Abstract:
The purpose of this study is to analyze the contribution of Rural and Urban Land and Building Tax (PBB-P2) to Minahasa Regency Regional Revenue, the determinant factor of PBB-P2 revenue which has the most tax objects/subjects but has not contributed to Minahasa Regency Locally-generated revenue (PAD) and Strategies in seeking PBB-P2 in Minahasa Regency to provide real contribution to local revenue. This research method includes a qualitative approach and a quantitative approach to the BPPRETDA case study method. SWOT-Quadrant Analysis. The results of quadrant 1 position score 0.29 external opportunities & 0.12 internal strengths. Progressive action, the SO matrix is recommended by BPPRETDA to increase (NJOP & tax rate 0.3%), increase (officer education, facilities & tax revenue sharing), and collect PBB-P2 data. Potential Determination of Rp.134,128,478,400,- (11% Regional Revenue). It is necessary to determine the (Selling Value of Tax Object (NJOP) of land and buildings to be increased to near market prices with office work and field inspections and to support education, training for officers is needed to continue to be carried out in collaboration with the Ministry of Finance or independently by the Regional Government.

Abstract:
Education contexts engaging in reform, operate in complex environments that require the coherent implementation of education policies. Research highlights that systems that support shared leadership, strong communication practices and a sharp focus on the articulation of shared beliefs, are positioned to support strong policy interpretation though the enactment of school improvement strategies. This paper explores the inter-connected roles of a system middle leader (regional Project Officer) and a school leader (Principal) in interpreting and enacting systemic policy and direction in a state primary school within a regional context in Queensland, Australia. The case study utilised the regional Project Officer and Principal participants as co-researchers and captured their experiences through recorded narratives and narrative inquiry conversations. The thematic data analysis provides useful information about how school leaders can work with system middle leaders and their own school’s teaching teams to proactively grow the capacity, credibility and strength of teachers to translate policy into enacted school improvement strategies.

Abstract:
Training is a short-term education process that uses systematic and organized procedures. Training will be carried out well and correctly and smoothly as planned if supported by adequate education standards. The role of the Instructor is very supportive in enhancing the professionalism of the POLRI Police Officer through the Education and Training Center at the Cisarua National Police, West Java Regional Police is the theme to be studied. The theoretical basis used in this study is the role, coordination and professionalism based on theories and concepts from: 1) Role Theory; 2) Coordination Theory; 3) Professionalism Theory. The research method used is descriptive qualitative, data collection through: observation, interviews, documentation, literature study and questionnaire. The results of the study were obtained: 1) Efforts carried out by carrying out gradual coordination, the appointment of educators: educators must have academic competence, educator competence, have educator certification, and be physically and mentally healthy; 2) Coordination between educators using training management through stages: Planning, pengoranisasian, implementation and control; and 3) The role of the instructor contributes positively to the ability of the trainees which will have an impact on improving the quality of the National Police Officer.

Informants were taken from origin policy makers and stakeholders. Analysis using interactive data analysis which consists of data reduction, data presentation and conclusion. The results show that the employee performance research big hall education and training social welfare (BBPPKS) regional IV of Kalimantan seen the purpose the employee performance, the employee performance standards and motives have not reached the level the employee performance levels while the accountability the employee performance has begun to reach this optimal. In presenting a good financial governance, the Local Government must be able to present the financial statements in accordance with the local government Permendagri 13 of 2006 and the Government Accounting Standards ( SAP ) . To obtain these results certainly not out of the factors that support the implementation of the financial statements as rules / regulat ions, education, experience, commitment to employees, and supporting tools that support the creation of the ability of the involved parties in the preparation of the financial statements of Local Government.The purpose of this research aim to know the influence of competence and independence with quality audit regional inspectorate officers as financial control in the province of North Sulawesi.The Data was collected by survey with questionnaire contain list of question that have to fill by internal auditors in inspectorate as respondent. Technique data analyzing to the test the hypothesis by multiple linear regression using SPSS Ver 19.0.The result by using F-test shows that competence ( X1 ) and independence ( X2) on the test result indicate that the variabel F competence ( X1 ) and independence ( X2 ) has significant correlation with audit quality regional inspectorate officers in the province of north Sulawesi. the result of F test shows that Fhit = 6,016 and Ftab with confidence level 95% df1 ( 2 ) and df2 ( 46 ) is 2,81 at level significance 0,002 < α: 5% ( 0,05) it means Ha could accepted the result of t test show that pnly competence variables that has influence with audit quality in regional inspectorate officers in the province of northSulawesi. t hit, shows 3,864 > t2,014 at level significance 0,000 < 0,05 Independence variable shows thit 0,986 < ttabtab2,014 at level significance 0,329 > 0,05 it means that independent variable didn’t influence with audit quality regional inspectorate officer in the province of north Sulawesi.Key Words : competence, independence

Abstract:
Latar belakang: Petugas kamar jenazah adalah orang yang paling berisiko terinfeksi COVID-19 dikarenakan kurangnya pengetahuan tentang infeksi tersebut pada jenazah. Tingkat pendidikan dan keikutsertaan dalam pelatihan merupakan hal yang dapat mempengaruhi pengetahuan petugas kamar jenazah. Penelitian ini bertujuan untuk mengetahui hubungan tingkat pendidikan dan pelatihan dengan tingkat pengetahuan petugas kamar jenazah tentang COVID-19 pada jenazah. Metode: Penelitian cross sectional menggunakan desain deskriptif analitik. Subjek penelitian 30 responden petugas kamar jenazah dengan teknik total sampling di Rumah Sakit Umum Bahteramas Provinsi Sulawesi Tenggara, Rumah Sakit Umum Daerah Kota Kendari dan Rumah Sakit Bhayangkara Kendari pada bulan Mei 2020 yang memenuhi kriteria inklusi. Instrumen penelitian menggunakan kuesioner. Pendidikan rendah mencakup lulusan SD, SMP dan SMA, sedangkan pendidikan tinggi mencakup lulusan Akademik, Sekolah Tinggi, Politeknik dan Perguruan Tinggi. Pelatihan dikategorikan dalam pernah dan tidak pernah mengikuti. Pengetahuan baik apabila responden mampu menjawab benar dengan nilai 70–100%, sedangkan pengetahuan buruk apabila responden menjawab benar dengan nilai kurang dari 70%. Data dianalisis menggunakan uji Fisher Exact Test. Hasil: 18 responden memiliki tingkat pendidikan tinggi dan 12 responden memiliki tingkat pendidikan rendah. 16 responden pernah mengikuti pelatihan dan 14 responden tidak pernah mengikuti pelatihan. 23 responden memiliki pengetahuan baik dan 7 responden memiliki pengetahuan buruk. Terdapat hubungan yang signifikan antara tingkat pendidikan dan pelatihan dengan tingkat pengetahuan petugas kamar jenazah tentang COVID-19 pada jenazah, masing-masing dengan nilai p=0.029 dan p=0.031. Simpulan: Terdapat hubungan tingkat pendidikan dan pelatihan dengan tingkat pengetahuan petugas kamar jenazah tentang COVID-19 pada jenazah. Kata Kunci: COVID-19, jenazah, pelatihan, pendidikan, pengetahuan Background: The mortuary officer is the person most at risk of being infected with COVID-19 due to a lack of knowledge about the infection in the corpse. The level of education and participation in training are things that can affect the knowledge of the mortuary officer. The aim of this study is to determine the relationship between the level of education and training with the level of knowledge of the mortuary officer about COVID-19 in the corpse. Methods: This study was cross sectional used a descriptive analytic design. The research subjects were 30 respondents of mortuary officers with total sampling technique at the Bahteramas General Hospital of Southeast Sulawesi Province, Kendari City Regional General Hospital and Bhayangkara Kendari Hospital in May 2020 who met the inclusion criteria. The research instrument was use a questionnaire. Low level education includes graduates from elementary school, junior high school and senior high school, while higher education level includes graduates from Academics, Higher Education, Polytechnic and University. Training is categorized as having and never following. Good knowledge is if the respondent is able to answer correctly with a value of 70–100%, while bad knowledge is if the respondent answers correctly with a value of less than 70%. Data were analyzed using the Fisher Exact Test. Results: 18 respondents had a high level of education and 12 respondents had a low level of education. 16 respondents have attended training and 14 respondents have never attended training. 23 respondents have good knowledge and 7 respondents have bad knowledge. There was a significant relationship between the level of education and training with the level of knowledge of mortuary officers about COVID-19 in the corpse, with p = 0.029 and p = 0.031, respectively. Conclusion: There is a relationship between the level of education and training with the level of knowledge of mortuary officers about COVID-19 in the corpse. This study analyzes the social implementation of voter registration policy in the regional head elections in North Sulawesi Province in 2017. According to the eligible residents in the constituency, the process of voter registration through voter list update to produce a voter list is completely fulfilled voting rights. Thus, during the vote, those who have the right to vote can exercise their voting rights. But in the course of the trip, the administrative activities of the preparation of voter lists by the Voter Data Update Officer (PPDP) conducted Matching, and Research (Coklit) encountered obstacles, voter data collection in each village clashed with the constraints of population indifference to be registered as voters and the obligation of recording electronic ID cards, the socio-economic condition of the community that the majority as farmers prioritize their time and needs with agricultural activities and on the other hand the migration of population because of duties and jobs and work and education outside the electoral district.

Abstract:
Infant mortality has a close relationship with the quality of maternal care, so the process of childbirth and baby care must be in an integrated system at the national and regional levels. The study was conducted at Dr. Pirngadi Hospital Medan 2019. The research aims at describing the administration and management of PONEK, describing the adequacy of PONEK HR, and describing the fulfillment of PONEK facilities. This research approach is descriptive qualitative with data collection techniques through interviews. The informants of this study were the PONEK Implementation Team and the PONEK Management Team with a total of 8 people. The research instrument was the researcher himself and the collection of data through interviews and documentation. Processing and analysis of data used in the Content Analysis method. The results of the study were that the PONEK funding source comes from the Regional Public Service Agency. Incorrect PONEK Team Placement. Many PONEK Team members have not yet received PONEK training and certificates. 24-hour PONEK facilities. Blood supply of RSUD Dr. Pirngadi Medan is a Blood Transfusion Unit. The conclusion of the research is that management and administration are less than optimal. The PONEK executive officer does not get special PONEK incentives. The placement of Human Resources in implementing PONEK officers is not in accordance with their main tasks and functions, many PONEK Team members have not received PONEK certificate training but have provided emergency obstetric services. PONEK facilities serve 24 hours. The suggestion is that the budget for the procurement of facilities be proposed in the Regional Revenue and Expenditure Budget / Medan Government so that the Regional Public Service Board budget obtained by the hospital can be used optimally for the need to improve PONEK training and provide special PONEK incentives for PONEK implementing officers. Abstrak Kematian bayi mempunyai hubungan erat dengan mutu penanganan ibu, maka proses persalinan dan perawatan bayi harus dalam sistem terpadu di tingkat nasional dan regional. Penelitian dilakukan di RSUD Dr. Pirngadi Medan Tahun 2019. Penelitian bertujuan mendeskripsikan administrasi dan pengelolaan PONEK, mendeskripsikan kecukupan SDM PONEK, dan mendeskripsikan pemenuhan fasilitas PONEK. Pendekatan penelitian ini deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara. Informan penelitian ini Tim Pelaksana PONEK dan Tim Manajemen PONEK dengan jumlah seluruhnya 8 orang. Instrument penelitian adalah peneliti sendiri dan pengumpulan data melalui wawancara dan dokumentasi. Pengolahan dan analisis data menggunakan metode Content Analysis. Hasil penelitian adalah Sumber dana PONEK berasal dari Badan Layanan Umum Daerah. Penempatan Tim PONEK yang tidak sesuai. Banyak anggota Tim PONEK yang belum mendapatkan pelatihan dan sertifikat PONEK. Fasilitas PONEK 24 jam. Persediaan darah RSUD Dr. Pirngadi Medan bersifat Unit Transfusi Darah. Kesimpulan penelitian yaitu Pengelolaan dan administrasi kurang maksimal. Petugas pelaksana PONEK tidak mendapatkan insentif khusus PONEK. Penempatan Sumber Daya Manusia petugas pelaksana PONEK tidak sesuai tupoksinya, banyak anggota Tim PONEK yang belum mendapatkan pelatihan sertifikat PONEK tetapi sudah memberikan pelayanan obstetri emergensi. Fasilitas PONEK melayani 24 jam. Saran yaitu anggaran pengadaan fasilitas diusulkan dalam Anggaran Pendapatan dan Belanja Daerah/Pemerintah Kota Medan, sehingga anggaran Badan Layanan Umum Daerah yang didapat rumah sakit bisa digunakan secara maksimal untuk kebutuhan meningkatkan pelatihan PONEK dan pemberian insentif khusus PONEK bagi petugas pelaksana PONEK.

Abstract:
As for as India is concerned many Indian languages have become threatened and even endangered because of globalization. In India, English is thriving and is used widely by the young generation, and this is one of the reasons leading to the extinction of native or regional languages. Today Hindi is also expanding and because of this many regional languages will become extinct. In the State of Meghalaya there are three basic tribes known as Khasi, Garo and Jayantia. They speak either Khasi, or Garo, but their dialects differ. Even the Khasis who are living in East Khasi Hills, especially in Shillong have different dialects as compared to the other Khasis. These languages are used by many but they do not have their own scripts. That is why these languages were not placed in the Eighth Schedule of the Constitution of India. A speaker of any language which is not in the Eighth Schedule, cannot be awarded the Jnanpith Award and furthermore their languages cannot be the medium of the UPSC. Article 29 of the Constitution of India mandates that no discrimination would be done on the ground of religion, race,, caste or language and Article 30 mandates that all minorities, whether based on religion or language, shall have the right to establish and administer educational institutions of their choice. In addition, the Legislature of a State may by law adopt any of the languages to use in the state. Article 350 B of the Constitution says that there shall be a Special Officer for linguistic minorities and he/she has to be appointed by the President. It shall be the duty of this Officer to investigate all matters relating to the safeguards provided for linguistic minorities under the Constitution and report to the President upon those matters. Protection of the regional languages has been provided in the Constitution and it is the duty of the educational institutions to provide basic education to the children in their own vernacular languages should they want to be educated in their vernacular language.

Abstract:
This study aimed to determine how the planning, organizing, implementing and monitoring of the CSR (Corporate Social Responsibility) of EMP Malacca Strait SA in the field of education in Kepulauan Meranti Regency of Riau Province, held from June 2016 to September 2016. The research approach used was the qualitative approach (qualitative research). This qualitative research was more specifically directed to the use of the case study method. Data were collected from interviews, observations, study and documents. The data analysis used a method collated by Mathew B. Miles and Michael Huberment, which is called the interactive data analysis models by Burhan Bungin. Data were collected from interviews, observations, study and documents. The analysis consisted of three flows of activities that occurred simultaneously, namely induction, data presentation and conclusion/verification. The results showed that the planning of CSR education program was carried out together with stakeholders at the operation (collaborative), and this ensured that EMP MSSA’s CSR program was an integral part of the purpose or goal of the society at the local site. EMP MSSA organized the program by creating an internal special unit assigned to supervise the program; meanwhile, the special unit was under the control of the Communication Manager, who was assisted by the CSR Coordinator and CSR officer, who have competence and experience in handling CSR program. The CSR program of EMP MSSA was implemented in physical and non-physical forms, such as formal and non-formal education scholarships and education infrastructure assistance. This CSR program was conducted through ongoing assistance by the CSR Officers of EMP MSSA team so that all programs will benefit every year by involving the Community, the Company, and the Regional Government. The outcome of the CSR programs, both physical and non-physical education was directly very supportive of educational activities and the human resources in the District of the Kepulauan Meranti.Keywords: Corporate Social Responsibility (CSR) and education sector

Digital innovation is becoming a strategic priority for business and IT leaders in many companies. This article explores digital innovation at Six Flags Entertainment Corporation, the world's largest regional theme park company, with emphasis on the strategic leadership role of its Chief Information Officer (CIO). The article shows that digital innovation requires appropriate technology infrastructure, organization, leadership skills and a systematic process to evaluate existing and emerging technologies. Innovation ideas may come from many internal or external sources. Five digital initiatives illustrate how digital innovation can create new revenue streams and transform customer experience. Insights are provided on how to justify such initiatives and how to strike the right balance between a focus on innovation, while meeting the traditional operational needs. Overall, a focus on digital innovation is an opportunity for a strategic role of IT leaders, but that requires new skills and new education.

This paper reports on findings from four case studies, as part of a large-scale study undertaken to evaluate the KindiLink initiative across Western Australia in remote, regional and metropolitan communities. KindiLink is an educator-led playgroup initiative in public school sites in Western Australia targeted at Aboriginal children and their families. KindiLink aims included the cultivation of Aboriginal families’ and children’s developing sense of belonging and engagement at their local primary school. A constructivist paradigm was used to describe the subjective experiences of individuals, which was important to ascertain if the aims of KindiLink had been met. To complement the meaning-making of the experience, qualitative data were collected via detailed studies of four KindiLink sites to capture similarities and differences of the settings and gain depth of experience through the voices of the participants. The study found KindiLink successfully connected Aboriginal children and families to schools and built a sense of belonging and productive relationships between families, staff, school and the community in a culturally safe space. Furthermore, KindiLink developed the capacity and confidence of parents as their children’s first teachers and supported the home learning environment. The Aboriginal Indigenous education officer in each programme was critical to the engagement of Aboriginal families and acknowledgement of cultural aspects important to children’s growing cultural identities. The relationships built between KindiLink staff and families, and between families, were important for children’s and their families’ growing sense of belonging to the school, which assisted participation at school.

In this critical autoethnography, the author counter/narrates how she has navigated the dual pandemics of COVID-19 and structural racism predicated on over four centuries of racial oppression that reached a zenith on May 25, 2020, when George Floyd was murdered by a White police officer. As an Asian American woman dean of education at a White-dominated regional university, she weaves in between the past and present to discuss the multilayered intersections between the lives and livelihoods of Asian Americans and Black Americans by theorizing contemporary meanings of the historic slogan from the 1960s: “Yellow Peril Supports Black Power.” She reflects on a few critical moments during the dual pandemics where she has navigated predominantly White spaces that have attempted to center tired-old platitudes around justice for George Floyd despite the daily persistence of blatantly and subtly racist practices against individuals who are Black, Indigenous, and People of Color.

The purpose of this study was to determine the effect of providing education on increasing knowledge, attitudes, and behavior of medical officers in solid medical waste management at the Regional General Hospital dr. Zainoel Abidin Banda Aceh, Indonesia. The research design used was a quasi experiment with the Wilcoxon comparison test. The research sample was the medical officer of dr. Zainoel Abidin Banda Aceh as many as 94 people who were divided into treatment and control groups. Knowledge, attitude, and the behavior of medical personnel was measured by interview using a questionnaire. The results showed that there was an effect of educational interventions on increasing the knowledge, attitudes, and behavior of medical personnel in the management of medical solid waste in the treatment and control groups (p <0.05). The results of the Wilcoxon test between the treatment groups on knowledge, attitudes, and behavior before and after the educational intervention showed a significant difference (p = 0.000), whereas in the control group between before and after the educational intervention did not show a difference with the p-value of knowledge (p = 0.102); attitude and behavior (p = 0.157). In the control group, the level of knowledge, attitudes and behavior tends to remain at a sufficient level. The conclusion of this study shows that educational interventions can provide an increase in the knowledge, attitudes and behavior of medical personnel in implementing solid medical waste management at dr. Zainoel Abidin Banda Aceh.

The standards recommended at the United Nations Inter regional Seminar on Standards for the Training of Prosthetists in Holte, Denmark, in 1968 were universally accepted as being ideal, practical and economical. As these standards and the services to patients are not always observed, world wide, a study was made to investigate the situation in Australia. Australia is a federation with responsibility for health and education vested in six States. The Federal Government is the principal taxing authority with the States dependent on it for financing services. The isolation of Australia led the Government during 1960 to send a rehabilitation medical officer to survey the system in Europe and North America. The best features of overseas practice became the basis for updating an Australian Service and establishing the Central Development Unit. The Artificial Limb Service is based on clinical care, formal in-service training of limb makers and fitters, patient training by therapists and the purchase of components from mass producers. The Service is answerable to lay and medical staff in the State Branches and to the Central Office of the Department, located in Canberra. The division of responsibility between the State and Federal Governments seems to lead to competition for control of services rather than to an integrated plan for Prosthetic-Orthotic training with services. Industrial conflict due to a perceived threat of the supplanting of apprentices by formally trained prosthetists-orthotists has also adversely affected development. In this paper the views of Government authorities, medical prosthetic prescribers and of personnel who conducted a pilot study in delivery of a prosthetic service are discussed.

85 Background: Texas Oncology (TXO) is a dedicated oncology practice consisting of more than 400 physicians and 57 radiation oncologists at 52 sites of service. In order to enhance communications of the rad onc team, establish accountability by using metrics, and engage continuous improvement, we initiated a program to establish regional quality committees in each radiation oncology practice site. Methods: In 2015, the TXO leadership approved the formation of Regional Quality Committees (RQC) at each site. The key members of each RQC include a Physician Chair, a Physicist Co-Chair, Chief Therapist, Radiation Safety Officer, Dosimetrist, and Nurse. Meeting frequency was recommended monthly, but quarterly meetings were required. Meeting documentation reporting was required including a formal agenda, minutes for items discussed, and listing of attendees. Metrics with regard to RQC activities were reported and recorded beginning in 2016. The 2016 Action plan for the RQC at each site included documentation of timeout procedure, regular chart rounds, new patient conference, as well as a mortality and morbidity conference. Results: See table. Conclusions: Within 3 calendar quarters, a functional RQC was established in all 52 radiation oncology practice sites within TXO. Compliance with the action plan was high with regard to action items not requiring multiple physician participants (RQC committee, timeout, chart rounds, CQI projects, performance metrics). Compliance was lower in activities that required multiple physician participation. Verbal feedback was positive regarding the RQC program. Respecting time demands of physicians, education, and communication were identified as key success factors in the RQC program. [Table: see text]

Introduction:Beginning Education at Central Coast Hospitals (BEACCHEs) was developed as an experiential wilderness experience to assist with student exposure to new hazards when commencing at a coastal regional hospital. The coast has several hazards which are specific to the area.Aim:To provide students with first responder education for situations commonly encountered on the Central Coast.Methods:Sessions on first responder training specific to coastal and remote locations included: first aid and surf safety with the Ocean Beach Surf-Lifesaving Club and anti-venom education with the Australian Reptile Park. Education was provided regarding the transition from academic to clinical medicine including support and workload management. A two-day workshop was held on the Central Coast. Pre- and post-workshop surveys were conducted with a combination of matrix questions, Likert response scales, and long answer questions. Ethics was obtained. Both quantitative and qualitative responses were analyzed.Results:Excellent feedback regarding this program was received. All students reported an increase in knowledge in all three domains of critical medicine and evacuation issues, student health and workload management, and Central Coast community and environment. The areas of greatest knowledge in each of these domains were the management of surf incidents, signs and symptoms of PTSD, and Central Coast marine and ocean environment. A confidence increase was seen in responding effectively to an emergency, particularly, in response to improvisation in the field. All findings were statistically significant with all P-values <0.01.Discussion:The addition of BEACCHEs to the orientation of medical students at the Central Coast Medical School has demonstrated to be an effective program for allowing students to adjust more quickly to the new clinical environment. Following the success of this program, BEACCHEs is expected to become part of the new Junior Medical Officer orientation in 2019.

Purpose: The purpose of this paper is to discuss how far the linkage between the village and regional planning as well as the obstacle in preparing the RPJM Desa. This paper also aims to enhance the village officer in preparing village development and community empowerment planning related to Belitung Geopark. Methodology: This research is descriptive research with a qualitative approach. It used secondary data from RPJM Kabupaten of 2012-2017 and RPJM Desa documents. Meanwhile, the primary data was obtained from in-depth interviews. Results: The linkages between RPJMD and RPJM Village as much as 35% are strong, 62% are medium and 3% are weak, while those that are not related are 0%. There is still a weak link between RPJMD and RPJM Village due to problems in village RPJM development such as time issues, changing regulations change, village companion, coordination, motivation, and education. Implications: guidelines for preparing the RPJMDes that specifically specify the need for and how to technically harmonize the direction of development policies in the districts so that the pace of district development is aligned to the village. As well as the necessary training/practice in the preparation of the RPJMDes based on the guideline document, it is necessary to equalize perceptions between the DPOs, village stakeholders, and village facilitators.

This research studies the technical efficiency of Tax Offices (KPP) in Indonesia by applying stochastic frontier analysis model. Observation was in the form of data aggregation at the level of province to all Tax Offices in Indonesia, besides those within the scopes of the Large Taxpayer Regional Office and Jakarta Special Regional Offices for approximately seven years (from 2010 to 2016). Results of the analysis show different rates of technical efficiency in inter-provinces taxation. Analysis on the efficiency determinants reveals a number of internal factors contributing to the technical efficiency of taxation, like the audit effort and external factors, such as community education level. Increase on these two can improve the efficiency and productivity of tax offices.

The Paul A. Stellhorn Undergraduate Paper in New Jersey History Award was established in 2004 to honor Paul A. Stellhorn (1947-2001), a distinguished historian and public servant who worked for the New Jersey Historical Commission, the New Jersey Committee (now Council) for the Humanities, and the Newark Pubic Library. An especially active and effective member of the New Jersey history community, he did much to expand the audience for New Jersey history and was an effective advocate for public history and a vigorous supporter of scholarship and publication about the state’s history. As a program officer and a grants administrator he helped many of our present historians and humanities scholars to achieve their goals, whether as scholars, history agency personnel, or educators. He earned a Ph.D. in American History from Rutgers University with a dissertation about Newark during the era of the Great Depression. He was the author or editor of many works about New Jersey’s past, especially about its urban history. The Stellhorn Awards consist of a framed certificate and a modest cash award, presented at the New Jersey Historical Commission’s Annual Conference. This activity is very important to improve the ability of prospective teachers, because theoretical knowledge has not been able to equip the teaching practice. The practice of teaching at schools provides a real experience for students in the real class, because theoretical knowledge through the process of learning in the classroom can not equip the teaching practice. Faculty of Teacher Training and Education of Indonesia Open University (UT) with distance learning system has designed Teaching Practice through Praktek Kemampuan Mengajar (PKM) course with 3 credit score. PKM is implemented in the schools where they teach and are guided by two supervisors. The PKM exam is conducted at the designated centre schools at each UT Regional Office . This study is aimed to evaluate the activities of PKM students of Economic Education Studies Program FKIP UT in UT Regional Office. The study was conducted at 12 UT Regional Office samples involving respondents consisting of UT students and UT Regional Office staff. The results showed the level of independence of students doing PKM was quite high (72%). This level of independence needs to be supported by a 43% improvement in preparation and administrative services at UT Regional Office. In the implementation of teaching practice in schools, in average 53.14% Supervisor 1 and 63.86% Supervisor 2 always provide direction in accordance with UT standards. While 62.5% of Headmaster Sentra has role in accordance with its function.

IntroductionTraumatic injuries constitute a major cause of mortality and morbidity. Still, the public health burden of trauma in Norway has not been characterised using nationwide registry data. More knowledge is warranted on trauma risk factors and the long-term outcomes following trauma. The Injury Prevention and long-term Outcomes following Trauma project will establish a comprehensive research database. The Norwegian National Trauma Registry (NTR) will be merged with several data sources to pursue the following three main research topics: (1) the public health burden of trauma to society (eg, excess mortality and disability-adjusted life-years (DALYs)), (2) trauma aetiology (eg, socioeconomic factors, comorbidity and drug use) and (3) trauma survivorship (eg, survival, drug use, use of welfare benefits, work ability, education and income).Methods and analysisThe NTR (n≈27 000 trauma patients, 2015–2018) will be coupled with the data from Statistics Norway, the Norwegian Patient Registry, the Cause of Death Registry, the Registry of Primary Health Care and the Norwegian Prescription Database. To quantify the public health burden, DALYs will be calculated from the NTR. To address trauma aetiology, we will conduct nested case–control studies with 10 trauma-free controls (drawn from the National Population Register) matched to each trauma case on birth year, sex and index date. Conditional logistic regression models will be used to estimate trauma risk according to relevant exposures. To address trauma survivorship, we will use cohort and matched cohort designs and time-to-event analyses to examine various post-trauma outcomes.Ethics and disseminationThe project is approved by the Regional Committee for Medical Research Ethics. The project’s data protection impact assessment is approved by the data protection officer. Results will be disseminated to patients, in peer-reviewed journals, at conferences and in the media.

This study used a survey research method, where the research instrument was a tested questionnaire and met the validity and reliability test requirements. Data were analyzed using multiple regression analysis. The population in this study were all employees at the Education and Culture Office of the Sangihe Islands Regency totaling 70 people, while the number of samples was 60 people. The results show that there is an influence of the work environment on the performance of employees at the Regional Education and Culture Office of the Sangihe Islands Regency, there is an influence of work ethic on the performance of employees at the Regional Education and Culture Office of the Sangihe Islands Regency, and there is a joint influence on the work environment and work ethic on the performance of employees at the Regional Education and Culture Office of Sangihe Islands Regency.

She graduated from the 24 th high school and zoo-engineering faculty of the Poltava Agricultural Institute.From 1977 to 2006 she worked at the Institute of Pig Breeding of the UAAS. During 1990–1993 she went to graduate school of the same scientific institution. Since 2006 he has been working as a leading researcher, since 2008 – chief researcher at the gene pool laboratory of the breeds of the Institute of Animal Breeding and Genetics of UAAS. In 2008, Svitlana Voitenko was appointed head of the genetic resources sector in the pig breeding of this institution. Since February 2010, Svitlana Voitenko begins her pedagogical activity as the head of the breeding and genetics of agricultural animals department of the Poltava State Agrarian Academy. From September 2019 to the present time he has been working as the Chief Scientific Officer of the Institute of Animal Breeding and Genetics nd. a. M.V.Zubets of NAAS. The degree of Candidate of Agricultural Sciences in the specialty "Breeding and Breeding of Animals" on the basis of the defense (1994) of the dissertation on the topic "Selection and genetic characteristics of pigs of Myrhorod breed and their use in combination with boars of the parental form". The senior scientist was awarded the academic title in 2001. In 2008 she defended her dissertation for a scientific degree on "Methods of improvement of pigs of the Myrhorod breed and preservation of her gene pool". Professor she was awarded the academic title in 2013. Professor S. Voytenko's research is aimed at developing breeding and genetic methods for improving the productivity of farm animals and controlling product quality, as well as maintaining the gene pool of small local pigs of Ukraine. Under the methodological guidance of S. Voitenko new lines and families in the Myrhorod breed were created and tested. She participated in the development of the State Standards of Ukraine.She has published about 250 scientific papers. She is active in inventing activities, has 11 patents and copyright certificates for inventions. Under the methodical guidance of S. Voitenko, 7 PhD theses are defended and another 1 graduate student is being trained. The SouthEast Atlantic Coastal Ocean Observing System (SEA-COOS, www.seacoos.org) is a regional partnership that has initiated an integrated coastal ocean observing system for a four-state (North Carolina, South Carolina, Georgia, and Florida) region of the southeast coastal United States. The long-term intent of SEA-COOS is to establish a regional coastal ocean observing system that will be part of the coastal component of the national Integrated Ocean Observing System (IOOS) envisioned by Ocean. US. SEA-COOS was initiated in September, 2002 with funding from the Office of Naval Research (ONR) as a coordinating and enhancing effort between several existing subregional-scale efforts in the southeast, the Sea Grant Offices from the four states, and a number of federal agencies. This article briefly describes the essential elements of an observing system, the region-wide observations, overlapping circulation models, data management capabilities, and outreach and education activities of SEA-COOS, at present and planned for the coming year. Development of a governance system has also been pursued, and an initial structure is in place for SEA-COOS.

Clans in Mumias East Sub-County have been in conflict from time immemorial. Strategic coordination amongst key actors has been seemingly lacking in conflict management and peace building. The general objective of the study was to examine inter-clan conflicts influence on socio-economic development in Mumias East Sub-County, Kenya. The Objective of this study was to examine the nature and extent of inter-clan conflicts in Mumias East Sub-County, Kenya. Theories employed were; Intergroup Contact theory and linear stages of growth theory. The study employed descriptive, Evaluation, Historical, Ranking and cross sectional research designs. The study population comprised Assistant-Chiefs, Clan Chairpersons, MCAs, Ward Administrators, CBOs, Religious Leaders, deputy County commissioners, Assistant County Commissioners, Sub-County Administrator, Police, Probation Officer, Village Elders, Chiefs and Households Heads totaling to 475 respondents. Primary Data collection was done using Questionnaires, Interviews schedules, Observations checklists, and focus Group Discussion (FGD) guides. Secondary sources included relevant documents and reports. Qualitative data was analyzed using thematic narratives. Quantitative data was analyzed using Statistical Package for the Social Sciences (SPSS) and Microsoft excel to obtain measures of central tendency, Ranking was done and Charts were used to present data. Results indicate that majority of the respondents 47% agreed that conflicts occur very often in Mumias East Sub-County. The study sought to establish the extent of inter-clan conflicts in relation to gender, age, occupation, Marital status level of education, per location and in shopping centres. The types of conflicts addressed are; leadership wrangles, land ownership, land boundaries, political competion and resource distribution. The study established that (48.7%) strongly agree that inter-clan conflicts disrupt learning in Mumias East Sub-County. For the effects on property, (49.9%) strongly agreed that residents of Mumias East lost property during conflicts. Majority of the respondents (78%) agree that a number of development projects in the study area stalled due to inter-clan conflicts.

Historians and political sciences have begun to discuss how and when postwar Germany overcame its authoritarian past and reestablished democracy and a tolerant civil society. This article argues that the national and regional Offices for Political Education have contributed significantly to the recivilizing process. The article provides the first preliminary academic attempt to outline the offices' historical background, their changing institutional structure, and their place in the civic education context since the mid 1950s. A series of case studies examine the historical literature disseminated by specific offices to illustrate the process of overcoming a problematic past and constructing new identities. In turn, the historical role models promoted by the offices, the manner in which federalism was presented, the timing of and fashion in which the Holocaust became a significant theme and the way in which regional identities were understood and fostered, are examined. These cases illustrate how historical information was employed, at first in fairly simple and propagandistic fashion, but always to inculcate democratic and civil norms. The question of the impact of the offices' work is left open, since research on reception has yet to be undertaken, but some evidence about their important contributions to reshaping German values is provided.

Objective - This study aims to provide empirical evidence about the influence of the characteristics and the regional head of local government performance. Methodology/Technique - Local government performance is measured by the value of the performance evaluation of local government providers (EKPPD) derived from reports organizers of local government (LPPD). To realize the required capability of regional leaders and adequate competence in the regional administration. The population of this research is all the district / city in Indonesia in 2011. Total the study sample was 149 Government by using purposive sampling. The analytical tool used is linear regression. Findings - The results of this study indicate that the characteristics of elected regional head (term of office, incumbent, age, education). After the interaction, both individually and with other regional chief characteristics affect the regional head performance. Characteristics age was not significant individually or no effect but when the age of the head of educational interaction regions become influential attributes that the level of education to be important in the field of financial management to achieve good financial performance area. Novelty - The capability can be attributed to education, tenure, and age as the upper view eschelon theory. Fox Chase Cancer Center Partners (FCCCP) is a community hospital/academic partnership consisting of 25 hospitals in the Delaware Valley. Originally created in 1986, FCCCP promotes quality community cancer care through education, quality assurance, and access to clinical trial research. An important aspect of quality assurance is a yearly medical oncology audit that benchmarks quality indicators and guidelines and provides a roadmap for quality improvement initiatives in the community oncology clinical office setting. Each year, the FCCCP team and the Partner Medical Oncologists build disease site- and stage-specific indicators based on National Comprehensive Cancer Network (NCCN) Clinical Practice Guidelines in Oncology. Concordance with multiple indicators is assessed on 20 charts from each community practice. A report for each FCCCP medical oncology practice summarizes documentation, screening recommendations, new drug use, and research trends in a particular disease site. Descriptive statistics reflect indicators met, number of new cases seen per year, number of disease site cases from tumor registry information, and clinical trial accrual total. Education and documentation tools are provided to physicians and oncology office nursing staff. The FCCCP Clinical Operations Team, consisting of medical oncologists and oncology-certified nurses, has conducted quality audits in medical oncology offices for 7 years using NCCN-derived indicators. Successful audits comprising gastric, colorectal, and breast cancer have been the focus of recent evaluations. For the 2005 stage II/III breast cancer evaluation, mean compliance per parameter was 88%, with 15 of 16 practices achieving mean compliance greater than 80%. A large-scale quality assurance audit in a community cancer partner network is feasible. Recent evaluation of localized breast cancer shows high compliance with guidelines and identifies areas for focused education. Partnership between academic and community oncologists produces a quality review process that is broadly applicable and adaptable to changing medical knowledge.

However, the IAU General Assembly decision in 2009 opened new opportunity for countries and professionals to deeply look into Astronomy and its role in development. Then, the subsequent establishment of regional offices in the developing world is helping countries to integrate astronomy with other earth and space based sciences so as to progressively promote its scientific and development importance. Gradually nations have come to know that space is the frontier of tomorrow and the urgency of preeminence on space frontier starts at primary school and ascends to tertiary education. For this to happen, member nations in east African region have placed STEM education at the center of their education system. For instance, Ethiopian has changed University enrollment strategy to be in favor of science and engineering subjects, i.e. every year seventy percent of new University entrants join science and engineering fields while thirty percent social science and humanities. Such bold actions truly promote astronomy to be conceived as gateway to science and technology. To promote the concept of astronomy for development the East African regional office has actually aligned it activities to be in line with the focus areas identified by the IAU strategy (2010 to 2020).

The purpose of this study was to determine the effect of employee performance and leadership effectiveness on organizational performance in the Maluku Province Education Office. The sample in the study involved 276 employees from the education office, as well as the Regional Office of the Ministry of Education and Culture collected through survey methods and analyzed using causal correlational techniques. The results indicate that there is a significant influence between employee performance and leadership effectiveness on organizational performance. This is because the success shown through employee performance and supported by the effectiveness of optimal leadership, so that organizational performance can be achieved successfully. Every employee at the Maluku Province Education Office can work collectively as a unified entity in carrying out the interests of the organization, so that the resources of employees through the performance shown can be organized effectively in achieving organizational goals.

The law on National and Ethnic Minorities and Regional Language of 2005 regulates not only matters related to the preservation and development of the cultural identity of national and ethnic minorities in Poland, but also the problem of bilingualism, auxiliary language and bilingual names. It allows minorities living in Poland to express and emphasize their presence, among other things, by placing names in the minority language on signs next to the official names of places and physiographic objects. Polish society was most concerned about the introduction of dual place names and the use of minority languages as auxiliary languages in offices in some municipalities in Poland, especially in Upper Silesia. Issues of cultural cultivation and the use of education aroused far fewer objections and did not cause doubts.This article shows not only the origins and the role of the introduction of bilingual village and office signs and the German language as the auxiliary language in offices in Upper Silesian municipalities (in the provinces of Opole and Silesia), but also the perception of this phenomenon by both the German minority and the majority society. This paper also presents the legal and sociological aspects of the discussed issues.

AbstractThis article stems from an informal inquiry into how military history was employed in British and North American centres for higher military education to prepare officers for deployment to Afghanistan. The discussions were conducted with professional military educators who were actively teaching in institutions tasked with educating middle and senior ranking officers. When questioned about course reading materials and texts, there was little commonality of approach between the three North Atlantic Treaty Organisation (NATO) allies. There was, however, a common working assumption that the only applicable military history lessons were those drawn from the three Anglo-Afghan Wars fought in 1839–1842, 1878–1880 and 1919 respectively.When asked about the linkages of Afghanistan to Pakistan and the wider South Asian region, there was a begrudging admission that the war in Afghanistan could not be fought in isolation and that any lasting peace had to be considered within a greater regional framework. Yet when it was posited that there may be benefit to a wider approach to the applicability of regional military history, those queried could see little to no benefit in considering any military history lessons but those derived from the three previously cited Anglo-Afghan Wars. This paper suggests that if military history has a useful role to play in contemporary conflict analysis and, more importantly, professional military education, then there is merit in considering a wider historic canvas and that the events of Hindustan's military past lend themselves to such an application.

The problem formulation in this research is how the role of the land office in order to settle the land dispute mediation in the Land Office of Boyolali Regency and what are the constraints of the mediation in land disputes in the Land Office of Boyolali Regency. This research is a legal juridical empirical research or legal sociology research. It it kind of research that analyzes a problem by combining secondary data (legislation) with primary data obtained in the field. The result of this research is that the role of Land Affair Office of Boyolali Regency in the effort of settling land dispute through mediation is as mediator who is responsible for assisting the parties in dispute to produce agreement received by the all parties. The parties assist to end up the dispute, then pour the result of mediation into the Minutes of Mediation. In the event of mediation, when the agreement is reached, the parties are willing to implement the mediation decision. However, if in mediation is not reached agreement, the District Office of Boyolali Regency will invites the parties to process through litigation (court). In the implementation of mediation at the Land Office of Boyolali Regency, there are obstacles, namely: (1) The absence of the parties in dispute, (2) there is no good intentions from each party in dispute, (3) Differences in ability and education among the parties, (4) The role of Land Office of Boyolali Regency is only as mediator, it cannot be as a decision maker/court.Keywords: Settlement Of Land Dispute, Mediation, Land Office.

The purpose of the study was to investigate the Practices of Cluster Supervision in Jimma town primary schools. To achieve this purpose, descriptive survey research design was employed as it helps to describe the status of the cluster supervision. Accordingly, 11 primary schools were selected by using stratified sampling technique from five Cluster Resource Centers (CRCs). From the 11 primary schools 126 teachers were selected using simple random sampling technique to represent the population. Moreover, 26 school principals, 5 CRC supervisors, and 1 Education Office Supervision Coordinator were included by purposefully. Data were collected using questionnaires, interview, observation and document analysis. Frequency, percentages, Mann Whitney U Independent Sample Test and Chi-square were used to analyze the quantitative data. The qualitative data was analyzed thematically. Consequently, the obtained results revealed that the CRC supervisors were not effective in promoting teachers professional development and instructional skills. They were not also able to frequently visit schools and classroom for closer support. Even though cluster supervisors support the schools’ management in ensuring good governance and providing timely information, they were not able to adequately enhance the school principals’ planning, decision making and internal management capacity. Moreover, the supervision practice was not successful in creating strong collaboration between all stakeholders. In conclusion, cluster school supervision is highly challenged due to lack of practical competence and adequate preparation of supervisors on one hand and the poor working conditions of supervisors on the other hand. Therefore, it is recommended that Regional Education Bureau and Jimma Town Education Officers work in collaboration with Jimma College of Teacher Education and Jimma University to provide adequate training for cluster supervisors in the town Jimma town supervision coordinator should also work very closely with the cluster supervisors in identifying the important training needs and providing accordingly to improve the quality of supervision that impact positively the quality teaching and learning. Finally, the Jimma Twon Education Office should allocate adequate budget and create conductive working conditions to achieve the objectives of teaching and learning.

Abstract In Turkey, digitalization of curricula, teachers, course materials, and educational technologies is relatively slower when compared with the ones in economic sectors and state services in general. In this study, we proposed a model for a new generation university in a digitalized society. The Council of Higher Education classifies universities in three categories (mission) to respond to technological and economic developments in the societal life: research, regional-development oriented and thematic universities. At national level, a digital transformation office acts as a coordination and orchestration body among governmental institutions in order to carry and transform public services into digital environment. The private sector naturally has to be digitalized by national and international severe competition. The tool developed in this study based on the model developed by Toprak et al. (2019). That model aims to compensate for coordination gaps in the traditional university hierarchical structure, which is designed as department, faculty board, university board and senate, from administration to governance. Five innovations can be mentioned in terms of organizational and functional configuration of a university model proposed there: (i) profile of graduate and mission of the new generation university in the fields of education, research and community services, (ii) policy development and implementation offices, (iii) university ecosystem consultation and steering committee and other committees and boards, (iv) concept courses and branded courses, (v) coop education and solution partnerships. The Rector’s Office acts as an executive committee to prevent coordination gap in the proposed model. A checklist has been developed for the processing of that model and hence it is made possible to measure the performance of an applied university and degree of compatibility with the model. Thus, the framework and content of the mechanism and tools traditionally used in quality assurance and accreditation will need to be updated in line with this model.

This article presents the results of a study related to the regional distribution of participants in adulteducation programs in Hungary. Adult education is one of the cornerstones of lifelong learning supported by the European Union. The author performed a secondary database analysis from the OSAP 1665 (National Statistical Data Collection Program on Adult Education) database operated by the Pest County Government Office. To answer the main research questions, the author used the Herfindahl-Hirschman Index, Local Moran I Autocorrelation and Hot Spot analysis methods used in regional statistics. Access to education in rural areas is one of the components of reducing unfavorable demographic changes and emigration caused by unemployment. The purpose of the study is to draw attention to the lack of access to education for people living in rural areas and to the fact that education is the first step in keeping the rural population in place. During the study period (2010 and 2019), training centers covered more than 50 percent of the country’s municipalities. Training centers are located along the main roads of the country. A study of the service areas of the district centers revealed which districts lacked such centers. With the help of the research methods, the author obtained data indicating that the training achievements of rural areas are weak, and this may lead to their further backlog. In the southern part of Western Hungary, due to the peculiarities of the economic and settlement structure, area with no training centers was formed. Over time, the problems will also appear in other social and economic indicators, which may require the organization of major catch-up programs.

Abstract:
The manifestation of the application of government accounting standards is the WTP opinion from BPK. This study aims to examine the effect of financial staff education, accounting training, the use of the SAIBA application, and organizational commitment to the successful application of an accrual-based accounting system. This research was conducted at the Land Office work unit within the scope of the NTB Province BPN Regional Office. Respondents numbered 63 people. Data analysis techniques used multiple linear regression analysis. The results showed that organizational commitment had a positive effect, the use of the SAIBA application had a negative effect, but financial staff education and accounting training had no effect on the successful application of the accrual-based agency accounting system. Southern Tagalog Regional Association of State Universities and Colleges (STRASUC) Olympics is a densely populated event and composed of players that are one of the most vulnerable groups in society. To reduce this vulnerability, particularly in sports events, it is important to provide a Disaster Management Plan. STRASUC also have many resources and therefore, has a responsibility towards its immediate locality, just as the neighboring community is linked to them.Pursuant to Republic Act (RA) No. 10121 entitled The Philippine Disaster Risk Reduction and Management Act of 2010, an act mandated to strengthen disaster management in the Philippines, which mandates all national government agencies to institutionalize policies, structures, coordination mechanisms and programs with continuing budget appropriation on Disaster Risk Reduction and Management (DRRM) from national to local levels including CHED guidelines on DRRMO, which is mandated to initiate and spearhead the establishment of mechanisms to prepare, guarantee protection and increase resiliency of STRASUC constituents in the face of disaster, CHED issues the enclosed coordination and information management protocols in STRASUC offices to establish the system of coordination and information management and provide guidance to STRASUC offices on their respective roles and functions relative to DRRM implementation.Furthermore, Commission on Higher Education (CHED) issues the enclosed Comprehensive Disaster Risk Reduction and Management (DRRM) in their lecture to ensure resilience-building in universities to maintain quality education even during disasters and/or emergencies.The DRRM office institutionalizes the culture of safety at all levels, to systematize the protecytion of education investments and to ensure continued delivery of quality education services. It shall serve as the focal and coordinative unit for DRRM-related activities. The DRRMO shall perform the following specific functions: Act as the focal point in planning, implementing, coordinating and monitoring of activities related to DRRM, EiE and CCA. Develop aznd recommend policy standards and actions on management on DRRM/EiE/CCA matters. Initiate and coordinate cooperation and collaborative activities with the national government agencies, NGO and CSO.

Abstract:
Education is one of the instruments of change and national civilization, especially related to human values and mental attitudes. The teacher is an activator, motivator and evaluator of education so that its existence must always be in a quality position. For that reason, it is necessary to conduct sustainable professionalism development as a form of optimizing the teachers’ role and function of in school or madrasah as formal institutions. By this ideal fuction, the authors see the spirit of optimism by educational world to encourage the formation of a fully prosperous civil society. This research investigated how the policy of the Regional Office of the Ministry of Religion of Banten Province in improving the professionalism of Madrasah Ibtidaiyah teachers. This research used a qualitative method by documentary studies based on reports on activities carried out by the Madrasah Education Division in 2018 and in depth-interviews to the Heads of Madrasah Education Division and the Section Heads of Madrasah Education Division. Based on the results of data analysis, this study concluded that the Regional Office of the Ministry of Religion of Banten Province has held three valuable programs related to enhance the teachers’ professionalism. They were strengthening the competence of Madrasah Ibtidaiyah teachers through various program and pedagogical activities, increasing managerial competence by several trainings and increasing teachers’ welfare through providing financial incentive, and conducting scientific competitions.

The Montana Office of Public Instruction, Special Education Division, initiated its state Comprehensive System of Personnel Development (CSPD) Council 15 years ago in compliance with Public Law 94–142, The Education of All Handicapped Children Act. The state council has remained active and has become stronger from its beginning to the present time. Because of the large geography of the state and diversity of needs across the state, however, the state council was somewhat limited and fragmented in meeting personnel development needs. Consequently, the state council implemented a CSPD regionalization concept based on the five existing Developmental Disabilities Planning and Advisory Council (DDPAC) and Montana Council of Administrators of Special Education (MCASE) regions. The purpose of this article is to report on strategies and activities of regional CSPD actions in Montana. The regional model holds promise for replication as a framework of personnel development in other large rural states. This information is represented within the context of the recently enacted amendments to the Individuals with Disabilities Education Act through the provisions of Public Law 105–17.

Abstract:
This present study intends to analyze the factors affecting the performance of the local government of North Sulawesi. The population of this study includes the members of the Regional People’s Representative Assembly and the leaders of Regional Apparatus Organizations managing the Regional Revenue and Expenditure Budget (APBD). Those Regional Apparatus Organizations include Education and Culture Office, Health Office, Regional Revenue Service, Tourism Office, Public Works Office, and Auditor Inspectorate of North Sulawesi Province. The sampling technique used is the saturated sampling technique. Data collection techniques employed consist of an interview, documentation study, and questionnaire dissemination. The analysis is conducted using Partial Least Square (PLS). Based on the analysis, we found that public participation has a significant effect on the transparency of financial management; the internal control system has a significant effect on local government performance; the internal control system has a significant effect on public accountability; the internal control system has a significant effect on the quality of financial reports, and public accountability has a significant effect on the performance of local governments. However, public participation has no significant effect on local government performance; public participation has no significant effect on public accountability; public participation has no significant effect on the quality of financial reports; the internal control system has no significant effect on financial management transparency; financial management transparency has no significant effect on local government performance, and the quality of financial reports has no significant effect on local government performance. This study also reveals that public accountability is the mediating variable between the internal control system and local government performance.
