This paper presents a synopsis of current biosolids management in Victoria as well as an overview of some biosolids processing technologies. Indicative capital and annual costs to upgrade wastewater sludge management facilities at Victorian wastewater treatment plants to maximise safe beneficial reuse of biosolids and sludge products are provided. The data will be particularly useful for preliminary assessment and planning purposes of biosolids management strategies for government, non-metropolitan urban water authorities and regional waste management groups. Indicative cost curves are presented for various sludge treatment and biosolids reuse options applicable to treatment plant sizes between 2000 and 200,000 ep.

This paper describes existing health promotion systems in Victoria and explains how infrastructure can be strengthened to influence the delivery of local health promotion action. The Victorian State Government has invested in regional support to facilitate the development and coordination of health promotion at a local level. To achieve this the Regional Infrastructure for Improving Health Promotion (RIIHP) model was developed, providing a framework for strategic action. The model draws upon organisational change theory and capacity building methods to highlight the necessary infrastructure for sustainable health promotion efforts. Forty five local health promotion practitioners, managers, academics, and Department program advisers were interviewed and asked what they thought supported or influenced health promotion. The responses from interviews were combined to develop the RIIHP model. The RIIHP model provides a framework for planning infrastructure improvements. This model is relevant to agencies, regions and state departments who want to succeed in establishing coordinated and effective health promotion systems.

Abstract:
Objective The aim of the present study was to try to understand the breadth and comprehensiveness of a regional operating model (ROM) developed within the Victorian Department of Health’s North West Metropolitan Region office in Melbourne, Australia. Methods A published literature search was conducted, with additional website scanning, snowballing technique and expert consultation, to identify existing operating models. An analytical grid was developed covering 16 components to evaluate the models and assess the exhaustiveness of the ROM. Results From the 34 documents scoped, 10 models were identified to act as a direct comparator to the ROM. These concerned models from Australia (n = 5) and other comparable countries (Canada, UK). The ROM was among the most exhaustive models, covering 13 of 16 components. It was one of the few models that included intersectoral actions and levers of influence. However, some models identified more precisely the planning tools, prioritisation criteria and steps, and the allocation mechanisms. Conclusions The review finds that the ROM appears to provide a wide coverage of aspects of planning and integrates into a single model some of the distinctive elements of the other models scoped. What is known about the topic? Various jurisdictions are moving towards a population-based approach to manage public services with regard to the provision of individual medical and social care. Various models have been proposed to guide the planning of services from a population health perspective. What does this paper add? This paper assesses the coverage of attributes of operating models supporting a population health planning approach to the management of services at the regional or local level. It provides a scoping of current models proposed to organise activities to ensure an integrated approach to the provision of services and compares the scoped models to a model recently implemented in Victoria, Australia. What are the implications for practitioners? This paper highlights the relative paucity of operating models describing in concrete terms how to manage medical and social services from a population perspective and encourages organisations that are accountable for securing population health to clearly articulate their own operating model. It outlines strengths and potential gaps in current models.

AbstractIntroduced into Lake Victoria in the 1950s, the Nile perch has gained fame for prompting rapid regional economic growth and for driving scores of endemic fish species into extinction. This study uses oral and archival data to trace the historical development of the Nile perch fishery on Lake Victoria. Particular emphasis is placed on local responses and adaptations to (1) the Nile perch itself; (2) the abrupt integration of the Lake Victoria fishery with the global economy; and (3) the ecological changes that the Nile perch has precipitated. I also attempt to situate Lake Victoria's history in the larger debate about environment and African livelihoods. Because so much of Lake Victoria's species diversity has been lost within one generation – biologist E. O. Wilson (1992) has called this process ‘the most catastrophic extinction episode of recent history’ – the lake is an ideal case study with which to examine ‘local’ perceptions of biodiversity. The data suggest that species diversity is important and highly resolved in the worldviews of Lake Victoria's fishermen; yet, although the will for conservation is present, poverty obstructs its realization. These findings are discussed in relation to other work on indigenous environmental knowledge and ecological ethics. I argue that ‘intrinsic’ valuation of species diversity and ecological processes may be more widespread in rural societies than has traditionally been assumed by natural and social scientists, and that the preponderance of social studies highlighting oppositions between Western science and ethno-science, and between conservation concerns and local livelihoods, may have blinded us to synergies between them. More effort is needed to understand fully the nuances in these complex local ecological worldviews, perhaps via ‘social histories of extinction’ that explore the local consequences of species loss.

Advanced driver assist systems are being promoted with the expectation that enhanced driver support will mitigate road trauma. While these technologies are optimised for certain road and traffic conditions, not all roads across Australasia are equipped with ADAS-supportive infrastructure. This study developed a desk-top methodology for using road classes (disaggregated by remoteness levels) to estimate the presence of quality roads, road delineation and speed signage in Victoria, Australia. Aerial imagery and mapping data were used to assess a number of random locations based on a developed protocol. The methodology demonstrated that in Victoria, major and arterial roads across all remoteness levels had high-quality sealed surfaces but 42% of all remote roads were unsealed. Delineation (crucial for lane support systems) were absent across 73% of sub-arterial roads independent of remoteness, and absent across 96% of sub-arterial roads in regional and remote areas. Speed sign availability across remote and regional areas was sparse, with only 65% of all roads assessed having signage. Results are reflective of Victoria’s road funding model and consistent with on-road audits conducted by other researchers. This methodology enables the proportion ADAS-ready roads to be estimated so the benefits of ADAS technologies can be quantified and investments into ADAS-supportive infrastructure be readily allocated.

As Australian schools move towards the twenty-frrst century more attention is being drawn to the professionalism of teachers. This has led to the recent publication of two NBEET reports, Teacher Education in Australia (September 1990) and Australia's Teachers: A Blueprint for the 90's (January 1991). These reports recognise the need for a reconceptualisation and urgent action in regards to the initial training and continuing education of Australia's teachers. Each goes into considerable detail about the need, scope and format of programs of professional development, and each highlights the importance of Employer/Higher Education Institution co-operation in such programs. The La Trobe University College of Northern Victoria and the Bendigo Regional Office of the Victorian Ministry of Education are in the process of developing this co-operation, especially in the post initial teacher education area. Through the Research Centre for Teacher Development at the La Trobe University College of Northern Victoria, a project is underway to develop this process in close consultation with, and the full co-operation of the Loddon Campaspe Mallee Regional Office. This paper reports on the initial outcome. Fifty-eight Primary Replacement Teachers (RTs) responded to a questionnaire regarding their employment status, professional qualifications, days worked in 1989 and 1990, and their in-service involvement and in-service needs. The investigation was undertaken in order to provide local Ministry and University College personnel with information to assist in planning future in-service needs for this particular group of teachers. In Victoria during 1990 the Ministry employed 40,000 teachers in primary, secondary and special schools. There is constantly a pool of 10,000 teachers on leave without pay from the Ministry. During the 1989-90 financial year 14,000 teachers were employed as Replacement Teachers in primary and secondary schools. Some of these Replacement Teachers came from the pool of teachers on leave without pay, but there is still a large group of teachers whose only source of employment is RT work.

Various jurisdictions are moving towards population-based approaches to plan and manage healthcare services. The evidence on the implementation of these models remains limited. The aim of this study is to evaluate the effect of a regional operating model (ROM) on internal functioning and stakeholder engagement of a regional office. Semi-structured interviews and focus groups with staff members and stakeholders of the North West Metropolitan Regional office in Victoria, Australia, were conducted. Overall, the ROM was perceived as relevant to staff and stakeholders. However, creating shared objectives and priorities across a range of organisations remained a challenge. Area-based planning and management is seen as simplifying management of contracts; however, reservations were expressed about moving from specialist to more generalist approaches. A clearer articulation of the knowledge, skills and competencies required by staff would further support the implementation of the model. The ROM provides a platform for public services and stakeholders to discuss, negotiate and deliver on shared outcomes at the regional level. It provides an integrated managerial platform to improve service delivery and avoid narrow programmatic approaches.

The idea that climate change adaptation is best leveraged at the local scale is a well-institutionalized script in both research and formal governance. This idea is based on the argument that the local scale is where climate change impacts are “felt” and experienced. However, sustainable and just climate futures require transformations in systems, norms, and cultures that underpin and reinforce our unsustainable practices and development pathways, not just “local” action. Governance interventions are needed to catalyse such shifts, connecting multilevel and multiscale boundaries of knowledge, values, levels and organizational remits. We critically reflect on current adaptation governance processes in Victoria, Australia and the Gothenburg region, Sweden to explore whether regional-scale governance can provide just as important leverage for adaptation as local governance, by identifying and addressing intersecting gaps and challenges in adaptation at local levels. We suggest that regional-scale adaptation offers possibilities for transformative change because they can identify, connect, and amplify small-scale (local) wins and utilize this collective body of knowledge to challenge and advocate for unblocking stagnated, institutionalized policies and practices, and support transformative change.

This paper draws on evidence from Victoria to examine why more innovation takes place in some areas than in others. In so doing, it explores the relationship between innovation and networks.
Despite a large number of recent government policy statements on innovation, there has been very little attention paid to the spatial dimensions of innovation.
The literature on innovation increasingly points to the important role played by local and regional networks in driving innovation. Innovation is the result of the production, use and diffusion of knowledge, and this demands collaboration involving networks of individuals, organisations and institutions.
To test the theory of a connection between networks and innovation across regional Victoria, patent data is used as a proxy measure for innovation. This data is then cross-referenced with various social and economic data sets.
The analysis reveals that innovation in Victoria is substantially concentrated in ‘hot spots’ such as inner Melbourne. In some parts of Victoria very little innovation takes place at all.
This research has found that all things being equal, more innovation will take place in those areas in which there is a greater density of informal networks. However, not all types of networks are positive, and they are more important in provincial areas than in big cities. Innovation clearly has a spatial aspect, and innovation policy needs to give particular attention to the requirements of provincial areas.

Abstract:
This thesis studies the history of the Capital Regional District (C.R.D.), the regional authority for the twelve municipalities and two electoral areas called Greater Victoria on Vancouver Island, from the birth of regional planning in the 1950’s to stagnation in the 1980’s and 90’s. It seeks to understand what happened in the CRD and what lessons we can learn from Victoria that will add to the existing knowledge of regional planning. Was it the structure of the CRD, the enabling legislation, the process followed in creating official regional plans, local politics, or a combination of factors that prevented the CRD from fulfilling its promise? By understanding the CRD history we are able to identify problems and suggest changes that could begin the planning process once again. The CRD is studied through personal interviews, newspaper research, secondary sources, and a custom survey of politicians and planners, to determine the political and professional atmosphere surrounding the CRD over its entire history. Other examples of regional planning or, more specifically, urban-centred regional planning, are studied to set the CRD within the spectrum of types of regional authorities. From the beginning there has been little municipal support, either politically or professionally, for regional planning in the Capital Region. In addition there is the continuing lack of trained professional planning staff in many of the regional municipalities. Thus, the CRD’s calls for planning merely fall upon deaf ears. The final problem has been with the regional authorities themselves. The early CRPB planners may have demonstrated elitism since they were the only planners in the region and worked for what they thought was the ‘higher authority’. This apparent arrogance in pursuit of regional goals may have sown the seeds of the mistrust which the municipalities came to regard the regional planning efforts of the CRD. Municipal support withered and was weak in 1983 when the Province stripped Regional Districts of their regional planning powers; however, Saanich has demonstrated an increase in support for regional planning in recent years. However, the municipalities within the region still lack a proper forum and process to resolve regional land issues. Only the Province of BC can restore this through legislation.

Suburban centres policies in Greater Vancouver, metropolitan Melbourne, and Bellevue, Washington are examined to derive general lessons toward the improvement of this type of policy. It is found that two attempts to pursue the development of a regional system of suburban centres have been unsuccessful, while a municipally-based policy has achieved some success in terms of the physical design of a suburban downtown. Patterns of private sector development are found to have been very little affected by any of the case study policies. Further, several assumptions concerning the linkages between public transit and land use in suburban centres are found to require further careful examination before they should be used as a basis for future policy development.

This thesis investigates different styles of government which accord different opportunities for participation of 'power to the people'. An understanding of democratic theory is thus essential as perspectives on democracy illustrate numerous styles of democratic practice and opportunities for citizen involvement. While an object of this theses is to locate styles of democracy used by modern liberal governments, the focus of the research explores the exercise of responsible citizenship. Democratic behavioural techniques of the citizen are carefully examined both in theory and practice. The case being made is that citizens, accustomed to a participatory style of democratic government, have been trained in the 'arts of participation' to act as a caretaker of both their lives and environment. With a shift in the style of government towards an elitist democratic approach, practised by the Kennett Government, the responsible citizen, as caretaker, is excluded from government decision-making processes. In response to the closing off of participatory mechanisms in favour of the elitist style of government, the responsible citizen, is turned into a person engaging in acts of civil disobedience in order to maintain his or her vigilance over the lives and environment of his or her community.

Mid-way through George Eliot’s Middlemarch, the heroine of the novel develops a plan to move from her country estate in England’s Midlands to the northern industrial county of Yorkshire, where she intends to found a model factory town. Dorothea Brooke’s utopian fantasy of class relations, ultimately abandoned, hints at the broader regional and geospatial discourse at work in this canonical Victorian novel, but is as equally ignored by critics as by other characters in Eliot’s realist masterpiece. In Communities of Place, I explore a new current of scholarship in Victorian studies by examining the role that England’s historic and geographic regions played in the development of the novel. Scholars of British literature and history have long argued that Victorian national and cultural identity was largely forged and promulgated from England’s urban centers. Over the course of the nineteenth century, the center became synonymous with London and, in the national metropolitan imagination, counties outside of London seemingly became homogenized into peripheral, anti-modern spaces. The critical tradition reinforces this historical narrative by arguing that the rise of nationalism precludes the development of regionalism. Thus, theorists of British nationalism have glossed over England’s intranational identity and have directed attention beyond England’s borders, to France or Scotland, to analyze national identity within Great Britain as a whole. Scholars of intra-English culture, meanwhile, often narrowly focused on county histories and the working classes in isolation. Both types of studies effectively argue that the English middle class, and the middle-class Victorian novel, lack regional affiliation; as Raymond Williams argues, middle-class Victorians were “external” to regional life. With Communities of Place, I join a scholarly conversation that offers an alternative to these scholarly cul-de-sacs: a critically engaged and historically responsive account of English regionalism. My project demonstrates how the development of distinctive English regional cultures paralleled, and occasionally destabilized, the formation of English national identity in the Victorian period. Central to this project is my assertion that the English upper and middle classes, like the working classes, were in part defined by their regional affiliations. Communities of Place, then, offers a historically specific understanding of regionalism as an important structuring framework for the social, geographic, and environmental relations in post-Romantic English literature, by drawing attention to four formulations of English regionalism: the early-Victorian defenses of industrial Northern Englishness, mid-Victorian regional conceptions of mixed rural and factory spaces, the repurposing of non-industrial landscapes for leisure, and the late-century return to the materiality of countryside, now emptied of Romantic naturalism. In each chapter I study geographically-specific cultural regions, from Elizabeth Gaskell’s industrial Lancashire to Thomas Hardy’s rural Wessex, in order to explore more generally how local class relations, topography, and recreational activities helped to shape discrete notions of Englishness outside of London. This methodology offers a productive alternative to center/peripheral models for understanding relations within England. By focusing on the depiction of regional responses to topics of national discussion, ranging from industrialism to the rise of consumer culture, I show how these issues were negotiated by the middle classes Victorian literature. These responses influence contemporary discussions about regional authority over landscape policy, the cultural status of the vernacular, and the preservation of green spaces in the urban nation.

Macroeconomic competition between regions and countries has intensified dramatically in recent years, and as a result, selection of a favourable location and organisation of a logistics node plays an important role in determining a region’s ability to participate in emergent globalisation opportunities. Global connectivity of an area and its related industries, together with their ability to retain and further develop a ‘competitive advantage’, requires a significant review of the way in which a region interfaces with the rest of the world. The Logistics City-Cluster concept, which is one of the latest manifestations of a logistics node, is believed to be a suitable strategy to address these changes. However, whilst the Logistics City-Cluster is accepted by industry as a viable and unique concept, the nature of composition, characteristics and impact is still fragmented and very limited. The continued growth of this new strategy has made it imperative to develop a coherent knowledge base, ensuring future orderly development. Hence, this research was twofold: first, it sought to contribute to the theoretical knowledge of the common enabling elements of a Logistics City-Cluster and of their core influential factors; and secondly to explore the underlying assumptions that sustainable regional growth can be provided by such a concept.

Accurate information on the state of water resources in the Lake Victoria watershed is crucial for planning and sustainable development in the East African region. This region largely depends on its natural resource-base for economic development, and therefore comprehensive information on its resources dynamics is key in implementing poverty alleviation strategies, improving human condition and preserving the biological systems upon which the region‘s population depends. This chapter focuses on key issues, which have emerged as a result of population growth and development in the region. The research on which this chapter is based aims to address the concerns on land use and settlement trends in the study sites, vulnerability of the communities to water stress and sustainability of the livelihood systems in the watersheds of Nzoia River Basin (Kenya), Nakivubo Wetland (Uganda) and Simiyu River Basin (Tanzania). These communities engage in unique land use practices that have intensified environmental degradation in recent times. The research adopts a multi-disciplinary approach in bringing to the fore the various processes affecting watershed resources use and management in the selected wetlands of the Lake Victoria Drainage Basin (LVDB). The data presented covers trends in vegetation cover loss, pesticide pollution and general water quality parameters. Geographic information systems (GIS) and remote sensing techniques were employed to unveil land use patterns that have resulted in the degradation of the watershed. Wetland degradation levels have been characterized using secondary data generated by analytical techniques. New emerging challenges of environmental degradation caused by industrial, domestic and agricultural activities are presented and discussed. The potential of the new science of hydroinformatics in integrated watershed management through mathematical modeling, geographic information systems analysis and water supply management is highlighted.

Tunny messages passed primarily between army headquarters in Germany and the various army groups. A great deal of traffic passed between headquarters and Army Group B, where the main fighting on the Western front was concentrated. On the Eastern front, messages between headquarters and Army Groups North, Central, and South dominated the traffic. Many messages were signed by top field marshals like von Rundstedt, Model, Rommel, and Keitel. Occasionally there were messages signed by Hitler himself. Tunny provided information about the Germans’ actions and planning from the spring of 1942 onwards—from the time of Hitler’s decision to focus on the Russian front through to the final breakthrough of the Allied armies in 1945. The strategic value of the information was immense. One long message alone gave the whole disposition of the units within the army groups on the Eastern front, and, within each army, of the divisions, panzer-divisions, and all the other specialised units. Our problem was how to convey the gist of this information to the Russians without letting them know how we had derived it. In June 1944 Hitler assembled the main body of his troops in the Pas de Calais, well north of the Allied landing beaches in Normandy, believing that the main Allied attack would come in the Calais region. If, instead, Hitler had committed these troops straight after the Normandy landings and thrown the Allied forces back into the sea, the consequences would have been incalculable. That he did not plan to do so was known through the decryption of Tunny. This is only one example of the many crucial contributions that Tunny made to the eventual Allied victory. Bletchley Park was a medium-sized country house set in pleasant grounds; although it was a strange mixture of architectural styles, I found it came to be a likeable building. It housed some of the top army brass, including Brigadier Tiltman, the most senior army person there and himself a top cryptographer. I arrived at BP in late 1941 as a civilian and was interviewed by Tiltman. He wore his full uniform, complete with red tabs—it was an intimidating encounter.

Such systems have seen a phenomenal growth in the last decade in the US, Europe and Australian markets. With the recent upturn in South-East Asian economies, an increase in demand for ERP systems is expected and opportunities clearly exist for provision of high-quality ERP education programs in this region. This paper describes the issues and barriers associated with integrating ERP systems into university curricula. It outlines the experiences of Victoria University in offering ERP education through a strategic alliance with SAP. The University is extending its offshore programs by incorporating ERP education to take advantage of the current increase in demand of ERP employment opportunities in the South-East Asian The proposed ERP eLearning Model incorporates four different technologies for the delivery of ERP education into the Asian region via the internet. Each technological solution is discussed and advantages identified.

This increase in demand for ERP systems in Asia offers opportunities for the provision of high-quality ERP education programs in the region. This paper describes the issues and barriers associated with integrating ERP systems into university curricula. It outlines the experiences of Victoria University in offering ERP education through a strategic alliance with SAP. The University is extending its offshore programs by offering ERP education in the region to take advantage of the current increase in demand in ERP applications. To assist with the delivery of offshore ERP education an ERP e-Learning model has been developed that integrates synchronous and asynchronous content. Asynchronous e-learning does not involve the presence of a teacher. Typically the learning content is located on a web server that students can access using the Internet. Synchronous e-learning requires the learner and teacher to be present in the event at the same time. It is a real-time, instructor-led online learning event in which all participants are available at the same time and can communicate directly with each other. The model uses four technologies to facilitate teaching: application service provision (ASP), web-CT, computer-based training and virtual classroom technology. The ERP e-learning model provides an innovative and efficient means to deliver ERP curriculum. It is able to provide greater flexibility in offshore subject delivery and to maximise student learning outcomes. This is particularly relevant in light of recent international medical (SARS) and terrorists incidents.

Abstract:
The Mojave Desert and Mountain Recycling Authority is a California Joint Powers Authority (the JPA), consisting of nine communities in California’s San Bernardino County high desert and mountain region. In August 2008 the JPA contracted with Gershman, Brickner & Bratton, Inc. (GBB) to prepare the Victor Valley Resource Management Strategy (Resource Management Strategy). Working with RRT Design and Construction, Inc. (RRT), GBB prepared a coordinated forward-looking strategy to guide the JPA’s future program and facilities decisions. The Resource Management Strategy focused on the Town of Apple Valley, population 70,092, and the City of Victorville, population 107,408, the two largest JPA member communities, which have a combined total of more than 130,000 tons per year of material entering the JPA’s recycling system and the Victorville Landfill. The Resource Management Strategy is underpinned by a characterization of waste loads delivered to the Victorville Landfill. A visual characterization was carried out by RRT in September/October 2008. RRT engineers identified proportions of materials recoverable for recycling and composting among all loads collected from residential and non-residential generators for a full week, nearly 300 loads total. The JPA financed and manages the operations contract for the highly automated Victor Valley Material Recovery Facility (MRF). The MRF today receives and processes an average of 130 tons per day (tpd), five days per week, of single stream paper and containers and recyclable-rich commercial waste loads. The waste characterization indicated that as much as 80 percent of loads of residential and commercial waste currently landfilled could be processed for recycling and composting in a combination manual and automated sorting facility. Residue from the MRF, which is predominated by paper, would provide potential feedstock for an energy recovery project; however, the JPA has two strategies regarding process residue. The first strategy is to reduce residue rates from existing deliveries, to optimize MRF operations. An assessment of the MRF conducted by RRT indicated that residue rates could be reduced, although this material would continue to be rich in combustible materials. The second strategy is to increase recovery for recycling by expanding the recyclable-rich and organics-dense waste load deliveries to the MRF and/or a composting facility. The Resource Management Strategy provided a conceptual design and cost that identified projected capital and operations costs that would be incurred to expand the MRF processing system for the program expansion. Based on the waste composition analysis, residue from a proposed system was estimated. This residue also would be rich in combustible materials. The December 2008 California Scoping Plan is the roadmap for statewide greenhouse gas emission reduction efforts. The Scoping Plan specifically calls out mandatory commercial recycling, expanded organics composting (particularly food residue), and inclusion of anaerobic digestion as renewable energy. The Resource Management Strategy sets the stage for JPA programs to address Scoping Plan mandates and priorities. California Public Resources Code Section 40051(b) requires that communities: Maximize the use of all feasible source reduction, recycling, and composting options in order to reduce the amount of solid waste that must be disposed of by transformation and land disposal. For wastes that cannot feasibly be reduced at their source, recycled, or composted, the local agency may use environmentally safe transformation or environmentally safe land disposal, or both of those practices. Moreover, Section 41783(b) only allows transformation diversion credit (10 percent of the 50 percent required) if: The transformation project uses front-end methods or programs to remove all recyclable materials from the waste stream prior to transformation to the maximum extent feasible. Finally, prior to permitting a new transformation facility the California Integrated Waste Management Board is governed by Section 41783(d), which requires that CIWMB: “Hold a public hearing in the city, county, or regional agency jurisdiction within which the transformation project is proposed, and, after the public hearing, the board makes both of the following findings, based upon substantial evidence on the record: (1) The city, county, or regional agency is, and will continue to be, effectively implementing all feasible source reduction, recycling, and composting measures. (2) The transformation project will not adversely affect public health and safety or the environment.” The Resource Management Strategy assessed two cement manufacturers located in the high desert region for their potential to replace coal fuel with residue from the MRF and potentially from other waste quantities generated in the region. Cement kilns are large consumers of fossil fuels, operate on a continuous basis, and collectively are California’s largest source of greenhouse gas emissions. The Resource Management Strategy also identified further processing requirements for size reduction and screening to remove non-combustible materials and produce a feasible refuse derived fuel (RDF). A conceptual design system to process residue and supply RDF to a cement kiln was developed, as were estimated capital and operating costs to implement the RDF production system. The Resource Management Strategy addressed the PRC requirement that “all feasible source reduction, recycling and composting measures” are implemented prior to approving any new “transformation” facility. This planning effort also provided a basis for greenhouse gas reduction analysis, consistent with statewide initiatives to reduce landfill disposal. This paper will report on the results of this planning and the decisions made by the JPA, brought current to the time of the conference.
