Abstract:
In a modern, learning economy the primary task of industrial and innovation policies should be to promote innovative interactions between economic sub-systems, organisations and individuals. KIBS are particularly important in these processes, not only because of the significance of their own growth and innovativeness, but also because of their systemic role in influencing the innovation activities of client firms. A number of studies also show that the expertise provided by KIBS is associated with economic growth and can therefore be treated as a factor of production alongside capital and labour. Since most previous research has focused on globalised KIBS located in metropolitan regions, there has been a dearth of studies of KIBS SMEs located in de-industrialised regions. This thesis examines their structural role (in terms of tradability and support to customers) and their systemic role (as innovators and facilitators of knowledge and expertise across space). One of the main contributions of this research is that it improves understanding of the role KIBS play in regional economic development. The results of the survey are the key novelty as well as theoretical contribution which relates the literature on knowledge bases to KIBS. Findings indicate that in de-industrialised regions local markets constitute a more important source of demand compared to metropolitan regions such as London. In addition, the results indicate that characteristics of intermediate demand vary across different KIBS sub-sectors, with engineering KIBS being relatively more reliant on the manufacturing base. For them, further de-industrialisation may pose survival challenges and regional policies therefore need to support them through technological upgrading based on old industrial formations. The majority of KIBS depend largely on other services, hence there would seem to be a scope for devising separate, service oriented policies. For those KIBS that largely depend on government contracts and consumer demand, however, prospects remain uncertain and bleak. This research shows that KIBS innovation is supported by engagement in various external knowledge networking within and outside their respective regions but the results indicate that in order to reap the benefits form external knowledge, firms’ capacity must be built. Also, KIBS sub-sectors vary with respect to their role as knowledge agents as some are associated with the analytic knowledge base (Engineering and Architecture and R&D and Technical ) and some with the symbolic knowledge base (Computer and related and Management consultants).The issue of transferability of knowledge is particularly important for KIBS as they act as knowledge facilitators and findings suggest that some types of knowledge (e.g. analytical) are indeed easier to transfer across space.

Abstract:
Urban and regional development decisions have long-term, often irreversible impacts on the natural and built environment. These changes impact society’s wellbeing, yet rarely occur in the context of well understood economic costs and benefits. The cumulative effects of these individually small land use decisions are also very large. Ecological economics provides several frameworks that could inform more sustainable development patterns and practices, including ecosystem service valuation (ESV) and the Genuine Progress Indicator (GPI). This dissertation consists of a series of articles addressing urban and regional development from an ecological economic perspective, using GPI, ESV, and evaluation of tax and subsidy programs. The GPI has been well developed at the national level but is of growing interest to stakeholders and citizens interested in better measuring social welfare at local and regional scales. By integrating measures of built, human, social, and natural capital, GPI provides a more comprehensive assessment of social welfare than consumption-based macroeconomic indicators. GPI’s monetary basis allows these diverse metrics to be integrated, and can also facilitate intra- and inter-regional comparisons of social welfare. Ecosystem services are also increasingly recognized as important contributors to human well-being, particularly in areas where they are becoming scarce due to rapid land conversion. Despite recent advances in measuring and valuing ecosystem services, they are often not considered in decision making because of both scientific uncertainty and the difficulty in weighing these values in tradeoffs. Techniques to speed the valuation process while maintaining accuracy are thus in high demand. As public recognition of the value of ecosystem services grows, ESV can serve as the basis for a variety of policy tools, from inclusion in traditional permitting or conservation easement programs to new programs such as payments for ecosystem services. Ideally planners, citizens, and decision makers would better weigh the diverse costs and benefits of land use decisions as part of development and conservation planning. By quantifying changes in: 1) contributors to social welfare and 2) the value of ecosystem services across the urban-rural gradient, the GPI and ESV frameworks developed as part of this dissertation can thus be used to better inform local and regional policy and planning.

Abstract:
Service industries have traditionally been viewed as secondary to, and at best supportive of, manufacturing industries. This thesis is designed to challenge this view with regard to a particular group of services, advanced producer services. It contends that this group makes both direct and indirect contributions to economic growth at urban region level by operating in two ways: firstly, by providing intermediate inputs into the production of finished products and secondly, in its own right, selling its services to clients outside of the region. This contradicts the expectations of theoretical models of urban growth such as export base theory which cast services in an entirely dependent role. Analysis of the spatial distribution of advanced producer services reveals a significant degree of regional inequality in their provision which given the contribution they make to growth has potentially serious implications for the economic regeneration of many of Britain's depressed areas.

Abstract:
This thesis comprises three essays on trade in services that explore the issues of tradability, trade and market access. The essays are also empirical case studies of the form that liberalization may take. The first essay examines the role of regional trade agreements (RTAs) in services trade using a gravity model. It adds to this literature by (i) distilling trade effects of RTAs into those emanating from services and "only goods" agreements thereby confirming complementarities between the two; (ii) studying the impact of goods trade on services trade more directly than done hitherto; (iii) studying relationships between RTAs and services trade disaggregated by the economic status of the partner countries and by the nature of the relationship; and (iv) treating the RTA explanatory variable as endogenous in estimating the trade effect. Finally, it uses its results to estimate the trade effect of an India-EU RTA.

La aproximación a los servicios del ecosistema ha constituido un campo de investigación puntero en las últimas dos décadas, ya que se trata de una vía efectiva para reforzar la conexión entre los ecosistemas y el bienestar humano. Los servicios de paisajismo, en tanto que una rama de los servicios del ecosistema, han ido suscitado interés académico; sin embargo, no disponemos de una teoría general científica y sistematizada de los servicios de paisajismo. La evaluación y el mapeo de los servicios de paisajismo pueden llevar a cabo, de una manera efectiva, el análisis espacial en una escala específica que ayude a mantener paisajes multifuncionales, así como a planificar infraestructura verde urbana. A su vez, la infraestructura verde puede proporcionar una amplia variedad de servicios y funciones paisajísticos, lo que promueve su sostenibilidad. Aun así, todavía se mantiene el gran desafío relativo a la evaluación cuantitativa y al mapeo de los servicios de paisajismo como apoyo a la planificación urbana y paisajística. Esta tesis adopta la idea de que la aproximación de los servicios de paisajismo es una metodología mucho más adecuada que la de los servicios del ecosistema, puesto que la evaluación y los análisis espaciales de la capacidad de suministro de los servicios de paisajismo funcionarían mejor como guía para planificar infraestructuras verdes urbanas. Además, tomar en cuenta los servicios de paisajismo ofrece la posibilidad de incluir en la definición de las infraestructuras verdes urbanas a un tipo diferente de áreas con diferentes roles que suministren diferentes servicios (medioambientales, culturales). Para verificar las hipótesis, en primer lugar se propone una teoría general de los servicios de paisajismo en el contexto del paisaje, incluyendo su identificación y clasificación, mediante un estudio de caso (Parque Natural de Collserola) que justifica en qué situaciones estos servicios pueden tomar el relevo a los servicios del ecosistema. En segundo lugar, se utilizan varios servicios de paisajismo (eje X) y diferentes usos del suelo (eje Y) para crear una matriz de evaluación de servicios de paisajismo que contribuya a evaluar y a mapear el suministro de servicios de paisajismo. En el estudio de caso se toma el municipio de Barcelona para analizar las características de la distribución espacial de los servicios de paisajismo. A continuación, se identifican las posibles áreas espaciales características —es decir, las que pueden suministrar servicios de paisajismo, las infértiles y las obstruidas— mediante la superposición de mapas de evaluación de servicios de paisajismo. Finalmente, y sobre esta base, se ofrece una referencia para la planificación de infraestructuras verdes urbanas a través del reconocimiento de áreas protegidas prioritarias, áreas de nueva construcción, áreas potenciales y áreas de renovación. En estas distintas áreas se proporcionan varias estrategias para planificar tanto infraestructuras verdes urbanas como paisajes, donde se incluyen: (1) protección y mantenimiento de los espacios verdes de alta calidad existentes y de patrimonio paisajístico y cultural en las áreas protegidas prioritarias; (2) protección de los servicios culturales existentes y consideración de la demanda de nuevos servicios paisajísticos en áreas de nueva construcción; (3) identificación y regeneración de nuevos espacios verdes en parcelas vacías de los centros urbanos mediante el uso de estrategias innovadoras (por ejemplo, cubierta y paredes verdes); (4) se debería emprender una renovación ecológica y aplicar medidas de restauración en las áreas de renovación. En resumen, este trabajo pretende establecer una metodología para planificar mejor la infraestructura verde urbana basándose en la aproximación de los servicios de paisajismo, y proporcionar una nueva visión para promover un desarrollo sostenible regional con la integración del concepto y del enfoque de los servicios de paisajismo en la planificación de infraestructuras verdes urbanas.
The ecosystems services approach has represented a hot research area in academia during the past two decades as it is an effective way of strengthening the connection between ecosystems and human well-being. Landscape services, as a particular way of ecosystem services, have been increasingly valued highly by researchers. However, the scientific and systematic general theory of landscape services is still blank. Landscape services assessment and mapping can effectively carry out the spatial analysis on a specific scale that helps to maintain multi-functional landscapes and plan urban green infrastructure. In return, green infrastructure can deliver a wide variety of landscape functions and services, which promotes landscape sustainability. However, there is still a huge challenge regarding quantitative assessment and mapping of landscape services to support urban / landscape planning. This dissertation assumes landscape services approach is a much better and suitable methodology than ecosystem services approach, so the assessment and spatial analysis of the supply capacity of landscape services would be better guide urban green infrastructure planning. Besides, the consideration of landscape services offers the possibility for including in the definition of urban green infrastructures a different type of areas playing different roles and supplying different services (environmental plus cultural). In order to verify the hypotheses, first, this study proposes the general theory of landscape services in the context of landscape, including identification and classification, through the case study (the Collserola Natural Park) that justifying in which situation the landscape services can replace the ecosystem services. Second, this study uses various landscape services (as X-axis) and different land use types (as Y-axis) to build a landscape service assessment matrix, which contributes to assess and map the supply of landscape services. It takes the Barcelona municipality as the case study to analyse the spatial distribution characteristics of landscapes services within the investigation area. Then, this dissertation identifies the possible spatial characteristic areas, which are the landscape services provision, barren and obstructed areas by overlapping the supply of landscape services assessment maps. Finally, on this basis, it provides a reference for urban green infrastructure planning by recognising the priority protected areas, new construction areas, potential areas and renewal areas. In these different areas, several strategies for urban green infrastructure planning and landscape planning are provided, including: (1) the protection and maintenance of the existing high-quality green spaces, landscape and cultural heritage in the priority protected area; (2) the protection of the existing cultural services and consideration of the demand for other landscape services in the new construction area; (3) identification and regeneration of new green spaces in the vacant lots of compact urban cores using innovative strategies (e.g., green roof and wall); (4) ecological renewal and restoration measures should be done in the renewal area. To sum up, this dissertation aims to seek a methodology to plan urban green infrastructure better based on the landscape services approach, and to provide a new vision to promote sustainable regional development by integrating the concept and approach of landscape services into urban green infrastructure planning.

Abstract:
Network-based Differential GPS (DGPS), regardless of its global, regional or local scales, is enabling technology to improve GPS positioning accuracy from tens of meters, to the levels of meters, decimetres and centimetres level in real time, depending on geographical coverage of the network and measurement types. The method is to use the data from a permanent network of reference stations to model errors due to inaccurate GPS satellite orbit ephemeris and clock data, ionospheric and tropospheric effects as well as other GPS satellite and receiver biases. Then error correction messages can be sent to users via any communication link in real time. This PhD research involves algorithm development for generating satellite orbit and tropospheric delay corrections using a regional or local reference network, especially tropospheric grid corrections, which have not been included in the existing DGPS correction vector messages, for the next generation of regional GNSS positioning services. Contributions of the research are made in the following three areas: First of all, research has been undertaken to test orbit interpolation methods, in order to represent GPS orbits and orbital corrections accurately and efficiently for (near) real-time GPS applications. For precise and predicted GPS orbits given in SP3 format and orbital corrections with respect to the broadcast ephemeris, numerical tests were conducted using different terms of Lagrange, Chebyshev and trigonometric polynomial functions. Secondly, this research has implemented a short-arc (9-hour) sliding-window orbit monitoring strategy to identify larger orbit errors in the predicted part of IGS ultra-rapid orbit solutions in near real time, using GPS tracking data from a regional network around Australia. The strategy is to predict the uncertainty estimates of each orbit over a short orbit arc in near real time, which allows users to down-weight the problematic satellites and reduces the effects of orbital errors for improved near real time ZTD estimation. Unlike long-arc orbit determination, we only estimate 6 orbital elements for each satellite. Finally, this research has proposed a new tropospheric delay correction model, which uses the Ordinary Kriging (OK) method to interpolate the residual ZTD within a regional area GPS network to improve the positioning accuracy. ZTD estimates from 129 EUREF Permanent Network (EPN) stations across Europe for over 3 months and from 17 GPSnet reference stations (Victoria, Australia) for one week were collected and processed for this study, respectively. It is concluded that interpolating residual ZTD is an efficient way to improve regional area differential GPS positioning.

Abstract:

This dissertation comprises three self-contained essays. Each essay uses administrative data collected by state and local governments to evaluate a market-based innovation in the delivery of local public services. Chapters 1 and 2 explore school choice programs that were implemented in the state of Indiana starting around 2008, while Chapter 3 is a national study of homeowners associations.

In Chapter 1, student-level standardized test scores are studied to characterize the joint effectiveness of three forms of school choice---public charter schools, private school vouchers, and inter-district open enrollment. Average test scores of all students residing in a school district are shown to improve when the share of students enrolled through one of these options increases.

Chapter 2 narrows the focus to a single school choice policy---inter-district open enrollment. Prior studies show that compelling public schools to enroll non-resident students weakens housing demand in communities with good schools, lowering their home prices. Indiana's policy of allowing public schools the option to enroll non-resident students does not exhibit the same relationship, possibly because schools selectively participate based on the local price elasticity of demand for housing (i.e., the responsiveness of local house prices to changes in demand).

Chapter 3 demonstrates how to detect homeowners associations across most of the country using mortgage riders documented in public real estate records. These private neighborhood governments are shown to involve a fifth of all single-family houses in the U.S. and 80 percent of houses in recently-built subdivisions. Houses with a homeowners association are estimated to cost 4 percent more than nearby similar homes with no homeowners association.

Abstract:
Throughout the twentieth century, nursing services gradually moved from being located within the community to being concentrated in institutions, such as hospitals. The aim of this thesis is to identify those nursing services that existed within the Rockhampton region from 1911 to 1957; to document the evolution of the services; and to explore those factors that influenced this evolution. In particular, an emphasis is placed on social and political factors. The nursing services explored in this thesis include private duty nursing, private hospitals, church and charity facilities, public hospitals and public community services. These services represent most nursing opportunities during the first half of the twentieth century. However, this thesis takes a unique position by exploring all services in detail within a limited location. In order to accomplish this, an empirical historical method is utilised, based on a wide range of documentary primary sources drawn from archival collections relating to Rockhampton and the nursing profession. By examining a limited geographical area, this thesis highlights the complexity of nursing in regards to who nursed, how nursing was practiced and what factors influenced nursing. A particular feature that emerges within this thesis is the important role untrained nurses played within nursing services throughout the period under review. This group dominated private duty nursing and lying-hospitals in the Rockhampton region, although were gradually restricted to facilities for the aged and chronically ill. Trained nurses also became more institutionalised throughout the period, gradually losing former levels of autonomy as they gained more controlled working conditions, wages and career structures. Finally, this thesis highlights variations in nursing services between metropolitan and regional areas of Queensland.

Abstract:
This study examines the relationship between the economic benefit of specific air services and the perceived cost of the carbon dioxide emissions from the aircraft operating the services. Initially a review is made of the basic evidence of climate change and air transport's contribution to it. This is to help put the conclusions of the study into the relevant context. As well as determining air transport's contribution to global warming, the study also considers the current and likely future taxation of air travel from the UK and the importance of air services to the World and specifically to the UK. These assessments are in macro terms. In order to obtain the necessary data to determine the relationship between the perceived cost of the CO~ produced and the economic value of the air services, research has been carried out at two UK airports - London City Airport, predominantly used by business travellers and Newquay, Cornwall Airport predominantly used by leisure travellers. Passengers were interviewed to obtain data relating to the benefit of their travel. The data was extrapolated for a full year and compared with the amount of CO~ produced by the aircraft operating the air services from and to the two airports in the same year. Forecasts of the cost of the cost of CO-, were used leading- to a ratio of economic benefit to CO-, cost. The results suggest a significantly greater economic value and this, plus the qualitative assessment of the value of air transport, provide evidence to question plans for increased taxation of air transport. The study then uses a further survey to assess this conclusion in the context of global warming. Consideration is given to air transport's catalytic role as an enabler for business development leading to conclusions that economic damage would result from increased taxation. This proves the research hypothesis.

The objective of this research was to determine the nature of hog supply response in Quebec, Ontario and Alberta over the period 1968-1986. Special emphasis was placed on the role of government stabilization programmes. The research examined the development of the North American hog industry and described the various federal and provincial assistance programmes that were available to hog producers over this period. Using an adaptive expectation framework, separate linear equations for each province and three pooled data equations were specified. The equations were estimated using four procedures namely, Hildreth-Lu, instrumental variables, quasi-generalized least squares and augmented least squares. Results indicate that (1) stabilization programmes exhibit positive effects in Quebec and negative effects in Alberta and Ontario, although in no province are these coefficients statistically significant and (2) that response to risk varies across provinces. This research concludes that other factors including vertical integration and western grain market conditions may have been important factors in production shifts during this period.

This thesis deals with the expansion, changes and spatial configuration of the service s sector in the State of Goiás from the 1999-2008. It examines the relationship between this expansion, growth and the desconcentration of industrial activity of the state, during this period, with a focus on spatial dynamics of these two movements. For that analyzes the characteristics and evolution of different types of services comparing them with the profile of the industrial structure and considering the movement of the polarization of the Goiânia city economy. It was verified that the spatial distribution of service activities in their expansion followed the path of the industry reveals, however, a greater degree of initial concentration and a greater resistance to decentralization. The research also showed a difference between the dynamics of the various types of services, revealing that the productive services, unlike the others, it had increased its concentration in the expansion, crowding, especially in the metropolitan region. On the other hand personal services were the most decentralized in relation to the metropolitan area, responding to population expansion and improvement of income in the emerging industrial centers of the state. The segments in the strategic location of knowledge-intensive industries, the most modern of productive services, proved to be the most concentrated. They had, however, some devolution, revealing that the industry of the state, especially the agro-industry, increasingly it calls for more sophisticated services. It was also explained that small deconcentration of services was limited, even more strongly that the industry in a limited number of municipalities. The relative distribution between the service activities in the municipalities is related to the type of industry, its expansion and diversification, degree of local roots, as well as the position of the municipality in the process of polarization of economic activities in the State of Goias.
Esta Dissertação trata da expansão, transformações e configuração espacial do setor de serviços em Goiás no período 1999 a 2008. Ela verifica a relação entre essa expansão o crescimento e a desconcentração da atividade industrial do Estado nesse período, com foco na dinâmica espacial dos dois movimentos. Analisa as características e evolução dos diversos tipos de serviços cotejando-as com o perfil da estrutura industrial e considerando o movimento de polarização da economia goiana. Buscou-se suporte nas teorias clássicas sobre o setor de serviços, decomposto em quatro seguimentos, e na teoria de desenvolvimento regional, para, posteriormente, trabalhar os dados referentes ao setor de serviços e da indústria, da Relação Anual de Informações, do Ministério do Trabalho e do PIB dos Municípios, da Seplan-Go. Desse modo, constatou-se que os serviços em Goiás, considerando a evolução das ocupações, possuem certa relação com a indústria. Quanto à concentração regional, dos três setores, os serviços possuem maior concentração espacial, superando a concentração industrial. As aglomerações empresariais dos serviços são articuladas e diversificadas com atividades específicas da indústria, principalmente com atividades relacionadas à tecnologia. A distribuição espacial das atividades de serviço em sua expansão acompanhou a trajetória da indústria revelando, entretanto, um maior grau de concentração inicial e uma resistência maior à descentralização. Os segmentos mais modernos dos serviços produtivos, estratégicos na localização das indústrias intensivas em conhecimento, revelaram-se os mais concentrados, principalmente na região metropolitana. A distribuição relativa entre as atividades de serviços nos municípios se relaciona com o tipo de indústria, sua expansão e diversificação, grau de enraizamento local, bem como com a posição do município no processo de polarização das atividades econômicas no Estado de Goiás.

Investigating the work of Thai academic staff, this thesis addresses the extent to which academic services are delivered at regional level with respect to the national development plan to build Thailand as a knowledge economy. This is a grounded theory research project involving three investigatory propositions namely regional, institutional and individual profiling of academic staff. The empirical setting of this investigation is a multi-site case study carried out in three traditional public universities. The thesis concludes that academic services are performed as either responding to regional needs or using resources existing within the regional proximity. For public universities, in response to the national expectation of their service roles, these universities have an institutional organisation that serves systematic service performance. However, at the operational level, despite the fact that there are many different forms of academic service delivered, part of this work is misconceived and undermined which results in an under-accounting of work and the underuse of designated institutional organisation of service delivery. With the grounded theory approach employed, these findings also function as hypotheses of a substantive theory developed regarding the three investigatory propositions. Supporting the theory developed, this thesis helps make a contribution to the knowledge by shedding new light on the way in which systematic services are to be promoted.

Resumo: O estudo teve como objetivo avaliar o acesso dos pacientes com diagnóstico de câncer bucal aos serviços de referência em oncologia, na região do Colegiado de Gestão Regional (CGR) de Campinas. Tratou-se de estudo epidemiológico, com desenho observacional, transversal com a análise secundária de dados. Na região do CGR Campinas estão habilitados 07 Centros de Especialidades odontológicas ¿ CEOs, com cobertura de 1.596.728 habitantes. A Regulação para os serviços de referência é feita pelo Núcleo de Regulação do Departamento Regional de Saúde de Campinas - DRS7. Foram analisados todos os casos de câncer bucal diagnosticados de forma positiva nessa região, no ano de 2011, no total de 26 indivíduos. Na primeira etapa foi realizado um levantamento exploratório dos relatórios gerenciais dos CEOs e dos Sistemas de Informações dos municípios e região. Na fase seguinte, foi realizado revisão dos prontuários junto aos serviços para levantamento de dados demográficos, fatores de risco, tipo histológico da lesão, local da lesão, data da biópsia, data do diagnóstico, data do encaminhamento para referência e da primeira consulta em serviço de referência, início, término e modalidade do tratamento (cirurgia, radioterapia ou quimioterapia) e a análise dos desfechos dos casos. Os resultados mostraram que dos 19 indivíduos selecionados com câncer bucal e localizados, 18 eram do gênero masculino (94,7%), 15,8% tinham entre 20 ¿ 49 anos de idade, 36,8% entre 50 ¿ 59 anos e 47,4% acima de 60 anos. O tempo decorrido entre a detecção da lesão e a confirmação do diagnóstico foi, em média, menor do que 30 dias para 78,9%. A regulação do encaminhamento se deu de forma prioritária pelo município (47,4%). Em 94,7% dos indivíduos, os CEOs não tem o registro do tempo decorrido entre diagnóstico e primeira consulta em serviço especializado. Os CEOs também não tem contrarreferência, pois desconhecem a situação atual de 52,6% dos pacientes Pode-se concluir que há necessidade de melhor acompanhamento dos pacientes diagnosticados com câncer bucal na região do CGR Campinas quanto ao acesso aos serviços de referência em oncologia
Abstract: The study aimed to evaluate the access of patients with oral cancer diagnosis to reference services for oncology treatment in the regions of the Regional Management Collegiate ("Colegiado de Gestão Regional - CGR") of Campinas. This was an epidemiological study with an observational, cross-sectional design and secondary data analysis. In the CGR Campinas region, there are 07 authorized oncology centers (CEOs) providing 1,596,728 inhabitants with coverage. The reference services are regulated by the DRS7 Regulation Nucleus. The sample consisted of a survey of a total of 26 cases of oral cancer diagnosed as positive in this region in the year 2011. In the first stage, an exploratory survey was conducted of the management reports of the CEOs, and Information Systems of the Municipalities and Region. In the second stage, a survey was conducted of demographic data, risk factors, histologic type of the lesion, site, and biopsy data of the lesion, diagnostic data, date of referral to the reference center and first consultation at the reference center, date of beginning and conclusion of treatment and treatment modality (surgery, radiotherapy or chemotherapy) and analysis of outcomes of the cases. The results showed that of the 19 cases of oral cancer selected, 18 were of the male gender (94.7%), with 15.8% were between 20 ¿ 49 years of age, 36.8% between 50 ¿ 59 years and 47,4% over 60 years old. The mean time elapsed between detection of the lesion and confirmation of diagnosis was fewer than 30 days for 78,9% of patients. Regulation of referral by the municipality occurred in a prioritized manner (47,4%). The majority of CEOs had no record of the time elapsed between diagnosis and first consultation. The CEOs had no counter-reference, because when the outcome of the case was considered, this had been ignored in 52.6% of cases. It could be concluded that there is need for better monitoring of patients diagnosed with oral cancer in the region of Campinas CGR regarding acess to referral services in oncology

Nas últimas décadas, houve uma redução significativa da cárie dentária na população infantil; porém, os índices de doenças bucais nos demais grupos populacionais permanecem altos. Na perspectiva de favorecer o acesso de todas as faixas etárias aos serviços de saúde bucal, em todos os níveis de atenção, foi criada, em 2004, a Política Nacional de Saúde Bucal (Brasil Sorridente), tendo como uma das principais frentes de atuação os Centros de Especialidades Odontológicas (CEOs), que oferecem à população os serviços de atenção secundária. Este estudo descritivo, do tipo levantamento, teve como objetivo descrever o perfil da atenção secundária em saúde bucal, oferecida pelos CEOs pertencentes ao espaço geográfico do Colegiado de Gestão Regional de Jaú (CGR-Jaú), localizados nos municípios paulistas de Bariri e Jaú, no período compreendido entre o início das atividades dessas Unidades e 31 de dezembro de 2009. Foram utilizados dados referentes à infraestrutura e às características dos serviços: i) tipo de CEO; ii) presença de Laboratório Regional de Prótese Dentária (LRPD); iii) especialidades oferecidas; iv) origem dos encaminhamentos (no tocante ao nível de atenção); v) frequências de atendimento em cada especialidade; vi) situação dos tratamentos requisitados (se concluídos, não concluídos ou não realizados), e vii) tempo de duração dos tratamentos. Também se levaram em conta os dados relativos às características demográficas dos usuários local de origem, sexo, idade e ao fluxo desses usuários, no que tange a origem e destino. A obtenção desses dados deu-se por meio da revisão da totalidade dos prontuários de pacientes atendidos nesses CEOs e de consulta aos bancos de dados do Ministério da Saúde. Os CEOs do CGR-Jaú oferecem as especialidades mínimas exigidas para sua implantação, além da especialidade Prótese. Verificou-se que esses CEOs apresentaram predominância de usuários do sexo feminino. As maiores frequências de atendimento foram encontradas nas especialidades Prótese (30,3%) e Cirurgia (35,2%), nos CEOs de Bariri e Jaú, respectivamente. Observou-se ainda, no período objeto do estudo, que os municípios do CGR-Jaú, que possuem CEOs instalados, absorvem a grande maioria dos atendimentos, sendo 98,9% para o CEO-Bariri e 72,99% para o CEO-Jaú. Os reduzidos fluxos, em nível intermunicipal, sugerem a realização, por parte dos gestores de saúde que compõem este Colegiado, de revisão do Plano Diretor de Regionalização (PDR), o qual se constitui no instrumento utilizado para estabelecimento desses fluxos, bem como de avaliação da possibilidade de oferta desses serviços em nível municipal. Tais procedimentos fazem-se necessários, visando ao suprimento das demandas locais e garantindo, assim, o cumprimento de um dos princípios mais relevantes do Sistema Único de Saúde (SUS): a integralidade da atenção.
In recent decades, a significant reduction of dental caries in children, however, rates of oral diseases in other populations remain high. In order to favor the access of all ages to oral health services at all levels of care, was established in 2004, the National Policy for Oral Health (Smiling Brazil), having as one of the main fronts specialized dental clinics (CEO), offering services to the population of secondary care. This study descriptive, survey, aimed to describe the profile of secondary care dental care, offered by CEOs belonging to the geographic area of the Regional Management Board Jau (CGR-Jau), located in the municipalities of Bariri and Jau, in period between the beginning of the activities of these units and December 31, 2009. We used data on infrastructure and service characteristics [type of CEO, the presence of Regional Dental Laboratory (LRPD), specializations available, source of referrals (for the level of care), frequency of attendance in each specialty, location of treatment required (if completed, not completed or not done) and duration of treatment], users\' demographic characteristics (place of origin, gender, age) and the flow of these users (source and destination). Obtaining these data was through the review of all records of patients seen in those CEOs and query the databases of the Ministry of Health of CEOs CGR-Jau offer specialties minimum required for its implementation, as well as specialty Prosthesis and are dominated by female users. The highest frequencies were found to care for Prosthetics (30.3%) and Surgery (35.2%), and the CEOs of Bariri Jau, respectively. It was also observed in the study period, the CGR-Jau municipalities that have installed CEOs absorb the vast majority of cases, and 98.9% for the CEO-Bariri and 72.99% for the CEO-Jau. The reduced flows, intramunicipal level, suggest the need for review by health managers who comprise the Board, the Master Plan of Regionalization (PDR), that is the instrument used to establish these flows, as well as the evaluation of possibility of offering such services at municipal level, aimed at responding to their local needs, thus guaranteeing the fulfillment of one of the most relevant principles of the Unified Health System (SUS), the integrality of care.

The purpose of this research is to examine the legal and institutional framework of financial services supervision and regulation in SADC. In doing so the study will probe the various models of financial services regulation with the purpose of discerning what each model sets out to do and how, in doing so, it effectively exercises its function. This study answers the question: Is there a model of financial services regulation and supervision that is legally sound and best embraces SADC’s circumstances? The legal soundness will be extracted by examining which model achieves the main objectives of independence and accountability to the greatest extent. The first objective of the study is to discuss the structure and operations of each of the identified primary models of financial services regulation with the aim of determining whether certain cardinal administrative law principles are upheld. Secondly, it then takes a practical look at how the primary models are applied and effectively work within some of the SADC Member States. Similarly, the study’s main focus will be to discern whether the financial services regulation models are ‘tangible’ when country dynamics are introduced. Thereafter, the study reconnoitres the possibility of SADC adopting a ‘harmonised’ financial services regulator and supervisor. It is worth noting that ideal as it may be; the author has no intention of prescribing one of the primary models but merely uses them as a springboard to ascertaining the viability of a single financial services regulator and supervisor in SADC. The objective is to assess how best SADC can deepen its integration levels in this area of concern. The ultimate result may very well be that such deeper relations are not feasible or that different components from the primary models be adopted to make SADC’s ‘unique’ model of financial services regulation and supervision.

Introdução. A magnitude dos agravos cardiovasculares e sua representação no sistema de saúde, a importância da avaliação enquanto instrumento de gestão e o reconhecimento da condição traçadora como estratégia metodológica viável para avaliação de serviços e sistemas de saúde justificaram esta investigação. Objetivo. Avaliar ações de atenção aos agravos cardiovasculares como traçadores de resultados da articulação dos diferentes níveis de atenção de um sistema regional de saúde, na perspectiva do acesso e da integralidade da atenção. Material e Método. Pesquisa avaliativa, baseada no método misto sequencial, desenvolvida em duas fases: a primeira, documental, a partir de dados secundários, abordagem quantitativa; a segunda, a partir de dados primários, abordagem qualitativa. Para coleta dos dados secundários, utilizaram-se sistemas de informação ambulatorial e hospitalar do Ministério da Saúde, BR, região de São José do Rio Preto, SP, BR, de 2000 a 2013, armazenados em planilhas Microsoft Excel e analisados, utilizando estatística descritiva. Considerando a análise dos dados quantitativos, elegeram-se participantes da etapa qualitativa gestores e responsáveis pela regulação, na Comissão Intergestora Regional de São José do Rio Preto, pela maior concentração de serviços e cobertura das ações/intervenções para a traçadora escolhida. Foram realizadas entrevistas semiestruturadas que, após transcrição e leituras exaustivas, permitiram agrupar os dados em cinco dimensões. Optou-se por aprofundar análise dos aspectos que favorecem o acesso, para enfocar experiências exitosas. Investigação aprovada por Comitê de Ética e Pesquisa. Resultados. No período, todos os tipos de consultas aumentaram em termos absolutos; em percentuais, identificou-se redução nas consultas de atenção básica e cardiologia e aumento em urgência. Houve expressivo crescimento da produção de exames para diagnóstico precoce e monitoramento de usuários com problemas cardiovasculares, o que reduz o risco de complicações. Dentre as internações, 25,36% foram cirúrgicas e, 74,64% clínicas. Houve redução no percentual da população com internações clínicas e crescimento da população com internações cirúrgicas. Das entrevistas, emergiram aspectos facilitadores do acesso no sistema regional de saúde, agrupados segundo dimensões organizacional, política, técnica, econômico-social e simbólica do acesso, distribuídas em categorias, com estratégias e ações relacionadas. As dimensões organizacional e política foram mais citadas pelos participantes, indicando como estratégias empoderamento da atenção básica, organização de fluxos de atendimento, fortalecimento da regulação local e regional, redução das barreiras geográficas de acesso, fortalecimento de avaliação de serviços de saúde, qualificação e continuidade da gestão municipal, comprometimento da gestão estadual, cooperação entre gestores, fortalecimento da CIR, aperfeiçoamento da pactuação regional. As dimensões técnica e econômico-social foram menos enfatizadas, as estratégias relacionam-se à institucionalização da educação para a saúde, comprometimento, perfil profissional e estabelecimento de vínculo, garantia da resolubilidade da atenção e provimento dos recursos necessários à atenção à saúde. Na dimensão simbólica, não houve proposições, fato que pode decorrer do perfil dos participantes, profissionais com foco em gestão e pouca interface na assistência. Conclusões. A avaliação evidenciou articulação entre níveis de atenção no sistema regional de saúde, na perspectiva do acesso e integralidade. A organização regional repercutiu no incremento do acesso. A condição traçadora apresentou-se como estratégia adequada para a avaliação proposta.
Introduction. The magnitude of cardiovascular diseases and their representation in the health system, the importance of evaluation as a management tool and the recognition of the tracer condition as a viable methodological strategy for evaluation of health services and systems justified this investigation. Goal. To evaluate actions of attention to cardiovascular diseases as tracers of the articulation results at different levels of care in the regional health system, through the perspective of access and integrality of care. Material and Method. It is an evaluative research, based on the mixed sequential method, using quantitative and qualitative data. To collect the quantitative data, we used secondary data from outpatient and hospital information systems of the Ministry of Health, BR, produced in 102 municipalities of the region of São José do Rio Preto, SP, Brazil, from 2000 to 2013. Data were stored in Microsoft Excel spreadsheets. For the analysis, the descriptive statistics was used, adopting frequencies and percentages, constructing time series that indicated the trends. In order to develop the second phase of the study, considering the analysis of quantitative data, we opted to choose the Regional Inter-Commission of São José do Rio Preto, composed of 20 municipalities, a micro-region with a greater population, a greater concentration of services, medical appointments, exams, hospitalizations and, consequently, greater coverage of the actions for the chosen tracer.Semi- structured interviews were carried out, which after transcription and exhaustive readings allowed to group the data in five dimensions. It was decided to deepen the analysis of the aspects that favor access, to focus on successful experiences. Research approved by Ethics and Research Committee.Results. In absolute terms, all kinds of medical appointments increased in the period; in percentages, it was identified a reduction of basic attention and cardiologicmedical appointments and increase in emergency service.There has been an expressive increase in the production of exams for early diagnosis and monitoring of users with cardiovascular problems, which reduces the risk of complications. Among the hospitalizations, 25.36% were surgical and 74.64% were clinical. There was a reduction in the percentage of the population with clinical admissions and growth of the population with surgical hospitalizations. From the interviews emerged facilitating aspects of access in the regional health system, grouped according to organizational, political, technical, economic-social and symbolic dimensions of access, distributed in categories, with related strategies and actions.The organizational and political dimensions were more cited by the participants, indicating as empowerment of basic care strategies, organization of care flows, strengthening of local and regional regulation, reduction of geographical access barriers, strengthening of health services evaluation, qualification and continuity of the municipal management, commitment of the state management, cooperation between managers, strengthening of the CIR, improvement of the regional agreement.The technical and economic-social dimensions were less emphasized, the strategies are concerning to the institutionalization of health education, commitment, professional profile and bonding, guarantee of the resolubility of care and provision of resources needed for health care. As to the symbolic dimension, there were no propositions, a fact that can be derived from the profile of the participants, professionals focused on management and little interface in the assistance. Conclusions. The evaluation evidenced an articulation between levels of attention in the regional health system, from the point of view of access and integrality. The regional organization had an impact on increasing access. The tracer condition was presented as an adequate strategy for the proposed evaluation

We analyse in a Footloose Capital productive public services provided by a central government aiming at reducing regional disparities. Two countervailing effects occur - one upon productivity and another upon local demand - the relative strength of which depends upon the financing scheme. Only if the "rich" region contributes sufficiently to the financing of the public services in the "poor" region, the poor region will actually gain. In studying these questions we pay particular attention to the dynamic adjustment processes and to the role of trade freeness.

Cette méthodologie se présente en trois temps. Dans un premier temps, une analyse des processus d’innovation au sein du secteur des services est élaborée afin de mieux comprendre le fonctionnement des modes d’innovation et les logiques de localisation au sein de ce secteur. Dans un second temps, une étude économétrique comparative des déterminants de l’innovation dans les services et l’industrie est réalisée à partir d’une enquête communautaire sur l’innovation (CIS2008). Cette étude permet de mieux appréhender, d’une part, les facteurs à l’origine de l’innovation dans le secteur des services et, d’autre part, les principales divergences en matière d’innovation entre les services et l’industrie. Dans un troisième temps, une étude descriptive et économétrique des déterminants de l’innovation dans les services est effectuée à l’échelle de 31 agglomérations françaises. Cette étude permet de confronter sur données localisées l’impact des déterminants de l’innovation selon les types d’innovations développées (technologique et non technologique).Au final, ce travail, initialement entrepris sur la base d’une analyse globale des activités de services, s’est progressivement centré sur les Services à Forte Intensité de Connaissances (informatiques, R&D, architecture, publicité, etc.) au vue de leur poids économique (en termes d’emploi et de valeur ajoutée) et de leur pertinence en matière d’innovation
This thesis proposes a methodology to analyze the mechanisms of innovation in the service sector and their implications for regional development. This methodology is presented in three stages. As a first step, an analysis of the innovation process in the service sector is performed to better understand the functioning of innovation patterns and location choices within the sector. In a second step, a comparative econometric study of the determinants of innovation in services and industry conducted on the basis of Community Innovation Survey (CIS2008) data. This study provides insight on the one hand, the factors driving innovation in the service sector and, secondly, the main differences in innovation between services and industry. In a third step, a descriptive and econometric analysis of the determinants of innovation in services is performed for 31 French cities. This study allows to compare the impact of the determinants of different types of innovation (technological and non-technological) on the basis of local data.Finally, this work was originally undertaken on the basis of a comprehensive analysis of service activities, gradually focusing on Knowledge Intensive Service (IT, R & D, advertising, etc.) In view of their economic impact (in terms of employment and value added) and their relevance for innovation

Abstract:
This study examines ways in which Australian governments, at national and state level, have developed policy responses to the issue of regional service delivery in the post new public management environment. It argues that new public management has changed many institutional arrangements in Australia and led to new public policy approaches based on those reforms. The study compares the approaches taken by federal and state governments in determining service levels for regional communities. The period under consideration is 1996-2001, coinciding first with the election of new NSW and federal governments and their subsequent re-election. Four cases studies are used to analyse a range of activities designed to provide services at local and regional levels, identifying key indicators of policy successes based on coordinated and integrated regional services combined with technology-based solutions that can be adapted to local community needs. The research draws on new governance theory and principles of effective coordination to propose a new model for determining appropriate service delivery. This model highlights the importance of local participation in decision-making, a regional planning focus, social and environmental sustainability, and the engagement of local communities as key determinants of regional policy success.

The advent of trade in services theory has been a developing research topic since 1980, where various factors are in place to determine trade flows and the impact of regulatory frameworks and policies. Services trade is an important contributing factor towards economic objectives and continues to drive development. With growth in services trade across the globe there is increased value in understanding the impact of the services sector on the African continent. The evolving reliance on services towards globalisation in low-income economies is proven to contribute significantly to gross domestic product. The African Continental Free Trade Area (AfCFTA) agreement was instituted to integrate economies by creating ease of access for the intra-trade of goods and services across the continent. This study aimed to explore the impact of the AfCFTA agreement on a regional financial services provider. The research followed a semi-structured interview methodology, which measured and tested the impact of the agreement on trade in services for this qualitative study. The results indicated that the service provider would adopt the AfCFTA agreement’s requirements in the expansion of its operations, to establish services across the continent. Although the minimum number of countries required supported the ratification process, a lot of work is needed to develop and understand the effect of international trade, on the back of reformative policy changes such as the AfCFTA agreement.

ENGLISH ABSTRACT: The purpose of this thesis is to determine the perceptions and expectations of employees at regional offices about the service delivered to them by central head office. A further objective is to establish what employees at regional offices expect from head office, attempting thereby to establish the current position of the head office (perceived image) in relation to their expectations (ideal image). The method of data collection is quantitative with a survey design technique in the form of questionnaires to be completed by all employees at regional offices in order to assess their perceptions and expectations. The basis of the theoretical and legislative framework of this research is service delivery. It is within the context of service delivery that internal customer service within the organisation, in particular, is conferred. The legislative framework is also dedicated to Batho Pele and the eight principles to highlight public service delivery. These principles should equally be applied when it comes to internal customer service. The main findings from this study are that employees and the four regional offices per se have different perceptions and expectations about the internal service delivered by central head office. This must be taken cognisance of because perceptions can be the core element of most organisational behaviour and the expectations that employees hold is important for the morale and effectiveness of organisations. The following objectives were achieved: A review of the policies, documents and annual reports to determine to what extent the central head office delivers an internal service to the regional offices. An evaluation as to how internal service delivery is being perceived. An evaluation of the ideal central head office. Established the shortcomings of the current internal service being delivered. It is also recommended that future research can be to ascertain how those negative feelings impacts on job satisfaction and commitment to the organisation and how it affects employee turnover.
AFRIKAANSE OPSOMMING: Die doel van hierdie tesis is om die persepsies en verwagtinge van werknemers by die streekkantore, oor die diens wat aan hulle verskaf deur sentrale hoofkantoor, te bepaal. 'n Verdere doel is om vas te stel wat werknemers by die streekkantore verwag van hoofkantoor. Sodoende probeer om vas te stel wat die huidige stand van die hoofkantoor (waargenome beeld) in verhouding tot hul (werknemers) verwagtinge (ideaal beeld) is. Die metode van data-insameling is kwantitatief met 'n opname ontwerp in die vorm van vraelyste. Hierdie vraelyste sal deur alle werknemers by die streekkantore voltooi word, om hul persepsies en verwagtinge te assesseer. Die basis van die teoretiese en die wetgewende raamwerk van hierdie navorsing is dienslewering. Dit is binne die konteks van dienslewering wat interne kliënte diens binne die organisasie, in die besonder, toegeken word. Die wetgewende raamwerk is ook toegewyd aan die agt beginsels van Batho Pele en dus openbare dienslewering te versterk. Hierdie beginsels moet ook toegepas word wanneer dit kom by die interne kliënte diens. Die belangrikste bevindings van hierdie studie is dat die werknemers en die vier streekkantore as sulks het verskillende persepsies en verwagtinge oor die interne diens gelewer deur die sentrale hoofkantoor. O sector terciário ocupa nas economias actuais um papel preponderante no desenvolvimento competitivo. Aqueles que o consideravam, no que respeita a inovação, como o sector vagaroso da economia, observaram o surgimento de um grupo de serviços com características semelhantes às das indústrias de alta tecnologia, com o privilégio de verificarem que, para além de inovadores, são também importantes elementos de interligação entre agentes económicos, permitindo quer a difusão quer a criação de novo conhecimento na economia. Esse grupo de serviços, que se denominou de serviços intensivos em conhecimento, tem vindo a desenvolver-se em Portugal, aproximando-se de forma gradual, ainda que com algum caminho a percorrer, de um conjunto de países mais avançados. Este desenvolvimento verificou-se, no entanto, de forma desigual ao nível de distribuição espacial, tendo-se identificado fenómenos de concentração regional em torno de algumas das regiões mais desenvolvidas: Grande Lisboa e Grande Porto. Condicionados pelas limitações estatísticas, procedeu-se ainda à estimação de modelos econométricos de dados seccionais, que com um carácter ainda muito exploratório, se verificou que o desempenho destes sectores em Portugal está essencialmente relacionado com fenómenos de qualificação de recursos humanos e da densidade destes sectores numa dada região.
The tertiary sector plays a lead role in the competitive development of contemporary economies. Innovation wise, those who originally considered it the economy's slowest sector, later recognised the emergence of an integrated group of services that shared similar characteristics with the high-tech industries, whereby in addition to being innovative, also became important bridging elements of economic factors, paving the way for the creation and distribution of new knowledge within the economies. Later known as Knowledge Intensive Business Services, this faction grew strongly in Portugal, gradually catching up - even if still in its infancy today - with other more advanced countries, however it soon became evident that it's geographic and spatial distribution was regionally disproportionate, tending to concentrate mostly around the more developed areas of Greater Lisbon and Greater Oporto. Restrictions imposed by statistical limitations lead to the development of cross-sectional econometric models and the information obtained from early exploratory phases estimated that the performance of these sectors in Portugal is still today intimately related to the categorisation of the human resources and the density of these sectors within a given region.

Investigar os óbitos neonatais pode ser uma importante estratégia para redução da mortalidade infantil e fetal, pois contribui para melhorar a qualidade da informação sobre esse evento adverso e possibilita a adoção, pelos serviços de saúde, de medidas para a prevenção de óbitos evitáveis. Objetivo Geral: avaliar os óbitos neonatais investigados no Departamento Regional de Saúde VI – Bauru, considerando-se os Colegiados de Gestão Regional, no ano de 2009. Metodologia: estudo descritivo e transversal, que analisou 162 óbitos investigados, a partir das informações digitadas no Sistema de Informações sobre Mortalidade Neonatal (SIM-Neo). Os resultados são apresentados de forma descritiva e a partir de escore síntese que considerou a qualidade da atenção ao pré-natal, ao parto e ao recém-nascido; fatores de risco pré-natal, no parto e com relação ao recém-nascido e situação sociodemográfica materna. Para análise dos escores foi ajustado um modelo para proporções do tipo logístico, considerando Colegiados e categorias como efeitos principais e a interação Colegiados versus categorias. Resultados: passaram por alguma investigação 88,5% dos óbitos ocorridos e 67,3% tiveram investigação completa. A análise dos escores relativos à qualidade da atenção pré-natal evidenciou diferença quando se consideraram os piores resultados (escore menores que cinco), sendo o Colegiado Vale do Jurumirim diferente e melhor que o de Bauru e o de Lins. Com relação à qualidade da assistência ao parto, houve diferença quando se compararam os Colegiados Vale do Jurumirim, Bauru e Cuesta Botucatu com Lins, sendo pior a situação de Lins. Para a qualidade da atenção ao neonato, os Colegiados de Bauru e Jaú diferiram e foram melhores que o Vale do Jurumirim. Quanto ao risco do neonato, o Colegiado Vale do Jurumirim...
Introduction: Investigating neonatal deaths can be an important strategy to reduce child and fetal mortality as it contributes to improve the quality of information on such adverse event and allows for the adoption of measures for prevention of evitable deaths by health care services. Objective: To evaluate neonatal deaths investigated at the Regional Health Department VI (DRS VI) – Bauru by taking into account the Regional Management Collegiates in 2009. Methodology: This is a descriptive crosssectional study that analyzed 162 deaths investigated from the information entered on the Neonatal Mortality Information System (SIM-Neo). Results are presented in a descriptive fashion and based on a synthesis score which considered the quality of prenatal care, the care to delivery and the care to newborns; prenatal risk factors, delivery risks and those related to newborns as well as maternal sociodemographic conditions. For score analysis, a logistic model was fitted for proportions by taking into account Collegiates and categories as main effects and the Collegiate-versuscategory interaction. Results: 88.5% of the occurring deaths underwent some investigation, and 67.3% were completely investigated. The analysis of the scores related to the quality of prenatal care showed difference when the worse scores (scores lower than five) were considered, and Vale do Jurumirim Collegiate was different and better than those in Bauru and Lins. As regards the quality of care to delivery, difference was found when comparing the Collegiates in Vale do Jurumirim, Bauru and Cuesta Botucatu with that in Lins, and Lins showed the worst situation. As for the quality of care to neonates, the Collegiates in Bauru and Jau differed and were better than that in Vale do Jurumirim. Concerning risk to neonates, the Collegiate... The presented dissertation entitled „Development and Validation of a Landscape Metrics Based Approach for Standardized Landscape Assessment Considering Spatial Patterns” addresses three main questions: I. Which ecosystem services depend on landscape structure? II. How can landscape metrics be used to achieve a standardized routine for assessing the impact of landscape structure on the hereon dependent ecosystem services? III. How can regional planning benefit from the consideration of landscape structural effects on the provision of ecosystem services? The PhD study was carried out in the context of the Climate Change adaptation project REGKLAM (funding code 01 LR 0802). The work package “Land Use” was conducted at the Institute of Soil Science and Site Ecology of the TU Dresden under the direction of Prof. Dr. Makeschin. The PhD study took place in the framework of a sub-work package of it, which was called “Integrated Land Use Assessment”. The aim of this sub-work package was the evaluation of Climate Change adaptation strategies at the landscape scale in a cross-sectoral manner. The ecosystem services concept was chosen as methodological framework for this purpose. Particular motivation of this PhD study was that landscape structural aspects are often not sufficiently considered in commonly used ecosystem services assessment approaches. A standardized assessment procedure regarding the impact of the composition and configuration of land use/ land cover types is not yet existent in contemporary planning approaches, neither in strategic environmental assessment. In my thesis, I developed in the period from 2010 to 2014 a methodological basis which addresses this challenge. My thesis was realized as cumulative dissertation, which consists of three articles. These articles are published in peer-reviewed, ISI-listed international journals, whereas the third article still is in press. The short introduction in chapter one gives information on the motivation and the structure of the thesis. In chapter two, the research hypothesis is formulated and scope and objectives are explained. Chapter three gives an overview of the history of landscape metrics, the state-of-the-art, and current research in topic. In chapter four, the model region, focus areas, and the methodological basis are described. The fifth chapter summarizes results of the three articles (Frank et al. 2012, 2013, in press). Discussions in chapter six critically reflect the methodology and identify limitations, strengths, and its contribution to regional planning and to decision-making. Furthermore, some suggestions for extending the approach to other ecosystem services, especially regulating services, are made and perspectives towards different research questions are shown. Chapter seven summarizes the main outcomes of the PhD study. The central output of the dissertation is a module of GISCAME, a land use change impact assessment platform for supporting regional planning. The landscape metrics based ecosystem services assessment approach facilitates calculation, combination, and interpretation of a choice of landscape metrics and, hence, the evaluation of the impact of composition and configuration of land use patterns on ecosystem services. I selected eleven focus areas in the planning region “Upper Elbe Valley/Eastern Ore Mountains” to demonstrate the application and validation of the landscape metrics based approach that I propose in my dissertation. With these use cases, I show that the landscape structure significantly influences the provision of the ecosystem services ecological integrity and landscape aesthetics. Within the first use case I could demonstrate that the afforestation planning can be enhanced by including landscape metrics in the planning process. Actual priority areas for afforestation do not contribute to ecological integrity at the regional scale. Landscape fragmentation, habitat connectivity, and landscape diversity must be taken into account in order to identify most efficient priority areas for afforestation in terms of enhancing ecological integrity. The second use case focused on the question, how landscape structure influences scenic beauty. By means of a survey, I performed a comparison between the landscape metrics based approach and landscape perception of 153 respondents. This test underpinned my assumption that a landscape metrics based routine allows conclusions on the value of landscape aesthetics. The third use case gives practical advice in the current planning challenge about how to enhance water erosion protection planning in the context of Climate Change. Here, I demonstrated that not only land use change in preferential water erosion paths, but especially the change of management strategies combined with an improvement of landscape structure have the capacity to reduce water erosion potential by 92 %. The results show that it is of great importance to consider landscape structural aspects in current and future regional planning questions because additional, relevant planning information becomes tangible. The comparison of the presented method with other landscape metrics based approaches for ecosystem services assessment shows that the interpretation of the landscape metric values in the GISCAME platform module goes one step further towards usability for planning support: its transparency, spatial transferability, and flexibility are the main strengths of the approach. However, there is a clear need to involve the impact of landscape structure aspects also regarding other ecosystem services

Welche Ökosystemdienstleistungen hängen von der Landschaftsstruktur ab? II. Wie können Landschaftsstrukturmaße genutzt werden, um ein standardisiertes Bewertungsverfahren dieser abhängigen Ökosystemdienstleistungen zu ermöglichen? III. Wie kann die Regionalplanung von der Berücksichtigung der Effekte von Landschaftsstruktur auf die Bereitstellung von Ökosystemdienstleistungen profitieren? Die Promotions-Studie wurde im Rahmen des Klimawandel-Anpassungs-Projektes REGKLAM (Förderkennzeichen 01 LR 0802) durchgeführt. Das Arbeitspaket „Landnutzung“ wurde am Institut für Bodenkunde und Standortslehre der TU Dresden unter Leitung von Prof. Dr. Makeschin bearbeitet. Die Promotions-Studie erfolgte im Rahmen des Teil-Arbeitstaktes „Integrierte Landnutzungsbewertung“. Die kurze Einleitung im ersten Kapitel informiert über die Beweggründe und die Struktur der Dissertation. Im zweiten Kapitel ist die Forschungshypothese formuliert sowie Geltungsbereich und Zeile erläutert. Kapitel drei gibt einen Überblick über die Geschichte der Landschaftsstrukturmaße, den aktuellen Forschungsstand und aktuelle Forschungsfelder. Im vierten Kapitel sind die Modellregion, die Fallstudien-Gebiete, sowie methodische Grundlagen beschrieben. Das fünfte Kapitel fasst die Ergebnisse der drei Artikel (Frank et al. 2012, 2013, im Druck) zusammen. Diskussionen in Kapitel sechs reflektieren die Methodik kritisch und identifizieren ihre Grenzen und Stärken sowie den Beitrag der Ergebnisse zu Regionalplanung und Entscheidungsfindung. Darüber hinaus werden einige Empfehlungen zur Erweiterung des Ansatzes für weitere Ökosystemdienstleistungen, insbesondere regulierende Leistungen, getroffen und Perspektiven zur Anwendung für andere Forschungsfragen werden aufgezeigt. Kapitel sieben fasst schließlich die wichtigsten Ergebnisse der Promotions-Studie zusammen. Das zentrale Ergebnis der Dissertation ist eine Erweiterung des Entscheidungsunterstützungs-Werkzeuges GISCAME. Der auf Landschaftsstrukturmaßen basierende Ökosystemdienstleistungs-Bewertungsansatz ermöglicht die Berechnung, Kombination und Interpretation einer Auswahl von Landschaftsstrukturmaßen und somit die Bewertung des Einflusses von Zusammensetzung und Anordnung von Landnutzungsmustern auf Ökosystemdienstleistungen. Ich wählte elf Fokusgebiete in der Planungsregion „Oberes Elbtal/Osterzgebirge“ aus um die Anwendung und Validierung des auf Landschaftsstrukturmaßen basierenden Ansatzes, den ich in der Dissertation vorschlage, zu demonstrieren. Mittels dieser Anwendungsfälle zeige ich, dass die Landschaftsstruktur die Bereitstellung der Ökosystemdienstleistungen ökologische Integrität und Landschaftsästhetik erheblich beeinflusst. Im ersten Anwendungsfall konnte ich zeigen, dass die Aufforstungsplanung durch die Einbeziehung von Landschaftsstrukturmaßen in den Planungsprozess verbessert werden kann. Vorranggebiete für Waldmehrung in ihrer derzeitigen Form tragen nicht zur ökologischen Integrität auf der regionalen Ebene bei. Landschaftszerschneidung, Biotopverbund und Landschaftsdiversität müssen vermehrt beachtet werden, um Vorranggebiete für Waldmehrung für eine Verbesserung der ökologischen Intaktheit effizienter anzuordnen. Der zweite Anwendungsfall richtete sich auf die Frage, wie Landschaftsstruktur die Landschaftsästhetik beeinflusst. Mithilfe einer Befragung verglich ich den auf Landschaftsstrukurmaßen basierenden Ansatz mit der Landschaftswahrnehmung von 153 Befragten. Dieser Test untermauerte meine Annahme, dass das auf Landschaftsstrukurmaßen basierende Vorgehen Rückschlüsse auf den ästhetischen Wert einer Landschaft zulässt. Der dritte Anwendungsfall gibt praktische Hinweise bezüglich der aktuellen Planungs-Herausforderung, wie Erosionsschutzplanung im Kontext des Klimawandels verbesset werden kann. In diesem Fall konnte ich zeigen, dass nicht nur Landnutzungsänderungen in präferenziellen Abflussbahnen, sondern insbesondere eine Änderung der Bodenbearbeitungsstrategie in Kombination mit verbesserter Landschaftsstruktur das Potential hat, die potentielle Wassererosion um 92 % zu reduzieren. Die Ergebnisse zeigen, dass es von großer Bedeutung ist, landschaftsstrukturelle Aspekte in aktuellen und zukünftigen Planungsfragen zu berücksichtigen, da somit zusätzliche, maßgebliche Informationen greifbar werden. Der Vergleich der vorliegenden Methodik mit anderen Ansätzen, die Landschaftsstrukturmaße nutzen um Ökosystemdienstleistungen zu bewerten, zeigt, dass die automatisierte Interpretation der Landschaftsstrukturmaße mittels des neuen Moduls in GISCAME einen Schritt in Richtung Nützlichkeit für Planungsunterstützung geht: Transparenz, räumliche Übertragbarkeit und Flexibilität sind weitere Stärken des Ansatzes. Jedoch gibt es eindeutig den Bedarf den Einfluss von Landschaftsstruktur auf weitere Ökosystemdienstleistungen einzubeziehen

Abstract:
The Regional Maritime University (RMU) Ghana, pays between $5,000 and $8,000 in annual subscription for e-resources with the Consortium of Academic and Research Libraries in Ghana (CARLIGH) to support postgraduate studies and lecturers. However, statistics from the library and library research rooms indicate very low use of the e-resources by postgraduate students and lecturers. This study is therefore set to address the problem of low patronage of the e-resources. The study aimed at finding what library e-resources and services could be provided by the RMU library to enable postgraduate studies. The main research tool that was used to collect data was a questionnaire with both closed and open-ended questions. The total population for this study was 25 postgraduate students and five lecturers. Thirty (30) copies of the questionnaire were distributed to postgraduate students and their lecturers at the department of ports and shipping administration with a response rate of 66.66%. Undergraduate students were excluded from this study. The study revealed that the RMU library has enough e-resources to support both academic and research work and this is known to the majority (75%) of the respondents who use them occasionally. The main reasons for the occasional use of the e-resources were lack of user-education, user-training and lack of off-campus access to fully put the resources to maximum use. Apart from the study suggesting an extensive user education and awareness creation initiative, it also recommends the rolling out of new user services to enhance usage of the e-resources.
