Abstract:
The purpose of this study is to analyze the contribution of Rural and Urban Land and Building Tax (PBB-P2) to Minahasa Regency Regional Revenue, the determinant factor of PBB-P2 revenue which has the most tax objects/subjects but has not contributed to Minahasa Regency Locally-generated revenue (PAD) and Strategies in seeking PBB-P2 in Minahasa Regency to provide real contribution to local revenue. This research method includes a qualitative approach and a quantitative approach to the BPPRETDA case study method. SWOT-Quadrant Analysis. The results of quadrant 1 position score 0.29 external opportunities & 0.12 internal strengths. Progressive action, the SO matrix is recommended by BPPRETDA to increase (NJOP & tax rate 0.3%), increase (officer education, facilities & tax revenue sharing), and collect PBB-P2 data. Potential Determination of Rp.134,128,478,400,- (11% Regional Revenue). It is necessary to determine the (Selling Value of Tax Object (NJOP) of land and buildings to be increased to near market prices with office work and field inspections and to support education, training for officers is needed to continue to be carried out in collaboration with the Ministry of Finance or independently by the Regional Government.

Abstract:
Education contexts engaging in reform, operate in complex environments that require the coherent implementation of education policies. Research highlights that systems that support shared leadership, strong communication practices and a sharp focus on the articulation of shared beliefs, are positioned to support strong policy interpretation though the enactment of school improvement strategies. This paper explores the inter-connected roles of a system middle leader (regional Project Officer) and a school leader (Principal) in interpreting and enacting systemic policy and direction in a state primary school within a regional context in Queensland, Australia. The case study utilised the regional Project Officer and Principal participants as co-researchers and captured their experiences through recorded narratives and narrative inquiry conversations. The thematic data analysis provides useful information about how school leaders can work with system middle leaders and their own school’s teaching teams to proactively grow the capacity, credibility and strength of teachers to translate policy into enacted school improvement strategies.

Abstract:
Training is a short-term education process that uses systematic and organized procedures. Training will be carried out well and correctly and smoothly as planned if supported by adequate education standards. The role of the Instructor is very supportive in enhancing the professionalism of the POLRI Police Officer through the Education and Training Center at the Cisarua National Police, West Java Regional Police is the theme to be studied. The theoretical basis used in this study is the role, coordination and professionalism based on theories and concepts from: 1) Role Theory; 2) Coordination Theory; 3) Professionalism Theory. The research method used is descriptive qualitative, data collection through: observation, interviews, documentation, literature study and questionnaire. The results of the study were obtained: 1) Efforts carried out by carrying out gradual coordination, the appointment of educators: educators must have academic competence, educator competence, have educator certification, and be physically and mentally healthy; 2) Coordination between educators using training management through stages: Planning, pengoranisasian, implementation and control; and 3) The role of the instructor contributes positively to the ability of the trainees which will have an impact on improving the quality of the National Police Officer.

To obtain these results certainly not out of the factors that support the implementation of the financial statements as rules / regulat ions, education, experience, commitment to employees, and supporting tools that support the creation of the ability of the involved parties in the preparation of the financial statements of Local Government.The purpose of this research aim to know the influence of competence and independence with quality audit regional inspectorate officers as financial control in the province of North Sulawesi.The Data was collected by survey with questionnaire contain list of question that have to fill by internal auditors in inspectorate as respondent. Technique data analyzing to the test the hypothesis by multiple linear regression using SPSS Ver 19.0.The result by using F-test shows that competence ( X1 ) and independence ( X2) on the test result indicate that the variabel F competence ( X1 ) and independence ( X2 ) has significant correlation with audit quality regional inspectorate officers in the province of north Sulawesi. the result of F test shows that Fhit = 6,016 and Ftab with confidence level 95% df1 ( 2 ) and df2 ( 46 ) is 2,81 at level significance 0,002 < α: 5% ( 0,05) it means Ha could accepted the result of t test show that pnly competence variables that has influence with audit quality in regional inspectorate officers in the province of northSulawesi. t hit, shows 3,864 > t2,014 at level significance 0,000 < 0,05 Independence variable shows thit 0,986 < ttabtab2,014 at level significance 0,329 > 0,05 it means that independent variable didn’t influence with audit quality regional inspectorate officer in the province of north Sulawesi.Key Words : competence, independence

Abstract:
Latar belakang: Petugas kamar jenazah adalah orang yang paling berisiko terinfeksi COVID-19 dikarenakan kurangnya pengetahuan tentang infeksi tersebut pada jenazah. Tingkat pendidikan dan keikutsertaan dalam pelatihan merupakan hal yang dapat mempengaruhi pengetahuan petugas kamar jenazah. Penelitian ini bertujuan untuk mengetahui hubungan tingkat pendidikan dan pelatihan dengan tingkat pengetahuan petugas kamar jenazah tentang COVID-19 pada jenazah. Metode: Penelitian cross sectional menggunakan desain deskriptif analitik. Subjek penelitian 30 responden petugas kamar jenazah dengan teknik total sampling di Rumah Sakit Umum Bahteramas Provinsi Sulawesi Tenggara, Rumah Sakit Umum Daerah Kota Kendari dan Rumah Sakit Bhayangkara Kendari pada bulan Mei 2020 yang memenuhi kriteria inklusi. Instrumen penelitian menggunakan kuesioner. Pendidikan rendah mencakup lulusan SD, SMP dan SMA, sedangkan pendidikan tinggi mencakup lulusan Akademik, Sekolah Tinggi, Politeknik dan Perguruan Tinggi. Pelatihan dikategorikan dalam pernah dan tidak pernah mengikuti. Pengetahuan baik apabila responden mampu menjawab benar dengan nilai 70–100%, sedangkan pengetahuan buruk apabila responden menjawab benar dengan nilai kurang dari 70%. Data dianalisis menggunakan uji Fisher Exact Test. Hasil: 18 responden memiliki tingkat pendidikan tinggi dan 12 responden memiliki tingkat pendidikan rendah. 16 responden pernah mengikuti pelatihan dan 14 responden tidak pernah mengikuti pelatihan. 23 responden memiliki pengetahuan baik dan 7 responden memiliki pengetahuan buruk. Terdapat hubungan yang signifikan antara tingkat pendidikan dan pelatihan dengan tingkat pengetahuan petugas kamar jenazah tentang COVID-19 pada jenazah, masing-masing dengan nilai p=0.029 dan p=0.031. Simpulan: Terdapat hubungan tingkat pendidikan dan pelatihan dengan tingkat pengetahuan petugas kamar jenazah tentang COVID-19 pada jenazah. Kata Kunci: COVID-19, jenazah, pelatihan, pendidikan, pengetahuan Background: The mortuary officer is the person most at risk of being infected with COVID-19 due to a lack of knowledge about the infection in the corpse. The level of education and participation in training are things that can affect the knowledge of the mortuary officer. The aim of this study is to determine the relationship between the level of education and training with the level of knowledge of the mortuary officer about COVID-19 in the corpse. Methods: This study was cross sectional used a descriptive analytic design. The research subjects were 30 respondents of mortuary officers with total sampling technique at the Bahteramas General Hospital of Southeast Sulawesi Province, Kendari City Regional General Hospital and Bhayangkara Kendari Hospital in May 2020 who met the inclusion criteria. The research instrument was use a questionnaire. Low level education includes graduates from elementary school, junior high school and senior high school, while higher education level includes graduates from Academics, Higher Education, Polytechnic and University. Training is categorized as having and never following. Good knowledge is if the respondent is able to answer correctly with a value of 70–100%, while bad knowledge is if the respondent answers correctly with a value of less than 70%. Data were analyzed using the Fisher Exact Test. Results: 18 respondents had a high level of education and 12 respondents had a low level of education. 16 respondents have attended training and 14 respondents have never attended training. 23 respondents have good knowledge and 7 respondents have bad knowledge. There was a significant relationship between the level of education and training with the level of knowledge of mortuary officers about COVID-19 in the corpse, with p = 0.029 and p = 0.031, respectively. Conclusion: There is a relationship between the level of education and training with the level of knowledge of mortuary officers about COVID-19 in the corpse. This study analyzes the social implementation of voter registration policy in the regional head elections in North Sulawesi Province in 2017. According to the eligible residents in the constituency, the process of voter registration through voter list update to produce a voter list is completely fulfilled voting rights. Thus, during the vote, those who have the right to vote can exercise their voting rights. But in the course of the trip, the administrative activities of the preparation of voter lists by the Voter Data Update Officer (PPDP) conducted Matching, and Research (Coklit) encountered obstacles, voter data collection in each village clashed with the constraints of population indifference to be registered as voters and the obligation of recording electronic ID cards, the socio-economic condition of the community that the majority as farmers prioritize their time and needs with agricultural activities and on the other hand the migration of population because of duties and jobs and work and education outside the electoral district.

Abstract:
Infant mortality has a close relationship with the quality of maternal care, so the process of childbirth and baby care must be in an integrated system at the national and regional levels. The study was conducted at Dr. Pirngadi Hospital Medan 2019. The research aims at describing the administration and management of PONEK, describing the adequacy of PONEK HR, and describing the fulfillment of PONEK facilities. This research approach is descriptive qualitative with data collection techniques through interviews. The informants of this study were the PONEK Implementation Team and the PONEK Management Team with a total of 8 people. The research instrument was the researcher himself and the collection of data through interviews and documentation. Processing and analysis of data used in the Content Analysis method. The results of the study were that the PONEK funding source comes from the Regional Public Service Agency. Incorrect PONEK Team Placement. Many PONEK Team members have not yet received PONEK training and certificates. 24-hour PONEK facilities. Blood supply of RSUD Dr. Pirngadi Medan is a Blood Transfusion Unit. The conclusion of the research is that management and administration are less than optimal. The PONEK executive officer does not get special PONEK incentives. The placement of Human Resources in implementing PONEK officers is not in accordance with their main tasks and functions, many PONEK Team members have not received PONEK certificate training but have provided emergency obstetric services. PONEK facilities serve 24 hours. The suggestion is that the budget for the procurement of facilities be proposed in the Regional Revenue and Expenditure Budget / Medan Government so that the Regional Public Service Board budget obtained by the hospital can be used optimally for the need to improve PONEK training and provide special PONEK incentives for PONEK implementing officers. Abstrak Kematian bayi mempunyai hubungan erat dengan mutu penanganan ibu, maka proses persalinan dan perawatan bayi harus dalam sistem terpadu di tingkat nasional dan regional. Penelitian dilakukan di RSUD Dr. Pirngadi Medan Tahun 2019. Penelitian bertujuan mendeskripsikan administrasi dan pengelolaan PONEK, mendeskripsikan kecukupan SDM PONEK, dan mendeskripsikan pemenuhan fasilitas PONEK. Pendekatan penelitian ini deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara. Informan penelitian ini Tim Pelaksana PONEK dan Tim Manajemen PONEK dengan jumlah seluruhnya 8 orang. Instrument penelitian adalah peneliti sendiri dan pengumpulan data melalui wawancara dan dokumentasi. Pengolahan dan analisis data menggunakan metode Content Analysis. Hasil penelitian adalah Sumber dana PONEK berasal dari Badan Layanan Umum Daerah. Penempatan Tim PONEK yang tidak sesuai. Banyak anggota Tim PONEK yang belum mendapatkan pelatihan dan sertifikat PONEK. Fasilitas PONEK 24 jam. Persediaan darah RSUD Dr. Pirngadi Medan bersifat Unit Transfusi Darah. Kesimpulan penelitian yaitu Pengelolaan dan administrasi kurang maksimal. Petugas pelaksana PONEK tidak mendapatkan insentif khusus PONEK. Penempatan Sumber Daya Manusia petugas pelaksana PONEK tidak sesuai tupoksinya, banyak anggota Tim PONEK yang belum mendapatkan pelatihan sertifikat PONEK tetapi sudah memberikan pelayanan obstetri emergensi. Fasilitas PONEK melayani 24 jam. Saran yaitu anggaran pengadaan fasilitas diusulkan dalam Anggaran Pendapatan dan Belanja Daerah/Pemerintah Kota Medan, sehingga anggaran Badan Layanan Umum Daerah yang didapat rumah sakit bisa digunakan secara maksimal untuk kebutuhan meningkatkan pelatihan PONEK dan pemberian insentif khusus PONEK bagi petugas pelaksana PONEK.

Abstract:
As for as India is concerned many Indian languages have become threatened and even endangered because of globalization. In India, English is thriving and is used widely by the young generation, and this is one of the reasons leading to the extinction of native or regional languages. Today Hindi is also expanding and because of this many regional languages will become extinct. In the State of Meghalaya there are three basic tribes known as Khasi, Garo and Jayantia. They speak either Khasi, or Garo, but their dialects differ. Even the Khasis who are living in East Khasi Hills, especially in Shillong have different dialects as compared to the other Khasis. These languages are used by many but they do not have their own scripts. That is why these languages were not placed in the Eighth Schedule of the Constitution of India. A speaker of any language which is not in the Eighth Schedule, cannot be awarded the Jnanpith Award and furthermore their languages cannot be the medium of the UPSC. Article 29 of the Constitution of India mandates that no discrimination would be done on the ground of religion, race,, caste or language and Article 30 mandates that all minorities, whether based on religion or language, shall have the right to establish and administer educational institutions of their choice. In addition, the Legislature of a State may by law adopt any of the languages to use in the state. Article 350 B of the Constitution says that there shall be a Special Officer for linguistic minorities and he/she has to be appointed by the President. It shall be the duty of this Officer to investigate all matters relating to the safeguards provided for linguistic minorities under the Constitution and report to the President upon those matters. Protection of the regional languages has been provided in the Constitution and it is the duty of the educational institutions to provide basic education to the children in their own vernacular languages should they want to be educated in their vernacular language.

Abstract:
The study's primary purpose was, through the recorded observations of a Regional Education Officer (REO) working in Catholic primary schools over eighteen months, to draw out implications for local and central administrators for the maintenance and improvement of the schools' quality. Of particular interest was the question that since the schools were Catholic schools, would or should this make any significant difference to these implications. A secondary purpose of the study was the clarification and articulation for myself of what the main elements of the REO role might best be in practice. Analysis of diary entries and relevant Catholic Education Office documents was based on the writer's fundamental assumption that the merits of educational administrative decisions and actions should be judged in relation to the benefit these are to teachers and their students. The main conclusions of the study were: i) that the recognition by administrators of the special qualities of the personal and interpersonal relationships existing in schools would assist administrators in maintaining and developing the schools' quality; ii) that the religious faith aspect of the ideals of a Catholic school adds a deeper dimension to the special qualities of the personal and interpersonal relationships which are common to schools; iii) that such are the demands by staffs of schools for support and assistance, that the only ones who can realistically meet the bulk of such demands are staffs themselves, supporting and assisting each other through some form of regular collegial system; iv) that schools are more non-rational than rational organizations, and hence an emphasis on bureaucratic administrative processes will be detrimental to schools' effectiveness.

Abstract:
This thesis is an examination of the implementation of New Public Management into a Ministry of Education regional office over the period 1989-1996. An institutional analysis within a state theoretical framework is used to explore the shift from one logic of administrative action - Old Public Administration - to another - namely New Public Management. To be 'successful', a logic of administrative action has to ensure congruence between the apparatus of the state and the state's political project - in this case, neo-liberalism. Secondly, a logic of administrative action must also align actors within the state so that the 'right things' are done in the 'right way'. The Management Centre provides a case study revealing the uneven success in achieving both kinds of alignment. The relative strength and weaknesses of the logics of Old Public Administration and New Public Management and the eventual compromise in the form of the latter are explained by factors at the micro-level of the Management Centre, the meso-level of the public sector and the macro-level of the governance role of the state in education. It is suggested here that a compromise in the form of New Public Management was inevitable because of the nature of the state's governance role in education and because of the institutional characteristics of the shift to New Public Management. Warnings of an impending leadership crisis in community colleges are raising interest in the role of chief academic officer (CAO). Despite the centrality of the position, the CAO is largely neglected in the academic research literature. Information from CAOs about their perceptions and experiences as leaders is needed to create and develop supports for their expanding leadership role. Factors that affect collaboration among CAOs must be identified to determine the extent to which CAOs are interested and able to collaborate to solve common problems. This qualitative study ultimately probes the potential benefit of developing a network of chief academic officers in community colleges to confront and resolve shared challenges and opportunities, particularly at the regional level. CAOs serving in 40 public community colleges in the six New England states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont were sent an original written survey probing their views of CAO leadership, collaboration and demographic characteristics. Twenty-five surveys were completed and returned for a response rate of 62.5%. Five CAOs, selected by geography, size of institution, and views on collaboration were selected for hour-long interviews to explore in depth their survey answers. The study findings indicate that the CAO is a critical leadership role in New England community colleges faced with expanding demands and shrinking resources. CAOs are also active collaborators who value the knowledge and experience of their peers in formulating responses to common problems. A model of collaboration as a function of engagement and concerns is used to clarify collaboration among CAOs. The model suggests that collaboration reaches its full potential when engagement between CAOs becomes more personal and there is recognition of mutual concerns. Collaboration among CAOs could be facilitated by providing additional time and resources to support communication and travel. A higher percentage of CAOs in New England are female, white, slightly older, and have served, on average, fewer years in their position when compared with national studies. Recommendations for supporting collaboration among CAOs, especially within geographic regions, are presented, along with a call for more research on the role of the CAO in community colleges.

This study investigated the challenges faced by implementers of VCT campaigns for higher education distance learning students. Qualitative and explorative approaches, using a case study, were employed as the research methodology. It has been concluded that the administrative planning procedures of VCT campaigns were not properly followed, which resulted in the following difficulties: defining the roles and responsibilities of stakeholders, using limited resources, and the inability to reach all the students, in order to get them to actively participate in the campaigns. Lack of coordination of HIV and AIDS activities and the absence of monitoring and evaluation also impacted negatively on the success of VCT campaigns. This study recommends that VCT campaigns have a proper task team constituting of experts in VCT campaign operations, in order to strategically plan and coordinate all the campaigns' activities. The implementers should also monitor and evaluate these activities on a regular basis.

The Regional Offices of Education, Schools and Ministry of Education is no exception, often recognize as “heavy bureaucratic machine” have in recent years, implemented Document management system, recognized effort that has contributed to increasing its effectiveness, however, there's still a long way to go. There is a need to consider the implementation of complete systems for evaluating the performance of these organizations, measuring the impact of their programs, projects and activities in society. The implementation of Business Intelligence (BI) tools and administrative theories of Competitive Intelligence (CI) can help to improve the quality of decisionmaking throughout an organization and consequently, its performance, creating competitive advantages and special conditions for the objectives proposed to be achieved. In Portugal, there is still a large gap between the traditional models of teaching and the tools offered by new technologies. Over the past few years we have seen only small adjustments and changes... it’s necessary to reinvent teaching and also learning. BI may establish itself as a powerful ally, to the traditional models of teaching, allowing access online reports that measure progress and performance of a class, student or teacher, promoting academic performance and educational responsibility. We hope that this work can contribute to outline a new concept of education, based on measuring the performance of various entities and the important role that new technologies can play in a school demand for increasingly efficient.

This study investigated the management of finances in public schools in the Mafikeng Area Project Offices. The purpose was to evaluate the systems that are in place to assist the financial committees to take efficient and effective financial decisions. The approach used in the study was quantitative in that the primary instrument of data collection was a questionnaire. The target population was school managers, financial committees arid school governing bodies. Copies of questionnaire were distributed to 124 respondent and 110 out of were returned. The data was presented in tables and analysed using basic statistic. The findings revealed financial committees and School managers did not have adequate training in financial management and Financial policies need to be developed at schools to assist managers, financial committee members and SGB's with proper financial control. The provincial Department of Education need to conduct a skill audits at schools to establish the gaps that might exist in schools particularly with regard to financial management, so as to design suitable training that will assist financial committees and school managers to be able to manage funds effectively and efficiently. Management of school finances is one of the most important areas in school management. Financial control ensures that transactions are recorded accurately. Therefore school managers together with financial committees need to be conversant with various approaches of financial control and record keeping.

In Chap. 10.1007/978-981-15-8848-8_10, Yamazaki (Jpn J Real Estate Sci 31:97–101, 2018) argues that one of the major causes for relatively low density use of land in the city in Japan is the land tax system. He focuses on property tax and examines defects of the tax from view of economist. Abstract:
The subject of the article is the preparation of future reserve officers for educational work. The training of reserve officers is carried out by the military departments of higher education institutions of Ukraine. The article contains information that citizens of Ukraine undergo military training on a voluntary basis who have or receive a higher education degree at least a bachelor's degree, fit for military service for health reasons and moral and business qualities. Citizens can undergo military training, subject to the correspondence of the specialties that they or for which they are trained in the institution of higher education, the military accounting specialty, in which the training of reserve officers is carried out. The leading feature of the military professional activity of a military leader is the dominant professional orientation, which manifests itself in an orientation toward working with personnel and active interpersonal interaction, toward organizing activities, toward tough interaction with the enemy. In this regard, the officer must have a broad developed practical thinking and managerial competence. The article presents the components of its formation and demonstrates the ways to achieve it: information-analytical component of training future reserve officers; the formation of the communicative competence of future reserve officers; the use of computer technology in training reserve officers for educational work; individualization of training. The information and analytical component of the training of future reserve officers provides for: 1) information and presentation meetings of candidates for training under the training program for reserve officers with officers of the military commissariat; 2) professional excursions and to military units of candidates for training under the training program for reserve officers, in which potential applicants can communicate with platoon commanders and company commanders, get acquainted with the daily activities of the platoon; 3) self-testing of potential applicants for professional self-determination and readiness for management activities. The formation of the communicative competence of reserve officers provides for the following factors: pedagogy of cooperation, personality-oriented education, an active personal position of the future reserve officer, critical thinking, the formation of language culture and the influence of mentors. One of the effective means of improving the level of training of military specialists is the use of modern information technologies, in particular, virtual computer systems and computer networks (simulation) models. They, first of all, should contribute to the comprehension and assimilation of educational material, as well as to ensure the possibility of a comprehensive assessment of the readiness of the future reserve officer for independent activity, the timely introduction of individual adjustments in the training of a military specialist. The main methodological foundations of the process of individualization of training: the organization of additional classes with students who have gaps in knowledge, by organizing optional classes; search for ways to individualize learning within a specific lesson; inclusion of the weak in the subgroups of well-prepared students. The practical application of these theoretical principles will contribute to the formation of a military specialist and the preparation of future reserve officers for educational work.

I met Channi for the first time when I was a senior house officer (trainee) in psychiatry at the Maudsley Hospital, and I worked under his supervision for 6 months, in 1998. At that time, Channi was the only Consultant Perinatal Psychiatrist at the Maudsley, covering the Liaison Services at King’s College Hospital, the outreach work, and the Mother and Baby Unit. And, of course, he was leading the academic section. It is perhaps the best tribute to his memory that it takes now three consultants and two academics to do the work that he was then doing all by himself! I was already interested in neuroendocrinology, and Channi was fascinated by the possibility that hormones might have a role in the mental health problems of the perinatal period. At that time, the notion that hormonal changes in pregnancy could have long-lasting effects on the offspring was still at its infancy, and I remember fondly the many discussions on this topic with Channi, sitting at his famous old desk. Channi was a pioneer in this field: he was the first to emphasize the dramatic impact of depression in pregnancy on the wellbeing of mothers and children. I am honoured to be able to continue this line of research today. The intergenerational transmission of stress has powerful clinical and social consequences, consolidating social adversity and psychopathology in future generations. The 2007 Policy Briefing by the World Health Organization Regional Office for Europe, ‘Preventing child maltreatment in Europe: a public health approach’ (WHO 2007), recognizes that ‘there is an association between maltreatment in childhood and the risk of later . . . becoming a perpetrator of violence or other antisocial behaviour as a teenager or adult’. The report also highlights that the costs are both overt (for example, medical care for victims, treatment of offenders, and legal costs for social care) and less obvious (for example, criminal justice and prosecution costs, specialist education, and mental health provision). In Europe, only the United Kingdom has calculated the total economic burden, estimated to be £735 million in 1996 (WHO 2007).

Abstract:
The article is devoted to one of the areas of military pedagogy – cadet education. It describes the features of forms and methods of educational work in the Petrovsky Poltava Cadet Corps (1840-1919) – the first military educational institution in the Ukrainian provinces of the Russian Empire. The main activities of the Petrovsky Poltava Cadet Corps were: general and special military. General education provided the study of a wide range of subjects (the law of God, Russian language and literature, foreign languages, mathematical sciences, natural history, physics, chemistry, cosmography, geography, history, legislation, drawing, calligraphy), as well as religious, moral, aesthetic, physical, labor education, contributed to the intellectual development of cadets, the formation of honor and dignity, agility and endurance, instilled noble behavior. Pupils were also taught music (music theory, playing musical instruments, choral singing, secular work and spiritual music). Special military (military sciences, military-physical, military-training) was aimed at mastering the basics of military affairs, practical skills and the formation of the strength of spirit necessary for the military to perform its duties to protect the state. In the first twenty years of the institution's activity, the military element was the main one in the training of cadets, and its basis was considered to be military training. It practiced at least 6 hours a week and spent the same amount of time on fencing and gymnastics. The foundations of military affairs were laid during the mastering of courses artillery, fortification, tactics and military topography. The factual material presented in the article proves that the forms (lessons, additional classes, subject groups, independent work, control test, exams, excursions, stay in the summer camp) and methods of educational work in the Petrovsky Poltava Cadet Corps contributed to the formation of a comprehensively developed personality of the cadet, devoted to military affairs and the state. One of the methods of education in the Petrovsky Poltava Cadet Corps was the method of training. The implementation of this method primarily contributed to the formation and rooting in the cadets of one of the most important in their future work traits such as discipline. Cadets were also taught to read (independent and group). It included: conversations, reading of works of classics, pedagogical situations, educational reading of periodicals with the subsequent discussion. The functioning of cadet corps and lyceums with enhanced physical training in modern Ukraine, based on the principles of cadet education, is the basic basis for the formation of highly qualified officers of the Armed Forces of Ukraine. Thus, recourse to the experience of military pedagogy is relevant.

Abstract:
For the past thirty years, the United States Office for the Advancement of Telehealth has promoted the use of technology for health care, education, and health information services, and funds the National and Regional Telehealth Resource Centers (TRCs) to provide technical assistance to support stakeholder telehealth adoption. To assess the challenges and opportunities for the TRCs to advance telehealth, we reviewed publications, national and regional telehealth strategies, guidance from government agency reports and the TRC websites. We summarized information about the mission, funding and structure of the TRC program in terms of the shared service center model of organizational functioning, followed by a description of the TRCs’ recent response to the COVID-19 Public Health Emergency.

The Open University System of Brazil (UAB System) was created in 2006 to provide higher education, especially for teachers in regions not served by traditional institutions, through an articulation between Public Institutions of Higher Education (IHES), state and municipal delegates and federal government in favor of distance learning modality. In order to present a few of these results, we are going to start from an overview of Brazilian education, situating distance learning education on that. Within this chapter, we are going to draw the main lines of UAB System that was accompanied with the trajectory of an interinstitutional research group that have been working since 2011, typifying the university offices and the municipality centers, and showing the potential of some of these combinations in terms of quality evaluation and economic impact.

The creation of university spin-offs plays a fundamental role in the technology transfer process between universities and the business field. Universities have developed for themselves internal processes within their technology transfer offices in order to collect this information. However, this data is only available locally and often outdated. Furthermore, the number of frameworks that allow the study and simultaneously access to this data in an integrated way is still small on a global scale, and in Portugal, there isn't a repository which contains this information. This study proposes the establishment of a framework for longitudinal analysis that could identify and characterize the evolution and performance of Portuguese university spin-offs. The repository is built exclusively in open source technologies and offers the potential to characterize and analyze the evolution and performance of university spin-offs in different perspectives, such as individual factors; organizational factors; institutional factors; and scientific, educational, and commercial outputs.

Abstract:
Map reading is an important skill of the human population which varies from person to person depending on the age, education and many other circumstances. It is expected that some groups of adult population have higher skills in this area. Soldiers, architects, geography teachers and others belong to this group of people. The skills in reading paper maps are disappearing in current digital world. This is also observed in the case of students of the University of Defense in Brno. 228 students were tested in map reading and geographical knowledge of the Czech Republic to verify this fact. The examination of the map reading skills took place over a standard topographic map at a scale of 1 : 25 000 from the production of the Geographic Service of ACR. Testing of geographical knowledge of the Czech Republic was focused on drawing the map of district towns, rivers and geomorphological units of the Czech Republic. The results confirmed the initial assumptions about the decreasing level of these skills. In addition, there were also significant differences between individual groups of students caused mostly because of previous education as well as the currently studied specialization. The same testing was done on students of the Faculty of Education of Masaryk University in Brno to confirm these conclusions. This group of students achieved worse results in map reading, but on the other hand, they have better knowledge of the geography of the Czech Republic.

Abstract:
Human capital is an economic category which is increasingly applied in the models of economic growth and development. Many studies have demonstrated its positive effect on economic development at the national and regional levels. The level of development of rural areas is also strongly correlated with the human factor. The objective of the study was to carry out a quantitative and qualitative diagnosis of the situation of human capital across rural areas in Poland and to indicate the main challenges associated with the shaping of this capital in the context of economic growth simulation. The method used to meet the objective was a review of source literature and an analysis of statistical data from the Central Statistical Office (GUS) with the application of dynamics and structure indices. In the course of research, it was established that the main trends affecting the situation of human resource capital across rural areas in Poland are: the ageing of the rural population, as a dominant negative trend, and a systematic, though slow, increase in the level of education, as a dominant positive trend. It was determined that unfavorable demographic transformations of rural communities involve the risk of limiting economic activities of the elderly, and at the same time, also a decrease in their economic independence and an increase in the social burden resulting therefrom. On the other hand, the observed rise in the level of education and economic activity may accelerate the beneficial transformations of the area structure of agricultural farms, for it contributes to the acceleration of migration of the rural population to other, non-agricultural professions. In this context, taking actions, both nationally and regionally, aiming at increasing qualifications of rural (including agricultural) populations constitutes a vital opportunity, which increases intellectual potential and competitiveness across the country and its individual regions.

After 16 years of leading the Hyperbody research group as professor of practice at the TU Delft, I wanted to do something completely different and looked at the Gulf region for further educational and professional activities. I was familiar with the region, having lectured in several countries of the Middle East and eventually having realized an office building in Abu Dhabi. My practice ONL [Oosterhuis_Lenard], which I run together with my wife and business partner visual artist Ilona Lenard, proposed a number of iconic architectural proposals for hotels and office towers, and was eventually awarded some prestigious commissions for master planning projects: the redevelopment of Manhal Palace, the residence of previous ruler Sheik Zayed in Abu Dhabi. Our continuous efforts to contribute to the building market in the UAE culminated in our realized design for Mr Abdullah Al Nasser, the LIWA tower in Abu Dhabi [2014]. I Joined the Department of Architecture and Urban Planning [DAUP] at Qatar University in September 2017.

Abstract:
The aim of this work is to investigate learning motivation peculiarities of rural unemployed people that are unready for labor market. Research object – learning motivation. Research methods: analysis of scientific literature, anonymous questionnaire survey, qualitative and statistic data analysis. Chi square criteria (χ2), significance level p &lt; 0.05 are applied for comparison of results. 76 people unready for labor market in Šakiai region participate in this research: 32 of them are young people under 25 years of age, 18 – returnees from imprisonment, 26 – disabled persons; 36 men and 40 women. Majority of respondents have secondary education, however, only 11.1 % of all returnees from imprisonment are in this group. The researched of all the three groups give preference to the second – modern definition of career. Labor Exchange Office or their own decisions have impact on the respondents mostly. It is worth pointing out that Labor Exchange Office has stronger impact on the disabled (57.7 %) while the youth under 25 tend to decide themselves (53.1 %). Other factors do not have significant influence. The first four learning motives are the most significant to all the three groups of the researched, the least attractive motives are „I am studying for prestige“ and „Random circumstances determined intention to study“. It is unexpected that the motive „I intend to go to further education “is of little importance for the young people. People with disabilities and former prisoners have stronger motivation to learn than unemployed young people under 25 do. Hypothesis is only partly approved – the differences between the groups are not significant and statistically unreliable.

In this note, we leverage data from a nationwide survey conducted in 2019 in Ethiopia to shed light on what Ward Education Officers do, their understanding of their own role, and the constraints they face in executing their responsibilities. We interviewed 397 WEOs responsible for primary schools across 23 districts and six regions of Tanzania as part of a baseline survey conducted between February and May 2019. This note contributes to a growing literature on the activities, self-perceptions, and motivation of public sector officials in charge of “last mile” service delivery. For example, Aiyar and Bhattacharya (2016) use time-use diaries, in-depth interviews, and quantitative data to understand the views, attitudes, and activities of sub-district education sector officials, called block education officers, in India.

COVID-19 brought the public’s attention to the critical value of transportation and supply chain workers as lifelines to access food and other supplies. This report examines essential job skills required of the middle-skill workforce (workers with more than a high school degree, but less than a four-year college degree). Many of these middle-skill transportation and supply chain jobs are what the Federal Reserve Bank defines as “opportunity occupations” -- jobs that pay above median wages and can be accessible to those without a four-year college degree. This report lays out the complex landscape of selected technological disruptions of the supply chain to understand the new workforce needs of these middle-skill workers, followed by competencies identified by industry. With workplace social distancing policies, logistics organizations now rely heavily on data management and analysis for their operations. All rungs of employees, including warehouse workers and truck drivers, require digital skills to use mobile devices, sensors, and dashboards, among other applications. Workforce training requires a focus on data, problem solving, connectivity, and collaboration. Industry partners identified key workforce competencies required in digital literacy, data management, front/back office jobs, and in operations and maintenance. Education and training providers identified strategies to effectively develop workforce development programs. This report concludes with an exploration of the role of Institutes of Higher Education in delivering effective workforce education and training programs that reimagine how to frame programs to be customizable, easily accessible, and relevant.

Beginning in 2002, the superintendents of the six Southern California County Offices of Education collaborated to examine the pattern of the alarmingly low academic performance of English learners (EL) across Los Angeles, Orange, San Bernardino, San Diego, Riverside, and Ventura. Together, these six counties serve over one million EL students, more than 66% of the total EL population in the state of California, and close to 20% of the EL population in the nation. Data were compiled for the six counties, research on effective programs for ELs was shared, and a common vision for the success of ELs began to emerge. Out of this effort, the PROMISE Initiative was created to uphold a critical vision that ensured that ELs achieved and sustained high levels of proficiency, high levels of academic achievement, sociocultural and multicultural competency, preparation for successful transition to higher education, successful preparation as a 21st century global citizen, and high levels of motivation, confidence, and self-assurance. This report is organized into six chapters: an introductory chapter, four chapters of related studies, and a summary chapter. Situated in a complex region of the world, Puntland State in Somalia is dealing with a range of threats and instabilities such as droughts, floods, locusts, the movement of internally displaced people (IDPs), and armed actors. COVID-19 has added yet another strain on its tremendously fragile infrastructure. The impact of the pandemic has been far reaching, affecting livelihoods and hampering unpaid and underpaid care work and responsibilities. The multitude of crises and rates of inflation have left the majority of families food insecure and without income, halted education and health services, and exacerbated existing vulnerabilities and the incidence of violence. This gender analysis was conducted and funded by the German Federal Foreign Office (GFFO), in partnership with Oxfam in Somalia and KAALO, to better help local government bodies, agencies, NGOs, and INGOs grasp the differentiated impact of the crises on women, men, boys, and girls, and host and IDP communities, during this time of intense loss and instability. The analysis provides an overview of the experiences of the affected communities, and gives recommendations on how to address immediate concerns and plan future programming.

In September 2020, the British Academy was asked by the Government Office for Science to produce an independent review to address the question: What are the long-term societal impacts of COVID-19? This short but substantial question led us to a rapid integration of evidence and an extensive consultation process. As history has shown us, the effects of a pandemic are as much social, cultural and economic as they are about medicine and health. Our aim has been to deliver an integrated view across these areas to start understanding the long-term impacts and how we address them. Our evidence review – in our companion report, The COVID decade – concluded that there are nine interconnected areas of long-term societal impact arising from the pandemic which could play out over the coming COVID decade, ranging from the rising importance of local communities, to exacerbated inequalities and a renewed awareness of education and skills in an uncertain economic climate. From those areas of impact we identified a range of policy issues for consideration by actors across society, about how to respond to these social, economic and cultural challenges beyond the immediate short-term crisis. The challenges are interconnected and require a systemic approach – one that also takes account of dimensions such as place (physical and social context, locality), scale (individual, community, regional, national) and time (past, present, future; short, medium and longer term). History indicates that times of upheaval – such as the pandemic – can be opportunities to reshape society, but that this requires vision and for key decisionmakers to work together. We find that in many places there is a need to start afresh, with a more systemic view, and where we should freely consider whether we might organise life differently in the future. In order to consider how to look to the future and shape the COVID decade, we suggest seven strategic goals for policymakers to pursue: build multi-level governance; improve knowledge, data and information linkage and sharing; prioritise digital infrastructure; reimagine urban spaces; create an agile education and training system; strengthen community-led social infrastructure; and promote a shared social purpose. These strategic goals are based on our evidence review and our analysis of the nine areas of long-term societal impact identified. We provide a range of illustrative policy opportunities for consideration in each of these areas in the report that follows.
