Abstract:
One important element in public information disclosure is the Information Commission. the information commission has a function in conducting mediation and adjudication. The Cirebon Regency Regional Information Commission is one of the commissions authorized to resolve information disputes in Cirebon Regency. the important thing in carrying out its duties is the Cirebon Regency Regional Information Commission's performance. The performance will be related to human resource competencies. The formulation of research is the competence and performance of the Secretariat and the Regional Information Commission of Cirebon Regency in resolving information disputes. The purpose of the study was to determine the competence and performance of the Secretariat and the Regional Information Commission of Cirebon Regency in resolving information disputes. This study uses a quantitative approach. The research data was taken through a questionnaire with a total sampling method from the secretariat elements and commissioners. The results obtained that human resource competencies secretariat unit and commissioner have very good competence in resolve information disputes. the performance of the secretariat and commissioners based on statistical calculations is stated to be very good.

Abstract:
<p>During the local self-government elections that took place in 2018 in Poland, for the first time regional electoral commissions for conducting voting in the circuit and regional electoral commissions for determining the results of voting in the circuit appeared. Both electoral commissions are appointed by the appropriate electoral commissioner from among the voters. The tasks of the regional electoral commission for voting in the circuit include conducting voting in the circuit and ensuring that the election law is observed in the place and time of voting. However, the tasks of the regional electoral commission for determining the results of voting in the circuit include determining the results of voting in the circuit, making them public and sending the results of voting to the appropriate electoral commission. The introduction, by the legislator, of regional electoral commissions for conducting voting in the circuit and regional electoral commissions for determining the results of voting in the circuit should be assessed positively. However, the legal position of both committees certainly requires changes to be made by the legislator.</p>

The article studies the activities of the commissions of assistance to executive committees for monitoring compliance with the legislation on religious cults in the mid-1970s - early 1980s in Khakassia. On the basis of archival data, the duties of commission members and their methods of working with believers are shown. The commissions studied the religious situation, monitored compliance with the legislation on cults, attended meetings of religious communities, places of work and residence of believers, conducted conversations and lectures with them. Special attention is paid to the work of the commissions with schools and enterprises. The effectiveness and results of the activities of the members of the commissions, their impact on the registration process of religious communities and their role in the implementation of state policy on the ground are considered. The paper describes the issue of interaction of the commissions with the regional executive committee and the commissioner of the Council for Religious Affairs under the Council of Ministers of the USSR in the Krasnoyarsk territory, which included the Khakass Autonomous Region...

Abstract:
Use of the Analytic Hierarchy Process for work consistency estimation of experts of the regional subject commissions on assessment of the problems with detailed answers of the General State Exam and the Unified State Exam is considered in the paper. This process is a mathematical technique of system approach for the complex problems of decision making. It is used in the different fields from management on interstate level to the solving the sectoral and particular problems in business, industry, public health and education. Its use for work consistency estimation of experts of the regional subject commissions on assessment of the problems with detailed answers of the General State Exam and the Unified State Exam is conditioned by a need of such technique development which will allow decreasing extremely the influence of subjectivity at commission formation as well as at awarding the status to ones and others experts inside the commission. And this is the key specialty of this process because in the most cases the approaches, considered for the solving the similar problems, are based on the results of the third (seniors or leading) experts as standard. Suggested technique allows estimating the work of every concrete expert in the frame of all commission even at the case, when he was carrying out cross validation with only some others its members. At thus the status of expert is not significant for estimation his efficiency but the absence or presence a difference in grades suggested by him and other commission members for problems solutions of exam participant are significant. At the same time the efficiency of last ones work is also estimated personally by the similar way at the consideration of their cross validations with other expert groups. Suggested principle of Analytic Hierarchy Process’ application allows using the results of work of the regional subject commissions on assessment of the problems with detailed answers of the General State Exam and the Unified State Exam in the current year for modification of the commission in the next one with a purpose to enhance the consistency of exam works validation by the experts.

This study aims to explore organizational reform at the Regency/City General Election Commission in West Java, both with regard to the existence of Regency/City KPU as the organizer of the General Election. as well as during the term of office of the commissioner. This study uses qualitative methods, descriptive analysis, case study strategies with steps for selecting topics and cases, reading literature, formulating research focuses and problems, data collection, data refinement, data processing, data analysis, data analysis process, theoretical dialogue, triangulation. findings, and conclusions of research results. data collection by observation, interviews, documentation and focus group discussion (FGD). Data analysis was carried out through data reduction procedures, data display and conclusion drawing/verification. Based on the results of the study, it can be concluded that the existence of the Regency/City General Election Commission is still needed as the organizer of the general election at the regional level; that there must be a change in the organization of the Regency/City General Election Commission in relation to the term of office of the commissioner from five years to 1.5 years for budget efficiency and performance effectiveness.

Resumo: Os espaços colegiados de gestão configuram-se como instâncias de pactuação e negociação no contexto da regionalização da saúde. Objetivo: discutir as características, potencialidades e desafios do colegiado/comissão de gestão regional para o fortalecimento da regionalização. Trata-se de estudo exploratório, descritivo e de abordagem qualitativa, realizado através de entrevistas com gestores e análise dos conteúdos dos relatos. Os resultados evidenciaram que os colegiados/comissões se caracterizam como instrumentos para regionalização, instâncias de cogestão solidária e são relevantes na conformação das redes, entretanto, ainda encontra entraves para a sua operacionalização. O estudo mostrou que limites para a concretização da regionalização, indicando a necessidade por avanços para a superação dos desafios decorrentes desse processo.Palavras-chave: Regionalização; Gestão em Saúde; SUS. The results showed that the collegiate / commissions are characterized as instruments for regionalization, instances of joint management and are relevant in the conformation of the networks, however, it still finds obstacles to its operationalization. Research libraries of the provincial scientific archival commissions had been established at the first committee meetings. The collection was born from donated books of the first chairmen and honorary members of the commissions. Firstly conceived with the aim to assist staff in their research activities they partly increased demands of the provincial nobility and students. The identifiers of the library collections were in the availability of manuscripts, official publications of supreme and local authorities, works of the scientists of local lore, the regional press. Inadequate financing of the commissions and the problem of professionalization of personnel did not allow libraries to realize all social functions.

Even though there had been calls for the creation of such a human rights mechanism as early as 1961, at the Lagos Conference on the Rule of Law, organized by the International Commission of Jurists (ICJ), I thought that the time did not yet “seem propitious for such a move.”

Abstract:
At the end of the 19th century archival commissions as historical societies began to work in the provinces of the Imperial state. The application about opening of Katerinoslav province scientific commission was prepared in 1902. It was signed by famous elective district council members, public figures, cultural and educational leaders. The society of historians, archivists, ethnographers, archeologists and specialists in regional studies worked in Katerinoslav in 1903?1916. The author shows history and activity of the library of a local society as a province centre of local lore history. The printed editions of the society called “Chronocles” (volumes I?X) which contain proceedings of the commission meetings were the main source of research. The library collected works on history, archeology, ethnography and historical geography of Katerinoslav province. From the beginning of the library foundation it played an important part in the development of the society. The members of the society paid great attention to forming of book collections on regional history. From the first years of its activity the commission constantly supported book exchange with other institutions and organizations which favoured the spreading of knowledge and exchanging of experience. The sources contain information about people who gladly gave necessary and useful literature to the commission. Professors, teachers of local educational institutions, museum workers, cultural and educational leaders of Ukraine were among the members of the commission. In 1910 the commission totaled 11 honoured and 54 full members. Local activists paid special attention to keeping of church archive. In particular, D. I. Yavornitsky defended the thought about studying of archival documents as written evidence on the history of Ukrainian people. The library collection according to its content, subject, and chronology is considered in the article; authors groups are analyzed. Donations from different organizations and private persons were a valuable source of supplement of the commission’s book stock. The members of the commission had the opportunity to work with scientific editions of Kharkiv, Lviv and Odessa universities. The article reveals the role of A. S. Sinyavsky, V. O. Bidnov and I. Y. Akinfiev in the process of formation of readers’ tastes, scientific interest and professional level of Katerinoslav inhabitants at the beginning of the 20th century. Library activists maintained an active position in the activity of the society. For the period of existence 6 surnames of persons who took an active part in the commission’s librarianship are known.

Abstract:
This article discusses the redecoration of the rural French parish church in the French diocese of Le Mans from 1620–1688. Scholars have argued that the diocese’s prolific commissions of terracotta statues and retables represented the impact of the Council of Trent’s drive to educate the clergy and instill in them a sense of connoisseurship; the clergy led the diocese as patrons. Yet, these works of art are also quite particular to the region, suggesting that other factors were responsible for their proliferation. This article examines the statues and retable of St-Léonard-des-Bois, commissioned in c. 1630 and 1684. Using previously unavailable archival material, it proposes two new patrons for these commissions, and reconsiders the motives for clerical and secular leadership in this rural parish. It demonstrates that the rural world was not isolated and it is significant that both patrons came from beyond the parish. The article evaluates the influence upon the statues and retable of the centralising ‘Counter-Reformation’ and local factors such as geography, regional traditions, and local events. It argues that the rural Counter-Reformation had a paradoxical identity. It belonged to wider currents in Catholic Reform, and in the case of St-Léonard, was driven by two patrons determined to create a new position for themselves. However, as both of these commissions were accepted by the church’s fabrique, it is evident that subject choices persistently reflected older traditions, and images responded to very local circumstances.

The African Charter on Human and Peoples' Rights, adopted by the 18th Assembly of the Heads of State and Government of the Organisation of African Unity in Nairobi in 1981, which came into force in 1986, provided for a single commission with a wide range of powers in respect of the rights in the Charter. This was as a result of an initiative for an African regional mechanism for the protection of human rights by African jurists and subsequent conferences in the 1960s and 1970s, many of which were organised by the United Nations. In these debates several possibilities were raised for the form that such a body should take: from a proposal for several commissions, given the disparate and diverse cultural and political nature of African States a court, a specialised commission within the Organisation of African Unity (OAU), to a single commission. Not only was its structure contentious but also its functions, in particular whether these should include a protective as well as a promotional mandate and what such protective powers should be.

The article is devoted to the activities of the UN ESCAP in terms of promoting the improvement of life of persons with disabilities in the Asia-Pacific region. In general, the problem of protecting and ensuring the rights of persons with disabilities is acutely on the agenda of most states of the world. But the urgency of this problem is not lost: people with disabilities face many violations of their rights in all spheres of society. The scientific novelty of this work is justified by the lack of research into the activities of the UN regional commissions in addressing pressing economic and social issues. Using comparative legal and formal legal methods, the work analyzes the unique experience of ESCAP in organizing three regional decades of disabled people; the main documents of the commission which provide carrying out of program actions are considered; the basic content of these documents is revealed; their features are allocated. The study concludes that ESCAP has made a significant contribution to promoting international standards on the rights of persons with disabilities in national policies of States in the region.

- This article analyses the European Commission's efforts to encourage the development of efficient rail sector. The potential of railways for expanding their share of both passenger and freight transport was seriously limited by rail systems fragmented into national market shaped by national transport policies. The Commission stressed the importance of the necessary transformation of railway market that requires the following priorities: liberalization, free access market and competition, interoperability including both high speed and conventional rail networks. A particular focus on “My world of sounds”, the International Competition for students, has been done. As a matter of fact, it has been observed that the awareness of younger generations plays a crucial role in the spread of correct acoustic behaviours.

Abstract. International cooperation in seismology emerged rapidly at the beginning of the 20th century following the successful recording of earthquakes at great distances. The International Seismological Association (ISA) founded in 1904 was dissolved in 1922 and evolved into the Seismology Section of the International Union of Geodesy and Geophysics (IUGG), ultimately becoming the International Association of Seismology and Physics of the Earth's Interior (IASPEI) to recognize the important role of the structure and physical properties of the Earth. Through the last hundred years, the commissions and working groups of the association have played a major role in setting international standards in such areas as the naming of seismic phases, data exchanges, travel-time tables, magnitude scales, and reference Earth models. The activities of IASPEI continue to have a focus on the societal impacts of earthquakes and tsunamis, with four regional commissions playing a major role in promoting high standards of seismological education, outreach, and international scientific cooperation.

Hasil penelitian menunjukkan bahwa Komisi Pemilihan Umum Kabupaten Kediri pada pemilihan kepala daerah dilihat dari aspek akuntabilitas cukup baik. Berdasarkan penilaian kinerja dari angka-angka tersebut terletak pada angka 57-79 dengan kategori cukup baik. Kinerja komisi Komisi Pemilihan Umum Kabupaten Kediri pada pemilihan kepala daerah dilihat dari aspek responsibilitas cukup baik. Dilihat kegiatan organisasi dilakukan sesuai dengan prinsip-prinsip administrasi yang benar sesuai dengan kebijakan organisasi. Hal ini diukur dengan tingkat pencapaian realisasi anggaran terhadap olahan anggaran yang disediakan. Penelitian menunjukkan berdasarkan dari 5 item yang digunakan dalam mengukur kinerja Komisi Pemilihan Umum Kabupaten Kediri penyerapan anggaran dalam kegiatan pilkada Kabupaten Kediri Tahun 2020 sudah sesuai dengan peraturan tata kelola keuangan dan konsisten dalam mengaktualisasi antara kegiatan dan realisasi anggaran menunjukkan hasil cukup baik. Dilihat dari kemampuan organisasi dalam mengenali kebutuhan organisasi, tingkat kepekaan dalam pengelolaan anggaran sesuai dengan yang diperlukan. Berdasarkan hasil penelitian pencapaian kinerja pada pemilihan kepala daerah tahun 2020 nampak dalam pencapaian realisasi anggaran terhadap alokasi anggaran yang tersedia sesuai dengan aturan. Kata Kunci: Kinerja; Komisi Pemilihan Umum; Akuntabilitas; Responsibilitas Abstract This study aims to see how the performance of the General Election Commission of Kediri Regency in regional heads. The study used a qualitative descriptive method to describe the state of the research object based on the facts in the field. Collecting data using observation techniques, interviews, documentation. The results showed that the General Election Commission of Kediri Regency in the regional head election viewed from the aspect of accountability was quite good. Based on the performance appraisal, these figures lie in numbers 57-79 which are categorized as quite good. The performance of the General Election Commission of Kediri Regency in the regional head election, seen from the aspect of responsibility, is quite good. It is suspected that organizational activities are carried out following correct administrative principles following organizational policies. This is measured by the level of budget realization against the provided budget processing. The research based on the 5 items used in measuring the General Election Commission Commission of Kediri Regency budget absorption in the 2020 Kediri Regency regional election activities is following financial governance regulations and is consistent in actualizing between activities and budget realization shows quite good results. Judging from the ability of the organization in organizational needs, the level of sensitivity in budget management is following what is needed. Based on the results of report card research on regional heads in 2020, it appears in the realization of the available budget according to the regulations. The article discusses the main directions of technological measures to improve the energy efficiency of the economy of the regions of the Russian Federation. Attention is drawn to the role of a systematic approach to solving energy efficiency issues. Special attention is paid to combining the interests and efforts of state Executive bodies at all levels, organizations of all forms of ownership and country nationals. The necessity of creating a system of state management of energy efficiency and a network of State Coordination centers is shown. The necessity of legislative improvement of the legal status of existing regional energy saving (energy efficiency) centers by creating on their basis state Coordination centers for energy efficiency management with the transfer to them, in whole or in part, of the functions and powers of the Federal and regional energy commissions is justified.

Used qualitative methods to conduct a document review and in-depth interviews with all fi ve informants which is representative of several agencies that have links to the eff orts to combatHIV and AIDS, with purposive sampling method. The Results were analyzed by means of reduction, presentation, and verifi cation of data. Results showed reduction carried through socialization andeducation about HIV and AIDS in the various elements of society, the establishment of working group of the Pal 12, formed the group “Concerned citizens of AIDS” as well as the ARV (Antiretroviral) services is not limited to a minimum value of CD4. The results showed that KPAD role in response to HIV and AIDS can not be implemented to the fullest, this is due to several obstacles, namely the existence of localization is an determinant spread of cases, the unavailability of services and ARV in all health centers, the lack of cross-sectoral cooperation, fi nancial support from the government is minimal, and the lack of HIV and AIDS Regional Regulation (Perda).Keywords: Response to HIV and AIDS, AIDS Prevention and Control Commission (KPAD)

Mechanisms of Constitutional Control: A preliminary observation of the Ethiopian system The present mechanism of constitutional adjudication in Ethiopia demonstrates unique features. The mechanism does not belong to any of the constitutional adjudication models operating in other countries. However, a well-developed system of constitutional adjudication is lacking in actual practice. The federal and regional state organs that exercise the power of constitutional control, i.e. the Council of Constitutional Inquiry and the House of Federation at the federal level and the Constitutional Interpretation Commissions, Council of Nationalities and Councils of Constitutional Inquiry at the regional level, are not functioning fully and, moreover, are not moving at equal pace. In some regional states, the institutions competent for constitutional control, though mentioned in the regional constitutions, are not even established yet. In other regions, these institutions have been established, but are not operating in practice. Besides, a challenge of judicial overlap is likely to emerge when the regional organs start to execute their task of constitutional control. Since no mechanism is devised to delimit the respective competences of the federal and state organs, overlap between federal and state institutions is inevitable. Furthermore, there is no clear guidance with regards to the role of the judiciary on matters that involve determination of constitutionality.

AbstractThis study focuses on the longstanding impoverishment of the rural South and three of its subregions-Appalachia, the Mississippi Delta, and the Black Belt. The poor quality of life in rural Appalachia and along the Mississippi Delta has been publically acknowledged by programs and commissions for improving conditions. However, the more comprehensive Black Belt subregion that links parts of Southern Appalachia and the Southern Delta has not received such regional policy attention. While the South as a whole is more rural and impoverished than other U.S. regions, this is largely due to the poor conditions in the Black Belt. In addition to region and rurality, a third feature of the pattern is race. It is in the Black Belt that the South's poor socioeconomic conditions are most concentrated. Policy and program attention are needed for regional solutions that take rurality and race into account along with demographic and other subregional characteristics.

The article presents a structural and functional analysis of election campaigns in Russia. It is obvious that electoral campaigns of candidates are unfolding during the election period, which, through interaction with citizens, enlist their support and sympathy, which contributes to their achievement of the main goal - victory in the elections and, therefore, the seizure and retention of power. The election campaign, being a structural element of the electoral process, is a set of events carried out by various subjects of this process in order to win the election by attracting the votes of the electorate. In general, the electoral company, on the one hand, is a set of measures for organizing elections, regulated by law and carried out by election commissions, and, on the other, a set of actions of political actors involved in the electoral process. It was established that election campaigns have a typical structure, organizational features, political, administrative and socio-cultural characteristics at the federal and regional levels of the electoral process. Among the regional organizational and functional features of domestic election campaigns are: a high degree of intensity of the election process, the dependence of the success of regional election campaigns on the electoral activity of citizens, the orientation of candidates to the needs of the residents of the region, and a prompt response to criticism from the electoral community. The study of the features of the implementation of regional election campaigns is important for Russian reality, especially in the conditions of the ongoing formation and intensive development of the democratic political process in the Russian Federation at the present stage.

It is mentioned in the Regulations that the Public Information Commission has the absolute authority and relative authority. The absolute authorities of Aceh Information Commission are to accept, check, adjudicate, and decide the disputes in public information. Whereas the relative authorities are the authority to adjudicate the information disputes occurred in the Public Agencies in the Province and Regional Offices in Aceh. Aceh Information Commission is also authorized to solve the disputes occurred in the offices in the regencies only when there is no Information Commission available in the regencies.

It envisions a nimble, versatile body that operates without creating new institutions and focuses instead on convening and coordinating existing individuals and institutions whose expertise can assist the Arctic states with questions that the Arctic states define. The AOCA could incorporate aspects of regional seas agreements (RSAs) into a less formal regional arrangement that would differ significantly from traditional RSAs. Identifying the Arctic Council as the right entity to launch AOCA discussions, the article proposes that an AOCA should draw on entities already engaged in work relevant to the emerging challenges in the Arctic Ocean: the Helsinki and OSPAR Commissions, the International Council for the Exploration of the Sea (ICES), the North Pacific Marine Science Organization (PICES), and other institutions that have successfully convened appropriate sets of actors for targeted responses to shared marine management concerns around the world.

This article explains how the means of recruiting political parties in finding candidates for regional head in Sigi Regency. And how role models can influence the way people think in choosing. This study uses a qualitative method, by collecting data in the form of statements, behaviors and events through the use of observation methods, in-depth interviews, focus discussion groups, and searching for complementary materials from document data obtained to be analyzed as a relevant unit of information based on this research study. The results showed that even though the candidates were nominated by political partie the election 2015 in Sigi Regency, the candidates still represented their communities based on their religious identity. Each candidate for regional head who does not meet the qualifications or does not pass the administrative selection at the General Election Commissions of Sigi Regency each has a distinctive feature, namely a religious identity. The people of Sigi Regency seem to be more interested in the figures who will run for themselves than the political parties that carry them.

- The article describes the different stages which marked the elaboration of the EEC regional policy starting from the preliminary studies in the Sixties to the formal inclusion of this domain in the Single European Act (1986). The creation of the European Regional Development Fund (1975) and its reforms are crucial events in the definition of the EEC regional policy which highlight the slow and difficult passage from a system redistributing money among Member States to the launch of new form of supranational territorial solidarity. The ERDF, that was initially linked to the need to rearrange the financial benefits of membership/accession to the EEC for some members States (in particular, Italy and Great Britain), was later rearranged in order to allow more autonomous policy choices at the Community level (Community programmes). Abstract In August 2018, what appears to be a draft statement to be delivered by United States Secretary of State Mike Pompeo on the persecution of the Rohingya minority in Myanmar was leaked to the press. The text suggests that the State Department was considering whether there are grounds to believe that genocide has been, or is being, committed in Myanmar and whether the State Department should issue a statement to this effect. This article surveys the major human rights documentation efforts, academic literature, relevant jurisprudence emanating from the international criminal tribunals, statements of United Nations entities and other states, the results of the State Department’s recent empirical investigation, party and amicus curiae briefs filed before the International Criminal Court, and journalistic accounts of events in Myanmar, Bangladesh, and elsewhere in the region with an eye towards understanding the dynamics of violence against the Rohingya — deemed by many to be ‘the most persecuted minority in the world’. The article layers the facts as we know them against established legal principles to conclude that a genocide is in fact underway in Myanmar through genocidal acts committed by discrete sets of actors (including various state organs, the Tatmadaw-Army, regional and local officials, and Rakhine civilians) and also by way of a genocide writ large against the Rohingya within Rakhine State involving the central authorities working in collusion with, and through, regional actors. This article closes with a discussion of the methodological question of the level of certainty that should be met before a non-judicial entity makes such a determination with reference to the various standards employed by commissions of inquiry and courts (both criminal and civil) that find themselves making analogous determinations.

Abstract:
The article has been written on the basis of archival materials of the early 1930s from the Documentation Center for the Contemporary History of the Krasnodar Krai. The article discusses the policies of the party bodies of the USSR, when conducting the policy of collectivization of agriculture and liquidation of kulaks as class. There has been no detailed study of the role of the regional party and state control in collectivization, dekulakization, and grain collections (khlebozagotovki), hence the novelty of the article. Direction of the repressions and control over them was largely carried out by the bodies of party-state control: Control Commissions of the AUCP (B) and Workers’ and Peasants’ Inspections of the Rabkrin. Their activities were mostly closed-door. Collectivization management was mostly carried out by officials: communists, representatives of various party bodies and non-party organizations with prerequisite party cells and organizations. Their activity was directed and controlled by the local Control Commissions and Workers’ and Peasants’ Inspection in interaction with the OGPU, police, prosecutors, courts. They ordered to conduct collectivization and to destroy the kulaks (by means of arrest, confiscation, and deportation), while adhering to the appearance of legality, which engendered resistance and numerous violations of existing legislation. The duality of the party requirements resulted, on the one hand, in a drawn out period of repression. On the other hand, abuse that came to light was punished by means investigations, purges and checks, initiation of cases against the responsible parties, sometimes with their transfer to the prosecutor's office or court. Thus the most “zealous” were publicly punished or even repressed for their mismanagement of the party policy. Many local top men, feeling the duality and danger of their position, left their work and housing to hide away. At the same time, it turns out that the local Control Commissions and Workers’ and Peasants’ Inspection understood their role in carrying out of the activities entrusted to them and believed that they had a right to facilitate them with most severe support of the state power and without any regard to legislation. Identification, study, and introduction to the scientific use of new documentary evidence of the era allows a deeper understanding of the dramatic essence of the mass repression processes occurring in the country.

Abstract:
The National Ecological Center of Ukraine examined the effectiveness of the implementation of the Law of Ukraine “On Environmental Impact Assessment” (dated May 23, 2017 No. 2059-VII) and the by-laws adopted for its implementation. Based on the study, some shortcomings of the Law were named and discussed as wee as ways for their elimination were established. It was shown that a number of articles of the Law should be clarified, and the title of the Law needs compliance with its scope, terminology, and the lists of activities subject to impact assessment. There is also a need to clarify the division of powers and to adopt regulations on organizational support for conducting an environmental impact assessment and public discussion. There is an urgent need to further refine and harmonize the regulatory and methodological framework of the Law with European environmental legislation, in particular, environmental quality standards and relevant methodologies for their definition. Since no provisions have so far been adopted on expert commissions for environmental impact assessment, and the territorial environmental protection authorities are still subject to regional administrations, there is a real threat that the latter can exert pressure to get a customized conclusion. It was noted that there is no relevant procedure for selecting experts of professional and qualitative environmental impact assessment; there is also no mechanism for adding the public to the formation of the register and selection of experts, and financial issues are not fully resolved either. It was highlighted: the main directions for improving environmental impact assessment and organizing the Law revision. Several other urgencies were indicated: to accelerate the modernization of state building norms and other regulations; to withdraw territorial environmental protection departments from the subordination of regional state administrations; to provide a transparent procedure for the appointment of members to the expert commissions, to urgently review environmental indicators, classifications, norms, limits and other restrictive requirements and harmonize them to European standards.

Analyzing the achievements and results of the past period, we can see that cooperation between the Central Asian states is entering a new stage at a time when multilateral cooperation around the world is in crisis and mutual trust is declining. In a historically short period, unprecedented progress has been made in relations between Central Asian states. Most importantly, important and mutually beneficial agreements have been reached on the use of borders and water resources, which were previously an obstacle to the development of regional cooperation. At the initiative of our President, new mechanisms of cooperation have been established. Examples of this are the Consultative Meetings of Central Asian Heads of State, the establishment of inter-parliamentary groups, the Council for Cooperation in Border Regions, ministerial and interdepartmental commissions, and investment funds.

The article analyses the higher educational market in the sphere of socio-economic training in Novosibirsk region. The authors identify and analyze the factors affecting the enrollment of the first year students on a contract basis, and determine the market share of the leading universities in Novosibirsk region in socio-economic areas of training for full-time studies in bachelor's programs. The authors have analyzed the information of admission commissions of the leading universities in Novosibirsk region, obtained from their sites. Based on this information they determine the factors affecting the figures of enrolling on the commercial form of training: the minimum score of USE determined by each university for entry, the availability of state-funded place, the training cost, the availability of a hostel and the development of the social infrastructure of the university, the university marketing strategy effectiveness. It is noted that the existing market of educational services is characterized by a transition from quantitative indicators of recruitment of students to financial ones that affect the stability of the educational organization. The authors define the market shares, which are occupied by the largest higher educational institutions of the region. It is established that the reduction in the number of budget places and the increase in the number of places on a contract basis is one of the features of the educational services market. The work establishes and analyzes the statistical dependence between the number applicants and the number of first year students. The modern educational market forces the universities to develop the system of vocational guidance activities: open days, Olympiads for schoolchildren on the site of the university, vocational guidance meetings in schools, excursions to the university, sports competitions between schoolchildren and students, the preparation of schoolchildren for Olympiads by the teachers of the university, the e-learning system for schoolchildren, the answers the questions of entrants in social networks. Without such vocational guidance activities the enrollment of students on a contract basis becomes extremely difficult. The article examines the market of educational services in socio-economic areas of training under bachelor's programs, and allocates the factors influencing its formation.

<p>This study aims to count the transaction costs on farms of hybrid corn of dry<br />seeds and analyze the factors that the transaction costs affect on farms of hybrid corn<br />of dry seeds at through UPJ. This research was conducted in the Gorontalo province<br />with samples in Gorontalo disctrict and Boalemo and using ekononometric equation<br />analysis as a method of analysis. The results showed that the value of the average<br />transaction costs on farm of hybrid corn of dry seed sales amounted to Rp1.545.466,-<br />per transaction on per farming, and the factors that affect significantly the fault<br />tolerance of 5 percent to the transaction cost on farms of hybrid corn of dry seeds<br />sales consist of the total production, regional market prices, technical labor wages,<br />commissions and degradation rate. The conclusions in this study stated that the total<br />transaction costs incurred the hybrid maize of dry seeds farmers on sales is still high<br />enough to reduce farm income and the factors that the transaction cost affect on sales<br />of hybrid corn of dry seeds significantly includes the total production, regional market<br />prices, technical labor wages, commissions and degradation rate.</p><p> </p><p>Penelitian ini bertujuan untuk menghitung biaya transaksi usahatani jagung<br />hibrida pipilan kering dan menganalisis faktor-faktor yang mempengaruhi biaya<br />transaksi usahatani jagung hibrida pipilan kering melalui penjualan ke UPJ. Penelitian<br />ini dilakukan di Provinsi Gorontalo dengan sampel kabupaten Gorontalo dan<br />kabupaten Boalemo dengan menggunakan analisis persamaan ekononometrika sebagai<br />metode analisisnya. Hasil penelitian menunjukkan bahwa besaran biaya transaksi ratarata<br />penjualan jagung hibrida pipilan kering sebesar Rp1.545.466,- per transaksi per<br />usahatani, serta terdapat faktor-faktor yang mempengaruhi secara signifikan pada<br />toleransi kesalahan 5 persen terhadap biaya transaksi penjualan jagung pipilan kering<br />yang meliputi total produksi, harga pasar regional, upah tenaga teknis, komisi dan<br />nilai degradasi. Purpose: This paper analyzes the development of the concept of subsidiarity, its relationship with management theories and the implementation of the principle of subsidiarity in the context of local self-government in Poland and Lithuania by conducting comparative research. Design/ methodology/ approach: The research was conducted based on methods of desk research of scientific literature, analysis of documents and their content from the Lithuanian and Polish parliaments’ commissions and using comparative approach methods. Findings: The research reveals the essential aspects of the concept of subsidiarity and the extent to which this principle is relevant in the work of the Committee on State Administration and Local Authorities of the Seimas of the Republic of Lithuania and Self-Government and Regional Policy Commission of the Sejm of the Republic of Poland in shaping the policy of self-government. The study demonstrates that subsidiarity principles are used in practice in a very incoherent way regarding public service regulations. Practical implications: The analysis is relevant, as an implementation of public policy in Lithuania and Poland increasingly calls for the integration of values into politics, which cannot be done without relying on certain principles. Research limitations: The generalizability of the results is limited by the number of parliamentary terms that have been taken into consideration. Originality/ value: The originality of this paper lies within the context in which this study took place—an international comparison of Lithuanian and Polish concepts that is rarely taken into consideration in the scientific literature.

Abstract One of the innovations of the past 30 years has been the creation and subsequent use of the “right to information (RTI)” to deepen democracy, enhance citizen participation and generate transparent systems of governance. Transitional societies and existing democracies alike have embraced legal regimes on the right to information. An RTI law gives a person a right to demand information from a public body (and in some cases from private bodies as well) without having to disclose why the information is being sought. Such a right can enhance transparency in public administration, decrease the level of arbitrary decision-making, and facilitate citizen participation at local, regional and central government levels. It can also reduce corruption and prevent the abuse of public power. UN Sustainable Development Goal 16 commits States to promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels. More particularly, Target 16.10 aims to “ensure public access to information”. By examining the work of the Sri Lankan RTI Commission over the past 2 years, this Article assesses whether RTI regimes and RTI commissions can be transformative in their impact, including to help realize SDG Goal 16. Can they help generate transparent, participatory and less-corrupt development outcomes, foster a concept of active citizenship, provide genuine public scrutiny of government decision-making, and enable citizens to benefit from an inclusive development process?
