Abstract:
The objective of this descriptive qualitative research is to explore and to analyze the institutional problems in regional public services. It employed direct observation and interview focusing on the issues of the regional public service institutions. This study was conducted at One-stop Administration system (henceforth called Samsat) in Gorontalo City. The results show that the implementation of the services is carried out according to the standard operation of the services, ranging from the procedures, work duration, service products, and innovation. Nevertheless, the problems surrounding the institution are inevitable. The issues revolve around a) the system and organization of the implementation, b) limited qualified human resources, c) lack of facilities and infrastructures, as well as d) the service strategy.

Many WTO members have been engaging in efforts at the regional level to liberalize services trade even as they are negotiating under the GATS. This duplication of negotiating effort might appear misplaced, unless regional trade agreements can actually produce results going beyond those at the multilateral level and thus serve the interests of their members. This paper explores in what areas regional agreements on services have surpassed the GATS in terms of delivering on three key objectives set out by all service agreements, namely the promotion of transparency, stability, and liberalization for services trade. The paper comments on how countries may evaluate where to best direct their negotiating efforts, according to the type of service activity in question, and suggests that regional agreements can prove to be useful in supporting and pushing forward multilateral services liberalization.

Abstract:
The article identifies the potential for introducing a system of electronic social services in the context of electronic government development in Ukraine. The definition of an electronic social service as a social service is given, fully or partially provided with the help of social protection institutions online services and the population social services, to individuals, certain social groups who are in difficult life circumstances. It has been determined that the development of modern information use and communication technologies and the Internet already allows the use of various forms of providing and receiving electronic social services, is spreading due to the state policy of public services digitalization ("the state in a smartphone"), among which a special demand is registration in electronic the form of social benefits, benefits, pensions and the like. According to the results obtained, the greatest potential for introduction into the social service system is possessed by social services, psychological online consultations, distance learning and socio-economic services. Among the factors for optimizing the implementation of electronic social services, the most significant identified are the following increases in budget funding, computer population, information support for the introduction of the electronic social services system through social advertising, increasing the level of technical support and access to the Internet.

Regional sustainability promotes an integrated approach to planning and development in regional communities. European Union legislative acts bring together all levels of government to achieve a holistic approach to sustainability using Information and Communication Technologies tools for better delivery of services. Today, there has been observed an increasing interest in applying e-government to different business sectors such as the environmental sector. Sustainable management of National Forest Parks relies on a complete understanding of the goods and services, which are provided to the society. This paper aims to study e-government websites concerning the 10 Greek National Forest Parks and analyse the websites as to their qualitative and quantitative features. Then, the electronic services model adoption of the websites is assessed. The e-government websites are classified in electronic services adoption stages starting from a simple presence of the government agency in the Internet to the total electronic services integration through multiple ICT tools and applications provision according to content features accomplished by the websites. The findings can be helpful for managers, policy makers, web designers, environmentalists and government agencies.

Abstract:
Economic developments are rapidly accelerating, and the world is becoming even more complicated. Recently, the world has witnessed the trend toward the reduction of household contribution and growing contribution of non-financial corporations as well as the one of public administration to GDP within its institutional structure. The main problem in Russia results from huge territories and low interest of investors due to weak guarantees of investment protection. The banks with large state-owned shareholding do not always match their activities with the interests of the State. Low penetration of banking services into regions results from their low capitalization, low level of financial literacy, insufficient demand for banking services from the population and unfair competition posed by state-owned banks. With the general problems of banking sector added by regional factors, the derived statistics is extremely controversial. The solution of this problem needs durable solutions.

Service providers in Geelong, one of the priority locations for the resettlement of refugees in regional Australia, were interviewed to explore their perceptions of the health and wellbeing needs of refugees, and the capacity of service providers in a regional area to meet these. In all, 22 interviews were conducted with health and human service professionals in a range of organisations offering refugee-specific services, culturally and linguistically diverse (CALD) services in general, and services to the wider community, including refugees. The findings revealed that a more coordinated approach would increase the effectiveness of existing services; however, the various needs of refugees were more than could be met by organisations in the region at current resource levels. More staff and interpreting services were required, as well as professional development for staff who have had limited experience in working with refugees. It should not be assumed that service needs for refugees resettled in regional Australia will be the same as those of refugees resettled in capital cities. Some services provided in Melbourne were not available in Geelong, and there were services not currently provided to refugees that may be critical in facilitating resettlement in regional and rural Australia.

Abstract Elder care in rural Appalachia is challenging due to poor socioeconomic conditions, geographical isolation, and lack of services and transportation. Certain aspects of Appalachian culture, namely self-reliance, traditionalism, and strong family ties, also create unique barriers for using services to help care for persons with dementia (PwD). Quantitative and qualitative data from 85 caregivers of PWD with moderate to high care needs were explored to examine caregivers’ use of personal care services, identification with their community, attitudes towards service use, and geographical distance from the nearest service location. Results suggest that although services such as adult day centers, food banks, meal delivery, and support groups are widely dispersed throughout rural Appalachian counties, use or nonuse of services was driven by lack of economic resources, care preferences of the PwD, and dissatisfaction with previous service use. Discussion focuses on suggestions for uptake of services by caregivers of PwD in rural Appalachia.

Abstract:
Foreign experience (EU and NAFTA) in single services market formation is analyzed in the article, key elements which are practically important for national business and state structures in the CIS development context are revealed. An important feature of modern regionalism is the liberalization of service industry. This idea is not new for CIS countries as well  it was declared in its constituent documents. However, up to date there are no real results in this field. More close economic ties develop in the Eurasian Economic Community (EurAsEC) framework. The creation of the Customs Union of Russia, Kazakhstan and Belarus in 2010 became an important landmark on the way to economic integration between them. In 2009–2011, the three countries consistently declared their ambition to create the Common Free Market Zone (CFMZ) in 2012, implicating the freedom of commodities, services, labor and capital movement. The freedom of commodities movement is already achieved within the Customs Union, with few exceptions. The liberalization of service markets will be one of the key elements of integration extension and transit to the common market. Moreover, the integration in this sphere will allow for a greater diversification of national economies, interstate trade structure, and will also lead to creation of new work positions.

Two general issues relating to the nature of the service sector are addressed in this paper. The first concerns the growing interdependence between the secondary and tertiary sectors, largely a function of the increased use of service functions in the manufacturing process; these service inputs may be either internalized or externalized by a manufacturing firm. The second issue concerns the role of the service sector in promoting regional economic development. It is generally acknowledged that, although it may be important for a region to possess a sufficient level of service activity so that its firms are not required to make major service imports, because of externality effects, high-order service activities tend to locate in major cities. Can it therefore be concluded that the locational pattern of the service sector has a minimal potential for reducing regional disparities, and that it would be unrealistic to expect the diffusion of services into peripheral regions? This may be the case for higher order services, but those more directly linked to industrial production may indeed be able to be decentralized. The potential for the decentralization of services activities is examined both within a conceptual framework and by reviewing the results of certain empirical studies conducted in Switzerland.

There needs to be improved services both in terms of administrative services, direct health services, and the need for additional human resources, accompanied by facilities and infrastructure. 2). Need to establish intensive communication between the Health Social Security Administration Agency, and the Regional General Hospital dr. Doris Sylvanus Palangka Raya, related to service delivery, service delivery and health service flow. As well as information related to the implementation of the JKN program at the Regional General Hospital, dr. Doris Sylvanus Palangka Raya. Recommendations 1. There is a need to improve services both in terms of administrative services, health services directly, and the addition of human resources, accompanied by facilities and infrastructure. 2. It is necessary to establish intensive communication between the Health Social Security Administration Agency, and the Regional General Hospital, dr. Abstract:
The purpose of this paper is to evaluate the features of the regional distribution of households demand for financial services and identification of factors and characteristics of such distribution. The authors undertook to fulfill this aim by dividing all regions in Ukraine into regions with household-donors and household-recipients. First of them are characterized by the predominance of household demand for financial services, which provide an increase in their financial costs. In Ukraine, 2/3 of the regions belong to the group of donor households. The rest belong to the group of regions with recipient households. In these regions, the demand for financial services, which causes an increase in financial resources of households, prevails. The analysis is based on data from the State Statistics Service of Ukraine and encompasses the period of 2017-2018. The k-means method was used to cluster the regions. The cluster, which brings together regions with a low overall description of households demand for financial services, is the largest. This place includes 14 (58.33%) of regions. The smallest is the cluster, which brings together regions with high household demand for financial services. It includes only 1 (4.17%) region of Ukraine. Based on this, the authors concluded that household demand for financial services was generally low. The authors tested the hypothesis about the type of distribution. It is proved that the demand of households for financial services in the regional context is distributed according to Poisson's law. According it high and very high demand per household is typical for only 8% of regions. The annual volume of financial services in the amount of UAH 245.88 is considered sufficient for most households in Ukraine, regardless of the region. The authors calculated the correlation coefficients between the volume of financial services used by households and the level of their income. Correlation coefficients were also calculated between the volume of household demand for financial services in a particular region and the value of gross regional product. Based on these calculations, the authors concluded that the volume of household demand for financial services does not depend on the level of household income or the level of gross regional product. This indicates the presence of certain non-economic factors that determine the distribution of regions according to the level of household demand for financial services. A Regional Gender Identity Clinic was established in Yorkshire ten years ago. It is an entirely NHS-based service and is well used by the psychiatrists in the region. The Director of the clinic is a psychiatrist and there is a cohesive group consisting of a plastic surgeon, gynaecologist (who supervises medication) and a speech therapist. The clinic has won the recognition of the Leeds Community & Mental Health Services Teaching NHS Trust which supports its continuation. An audit of outcome of the first 12 male to female reassignment procedures was conducted by a independent assessor. The result gave the team clear indication that the work should continue. A plea is made for the establishment of more regional services.

The Government of Badung Regency provides public services, both in the forms of services and goods, to its community as part of its duty in performing governance. In the implementation, such public services are regulated in regulation which is derived from the existence of policy in the delegation of authority. The regional regulation as such is containing what so called the substance materials. The substance materials of Regency/City Regional Regulation mean that such regulation contains typical substance materials that are not contained in other Laws and Regulation both in the local and central level. This study examined the supervision of public services as stipulated in Law 25 of 2009, namely regarding public services and Law 23 of 2014 concerning regional government. Supervision carried out in the law is to give authority to each of the existing institutions or institutions, causing overlapping existing authority. Giving authority to officials will give birth to the rights and obligations to achieve the goals and intentions specified in the legislation. The rise of corruption cases occurs because of the weakness of existing supervision of government administration, especially in public services. In this case corruption will foster public distrust of public services. The form of maladministration carried out by public service providers is always associated with behavior in services performed by public officials and the norms of behavior of officials in public services. In addition, these problems are also caused by the opportunities and authority given to be abused and the low quality of public services in various service sectors. Supervision of public services can provide certainty about the public services provided by the government whether it has been running according to targets and objectives and is a way to find out as early as possible maladministration that might occur so that effective and accountable government can be realized.

Abstract:
Economy of the Altay territory is a diversified complex, where key types of economic activity are manufacturing industry, agriculture, wholesale and retail trade. A specific feather of the territory is a high proportion of the rural population – 39.3% of the total number of employed people (23% in Russia) and a low number of students of primary, secondary vocational and higher education as compared with all – Russian figures. According to the strategy of social and economic development of the Altay territory up to 2025 the priority lines in the territory economy are bio-technology, pharmaceutics, certain branches of machine building and food industry, tourismrecreation and transportation complexes, high-profit services of the service sector, including finance services, as well as services in the field of high technologies. The level of training specialists and skilled workers for this diversified labour market in general is sufficient, training is conducted by more than 200 specializations in all priority lines however, the training in the vocational education system fell down by 20% during the last 5 years. The demographic situation in the territory seriously influenced these figures. Changes in the structure of the GRP of the Altay territory caused the reduction in the proportion of manufacturing industry and agriculture, which affected negatively the level of population employment in production industries. The authors studied the key trends of the system of vocational education development in the territory in 2012–2016 and showed that the misbalance of education service supply with the real need in them on the labour market was caused both by the absence of reliable methods of labour market forecasting by quantity and structure and the impact of population preferences assessing subjectively the demand for labour resources proceeding from personal ideas about the demand for this or that profession. It can lead to the excess number of specialists of ‘popular’ professions and difficulties with their employment and, on the other hand – to the shortage of needed professional staff.

Purpose – This paper aims to examine how to support use of design in small- and medium-sized enterprises (SMEs) by developing a new design support service. Design is emerging as one of the major themes of modern business development. However, most organisations – especially SMEs – view incorporating design as problematic. Design/methodology/approach – This paper presents the service development process as a case study and contributes to the discussions on service development projects realised in the Living Lab context and enhancing the use of design among SMEs. The project had two basic assumptions as a starting point: using design is beneficial for SMEs’ business and business advisors are the best channel for reaching these SMEs. The basics of service design process and several tools such as the service design blueprint, the business model canvas and problem interviews were utilised to develop a service concept and to test it among target SMEs. Findings – It is difficult to find SMEs that need design and are not yet served by the current regional or national service offerings. The findings demonstrate the importance of user involvement in the beginning of service design process. Research limitations/implications – Limited sample size may impact the generalisability of the results. Increasing the sample size of companies might provide new insights not yet discovered in this study. Originality/value – Policymakers can benefit from the insights on design support service development when designing new services for SMEs. Co-design processes that are elemental to the Living Lab approach could also benefit the development of public business-to-business (B2B) services.

A regional concept for transportation operations (RCTO) presents a regional objective and what is needed to achieve that objective within a reasonably short time frame, possibly 3 to 5 years. It is a description of the desired state for transportation operations presented as an operations objective accompanied by a set of physical improvements that need to be implemented, relationships and procedures that must be established, and resource arrangements that are needed to accomplish the operations objective. An RCTO is created out of ongoing collaboration, primarily between managers responsible for operating the transportation system on a day-to-day basis, such as those for traffic operations, transit service, and public safety. Development of an RCTO should include participation by the regional planning organization to ensure consistency with the region's vision and goals. The scope of an RCTO reflects the nature of the collaborative activity. It guides the collaborative efforts of individual participants through a common approach to achieve a common objective. An RCTO can address a single service (e.g., traffic incident management, traveler information services, or electronic fare payment), a collection of related services (e.g., congestion management for arterials and freeways), or capabilities that cut across several services (e.g., wireless communications network, surveillance and control systems, or vehicle detection and locator systems). In addition, an RCTO can stimulate further collaborative activity, for example, expansion of incident management to include emergency management. An RCTO serves three important purposes: ( a) presentation of an operations vision and direction for the future of transportation systems management and operations based on a holistic view of the region; ( b) commitment from agencies and jurisdictions for a common regional approach to transportation management and operations, and ( c) an opportunity to strengthen the linkage between regional planners and managers responsible for transportation operations by providing a coherent operations strategy for consideration in the planning process. An RCTO can be used as significant input into the ongoing regional transportation planning and investment process by communicating with transportation planners about regional management and operations funding needs.

In the context of decentralization processes in Ukraine, the development of perspective segments of the service sector that can be oriented at an external domestic or foreign consumer, should be in the focus of attention of local authorities and self-government bodies. For this reason, the purpose of the paper is to explore the theoretical foundations and practical realities of developing regional service markets in Ukraine, to study the influence of national and global factors on the tertiary sector development. Methodology. The study is conducted with the application of general scientific and specific methods of economic research. In particular, the methods of analysis and synthesis were used in assessing the structure of the services market according to statistical observations. The classification method is applied in the author's vision of division of services. The use of induction and extrapolation methods made it possible to distinguish the general features of services, based on certain occasions and market indicators and to extend them to a general structure. Results show the current state and development specifics of the services market of Ukraine in the regional dimension and the prospects of export specialization of its regions and trade in services in the context of Ukraine’s participation in the WTO and association with the EU. Particular attention is paid to the study of the development of services market at the regional level, since the functioning of the services market has a clearly identified regional orientation, which causes significant differences in the development of entrepreneurship in the service sector at both the regions of the global economy, country and the local administrative and territorial entities. Some types of services are "tied" to the territory (for example, tourist locations), others have to be close to potential consumers (utility, personal, household services). The financial services sector is excluded from the subject of the study, which is explained by higher globalization of this type of services and much lower relation to regional development. Practical implications. The study of services sector development will be useful for local and national authorities while taking measures on local development programs. Value/originality. The study takes into account both local and global factors influencing the services market development, which is especially valuable in the context of Ukraine’s aspirations of integration to the European Union.

Despite an increased awareness of the need for culturally appropriate services in more recent years, Australia, as one of the most ethno-culturally diverse nations in the world, still largely relies on the patriarchal biomedical model of health care, which has a pathogenic approach, focusing on why people fall sick and on treatment, rather than on communication between the client and the professional health care worker. Such practice, while well-intentioned, detracts from the ability of regional health services to adequately service the needs of a culturally diverse client group and, in turn, de-emphasises the clear link which has now been established between culture and health.

The growing prominence of service activities in the advanced economies poses a substantial challenge for studies of urban and regional development. This paper is a review of different approaches to the analysis of service growth. Studies directed specifically at the development of producer or information services have contributed a valuable sense of the way in which services are leading economic change. They are, however, constrained by the predominantly sectoral nature of their approach, which plays down the diverse character of services and the intimate links between services and other sectors. The conceptualisation of structural change is also too narrow, viewed almost solely through the lens of changes in the service sector. In contrast, a number of Marxist-inspired analyses provide a broader interpretation of the character of structural change, emphasising the role of services in changing phases of capitalist development. They also provide a more sophisticated analysis of the diverse character of services and the types of development they provide. However, they have generally so far been constrained by the limited and derivative role given to services in the dynamics of the economy. The authors argue for a ‘service-informed’ view of structural change which contains a broad analysis of the dynamics of the advanced economies and a sense of the significance of individual service activities in change.

The study examined service usage, in the form of acute psychiatric admissions, of a series of 52 admissions to a residential therapeutic community in the three years before and year after admission.ResultsThere was a reduction in the mean duration of acute psychiatric admissions after treatment, this was greater for extra-contractual referral patients than local district patients.Clinical ImplicationsThis study replicates results from previous studies. It also suggests that more accessible local services may be able to intervene earlier in patients' psychiatric careers preventing heavy use of acute services. We argue for greater provision of therapeutic community treatment for severe personality disorder.

Even though this responsibility plays a key role in the economic sustainability of healthcare facilities, the literature does not enough investigate this responsibility in regional health services. The paper aims to define the evolution of compensation models for health civil liability adopted by regional health services. Through a longitudinal case study, the paper investigates the compensation model by a leading regional health service. The finding highlights the evolution of the compensation model for health civil liability adopted by a leading Regional Health Service from 1990 to 2021. It describes a transition from an insurance model to a mixed model based on self-coverage up to a set economic level, an insurance policy with self-insurance retention and deductible for all claims. The research contributes to the literature and practice throughout the definition of a compensation model for damages based on self-insurance of regional health service and insurance policies. The research promotes a compensation model used by a leading regional health service.

Diagnostic laboratory services in Alberta have been dramatically restructured over the past five years. In 1994, Alberta Health embarked on an aggressive laboratory restructuring that cut back approximately 30% of the overall monies previously paid to the laboratory service sector in Calgary. A unique service delivery model consolidated all institutional and community-based diagnostic testing in a company called Calgary Laboratory Services (CLS) in late 1996. CLS was formed by a public/private partnership between the Calgary Regional Health Care Authority (CRHA) and MDS-Kasper Laboratories. By virtue of its customer service base and scope of testing, CLS provides comprehensive regional laboratory services to the entire populace. Regional microbiology services within CLS have been successfully consolidated over the past three years into a centralized high volume laboratory (HVL). Because the HVL is not located in a hospital, rapid response laboratories (RRLs) are operated at each acute care site. Although the initial principle behind the proposed test menus for the RRLs was that only procedures requiring a clinical turnaround time of more than 2 h stay on-site, many other principles had to be used to develop and implement an efficient and clinically relevant RRL model for microbiology. From these guiding principles, a detailed assessment of the needs of each institution and extensive networking with user groups, the functions of the microbiology RRLs were established and a detailed implementation plan drawn up. The experience at CLS with regards to restructuring a regional microbiology service is described herein. A post-hoc analysis provides the pros and cons of directing and operating a regionalized microbiology service.

Objective: To analyse the outpatient physiotherapy services provided in the regional hospitals of Latvia in 2017 and the profile of their receivers. Methods: In the research, 7 regional hospitals of Latvia participated, in which the analysis of statistical documentation of 2017 was carried out. The following data was collected about the receivers of outpatient physiotherapy services: age, gender, clinical diagnosis and place of residence; about the volume of service provided – the number of visits per patient; about the source of funding (state budget, private resources, insurance). Results:In the regional hospitals of Latvia, outpatient physiotherapy services in 2017 were received by 6957 patients, the most commonly adults of working age with basic clinical diagnosis of the musculoskeletal system and connective tissue diseases, and children up to the age of one year with diagnosis of certain conditions originating in the perinatal period. Among the regional hospitals of Latvia there are significant differences in the volume of outpatient physiotherapy services provided to one patient with a similar clinical diagnosis and age. Latvian regional hospitals still do not have electronic records of all outpatient physiotherapy services, which does not allow to judge about provided services and their receivers, which are financed by patients private resources.

The objective of this paper is to analyze the provincial efficiency of the Chinese community health care service and its differences. This study allows us to predict the provincial differences in the efficiency of the Chinese community health care service from 2017 to 2026. This study analyzes the contributions of inter-regional and intra-regional differences in the total efficiency difference. We use the Super-SBM (Slacks-based Model) data envelopment analysis (DEA) model, Grey Model GM (1,1) for grey prediction, and the group-based Theil index decomposition method to study Chinese provincial panel data from 2008 to 2016. Results show that a fluctuating trend existed in the average provincial efficiency of community health services from 2008 to 2016. The community health services in a considerable number of provincial areas were inefficient. This study also reveals that there existed apparent inter-provincial differences in efficiency in Chinese community health services. The inter-provincial differences of the efficiency of Chinese community health services revealed by the Theil index declined at a relatively slow pace. With regard to the provincial efficiency difference of the Chinese community health service, the intra-regional efficiency difference is the most important structural reason for the overall efficiency difference, which explains the overall difference to a large extent. The inter-regional efficiency difference among the eastern, central, and western regions becomes the secondary structural reason, which should not be ignored. In conclusion, focus should be put on restructuring the investments into medical resources for community health service in each Chinese province. More attentions should be put into narrowing the inter-regional efficiency differences of the Chinese provincial community health service. The strategies targeted at reducing the inter-regional efficiency differences should not be ignored, so as to facilitate the improvement of overall efficiency of the Chinese community health service.

An evaluation of the financial performance in the regional expenditure budget management is seen from the independence of the regional financial ability, the effectiveness of budget, expenditure efficiency, the compatibility level of expenditure, income growth as well as efforts in enhancing the performance of regional financial. This evaluative research employed a quantitative descriptive method using the discrepancy model. The data were generated using the note-taking method and were further analyzed by employing a financial ratio. The new findings in this research are the level of independence, financial ratio, and growth rate of regional financial performance of Gorontalo Utara Regency comprise (1) the financial independence of the area; (2) the efficiency ratio is of good category; (3) the efficiency ratio is of less efficient category; (4) the expenditure compatibility is of good category; (5) the growth level is not ideal but it shows a positive growth with the index of financial ability in moderate category. Efforts have been attempted to enhance the financial performance of Gorontalo Utara regency, including the intensification in order to further explore and to generate the local-source revenue.

In Sumatra, Telkom Regional I is tasked with serving Telkomsel in 3 areas, namely Telkomsel in the Sumbagut area (North Sumatra), Sumbagteng (Central Sumatra) and Sumbagsel (South Sumatra). The impact of coronavirus on the socio-economic development of Russian regions inevitably depends on the structure of their economy, which is analyzed in the article on the basis of official data on the employment structure. The contribution of different sectors of the economy (primary, secondary, and tertiary), the role of informal employment and the budget sector, and the share of employment in the most affected industries are evaluated. Not only short-term, but also long-term structural problems of the regional economy are highlighted. It is shown that the negative impact of coronavirus mainly on the service sector in the context of the Russian Federation subjects is evident in federal cities, in economically underdeveloped regions with an underdeveloped real sector of the economy, as well as regions that specialize in certain types of services (tourism, foreign trade, complex services). For economically underdeveloped regions, the impact of coronavirus is deepened by a high share of the informal sector (which limits the possibility of obtaining state support), but is softened by an increased share of employees who receive wages from the budget system. The reduced share of the service sector in agricultural regions means that they are less dependent on coronavirus, but it confirms the need to develop the service sector as a basis for improving the quality of life of the population. At the same time, almost everywhere there is a need to restructure the service sector: reducing the role of simple services (primarily trade), in favor of complex ones related to high technologies and innovations and to the social sphere, especially health.

The article discusses the possibility and expediency of development management services in the region, based on the cluster approach. For this purpose, the author describes theoretical approaches to the determination of the service cluster as an economic category, as well as to the classification of service clusters. A distinction between the term "regional service cluster" and "sphere of service in the region" is explained on the basis of comparison of the following characteristics: territorial boundaries, forms of interaction between participants, the economic interests of participants, innovative development opportunities for the participants and the region, information flows, corporate culture, the terms of cooperation. The article also identifies three components of the scope of the service industry, capable of developing in the cluster form in the Russian Economy - tourism, educational services, scientific services. On the example of tourism clusters, as clusters of service, suggested a methodical approach to the calculation of aggregate investment attractiveness in the Russian regions. This methodology takes into consideration quantitative and qualitative indicators of the resource potential of the cluster core, infrastructure component, the predictive efficiency of the investment project implementation, and assessment of possible risks in three areas - sectoral, regional and general. For comparison of quantitative and qualitative indicators and using them in calculations the author proposes to use a scale where each indicator is assigned a weighting factor on the basis of priorities. This approach proposes to develop a standard methodology for assessing the investment attractiveness of the service cluster, that is to create a tool for management decisions on the application of the cluster approach to the development of servicemanagement in the region.

Methods: We discuss systems architecture of hospitals in relation to various processes and applications, and highlight current challenges and prospects using a service-oriented architecture approach. We also illustrate these aspects with examples from Finnish hospitals. Results: A set of main services and elements of service-oriented architectures for health care facilities are identified, with medium-term focus which acknowledges existing systems as a core part of service-oriented solutions. The services and elements are grouped according to functional and interoperability cohesion. Conclusions: Atransition towards service-oriented architecture in health care must acknowledge existing health information systems and promote the specification of central processes and software services locally and across organizations. Software industry best practices such as SOA must be combined with health care knowledge to respond to central challenges such as continuous change in health care. A service-oriented approach cannot entirely rely on common standards and frameworks but it must be locally adapted and complemented.
