Borders within borders: A new regionalism in contemporary Croatian literatureThe article is an attempt at a synthetic presentation of Croatian literature researchers’ reflection about regionalism in the twentieth and the beginning of the twenty-first century. The author observes that there is a tendency to see Croatian literature as one that produces two different models of texts in terms of poetics and philosophy – the northern, which is “Central European,” and the southern, which is “Mediterranean.” She then examines the coherence of the “ideal types” delineated by researches according to the themes and literary devices utilised, based on two short stories from 2006, by writers one of whom is from the northern and the other – from the southern part of the country. Nowy regionalizm we współczesnej literaturze chorwackiejArtykuł jest próbą syntetycznej prezentacji refleksji chorwackich badaczy literatury na temat regionalizmu w XX i na początku XXI wieku. Autorka wskazuje na istnienie tendencji do postrzegania chorwackiej literatury jako realizującej dwa odmienne – północny tj. środ­kowoeuropejski oraz południowy tj. śródziemnomorski – modele tekstów w zakresie poetyki i filozofii, a następnie na podstawie dwóch opowiadań z 2006 roku, napisanych przez pisarzy z Północy i Południa, sprawdza przystawalność nakreślonych przez badaczy „typów idealnych” do materiału literackiego.

AbstractAnalysis of political regionalism and regionalist parties has traditionally neglected the case of Germany. We argue that this is a curious ommission. This article looks to redress this balance by applying frameworks created for understanding the determinants of regionalist party success to the Bavarian Christian Social Union (CSU) and the eastern Germany Party of Democratic Socialism (1990–2005, PDS). Although very different in terms of their politics, both parties have been successful as they have followed strategies and tactics evident in the broader regionalist parties' literature. This article therefore deepens our knowledge of regionalism in Germany, while also testing regionalist literatures in a new country-context.

Penellitian ini akan berfokus pada lingkungan sekitar,regions in memory dan rejection of absolute historicism dengan menggunakan metoder literature. Berdasarkan studi literature dan analisa dapat diambil kesimpulan bahwa masjid Padang dan Sydney Opera House termasuk ke dalam critical regionalisme mulai dari lingkungan sekitarnya,ornamen pada bangunan serta adanya modifikasi dari elemen-elemen tradisional.

As the discipline of Comparative Literature expands beyond its traditional concentration on the literatures of a few European great powers, our expanded range of vision involves rethinking Europe itself as well as the larger global production of literature. Already in the 19th century, comparatists were deeply engaged in sorting out relations between major powers and minor literatures, as can be seen in the ambitious early journal Acta Comparationis Litterarum Universarum, edited in the 1870s by the Transylvanian comparatist Hugo Meltzl. This article discusses Meltzl's journal and its struggles against the great-power cosmopolitanism represented by Meltzl's rival, the German comparatist Max Koch. As an illustration of the importance of trans-national perspectives in understanding European identity, the article concludes with a discussion of the recording of pagan myth in medieval Iceland.

Mark Storey, "Country Matters: Rural Fiction, Urban Modernity, and the Problem of American Regionalism" (pp. 192––213) This essay intervenes in the critical debates surrounding nineteenth-century American regionalism, arguing that such debates have tended to ignore the possibility of a shared and trans-regional category of "rural fiction." Developing this notion, I suggest that literary representations of rural life in the late nineteenth century are a crucial and neglected way of understanding the geographically indiscrete transformations of urban-capitalist modernity. Further, by examining these transformations through the prism of rural fiction, we can challenge the urban-centric tendency of postbellum American literary history. Drawing on several writers who have been the focus of much of critics' attentions on regionalism (Edward Eggleston, Hamlin Garland, and Sarah orne Jewett in particular), this essay considers both the generic and thematic instabilities of rural fiction, arguing that these instabilities serve to encode and refract the social and cultural context from which this fiction emerges. Reading rural fiction against the background of the increasing similarities between geographically distinct areas of rural life, and reconsidering many of the works that we currently gather under the regionalist rubric as, instead, rural, a distinct perspective can be gained on the standardizing and flattening processes of modernity itself.

O regionalismo gaúcho esteve historicamente permeado de singularidades, tendo a construção do tipo característico “centauro dos pampas” predominante em muitos escritos do gênero. Mesmo que a literatura gaúcha goze de multiplicidade de textos, que retomem características específicas dos lugares em que foram construídas, há textos que rumam para a universalidade com poucas referências ao regional. A presente pesquisa bibliográfica de cunho qualitativo visa empreender reflexões acerca da literatura gaúcha, que se desprende do regionalismo característico para aventurar-se pelos terrenos da universalidade. Se para Ítalo Calvino, o clássico é aquele que não terminou de dizer o que tinha para dizer, Anne-Marie Thiesse intitulou o “check-list identitário” uma série de especificidades capazes de garantir a singularidade de determinado grupo social. Neste contexto, ter-se-á a análise da obra Pequenas epifanias, de Caio Fernando Abreu. Os resultados apontam que obras como esta se constituem a exceção à regra sem perder reconhecimento, com seu lugar entre os pares da literatura regional, mesmo que fuja da “pureza inicial” caracterizadora da literatura gaúcha. AbstractThe Rio Grande do Sul regionalism was historically permeated by singularities, with the construction of the characteristic type “centaur of Pampas” prevalent in a lot of writings. Even though the Rio Grande do Sul literature enjoys a multitude of texts that comprise specific features aboutthe places wherethey were built, there are texts that head for the universality with few references to the regional. This bibliographical research of qualitative nature aims at undertaking reflections about the Gaucho literature which breaks loose from characteristic regionalism to venture out towards the universality land. To Italo Calvino, the classic is the one that has not finished saying what he or she had to say, AnneMarie Thiesse entitled the “check-list identity” a series of special features capable of ensuring the uniqueness of a particular social group. In this context, there is the analysis of the book Pequenas epifanias, by Caio Fernando Abreu. The results show that books like this are an exception to the rule without losing recognition, with its place among the pairs of regional literature, even though it deviates from the “original purity” characterizing the Gaúcha literature. This essay isolates, analyzes, and contextualizes a prevalent character type in nineteenth-century American fiction that it calls (following Ina Ferris) the “remnant.” Although remnants appear in the earliest American experiments in fiction, the type becomes truly ubiquitous in postbellum regionalist writing. Depicted as living relics or belated leftovers from superseded cultural epochs, remnants, the essay claims, project the distinctly modern modalities of displacement and ontological insecurity into the regionalist texts they inhabit, thus unsettling the conventional critical readings of the genre as a backward-looking nostalgic form while also opening anew the question of regionalism’s complicated appeal for its contemporary readers. While beginning and ending with Sarah Orne Jewett’s representative remnant figure, Captain Littlepage, the essay also surveys several lesser-known examples, discusses the type’s peculiar characteristics, and speculates on the reactions it drew from its original audiences.

This work is a study of universalism concepts and literary regionalism and its implications in the study of Novel.The novelistic narratives have often been categorized either as regionalist, or as universal.However, this classification is usually made arbitrarily, since the basis under which these concepts are applied are not consistent, which paves the way for the claim that these are used exclusively with marginalization purposes of certain literary manifestations. On this, the research seeks to establish other ways in which the local and the universal can be thought of in the novel, making use of the opportunities provided by the reflections of the French philosopher Paul Ricoeur about the narrative which allow us to think the novel as having dimensions that include both private as universalizing aspects of the plot. In order to check the consistency of the analysis, the study will turn to the literary works Relato de um certo Oriente, by Milton Hatoum, Beiradão, by Alvaro Maia, and Galvez Imperador do Acre by Márcio de Souza, that, wheter they have been compiled by authors from outside the major centers, they have elements that allow align them to the general panorama of the novel, while guarding features that approximate their original context of accomplishment.
Este trabalho consiste num estudo dos conceitos de universalismo e regionalismo literários, bem como suas implicações no estudo do Romance. As narrativas romanescas têm sido frequentemente categorizadas ora como regionalistas, ora como universais. No entanto, tal classificação costuma ser feita de forma arbitrária, uma vez que as bases sob as quais esses conceitos são aplicados não são consistentes, o que abre caminho para a afirmação de que estes são usados exclusivamente com fins de marginalização de certas manifestações literárias. Em visto disso, a pesquisa aqui realizada procura estabelecer outras formas pelas quais o local e o universal podem ser pensados no romance, utilizando para isso as perspectivas abertas pelas reflexões do filósofo francês Paul Ricoeur acerca da narratividade, as quais permitem pensar o romance como dotado de dimensões que abarcam tanto os aspectos particulares quanto universalizantes da trama. A fim de verificar a consistência da análise, o estudo irá voltar-se para as obras Relato de um certo Oriente, de Milton Hatoum, Beiradão, de Álvaro Maia, e Galvez imperador do Acre, de Márcio Souza, que, independente de terem sido elaboradas por autores de fora dos grandes centros, apresentam elementos que permitem alinhá-las ao panorama geral do romance, ao passo que guardam características que as aproximam de seu contexto original de realização.

O tema da presente dissertação consiste na investigação acerca da contribuição do Grupo Matrícula para a consolidação de um sistema literário regional na Serra Gaúcha. Ao compreender a literatura como um sistema particular, serão analisados elementos de produção, publicação e circulação em relação ao Grupo. Sob esse viés, fazem parte do sistema escritores, leitores e obras, e também editoras, universidades, livrarias, bibliotecas, análises críticas e outros. Será ainda observado o ambiente literário em que surge a antologia, assim como o ambiente que emerge após a sua publicação. À luz da sociologia da literatura, parte-se da totalidade de um sistema literário e, gradativamente, reduz-se ao sistema literário regional da Serra Gaúcha, para, finalmente, verificar o papel do Grupo Matrícula na consolidação desse sistema. Para tanto, servirão como aporte teórico os estudos sobre região cultural, regionalidades, literatura regional e sistemas literários. Os fatores sociais e culturais específicos de uma região, que agem sobre a produção e recepção da literatura, as instituições que constituem uma paisagem literária regional, assim como as condições de leitura e público literário são elementos investigativos da pesquisa em questão que contribuem para que se compreenda a vida literária na Serra Gaúcha, entre os anos de 1950 e 1980.

The topic studied in this master’s thesis is the investigation about the contribution of Grupo Matrícula to consolidate a regional literary system in Serra Gaúcha. Understanding the literature like a particular system, elements of production will be analyzed, as the publication, and diffusion in relation to the group. Writers, readers, books, publishing houses, universities, libraries, bookstores, and critical analysis are part of this system. The literary landscape, where the anthology arises, will be observed, and, also, the literary configuration after that. Based on the sociology of literature, this research is firstly developed considering a literary system in its totality, and, gradually, it reduces to the regional literary system in Serra Gaúcha, and, finally, it verifies the role of the Grupo Matrícula in the consolidation of a system. The studies about cultural region, regionalities, regional literature and literary systems will be used as theoretical basis. The social and cultural factors of a region that act on the production and reception of literature, the institutions that constitute a regional literary landscape, and, also, the conditions of reading and the literary public are investigating elements of this work. They contribute to understand the literary life in Serra Gaúcha, between 1950 and 1980.

This paper makes an analysis of the Elis Literature Engaged in Bernardo, particularly his novel written in the late 1940s, "The Earth and Carbines". It was published in booklet form periodically in the Official State of Goiás observed that this literature was made for a specific purpose, since the author was active in the Brazilian Communist Party, reflecting its ideals in such work. The work is supported theoretically in Cultural History, which enables to use literature as a source of historical research. In the first chapter we demonstrate how the historian can use literature as a document; as some writers have become regionalist, do a quick story about how it came to literature engaged. In the second, expose briefly the life and works of Bernardo Elis, as well as their engagement in PCB reflected in the literature they produced. In the final chapter, we make a possible intersection between literature as "fiction" and its power of symbolization of the historical reality of the struggle for land.
Este trabalho faz uma análise da Literatura Engajada em Bernardo Élis, particularmente sua novela, escrita nos fins da década de 1940, A terra e as carabinas. Ela foi publicada em forma de folheto, periodicamente, no Jornal Estado de Goiás. Observamos que essa literatura foi feita para um objetivo específico, visto que o autor estava ativo no Partido Comunista Brasileiro, refletindo seus ideais na referida obra. O estudo apoia-se teoricamente na História Cultural, o que possibilita utilizar a literatura como fonte histórica de pesquisa. No primeiro capítulo demonstramos como o historiador pode usar a literatura como documento, como alguns escritores assumiram o tom regionalista e relataremos como surgiu à literatura engajada. No segundo, exporemos de forma resumida a vida e as obras de Bernardo Élis e como seu engajamento no PCB refletiu-se na literatura que produziu. No capítulo final, fazemos uma intersecção possível entre a literatura enquanto ficção e seu poder de simbolização da realidade histórica da luta pela terra.

Abstract:
The object of this research is to investigate the dynamic nature of identity construction of a regional place in English translations. The study focuses on the analysis of Wang Zhenhe’s works in translation. The Regional Prose Literature of Taiwan was developed when writers began to examine their identity and sense of belonging under Japanese colonization (1895-1945) and later the rule of the Nationalist government under Martial Law (1949-1987) by using narrative and descriptive prose as a vehicle for presenting the distinctiveness of the island. The dialects, the colonial language, local customs and scenes which regional writers created in their stories brought out what they saw as the uniqueness of Taiwan identity. However, Taiwan, like Hong Kong, has been categorized by many scholars as part of the Han-Chinese-influenced region, which shares the same cultural identity. Translating Taiwan, therefore, depends on how a translator understands and (re)constructs its cultural and political discourse in translation. This thesis uses a cognitive-pragmatic model (CPM) to describe how a translation of regional prose literature communicates to readers of the target culture. The CPM in translation studies looks at translation from the aspects of literary communication and the comprehension process. It enables the researcher (1) to study the textual signals of a place which readers used to construct the text of the source cultural world; (2) to examine how these signals were conveyed in the target text; (3) to study the likely effects on specific readers who have little or no knowledge of the source text culture. The major finding of this study is that communication through translated literature depends not only on the translator’s roles as a reader and a rewriter, but also on target readers’ processing effort and literary competence. Textual analysis shows that the translators’ decisions on conveying regional signals in translations often affect readers’ comprehension of the target text (TT). When the translation is too literal and the cultural signal is unfamiliar to the target readers, those who have little or no knowledge of Taiwan have more difficulties understanding the text. Reader response studies also show that the use of footnotes in the literary translation is not always unacceptable by the readers when specific regional elements are preserved in the TT. Target readers’ reception of cultural signals relies firstly on their existing knowledge and secondly on the information they receive from the translation. Effective communication therefore results from a translator’s assumption of target readers’ schemas and efforts in making the translation comprehensible and coherent, especially when there are regional elements in the translation.

Resumo: Esta pesquisa analisa relações existentes entre a literatura brasileira e seu contexto histórico, a partir da obra Dois irmãos, de Milton Hatoum, importante escritor contemporâneo. Especialmente no século XX, início do romance, a sociedade brasileira sofreu um processo de industrialização que, aparentemente, separou o Brasil em regiões modernas e atrasadas, dando origem ao assim chamado dualismo brasileiro. A trajetória dos irmãos Yaqub e Omar, oriundos de uma família libanesa em Manaus, exemplifica, de maneira singular, a alegoria do dualismo brasileiro e do desenvolvimento desigual, especialmente a partir da década de 1950. O romance é narrado por Nael, filho da empregada da casa com um dos gêmeos, que reconstrói a história daquela família a partir de suas memórias. Assim, através da mencionada obra de Hatoum propõe-se uma análise da sociedade brasileira a partir de suas características e contradições
Abstract: This research examines the relationships between the brazilian literature and its historical context, from de the book Dois irmãos, by Milton Hatoum, an important contemporary writer. Especially in the twentieth century, beginning of the novel, brazilian society started a process of industrialization which apparently broke the country in modern and archaic regions, giving rise to the brazilian dualism. The trajectory of the twin brothers Yaqub and Omar, from a lebanese family in Manaus, exemplifies the allegory of brazilian dualism and uneven development, especially since the 1950s. The novel is narrated by Nael, son of the servant of the house with one of the brothers, which reconstructs the history of that family from their memories. Through this Hatoum's novel this work proposes an analysis of Brazilian society from its characteristics and contradictions

Alguns elementos da realidade histórica e cultural, identificados em obras de ficção que tratam do Rio Grande do Sul, contribuíram e ainda contribuem para a construção de um imaginário social e de uma identidade regional, seja nas representações do ambiente em que se passa a narrativa ou na própria linguagem utilizada pelo escritor. Partindo do pressuposto de que as escolhas lexicais do escritor, em seu texto, são fatores relevantes para a configuração do contexto histórico de uma determinada época, este trabalho analisa as relações entre o léxico do romance A casa das sete mulheres (2002), de Leticia Wierzchowski, e a cultura regional gaúcha. Para atingir os objetivos, a presente dissertação desenvolve uma análise léxico-semântica da representação das características histórico-culturais e sociais do Rio Grande do Sul a partir da seleção de lexias, organizadas em campos lexicais conforme a teoria de Coseriu (1979). Utiliza-se como aporte teórico os Estudos lexicais, Lexicologia, Lexicografia e Terminologia, enfatizando o léxico relacionado a aspectos de cultura e regionalidade.

Some elements of historical and cultural reality, identified in fiction about the State of Rio Grande do Sul, have contributed and still contribute to the construction of a social imaginary and of a regional identity, whether in representations of the environment in which the narrative takes place or in the language used by the writer. On the assumption that the writer’s lexical choices are relevant factors to setting the historical context of a given season, this paper aims to examine the relation between the lexicon of the novel called “The House of Seven Women”, by Leticia Wierzchowski (2002) and regional culture. To achieve these goals, this dissertation develops a lexical-semantic analysis of the representation of the historicalcultural and social characteristics of Rio Grande do Sul from the selection of lexias, organized into lexical fields according to Coseriu's theory (1979). As theoretical contribution it was used the lexical studies, Lexicology, Lexicography and Terminology, emphasizing the lexicon related to culture and regional aspects.

AbstractThis chapter analyses the norms, agendas, and initiatives implemented by regional organizations in Latin America regarding climate change, and focuses on the Southern Cone Market (MERCOSUR), the Union of South American Nations (UNASUR), the Forum for the Progress and Integration of South America (PROSUR), and the Community of Latin American and Caribbean States (CELAC). Drawing on the secondary literature and official documents and the concepts of path dependence and unintended consequences from historical institutionalism, the chapter explores the role that these regional organizations have played so far in addressing climate change, as well as the key actors promoting and hindering environmental and climate change commitments. The conclusions advance recommendations based on the premise that climate change should be a key area in a new cycle of regionalism following the period of paralysis and disintegration that culminated at the end of the decade of 2010s.

AbstractAsianism has often been discussed in Anglophone literature as rhetoric used to justify Japan’s imperial expansion. Yet both the genesis of the concept prior to World War II and its evolution in the post-World War II era have received less attention. This chapter examines how shifting conceptions of Asianism have influenced Japan’s foreign policy stance and international cooperation development agenda. By tracing the historical roots, development and diffusion of Asianism from its origins in early Meiji Japan to present, the chapter shows how Asianism, though its influence has declined over time, has endured in the post-war era through the concept of Asian regionalism.

This paper asks whether Kyrgyzstan should take part in the newly established Customs Union among Belarus, Kazakhstan and Russia or in the World Trade Organization (WTO). From the start of the foundation of the new Customs Union there have been deep discussions among the proponents and opponents of organization. This issue attracted extra attention and interest because the new Customs Union includes non-members of the World Trade Organization such as Russia, Belarus, and Kazakhstan. In Addition, the new Customs Union, unlike previous regional trade agreements, has formed a supranational body –the Custom Union Commission - which will decide on Common External Tariffs. Kyrgyzstan is already a member country of WTO and is going to join the new Customs Union. How will this membership work for Kyrgyzstan in short and long-term period? Will the new Customs Union be substitutive or complementary to the WTO in the development of international trade of Kyrgyzstan? Which side would be more beneficial for Kyrgyzstan: membership to a regional Customs Union or to a multilateral WTO? This paper hopes to answer these main questions. This paper will have five sections. Section one will provide a brief introduction. Section two will analyze the development of regionalism and multilateralism in the region. In section three, theoretical compatibility of regionalism and multilateralism will be discussed. Section four will determine what can be proposed for the current situation of Kyrgyzstan according to selected theoretical literature. Concluding remarks will be given in last section.

Central Asia is often seen as Russia’s near-abroad. Nonetheless, recent years have shown a more active China in quest for resources, stability, and an attempt to build a Eurasian land axis, to allow a faster connection between East and West within China’s Belt and Road Initiative (BRI). Interestingly, both China (BRI) and Russia’s (Eurasian Economic Union) regionalist projects were launched in Kazakhstan, which shows the centrality of this country in the region. We will focus on the geopolitical impacts for Kazakhstan stemming from the overlapping synergies between both the BRI and the Eurasian Economic Union (EAEU). We aim to understand whether this juxtaposition of regional initiatives could be beneficial or cause harm to Kazakhstan’s regional interests. In so doing, we aim at filling in a gap in literature, which has failed to provide a comprehensive assessment of the benefits versus handicaps caused by the overlapping generated by the EAEU and the BRI. Drawing on a qualitative methodology which encompasses primary sources (official speeches and news agencies) and secondary sources (the most respected authors on the field), we argue that Kazakhstan stance vis-à-vis the BRI and the EAEU has been proposedly ambiguous in order to maximize its interests. This being said, the conceptual lens that best serves our purposes is social constructivism. According to it, international relations are best explained by a moderate approach in which states cooperate instead of relying either on a search for survival (as realism defends) or on a utopia of liberal kindness (according to liberalism).

Se realizó como metodología una búsqueda de términos en Googlescholar, bases de datos académicas Scielo, Scopus y Redalyc, con enfoque cualitativo y correlacional. Los resultados obtenidos datan desde los inicios de los años 90 con los inicios del término Nacidas Globales hasta el auge de la creación de este tipo de emprendimientos en el 2020.

A pesar de la abundancia de literatura teórica sobre los aspectos distributivos de las políticas comerciales preferenciales, en la literatura aplicada reciente, el tema de cómo instrumentar políticas para tratar las asimetrías en el marco de los procesos de integración regional reluce por su escasez, especialmente si se restringe el análisis al caso de países en desarrollo. En lo que se refiere a América Latina, es probable que esta carencia se explique simultáneamente por el cambio de paradigma de la integración regional en la década de los noventa y por cierto optimismo que ha acompañado el surgimiento del Nuevo Regionalismo, en los círculos políticos, económicos y académicos. Las experiencias latinoamericanas de integración regional del pasado fueron concebidas con arquitecturas legales e institucionales complejas que reflejaban una gran sensibilidad política para la equidad de la distribución de los beneficios de la integración. En contraste, los procesos enmarcados en el Nuevo Regionalismo procuraron evitar la excesiva fragmentación e ineficacia de las reglas, orientándose hacia la adopción de principios de reciprocidad de las obligaciones y de automaticidad del proceso de convergencia hacia regímenes comerciales comunes.

El cambio climático ya lo están experimentando las comunidades. El aumento de las temperaturas y los eventos climáticos extremos no sólo afectan el medio ambiente; también afecta nuestra vida cotidiana y el funcionamiento de nuestra sociedad. Sus impactos son evidentes en todas las regiones del mundo y Chile, en particular, es altamente vulnerable. Frente a esta urgencia, en junio de 2022 Chile adoptó la Ley Marco de Cambio Climático, la que estableció como meta alcanzar la carbono-neutralidad y resiliencia ante el cambio climático a más tardar en el año 2050; adicionalmente, obliga a los municipios y gobiernos regionales a elaborar planes de acción comunal de cambio climático y planes de acción regional de cambio climático, respectivamente. En este contexto, esta guía busca empoderar a los líderes regionales y comunales para que actúen de manera decisiva en la lucha contra el cambio climático; identifica las transformaciones necesarias para un futuro carbono neutral y resiliente junto con las acciones climáticas para implementar este cambio, superando sus barreras e inspirando a sus comunidades. Este documento fue desarrollado a partir de talleres con actores claves a nivel nacional, regional y comunal, además del análisis de literatura y la revisión de experiencias en la región. La guía identifica las transformaciones y propone acciones para aumentar la resiliencia enfrentando los desafíos climáticos que amenazan nuestras comunidades, como olas de calor, sequías, incendios forestales, e inundaciones interiores y costeras. También propone acciones para reducir emisiones de gases de efecto invernadero provenientes de las industrias de la energía, edificios, transporte, bosques y naturaleza, agroalimentario, y residuos. Ejemplos de acciones climáticas sugeridas en esta guía incluyen la arborización urbana con especies nativas, la reutilización de aguas grises, la instalación de aires acondicionados para enfriamiento y calefacción, instalación de vías exclusivas para buses, la restauración de bosques y humedales, y la provisión de centros de recolección de reciclables. Para apoyar esta acción climática, la guía además identifica las claves del éxito, propone una hoja de ruta y entrega un set de herramientas transversales, como posibles opciones de financiamiento, instrumentos administrativos facilitadores y análisis de competencias legales a nivel municipal y regional. Por último, se entregan recomendaciones para fomentar las acciones climáticas, las que también pueden ser incorporadas en los planes de acción regional de cambio climático y los planes de acción comunal de cambio climático.

En esta publicación evidenciamos cómo el género influye marcadamente en las motivaciones para migrar, los trayectos elegidos y/o la posibilidad de integrarse en el lugar de destino. La Unidad de Migración del Banco Interamericano de Desarrollo en colaboración con la División de Género y Diversidad de la misma institución, exploran la relación entre género y migración partiendo de una reseña de la literatura académica, para luego identificar los retos, experiencias y prácticas regionales e internacionales; analizar las leyes y normativas vigentes sobre migración; examinar los datos estadísticos existentes y resumir las visiones de otros organismos sobre el tema. Asimismo, y después de observar cómo la pandemia del COVID-19 ha agudizado los desafíos para todos aquellos que se encuentran en condición de movilidad, y en especial para las mujeres migrantes, se estudian sus retos y se plantea una serie de recomendaciones que podrían ayudar a hacer frente a este escenario de mayor complejidad en contextos migratorios.

Abstract:
Este documento busca detallar el diseño y alcance de las políticas energéticas de algunos gobiernos en Latinoamérica, caracterizando posibles tendencias regionales. El análisis se enfoca en Chile, Colombia, México y Perú como casos de estudio que abarcan diferentes contextos de producción y consumo de energía en Latinoamérica. Se realizó una revisión de literatura gris del marco normativo y publicaciones oficiales de los gobiernos de estos cuatro países. Además de datos de inversión pública en materia energética, se consideraron los pronunciamientos, comunicados de prensa, planes de negocio y nacientes iniciativas políticas que profundizan en los detalles y objetivos de la transición energética en la región. El periodo temporal de análisis cubre en su mayoría las políticas energéticas propuestas y oficializadas desde enero 2020 hasta junio 2022, siguiendo la metodología del Energy Policy Tracker1. El documento presenta una sección de discusión temática en donde se identifican las tendencias de dirección de transición energética en la región, incluyendo comentarios al respecto de su diseño, estructuración e implementación y cierra identificando prioridades de acción y con recomendaciones para robustecer los objetivos de transición en Latinoamérica. El Anexo I presenta un resumen del contexto energético de los cuatro países mencionados sobre el que se realizó el análisis.

A nivel mundial los países del MERCOSUR son probablemente los que experimentan el sistema de comercio más hostil. Su fuerte ventaja comparativa en los productos agrícolas templados y los productos agro industriales lo hacen particularmente vulnerable a la variable y alta irracionalidad del proteccionismo junto con los subsidios que continúan distorsionando el comercio. En una mirada retrospectiva el documento cuestiona que la firma del Acuerdo de la Ronda de Uruguay sobre Agricultura fue como "el beso de la muerte" para las perspectivas de desarrollo de estos países. Asimismo, la expansión constante de las políticas regionales y particularmente las practicadas por la UE, continúan reduciendo las ganancias de exportación del MERCOSUR. El documento presenta una selección de la literatura así como nuevas estimaciones sobre este y otros efectos incluyendo las consecuencias financieras que el proteccionismo agrícola tiene sobre el MERCOSUR; su habilidad para sostener y servir sus deudas externas. Basado en estos hallazgos, el documento concluye con algunas sugerencias de política que, en el mejor de los casos representa oportunidades defensivas. Nada estimularía más las perspectivas de desarrollo de estos países que un acuerdo multilateral ambicioso y abarcador para reducir el proteccionismo agrícola. No obstante, dado el alto grado de proteccionismo de USA y la UE, las perspectivas que éste se materialice pronto son muy vagas.

Abstract:
Este trabajo hace una revisión de literatura sobre los estudios de corrupción en Colombia, las principales definiciones, algunos hechos estilizados y sus formas de medición. Asimismo, se presentan las series de las principales medidas de corrupción disponibles en Colombia con base en datos de entidades como la Contraloría General de la República (CGR), la Procuraduría General de la Nación (PGN) y la Fiscalía General de la Nación (FGN). Siguiendo a Henao e Isaza (2018), se identifican medidas para la corrupción generalizada y la corrupción organizacional. Dentro de esta última se analizan indicadores para la corrupción pública y la privada. Los resultados sugieren un aumento importante en la corrupción para el período 2010-2016. Sin embargo, la naturaleza compleja de este fenómeno hace muy difícil derivar conclusiones regionales y muestra en algunas ocasiones resultados contradictorios. Por ejemplo, mientras que los datos de la PGN ubican a los Nuevos Departamentos en los primeros lugares en cuanto a sanciones disciplinarias, los procesos de responsabilidad fiscal de la CGR sugieren que la mayor corrupción se presenta en los departamentos de la zona cafetera y la región central. Asimismo, departamentos como La Guajira tienen el menor número de condenas de la FGN asociados a casos de corrupción, pero es la entidad territorial con mayor presupuesto de obras inconclusas por habitante después del Putumayo. Por tanto, los resultados en materia de evolución de la corrupción y los rankings que se quieran realizar dependerán significativamente del indicador y los datos que se utilicen.

Las iniciativas de control gubernamental han demostrado cierta efectividad en la lucha contra la corrupción, sin embargo, existen espacios de aprendizaje en la literatura en cuanto a cómo las mejoras en las capacidades y conocimientos de los auditores inciden en esa efectividad. En esta publicación se busca presentar evidencia acerca del impacto del programa de Nuevos Talentos en Control Gubernamental de la Contraloría General de la República (CGR) del Perú sobre la eficacia en el procesamiento de denuncias ciudadanas. Este programa brinda un riguroso proceso de formación y especialización a los profesionales reclutados desde fuera de la CGR y seleccionados por orden de mérito (con una tasa de aceptación del 1,25 %), por lo cual se espera que los funcionarios que atravesaron este proceso de selección y recibieron este entrenamiento tengan un mejor desempeño. A partir de datos del sistema de denuncias de la CGR y del entrenamiento especializado, se aplica la metodología de diferencia-en-diferencias para evaluar el impacto del programa a nivel de las oficinas regionales. Los resultados evidencian que las oficinas que incorporaron Nuevos Talentos en su equipo incrementaron en 36 puntos porcentuales la tasa de éxito de las denuncias, en 32 puntos porcentuales la tasa de éxito de los hechos denunciados y en 27 puntos porcentuales la tasa de éxito de las alarmas. De acuerdo a estos resultados preliminares, el programa parece representar una iniciativa efectiva para mejorar los procesos internos de la CGR y contribuir a la lucha contra la corrupción.
