Abstract:
Regional autonomy program is the form of fiscal decentralization policy in Indonesia, legally started with the law of Regional Government No.22/1999 about de-concentration azas, which imply power or authority sharing and No.25/1999 about decentralization, which imply financial sharing between central and regional government. Financial sharing is tax and natural resources sharing revenue. This financial sharing type can widen fiscal gap between regions. As the solution, the central government gives block grants. Interregional Input-Output (IRIO) model can be used to analyze the impact of fiscal decentralization policy on sectoral and regional linkages, multipliers, growth, equalization, and efficiency of the regional economy. The analysis use shock variables of inter-governmental transfer including tax sharing revenue, natural resources revenue and block grants. They are treated as an exogenous variable package by regional government expenditure. The expenditures are in the form of investment and consumption based on IRIO model to analyze the optimality of policy variation. The analysis shows that the optimality of growth, equalization, and economic efficiency will be reached if the allocation of inter-governmental transfer is exactly the same as the potency and linkages between sectors and regions. We find the current formulation of intergovernmental transfer by central government, potent to increase regional disparity. Central government should reformulate division of inter-governmental transfer to avoid fiscal decentralization to be contra productive policy.

Abstract:
Regional arrangement and distribution model of governmental affairs. The purpose of this research is to provide clarity regarding the legal interpretation of the formulation of norms in regional government laws. Research methods The research method uses normative research through a conceptual approach and a statue approach. The results showed that the development of decentralization into a state administration system had an impact on local government institutions, one of which was the distribution pattern of government affairs. Thus, comparing the distribution of functions is not possible without the overall decentralized institutional framework developed by a country. From this, a comprehensive framework of decentralization institutions and local government is needed. It also does not rule out the possibility for a region to propose governmental affairs that become its specialty, both on a provincial and regional scale. The concept of division of functions is carried out dynamically, where regions can carry out real government affairs (needed and in accordance with regional capacities). It should be possible for districts / cities to propose governmental affairs that are needed or not needed; who can or cannot be arrested. Decentralization can only work if it is based on a number of preconditions, namely a capable and effective central government. Therefore, it is necessary to review various regulations that are not in line with the principle of broadest autonomy.

Abstract:
Taking into account the three-sector general equilibrium perspective of the government, business, and household sectors and taking government public goods investment as intermediary; this article builds mathematical models of local governmental competition and three-sector consumption. It also theoretically analyzes the impacting path of local governmental competition, causing increased investment in public goods, thereby reducing consumption. At the same time, based on the model of China's provincial panel data from 1993 to 2015, the empirical analysis shows that a 1% increase in the level of competition among local governments will result in a corresponding decrease of 0.757% in total consumption, 0.348% in governmental competition, 0.340% in business consumption and 0.366% in household consumption. Local governmental competition leads to the government's tendency to invest in public goods and reduces the regional consumption, which especially damages the consumption capacity of the household sector.

Abstract:
The Law Number 23 of 2014 concerning Regional Government clearly states that the Minister of Home Affairs with instruments in the form of a Ministerial decree bears the authority to annul regional regulations which deemed contrary to the provisions of the higher laws, public interests and/or decency. However, the Constitutional Court (MK) through Decision No. 137/PUU-XIII/2015 and MK’s Decision No. 56/PUU-XIII/2016 has restrained the authority of the Minister of Home Affairs to annul the Regional Regulation (perda). This is an interesting discussion, some consider that it actually weakens the role of the central government to control local governments, on the other hand, justifying that authority belongs to the Supreme Court. Interesting problems of this research is what is the actual relations of authority between local and central government? Then what is the ideal model for the annulment of regional regulations so that the central government has a role in exercising control (executive control) of regional regulations before and after regional regulations come to be applied? This research was conducted using a normative juridical method, namely a research method that refers to the norms of legal norms contained in statutory regulations. This research resulted that there is a decentralization and decencentration relationship between the central and local governments. In order to anticipate these problems, the ideal model for cancellation of regional regulations to accommodate the authority of the central government is to separate regional regulation according to the content or material.

Regional sustainability promotes an integrated approach to planning and development in regional communities. European Union legislative acts bring together all levels of government to achieve a holistic approach to sustainability using Information and Communication Technologies tools for better delivery of services. Today, there has been observed an increasing interest in applying e-government to different business sectors such as the environmental sector. Sustainable management of National Forest Parks relies on a complete understanding of the goods and services, which are provided to the society. This paper aims to study e-government websites concerning the 10 Greek National Forest Parks and analyse the websites as to their qualitative and quantitative features. Then, the electronic services model adoption of the websites is assessed. The e-government websites are classified in electronic services adoption stages starting from a simple presence of the government agency in the Internet to the total electronic services integration through multiple ICT tools and applications provision according to content features accomplished by the websites. The findings can be helpful for managers, policy makers, web designers, environmentalists and government agencies.

Purpose of this study was to analyze hotel marketing strategies carried out by hotel owned by the South Sumatra regional government. This study was designing an experiential marketing strategy for hotels owned by the South Sumatra regional government and designing an experiential marketing model for hotels owned by the South Sumatra regional government. Research stage was divided into 3 phases, that was: analyzing the marketing strategies that had been carried out so far, designing experiential marketing strategies and designing experiential marketing models for hotels owned by the South Sumatra regional government. This study was to design experiential marketing strategies and experiential marketing models that were suitable for marketing hotels owned by regional government of the South Sumatra Province so that they could compete with other hotels in South Sumatra. Survey method by distributing questionnaires to hotel customers owned by regional government of the South Sumatra Province. Results showed that the marketing strategy used hotels owned by the South Sumatra regional government was still simple, so it required experiential marketing strategies to increase the number of occupants, and from the experiential marketing model showed that brand image affected customer satisfaction and experiential marketing affected the value of experience, where customer satisfaction and the value of experience had influences customer loyalty.

<p>The model of local governance has always changed since Indonesian independence, namely centralized and decentralized model. According to Law Number 23 of 2014 and Law Number 6 of 2014 the model of regional government returned to the traditional conservative centralized model. This model is not in accordance with the model of local government initiated by the founding fathers and norms of Article 18 of the 1945 Constitution and norms of Article 18, 18A and 18B of the 1945 Constitution of the Republic of Indonesia (after amendment). According to this problem, text research is conducted. The purpose of this study is to compare the models of local governance practiced since the colonial era until now with the model of local government conceived by the founding fathers and the 1945 Constitution. This research is a normative research with content analysis method. The result of the research is that the current system of local government deviates from the founding father conception (Muhammad Yamin, R. Soepomo, and Mohammad Hatta) and the 1945 Constitution. The conception of local government according to the founding fathers and the 1945 Constitution is modern urban decentralized regional government while the regional and village governments are regulated by Law Number 23 of 2014 on The Local Government juncto Law Number 6 of 2014 on The Village is a conservative and traditionally centralized of the local governance model.</p>

Purpose – The purpose of the paper is to analyze the decision to postpone maintenance expenditures in regional governments using a game-theoretical approach and investigate whether there may be rational reasons for regional governments to carry a maintenance backlog. Design/methodology/approach – A theoretical political economy model, originally used to explain fiscal deficits in regional governments, is revisited and used to explain maintenance backlogs. Findings – It can be fully rational for regional governments to carry maintenance backlogs, given that they expect the central government to “bail out” this backlog, e.g. through an extra grant earmarked for upgrading of facilities. Hence, a balanced budget regulation (BBR) demanding fiscal balance in regional governments is not sufficient to avoid bailouts. The results suggest that the central government should consider including maintenance of facilities in formal BBRs. Originality/value – The paper is relevant for policy makers, as it can give guidance with respect to the design of BBRs. The paper illustrates that regulations that only take fiscal balance into account are too narrow to secure that bailouts are avoided. The reason is that regional governments can strategically use maintenance backlogs to generate bailouts even when regional government borrowing is abolished. To avoid this, the central government could make the regulations more extensive, and also include demands regarding maintenance in the regulations.

This conceptual paper contributes to the discussion of the role of regional government and regional Triple Helix constellations driving economic development and growth within regional boundaries. The impact of regionalism and subsidiarity on regional Triple Helix constellations, and the questions of governmentality, governance and institutional development at the regional level, were investigated. It is emphasized that the position of regional authorities in the structure of government and policy boundaries is best implemented at the regional level (the principles of regionalism and subsidiarity), and that localized policy practices represent a more precise view of government–industry– university interactions (the principle of governmentality). In addition, the regional Triple Helix context as a prerequisite for stakeholder engagement, enhancing innovation capabilities and entrepreneurial behaviour, was studied. The paper identifies the drivers behind regional competitiveness and economic development and investigates the positive externalities from strong Triple Helix constellations, as well as the impact of government support and institutionalized cooperation on value creation and value capture at the level of the locale. The paper offers a stylized model of the conditions for value creation and value capture, and presents a critical overview of the debates about the rationale for regional governments. Examples are drawn from Scotland, England and other, comparable parts of Europe.

Abstract:
This study aims to analyze the effect of local revenue, leverage, local government wealth on the disclosure of web-based local government financial statements. The population and sample of this study are the regional government financial reports of Central Java Province which consist of 29 districts and 6 cities for the 2015-2018 fiscal year which have been audited by the BPK. The analysis method uses a multiple regression panel data model with the Eviews 9 application. The results of this study indicate that local revenue and general allocation funds have a significant positive effect on the disclosure of web-based local government financial reports. However, the wealth of the local government in turn has a negative effect on the disclosure of web-based local government financial reports. Meanwhile, leverage has no effect on the disclosure of web-based local government financial statements. The results of this study can be used as a consideration for the government informing regulations, rewards, and sanctions in order to increase the transparency of digital financial reports.

ABSTRACT The research aimed to explore financial performance’s model of the Karanganyar Regency Regional Government. This research tested the impact of size, richness, leverage, and capital expenditure on the financial performance of the Karanganyar Regency Regional Government. Research data were 8 (eight) periods of financial statements. Hypotheses analyzed with multiple linear regression. Analysis results showed that size and richness have a significant positive impact on the financial performance of Karanganyar Regency Regional Government; while leverage and capital expenditure have a significant negative impact on the financial performance of the Karanganyar Regional Government. Those results illustrates that greater size and richness will increase the financial performance; on the contrary, the greater leverage and capital expenditure will decrease the financial performance. The model explored is Y = -75.79 + 109.039X1 + 3.754X2 – 0.582X3 – 0.231X4. This study raised the title of the Analysis of Local Government Implementation Report (LPPD) in Bolaang Mongondow Utara Regency, North Sulawesi Province. The data collection technique was done by interviewing and literature study. The data analysis technique used is the Miles and Huberman model, namely data analysis which is carried out directly and continuously until it is complete, so that the data is saturated. Based on the results of the data research and analysis process carried out, it can be explained that in Article 16 of Government Regulation Number 6 of 2009 which is the implementation of Article 6 paragraph (3) of Law Number 32 of 2004 concerning Guidelines for the Evaluation of Regional Government Administration, it is stated that the source of information The main role in implementing the Implications of the Performance Evaluation of Regional Government Administration (EKPPD) is the Regional Government Implementation Report (LPPD). The LPPD itself, as stated in Law Number 32 Year 2005, states that regional heads are required to submit a Regional Government Administration Report (LPPD) to the central government. The scope of the LPPD is divided into matters of decentralization, general duties, and assistance tasks. This is stated in article 2 PP No. 3 of 2007 which contains the LPPD to the government, information on the LPPD to the public, reports on the accountability of the Regional Head to the Regional People's Representative Council (DPRD).

Subject. This article examines the ratio of the regional government apparatus and the cost of maintaining it in the context of the impact on the region's overall performance. Objectives. The article aims to explore the category of Institutional Environment as a characteristic of the economic efficiency of regional public administration. Methods. For the study, I used the methods of comparative analysis, economic and mathematical modeling, statistics data processing techniques, and specially designed application software. Results. The article formalizes and describes the category of Institutional Environment and compiles numerical indicators that characterize the basic aspects of its functioning. It also proves the correctness of formalization and quantifies the effectiveness of regional governance by treating the subjects of the Russian Federation, which are part of the Northwestern and Volga Federal Districts, as case studies. Relevance. The practical use of the methodological approaches developed will help address the issues of strategizing in terms of the region's advanced development.

In order to explore the influencing factors of the e-government responsiveness in China, the System-Competition-Interaction analysis model was proposed to reflect the ability of e-government to respond to citizens’ demands. 960 pieces of information were collected from 480 local e-government websites in China, and field experiments were conducted on how local governments responded to citizens’ demands. The results show that there are regional differences in e-government responsiveness in China. The response probability of Northeast China is the lowest, and that of western region is the slowest. The response system and neighborhood effect are the core elements that affect e-government responsiveness. The interaction demands of citizens can not significantly affect government responsiveness. According to the research results, the practical enlightenment is that the future should change from “system-driven response” and “competition-driven response” to “citizen-driven response,” which is of a certain practical significance for improving the response level of e-government of local governments in China.

Implementation of the concept of corporate social responsibility (CSR) is mainly not coincided with the local government policy.The local government development planner (Bappeda) designs its policy according to national plan and budget from the central government, whereas the company’s CSR team is doing “business as usual” regardless whether its program’s design match with the government plan or not. Consequently, many of CSR projects do not reach satisfactory outcome as it clashed with governments’ projects. A number of programs such as poverty alleviation, greening, and strengthening local economies that the company does are often collide with those from government. If there is a match, it leads to a double budgeting of same target place or a double counting in a program budget. This situation adds to the long list of classic local planning issues which is overlapping programs among government agencies. Hence, the implementation of CSR and the design of regional planning that are intended to further advance the regional development has often resulted in disappointment. An obvious example of this argument is in the case of PT Kalimantan Prima Coal (KPC) which operates in Kabupaten of Kutai Timur. Despite the fact that the district has a regional budget of Rp. 2.4 trillion, which is 86% of it obtained from the mine and mostly came from the royalty ofKPC, but the development process of the region is considered relatively slow. Many consider local government has failed in carrying out the development goal, whereas KPC is considered only want to make profits and ignoring the well-being of surrounding community.This paper argues that in order to find solution of this impasse formulation and a new conception is needed to integrate the company's CSR program with the development plan set out by the local government. By doing so, a new model of CSR is expected to be successfully implemented.

:The aim of this paper is to examine the impact of local government competition and environmental regulation intensity on regional innovation performance and its regional heterogeneity. Based on the theoretical mechanism of the aforementioned variables, this study uses the Chinese provincial panel data from 2001 to 2016. We use the super-efficiency data envelopment analysis (SE-DEA) to evaluate regional innovation performance. To systematically examine the impact of local government competition and environmental regulation intensity on regional innovation performance, we build a panel date model using the feasible generalized least squares (FGLS) method. The results indicate that: the regional innovation performance can be significantly improved through technological spillover; local governments compete for foreign direct investment (FDI) to participate in regional innovative production. Moreover, improvements in environmental regulation intensity enhance regional innovation performance through the innovation compensation effect. Our results show that the local governments tend to choose lower environmental regulation intensity to compete for more FDI, which has an inhibitory effect on regional innovation performance. Furthermore, due to regional differences in factor endowments, economic reforms and economic development levels in Chinese provinces, there exists a significant regional consistency in the impact of local government competition and environmental regulation intensity on regional innovation performance. Therefore, institutional arrangements and incentive constraints must be adopted to enhance regional innovation performance as well as to guide and foster the mechanism of green innovation competition among local governments. At the same time, considering the regional heterogeneity of local government competition and environmental regulation intensity affecting regional innovation performance, policy makers should avoid the “one-size-fits-all” strategy of institutional arrangements.

The population is some sub-district and department employees who work on the financial section. Analysis of the data in this research was using Partial Least Square (PLS) method. The results of this study indicate a positive influence of organizational factors on the usability of Regional Financial Accounting System and cognitive conflict and there is a positive effect of cognitive conflict with usability Regional Financial Accounting System. Organizational factors negatively affect affective conflict and affective conflict negatively affects the usefulness of Regional Financial Accounting System.</p>

Structuring local organizations, as part of bureaucratic reform, aimed to create a government system that is efficient, effective and flexible. The flexibility in this case is based on the regional organization characteristics of the area, population and number of regional budget. In this regard, there is inconsistency in Surabaya City Government’s organization structuring, that is overly focused on the institutional issues, rigid standardization but does not consider other dimensions such as: human resources, system of governance, and the basic values of the organization. Based on this phenomenon a study is needed to formulate a model structuring for Surabaya City Government. A system of university–industry–government (UIG) collaboration in a region can take the form of a Regional Triple Helix (RTH) model. RTH can be regarded as the collective relations of universities, companies and governments. The study was conducted by postal survey, targeting the collaborative activities of companies and examining the case of three selected regions in Japan. When the Triple Helix approach is adopted at regional level, territoriality becomes a critical issue. The more companies that accumulate experience of UIG collaboration, the greater is their ability to exploit external knowledge. Consequently, the RTH structure may become increasingly vulnerable as it evolves. Even though the three regions studied displayed similar local infrastructures, their RTHs differed. To understand the features of RTH clearly, it is argued that regional conditions must be investigated in more detail and thus that RTH, as a regional policy, must be contextualized.

This article examines to what extent taxation authority should be delegated to local or lower-level government. Delegation of taxation authority can be regarded as a commitment to the local tax rate ex ante in a decentralized leadership model, in which local governments set policies ex ante and the central government decides transfer policies ex post. Previous papers point out that ex post interregional transfers of the central government distort ex ante regional policies of local governments. However, Silva clarify the case where efficient expenditure by local governments is achieved. This article examines the delegation of taxation authority by extending Silva’s model to include commitment to taxation and generally derives the conditions when efficient public expenditure by local governments can be achieved in relation to the delegation of taxation authority. The model adopted in this article allows various levels of spillovers of local public goods and various types of multipolicy commitments of taxation and/or expenditure.

The study aims to explore existing university-industry-government (U-I-G) linkages in Peshawar, Pakistan and study the factors that determine these linkages. Furthermore, the research examines the extent to which university-industry-government collaboration can address regional industrial problems and promote economic growth. Hence, the quest is to seek a viable economic model that not only enhances innovation in the region but also improves industrial competitiveness. Therefore, Etzkowitz’s Triple Helix model, based on academia-industry-government collaboration, provides the intellectual context for this research. The study uses semi-structured interviews and a narrative approach; with descriptive and analytical approaches to investigate the nature of university-industry and government linkages in Peshawar. A single case study approach is employed, where Entrepreneurship Development Centre (EDC) at Institute of Management Sciences Peshawar (IMSciences) was selected for research purpose. This is because the centre had already initiated U-I-G linkages to some extent in Peshawar. Research findings suggest that university-industry-government linkages are too weak. The Triple Helix model, which is considered a suitable conceptual framework for regional development (Etzkowitz and Ranga, 2010) needs structural changes to make it work in a developing region like Peshawar (Dzisah and Etzkowitz, 2008). The original spiral model of innovation worked well in the developed world because that industry hosts multi-nationals that can afford industry-academia joint ventures. Their governments not only facilitated interactive networks but also designed such policies’ frameworks that supported high growth firms (HGFs) (Mason and Brown, 2013). Whereas Peshawar is not only a traditional and developing economy but also a war and crisis-ridden region, due to which it cannot attract multi-nationals headquarters. The findings of the research can be treated as an asset that can easily be reused by other developing region for knowledge transfer and economic development.

Polluting civil construction enterprises usually use the way of "voting with their feet" to exert influence on the efforts of local government's environmental regulation, promote the formation of collusion between government and enterprises, and make the local government relax the supervision on the emission behavior of civil construction enterprises. Based on the Tibert model, this paper uses the evolutionary game method to study the collusion between government and enterprises in the cross regional migration of civil construction enterprises and its prevention. The results show that: when the civil construction enterprises comply with the production, the local government's optimal strategy is non collusion strategy; similarly, when the local government is not willing to collude, the non-collusion choice of civil construction enterprises will get higher benefits than collusion. In addition, the cost of civil construction enterprises transferring between different regions, the loss caused by the collusion between civil construction enterprises and local governments, and the probability of local government violations being found can effectively prevent the collusion between local governments and civil construction enterprises.

BPK audit report on a government financial report contains an opinion that is a professional statement of the auditor regarding the fairness of financial information presented in the financial statement. In forming opinion, a BPK auditor uses four criteria, namely the application of Government Accounting Standard, adequate disclosures, compliance of laws and regulations, and effectiveness of internal control systems. The unqualified opinion is issued to a financial report with no material statements and/or fraud. However, it is widely reported that many irregularities still occur across government entities and cost the state’s resources (finance). This study aims to analyze corruption committed by heads of local governments and its influence on BPK opinion build a model which shows the relationship between them. This study uses a model called ordinal logistic regression and found that there is a correlation between BPK opinion with corruption committed by heads of local governments. The best ordinal logistic regression model shows that BPK opinion is dominantly influenced by the compliance of government financial report with Government Accounting Standard, compliance with law and regulations and effectiveness of internal control systems.

Purpose With China’s economic growth slowing down and the growth rate of fiscal revenue decreasing, the pressure on local government debts is further increasing. Under this background, it is of great significance to clarify the relation between local government debts and China’s economic growth in order to give full play to the positive role of local debts in stabling growth. The paper aims to discuss this issue. Design/methodology/approach Therefore, this paper explores the impact of Chinese local government debt on economic growth from theoretical and empirical aspects, respectively, and compares the regional differences between different debts and economic growth dynamics. Findings In the theoretical model part, this paper constructs a three-sector dynamic game model, under the two circumstances of whether local government is subject to debt constraints, and examines the relation between local government debt and economic growth and other variables through numerical simulation. Research shows that when the government is not constrained by debt, there is an inverted “U” relation between government debt and economic growth. When the government is constrained by debt, the economic growth rate gradually decreases as the government debt increases. Originality/value In the theoretical analysis part, this paper tries to estimate the amount of local debts under different calibers and examines the impact of different types of local government debts on China’s economic growth and their regional differences. The results show that excessive accumulation of government hidden debts in the eastern region is not conducive to economic growth, while explicit debts in the central and western regions significantly contribute to local economic growth. The results of empirical analysis are basically consistent with the predictions of the theoretical model.

The development of this priority destination, being the domain of authority of the central government and regional governments, it is necessary for Government Cooperation. The results of the study found that the model of cooperation between the central and regional governments in the development of Tanjung Kelayang Destinations was not only developed through government cooperation in the status of KSPN (National Tourism Strategic Area) which was deconcentrated, but also developed through government cooperation in the status of KEK (Creative Economic Zone) in the concept ABCGM (Academics, Business, Community, Government, Media). In each model of cooperation in its implementation there are still some problems, namely the local government is less able to take advantage of the opportunities in proposing activities to the central government through the Deconcentration Fund and DAK (Special Allocation Funds) in the KSPN status, and there are some activities that are not focused and not suitable for the development of KEK Tanjung Kelayang. There are several inhibiting and supporting factors identified and influencing government cooperation, inhibiting factors in the development of Tanjung Kelayang Priority Destinations namely lack of accessibility especially transportation, lack of awareness of community tourism, lack of community creativity while supporting factors are many foreign tourists and there are famous tourist attractions (Laskar Pelangi Island). This work builds on previous work in the area of supply response under government farm programs and provides up-to-date regionalized estimates of own-price elasticity of cotton acreage supply. The own-price variable used in this study is a weighted combination of expected market price and government policy variables. Results indicate regional similarity in response to own price but differences with respect to the prices of alternative enterprises. Differences in regional response to paid diversion are also indicated.

Purpose Government R&D subsidies is a major practice to respond to market failures in most countries. The purpose of this study is to examine the effect of the government subsidies on China’s regional innovation output empirically under the regional innovation framework, for the unique regional innovation system and strong national influence of state during the period of transformation. Design/methodology/approach Based on the construction of regional innovation framework, this study empirically examined the effect of Chinese Government R&D subsidies on regional innovation during the economic transition period using the Bayesian model averaging method and carried out the robustness test under different priori assumptions. Findings The empirical results showed that R&D capital and human investment has a very significant impact on promoting the regional innovation output of China’s high-tech industries. Meanwhile, the Chinese Government's R&D subsidies failed, thus the goal of improving regional innovation output has not been achieved. In reverse, the effects of regional economic development level and the financial environment on regional innovation are negative but the explanatory power is minimal. Additionally, opening-up has greatly promoted regional innovation output. Originality/value The empirical findings provide scientific policy decision-making and management implications for government and firm, respectively, and its experience is a very important reference for other emerging economies. Additionally, China serves as an interesting case to examine whether government R&D subsidy is effective in an immature market.

This paper analyses the stress effect of cross-regional transfer of resource-exhausted enterprises from eastern China to central and Western China. A tripartite evolutionary game model including the central government, the local government of the operation recipient region, and the resource-exhausted transfer enterprises is established under the assumption of limited rationality. By analysing the evolutionary equilibrium and using MATLAB, for example, analysis, the relationship between equilibrium probability and various parameters, as well as the key influencing factors of equilibrium strategy were explored. The research shows, first, that the degree of punishment imposed by the central government on the local governments, the implementation of regulation by the local governments, and the amount of rewards/punishments implemented by the local governments for transfer enterprises are the key factors affecting evolutionary stability. Second, it shows that the local governments’ penalty for transfer enterprises has a significant impact on the convergence speed of enterprises’ strategic choice to “Completely Control Pollution.” Finally, from the perspective of the relationships between the central government and the local governments, as well as with transfer enterprises, countermeasures and suggestions are put forward to effectively prevent the stress effect of the cross-regional transfer behaviour of resource-exhausted enterprises.

Decentralization policy in Indonesia gives development authority at local government level which cause fragmentation among regions. On the other hand, there are some government affairs that need to be managed jointly between several regions, so that inter-regional cooperation is necessary. Greater Bandung Metropolitan has rapid development from Bandung City to regions arround it. With the increasing of activity rate, good infrastructure planning including transportation system planning are needed. Decision making in planning implies many considerations, so that transaction cost such as information, negotiation, enforcement, and agency were involved. For the purpose of increasing public services, study of inter-regional collaboration models are needed. Based on the analysis, found that there are factors that will cause transaction costs such as unequal distribution of information, conflict of interest, actor who dominates, and lack of commitments of stakeholders. Then the results obtained that the model that appropriate to applied in Greater Bandung Metropolitan is jointly-formed authority, which is an institution consisting of representatives from each local governments and has the authority to execute policy in particular sector.

The study aims to elaborate the management and allocation of village fund from the central and local governments and to formulate management model and documents of strategic plans in the implementation of the fund in the second year as a follow-up development. The research involved village heads and officers in Regional Government of Bone Bolango regency, local public figures, and residents receiving financial support from the village fund. The descriptive qualitative study employed Milles and Huberman analysis method and conducted focus group discussions to obtain the data.The result shows that the implementation of the management model is successful to empower the community, as overviewed from achievements by the Regional Government of Bone Bolango regency. The government’s achievement inspires the central government to allocate more fund to the village in the next year. The village fund of IDR 122,344,494,000 is distributed as follows: 30% of the fund is allocated for the operational budget of the village government and the Village Consultative Body (Badan Permusyawaratan Desa, BPD); moreover, 70% of the fund is distributed for empowerment of the community and enhancement of the village government’s capacity. Henceforth, it is proven that the village fund is optimally conducted as economic leverage for the village to progress and as a helping hand to boost the community’s welfare in Bone Bolango regency.

Besides, village and its governmental implementation has been guaranteed judicially through National Act Number 6 in 2014 about Village. Both national acts have consequences to guarantee realization of good governance of regencies/cities and/or villages so they can perform their autonomy to control and arrange each area of it. The data analyzed as qualitative phenomemologically.Based on research results and discussion, we conclude that (1) Delegation policy implementation model of Regent’s authority to head district at Nias Regency not fully has meaning that the head district acts the regional affairs. This assumed that the delegation of authority to head district from Nias’ regent has not reached the truly authority that actually need to be handed over to head district for decide the fastest people’s sake. (2) Some factors impede the delegation of regent authority to head district at Nias Regency which are: district’s apparatus were classified less than good even form quantity and quality, the budget also classified as could not fulfilled people’s demand about maximum services, and there were no sincerity from technical agency to hand over the job authority to head district, which is, in this case, impressed as a long and compicated process then affects the lateness of law production that became head district’s standard to maximalize service to the people as a realization of authority devolution regent to head district at Nias Regency; (3) Created model in this research was an answer to implementation of authority delegation from regent to head district by looking people substances, regional headman and insitution aside.

This study refers to the influence of the age of local government, status, number of Regional Device Task Force (SKPD), financial autonomy ratios, effectiveness ratios, local income growth ratios, and the quality of local financial reports that exist in local governments as an independent variable on the compliance of local governments to implement government accounting systems as the dependent variable. Using quantitative methods with secondary data obtained from information on the publication of the Indonesian Financial Audit Agency, the Central Bureau of Statistics of the Republic of Indonesia (BPS), and local government reports. The sample used is limited to the municipal and district governments in western Indonesia, which are being evaluated by the Indonesian Financial Audit Agency in the implementation of an accrual base government accounting system of 158 local governments namely 36 cities and 122 districts. Multiple linear regression analysis was used to test the hypothesis. The research is a causality, quantitative research model, and secondary data from local governments throughout Indonesia and secondary data about the compliance of local governments in the application of Government Accounting Standards (SAP) published by the Audit Board of the Republic of Indonesia (BPK). The results of the hypothesis analysis conclude that the status of local government, the ratio of regional government autonomy, and the growth of local revenue significantly influence the compliance of local governments in the implementation of the accrual base government accounting system.

One of the problems that have slowed the progress of the ecotourism model is the absence of legal instruments as the basis for ecotourism policy in NTB. Discusses the government's legal policies in accommodating ecotourism development and the legal policy model of the NTB provincial government. The type of normative legal research and the approach method is the statutory approach. The study results show that, first, the Government's legal policies in efforts to develop ecotourism in the context of statutory regulations have provided guidelines for local governments that have ecotourism potential to develop optimally by providing several incentives and facilities for ecotourism actors. Second, the NTB provincial government legal policy model supporting ecotourism is to create a legal basis for policies in the form of provincial regional regulations on environment-based tourism through indications of regional tourism development programs that be stipulated in a Regional Long-Term Development Plan.Keyword: Legal Policy; Ecotourism; NTB Province. Mengupas permasalahan tentang kebijakan hukum yang diambil pemerintah dalam mengakomodasi pengembangan ekowisata dan model kebijakan hukum pemerintah provinsi NTB. Jenis penelitian hukum normatif dan metode pendekatan yaitu pendekatan peraturan perundang-undangan. Hasil penelitian bahwa, pertama, kebijakan hukum Pemerintah dalam upaya pengembangan ekowisata dalam konteks peraturan perundang-undangan telah memberikan guidelines bagi pemerintah daerah yang mempunyai potensi ekowisata untuk wajib menggembangkan secara optimal dengan memberikan beberapa insentif dan kemudahan bagi pelaku ekowisata. The main key to the implementation of Regional Government (Pemda) in the making of local regulations (Perda) is the well-established organizational communication among the management of the management, so that it can equalize perceptions to support and accelerate development programs in the region. With harmonious organizational communication can be avoided slow process, long-winded, so that it is not efficient which results in the direction of regional development to be inconsistent (Sadu Wasistiono, 2010: 42). For this reason, local government managers should have a partnership and equal relationship. This partnership relationship is important in the process of making a Perda. This study uses a qualitative approach that is focused on identifying the dominant factors that can facilitate the communication of local government organizations in the process of making Perda. Data collection techniques use purposive methods and domain analysis. Thus, this research is expected to be studied in a normative, sociological manner that is comprehensive and holistic. This study resulted in the finding of 4 (four) dominant factors in organizational communication in the Sidoarjo Regency Government which became a catalyst in the implementation of local democracy, namely facilities, budget support, staff competence, and good relations with mass media. Through classifying the flow of communication based on the domain that has been established, the research team can finally build a communication model of the Sidoarjo Regency Government organization in the process of making the Perda. Regional governments and regional intergovernmental organizations play an increasingly important role in land use and transportation planning in many countries. In the U.S., regional organizations such as metropolitan planning organizations provide regional forums and institutions to coordinate actions of local government necessary to overcome collective action problems that result from the fragmentation of local authority. Their regional scope allows them to directly address collaboration problems or broker collaborative arrangements among local governments within their boundaries. Nevertheless, the scale of regional problems often extends beyond the boundaries of these regional entities. Thus, collaboration across regional governance organizations is necessary to address problems that have multi-regional impacts, such as large transportation projects. Extant research generally measures regional collaboration based on counts of collaboration actions undertaken, but this does not account for the fact that some are symbolic, while others require resources and commitment. Drawing insights from the institutional collective action framework, we advance an explanation for how regional organizations overcome collaboration risks to participate in collaborative solutions to regional and multi-regional problems. The analysis employs a unique national survey of metropolitan planning organizations (MPOs) and adds a novel application of item response theory (IRT) to capture differences in risk or difficulty among collaborative actions. The IRT results offer support for our ICA-based explanation of collaboration commitments. The implications of the findings for theory development and empirical study of RIGOs are discussed in conclusion.

This research aimed to develop and coincidentally to improve the planning model of current the regional revenue and retribution (PDRD). This research is also to accommodate PDRD, the managerial capability of government and the regional macroeconomic condition, which have been neglected. Macroeconomic variable selection that influenced PDRD for the two-wheel and four-wheel vehicles were the government expenditure and the interest rate, and for more-than-four-wheel vehicles were the government expenditure and exchange rate. The potential of parking tax which was achieved from the tax payers in the year 2009 reached by Rp733,937,632 and the total value of parking retribution potential in that same year was Rp548,440,103. The attainment of PDRD only around half from its potency. The trend of Financial Capability Index from 2004 to 2008 declined and belonged to medium category. As a whole, the coverage ratio of the regional revenue and retribution of Gresik Municipality was 48.58 percent, which means that the collectiveness of the regional revenue and retribution is considered to be in the condition of far below its optimum level.

AbstractHaving been supressed and denied their rights by successive Syrian governments over the years, Syrian Kurds are now asserting ade factoautonomy. Since the withdrawal of the Syrian President's forces from the ethnically Kurdish areas in the early months of the current civil war, the inhabitants have declared a self-rule government along the lines of the Kurdistan regional government in northern Iraq. For Syrian Kurds, the creation of a small autonomous region is a dream fulfilled, albeit one unrecognized by the international community. Some 15% to 17% of the Syrian population is Kurdish. Whether they can achieve statehood will depend on a reading of international law and on how the international community reacts. There are certain aspects which differentiate Kurdish self-rule in Syria from its counterpart in Iraq.

Indonesia is a country with highest number of smokers in the world with high mortality. The dangers of smoking not only threaten active smokers but also passive smokers. Policies are necessary to protect and reduce its adverse effects of smoking. At the regional level in 2018, the Malang City Government passed a Regional Regulation that regulates Non-Smoking Areas (KTR). The realization and efforts to implement this regional regulation are the objectives of the research. Qualitative method is used, the focus of research is to determine the four indicators popularized by George Edward III. Determination of informants determined by purposive sampling. Primary data was obtained through in-depth interviews, observations, and related document studies. The data analysis technique uses an interactive model according to Miles, Huberman & Saldana. Regional Regulation Number 2 of 2018 in Malang City in its implementation has not run effectively, yet the harmonization of this Regional Regulation with the Mayor's Regulation is the main obstacle. The development of smoking area facilities has not been maximized and the socialization of this regional regulation is still limited to policy implementers.

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

The purpose of the paper is to study the problem of regional security, for which the most urgent is the problem of powers distribution between the central government and the regions. The aim of the paper is to compare the ideas about the essence of regional security in the discourse of state power and the regions in order to find a solution to the possibility of managing the situation of regional security. The research methodology involves the use of comparative analysis, as well as the use of a phenomenological and situational approach, the theory of social services and the dialogue of cultures. The authors argue that the solution of the regional security problem within the framework of the federal state is a continuous process of finding a compromise aimed at an attempt to meet the multidirectional needs, one of which is to ensure the unity, sovereignty and integrity of the Russian Federation; the other is to protect and safeguard the safe existence of regions. Therefore, it is necessary to state that the system of vital interests at the regional level is mobile; it changes under the influence of conditions, security environment. A decisive role in the process of changes in regional interests, and, consequently, regional security, is played by factors prompting the region to take fundamentally important political and other actions, among which discourses of regional security stand out, such as the discourse of state power and regional discourse of security. This orientation determines the novelty of the study, which for the first time is aimed at separating the regional security discourse from the security discourse of state power and substantiating the resolution of the contradiction between them. As a result, the paper examines a regional security model within the framework of the concept of regional security complexes, which offers an analysis of this problem through a critical comparison of the power and regional discourses that have an intellectual impact on the formation of the foreign and domestic political situation in the country at various moments of political reality
