Abstract:

Regionalism is a concept of extensive proportions and as such is complex to define. This phenomenon becomes much clearer by studying it from different perspectives. This paper focuses on regional political parties and description of their political ideas. The goal of this paper is to examine and compare regional political parties in two Swedish regions: Norrbotten and Skåne. By studying two biggest regional parties in these regions, namely Norrbottensparti and Skånepartiet, I will try to get an insight into the regional politics, as well as illustrate regionalism and its meaning. My primary intention is to examine how these two regional parties experience their regions and what they consider of importance in regional development. By studying these regional parties and their opinion/apprehension about regional politics and their ideological/political affiliation, I will try to illustrate an ideological dimension of regionalism. My intention is to point out differences and similarities between politics of these regional parties, as well as to illustrate approach to the regionalism and its meaning.

Abstract:

The purpose of this thesis is to disentangle the causes behind differences in regional employment across the 81 Swedish LA regions. Thus, two questions will be answered; which factors causes regional disparity in employment and which where the least and the

most affected regions during the economic crises of the 1990’s? The answer to these questions are imposed by certain chosen restrictions, where only the situation within two manufacturing industries will be investigated; the car- and machine manufacturing sectors. Previous research claim that there are specific factors that influence and creates regional growth disparity. Among these factors can be found; education, infrastructure, demography, industry diversity and migration. Statistical data then enables a division of the regions on basis of the change in employment level within the manufacturing industries as a share of total employment. It is revealed that the most affected regions during an economic shock are those areas that have the highest employment ratio within these manufacturing sectors. The empirical findings indicates that in the case of Swedish manufacturing industries especially three factors influence the employment level; population, education and migration. Additionally, distance to a larger city is proven to be

significant during recessions while being insignificant during economic booms. The last factor, diversity, on the other hand indicates that the correlation is the reverse. Hence, diversity has an impact during economic upswings, while this is not the case during downturns. With the development during the 90’s as a reference, the same method is used to locate today’s most vulnerable industrial regions. Statistics show that Ljungby is at the top

of this list. When studying the strategic development plan for this region it is found that this area follows a policy in line with those variables that this thesis has pin-pointed to be

beneficial for regional growth. Hence, this region has taken beneficial policy steps in order to decrease the dependency on a vulnerable and market sensitive industrial sector.


Syftet med denna uppsats är att utreda varför anställningsgraden skiljer sig mellan de 81 svenska LA regionerna. De två frågor som skall besvaras är följaktligen; vilka faktorer påverkar skillnader i sysselsättningsgrad samt utpeka vilka regioner var de minst och mest

drabbade under 1990-talets ekonomiska kris? Dessa frågor har dock begränsats till att undersöka förhållandet inom två tillverkningsindustrier; bil- och maskintillverkning.

Tidigare forskning hävdar att det finns vissa specifika faktorer som påverkar och skapar regionala skillnader i tillväxt. Bland dessa kan nämnas utbildning, infrastruktur, demografi, diversitet och migration. Den deskriptiva statistiken delar därefter upp Sveriges regioner på basis av förändringen i anställning inom de två valda industrisektorerna som en del av totala sysselsättningen. De hårdast drabbade regionerna under en lågkonjunktur är deregioner som har störst andel av totala arbetskraften inom tillverkningsindustrin. Vidare indikerar de empiriska resultaten att för svensk tillverkningsindustris vidkommande så har främst population, utbildning samt migration ett starkt samband med

sysselsättningsfrekvensen. Vidare visar det sig att avståndet till en större stad har en inverkan under lågkonjunktur men ej under högkonjunktur. För den sista variabeln, grad av diversitet, visar sig sambandet vara det motsatta; det vill säga ingen påverkan under en konjunkturnedgång, medan en positiv influens under konjunkturuppgång. Med händelseutvecklingen från 90-talet som grund kan samma metod användas för att lokalisera dagens mest sårbara industriregioner. Statistiken visar att Ljungby toppar denna lista. Men då man studerar denna regions framtids- och utvecklingsmål följer dessa just de faktorer som denna uppsats utpekar som viktiga ingredienser för regional tillväxt. Följaktligen har denna region tagit positiva steg i riktning mot att minska sitt beroende av en sårbar och konjunkturkänslig industrisektor.

Den här uppsatsen behandlar den fysiska dimensionen i svensk regional planering och hur den påverkar sambandet mellan det regionala tillväxtarbetet och den kommunala översiktsplaneringen. Problembeskrivningen är baserad på Boverkets rapporter Rumslig utvecklingsplanering – länken mellan regionalt tillväxtarbete och kommunal översiktsplanering (Rapport 2011:3) och Sambandet mellan det regionala tillväxtarbetet och kommunernas översiktsplanering (Rapport 2014:15). I dessa rapporter konstateras att en av anledningarna till att sambandet mellan de båda sektorerna idag är så svagt är att det regionala tillväxtarbetet och främst de regionala utvecklingsprogrammen saknar en fysisk dimension vilket gör det svårare för de kommunala planerarna att omsätta utvecklingsprogrammen och dess innehåll i fysisk planering (Boverket 2011, Boverket 2014a). Med utgångspunkt i det konstaterandet är uppsatsens syfte att undersöka möjligheten att använda sig av regionplanering enligt PBL för att stärka sambandet mellan det regionala tillväxtarbetet och den kommunala översiktsplaneringen. I avsnittet Teoretiskt perspektiv presenteras och diskuteras en möjlighet att tolka den diskrepans som finns mellan det regionala tillväxtarbetet och den kommunala översiktsplaneringen som utgår från en tolkning Jan-Evert Nilsson har presenterat av regionalpolitiken inom EU. Nilsson menar att det finns ett ekonomiskt/socialt perspektiv och ett territoriellt perspektiv och att dessa representerar två olika sätt att se på och hantera regional utveckling. I en svensk kontext skulle det regionala tillväxtarbetet representera det ekonomiska/sociala perspektivet medan den kommunala översiktsplaneringen skulle representera det territoriella perspektivet. Undersökningen är en kvalitativ innehållsanalys av de två dokument som idag upprättats enligt bestämmelserna om regional planering i PBL. Dessa är Strukturbild för Göteborgsregionen (2008) och Regional utvecklingsplan för Stockholmsregionen (2010). Innehållsanalysen syftar till att komma fram till om det finns en tydlig fysisk dimension i dessa plandokument och hur den i så fall hanteras. För att genomföra undersökningen har tre kategorier utarbetats som representerar de tre huvudsakliga egenskaper Boverket tillskriver den fysiska dimensionen som efterfrågas i det regionala tillväxtarbetet. Kategorierna är platsbundenhet, visualisering och konkretion. I innehållsanalysen görs en kartläggning av om och hur dessa kategorier finns representerade i respektive plandokument. I Strukturbild för Göteborgsregionen är den fysiska dimensionen närvarande i ansatsen och inramningen av dokumentet då utvecklingsförslagen alla är kopplade till en specifik plats i regionen, vid en närmare läsning framgår dock att den fysiska dimensionen är väldigt vag och att mycket lämnas öppet för de kommunala planerarna att tolka. I Regional utvecklingsplan för Stockholmsregionen är närvaron och hanteringen av den fysiska dimensionen mycket varierande, vissa delar av planen har en väldigt tydlig fysisk dimension medan vissa delar är väldigt generella och abstrakta. Utifrån områdesöversikten, de teoretiska perspektiven och resultatet av innehållsanalysen dras slutsatsen att regionplaner enligt PBL troligtvis inte är ett effektivt verktyg om målet är att stärka kopplingen mellan det regionala tillväxtarbetet och den kommunala översiktsplaneringen. Om målet istället hade varit att förbättra kopplingen mellan den regionala och den kommunala nivån och eller att stärka den regionala nivån i planeringssystemet konstateras dock att regionplaner enligt PBL troligtvis är ett mer effektivt verktyg än de regionala utvecklingsprogrammen.

Abstract:
This essay maps and analyze the dynamic interaction between the regional and municipal levels. This is based on the case of Region Jönköpings län. The thesis is a qualitative document study that will focus on he municipalities and the region as unitary public actors and their public policy in the development area. The study material is public documents of the municipalities and the region that relates to municipl/regional development.  The essay is based on previous research dealing with New regionalism, Rescaling, Re-territorialization, the Competition state (konkurrensstaten) and New Public Governance. In addition, previous research also handles unity as a factor for regional development and local/regional conditions. Based on these, the study's theoretical approaches and frameworks have constructed and formed the basis of the interpretations for the study's issues.  The conclusions of the study are that the dynamics, attitudes and interactions between the region and its municipalities takes place in a complex system where ach actor's conditions, objectivies and ambitions determine how they view themselves, each other and the region as a whole. The conditions can include anything from the geographical situation, demographics, business composition and communications with the rest of the region. In addition, the municipalities' efforts to be competitive, attractive and distinctive can be linked to the societal developments of the past decades. It is about the impact explained by New regionalism, New Public Governance and the Competition state on the local/regional landscape within which the municipalities and the region reside, as well as creating a landscape where several actors, on several levels, share the same commitments, responsibilities and powers. Which gives us a complex game between regional unity and leadership, and a municipal effort to be singular.

I Sverige har det pågått en fyra decennier lång regiondebatt om hur den regionala förvaltningen ska organiseras. Denna debatt har resulterat i ett beslut om en försöksverksamhet med regionalt självstyre i fyra län från 1 juli 1997 till 31 december 2002. I den regionala försöksverksamheten som ytterligare har förlängts till 2006 ingår Kalmar, Gotland, Skåne och Västra Götaland. De två sistnämnda regionerna är mitt undersökningsmål. Syftet med denna uppsats är att lyfta fram de väsentliga faktorer/element som kan relateras till och förknippas med regional identitet. Fokus för min uppsats ligger på svenska regioner och regiondebatt.Den regionala identiteten har uppmärksammats av många forskare och debattörer eftersom den ses som en förutsättning för en regional kontinuitet och framgångsrik utveckling. En hel del politiska debatter ägnar sig antingen åt att tona ned eller lyfta fram den regionala identitetens betydelse för den nationella statens framtida roll och status. Mitt undersökningsområde är regionerna Skåne och Västra Götaland och uppsatsens fokus ligger på den regionala identiteten.

Abstract:

The purpose of this essay is to present, from a theoretical framwork about regional democracy, possible methods to handle the regional democratic problems in Östergötland in Sweden and to investigate the opinion of the political parties regarding this issue. Both the national and the local/regional level are investigated. The contents of the essay is based on literature studies and interviews of politicians in Östergötland. Regional democratic problems that is discussed are the political responsibility and the power distribution between the political actors on the regional level. A solution of the problem could be to organize the regional society structure in accordance with one of the following organization models"Statligt regionalt ansvar","Kommuner i samverkan"or"Regionalt folkstyre". The result of the study indicates that the Centre Party, the Liberal Party, the Christian Democrats, the Green Party and the Left Party can accept the model namned"Regionalt folkstyre". The Moderate Party has another political opinion that coincide with the model"Kommuner i samverkan". The opinion of the Social Democratic Party does not fully correspond to any of the defined models. A compromise model supported by all parties might give good opportunities for a stable and successful development of the region.

This thesis investigates the impact of clustering on the development and operation of wine and tourism industries in Victoria, Australia. Specifically, the research analyses the structure and competitive strength of industry players, and highlights the importance of geographic co-location on their behaviour. In essence, this study examines micro-clusters in these regional industries to identify overlap and complementarity between them. The research focuses on three case studies based around geographic locations in Central and Western Victoria - Ballarat, Northern Grampians and Bendigo regions. "The primary aim of the study is to gain an understanding of the scope of wine and tourism micro-clusters and how they interact. [...] Generally speaking, this study develops and applies a framework that demonstrates the relevance of cluster theory as a regional development tool for scenarios that fucus on co-located clusters at a micro level, as opposed to the majority of research reported that focuses on the macro level."

According to the current focus of the regional policy of the European Union on sustainable regional development the question arises - what are the key-elements to achieve a sustainable regional pathway? The identification of these key-factors is a challenge for the regional policy in each member state. One elementary key-factor is the promotion of new technologies as part of a regional innovation strategy. Regional institutions which support environmental improvements within regions can be identified as key-actors for achieving a sustainable regional pathway. The main research question focuses on the relevance of existing regional institutions and their ability of fulfilling the challenges of sustainable regional development goals. Their role within the regional innovation system and their flexibility to change their target group profiles seems relevant for successful applications of sustainable regional development strategies. This contribution focuses exclusively on regional management institutions which were established after Austria's EU accession. (author's abstract)

Abstract:
This Master‘s final paper analyzes the Regional development governance in the context of civic society. The paper presents the results of theoretical and empirical surveys of Lithuanian and foreign scientists in the field of public participation in the regional development governance. To sustain the theoretical conclusions and to prove the hypothesis of this research work, there were questioned more than 700 people of Siauliai County. The first hypothesis of this research was confirmed partly, that it is not proper time to apply the governance from above (“bottom-up”) because of the specific Lithuanian postcommunist regimes. The second hypothesis was confirmed, that the estimations of the county’s population of the different fields of main sectors of Siauliai regional development were improved comparing the year of 2003 to 2005 because of the better economic development of the county during this period. The third hypothesis was confirmed partly, that the same estimations of all sectors mean that people are indifferent to the regional development governance.

Desde la gestión de expectativas racionales en economía dinámica, hasta la articulación de las agendas pública, de medios y político institucional, pasando por la construcción de sinergias en gestión territorial integrada; las comunicaciones han comenzado a desempeñar un papel cada vez más importante en la construcción tanto de pactos sociales como de estrategias subnacionales y locales que plasmen en políticas, planes e inversiones los objetivos de equidad y desarrollo de una nación o comunidad. Clave en este proceso de resignificación teórica y funcional son los cambios productivos ocurridos en las últimas décadas, que han obligado a redefinir la posición del Estado, los ciudadanos y las relaciones internacionales entre países y/o entre éstos y corporaciones privadas. De una sociedad industrial viajamos por la red Internet a otra de la información y avanzamos -por vías aún inexploradas- a otra de la jerarquización del conocimiento . En el marco de la alta gerencia pública, las comunicaciones políticas adquieren una importancia creciente. Su papel y ámbitos, empero, aún no están claros ni sistematizados. Existen muchas áreas y preguntas por resolver. ¿Cómo aportan las comunicaciones a la articulación de políticas públicas?, ¿Bajo qué modelos de desarrollo y qué enfoques de pobreza?, ¿Qué relaciones hay entre gestión de agenda y alta gerencia pública?, ¿Cómo se vinculan los procesos de participación y accountability?, ¿Qué es una brecha de información en términos de equidad y cómo una política comunicacional puede contribuir a formar capitales humano y social intertemporales? En definitiva, ¿Cuál es el papel de las comunicaciones en el desarrollo, la lucha contra la pobreza y la gestión política de los gobiernos?. En el presente ensayo, que se articula sobre una serie de experiencias en coordinación multisectorial a nivel de gobierno y en el desarrollo de un programa integrado de comunicaciones en la Región de Magallanes (Chile), se intenta profundizar en las respuestas a estas interrogantes. Además se plantean una serie de metodologías de evaluación que den sustentabilidad y coherencia a la toma de decisiones en comunicación política, permitiendo la producción y acumulación de conocimientos. En términos concretos, este ensayo se divide en una primera parte que plantea una base filosófica y epistemológica desde la cual visualizar y proyectar soluciones a los problemas del desarrollo. Luego, introduce los cambios sobre el Estado y sus efectos sobre la sociedad y la relación con ésta. Para posteriormente analizar el papel de las comunicaciones en el diseño y ejecución de las políticas públicas, las distintas opciones de jerarquización de las comunicaciones según modelos alternativos de desarrollo territorial y combate a la pobreza. Finalmente, se presenta un programa de trabajo desarrollado en la Región de Magallanes, Chile. Todo este trabajo fue parte de una consultoría en articulación estratégica de políticas e inversiones brindada por la Universidad de Chile a la Serplac de Punta Arenas. La demanda específica de esta institución refería a la necesidad de optimizar los procesos de articulación y visibilidad de la acción política en los àmbitos organizacional, funcional, decisional, multisectorial y público. Metodológicamente, es importante destacar que este documento se construyó recurriendo a fuentes bibliográficas, trabajo de campo y entrevistas con altos gerentes públicos tanto en Santiago de Chile, como en la Región de Magallanes. Igualmente, concurrieron con su opinión expertos en distintos ámbitos que participaron en diferentes etapas de las investigaciones asociadas a los problemas de articulación estratégica de los gobiernos regionales chilenos.

Syftet med studien är att identifiera studenters uppfattningar och värderingar i valet av framtida arbetsgivare, för att skapa bättre förutsättningar att som arbetsgivare attrahera studenter. En kvantitativ studie med deduktiv ansats. För insamling av empiri utfördes en enkätundersökning på studenter inom specifika inriktningar. Studien visar att studenter har skilda uppfattningar om Region Kalmar län som arbetsgivare, beroende på vilken studieinriktningar de har. De studenter som har mer kontakt med arbetsgivare i form av exempelvis praktik, visar en större benägenhet att söka sig till dem efter studietiden. Således kan frekvent kontakt med studenter bidra till att man blir ett mer självklart alternativ på arbetsmark- naden. Studien visar även att värderingar kan skilja sig mellan olika studieinriktningar men att det främst har att göra med ålder och vart man befinner sig i livet. Yngre medarbetare har höga ambitioner men realistiska förväntningar i början av karriären vilket skapar möjligheter för arbetsgivare att överträffa deras förväntningar och därmed uppfattas som attraktiva.
The purpose of the study is to identify students perceptions and values in their selection of future employers, to create better conditions for attracting students as an employer. A quantitative study with deductive approach. For the collection of empirical data, a survey was conducted on students in specific fields. The study shows that students have different opinions about Region Kalmar County as an employer, depending on their field of study. The students who have more contact with employers in the form of internships, show a greater tendency to apply to them after the study period. Therefore, frequent contact with students can contribute to a more obvious alternative in the labor market. The study also shows that values can differ between different fields of study, but mainly it depends on age and where you are in life. Younger employees have high ambitions but realistic expectations at the beginning of their careers. This creates more opportunities and leads to employers having their expectations exceed, thus is perceived attractive.

Denna studie avser att undersöka hur och varför planeringsprocesser äger rum vid sidan av formellt reglerade strukturer i en samhällsstyrning genom governance. Detta ses mot bakgrund av att det finns en uttryckt svag koppling mellan regional och kommunal nivå som anses kunna stärkas med hjälp av en rumslig regional planering. Fallet som studeras är upprättandeprocessen för Regional Strukturbild för Östergötland, där fd. Regionförbundet Östsam och nuvarande Region Östergötland tillsammans med tre av regionens kommuner är mål för studien. Studien avgränsas till att besvara (1) vilka drivkrafter och intressen kan förklara att regionala planeringsprocesser äger rum utanför formellt reglerade strukturer (2) inom vilka institutionella ramar äger utvecklingen äger rum och vilka aktörer har involverats, samt (3) vilka möjligheter för insyn och påverkan har funnits i upprättandeprocessen. För att kunna besvara dessa frågeställningar samlas data in genom semistrukturerade intervjuer som styrs av Nuissl & Heinrichs (2011) fyra analysparametrar (1) aktörer (2) relationer (3) institutionella ramverk och (4) beslutsprocesser, vilka är ämnade för att studera planeringsprocesser i en samhällsstyrning genom governance.   Utifrån det insamlade intervjumaterialet kan en viss spänning urskönjas mellan det regionalt tillväxtansvariga organet och kommunerna som främsta samrådspart i strukturbildsprocessen. Det kan förklaras av att ansvarsrollerna mellan regionen och kommunerna ännu inte har blivit tydligt definierade sedan bildandet av Region Östergötland. Kommunernas syn på regionens roll är att de ska vara av rådgivande karaktär snarare än bestämmande, men vissa kommunala respondenter menar att regionen har försökt ta en mer bestämmande roll än vad kommunerna anser ska vara fallet. Den kritik som finns mot soft planning om bristande legitimitet och demokratiskt inflytande går att känna igen i det studerade fallet, både ur ett demokratiskt perspektiv men också gentemot kommunerna som främsta samrådspart, där vissa informanter inte anser att kommunerna har kunnat påverka den reella utformningen av strukturbilden. Trots att det går att ifrågasätta processens legitimitet så verkar strukturbilden trots avsaknad av formellt lagstöd få genomslag i andra lagstadgade planeringsdokument, vilket innebär att den formella planeringen (hard space) utmanas och att det institutionella ramverket förändras. Det visar också på drivkrafterna kring planeringsinstrument med avsaknad av formellt lagstöd. Strukturbildsprocessen tillskrivs som ett första steg och en sökande- och lärandeprocess, något som förefaller paradoxalt genom att det påverkar andra planeringsdokument, vilka i sin tur påverkar kommunernas förutsättningar i den fysiska planeringen.

The means of communication which are engaged in a regional context evidently reached a larger visibility under the globalization scene. In regard to local TV stations there is, in most cases, the affiliation with a national major TV station. This study focuses on a local TV station, TV TEM Bauru, incorporated to the TV TEM group of affiliated stations with Rede Globo de Televisão. Our research is based on the approaches of region, area, territory and locality, local media and local television. It intends to comprehend this kind of TV, in terms of its origins, corporative bonds and its technological, commercial sustainability and press coverage conditions, more specifically, the production and the spread of journalistic information that is created and disseminated into those cities surrounded by TV TEM coverage. We also intend to distinguish the relationship between the entire TV scheduling utilized by the national major TV station and that one directed to newscasts locally produced; among these ones, the amount of time set to the spread of advertisements. We chose the dialectical method due to the complexity and contradictions attributed to the investigated phenomenon. This is a qualitative case study analysis, but it associates quantitative data and is founded on examinations and study of journalistic content from the TV station seated in Bauru, besides the bibliographical and documental research. Our major conclusion is that the regional area is restrained by a commercial constrainment because of restrictions imposed by the national head-end TV station and, furthermore, a regionalizing project that does not significantly consider the local slight differences.(AU)
Os meios de comunicação que atuam em perspectiva regional alcançaram, inegavelmente, maior visibilidade no contexto da globalização. Em se tratando de emissoras regionais de televisão há, em grande parte dos casos, a afiliação a uma rede nacional. Este estudo é sobre uma emissora regional, a TV TEM Bauru, integrante do grupo TV TEM de afiliadas à Rede Globo de Televisão. O trabalho se fundamenta em conceitos de região, espaço, território e local, mídia local e televisão regional. Tem como objetivo compreender as configurações desta TV, no que se refere às suas origens, vínculos corporativos e as condições de ordem tecnológica, de sustentação comercial e de cobertura jornalística, especificamente, a produção e circulação da informação jornalística gerada e difundida nas cidades da região de cobertura do grupo TV TEM. Visa também caracterizar a relação entre o espaço total de programação ocupado pela cabeça-de-rede em nível nacional e aquele destinado a programas jornalísticos produzidos localmente e, dentro destes, o tempo destinado à veiculação de anúncios publicitários em escala regional. Opta-se pelo método de abordagem dialético, dada a complexidade e as contradições do fenômeno investigado. Trata-se de uma investigação qualitativa do tipo estudo de caso, mas que incorpora dados quantitativos, e se baseia em observação e estudo de conteúdo jornalístico da emissora bauruense, além de pesquisa bibliográfica e documental. A principal conclusão é que o espaço regional é limitado por constrangimentos de ordem comercial, por restrições impostas pela cabeça de rede e, ainda, por um projeto de regionalização que não contempla significativamente as nuanças regionais.(AU)

Den svenska länsindelningen härstammar från 1600-talet och få förändringar har skett sedan dess, trots att debatten varit häftig. Krav på förändringar av länsindelningarna har ofta ställts, ofta med anspråk på att göra dessa större. Ett stort antal statliga utredningar har under årens lopp behandlat frågan. Jag har i denna uppsats undersökt fem statliga utredningar under 1990- och 2000-talet, dels utifrån vilka förslag man kommit med, dels hur medborgarnas möjlighet till effektivt beslutsfattande och systemens kapacitet att tillgodose medborgarnas önskemål har behandlats i utredningarna. Med hjälp av Robert A. Dahl och Edward R. Tuftes genomgång i Size and democracy av den historiska diskussionen om förhållandet mellan demokrati och territoriell storlek har jag gjort en kvalitativ textanalys av dessa utredningar. Jag har i min analys funnit avgörande brister i de resonemang som förts, främst i hur sambandet mellan demokrati och storlek behandlas. Huvudargumentet för en förändring är inte i demokratiska vinster utan snarare i funktionella och ekonomiska värden.

In the present study we wish to address four related questions. Firstly we ask what effect sectoral imbalance has had on aggregate unemployment. We examine this question in Chapter 2 using the framework of regional wage determination and evidence from Great Britain over the period 1975-1989. Secondly we ask why such an imbalance should persist over time and why labour does not move to equilibriate its compensating differentials across regions. We attempt to answer this question in Chapters 3 and 4 using a model of migration flows based on the theory of the 'hiring function' and use evidence on bilateral migration flows across the standard regions of Great Britain over 1975-1989. Thirdly we wish to examine whether long-term unemployment distorts the working of the labour market by examining its effects on regional wage determination in Chapter 2 and on migration Chapters 3 and 4. Finally we examine whether certain developed economies have been more successful than others in curbing both excessive unemployment growth and unemployment persistence. In Chapter 5 we attempt to explain such contrasting performance by comparing differences in institutional features and the more pragmatic active labour market intervention in the form of training and other employment related measures initiated by different countries following each of the two oil price shocks. In comparing national labour market performance we use comparable data of the 14 main OECD member countries covering the period from the mid 1970s to the late 1980s.

The paper studies the regional integration as the unique process which depends on the degree of cooperation and interchange among regions. The generalisation of existing approaches for regional integration has been classified by the criterions. The data of the main economic indicators have been analysed. The economic analysis proves the differences in production endowments, the asymmetry in fixed capital investment, the disproportional income, and foreign direct investment distribution in 2001 – 2005 in Ukrainian regions. Econometric modelling depicts the existence of the division for the industrial regions with high urbanisation and backward agrarian regions in the Ukraine, the industrial development disparities among regions; the insufficient infrastructure (telecommunications, roads, hotels, services and etc.), the low labour productivity in industrial sector, and insufficient regional trade.

Notre etude theorique nous permet de construire, a partir de l'insuffisance des approches traditionnelles, de nouveaux concepts et outils d'analyse s'integrant dans une approche a la fois dynamique et spatialisee de l'innovation technologique. Le milieu innovateur apparait comme le cadre d'analyse adapte a l'etude du fonctionnement des systemes techno-productifs localises. Le reseau constitue quant a lui l'element structurant du milieu innovateur, en autorisant une modalite de coordination des echanges se situant dans le depassement de la dualite firme marche. A partir des travaux empiriques, on montre qu'il existe un lien entre la cohesion territoriale et la capacite des acteurs economiques a mettre en oeuvre des processus de creation technologique. Cette observation nous conduit a mettre en evidence la composante territoriale de l'innovation technologique ainsi que les conditions par lesquelles un milieu devient innovateur
The purpose of this research is to show - through an empirical and a theoretical approach - that the dynamic of innovation stems from the interaction between two organizational instances, following two distinct logical structures : the territorial level and the industrial level. This theoretical study enables us, from the shortcomings of traditional analysis, to elaborate new concepts and new analytical tools, within a dynamic and spatial approach for the study of technological innovation. The innovative milieu is shown to be an adequate background for the study of local systems of production. The network is shown to be structuring element of the innovative milieu. By allowing a way of regulation for exchanges beyond the firm market duality: coorperation between firms. From a corpus of empirical research, there is shown to be a link between territorial cohesion and the ability of economic agents to actuate processes of technological creation. This observation leads us to stress the role of the territorial element where innovation is concerned and the conditions whereby a milieu becomes innovative

There is a growing debate on the theoretical basis, how it could be conceptualised, as well as the utility and meaning of regional competitiveness. This is associated with various attempts to measure regional competitiveness with the help of composite indices for coming-up with league tables. However the measurement of regional performance has run ahead of the academic debate, such indices receive a lot of media attention, and in some cases are even used by policy-makers to support their arguments. It is therefore instructive to look at such indices in more detail to evaluate their utility from a practical standpoint. This is done by working out the theoretical framework for six indices, deconstructing these and analysing the single indicators. Methodologically, issues such as normalization, standardization and the aggregation into a single number are also included. In addition to this, since many authors claim that their indices can function as a proxy for future growth, a statistical analysis of the predictive quality with respect to economic performance has also been carried out. This thesis, therefore, for the first time, sheds light on the utility of regional competitiveness indices and contributes to the discussion of the meaning of benchmarking regional performance based on the regional competitiveness hegemony that can be observed. The findings suggest that indices of regional competitiveness can be of only limited help for policy-decisions besides although they are a source for a wealth of information on certain regional indicators. This is primarily because of the lack of a theoretical basis for measuring regional competitiveness, and secondly because of the poor performance in functioning as a proxy for future economic performance.

En fallstudie har gjorts i Södertälje, där uppsatsen med hjälp av teorier kring polycentricitet och regional utveckling, samt en dokumentanalys och en intervjustudie undersöker vilka hinder och möjligheter som finns att arbeta i del-regionala områden, samt hur detta kan utveckla arbetet med regionala stadskärnor. Följande frågeställningar har formulerats:Vilken roll har samverkan spelat och spelar i utvecklingen av den regionala stadskärna?Har strategin stärkt aktörernas intresse för utvecklingen av del-regionen?På vilket sätt kan strategin stärka den framtida utvecklingen i del-regionen?Vilka lärdomar kan den här studien ge strategin om regionala stadskärnor i Stockholm?Slutsatsen som sedan har dragits är att samverkan haft liten roll i implementeringen av den regionala stadskärnan. Vad gäller strategins möjlighet att stärka del-regionen har ett flertal aspekter lyfts fram som tillsammans och var för sig påverkar intresset för och utvecklingen; del-regionens varierande rumsliga indelning, synen på strategin, synen på planeringsprocessen och synen på Södertälje som kommun, har alla på olika sätt inverkat negativt på intresset för den regionala stadskärnan och del-regionen. ENGLISH ABSTRACT: Since independence in the early 1950's, Africa's overall economic performance compared very unfavourably with those of other regions of the developing world mainly because it attained political independence as a fragmented continent. From this time, the vision of African leaders has been that of regional integration and the creation of the African common market. The vision of a common market which unites Africa's mostly small and fragmented economies would lead to economies of scale, thereby making African countries more competitive. That vision however, has been clouded by the devastation of war, both civil and territorial and corruption which drains the state. Therefore, the importance of regional economic integration is pertinent and more so, the role of Regional Economic Communities as integrative institutions. The African Union, the main institution for political, economic and social integration established the African Economic Community whose main role is to facilitate the regional economic integration process in Africa. Africa's RECs have been designated by the Abuja Treaty as the building blocks for integration and the eventual creation of an African Economic Community. The Abuja Treaty and the Constitutive Act of the African Union provides for the coordination and harmonization of the policies of the Regional Economic Communities. One of the main challenges confronting Africa in its quest for full integration is the rationalisation of regional economic communities. The RECs with their treaties, protocols and agendas are logical institutions to jumpstart Africa's integration. The African Union recognises eight Regional Economic Communities, but the African continent has fourteen inter-governmental organizations (IGOs), all of which are working on regional integration issues. The RECs have had some successes but have not met their objectives of greater production. The RECs need to be revived and the first thing would be to rationalise their structure and their interactions with national governments. Rationalisation has benefits and costs and rationalisation efforts should focus on efficiency and effectiveness. Ultimately, rationalisation would allow Africa to attain the full benefits of integration, particularly growth for trade within and outside Africa. Regional Economic Communities are viewed as pillars of continental integration by the African Union. The strategy of economic emancipation must denote economic development for all African people including grass roots level and there is no doubt that significant challenges exist and must be addressed.
AFRIKAANSE OPSOMMING: Sedert die onafhanlikheid in die vroeë 1950's het die oorgrote ekonomiese groei van Afrika goed vergelyk met die ander onwikkelende streke in die wêreld grotendeels as gevolg van die gefragmenteerde onafhanklikheidswording in Afika as geheel. Vir die eerste keer was die visie van Afrika leiers dit eens dat Afrika streke as een moet integreer asook die daarstelling van een gemeenskaplike mark. Hierdie visie is egter vertroebel deur die verwoesting van oorloë, beide siviel en territoriaal, asook korrupsie, wat 'n staat dreineer. Daarom is die belangrikheid van streeks ekonomiese integrasie steeds belangrik, en nog meer so, die rol van Streeks Ekonomiese Gemeenskappe (REC's) as integrerende instelling. Die Afrika Unie, die hoof instelling vir politieke, ekonomiese en sosiale integrasie het die Afrika Ekonomiese Gemeenskap, wie se hoof taak dit is om die streeks ekonomiese integrasie te fasiliteer, gestig. Artistas pernambucanos que iniciaram suas carreiras ainda na primeira metade do século XX foram facilmente classificados pela crítica, ou pelos pares, como regionalistas. Por vezes utilizado de maneira explícita e consciente, o regionalismo foi um trunfo importante para se produzir uma arte original. Ao mesmo tempo, criava entraves para que o artista fosse reconhecido nacionalmente por meio de classificações distintas de primitivista, regionalista, folclórico. Observando a trajetória de artistas que, em sua maioria, optaram por fazer suas carreiras no Recife Murillo La Greca, Manoel Bandeira, Lula Cardoso Ayres, Cícero Dias, Vicente do Rego Monteiro, Francisco Brennand, Abelardo da Hora, Ladjane Bandeira, Wellington Virgolino, José Cláudio da Silva, Gilvan Samico, entre outros , foi possível reconstruir o cenário das artes plásticas de Pernambuco, identificar as principais condicionantes sociais da produção artística e perceber como cada um desses atores se movimentou para, produzindo sua obra, viabilizar sua carreira. Diferentes materiais, desde fontes visuais, entrevistas, depoimentos, artigos de época, até comentários críticos, memórias, e catálogos de exposições, foram mobilizados para recuperar cada uma das trajetórias que, vistas em conjunto, permitem vislumbrar as condições e possibilidades criativas desses artistas instalados na periferia do sistema cultural brasileiro.
The artists from Pernambuco, who have started their careers at the first part of the 20th century, have been classified frequently as regionalists by the critics and their partners. At times used explicitly and consciously, the regionalism was an important resource in order to produce an original piece of art. At the same time, it creates obstacles so that the artist was nationally recognized by distinctive classifications of primitivist, regionalist, folklorist. By observing the trajectory of the artists that, in their majority, have opted to constitute their careers in Recife Murillo La Greca, Manoel Bandeira, Lula Cardoso Ayres, Cícero Dias, Vicente do Rego Monteiro, Francisco Brennand, Abelardo da Hora, Ladjane Bandeira, Wellington Virgolino, José Cláudio da Silva, Gilvan Samico, among others , it was possible to reconstruct the scenario of the (plastic) arts from Pernambuco, identify the main social conditioning of the artistic production and realize how each of these artists have managed, by producing their work, to enable their careers. Different material, from visual pieces, interviews, testimonies, news articles from the period, up to critical comments, memories and exposition catalogues, were mobilized in order to recover each of the trajectories that, taken as a whole, allow glimpsing the creative conditions and possibilities for these artists, laid in the periphery of the Brazilian cultural system.

Under de senaste decennierna har världen upplevt en kraftig urbanisering. Denna utveckling innebär ianspråktagande av grönområden vilket för med sig negativa effekter på grönstrukturen. För en god förvaltning av grönstruktur på lokal nivå krävs god vägledning från regional nivå. Denna studie skrivs i samverkan med Region Jönköpings län där syftet är att undersöka och jämföra grönstrukturarbetet i tre svenska regioner med skilda förutsättningar. Vidare undersöks vilka möjligheter och utmaningar de tre regionerna kan möta i grönstrukturarbetet. Regionerna i fråga är Region Jönköpings län, Region Skåne och Region Stockholm. Materialet samlas in genom kvalitativa intervjuer med tjänstepersoner från respektive region samt Boverket, vidare genomförs även dokumentanalys av regionernas strategidokument. Studiens resultat visar att regionernas arbetssätt till viss del skiljer sig åt utifrån organisatoriska samt geografiska förutsättningar. Vidare uppmärksammas att dessa arbetssätt medför flertalet möjligheter och utmaningar gällande bland annat ansvarsfördelning, kompetens, samverkan och hållbar utveckling.
In recent decades, the world has experienced intensive urbanization. The utilization of greenareas brings negative effects for the green structure. To reach a sufficient management of green structure at the local level guidance from the regional level is required. This study is produced in collaboration with Region Jönköpings län and aims to investigate and compare green structure planning in three Swedish regions. The regions included are Region Jönköpings län, Region Skåne and Region Stockholm. The empirical data is gathered through qualitative interviews with representatives from each region and Boverket, additionally studies of the regional strategic planning documents. The results show that regions methods in management differ to some extent based on organizational and geographical conditions. Furthermore, attention is drawn to the fact that these methods entail several opportunities and challenges regarding for instance responsibility, comptetens, cooperation and sustainable development.

As far as we can concern the suicide as a universal phenomenon, a consequence of occured the social and economic alterations in the society, as well as the regional diversities, this work has as objective analyze the relation between suicide occurrence and the configuration of the process of regional development of the region West and Southwest of the Paraná, between 1990 and 2005. On the basis of bibliography of reference and research, quantitative and qualitative, in reports of the Legal Medicals Institutes, as well as in referring partner-economic information the two regions, the work disclosed the high rates of suicide in both, rates these superiors the average of the state of the Paraná and Brazil. The work evidenced the strong relation of the rates of suicide with the set of processes and responsible partner-economic dynamic for the development of the southwestern West and, mainly the changes suffered in the agricultural sector. With a economy stimulated for farming production, changes in this scene, as the generated ones for the modernization process (green revolution), changes in the physical structure, with the construction of the hidreletric barrages plants of Salto Caxias and Itaipu Binational, land dispossessions and agricultural exodus, and the consequent difficulties suffered for agriculture, mainly family agriculture, are factors that indicate one strong relation with the suicide indices. It was proven, as in other works, that the suicidal behavior is wide more frequent enters the men of what between the women, this exactly when the feminine population contingent is bigger to the masculine and that the hanging is the used method more. As they had pointed other studies with respect to Brazil, the mortality-suicide between married people was more frequent than between the divorced, bachelors, and widowers. With regard to average age of the suicidal ones, it was verified that in both regions the suicide reaches more people in average age of active and productive life. One also perceived, that in all the period, the suicide rates had been bigger between the individuals of agricultural occupation, what it indicates one strong association between mortality-suicide rates and the farming activity. This relation was observed in such a way in the region West, how much in the Southwestern region, however in the Southwest this relation was still more strong, indicating bigger dependence of the farming sector in the development of this region that if configured as farming region of more traditional and little capitalized, with small properties and predominance of familiar agriculture. One also verified that 8 of the 20 cities that compose ranking of the cities with bigger rates of suicide are bordering, that is, cities reached for the construction of the Plants of Itaipu and Salto Caxias. Six of these cities had been reached by the plant of Itaipu, all in West and 2 for the plant of Salto Caxias, a city in the West and another one in the Southwest. Considering the reference bibliography, it was observed that the Plant of Salto Caxias adopted one more efficient politics in the process of dispossession of the reached areas of what the Plant of Itaipu and this also can have influenced in little impact for the population, what certainly contributed so that this was not so vulnerable, resulting in lesser rates of mortality-suicide. In such a way, this work verified that the suicide rates strong are influenced by the local dynamics and that the suicidal standards demonstrate the vulnerability to the effect of the social conjunctures, therefore these results can be reflecting a real relation with the quality of life of its authors
Compreendendo o suicídio como um fenômeno universal, um reflexo das alterações sociais e econômicas ocorridas na sociedade, bem como as diversidades regionais, este trabalho teve como objetivo analisar a relação entre ocorrência de suicídio e a configuração do processo de desenvolvimento regional das messoregiões Oeste e Sudoeste do Paraná, entre os anos de 1990 e 2005. Com base em bibliografia de referência e pesquisa, quantitativa e qualitativa, em laudos dos Institutos Médicos Legais, bem como em informações sócio-econômicas referentes as duas messoregiões, o trabalho revelou as altas taxas de suicídio em ambas, taxas estas superiores a média do estado do Paraná e do Brasil. O trabalho evidenciou a forte relação das taxas de suicídio com o conjunto de processos e dinâmicas sócio-econômicas responsáveis pelo desenvolvimento do Oeste e do Sudoeste, principalmente as mudanças sofridas no setor rural. Com uma economia alavancada pela produção agropecuária, transformações neste cenário, como os gerados pelo processo de modernização (revolução verde), mudanças na estrutura física, com a construção das barragens das usinas hidrelétricas de Salto Caxias e Itaipu Binacional, desapropriações de terra e êxodo rural , e as conseqüentes dificuldades sofridas pela agricultura, principalmente a agricultura familiar, são fatores que indicam uma forte relação com os índices de suicídio. Evidenciou-se, como em outros trabalhos, que a conduta suicida é largamente mais freqüente entre os homens do que entre as mulheres, isto mesmo quando o contingente populacional feminino é superior ao masculino e que o enforcamento é o método mais utilizado. Como apontaram outros estudos para o Brasil, a mortalidade-suicídio entre pessoas casadas foi mais freqüente que entre os solteiros, viúvos e desquitados. Com relação a faixa etária dos suicidas, verificou-se que em ambas mesorregiões o suicídio atinge mais pessoas em faixas etárias de vida ativa e produtiva. Percebeu-se também, que em todo o período, as taxas de suicídio foram superiores entre os indivíduos de ocupação rural, o que indica uma forte associação entre taxas de mortalidade-suicídio e a atividade agropecuária. Esta relação foi observada tanto na região Oeste, quanto na região Sudoeste, todavia no Sudoeste esta relação foi ainda mais forte, indicando maior dependência do setor agropecuário no desenvolvimento desta região que se configurou como região de agropecuária mais tradicional e pouco capitalizada, com pequenas propriedades e predomínio da agricultura familiar. Verificou-se também que 8 dos 20 municípios que compõem o ranking dos municípios com maiores taxas de suicídio são lindeiros, ou seja, municípios atingidos pela construção das Usinas de Itaipu e Salto Caxias. Seis destes municípios foram atingidos pela usina de Itaipu, todos no Oeste e 2 pela usina de Salto Caxias, um município no Oeste e outro no Sudoeste. Considerando a bibliografia de referência, observou-se que a Usina de Salto Caxias adotou uma política mais eficaz no processo de desapropriação das áreas atingidas do que a Usina de Itaipu e isto também pode ter influenciado em menos impacto para a população, o que certamente contribuiu para que esta não ficasse tão vulnerável, resultando em menores taxas de mortalidade-suicídio. Desta forma, este trabalho verificou que as taxas de suicídio são fortemente influenciadas pela dinâmica local e que os padrões suicidas demonstram a vulnerabilidade aos efeitos das conjunturas sociais, pois estes resultados podem estar refletindo uma relação real com a qualidade de vida de seus autores

Examensarbetet undersöker hur och varför geografilärare på gymnasiet tar upp frågor om region och regional identitet i allmänhet, och i synnerhet med koppling till Öresundsregionen. Kvalitativa intervjuer genomfördes med fem pedagoger. Resultatet från undersökningen visar att begreppet region används i stor utsträckning i undervisningen. Regional identitet används däremot inte i lika stor utsträckning som begrepp men finns med som innebörd. Undersökningen visar även att pedagogerna är väl medvetna om elevers vardag och hur de använder sig av den. Neste estudo foi construído um Índice de Desenvolvimento Rural (IDR) baseado em estudo de Kageyama (2004), para as doze Regiões de Integração (RI) do Estado do Pará. Este índice compõe-se a partir da média de quatro índices parciais (população, bem-estar social, desenvolvimento econômico e meio ambiente) utilizado assim o conceito de multidimensionalidade do desenvolvimento rural. O objetivo deste estudo foi compreender a dinâmica e as desigualdades regionais por meio do desenvolvimento rural nas Regiões de Integração.
