This paper presents a synopsis of current biosolids management in Victoria as well as an overview of some biosolids processing technologies. Indicative capital and annual costs to upgrade wastewater sludge management facilities at Victorian wastewater treatment plants to maximise safe beneficial reuse of biosolids and sludge products are provided. The data will be particularly useful for preliminary assessment and planning purposes of biosolids management strategies for government, non-metropolitan urban water authorities and regional waste management groups. Indicative cost curves are presented for various sludge treatment and biosolids reuse options applicable to treatment plant sizes between 2000 and 200,000 ep.

Abstract:
This paper describes existing health promotion systems in Victoria and explains how infrastructure can be strengthened to influence the delivery of local health promotion action. The Victorian State Government has invested in regional support to facilitate the development and coordination of health promotion at a local level. To achieve this the Regional Infrastructure for Improving Health Promotion (RIIHP) model was developed, providing a framework for strategic action. The model draws upon organisational change theory and capacity building methods to highlight the necessary infrastructure for sustainable health promotion efforts. Forty five local health promotion practitioners, managers, academics, and Department program advisers were interviewed and asked what they thought supported or influenced health promotion. The responses from interviews were combined to develop the RIIHP model. The RIIHP model provides a framework for planning infrastructure improvements. This model is relevant to agencies, regions and state departments who want to succeed in establishing coordinated and effective health promotion systems.

Abstract:
Objective The aim of the present study was to try to understand the breadth and comprehensiveness of a regional operating model (ROM) developed within the Victorian Department of Health’s North West Metropolitan Region office in Melbourne, Australia. Methods A published literature search was conducted, with additional website scanning, snowballing technique and expert consultation, to identify existing operating models. An analytical grid was developed covering 16 components to evaluate the models and assess the exhaustiveness of the ROM. Results From the 34 documents scoped, 10 models were identified to act as a direct comparator to the ROM. These concerned models from Australia (n = 5) and other comparable countries (Canada, UK). The ROM was among the most exhaustive models, covering 13 of 16 components. It was one of the few models that included intersectoral actions and levers of influence. However, some models identified more precisely the planning tools, prioritisation criteria and steps, and the allocation mechanisms. Conclusions The review finds that the ROM appears to provide a wide coverage of aspects of planning and integrates into a single model some of the distinctive elements of the other models scoped. What is known about the topic? Various jurisdictions are moving towards a population-based approach to manage public services with regard to the provision of individual medical and social care. Various models have been proposed to guide the planning of services from a population health perspective. What does this paper add? This paper assesses the coverage of attributes of operating models supporting a population health planning approach to the management of services at the regional or local level. It provides a scoping of current models proposed to organise activities to ensure an integrated approach to the provision of services and compares the scoped models to a model recently implemented in Victoria, Australia. What are the implications for practitioners? This paper highlights the relative paucity of operating models describing in concrete terms how to manage medical and social services from a population perspective and encourages organisations that are accountable for securing population health to clearly articulate their own operating model. It outlines strengths and potential gaps in current models.

AbstractIntroduced into Lake Victoria in the 1950s, the Nile perch has gained fame for prompting rapid regional economic growth and for driving scores of endemic fish species into extinction. This study uses oral and archival data to trace the historical development of the Nile perch fishery on Lake Victoria. Particular emphasis is placed on local responses and adaptations to (1) the Nile perch itself; (2) the abrupt integration of the Lake Victoria fishery with the global economy; and (3) the ecological changes that the Nile perch has precipitated. I also attempt to situate Lake Victoria's history in the larger debate about environment and African livelihoods. Because so much of Lake Victoria's species diversity has been lost within one generation – biologist E. O. Wilson (1992) has called this process ‘the most catastrophic extinction episode of recent history’ – the lake is an ideal case study with which to examine ‘local’ perceptions of biodiversity. The data suggest that species diversity is important and highly resolved in the worldviews of Lake Victoria's fishermen; yet, although the will for conservation is present, poverty obstructs its realization. These findings are discussed in relation to other work on indigenous environmental knowledge and ecological ethics. I argue that ‘intrinsic’ valuation of species diversity and ecological processes may be more widespread in rural societies than has traditionally been assumed by natural and social scientists, and that the preponderance of social studies highlighting oppositions between Western science and ethno-science, and between conservation concerns and local livelihoods, may have blinded us to synergies between them. More effort is needed to understand fully the nuances in these complex local ecological worldviews, perhaps via ‘social histories of extinction’ that explore the local consequences of species loss.

Advanced driver assist systems are being promoted with the expectation that enhanced driver support will mitigate road trauma. While these technologies are optimised for certain road and traffic conditions, not all roads across Australasia are equipped with ADAS-supportive infrastructure. This study developed a desk-top methodology for using road classes (disaggregated by remoteness levels) to estimate the presence of quality roads, road delineation and speed signage in Victoria, Australia. Aerial imagery and mapping data were used to assess a number of random locations based on a developed protocol. The methodology demonstrated that in Victoria, major and arterial roads across all remoteness levels had high-quality sealed surfaces but 42% of all remote roads were unsealed. Delineation (crucial for lane support systems) were absent across 73% of sub-arterial roads independent of remoteness, and absent across 96% of sub-arterial roads in regional and remote areas. Speed sign availability across remote and regional areas was sparse, with only 65% of all roads assessed having signage. Results are reflective of Victoria’s road funding model and consistent with on-road audits conducted by other researchers. This methodology enables the proportion ADAS-ready roads to be estimated so the benefits of ADAS technologies can be quantified and investments into ADAS-supportive infrastructure be readily allocated.

As Australian schools move towards the twenty-frrst century more attention is being drawn to the professionalism of teachers. This has led to the recent publication of two NBEET reports, Teacher Education in Australia (September 1990) and Australia's Teachers: A Blueprint for the 90's (January 1991). These reports recognise the need for a reconceptualisation and urgent action in regards to the initial training and continuing education of Australia's teachers. Each goes into considerable detail about the need, scope and format of programs of professional development, and each highlights the importance of Employer/Higher Education Institution co-operation in such programs. The La Trobe University College of Northern Victoria and the Bendigo Regional Office of the Victorian Ministry of Education are in the process of developing this co-operation, especially in the post initial teacher education area. Through the Research Centre for Teacher Development at the La Trobe University College of Northern Victoria, a project is underway to develop this process in close consultation with, and the full co-operation of the Loddon Campaspe Mallee Regional Office. This paper reports on the initial outcome. Fifty-eight Primary Replacement Teachers (RTs) responded to a questionnaire regarding their employment status, professional qualifications, days worked in 1989 and 1990, and their in-service involvement and in-service needs. The investigation was undertaken in order to provide local Ministry and University College personnel with information to assist in planning future in-service needs for this particular group of teachers. In Victoria during 1990 the Ministry employed 40,000 teachers in primary, secondary and special schools. There is constantly a pool of 10,000 teachers on leave without pay from the Ministry. During the 1989-90 financial year 14,000 teachers were employed as Replacement Teachers in primary and secondary schools. Some of these Replacement Teachers came from the pool of teachers on leave without pay, but there is still a large group of teachers whose only source of employment is RT work.

Various jurisdictions are moving towards population-based approaches to plan and manage healthcare services. The evidence on the implementation of these models remains limited. The aim of this study is to evaluate the effect of a regional operating model (ROM) on internal functioning and stakeholder engagement of a regional office. Semi-structured interviews and focus groups with staff members and stakeholders of the North West Metropolitan Regional office in Victoria, Australia, were conducted. Overall, the ROM was perceived as relevant to staff and stakeholders. However, creating shared objectives and priorities across a range of organisations remained a challenge. Area-based planning and management is seen as simplifying management of contracts; however, reservations were expressed about moving from specialist to more generalist approaches. A clearer articulation of the knowledge, skills and competencies required by staff would further support the implementation of the model. The ROM provides a platform for public services and stakeholders to discuss, negotiate and deliver on shared outcomes at the regional level. It provides an integrated managerial platform to improve service delivery and avoid narrow programmatic approaches.

The idea that climate change adaptation is best leveraged at the local scale is a well-institutionalized script in both research and formal governance. This idea is based on the argument that the local scale is where climate change impacts are “felt” and experienced. However, sustainable and just climate futures require transformations in systems, norms, and cultures that underpin and reinforce our unsustainable practices and development pathways, not just “local” action. Governance interventions are needed to catalyse such shifts, connecting multilevel and multiscale boundaries of knowledge, values, levels and organizational remits. We critically reflect on current adaptation governance processes in Victoria, Australia and the Gothenburg region, Sweden to explore whether regional-scale governance can provide just as important leverage for adaptation as local governance, by identifying and addressing intersecting gaps and challenges in adaptation at local levels. We suggest that regional-scale adaptation offers possibilities for transformative change because they can identify, connect, and amplify small-scale (local) wins and utilize this collective body of knowledge to challenge and advocate for unblocking stagnated, institutionalized policies and practices, and support transformative change.

The aim of this study is to explore local health and wellbeing plans and priorities by Victorian local governments (LGs), specifically to: (1) analyse how LG priority areas are described in comparison to the State-level plan; (2) identify differences between regional and metropolitan health priorities; and (3) identify differences between LGs with high and low socioeconomic status. Content analysis of 79 LG health and wellbeing plans was undertaken. Differences in health and wellbeing priorities between LGs were examined using the t-test for two proportions. In total, 20% of the plans did not specify actions to address health priorities. One in three (34%) did not specify how evaluation will be done. Alcohol and other drugs, gambling and housing were prioritised more by metropolitan LGs, whereas disease prevention was prioritised more in regional LGs. There was no significant difference in health and wellbeing priorities of LGs with high and low socioeconomic status except for gambling. State-level health and wellbeing plans should be sensitive to differences in priorities of LGs. There is a need for local plans to commit to specific actions and evaluation. This analysis provides basis for more community-reflective, State-level planning and calls for more emphasis on identifying actions and evaluation in local level planning.

The area probably contains between 4 and 5 million people, about one fifth of the total Tanzanian mainland population. The two peoples speak regional variants of a single language—the name Sukuma simply meant ‘northerners’ originally—and they share many common social structural and cultural forms (Abrahams, 1967b).

An electromagnetic induction (EM31) survey was carried out on a 700-ha property in the western basalt plains of Victoria. The apparent electrical conductivity (ECa) was interpreted in terms of the inferred salt content and, hence, the degree of leaching or recharge through the upper 5 m of the regolith. The focus of the survey was to determine the spatial variability of ECa across a landscape of low relief which included salt lakes. The area mapped is subject to regional groundwater discharge. All parts of the property exhibited hydrological ‘sinks’ and ‘trenches’ of relatively low ECa values, interpreted as areas of preferential recharge or leaching through the regolith. They ranged in size from 200 to 500 m in diameter and/or length and were not related to relief. This apparent hydrological ‘holeyness’ of the upper regolith suggests local recharge into the regional groundwater system. This finding has important implications for Whole Farm Planning and Environmental Management Strategies as local recharge can be reduced by manipulating ground cover and land-use practices. Both the mean and standard deviation of ECa values across the property provide a rational basis for planning land management practices. The location of hydrological ‘holes’ can be built in as significant layers in Whole Farm Plans to minimise water entering the water table and/or salt lakes.

Evolutionary and genetic knowledge is increasingly being valued in conservation theory, but is rarely considered in conservation planning and policy. Here, we integrate phylogenetic diversity (PD) with spatial reserve prioritization to evaluate how well the existing reserve system in Victoria, Australia captures the evolutionary lineages of eucalypts, which dominate forest canopies across the state. Forty-three per cent of remaining native woody vegetation in Victoria is located in protected areas (mostly national parks) representing 48% of the extant PD found in the state. A modest expansion in protected areas of 5% (less than 1% of the state area) would increase protected PD by 33% over current levels. In a recent policy change, portions of the national parks were opened for development. These tourism development zones hold over half the PD found in national parks with some species and clades falling entirely outside of protected zones within the national parks. This approach of using PD in spatial prioritization could be extended to any clade or area that has spatial and phylogenetic data. Our results demonstrate the relevance of PD to regional conservation policy by highlighting that small but strategically located areas disproportionally impact the preservation of evolutionary lineages.

Water resource management is one of the most pressing human and environmental challenges of the 21st century. Technological approaches to improving the management of water feature prominently, with technology positioned as the solution to issues of competing interests and the achievement of water savings. This paper analyses the social dimensions of a regional-level irrigation technology, examining the piloting of Total Channel Control™ technology in northern Victoria, Australia, as a case study. Water savings, organisational efficiency, on-demand ordering, occupational health and safety improvements, and many other benefits were anticipated to flow from this ‘world first’ technology. Drawing on semi-structured interviews with stakeholders and participant observation of an irrigation committee, this paper examines stakeholder accounts regarding piloting of the technology. We argue that in order to achieve justice and fairness in implementing regional irrigation technology, three essential criteria must be met: genuine consultation, participation and negotiation; responsive and respectful dialogue and communication; and mutual information exchange. As society shifts towards greater reliance on technological intervention to solve some of the most pressing dilemmas of the modern era, a more holistic approach focusing on the complexity of human interaction with the technology is vital.

Between 1972 - 1980, eighteen regional offices were opened by state welfare authorities in Victoria, with the long term prospect that a comprehensive set of programmes would be developed in each region. This is part of an extensive policy change in which the reception of children into care will proceed by more diverse and local arrangements. Safe custody options already include small residential units and foster care and the very term “reception centre” is no longer part of official language. Substantial progress has been made along these lines and of the two central reception centres, Allambie (25-150 residents) is in the process of being closed and Baltara (45-70 residents) is to be redeveloped. In the most recently published planning documents redevelopment of these facilities had been anticipated by December 1990.1 However, not a great deal is known about the population of these two centres, about reception processes and why some children proceed quickly through the process and others do not. This paper examines the present status of reception centres in Victoria and reports upon a preliminary study of the reception centre population for the period 1986-1987. An argument is made that there is a case for revising reception policy and practice not only in existing centres but, in proposed new facilities and for giving more attention to services, for children and families who present with unusual difficulties.

Experts always seek for improving the development and management of multidimensional urban systems, including those of sustainability, smartness, and resiliency. These dimensions are the main keywords in related research to model and predict better development in urban and regional areas; there are overlapped concepts, common attributes, and parallel processes in existing indices designed for each of those keywords, which might not be an ideal option for the status quo. Therefore, there is a need to find a balance between these concepts/indices and identify an integrated development strategy that addresses smart, resilient, and sustainable development demands. For this purpose, first of all, attributes and themes used to develop the development indices are collected from the recent literature. Secondly, a semantic text mining technique is used to discover commonly used attributes among the collected ones. Thirdly, Principal Component Analysis (PCA) is used to investigate the correlation between the selected attributes to reduce or merge similar attributes. Fourthly, after collecting data and normalizing calculated scores for each LGA, a k-means clustering method is used to identify LGAs with similar development behaviour. And finally, the developed index is implemented in Victoria, Australia as a case study that includes 79 regional and urban local government areas. Evaluation of the results (comparing the results with two existing studies) indicated the success of the proposed index in bringing smartness, resiliency and sustainability indices under a united and comprehensive development index.

For design flood estimation in ungauged catchments, Regional Flood Frequency Analysis (RFFA) is commonly used. Most of the RFFA methods are primarily based on linear modelling approaches, which do not account for the inherent nonlinearity of rainfall-runoff processes. Using data from 114 catchments in Victoria, Australia, this study employs the Generalised Additive Model (GAM) in RFFA and compares the results with linear method known as Quantile Regression Technique (QRT). The GAM model performance is found to be better for smaller return periods (i.e., 2, 5 and 10 years) with a median relative error ranging 16–41%. For higher return periods (i.e., 20, 50 and 100 years), log-log linear regression model (QRT) outperforms the GAM model with a median relative error ranging 31–59%.

Methods: The data on which the forecasts are based are the number of presentations in the emergency department for each month from 2000 to 2005. The statistical forecasting methods used are exponential smoothing and Box?Jenkins methods as implemented in the software package SPSS version 14.0 (SPSS Inc, Chicago, Ill, USA). Results: For the particular time series, of the available models, a simple seasonal exponential smoothing model provides optimal forecasting performance. Forecasts for the first five months in 2006 compare well with the observed attendance data. Conclusions: Time series analysis is shown to provide a useful, readily available tool for predicting emergency department demand. The approach and lessons from this experience may assist other hospitals and emergency departments to conduct their own analysis to aid planning.

Introduction:The growing number of mass gathering events (MGEs) in Victoria has seen an increase in demand for event health services and the need for real-time reporting of medical incidents at these events.Aim:Since 2016, St. John Ambulance Victoria has introduced an electronic patient care record (ePCR) system with the aim of improving patient care and satisfaction. It appears that this ePCR system is the first of its kind to be trialed at MGEs by a volunteer organization.Methods:A qualitative study was conducted to determine strengths and limitations of the ePCR system by compiling results of surveys and interviews and through anonymous feedback from volunteers and patrons (event organizers, patients). This study is ongoing.Results:It was found that the use of ePCR: 1.Allowed for collection of relevant data to assist in future planning of MGEs2.Aids the overall coordination of first aid delivery at MGEs -faster relaying of patient information to event commanders-reduction of paperwork-improved ability to locate first aid crews using GPS tracking3.Received positive feedback from first aiders, event organizers, and patrons4.Was deemed easy-to-use (4/5), acceptable (4.3/5), and helpful (4.1/5) by our membersDiscussion:These experiences demonstrate that ePCR is well-received, easy to use, and leads to improved patient satisfaction and treatment outcomes at MGEs. Furthermore, the ability to collect and analyze real-time data such as GPS location tracking, incidence heat maps, and patient demographics facilitate future event planning and resource allocation at MGEs. It is acknowledged that this study is preliminary, and the trialed use of an ePCR system has been limited to metropolitan areas and MGEs with <1 million patrons. The intent is to continue this study and explore the use of ePCRs at larger MGEs and events in rural or regional areas.

The socio-economic and ecological value of Lake Victoria is threatened by significant regional development and urbanization. This study analyzed spatial-temporal land use/land cover changes in the Kenyan Lake Victoria basin from 1978–2018 using Landsat 3, 4-5 and 8 imagery, with a view to identifying the extent and potential impacts of urbanization on the basin. Supervised image classification was undertaken following the Maximum Likelihood algorithm to generate land use/land cover maps at ten-year intervals. Results indicate that the basin is characterized by six main land use/land cover classes namely, agricultural land, water bodies, grasslands and vegetation, bare land, forests and built-up areas. Further, the results indicate that the basin has experienced net increases in built-up areas (+97.56%), forests (+17.30%) and agricultural land (+3.54%) over the last 40 years. During the same period, it experienced net losses in grassland and vegetation (-37.36%), bare land (-9.28%) and water bodies (-2.19%). Generally, the changing landscapes in the basin are characterized by conversion of natural environments to built-up environments and driven by human activities, urban populations and public policy decisions. The study therefore recommends the establishment of a land use system that creates a balance between the ecological realm and sustainable development.

AbstractCo-management is advocated as a means to improve human equity and the ecological sustainability of common-pool resources. The promotion of co-management of fisheries often assumes the participation of resource users in decision-making ensures more ecologically sustainable outcomes than top–down management approaches while improving livelihoods and food security. However, in fisheries co-management approaches, participation is often poorly defined and measured by co-management proponents. For resource users, it may not be clear what their participation in co-management entails, and what such participation might involve or achieve. For the fisheries of Lake Victoria (Kenya), the introduction of co-management established Beach Management Units (BMUs) on a model of participatory decision-making. Unsurprisingly, given global experiences of institutions for resource users’ participation in co-management, the structures established across Lake Victoria (Kenya) have not resulted in effective participation of fisher folk. We examine why this is so. Specifically, we examine the influence of institutions on fisher folks’ participation in co-management, using critical institutionalism to explain how participation of resource users is shaped by the relation between formal government institutions and informal social norms. We take four BMUs as case studies to investigate how historical administrative structures shape the development of co-management, how power relationships within co-management are negotiated at the local beach level and the fisher folks’ understanding of their participation in co-management. We document how informal institutions undermine and replace formal institutions at the local beach level, while formal institutions suppress and ignore informal ones at the national and regional levels. From this, we argue power sharing between the government and fisher folk is key for fisher folk participation in fisheries co-management, capable of addressing both social and ecological challenges facing fisheries management.

Regional flood frequency analysis (RFFA) is widely used to estimate design floods in ungauged catchments. Both linear and non-linear methods are adopted in RFFA. The development of the non-linear RFFA method Adaptive Neuro-fuzzy Inference System (ANFIS) using data from 181 gauged catchments in south-eastern Australia is presented in this study. Three different types of ANFIS models, Fuzzy C-mean (FCM), Subtractive Clustering (SC), and Grid Partitioning (GP) were adopted, and the results were compared with the Quantile Regression Technique (QRT). It was found that FCM performs better (with relative error (RE) values in the range of 38–60%) than the SC (RE of 44–69%) and GP (RE of 42–78%) models. The FCM performs better for smaller to medium ARIs (2 to 20 years) (ARI of five years having the best performance), and in New South Wales, over Victoria. In many aspects, the QRT and FCM models perform very similarly. These developed RFFA models can be used in south-eastern Australia to derive more accurate flood quantiles. The developed method can easily be adapted to other parts of Australia and other countries. The results of this study will assist in updating the Australian Rainfall Runoff (national guide)-recommended RFFA technique.

Inequalities in health and wellbeing within low socioeconomic (SES) environments are well documented. Factors inherent to the health care system itself, such as inaccessible, inflexible or inappropriate service provision, contribute to the poorer health status of residents of low SES areas. This paper explores the issues of service provision in low SES areas, documenting the perceptions of service providers about the service needs of residents, in order to understand the systemic factors that negatively impact on health and wellbeing. A total of 54 health and welfare service providers from two adjacent low SES suburbs within regional Victoria were interviewed using qualitative research methods. Key findings indicate that successful navigation of health care services by residents within these low SES environments is being impeded by issues of access, a lack of appropriate early intervention options or measures, and general resident disempowerment. Central to the improvement of service provision is the need for services to become economically, geographically and culturally accessible. In particular, the importance of community involvement in health planning and health promoting services must be reflected in the ethos of service provision.

Abstract The dry-salted trade of Nile perch or kayabo is important for many along the shores of Lake Victoria. The kayabo trade started in the 1990s and has been increasingly restructured due to changing regional and global trade relationships. This shift has led to the emergence of hierarchical trading relations, which create an exploitative network in which powerful middlemen control the access of trade for women from the Democratic Republic of Congo (DRC) and marginalizes the Tanzanian women, changing the organization from a poly-centric to a more centralized trade organization in the hands of a small group of powerful business men. We show in this paper that whereas the women traders from the DRC manoeuvred themselves in positions from which they could manipulate the network through bribery and conniving to derive substantial capital gains from the kayabo trade, their Tanzanian counterparts however are excluded from the decision-making processes, access to fish resources, financial capital, and negotiation power. They persevere by operating in increasingly competitive markets, relying on illegal fish that they sell with little profit at local and domestic markets. They survive in jobs that are insecure and risky by nature.

Context The impacts of climate change on the climate envelopes, and hence, distributions of species, are of ongoing concern for biodiversity worldwide. Knowing where climate refuge habitats will occur in the future is essential to conservation planning. The koala (Phascolarctos cinereus) is recognised by the International Union for Conservation of Nature (IUCN) as a species highly vulnerable to climate change. However, the impact of climate change on its distribution is poorly understood. Aims We aimed to predict the likely shifts in the climate envelope of the koala throughout its natural distribution under various climate change scenarios and identify potential future climate refugia. Methods To predict possible future koala climate envelopes we developed bioclimatic models using Maxent, based on a substantial database of locality records and several climate change scenarios. Key results The predicted current koala climate envelope was concentrated in south-east Queensland, eastern New South Wales and eastern Victoria, which generally showed congruency with their current known distribution. Under realistic projected future climate change, with the climate becoming increasingly drier and warmer, the models showed a significant progressive eastward and southward contraction in the koala’s climate envelope limit in Queensland, New South Wales and Victoria. The models also indicated novel potentially suitable climate habitat in Tasmania and south-western Australia. Conclusions Under a future hotter and drier climate, current koala distributions, based on their climate envelope, will likely contract eastwards and southwards to many regions where koala populations are declining due to additional threats of high human population densities and ongoing pressures from habitat loss, dog attacks and vehicle collisions. In arid and semi-arid regions such as the Mulgalands of south-western Queensland, climate change is likely to compound the impacts of habitat loss, resulting in significant contractions in the distribution of this species. Implications Climate change pressures will likely change priorities for allocating conservation efforts for many species. Conservation planning needs to identify areas that will provide climatically suitable habitat for a species in a changing climate. In the case of the koala, inland habitats are likely to become climatically unsuitable, increasing the need to protect and restore the more mesic habitats, which are under threat from urbanisation. National and regional koala conservation policies need to anticipate these changes and synergistic threats. Therefore, a proactive approach to conservation planning is necessary to protect the koala and other species that depend on eucalypt forests.

Background The demand for amenity, health and aged care, and social support are of concern to rapidly ageing communities. Understanding how the migration trends of the 65+ population compare to movements made by the rest of the population can assist in planning for future growth. Aim The aim of the paper is to understand how the migration patterns of the 65+ population in Australia have changed over the past forty years in comparison to the total population. Data and methods Five-year interval census migration data were used to examine the migration flows of the 65+ population between 1976 and 2016. A range of metrics was used to measure the level or intensity of internal migration and its impact on the redistribution of the population at the national level. Regional net migration rates were then used to compare net gains and losses between regions and track changes over time in the direction of flows across the Australian settlement system. Results The propensity to migrate declined over the forty years for all ages but proportionally less for the over 65+ group. Gains in the 65+ population were spread across a range of middle-density regions with losses from the most urban and remote areas. The migration patterns observed in the total population were less spatially consistent, with periods of gain in some remote regions. Conclusions The system-wide metrics showed an overall decline in migration propensity between regions and changes in the redistributive impact of migration by age. The net migration maps and scatterplots revealed large changes in the regional growth and decline of the 65+ population as new destinations emerged in regional Victoria and New South Wales.

Most of the life and property losses due to bushfires in south-eastern Australia occur under extreme fire weather conditions – strong winds, high temperatures, low relative humidity (RH) and extended drought. However, what constitutes extreme, and the values of the weather ingredients and their variability, differs regionally. Using a gridded dataset to identify the highest 10 fire weather days from 1972 to 2012, as defined by McArthur’s Forest Fire Danger Index (FFDI), for 24 sites across Victoria and nearby, we analyse the extent and variability of these highest 10 FFDI days, and of the contributing temperature, RH, wind speed, wind direction and drought indices. We document the occurrence of these events by time of day, month of occurrence and inter-annual variability. We find there is considerable variability among regions in the highest FFDI days and also the contributing weather and drought parameters, with some regional groupings apparent. Many major fire events occurred on these highest 10 fire weather days; however there are also days in which extreme fire weather occurred yet no known major fires are recorded. The results from this study will be an additional valuable resource to fire agencies in fire risk planning by basing fire management decisions on site-specific extreme fire weather conditions.

Abstract. The Hydrologic Reference Stations is a network of 467 high-quality streamflow gauging stations across Australia that is developed and maintained by the Bureau of Meteorology as part of an ongoing responsibility under the Water Act 2007. The main objectives of the service are to observe and detect climate-driven changes in observed streamflow and to provide a quality-controlled dataset for research. We investigate trends and step changes in streamflow across Australia in data from all 467 streamflow gauging stations. Data from 30 to 69 years in duration ending in February 2019 were examined. We analysed data in terms of water-year totals and for the four seasons. The commencement of the water year varies across the country – mainly from February–March in the south to September–October in the north. We summarized our findings for each of the 12 drainage divisions defined by Australian Hydrological Geospatial Fabric (Geofabric) and for continental Australia as a whole. We used statistical tests to detect and analyse linear and step changes in seasonal and annual streamflow. Monotonic trends were detected using modified Mann–Kendall (MK) tests, including a variance correction approach (MK3), a block bootstrap approach (MK3bs) and a long-term persistence approach (MK4). A nonparametric Pettitt test was used for step-change detection and identification. The regional significance of these changes at the drainage division scale was analysed and synthesized using a Walker test. The Murray–Darling Basin, home to Australia's largest river system, showed statistically significant decreasing trends for the region with respect to the annual total and all four seasons. Drainage divisions in New South Wales, Victoria and Tasmania showed significant annual and seasonal decreasing trends. Similar results were found in south-western Western Australia, South Australia and north-eastern Queensland. There was no significant spatial pattern observed in central nor mid-west Western Australia, with one possible explanation for this being the sparse density of streamflow stations and/or the length of the datasets available. Only the Tanami–Timor Sea Coast drainage division in northern Australia showed increasing trends and step changes in annual and seasonal streamflow that were regionally significant. Most of the step changes occurred during 1970–1999. In the south-eastern part of Australia, the majority of the step changes occurred in the 1990s, before the onset of the “Millennium Drought”. Long-term monotonic trends in observed streamflow and its regional significance are consistent with observed changes in climate experienced across Australia. The findings of this study will assist water managers with long-term infrastructure planning and management of water resources under climate variability and change across Australia.

Within Australian cities there is significant socioeconomic disparity between communities, which is an obstacle to sustainable urban development. There is a voluminous amount research into the causes and some of the ameliorative actions to address socio-spatial disadvantage, though many studies do not localize or systematize their analyses. This paper presents the results of a co-design process conducted with community stakeholders using innovative realist inquiry and system mapping to answer the question: what are the impacts and drivers of socioeconomic and spatial disadvantage in a regional city in Victoria, Australia, and what actions might ameliorate these in three localities? Participants identified 24 separate causes and impacts of acute socioeconomic disadvantage. Using system maps, these community members developed 13 intervention ideas for action with potential to positively impact health and wellbeing, education, housing, employment, and livability, and be translatable to policy positions. The paper therefore presents a unique method of enquiry into spatial disadvantage and a grounded set of strategies for positive action.

Objective. Health brokerage is one method being employed by government health agencies in an attempt to improve Aboriginal and Torres Strait Islander people’s access to primary healthcare. This qualitative study explores key stakeholders’ understanding and acceptance of the health brokerage model, prior to the implementation of brokerage services. Methods. Semistructured interviews and focus groups were conducted with key stakeholders. The resulting data was analysed using a grounded theory approach. Results. Qualitative analysis of the interviews and focus groups revealed five major themes. These were: (1) the perceived limitations of brokerage as a service delivery model; (2) the benefits of health brokerage such as increased flexibility; (3) issues relating to patient independence; (4) the necessity for broker independence; and (5) a mistrust of health brokerage and the authority handling the brokerage funds. Conclusions. Since this study was conducted in 2008, ongoing funding for urban brokerage services has been suspended. Although the reasons for this are unclear, our study suggests that barriers to the acceptance of brokerage services by the community may have existed even before such services were implemented, thus highlighting the need for transparency when launching new health initiatives that hope to engage the Aboriginal community. What is known about the topic? Brokerage models have previously been described in the areas of mental health and aged care. In these examples, brokerage agencies have provided patients with a key entry point into the healthcare system. Benefits of the brokerage model, such as flexibility, have been contrasted with its limitations, such as a heavy reliance upon existing services. What does this paper add? This paper provides insight into the acceptability of health brokerage, as a service delivery model, to the Aboriginal community. Although findings from the study reinforce many of the benefits and limitations already described in the literature, they also introduce the new and important themes of patient empowerment and mistrust. What are the implications for practitioners? This study provides vital information about community perceptions of health brokerage. It is important that policy makers take heed of such insights when planning attempts to close the gap in Aboriginal health.

The authors consider the problem of urban planning regulation of public open spaces from the perspective of their dominant role in the formation of a holistic socio-cultural structure of a city. Relevance of the study is determined by the modern demand for comfortable urban environment of the public open spaces, which has become the global urban planning trend in recent decades. The modern approach, promoted in the UN Charter and in federal and regional strategic development programs is aimed at increasing the emotional attachment of people to a place of living and fostering a sense of community. The improvement of public spaces should be based on the historical and cultural context, natural features, and the identity of a place. The implementation of numerous projects all over the country has revealed the flaws of urban planning regulations. This fact stimulated the emergence of targeted contests of applied research aimed at the development of new national and local regulations, standard architectural solutions which would provide high-quality development of the urban environment. Analysis of the approaches to public open space development reveals current trends in their planning regulation, which are considered in separate sections of the article. The first section explores the mechanisms which regulate the improvement of urban historical and cultural sites. It touches upon the problems of preservation of cultural heritage and the identification of landmark places. It also considers examples of the urban planning regulations for the areas of “historical urban regeneration” (Dresden, Ivanovo, Arkhangelsk, Voronezh, Belgorod) and the examples of completed projects in Siberian cities (Yeniseisk, Krasnoyarsk, Tomsk, Irkutsk). The second section is devoted to the identification and preservation of unique natural elements and images of a place through the urban landscape zoning. Different approaches to solving issues of improvement and humanization of the living environment are considered using examples of Berlin, Paris, London, Moscow, Krasnoyarsk. The third section presents a comparative analysis of existing Russian and foreign regulatory documents aimed at creating an environment of public open spaces in urbanized areas of a city. Of particular interest here are the methods of regulation that take into account functional content, development morphology, remoteness from city center, natural and socio-cultural characteristics, as well as those aimed at protecting the wildlife (Seattle, New York, Toronto, London, Victoria Australia). The socio-cultural phenomenon of public open spaces highlights the fundamental relationship between the quality of spatial environment and human consciousness, behavior, way of life. Therefore, a tailored approach to the creation of architectural and landscape planning regulations will allow to treat each public space substantively, preserving and maintaining the identity of the historical and cultural environment of a place.

Results show that the three big eastern economies (New South Wales, Victoria, Queensland) rely mostly on water used within their jurisdictions. Approximately one-third of water consumption is for exported commodities, with the biggest export flows of virtual water being associated with agricultural production. Comparing results across the years (2000–2011), the water consumption associated with the provision of goods and services has decreased by 32% for exports, and by 38% for domestic markets. To date in Australia, the focus for improved trans-boundary water management (within Australia) has been on improved mechanisms for sharing physical allocation of water; these results provide the trans-boundary economic dependencies related to water availability. Recent innovations in the compilation of economic input-output models create an opportunity to progress this analysis, exploring in detail the economy–water interlinkages. It is our intention that the paper shows the value of analysing water flows using the multi-regional input-output techniques.

Aquaculture production in Tanzania has increased in recent years, responding to an increased demand for fish, but the scale and productivity of smallholder aquaculture remains below the level needed to support significant sector growth in Tanzania. This study assesses, through geospatial analyses, the suitability for freshwater pond farming of Oreochromis niloticus and Clarias gariepinus in Tanzania, by assessing the geographical distribution of seven criteria (water availability, water temperature, soil texture, terrain slope, availability of farm inputs, potential farm-gate sales, and access to local markets) identified as important for fish pond farming. The criteria were developed and standardized from 15 sub-criteria, which were classified into a four-level suitability scale based on physical scores. The individual weights of the different criteria in the overall GIS suitability assessment were determined through a multi-criteria evaluation. The final results were validated and compared through field observations, interviews with 89 rural and 11 urban aquaculture farmers, and a questionnaire survey with 16 regional fisheries officers. Our results indicate that there is a good potential for aquaculture in Tanzania. Almost 60% of Tanzania is assessed as being suitable and 40% as moderately suitable for small-scale subsistence pond farming, which is the dominating fish farming practice currently. The corresponding figures for medium-scale commercial farming, which many regions expect to be the dominating farming method within ten-years, were 52% and 47% respectively. The availability of water was the most limiting factor for fish pond farming, which was confirmed by both farmers and regional fisheries officers, and assessed as being “suitable” in only 28% of the country. The availability of farm-gate sales and local markets were “moderate suitable” to “suitable” and were seen as a constraint for commercial farms in rural areas. The availability of farm inputs (agriculture waste and manure) was overall good (26% very suitable and 32% suitable), but high-quality fish feed was seen as a constraint to aquaculture development, both by farmers and regional fisheries officers. Soil, terrain, and water temperature conditions were assessed as good, especially at low altitudes and in regions close to the sea and south of Lake Victoria.

Dynamical downscaling of future projections of global climate model outputs can provide useful information about plausible and possible changes to water resource availability, for which there is increasing demand in regional water resource planning processes. By explicitly modelling climate processes within and across global climate model grid cells for a region, dynamical downscaling can provide higher-resolution hydroclimate projections and independent (from historical time series), physically plausible future rainfall time series for hydrological modelling applications. However, since rainfall is not typically constrained to observations by these methods, there is often a need for bias correction before use in hydrological modelling. Many bias-correction methods (such as scaling, empirical and distributional mapping) have been proposed in the literature, but methods that treat daily amounts only (and not sequencing) can result in residual biases in certain rainfall characteristics, which flow through to biases and problems with subsequently modelled runoff. We apply quantile–quantile mapping to rainfall dynamically downscaled by the NSW and ACT Regional Climate Modelling (NARCliM) Project in the state of Victoria, Australia, and examine the effect of this on (i) biases both before and after bias correction in different rainfall metrics, (ii) change signals in metrics in comparison to the bias and (iii) the effect of bias correction on wet–wet and dry–dry transition probabilities. After bias correction, persistence of wet states is under-correlated (i.e. more random than observations), and this results in a significant bias (underestimation) of runoff using hydrological models calibrated on historical data. A novel representation of quantile–quantile mapping is developed based on lag-one transition probabilities of dry and wet states, and we use this to explain residual biases in transition probabilities. Representing quantile–quantile mapping in this way demonstrates that any quantile mapping bias-correction method is unable to correct the underestimation of autocorrelation of rainfall sequencing, which suggests that new methods are needed to properly bias-correct dynamical downscaling rainfall outputs.

The objectives of this study were to develop a systematic approach to identify important soil morphological and vegetation field indicators to better target land management in degraded landscapes in a specific region. The authors were able to link the soil-landscape features to the main soil and water processes operating within the landscape. This information was used to develop a set of field indicators (e.g. soil colour) within a user-friendly soil classification key that is linked to land use options to form the basis of a manual. It was shown that information written in this format helped farmers and regional advisers to identify options for remediation of waterlogged and saline areas and to improve planning at property and catchment scales. The authors identified a series of steps to be taken in producing the manual. Steps 1–5 describe the soil layers and construct them in toposequences, which are then used to map soil types in key surrounding areas. Steps 6–9 involve the local community in developing the manual.The paper provides an account of how manuals have been produced for 2 badly degraded areas in southern Australia (Mount Lofty Ranges, South Australia; and western Victoria) and promotes the methodologies for other regions. Descriptive soil information is pictorially integrated along toposequences and applied to identify key soil features. Complex scientific processes and terminology are more simply communicated to local groups using coloured cross-sectional diagrams and photographs of soil and vegetation to overcome some of the perceived barriers to adoption of best management practices. We consider the approach should have generic application.

Despite many initiatives to reframe and support inclusion for people with disabilities, people with intellectual disabilities continue to experience social exclusion in their local communities. This study shares the perspectives of people with an intellectual disability on what matters to them in their local communities. This study aims to inform local governments of the value of engaging with and listening to local people with intellectual disabilities and is an important exploration of how the social sustainability of cities is framed and valued by people who have historically been socially and geographically excluded. Focus groups and interviews were conducted in six local government areas, with a mix of metropolitan and regional areas, in two states of Australia—NSW and Victoria. The study analysed how 45 Australian adults with intellectual disabilities described their local communities and conceptualised better inclusion. The results were collated and organised by applying an adapted framework of inclusive cities. The participants expressed the need for safe, accessible and clean public amenities; accessible information; appropriate communication; and for people to be more respectful, friendly and understanding of the needs of people with intellectual disabilities. This study suggests that local governments can take action in order to improve social sustainability by engaging with local people with intellectual disabilities as citizens, advisors and employees, and by educating the wider community about respect and social inclusion for all.

The Koorie Energy Efficiency Project (KEEP) was a Victoria-based, Australian social marketing initiative designed to provide support to Indigenous households so they could better manage their energy bills by reducing or controlling their energy use. The program was delivered by trained, Indigenous project employees who visited Indigenous households in metropolitan and regional parts of the state. During the home visit, they provided an energy efficiency audit, as well as specific energy efficiency tips and advocacy support. Minor draft-proofing products were also supplied to each household. As part of this project, dwelling and householder information was gathered during each home visit, as well as measures of energy efficiency knowledge, behaviours, and well-being of the main householder before and after a home visit. The results indicate that home visits to support the energy efficiency of indigenous households are effective in terms of encouraging new energy efficiency knowledge, behaviours, and broader elements of well-being. Furthermore, the home visit was found to be effective across all home types, but was significantly more effective in reducing energy related stress and discomfort in traditional houses and traditional apartments. These households were also often small and densely occupied. This suggests that when social marketing programs use methods that are culturally suitable and respectful, such as those used in KEEP, they become a powerful tool to help drive social change in Indigenous communities. The authors conclude that such programs in future will be hindered in their effectiveness unless property owners, such as those of social housing, do not urgently address the maintenance of their properties and ensure they provide fit living conditions for the tenants.

There has been a significant increase in the number of peer-reviewed publications, critical reviews and searchable web-based databases, since the first substantial tsunami database for Australia was published in 2007. This review represents a complete reorganization and restructuring of previous work coupled with the addition of new data that takes the number of events from 57 (including 2 erroneous events) to 145. Several significant errors have been corrected including mistaken run-up heights for the event of 19 August 1977, Sumba Island, Indonesia, that suggested it was the largest tsunami in Australia’s history. The largest historical event in the database is now the 17 July 2006, Java, Indonesia, tsunami that had a run-up height of 7.90 m at Steep Point, Western Australia. Although estimated wave heights of 40 ft (∼13 m) were noted for the 8 April 1911 event at Warrnambool, Victoria, no run-up data were provided. One of the more interesting findings has been the occurrence of at least 11 deaths, albeit for events that are generally poorly defined. Data gathered during the construction of this database were rigorously reviewed and as such several previous palaeotsunami entries have been removed and other potentially new ones discarded. The reasons for inclusion or exclusion of data are discussed, and it is acknowledged that while there has been an almost three-fold increase in the number of entries the database is still incomplete. With this in mind the database architecture has been brought in line with others in the region with the ultimate goal of merging them all in order to provide a larger, interrogatable and updatable data set. In essence, the goal is to enhance our understanding of the national and regional tsunami hazard (and risk) and to move towards an open-source database.

e16562 Background: Multidisciplinary cancer meetings (MDMs) are a fundamental component of multidisciplinary cancer care. Guidelines relating to their conduct are largely based on expert opinion rather than empirical evidence. We examined patients and health professionals’ (HPs) attitudes to the outcomes, conduct and medico-legal implications of MDMs. Methods: Two study-specific questionnaires were developed based on qualitative research, published literature and guidelines, for health professionals who attend MDMs and patients with a current or previous diagnosis of cancer. The questionnaires were administered at 4 health services encompassing tertiary and regional centres in Victoria, Australia. Results: 170 HPs (response rate 62%) and 110 patients (response rate 83%) completed the questionnaire. 92% of patients want their case discussed at an MDM. HPs believe the focus of MDMs is to consider different treatment modalities (99%) and ensure patients receive evidence-based care (83%) rather than address psychosocial issues (52%). Similarly, patients allocated 71% of MDM discussion time to discussing possible treatment options, 15% to relevant social issues and 14% to psychological issues. More than 70% of patients and HPs thought no formal patient consent was required prior to discussion at MDM. 75% of HPs agreed MDMs provided them with increased medico-legal protection. 93% of HPs thought MDM discussions should result in a consensus on the proposed management plan. Patients would prefer to discuss the outcomes of the MDM personally with their treating doctor (81%) and 75% also desired written documentation. Conclusions: Patients and HPs agree the focus of MDMs is predominately medical with emphasis on treatment planning rather than the psychosocial needs of patients. Both groups believe MDM discussion forms part of standard care and formal consent is not required. HPs aim to develop an individualized, evidence-based management plan, agreed to by consensus. Strategies to improve communication of this plan to patients should be developed. This is the first empirical evidence on MDMs’ conduct and should help inform the development of future guidelines.

Commuting to work is one of the most important and regular routines of transportation in towns and cities. From a geographic perspective, the length of people’s commute is influenced, to some degree, by the spatial separation of their home and workplace and the transport infrastructure. The rise of car ownership in Australia from the 1950s to the present was accompanied by a considerable decrease of public transport use. Currently there is an average of 1.4 persons per car in Australia, and private cars are involved in approximately 90% of the trips, and public transportation in only 10%. Increased personal mobility has fuelled the trend of decentralised housing development, mostly without a clear planning for local employment, or alternative means of transportation. Transport sector accounts for 14% of Australia’s net greenhouse gas emissions. Without further policy action, Australia’s emissions are projected to continue to increase. The Australian Federal Government and the new Department of Climate Change have recently published a set of maps showing that rising seas would submerge large parts of Victoria coastal region. Such event would lead to major disruption in planned urban growth areas in the next 50 years with broad scale inundation of dwellings, facilities and road networks. The Greater Geelong Region has well established infrastructure as a major urban centre and tourist destination and hence attracted the attention of federal and state governments in their quest for further development and population growth. As a result of its natural beauty and ecological sensitivity, scenarios for growth in the region are currently under scrutiny from local government as well as development agencies, scientists, and planners. This paper is part of a broad research in the relationship between transportation system, urban form, trip demand, and emissions, as a paramount in addressing the challenges presented by urban growth. Progressing from previous work focused on private cars, this present paper investigates the use of public transport as a mode for commuting in the Greater Geelong Region. Using a GIS based interaction model, it characterises the current use of the existing public transportation system, and also builds a scenario of increased use of the existing public transportation system, estimating potencial reductions in CO2 emissions. This study provides an improved understanding of the extent to which choices of transport mode and travel activity patterns, affect emissions in the context of regional networks. The results indicate that emissions from commuting by public transportation are significantly lower than those from commuting by private car, and emphasise that there are opportunities for large abatment in the greenhouse emissions from the transportation sector related to efforts in increasing the use of existing public transportation system.
