Abstract:
The article investigates the theoretical aspects, features and the main directions of development of human security concept. On the basis of systematization of scientific sources; and summarizing the experience of scientists, whose works are devoted to the problems of analysis and assessment the level of human security, the author improved the system of indicators that underlies the classification regions of Ukraine. According to the results of cluster analysis, the regions are grouped into six clusters. The article analyzes the dynamics of quantitative distribution regions of Ukraine according to the selected clusters. In the research process, we defined the cores with a constant composition of regions and presented the characteristics of each cluster. It is interesting to note that the appearance of the last (sixth) cluster has been observed since 2014, according to a number of objective reasons. The results of the study indicate a rather pronounced unevenness in the state of human security in the regions of Ukraine.

Abstract:
With the acceleration of urbanization, regional ecological security issues have become increasingly prominent. There is a complex relationship between urbanization and urban ecological security. This paper uses the method of system analysis to qualitatively describe the coupling relationship between urbanization system and urban regional ecological security system, and quantitatively evaluate the coupling and coordination relationship between these two systems. The results show that the spatial urbanization subsystem is the most driven to the urbanization system, and the ecological security response system is an important factor to maintain and enhance the urban ecological security. Therefore, the spatial urbanization subsystem and the ecological security response subsystem have the greatest influence on the coupled system between urbanization and urban ecological security. Taking Shaanxi Province as an example, it is analyzed that the coordination degree between Shaanxi's urbanization system and regional ecological security system is increasing from 2005 to 2016, and has experienced four stages : uncoordinated recession, low coordination, moderate coordination and high coordination. The coordination degree between urbanization development and urban ecological security has been continuously improved, indicating that urbanization development has a positive role in promoting urban ecological security.

Received 23.03.2020. Security studies are going through a new stage of development. The 20th century was marked by scientific discussions about globalization itself and its possible impact on international security, the need to adjust concepts and methodologies. Many modern challenges are a direct consequence of increased global interdependence. At the same time, global attention is shifting towards regions, because the processes originating there can explain and determine the structure of international security. In turn, it is vital to adopt the knowledge and methodology of regional studies and political geography to avoid the “territorial trap”. In our opinion, international studies are still missing the importance of spatiality and its influence on the world political system. Regardless the importance of geographical factor and the fact that in some way it determines the vector of the world political system development, spatiality is often overlooked. “Thinking in the space” is a skill necessary for any researcher. Spatiality is not just a set of geographical characteristics, but something more integral. Therefore, to understand international security and prospects for its further development, we need a comprehensive approach taking a wide range of factors into account. Moreover, an important problem of modern international security is the lack of comprehensive security studies at the global level that take into account the factor of space and regionalization. The research identifies Regional Security Complexes using cluster analysis of k-means. A spatial autocorrelation analysis is used to justify found systems, which consider the mutual influence of countries on each other. In a nutshell, it can explain regionalization of international security and the role of spatial factor in this process, create methodological framework for further analysis of Regional Security Complexes. This paper aims to analyze the politico-military cooperation among the Central Asian countries viewed as a key factor in ensuring the regional security. Today, the geopolitical tension in the surrounding regions, the worsening situation in Afghanistan, as well as intraregional socio-economic problems directly affect the security situation in Central Asia. In this regard, the question arises as to how well the Central Asian states are able to meet these challenges. The analysis of the situation in the region in the 1990s and at the beginning of the new century shows that attempts have been made to establish a regional security system based on military cooperation among Kazakhstan, Uzbekistan, Kyrgyzstan and Tajikistan. However, unregulated interstate relations in Central Asia, the lack of political will to cooperate with leaders of neighboring countries and the combination of external and internal threats have contributed to the creation of a regional security system based on the multilateral structures with the involvement of external actors.

Abstract:
The purpose of the paper is to study the problem of regional security, for which the most urgent is the problem of powers distribution between the central government and the regions. The aim of the paper is to compare the ideas about the essence of regional security in the discourse of state power and the regions in order to find a solution to the possibility of managing the situation of regional security. The research methodology involves the use of comparative analysis, as well as the use of a phenomenological and situational approach, the theory of social services and the dialogue of cultures. The authors argue that the solution of the regional security problem within the framework of the federal state is a continuous process of finding a compromise aimed at an attempt to meet the multidirectional needs, one of which is to ensure the unity, sovereignty and integrity of the Russian Federation; the other is to protect and safeguard the safe existence of regions. Therefore, it is necessary to state that the system of vital interests at the regional level is mobile; it changes under the influence of conditions, security environment. A decisive role in the process of changes in regional interests, and, consequently, regional security, is played by factors prompting the region to take fundamentally important political and other actions, among which discourses of regional security stand out, such as the discourse of state power and regional discourse of security. This orientation determines the novelty of the study, which for the first time is aimed at separating the regional security discourse from the security discourse of state power and substantiating the resolution of the contradiction between them. As a result, the paper examines a regional security model within the framework of the concept of regional security complexes, which offers an analysis of this problem through a critical comparison of the power and regional discourses that have an intellectual impact on the formation of the foreign and domestic political situation in the country at various moments of political reality

The urgency of the research involves the need to define the procedure for determinationof the region belonging in the system of the regional economic security; depending on thepresented identifier (cluster).The development of discriminative models of the regionauthentication is expedient to define its belonging to particular category of the regionaleconomic security. The objective of this article is to develop the mathematical models ofthe region authentication in relation to the status of their economic security using thediscriminant analysis. The region identification cluster is the indicator of grouping. Thearticle rationalizes the expediency of using the method of discriminant analysis whileresearching the regional economic security according to data of social and economicdevelopment of the region. As a result of clustering of regions by social and economicdevelopment, three statuses of the regional economic security were defined: “good”,“sufficient” and “satisfactory”. The classification functions of authentication of the regionas the object of anti-crisis management for ensuring the regional economic security weredeveloped for the specified classes by method of discriminant analysis. The evaluation ofaccuracy of the obtained functions indicates the expediency of their using. In addition, thearticle describes the authentication procedure of the region as the object of anti-crisismanagement for ensuring the regional economic security. The application ofmultidimensional statistical methods while researching the multi-criteria economicsystems, such as socio - economic development of the region, allows exploring a largenumber of indicators with different measurement units, to identify the homogeneity ofsystem objects. As a result of application of the discriminant analysis’ method, theclassification functions of authentication of the region as the object of anti-crisismanagement for ensuring the regional economic security were developed.

South Asia has garnered much attention in international security scholarship and policymaking, not least due to the number of protracted armed conflicts in the region. Yet, the dominant discourse on regional security in South Asia fails to adequately capture the insecurities that undermine the everyday lives and livelihoods of a majority of South Asians. The article first interrogates this prevalent discourse to reveal the inadequacies of traditional state-centric regional security analysis in South Asia. Drawing on critical approaches to security, including concepts that have been developed in the region, it then offers a reconceptualization of regional security. A brief case study discussion on food insecurity is employed to develop, and demonstrate the relevance of, such an approach to identifying and addressing contemporary security imperatives in South Asia. In doing so, the article presents a critical approach to regional security that is deeply rooted in South Asian experiences.

Abstract:
Introduction. Under the influence of globalization and regionalization; the world economic development is becoming more dynamic but contradictory at the same time; creating new challenges and threats for both individual countries and entire regions. This exacerbates the urgency of forming flexible systems of security cooperation and finding solutions to regional and global security problems. Purpose. The purpose of the paper is to systematize research on regional and global security governance and a review of the balance of geopolitical forces in Europe. Methods. The research was carried out using the following methods: analysis and synthesis – to characterize the modern mainstream of theoretical intelligence in the field of regional security; comparative analysis – to compare the structures of regional security management in different parts of the world; deductions and inductions – to form a conceptual model of global governance; tabular and visual methods – for visual presentation of the material. Results. The paper considers theoretical approaches to the interpretation of regional security. It is noted that regional security governance is a set of institutions and activities at three levels: global; regional and national. A nomenclature of different types of regional security governance structures is presented; which includes a regional balance of power and ad hoc (informal) alliances; regional coherence; regional cooperative security; regional collective defense; regional collective security; pluralistic security community. It has been recognized that regional security management is provided not only by highly specialized or formal structures; but also by multi-purpose regional organizations; which initially pursued a combination of economic and political goals with growing security targets. Conceptual options for regional security governance at the global and regional levels are systematized. Based on the analysis of the mechanisms of global management; own vision of the relationship between the subjects of global governance processes is presented. Discussion. The crisis of recent decades has shown that no single group of global governance actors can act effectively to minimize global risks; which are both a challenge for business leaders and politicians in any country. That is why it is undeniable that global issues require global governance (especially in the field of security); the main goal of which should be to ensure global stability and sustainable development.

Abstract:
It has been argued that national methods of economic security of the Russian Federation use only economic indicators, while foreign practice, including the UN methodology, supplements social, environmental and political indicators to the list of economic ones to be used as the basis. There are no weight functions being included for the indicators analysis in some of the analyzed methods. An attempt to determine indicators reflecting the economic security level of a country and its individual regions has been made. It is demonstrated that all officially approved methods are fraught with disregard for regions and small states peculiarities. The necessary indicators are identified to be included into analysis and ranked as national and regional ones. Based on the studies performed and the results obtained, the most repeated indicators existed in all the investigated methods have been found. A universal model has been developed using indicators to determine a reliable level of economic security.

Regionalism, and more generally multilateralism, is commanding considerable attention in the policy and intellectual communities. In the security domain, this interest can be traced to a number of developments. One is the regionalization of international security brought about by the dramatic change in the dynamics of the international political system. In the absence of a new overarching and overriding global-level security dynamic, domestic, bilateral and regional dynamics have become more salient and have to be addressed in their own terms. It is now much more necessary and possible, for example, to discuss security in Asia, Europe, Latin America, Africa, and the Middle East in regional and sub-regional contexts, quite independent of a global dynamic or developments in other regions. While the interests and linkages arising from the involvement of external powers must still be taken into account, the context is qualitatively different from the Cold War era, when the dynamics of the superpower conflict permeated and in many cases subsumed the local dynamics of conflicts.

The traditional concepts of security analysis addresses concerns that deal with security at the state level leaving ample room for the concerns regarding security aspects that are not addressed through these lenses appropriately. The challenges that international system of security is facing range in variety from ones that are different in form to the time sequence that they appear in a different space and geographical location. These may include factors that are objective and subjective and as such they characterize the nature of relationships between states. Behavior of the states may at times include an action that conceptualizes within a geographical framework based on attributes that states poses. Given this, Buzan has presented the idea of security complex that is defined as a group of states in which perceptions and key concerns over security are interrelated. In this context the security complex is tied together through geographical, political, historical economic and cultural issues amongst others. Hence regional issues have an important role in the building of security logic for countries individually or in a group and may impact the formulation of policies internally or externally. Based on these considerations in this article we analyze the security issues of Macedonia and how they reflect upon the wider security agenda of the countries in the region in a two-way reflection.

The presented study analyzes threats to regional economic security and searches for ways to improve economic security.Aim. The study aims to identify and analyze potential threats to regional economic security (through the example of the Republic of Crimea).Tasks. The authors conduct a theoretical analysis of the concept of a threat economic security, identify regional features that affect the level of economic security, and list the major threats to the economic security of the Republic of Crimea.Methods. The scientific perspectives of threats to economic security are examined. This study uses logical analysis methods to identify factors that determine regional features and their relationship with the identified threats to economic security. The socio-economic situation in the Republic of Crimea is assessed according to the analysis of statistics.Results. Russian regions are highly different due to their geographic location, natural resource potential, economic specialization, and other factors. This is why threats to regional economic security are identified with allowance for each region’s specific features. The study lists and classifies the major threats to regional economic security, particularly in relation to the Republic of Crimea.Conclusions. In the context of economic crisis, unstable geopolitical situation, and foreign sanctions, economic security becomes one of the top national priorities. Due to Russia’s federal nature, its regions play an important role in the formation of the country’s economic security as a whole. Therefore, it is necessary to identify threats to regional security early and find efficient ways to counter them.

During the study the regions of the state have been considered as a multi-dynamic system with complex large-scale communications both within individual levels and between all levels. The main elements of region protection including population, industrial objects and environment were used for the analysis of functions of regional security. As such it was suggested that risk analysis at the regional level is closely linked with an analysis of threats which determine the level of region’s security. The theoretical basis of evaluation of the security regions can be associated with the reliability theory in terms of emergencies which should be considered as a failure of the substantial elements that lead to the violation of their sustainability. The methodology for assessing levels of region’s security of the state with the use of reliability theory to analyze the impact of natural and man-made threats to the protection of the main objects of the region including the components of the environment, objects and people is anticipated. This provides the opportunity to carry out a comparative analysis of regional ecological security, scientific substantiate an acceptable level of risk for each of them, as well as effectively allocate available funds to prevent negative consequences of threats between regions. On the basis of described methodology the assessment of natural and man-made threats of regional security of the Ivano-Frankivsk region of Ukraine is carried out. The hypothesis that the consequences of various emergencies at regional level are distributed on Poisson law is tested with the use of Pearson criteria. The dynamics of change of volumes of deficiency of gross regional product as a result of losses from the emergencies of different origin is analyzed. The proposed methodology for assessment of region’s security levels will allow more reasonably determine the acceptable level of risk of emergency for each of them, effectively allocate the available material and financial resources between regions to prevent the negative consequences of emergency. In general it will provide tangible improvement for the security of population, industrial objects and the environment in the conditions of various emergencies of different origin possible in the state.

Many have observed the early phases of regional security community development in the Western Balkans over the past decade. Much of this research has focuses on elite-level, government to government and government to International Organization cooperation. Yet, for security community to become a reality, it must also develop at the public-level. In the Western Balkans, it remains to be seen just how deep this new sense of community reaches. Based on fieldwork and surveys conducted in 2007 and 2008, a crucial moment for the region, we argue that public-level security community is inconsistent and in some areas is all together lacking. It is our position that programs advanced in the Western Balkans must concentrate not just on elite institution building, but also on community building within and between the individual countries of the region.

This article covers the most significant theoretical schools in West Africa in the framework of the international relations analysis, with special focus on the regional security. Major respective theoretical approaches to the given issues are assessed based on the writings of local experts that frequently reevaluate the major articles of faith connected with neo-Realist, neo-Liberal and Marxist views. Particular attention is drawn to the examination of various interpretations of the role that belongs to supranational regional structures in West African conflict resolution using the case of the Liberian civil war. The most crucial part of the research presented is an analysis of publications issued by Adekye Adebajo and Ismail Rashid, two leading West African specialists in the field of regional security. Their appraisal of collective security mechanisms’ perspectives in the most poverty-stricken and unstable regions of the world is elaborated upon. The aim of the article is to determine the extent of uniqueness present in Adebajo and Rashid’s approaches compared to their Western and African colleagues but also to figure how West African 1990-2000’s conflicts’ analysis did have an impact on the scholars’ theoretical views and more broadly what was its contribution to the regional understanding of international relations. The research is based upon comparative and historical-genetic methods as well as case studies. The major elements composing the scholars’ analysis of successes and failures in the path of West African integration are presented along with their appraisal of the ECOWAS security component. A comparison is made between their views and those of their regional colleagues belonging to other schools of thought as well as Western theories that had the greatest impact on these authors.

Food security is a global challenge. This paper examines the regional variation in household food security in Nepal. Specifically, I examine the variation in household level food security with particular reference to newly formed provinces constructed as per the new constitution (2015) of the country, three ecological regions and rural-urban locations of households. I use the nationally representative data from 2011 Nepal Demographic Health Survey to investigate the issue. Using both descriptive as well as multivariate analysis, evidences show that there is regional variation in overall food security in Nepal. Findings show that food security is a problem of rural households. Moreover, food security status of households also significantly varied by province. Households living in Karnali and Far-west provinces (province 6 and 7) located in the western part of Nepal are more food insecure as compared to those living in other provinces. Food security status of households also varied by domains of food security. While anxiety about food supply was an issue for households in the mountains and the hills, food security in terms of quality was equally important in all three ecological regions. However, interestingly, quantity of intake was not a major issue in all the three ecological regions. All three domains were important for households that live in rural areas as well as those living in provinces other than those in Karnali and Far-west provinces. These findings provide a macro level snap shot of food security situation of Nepal and are deemed important for the newly formed federal and provincial governments for food policy framing. Further investigation at the micro-level is necessary for more concrete policies.

The relevance of the article is due to the increasing importance of the regional security factor in modern conditions, where the level of regional self-awareness and the desire for relative autonomy are growing within the framework of the general process of developing the security system. The article is devoted to the analysis of the security concepts existing in the history of philosophy in order to identify the evolution of ideas about “regional security”. The study uses comparative, systemic and hermeneutic methods, the action of which is aimed at identifying aspects of regional security in texts devoted to the problems of state, national and public security. The novelty of the research is associated with the development of the idea of the evolution of ideas about regional security from abstract ideas to various aspects of regional practice. The result of the study is evidence that, being originally one of the aspects of general management theory, the ideas of regional security at the end of the twentieth century became the core of the concept of “regional security complexes”. The next result was the substantiation that modern criticism of this concept is the basis of the theoretical constructions of regional security in the 21st century, which are based on a synthesis of ideas about the need to adopt rules adopted by states that support the stability of world security and the influence of regions with their own interests. The conclusion of the study is to assert that modern concepts of regional security are based on the synthesis of methodologies of the systemic and constructivist approaches. This methodology is used to substantiate the assertion that any state is forced to deal with the security problems of its regions, to pay attention to the existing threats and regional interests in them, which may be of a constructive nature and may pose a real danger associated with challenges from the political, economic, military, environmental, and social spheres. Higher consumption and increased import requirements for the South Asian Association for Regional Cooperation (SAARC) region can be catered through neighboring trade partners if resources are optimally utilized. The purpose of this research is to analyze the connection between regional trade of SAARC countries and the food security challenges faced by the region. The study uses data from 1990–2018 for Pakistan, India, Sri Lanka, and Bangladesh to econometrically analyze the determinants of the volume of food trade. The results show that the gross domestic product of importing or exporting countries and foreign direct investment (FDI) have positive impact on regional trade. The bilateral exchange rate between trading partners has a negative impact on the trade volume. The results also showed the absence of a long-run relationship between volume of trade and food security using Johansen’s cointegration test. Our analysis suggests that policy makers should focus on the means for creating favorable environment in Pakistan and India to not only meet the increasing global demands for food but also increasing their competitiveness for high-quality and low-quality priced products in major exports markets.

The environmental threats and risks assessment is carried out on the basis of various anthropogenic criteria analysis. It’s reasonable to assess certain environmental indicators for each type of technogenic danger. The problems of the maximum permissible environmental load assessment and the development of the regional environmental security assessment methods have been actual. Therefore, the aim of the article is to develop the basics of the regional environment security level assessment methodology. It’s expedient to assess certain partial environmental indicators for each type of technogenic hazard. Such partial indicators were analyzed by statistical methods. The integration method was used to develop partial and integral indicators for assessing the regional environmental security level. The result of the research is proposition to assess the regional environmental security level by two groups of environmental factors: 1) antropogenic substances ingress into the environment and 2) natural systems change, caused by natural resources consumption and spatial planning factors. Application of the regional environmental security assessment methodology will allow to formalize environmental management problems by using the following indicators: integral environmental security indicator of reducing the anthropogenic substances ingress into the environments (II1) and integral environmental security indicator of reducing natural system change, caused by natural resources consumption and spatial planning factors (II2).

Eradicating world hunger—the aim of Sustainable Development Goal 2 (SDG2)—requires a social–ecological approach to agrifood systems. However, previous work has mostly focused on one or the other. Here, we apply such a holistic approach to depicting the global food panorama through a quantitative multivariate assessment of 43 indicators of food sovereignty and 28 indicators of sociodemographics, social being, and environmental sustainability in 150 countries. The results identify 5 world regions and indicate the existence of an agrifood debt (i.e., disequilibria between regions in the natural resources consumed, the environmental impacts produced, and the social wellbeing attained by populations that play different roles within the globalized agrifood system). Three spotlights underpin this debt: 1) a severe contrast in diets and food security between regions, 2) a concern about the role that international agrifood trade is playing in regional food security, and 3) a mismatch between regional biocapacity and food security. Our results contribute to broadening the debate beyond food security from a social–ecological perspective, incorporating environmental and social dimensions.

Based on the composition of the regional service organization Bandung City Diskominfo has five fields and two UPTs which are part of the Bandung City Diskominfo. Bandung City Diskominfo in implementing work programs has IT as a supporter of business processes in government agencies. Based on the results of research conducted that IT management in Bandung City Government Diskominfo found several clauses that were still unfulfilled in this Diskominfo impact on the management of government information security institutions that can affect the performance of Bandung City Government. Therefore, there is a need for standardization that needs to be implemented as a guide that examines the direction in safeguarding information or assets that are considered sensitive to an organization. With the existence of these problems pushed to design information security recommendations based on ISO 27001: 2013 standards at Diskominfo. Also makes the design of IT information security systems that are focused on the control of Annex Information Security Policies, Human Resource Security, Operational Security, Communication Security and Asset Management so that business IT processes can run in accordance with the objectives of the organization. The results of this study are expected to help in securing IT information at the Bandung Diskominfo City and can also improve the goals of an organization.

The article considers some current scientific approaches to assessing regional economic security and notes the lack of an innovative component in them. However, innovative factors are necessary, since one of the main directions in the field of economic security is innovative development. The purpose of the research is to develop and test a modified methodological approach to the formation of indicators for assessing regional economic security, taking into account innovative factors. The authors generated extremely modified approach to assessing the economic security of the region, taking into account such principles as: task orientation, comprehensiveness, comparability, sufficiency, information security, applicability in practice. The authors developed an algorithm for studying the economic security of the region, formed a system for assessing the economic security of the region taking into account innovative factors, and calculated threshold values and evaluated a sample of regions according to the described methodology. As a result, it is concluded that the regions are diverse in terms of economic security and actually correspond to the conditional division in terms of socio-economic and innovative development. The most vulnerable for the majority of the subjects of the Russian Federation considered was the innovation component, the threshold value of which should have been determined in the stability zone, but most of the regions did not pass. Thus, it is necessary to study this topic in detail, namely, to assess the functioning of the regional innovation infrastructure and its impact on the economic security of the region due to the fact that the creation of conditions provided by its activities is one of the main strategic directions for strengthening the economic security not only of the region, but also of the Russian Federation as a whole.

Region is a complicated system, where human, nature and society interact and influence. Quantitative modeling and simulation of ecology in the region are the key to realize the strategy of regional sustainable development. Traditional machine learning methods have made some achievements in the modeling of regional ecosystems, but it is difficult to determine the learning characteristics and to realize spatio-temporal simulation. Deep learning does not need prior identification of training characteristics, have excellent feature learning ability, can improve the accuracy of model prediction, so the use of deep learning model has a significant advantage. Therefore, we use net primary productivity (NPP), atmospheric optical depth (AOD), moderate-resolution imaging spectrometer (MODIS), Normalized Difference Vegetation Index (NDVI), landcover and population data, and use LSTM to do spatio-temporal simulation. We conduct spatial analysis and driving force analysis. The conclusions are as follows: the ecological deficit of northwestern Henan and urban communities such as Zhengzhou is higher. The reason of former lies in the weak land productivity of the Loess Plateau, the irrational crop cultivation mode. The latter lies in the high consumption of resources in the large urban agglomeration; The positive trend of Henan ecological development from 2013 is mainly due to the effective environmental protection policy in the 12th five-year plan; The main driver of the sustained ecological deficit growth of Henan in 2004-2013 is high-speed urbanization, increasing population and goods consumption. This article provides relevant basic scientific support and reference for the regional ecological scientific management and construction.
