalism formation in Ukraine has become the subject of the study. Its conceptual and categorical apparatus has been determined. Purpose. The article aims to ground the author's interpretation of the concept "regionalization" on the basis of analysis of the "regionalization" concept which is provided by researchers of various scientific schools and their critical analysis. It will help to clarify the categorical and conceptual apparatus of a new regionalism. Method. The author has used general scientific methods of research and specific methods of scientific knowledge. In particular, there have been used the monographic method and the method of generalizations (to make the comparison of concepts regionalization); the method of analysis and synthesis (to determine the most important essential factors of the "regionalization" concept). Results. The results of analysis of essence interpretation of the «regionalization» concept make it possible to come to the following conclusions. In terms of spatial and territorial aspects regionalization has three forms: first form is the so-called "regionalization – from the top" (when within the state the regions with administrative boundaries are determined); second form is the so-called "regionalization – from the bottom" (when within the already formed administrative schematization the region can be separated; third form is the so-called "regionalization – horizontal" (when the associations of the regions are formed or those can be the cross-border regions and units). Regionalization is often associated with new spatial and territorial entities at different levels in order to obtain competitive advantages in the context of the formation of an information society. Regionalization is considered as a mechanism of regional social and economic policy, a variety of innovation activities, and the emergence of interstate relations; as a process of institutional change, territorial division, regionalism, decentralization, the choice of a political course. It has been found out that regionalization, in our opinion, is primarily a certain process, which is confirmed by the discourse on the essence of this concept, which is based on the principle of subsidiarity and decentralization of authority. Scope of results. It has been provided the author's interpretation of the "regionalization" essence as a multidimensional process of increasing autonomy and increasing the importance of regions at the level of different territorial entities, which is accompanied by institutional changes, can contribute to the clarification of the conceptual and categorical apparatus of a new regionalism theory.

In this study, we set out to, first, replicate the classification of multinational enterprise (MNE) types proposed by Rugman and Verbeke in the Australian context. Second, we explore how a firm’s international experience influences the degree of its home regionalization and how industry affects the international experience–home regionalization relationship. We find that while home regionalization is still a dominant regionalization strategy for Australian MNEs, the proportions are different from those of Rugman and Verbeke. In particular, the share of home-regional firms is less pronounced and the share of host-regional firms is higher than Rugman and Verbeke’s findings. We also find that a firm’s international experience is negatively related to home regionalization, and that this relationship is further moderated by the firm’s industry. Our findings suggest that more attention be devoted to uncovering both home-country effects and the differential impact of international experience on home regionalization across industries.

To have a quantitative and automatic study on China Highway Natural Regionalization, obtain scientific and objective regionalization conclusion, we studied the framework, spatial data mining model and development methods of China Highway Natural Regionalization GIS (HR-GIS). This paper studied integration method and framework of HR-GIS according to the guideline and methods of the research of Natural Regionalization for China Highway. Based on object-rational model, the spatial database has been built for massive data management. The spatial data mining methods were put forward to accomplish quantitative calculation of environmental indices. Using ArcGIS Engine technology, the HR-GIS has been developed and completed, and it has the functions of spatial analysis and information inquiry of natural regionalization.

Purpose – The purpose of this study is to examine the nature of regional macroeconomic risk by examining the trade networks formed by regional multinational enterprise (MNE) activity at the aggregate level, and exploring the subsequent implications on the vulnerability of those networks to economic shocks. Design/methodology/approach – The study draws on contemporary developments in graph theory to revisit the nature and dynamics of complex trade networks in the Southeast Asian region from 1990 to 2012. Findings – Findings indicate that the topology of the regional trade network has changed significantly in the period examined, in that it has become denser, more connected and more clustered. Analysis further indicates that disruptions to the trade network during periods of shock have exhibited decreasing levels of magnitude, pointing to greater robustness over time. Research limitations/implications – The results show that intra-regional MNE activity has the effect of reducing risk in the region. If MNEs aim to reduce their risk exposure, they must first deepen their commitment to the regional market. Originality/value – This paper enriches current understanding of the changing nature of regional risk, and represents one of the first efforts to examine international trade networks in light of recent developments in the understanding of networks beyond the conventional random graph.

Abstract:
Regionalization of migration is not a new phenomenon, which is developing alongside its globalization. The globalization of migration driven by the increased migration interdependence between labor-surplus and laborshortage countries, is manifested in the growth of the number of countries participating in the population exchange and the number of international migrants, foundation of the support framework of the global migration governance, etc. At the same time, the level of liberalization of migration flows is significantly lower than that of commercial and financial flows. The territorial mobility is reducing, that may be seen as a symptom of the attenuation of globalization of people’s movements. The aggravation of contradictions between sending and receiving countries hinders the development of global migration governance. In contrast the regionalization of migration has been increasing markedly over the previous decades. It is being revealed in the growth of people’s movements on the territories of the global North and even more in areas of the South which house more migrants from the developing regions of the world than the North. The enlargement of regional flows leads to the emergence of the major donors of migrants in the North and major recipients of migrants in the South as well as enhances the relevance of the consequences of emigration for the sending countries in the North and the effects of immigration for the receiving countries in the South. The low efficiency of unilateral measures of migration governance and the lack of global partnership in this field make increasingly important the regulation of population movements at the sub-global level. The cooperation between the countries concerned is being carried out both in a formal format within the integration associations and by means of informal regional consultative process. The rules governing migration issues are being increasingly included into regional multilateral agreements. The most developed regional regulation system of migration is created have within the EU, followed with a wide margin by the MERCOSUR, ЕАEU and ASEAN. Although the regional consultative process is not binding for participating countries, it contributes to moving from de facto to de jure policy coherence in migration governance. Given the inevitable obstacles to the territorial expansion of such regional organizations and to the creation of global alliances modelled on them, regional migration regulation will remain an integral element of the architecture of the future global governance.

The empirical association between high hospital procedure volume and lower mortality rates has led to recommendations for the regionalization of complex surgical procedures. While regionalization may improve outcomes, it also reduces market competition, which has been found to lower prices and improve health care quality. This study estimates the potential net benefits of regionalizing the Whipple surgery for pancreatic cancer patients. We confirm that increased hospital volume and surgeon volume are associated with lower inpatient mortality rates. We then predict the price and outcome consequences of concentrating Whipple surgery at hospitals that perform at least two, four, and six procedures respectively per year. Our consumer surplus calculations suggest that regionalization can increase consumer surplus, but potential price increases extract over half of the value of reduced deaths from regionalization. We reach three conclusions. First, regionalization can increase consumer surplus, but the benefits may be substantially less than implied by examining only the outcome side of the equation. Second, modest changes in outcomes due to regionalization may lead to decreases in consumer surplus. Third, before any regionalization policy is implemented, a deep and precise understanding of the nature of both outcome/volume and price/competition relationships is needed.

On the basis of analysis of linguistic situation territorial features in Ukraine two ethnolinguistic regionalization variants are offered. Five ethnolinguistic provinces (Western, Central, Siversk-Slobojansk, Dnieper-Donetsk and South), 18 ethnolinguistic areas and 81 ethnolinguistic district are selected in the first variant. 12 ethnolinguistic regions are selected in other variant. Offered ethnolinguistic regionalization of Ukraine territory can be a basis for other types of regionalization, which take into account an ethnic factor. Abstract The performance of regionalization methods used for regional flood frequency analysis is affected considerably by the features used to identify the homogeneous regions (e.g., climatological, meteorological, geomorphological, and physiographic characteristics of the watersheds). In this study, a regionalization method is proposed that takes advantage of the two widely used techniques in regionalization of watersheds: canonical correlation analysis and cluster analysis. In the proposed method, the canonical correlation analysis is utilized to select or weight features that then will be used by a hybrid clustering algorithm for regionalization of watersheds. The proposed method is applied to Sefidrud basin, located in the north of Iran, to implement regionalization with two, three, four, and five regions. Performance assessment of the proposed method shows that all the options of the proposed method can be effective alternatives to some common regionalization methods to improve the homogeneity of the regions. The results indicate that the method can satisfy the homogeneity conditions approximately for all the regions which were identified in the study area.

ABSTRACT Knowledge of natural water availability, which is characterized by low flows, is essential for planning and management of water resources. One of the most widely used hydrological techniques to determine streamflow is regionalization, but the extrapolation of regionalization equations beyond the limits of sample data is not recommended. This paper proposes a new method for reducing overestimation errors associated with the extrapolation of regionalization equations for low flows. The method is based on the use of a threshold value for the maximum specific low flow discharge estimated at the gauging sites that are used in the regionalization. When a specific low flow, which has been estimated using the regionalization equation, exceeds the threshold value, the low flow can be obtained by multiplying the drainage area by the threshold value. This restriction imposes a physical limit to the low flow, which reduces the error of overestimating flows in regions of extrapolation. A case study was done in the Urucuia river basin, in Brazil, and the results showed the regionalization equation to perform positively in reducing the risk of extrapolation.

To answer these questions, we present an innovative dataset of peace operations. Covering the 1947–2016 period, the dataset captures every UN and non-UN peace operation, information on mission type, the existence of target state consent and UN authorization. The unit of analysis is the mission. The first analysis of the dataset yields three findings: (1) There is a significant regionalization of peace operations; (2) regions show distinct intervention patterns; and (3) regionalization does not directly challenge the UN authority.

Until recently, the issue of regionalization was only superficially addressed in both practice and scholarship compared to other provisions of the WTO Sanitary and Phytosanitary Agreement. The notion of regionalization, established in Article 6 of the SPS Agreement, secures that SPS measures are not based on political borders of the Members but adapted to the specific conditions of regions. Thus, Article 6 establishes an important right of the Members to ensure access to other Members’ markets for products originating in disease-free areas. Recently, several disputes with respect to regionalization were brought before the WTO dispute settlement system. This article considers how, in Russia – Pigs (EU), the Panel and the Appellate Body clarified the SPS Agreement’s provisions on regionalization, furthering previous conclusions and identifying what Members can expect from future applications of the regionalization provisions of the SPS Agreement.

This paper evaluates the regionalization of soil and water conservation in China, decades after its widespread implementation across the country. The authors mainly address two questions. First, to what extent could achievements in soil erosion and water management be attributed to regionalization? Statistics and cases show that enhancement of research on soil erosion and ecology, popularization of technologies and mathematical methods and more complete databases are the main improvements to theoretical research; the distribution of region-specific measures and monitoring sites and the development of a responsibility system are the main impacts on practice. Second, is there any weakness to regionalization? Econometric and management methods are currently not well integrated into the process of regionalization; indicators used for division lack standardization, thus weakening the accuracy of regionalization; also, there are limits to its implementation. Using scenario analysis, the authors discuss the possibility of involving economics and management science in the process of regionalization and the approach to combine qualitative analysis with quantitative analysis, while also arguing the importance of establishing an effective cooperation mechanism between different government departments and between government and actors. For government, the evaluation could be helpful to recognize the success, strengths and weaknesses of regionalization of soil and water in China and hence to take further steps to formulate region-specific policies dealing with complex environmental and economic problems in different regions.

Morrone (2018) provided a general protocol to undertake biogeographical regionalizations consisting in seven steps, namely 1. defining the study area, 2. assembling distributional data, 3. identifying natural areas, 4. discovering area relationships, 5. defining boundaries/transition zones, 6. regionalization and, 7. area nomenclature. This protocol is aimed at facilitating communication between cross-domain researchers and contributing to the development of a truly integrative biogeography. Here I would like to discuss some ideas raised by Morrone (2018) and show that comparative biogeographical methods (sensu Parenti and Ebach 2009) are based on a cladistic rationale which provides the ontological framework to address this issue i.e. initiate biogeographical regionalizations leading to an integrative biogeography. This kind of standardisation has already been used in different context of biogeographical analysis and highlighted interesting results (Hoagstrom et al., 2014; Ung et al., 2016, 2017).

Разнообразие идеологических приоритетов в регионализации обеспечивает многообразие подходов в становлении, деятельности и развитии школьного и вузовского образования. Регионализация учебно-воспитательного процесса часто недооценивается, о чем свидетельствует появление формализма в обучении и воспитании. Причиной данных фактов является отсутствие системных знаний о регионализации как принципе, социально-педагогическом процессе и результате. Нет достаточных представлений о регионализации как процессе, не выявлены в полном объеме его результаты. Исследования в области регионализации образования приобретают особую актуальность в условиях глобализации. Представляется необходимым включить в учебно-методические комплексы по иностранному языку сведения краеведческого характера. Краеведение должно рассматриваться как частный аспект регионализации образования. Именно краеведческий материал о природе, истории, экономике, людях, культуре региона существенно дополнит содержательный компонент речи на иностранном языке. Pedagogical regionalization as one of the types of a more general process of regionalization is a principle and process of formation, operation and development of education in the regions, the methodology, practice and effectiveness of which is the result of its regionalization. Changing of socio-economic conditions results in changing of the regionalization concept, leading to changes in the components of school and university education. The diversity of ideological priorities in regionalization provides a variety of methodological and methodical approaches in the formation, operation and development of school and university education. The regionalization of the educational process is often underestimated, resulting in formalism in teaching and upbringing. The reason is the lack of systematic knowledge about regionalization as a principle, socio-pedagogical process and result. There is a lack of sufficient understanding of regionalization as a process, and its results have not been fully revealed. Research in the field of regionalization of education is becoming particularly relevant in the context of globalization. It seems necessary to include information of a local history in educational and methodological complexes on a foreign language. Local history should be considered as a private aspect of regionalization of education. It is local history materials about nature, history, economy, people and culture of the region that will significantly complement the informative component of a foreign language speech.

Abstract The present study evaluated five regionalization methods: global averaging; regression; spatial proximity; behavioral similarity and artificial neural network (ANN) for Soil and Water Assessment Tool (SWAT), using data from 24 river basins in monsoon dominated tropical river basins of peninsular India. Regionalization was performed for each basin using the remaining 23 basins. The performance of the calibration and thus the regionalization method is limited by the unreliable or erroneous data at the basins. Overall, we found that the regression method outperforms other regionalization methods in terms of predicting the daily as well as peak discharges. It was found that despite showing a better R2 in training, testing and validation, the ANN method performed poorly probably due to a lower number of training data. Therefore, it is suggested that the ANN should be avoided for regionalization in the absence of sufficient training data. Moreover, the regression equations developed in the present study can be utilized to predict SWAT parameters of basins located in the vicinity of the study area. However, the basins located far away from the group of catchments or having diverse characteristics should be avoided for regionalization.

Abstract Objectives: to analyze the influence and performance on Policy, Structure and Organization dimensions in the regionalization process in five health regions in Brazil. Methods: a quantitative, cross-sectional study using primary data from 217 fulfilled interviews with managers, service providers and representatives of society in five health regions in Brazil. Calculation on the Influence Index that measures the contribution level of three dimensions in regionalization. Results: after analyzing the three dimensions that influence the regionalization process separately, it is necessary to point out that there is a better performance on the Policy dimension in front of all the others; on the other hand, Structure dimension shows itself to be feeble, configuring a real obstacle to progress the regionalization process; Organization occupies an intermediate place in all the regions of the study. The insufficient availability of physical, human and financial resources impedes to advance the regionalization and the achievement of its major objectives, which are the integration of services and coordination care. Conclusions: regionalization follows an uncertain path and without clear direction of its objectives, goals and deployed instruments. The Regional planning, in the case of health, is still a theoretical exercise.
