Abstract:
This study aims to examine and analyze whether human resource competence, implementation of regional management information systems (RMIS), and organizational commitment affect treasurer performance of regional apparatus organizational expenditures with ease of use of information systems as a moderating variable in the government of Serdang Bedagai Regency. The research used in this research is associative causality research using primary data. The sampling method is the census method by giving a questionnaire to the Treasurer of Expenditure Organization of the Regional Government of Serdang Bedagai Regency. The hypothesis testing method uses Partial Least Squares (PLS). The results showed that human resource competence and organizational commitment had a positive and significant effect on the treasurer performance of regional apparatus organizational expenditures. The implementation of RMIS had a positive and no significant effect on the treasurer performance of regional apparatus organizational expenditures in the Serdang Bedagai Regency. The variable ease of use of the information system can moderate the influence of human resource competence on the treasurer performance of regional apparatus organizational expenditures in the Serdang Bedagai Regency. However, it cannot moderate the effect of the implementation of RMIS and organizational commitment on the treasurer performance of regional apparatus organizational expenditures in the Serdang Bedagai Regency. Abstract:
This study aims to examine empirically the Influence of Government Internal Control Systems (GICS), Regional Management Information Systems (RMIS), and Application of Government Accounting Standards (GAS) to the Quality of Financial Statements (QFS). This research was carried out at the regional government of Bengkulu Province, using a sample of 84 respondents. Data collection methods use surveys, while data analysis techniques used are validity and reliability testing, hypothesis testing is done using linear regression analysis.The results of the study show (1) the application of GICS has a positive effect on the QFS. By continuously strengthening GICS, it will have an impact on improving the QFS. (2) The application of RMIS has a positive effect on the QFS. This shows that the better the implementation of the regional management information system, the more qualified local government financial reports will be. (3) GAS implementation has a positive effect on the QFS. This proves that the better the level of implementation of QFS that is carried out in the preparation of financial statements, it will have a positive impact on improving the QFS.

Abstract:
Background Natural language processing has been established as an important tool when using unstructured text data; however, most studies in the medical field have been limited to a retrospective analysis of text entered manually by humans. Little research has focused on applying natural language processing to the conversion of raw voice data generated in the clinical field into text using speech-to-text algorithms. Objective In this study, we investigated the promptness and reliability of a real-time medical record input assistance system with voice artificial intelligence (RMIS-AI) and compared it to the manual method for triage tasks in the emergency department. Methods From June 4, 2021, to September 12, 2021, RMIS-AI, using a machine learning engine trained with 1717 triage cases over 6 months, was prospectively applied in clinical practice in a triage unit. We analyzed a total of 1063 triage tasks performed by 19 triage nurses who agreed to participate. The primary outcome was the time for participants to perform the triage task. Results The median time for participants to perform the triage task was 204 (IQR 155, 277) seconds by RMIS-AI and 231 (IQR 180, 313) seconds using manual method; this difference was statistically significant (P<.001). Most variables required for entry in the triage note showed a higher record completion rate by the manual method, but in the recording of additional chief concerns and past medical history, RMIS-AI showed a higher record completion rate than the manual method. Categorical variables entered by RMIS-AI showed less accuracy compared with continuous variables, such as vital signs. Conclusions RMIS-AI improves the promptness in performing triage tasks as compared to using the manual input method. However, to make it a reliable alternative to the conventional method, technical supplementation and additional research should be pursued.

Recently the roles of building a risk management information system in commercial banks in Vietnam has been becoming necessary during Covid 19 effects. This study mainly use combination of quantitative methods and qualitative methods including synthesis, inductive and explanatory methods. We analyze rism management and risk evaluation in case of one big listed bank in Vietnam, Navibank (NVB) who became National Citizen Bank later (NCB). We figure out that CPI, lending rate and VNIndex have negative correlation with both beta CAPM and stock price of NVB. And these risk results and models can be delivered to suitable users in a management information system (MIS).

Risk management information system (RMIS) is becoming an important element in MIS system of banking sector in Vietnam in recent years and in future. We can use mathematics formulas applied in risk model to strengthen RMIS for banks. Nowadays, mathematics functions expressed high roles in economics and finance fields. Under effects from Covid 19 and industry 4.0, Vietnam banks realie need to enhance risk management and corporate governance system with RMIS channels to deliver proper risk information to clients and investors to attract more capitals via enhancing financial accounting data transparency. This study mainly use combination of quantitative methods including mathematics applied to calculate weighted beta CAPM, a common systemic risk measurement, and qualitative methods including synthesis, inductive and explanatory methods. And it emphasizes again sustainable modern bank management, using 5 bank cases: Eximbank (EIB) and Saigon Hanoi Bank (SHB), Asia Commercial Bank (ACB), Sacombank (STB) and Saigon Hanoi bank (SHB), 5 big listed banks in our country. Research results show us that risk model in banks can be done via some steps. First, calculating weighted beta CAPM or systemic risk via support of mathematics formula applied from market value and beta values of banks. Second, we run OLS regression for weighted beta and found out: for external impacts, exchange rate has negative correlation with weighted beta and for internal effects, CPI and R (lending rate) have negative relationship with weighted beta, so that policy makers can adjust policies to manage risks. Besides, this study also give out recommendations for enhancing management information system (MIS) for upgrading roles of banks in Vietnam economic development. Then, we can suggest suitable plans for sustainable management strategies. Our research limitation is within bank sector, then we can expand for other industries and markets as well.

Measuring risk in medical sector in order to propose recommendation s is among concerns of scientists in recent years. In specific, using quantitative and analytical methods, author analyze ICT effects and IT applications in medical sector an hospitals, as well as analyze risk information to propose solutions to enhance risk management information system for Vietnam medical sector. Research findings show us that in order to give suitable suggestions for policy implications, firstly, study recognized that lower risks shown by beta values (< 1) among 57% of listed firms with lower risk. Last but not least, study stated that technology applications in medical sector can help doctors and nurses to manage, store and access better data and documents of patients. And Vietnam hospitals need to enhance more Risk management information system with strong support from IT (information technology) so that we could constantly improve service quality patient services, as well as build a favorable working environment for staff both professionally and professionally, etc.

Financial accountability is the responsibility for financial management in the form of financial reports through the use of information technology, which is expected to be able to support regional governments in carrying out better regional financial management as well as having competent human resources in their management. This study aims to provide information about the usefulness of information technology and human resource competence in the accountability region financial report. This research was conducted in three regional expansion in Lampung Province with a descriptive qualitative method with the help of NVivo software for data analysts. The result showed that to achieve regional financial accountability is supported by utilizing information technology in the form of a regional management information system, while to be able to operate the SIMDA application program require adequate human resource and training is given to increase competence.

Perusahaan Daerah Perkebunan (PDP) Kahyangan is a Regional Owned Enterprise in Jember Regency which was formed to realize the prosperity of the community. In Regional Regulation Number 2 of 2012-chapter 3 clauses 2, the government can manage regional finances by exploring sources of Regional Original Income, one of which is from the PDP. In addition, the purpose of the establishment of the PDP is as a means of developing the economy in the context of regional development by increasing productivity from all aspects to increase regional income. The main commodities are coffee and rubber, cloves, Mahoni, and Sengon wood are supporting commodities. Based on interviews PDP's profit contribution to Jember's income has continued to decline in recent years due to the absence of good management of its potential. So, this research will manage a system that can assist in obtaining information about the distribution of plantation land commodities in Jember, as well as mapping existing commodities by Geographic Information System (GIS). The method for developing GIS uses a Design Sprint. The output of this method prototypes and will implement in the GIS application.

LAZNAS LMI Regional Office of South Sumatra is an institution engaged in the field of religion and humanity. One of the services provided by the LMI Regional Office of South Sumatra is a donation service. However, the service is still not effective and efficient. Based on the results of the questionnaire on donation services at the LMI Regional Office of South Sumatra, the calculation results. obtained Net Promoter Score1 of -61.6% which indicates a negative value. This shows the need to improve donation services in order to create loyalty. The E-CRM concept aims to provide satisfaction and increase loyalty. Therefore we need a donation service information system that can make it easier for both LMI and donors. As well as a measurement that measures the loyalty of donors using the Net Promoter Score calculation method and the FAST system development method. From the measurement results of Net Promoter Score2, the calculation results are 77%, this shows that the loyalty of donors has increased towards the improvement of donation services at LMI Regional Office of South Sumatra.

This study is all regional work units that use the regional financial management information system and is also based on the results of the 80 respondents who used the regional financial manager information system who has worked in the Padang City Hall government. In addition, this study uses research respondents who are distributed directly and uses simple linear regression techniques that aim to test research data with the help of SPSS 25. The study uses the social influence of independent variables and one dependent variable, namely: interest in implementation regional financial management information system. The results showed that social influence has a significant influence on the interest in implementation a regional financial management information system.

Effective management of regional assets is crucial for efficient government administration and community service delivery. Proper asset management ensures transparency, efficiency, and accountability in regional property management, supporting key tasks and functions of the government. Efficient asset management empowers local governments to fund regional development and enhances public confidence in state finance management. The rapid development of information technology presents unique challenges, especially in asset management within educational institutions. This study focuses on implementing the Risk-Based Asset Management (RBAM) method in a Web-Based Asset Management Information System. RBAM categorizes requests by risk levels, generates monthly data analysis, and aids in anticipating item stock quantities. The integrated RBAM is expected to enhance inventory management efficiency, improving responsiveness to demand fluctuations. This journal presents research findings related to RBAM implementation, aiming to enhance asset management performance in the government context. The study employs the Research and Development method, fitting for software engineering research. The development utilizes the waterfall model, ensuring a structured software development process. The system streamlines item data management, reporting requests, enhancing facility inventory management.

Abstract:
The purpose of this article is to study and analyze the challenges and opportunities associated with the implementation of information systems in regional management to ensure post-war economic recovery in Ukraine. The systematic approach, as well as methods of hierarchy analysis, economic and program-target forecasting, abstract-logical, and monographic are used. The article identifies five main groups of information systems that currently used in Ukraine. The advantages of the cartographic method over methods of presenting results and modeling in information systems of regional management agencies are substantiated. The article identifies shortcomings and limitations of existing regional management information systems that hinder the effective functioning of regional management bodies. A mechanism for the creation of a regional information system is developed and visualized. This mechanism, in particular, allows the collection, analysis, and synthesis of data obtained from regional management bodies and local self-government. The need for the establishment of a situation center to organize and coordinate the implementation and functioning of the regional information system is justified. Conditions for the development and implementation of monitoring and management information systems at the regional level are determined. Ways of cooperation between regional management bodies and business structures, state enterprises, and organizations in the process of creating a unified information system are outlined. The advantages of implementing a regional program for the creation of a regional management information system are substantiated. The measures of such a program are defined. The necessity of the creation the unified cartographic regional environment was substantiated. This process predict using electronic topographic maps of all territories developed based on ground observations, aviation, and other types of survey. Such approach ensure the collection, processing, and use of various types of data based on a single regional situation center reflecting the security and development of the region as well as modernization the information support of regional management processes.

This research aims to find out and analyze how regional tax management is based on the Regional Original Income Management Information System (SIP-PAD) at the Kendari City Regional Revenue Agency and the extent to which regional tax management is based on the Regional Original Income Management Information System (SIP-PAD) at the Revenue Agency Kendari City area. This research uses qualitative methods with the data used coming from primary data in the form of interviews and secondary data in the form of documentation. The results of this research show that SIP-PAD based Regional Tax Management at BAPENDA Kendari City has been implemented in accordance with existing policies, namely PP No. 35 Article 59 of 2023 where Regional Governments are required to make Payments and Deposits via an electronic-based system. Which refers to the previous statement, namely Minister of Home Affairs Regulation Number 56 of 2021 concerning Teams for the Acceleration and Expansion of Digitalization in Provincial and Regency/City Regions as well as procedures for Implementing Regional Government Transaction Etronification (E-STPD). The issues related to computer aids development for management information support in the field of regional security are discussed. A modern information technology for management life-cycle support of socio-economic security has been developed. The technology is based on complex system control theory, conceptual modeling, system dynamics and project management methods implementation. That provides simulation models automated synthesis to the aim of possible negative effects analysis of project implementation influencing on the state of socio-economic security, and on the basis of simulation results analytical information generation for a set of counteraction measures development corresponding to identified regional security threats.

Abstract:
The research presented here evaluated road safety on the road sections included in the Intelligent Traffic Control System of the Podhale Region (ISSRRP) in Poland. This travel time information system consists of a remote traffic microwave sensor, cameras, as well as automatic plate number recognition on national roads with variable message signs and a mobile app to suggest alternative routes in the regional road network. The study analyzed changes in safety caused by transferring traffic volume from national to regional rural and suburban road networks. The assessment of the safety performance was performed with an empirical Bayes study, with periods of three years before and after the implementation of ISSRRP. No changes were identified in the safety performance of the national road network after to the introduction of ISSRRP. However, when the overall network is considered, a potential increase in the number of crashes may be expected, depending on the volume of traffic transferred from national to regional roads, and rural or suburban areas. Therefore, a new approach for system management was proposed, taking into account not only improvement in traffic flow, but also safety performance.

A computer-based Management Information System for hospitals is very important. Data was obtained that there were 89 hospitals (3%) that reported already having SIMRS but not running functionally, 294 hospitals (10%) did not have SIMRS, and 365 hospitals (12%) did not report SIMRS. Most of the employees are 20 – 35 years old. The purpose of this study is to determine the relationship between the age of the hospital management information system, the quality of the information, the quality of the system, and the quality of services provided to patients at Kuala Pembuang Hospital. This study uses cross-sectional design and observational analytical methods. For the sampling technique used the type probability sampling with 89 participants. Chi-square analysis results showed the value of age p values (p= 0.587), system quality (p= 0.000), information quality (p= 0.000) and service quality (p= 0.000). The results of multivariate analysis with logistic regression showed the p and ExpB values of the information quality variable (p=0.000, Exp B=10.267). There is a substantial relationship between user satisfaction with system quality, information quality, and service quality. In addition, there is no significant relationship between age and user satisfaction of the hospital management information system at Kuala Pembuang Hospital.

Purpose of research. This paper is a description of the methodology for regional socio-economic system management based on the principles and concepts of management theory. Methods. A methodology for regional socio-economic system managing has been developed, taking into account the impact of National projects and the influence of the external environment. The methodology consists of six stages and fourteen techniques that allow describing the regional socio-economic system management in terms and tools of the management theory: the region itself is considered as an object of management experiencing a controlling action formed under some affecting influence. The methodology also assumes the formalization of a negative feedback system and a control system in the developed model of regional socio-economic system management. Results. The methodology of managing the regional socio-economic system can be used in the management process. Those who make management decisions at the regional level usually rely on their own professional skills, past experience, and intuition. However, the heuristic approach to regional management can be extended by the capabilities of the developed methodology, the practical implementation of which can be presented as a decision support system. This will allow regional governments to improve the effectiveness of management decisions based on monitoring the state of socio-economic systems. Conclusion. The methodology for managing the regional socio-economic system provides a complete management cycle: from the formalization of basic concepts to the description of the control and feedback system. The information implementation of the methodology is presented in the form of an automated product – a decision support system - that can be used in the formation of an automated workplace for civil servants.

A new method for access management using traffic impact tools is described. The method targets impact assessment of developments combined with large activity centers. The magnitude of impact of large developments necessitates assessment of their regional and local effects on transportation networks. The method described combines regional and local traffic models and uses geographic information systems (GISs) as support tools. It was created as an access control method for computerized models and addresses supply-side transportation improvements (e.g., number of lanes, signalization, and parking controls) and their effect on traffic flow in an attempt to create better quantitative models for congestion management and access control by considering local and regional traffic impacts together. GIS technology enables users to create detailed highway networks for use in regional forecasting models and in smaller traffic simulation models. The data, models, and software used are outlined and an example of application is provided. The initial results show the efficacy of the concept and the resulting models. In the regional model, the new development generates not only new traffic volume on the network, but also route-choice changes influenced by the level of service on the specific corridors in the study area. Another component of the new model is a local model connected to a regional model through interface software. Using Traf-NETSIM, two scenarios were simulated to test the efficacy of this model system. Twenty-four independent simulation runs indicated that the access control scenario results in higher speed and less traffic delay on the primary arterial road.

The purpose of the Web-based information technology (IT) system is to ensure communication and information between the medical management at the scene, hospital management, and regional medical command and control (gold level).ExperiencesIn the region of Östergötland, Sweden, Paratus Major Incident system is used in operating topics such as: (1) information dissemination from the incident area; (2) communication between prehospital, regional, and hospital management; (3) continuous updates between the dispatch centre and medical commanders at all levels; (4) digital log-files for medical management and patient records; (4) database used for follow-up studies and quality control.ResultsDuring 2,161 incidents, 746 “first incident reports” from ambulance on scene were sent to regional medical command and control within 2 minutes. Four hundred and fifty-six “verification reports” were sent within 10 minutes. During 15 incidents, the designated duty officer on regional level confirmed “major incident” directly via the digital system, thereby notifying all arriving ambulance resources and involved medical managements.ConclusionThis Web-based IT system successfully has been used daily within prehospital management since 2005. The system includes medical command and control at the regional level and all involved hospitals in a major incident.

Data collection involved distributing questionnaires to 40 respondents in five districts and cities in East Java Province, including Surabaya City, Banyuwangi Regency, Gresik Regency, Madiun City, and Lamongan Regency. The research analysis unit consists of Regional Government Organizations (OPD) in five regional governments in East Java that have the best implementation of the Electronic-Based Government System in 2022. The research hypothesis was tested using t-tests and F-tests. ABSTRACTDespite making great strides over the past 50 years, cultural resources data management and synthesis continues to be elusive and nonstandardized, with each state and agency developing disparate systems that do not easily mesh. The Bureau of Land Management (BLM) has embarked on a national initiative by creating a National Cultural Resources Data Standard (NCRDS) that works to address many long-standing data organization issues. The NCRDS allows for the application of more rigorous data management principles that facilitate landscape-level planning and data modeling on BLM-administered lands across the western United States. The NCRDS and associated National Cultural Resources Information Management System (NCRIMS) contains normalized data from 11 western State Historic Preservation Offices (SHPOs) and BLM data stores. NCRIMS is a web-based application hosted by the BLM's National Operations Center (NOC) Enterprise Geographic Information System (EGIS). NCRIMS allows for high-level planning during local, regional, and multistate project analyses and undertakings, facilitating consideration of cultural heritage values early in the planning process versus late stages as has been traditional. This allows the BLM to more proactively, effectively, and efficiently answer data calls and inform agency decision-makers on possible impacts to cultural heritage resources by proposed or ongoing agency actions.

System An Information system in the form of a website was built to help related parties, namely BPBD Jayapura Regency and the community to be directly connected. This system was built using XAMPP as a web server and MySQL as a database server using the SQL programming language, PHP programming language is run on the server side so that the website becomes more dynamic. The results showed that education, income, age and cosmopolitan influenced the adoption of regional tax information system innovations in a positive and significant part, and the relationship of all independent variables simultaneously with the adoption of local tax information system innovations included in the criteria of a very strong relationship. Abstract:
The purpose of this research is to create an acceptance model for the implementation of the Local Government Management Information System (LGMIS) financial application in the Denpasar City Government. In this study, the population consisted of all RAOs in the Denpasar City Government, a total of 36 RAOs and selected using saturated sampling methods and sampling of respondents was done by purposive sampling. SEM-PLS statistical analysis was used in this study. The findings of hypothesis testing show that information quality, system quality, management commitment, personal innovativeness, and computer self-efficacy have no effect on LGMIS's perceived usefulness. Personal innovativeness and computer self-efficacy have a positive effect on the perceived ease of use of the LGMIS. Ease of use has a positive effect on the financial LGMIS perceived usefulness. This study also proves that perceived ease of use and perceived usefulness have a positive effect on financial LGMIS symbolic adoption. Abstract:
Nowadays, regional container transport systems operate in the context of incomplete information and lack of integration of economic entities. Pursuance of personal economic gains by companies often leads to an imbalance in the development of regional terminal capacities, irrational empty container flows and a decreased efficiency of the regional container system in general. The present article proposes an approach to the integrated management of the regional container transport system based on the coordinated container flow distribution between terminals. This technology aims to increase the efficiency of the whole system, including due to the flow enlargement and the accelerated container trains formation. The approach involves the data sharing between cargo owners, terminals, the railway and resource owners on a digital logistics platform that forms logistics chains taking into account the transportation geography, infrastructure capacity and the interests of container market entities. The research presents a mathematical formalisation of the optimal container delivery chains by the time criterion, as well as a model of the integrated distribution of container flows between terminals. The model distributes the total container flow generated by a region between the existing terminal facilities in a way to minimise the total time of cargo delivery (taking into account the accumulation time of the full-length container block train at the terminal). The model, tested in the conditions of the container transport system in the Ural region, showed that an integrated management approach reduces the average container delivery time by 5 days due to the flow enlargement and regular container block trains. The effect size depends on the total regional container flow, as the larger number of requests for transportation to a certain destination leads to the accelerated formation of loaded container trains. The proposed technology is of economic interest for various participants of the container transport system. For cargo owners, it reduces the delivery time and, consequently, increases the capital turnover; for container owners, it accelerates the container turnover and reduces empty running; for terminals, it increases the throughput by reducing the accumulation time. To improve the model, it is planned to develop approaches for coordinating not only outgoing, but also incoming container flows between existing terminals.

Background: The hospital management information system (HMIS) is a computer system that processes entire health care business processes, including reporting and administrative procedures, to obtain information quickly, precisely, and accurately. The Wonosari Regional Hospital is a type B hospital that has implemented the HMIS. This study aimed to analyse the HMIS use in the Wonosari Regional Hospital, Gunungkidul, Yogyakarta.Methods: This is a quantitative study using a cross sectional design. Seventy-nine staffs participated in this study that recruited using the purposive sampling technique. Data were collected using a pre-tested questionnaire, then analysed statistically.Results: Perceived ease of use was found significant (p-value ≤ 0.05) associated with HMIS use.Conclusions: Perceived ease of use influenced the use of HMIS at the Wonosari Regional Hospital, Gunungkidul, Yogyakarta.

This research is motivated by one of the factors in realizing good governance as a system that has been published by the government, namely SPBE to utilize Information Technology as a means of realizing good governance. SIPD is part of SPBE which is designed as an internal local government system for financial management so that this information can provide effective benefits in decision making. The problem is that the system can run well if its users accept and understand it well. Factors that influence the increase in its use is the acceptance of each individual who becomes a user. This study aims to determine the effect of Perceived Usefulness and Perceived Ease of Use (perceived ease of use) of Regional Government Information Systems (SIPD) on the Application of Regional Financial Management Systems in North Minahasa Regency. The approach used is quantitative with this type of correlational research. Data collection using a questionnaire. Data analysis technique using multiple regression. The results of this study can be concluded that the Perceived Usefulness of SIPD has a positive and significant effect on the application of the regional financial management system in North Minahasa Regency with a coefficient of determination of 53.90%. Perceived Ease of Use (perceived ease of use) SIPD has a positive and significant effect on the application of regional financial management systems in North Minahasa Regency with a coefficient of determination of 18.60%.

Abstract:
The article deals with the most important elements of the information support of representative and executive bodies in Russian regions – members of the three federal districts. The main problems of obtaining and using information resources of public administration entities in the Russian regions relate with establishment of stable communication channels between public authorities and society, which contribute to the expression of the public interest of the authorities and the receipt of the citizens of public services, related to informing on the activities of the authorities. The authors conclude that the implementation of existing regional legislation leads to the creation of effective mediation of administrative bodies that are able to increase the productivity of information communications in the region between the administrative structures and society. Specific activities for solving problems in the area of information support of public administration in the Russian regions and the modernization of the regional public administration are offered.
