Abstract:
The article considers the issue of the spread of criminal offenses in the regional centers of Ukraine in 2015–2019, as well as in the first half of 2020. The purpose of the article is to reveal the topic of crime in the regional centers of Ukraine, as one of the most important problems for the further development of Ukraine as a European state. The author focuses on the place of some Ukrainian regional centers in the ranking of criminal cities in the world. Using the statistical data of the State Statistics Service of Ukraine, the author calculated the intensity of crime in the regional centers of Ukraine for 2015–2019, as well as the intensity of crime in the regional centers of Ukraine for six months of 2020. Based on the data calculated by the formula of crime intensity, the author grouped regional cities of Ukraine by low, below medium, medium and above medium crime rate. The research identified the cities with the largest and smallest number of recorded serious and especially serious criminal offenses per 10 thousand inhabitants; cities with the largest and smallest number of recorded criminal offenses committed in the field of trafficking in narcotic drugs, psychotropic substances, their analogues or precursors and other crimes against public health per 10 thousand inhabitants; cities with the largest and smallest number of recorded criminal offenses committed in the field of economic activity per 10 thousand inhabitants; cities with the largest and smallest number of recorded criminal offenses committed in the field of official activities and professional activities related to the provision of public services per 10 thousand inhabitants; cities with the largest and smallest number of identified persons who committed criminal offenses per 10 thousand inhabitants in 2018. The article also calculates the number of detected 2018 minors and juveniles who committed criminal offenses per 10 thousand inhabitants. The author touches on the issue of latent crime, a victimological opinion polls and provides a list of measures that can prevent an increase in the number of criminal offenses in the regional centers of Ukraine.

Abstract:
The second part of the scientific article reveals the administrative and legal principles of Local Free Legal Aid Centers, clarifies the system of public institutions that ensure their functioning. It is noted that Local Centers are formed by the Ministry of Justice, they are non-profit organizations, have the status of a juridical person, and they are territorial branches of the Coordination Center. They provide free secondary legal aid to certain categories of the population. The activities of local centers are conditionally divided into the following areas of work: organization of work with lawyers, provision of free primary and secondary legal aid, internal management, legal education work, interaction with other subjects in the field of preventing and combating domestic violence. Today there are Coordination Center, 23 regional centers, 84 local centers with 428 bureaus. Free legal aid is provided by 6760 lawyers, who are competitively selected, and about 1500 full-time lawyers of the free legal aid system. Subsidiary bodies that ensure work of the free legal aid system are the Steering Board of the regional and relevant local centers for the provision of free secondary legal aid, the interregional resource and communication platform, the Supervisory Board. The Steering Board is a permanent advisory body at the regional level. It consists of the director of the regional center and the directors of the relevant local centers. The Chairman of the Steering Board is the Director of the Regional Center, who approves the personal stuff of the Board. The network of the interregional resource and communication platforms (legal clubs "Pravokator") operates at the Coordination Center in the cities of Dnipro, Kyiv, Lviv, Odessa, Kharkiv. The main purpose is the professional development of specialists of the free legal aid system. The Supervisory Board was established to ensure the effective implementation of state policy in the field of free legal aid, for independence and transparency in the management of the Free Legal Aid System. The main tasks of the Supervisory Board are: supervision of the system, promoting the activities of the Coordination Center and its territorial branches in the implementation of long-term tasks, ensuring the independence of system management, increasing public confidence to the system of free legal aid.

Abstract:
With the signing of the Association Agreement bet­ween Ukraine and the EU, the amendment of the Constitution of Ukraine regarding the implementation of Ukraine’s strategic course towards gaining full membership in the EU, approvement the National Security Strategy of Ukraine, in which European integration is recognized as the main direction of development of the Ukrainian state, Ukraine made the civilisational choice. The implementation of this civilizational choice obliges Ukraine to follow the path of the implementation of European integration reforms, to adopt the rules, norms and practices of the EU for successful integration into the European space and the system of formal institutions of the EU. This, among other things, concerns the need to implement the European approach to territorial division and regional policy, the introduce the smart specialisation approach into the system of strategic planning for regional development. The development of regional innovation ecosystems and the building of effective relationships between all their actors play a decisive role in the successful implementation of smart specialisation strategies. The system of interrelationships between the actors of the regional innovation ecosystem of the Prydniprovskyi economic area is analysed for their presence and intensity in comparison with other regions and Ukraine as a whole. It has been determined that both national and regional innovation ecosystems of Ukraine (including the Prydniprovskyi economic area) lack effective relationships between their key actors. The scientific and institutional provisions and recommendations for the formation of regional innovation ecosystems at the level of economic regions of Ukraine that meet the requirements of the European classification NUTS 1, in the context of the implementation of the Association Agreement between Ukraine and the EU and the smart specialisation approach, have been substantiated. They are the following: to empower of Regional Scientific Centers of NAS of Ukraine and MES of Ukraine with additional powers to coordinate relations between actors of regional innovation ecosystems within the areas of their action, as well as to amend and supplement of the Law of Ukraine «On Scientific and Scientific and Technology Activities» to expand the functions and powers of Regional Scientific Centers, turning them into effective interregional focal points for innovative development. An approach to the formation of the Podillya regional innovation ecosystem within the Podillya economic area has been proposed. On the basis of the Prydniprovskyi Scientific Center of NAS of Ukraine and MES of Ukraine, it has been proposed to implement several experiments, firstly, on the formation of the Prydniprovskyi regional innovation ecosystem; secondly, on the creation of interregional public union «Platform for innovative development «Pridneprovie»», which can become a «factory of thought» on ways and means of restarting relations between actors of the regional innovation ecosystem and neo-industrial revival of the Prydniprovskyi economic area.

The article defines the role and place of logistics infrastructure in the development of the country’s economy. The division of the transport and logistics centers of the European Union into five groups is substantiated: the main general, the main parts of European importance, secondary regional significance, auxiliary national and auxiliary regional centers. The problems of formation and development of logistic infrastructure of Ukraine are investigated. The state of development of logistic infrastructure of European countries and Ukraine is investigated, and their competitive advantages are determined. A comparative analysis of the transport infrastructure of Ukraine and Poland is carried out. The authors define the principles of forming logistics centers: security, competitiveness, openness, interaction and organizational management, implementation of which will enable the formation of an effective logistic infrastructure of Ukraine and, as a result, will increase its competitiveness in and positions in international ratings.

Transparency in public and local finance is one of the most important factors in building a democratic society with high level of public confidence in the government. Democratic shifts in a country will only take place if citizens perceive the country’s government and local self-government as fully transparent and controlled by them. Citizens will be able to support and cooperate with the government if it informs them of all public activities: decision-making, financial reporting, planning, local budget expenditures, etc. Transparency in the formation and use of local financial resources is the most sensitive issue.Local finance transparency has been studied from the perspective of 21 online portals of local authorities from four Ukrainian regions, geographically remote in the context of two main blocks, namely, the state of public procurement and the budget process. The portals of Lviv, Vinnytsia, Sumy, Mykolaiv administrative centers and the city of Kyiv were identified in each region (oblast), and in each oblast, four cities with the district status, which are the largest by population, were identified. Significant discrepancies in local finance transparency have been identified, as portals of regional centers and a small number of districts have high levels of transparency. The vast majority have low transparency in local finances. In addition, the level of community involvement in the regional development problems through social networks was analyzed. The population of small cities was found to be more active. Most local governments should pay attention to the low level of portals in terms of making them user-friendly.

Abstract:
The article presents the results of a questionnaire survey of the Southern Ukraine (Odessa, Mykolaiv, Kherson) regional centers’ residents — concerning self-esteem of their families welfare standards, their prospects about its improvement, and possible search for a better fate abroad. This research was carried out within the research project “Effective functioning and development of the regional socio-cultural environment in the context of decentralization as a pledge of Ukraine national security” (scientific project manager — Head of Sociology Sociological Cathedra of Petro Mohyla National University Iryna Meizys, timeframes for project implementation — 2017–2019). The survey revealed that a significant proportion of respondents assess their families' economic status and financial capabilities as critical, pointing to the limited ability or inability to sufficiently meet those needs that exceed current running costs. The results of the survey make it possible to evaluate the material status of regional centers residents (in a bigger or lesser extent) in the terminology of the scientific discourse of poverty by means of the categories “subjective poverty”, “relative poverty” and “deprivation” (restriction or complete deprivation). Moreover, for the most part, our respondents do not see any prospects for improving the economic situation in Ukraine in the near future: they don’t have confidence in the future, and therefore have a rather low estimate of the prospects for improving their own economic situation. The poll also showed the widespread emigration of the Southern Ukraine residents: more than half of respondents said that they were thinking about moving to a permanent place of residence in the “Western world”, that is associated in the mass consciousness of modern Ukrainians with wealth, high standards of pay, stability and prospects. In all cities of southern Ukraine, respondents' emigration / intentions still exceed the 50 percent limit. The results of the survey should also be used as indicators of social security for the functioning of the regional society. This is particularly relevant given the geopolitical challenges and threats that Ukraine is currently facing, including the Black Sea region, which is a region of strategic importance for Ukraine.

The centers carry out the activity on principles of human rights protection, humanity, legitimacy, availability, mutual respect and confidentiality. It has been found that the centers aim at: social and psychological diagnostics; psychological and pedagogical help, social and medical care; correction-developing work; adaptation to family environment and legal assistance. It was concluded that centers of social and psychological rehabilitation of families in Ivano-Frankivsk region due to the wide range of tasks have become special places (schools) of pedagogical, psychological and medical help to the children, young people and families with children in difficult life situations

Abstract:
Objective. To determine the key trend of reformation of the system of the emergent medical help to the injured persons on early hospital stage. Маterials and methods. The systemic analysis, including a bibliographical one, semantic and economic methods of investigation, as well as organization of the medical help delivery to the injured persons in USA. Results. The system of the emergency medical help delivery to the injured persons is based on the trauma centers net. Treatment of the injured persons, suffering severe trauma in the centers of trauma is by 40 - 60% more effective and by 50 - 60% more cost-effective, than in surgical/traumatological departments of the national Medical Health Service. The system of Emergency Medical Help for injured persons on early hospital stage in Ukraine demands organization of no less than 30 Centers of Trauma of the level І on the base of the University Regional Hospitals and in the cities with more than 1 million of inhabitants; approximately 200 the Level II Centers of Trauma on the base of multidisciplinary hospitals for intensive treatment of the second level and 300 the Level III trauma centers on the base of multidisciplinary hospitals for intensive treatment of the first level. Complete need for Ukraine constitutes 530 Centers of Trauma. Conclusion. The system for the Emergency Medical Help Delivery to the injured persons must be based on the net of the Trauma Centers of a certain level. The trauma centers organization needs some preliminary work to do: to study the traumatism indices, analysis of the regional need in medical help delivery and depicting of the National Trauma Registry. Trauma Centers in Ukraine is expedient to create on the base of the university regional hospitals, multidisciplinary hospitals of intensive therapy and hospitals of urgent medical help. Possibility of inclusion to the medical help delivery of such specialists, as a surgeon, anesthesiologist, traumatologist and neurosurgeon, constitutes an obligatory element of the trauma center organization. Financial support for the medical help delivery to the injured persons, suffering severe combined trauma, demands additional input of the nonbudget resources.

Abstract:
The issue of proper and careful use of the country’s labor resources is nowadays one of the most pressing ones. Low employment rates with low levels of remuneration, shadow labor market, and high rates of labor migration from Ukraine pose a threat to the economic and social security of the state. Under such conditions, the question of national employment policy development is highly relevant. The goal of this policy is to create optimal conditions in the labor market. It is also important to develop the public employment service as a social partner of labor market entities. The main objectives of this service are to help people find employment in Ukraine, analyze the labor market, assist people in organizing their entrepreneurial activities, provide vocational guidance and training, help specific categories of citizens with workplace and employment issues, provide financial and information support for the unemployed, etc. Therefore, it is necessary to form innovative approaches and solutions that will enable creation of a service-oriented model of the development of national employment policy. This model provides for use of outsourcing technology to optimize the employment tasks entrusted to government agencies. In this case, it is proposed that job search services for competitive citizens be transferred from public employment centers to private agencies that provide recruiting and outsourcing services. Interaction with employers and selection of jobs for specific categories of citizens should be left to units of the public employment service. An important task confronting regional employment centers is to analyze the requirements for skills and knowledge that employers want in their employees, industry prospects of job offers, staff turnover rates, and reasons for dismissal of employees. Participation of regional employment centers in regional clusters is innovative. Employment centers will supplement production and technical cooperation with required labor resources supply service. Cooperation of regional employment centers with business structures and institutions of higher education will help update the content of education, develop effective educational programs, and raise the quality of theoretical and practical training of students to match the current needs of the labor market for their successful employment in the future. Systematic labor market analysis will make it possible to propose measures to create conditions for legalization of employment and bringing the labor market out of the shadow based on social positions. As a result, this will lead to transformation of the labor force into a driving factor in the economic development and social well-being.

Abstract:
Analysis and consideration of current migration trends in our country, in particular mass interstate migration movements in the context of Ukraine's participation in the European and world migration space, are considered among the important factors in shaping its national policy. Educational migration is a special threat to the socio-economic development of the country and sustainable development of society, as the formation of highly qualified personnel, accumulation of intellectual capital, and increasing scientific and technological potential of the country are among the important factors of economic and social progress. Due to the intensification of interstate migration flows and the development of the quality of the higher education system in foreign educational institutions, migration for education takes a larger share, which is mostly accompanied by constant migration and departure of Ukrainian citizens for permanent residence abroad. The analysis of publications on this issue proves the urgency of educational migration research, and today it remains important to analyze trends in educational migration, find mechanisms to counter the transformation of Ukraine into a country of origin of educational migrants, as well as their repatriation. The article analyzes the educational migration processes in Ukraine in the regional context. The main regional centers of higher education are identified. The focus is on the migration intentions of the population to study abroad and a comparative description of the educational systems of different countries. The order and stages of the admission campaign in foreign educational institutions are described. The essence and features of educational migration are studied and the main reasons that help Ukrainian students to choose foreign higher education institutions are highlighted. The main causes and consequences of educational migration, as well as potential opportunities for educational migration, are identified. Certain benefits and costs associated with educational migration processes are justified. The directions of development of educational migration and effective migration system in Ukraine and its regions, which should take a worthy place in the migration policy of the state, are offered.

The article is devoted to the analysis of traffic flows and population flows from the periphery to the basic centers of gravity. The development of agglomerations is a global trend. However, depending on the scale of urbanization, transport accessibility, quality of road surface, safety and comfort of road traffic, each country has its own system of spatial remoteness and population flows to the basic centers of gravity. The article considers the national dimension of the formation of spatial attractiveness of territories. For Ukraine, the basic centers of gravity will not always be administrative centers, because the unbalanced development of territories leads to the reformatting of centers of gravity exclusively to the centers of economic and social life of the population. For analysis, the article selects the Kharkiv region, where the basic center of gravity is the city of Kharkiv - the administrative and socio-economic center of regional development. By analyzing the transport network of highways and railways, the points of entry and exit from the city, which form the centers of gravity of the population with the subsequent transportation of passengers to the centers of business activity, were determined. The estimation of passenger flows to these points in rush hour is carried out. In accordance with the analysis of statistical data, conclusions were made on the factors of formation of spatial attractiveness, as well as the influence of the remoteness of the territories from the base center of gravity on the formation of traffic flows. the dependence was formed into blocks (radii) of spatial attractiveness and described quantitatively. The results of the analysis will be used in further research to form a model of agglomeration development for Kharkiv region and other regions of Ukraine.

Abstract:
This article presents the tendencies of the social development in Ukraine as a socio-territorial system. The demographic trends and tendencies of internal migration in Ukraine are considered from the perspective of the center-peripheral approach. The concept of the peripherization in Ukraine as well as the centralization of human resources is disclosed. As a result of the analysis of these outstanding trends, it was established that the center acts as an exploiter of regional human resources that at the same time creates additional risks of the regional development. The authors determine basic social mechanisms of regions peripherization. These include mainly the demographic degradation of the regions, what is reflected in the population reduction as a consequence of the negative natural population growth and migration which is concentrated around the center (Kyiv) and the semiperiphery (industrial regions). It is revealed that the internal migration movement manifests itself in two main forms: educational migration and labor migration. The educational migration in Ukraine is aimed at a small number of university centers, where the largest is the city of Kyiv. Therefore, despite the negative balance of the educational migration rates in most oblasts, Kyiv accumulates the largest amount of university entrants. It was also established that educational migration has not only quantitative but also a qualitative dimension. This is how the center primarily concentrates the most successful students. All listed causes a significant imbalance in the distribution of the intellectual potential of the country in favor for the center and increases its competitiveness regarding to the regions. The maintenance and the reproduction of this situation is also supported by the system of the scholarships distribution in Ukrainian Institutions of Higher Education. The similar migration trends are also observed in the labor sphere, what creates additional risks for the economic development of the regions. The tendencies for concentration of the national labor and intellectual potential in the center are denoted by the human resources centralization concept where this type of resources becomes the main interest, exploited by the center. As a consequence, we get the transformation of regions into the internal periphery of Ukraine. This process occurs unequally, depending on the basic competitive position of the region and its integration into the general socio-territorial structure. Regional development is related to the effective management of disruptive industries on the local level. In the European Union, the innovation regional development policy is based on a smart specialization strategy, which neighboring countries try to apply as well. In their regional strategies, they notice the goals which are designed within the Joint Research Center methodology. It allows revealing the most efficient industries in the region, leading to a new level of regional competence on the global level. The study aims to identify smart specialization priorities based on JRC methodology in certain Ukrainian regions and assess its applicability in emerging markets (Ukrainian case) and develop the set of recommendations considering the specificity of the national economy. The methodology is based on the static and dynamic analysis of economic (the indicators of the growth of average salaries and the number of employees indicators are calculated) and innovation (the indicators of productive, process, organizational, and marketing innovations are analyzed) potential of the region, which is examined in the article. It is revealed that the JRC methodology in identifying the smart specialization priorities has limited application in Ukraine. The restrictions related to the lack of data on innovations and other economic indicators. The analysis of certain regions shows what industries should be recommended as the priorities of smart specialization. However, discussions of the calculated results with the key stakeholders have differences which are not acceptable in the regional innovation policy development. As a result, the experts’ opinions are recommended to consider the priorities of different regions in Ukraine and other developing countries, which are on the path of smart specialization during stakeholders’ communication sessions.

The objects of Armenian religion, culture, architecture have been preserved in Ukraine to this day, but in tourist scientific literature their use in tourism is not sufficiently reflected, in particular, only one article on this subject, printed in 2014, can be noted, accordingly, this material needs a modern interpretation considering Russian occupation of Crimea, where there are significant Armenian monuments. Results. The analysis of the scientific sources devoted to problems of regional development is carried out. The article reveals that the organizational and legal basis for the regional policy has been formed the basic principles of regulation of socio-economic development at the regional level have been determined in Ukraine during the period of independence. The research shows that in the context of continuing administrative reform, the state regional policy, which is part of the national strategy of the socio-economic development of Ukraine, is closely linked to adjusting the administrative-territorial structure of the state. It is implemented by executive authorities and local governments through the system of methods, tools, means, measures for the realization of the defined purposes and maintenance of efficient, complex management of social and economic development at the regional level. The dynamics of the main indicators of socio-economic development at the regional level is presented. The paper shows that the GRP resumed growing in Donetsk and Luhansk regions. The analysis indicates the population reduction in all regions of Ukraine, except for Kyiv region, which is the leader in the number of arrivals; concentration of human resources in industrial regions (25% of the population of Ukraine is concentrated in Donetsk, Dnipropetrovsk, Kharkiv regions); GRP growth per capita in most oblasts and Poltava, Dnipropetrovsk, Kyiv (excluding Kyiv) oblasts reaching the leading positions; increasing level of concentration of production in cities with a population of over a million: Kyiv, Kharkiv and in the largest regional centers of Ukraine: Dnipro, Odesa, Lviv, and others. The paper proves that public authorities during the development of strategic, program decisions on regional development management should take into account the challenges caused by the geopolitical situation, the global crisis caused by the pandemic, climate change, man-made disasters, etc.

Abstract:
The purpose of this work is to determine the duration of the ambient air temperatures of different gradations during heating periods in different regions of Ukraine, based on the climatic data for 2005-2018 and the construction of load duration curves for the respective regions. The load duration curve (Rossander graph) is used to determine the number of maximum thermal load using hours, as well as in cases where the thermal load is provided by several sources - to determine their level of participation in the total annual heat energy production. It is important for a more accurate technical and economic evaluation of implementation results for some thermal energy sources. The climatic data of meteorological stations located in the regional centers of Ukraine and the capital of Autonomous Republic of Crimea, or as close as possible to them, were used for the study. The climatic data of heating periods from the autumn of 2005 to 2018 were considered. As the result of study, the duration of various degrees of ambient air temperature in the heating period was determined for all the regional centers of Ukraine. Taking into account the significant climatic differences in the regions of Ukraine, the results were analyzed separately for two groups of regions, for which, according to averaged data, load duration curves were determined. The examples of using of obtained results for calculations are given. On the basis of obtained data regarding duration of ambient temperatures higher than +8°C during the heating season, the energy saving potential of implementation of weather-dependent regulation of heat energy production for heating purposes in different regions was theoretically estimated, which is, on average, 8.4% for the first temperature zone (north, center) and 13% for the second zone (south).

Because of the historic separation of western and eastern Ukraine under Polish and Russian spheres of influence, respectively, regional subpopulations have been seen as an important factor in Ukrainian politics. Arel and Wilson argue that the division on the all-important “Russian question” in Ukraine (relations with Russia and with the Russian-speaking minority) is increasingly regional: east and south versus the center and west. Hesli calculated the level of russification and industrialization in the various regions of Ukraine and concluded that both, together with geographic location, although interrelated, have their own bearing on variation in public opinion. Markus, however, has argued that despite economic, political and ethnic differences among Ukraine's regions, these differences pose less of a threat to reform than has sometimes been suggested. She further points out that speculation that the Donbass wants to unite with Russia “stems more from Russian claims to the area than from genuine indigenous sentiment.” Miller and colleagues, on the other hand, dispute the notion of regional differences independent of the socio-demographic characteristics of the local populations, challenging the conventional wisdom that there are regional political cultures that supersede any underlying demographic differences. They argue that national, political, economic and class identities represent the important cleavages in post-communist societies. The regional divide in Ukraine is thus not a foregone conclusion but a factor that bears closer examination.

Grouping of regions of Ukraine is conducted by value integral indexes of economic activity of their industry. In accordance with certain gradation, for most areas (20 in 2015 against 23th in 2014) characteristic was a subzero value of economic activity, caused by the negative values of financial result from ordinary activity to taxation. Drawn conclusion, that one of reasons of unprofitableness of domestic industry there is an excessive volume of other (unconnected with basic activity) charges. For more detailed study of this situation necessary is working out in detail of these charges in the financial reporting of enterprises. For the increase of economic activity of industry of regions, creation of educational-scientifically-productive centers of branch and regional aspiration offers. The aim of functioning of such centers is an increase of level of qualification of workers and innovative constituent of technological development of industries and regional economies in accordance with the necessities of market that will assist the increase of volume of hi-tech products and in a result - positive dynamics of economic potential (assets) and financial results of industry of regions.

The Carpathian Region (Zakarpattia, Lviv, Chernivtsi, and Ivano-Frankivsk) is inferior to other regions in Ukraine regarding its economic development, which does not contribute to migration stability and, rather, serves as a factor motivating the active part of the population to emigrate. The problem of the labor market disproportions in the Carpathian Region is one of the significant causes of the formation and subsequent implementation of migration intentions, especially in rural areas, less economically developed areas, and district centers, where labor demand is much lower. The research aims to develop an innovative approach to calculating the intensity of the population’s external migration based on the introduction of a correction coefficient, which enables to consider the scale of transit migration in the Carpathian Region. The data presented in the study were collected for the period 2005–2018. Granger causality analysis is used to assess the relationship between migration and socio-economic development of the region. The analysis reveals that in all regions of the Carpathian Region, there is a short-run causal relationship between the intensity of external migration and the share of total household expenditure on food; in the medium run, the real household income, the size of the average monthly wages, and the volume of foreign portfolio investment, the foreign economic activity and retail trade turnover in the region; in the long run, living standards and indicators of economic growth. Future studies may require a more diverse set of indicators to evaluate the causal relationship in other regions of Ukraine, which will provide the integrity of the results of Granger causality analysis. Conclusions. Suggestions that are based on the comparison of the advantages and disadvantages of the proposed models of reforming the library network are made regarding the development of the optimal model of functioning of public libraries in the South of Ukraine, which provides for the following important elements. Firstly, automation, that is based on the development and implementation of the newest information technologies, which, in turn, activates the material and technical base modernization, organization structure, and the library staff training; providing new services or products. Secondly, renovating the activity and staff management methods. Thirdly, providing stable financing to UTC possibilities, applying marketing and advertising technologies of library activity popularization according to the UTC functioning. In terms of the development level, the total length of communication lines, the volume of passengers and cargo transportation, railway transport plays an important role in the economy of Western Ukraine. It was born in the 70s of the XIX century. It went through the stages of rapid extensive development, maturity and intensive development. Today, the railways are experiencing a renaissance in many countries of the world. Ukraine is still at the beginning of this stage. Drawing up socio-economic growth projects, it is impossible for a detailed analysis of the current state and prospects for the development of railway transport. Also, it is important to research the mutual influence of the railway transport network and the entire socio-economic system in general. The aim of the study is to determine the spatial features of the railway network of Western Ukraine, and the main task – based on open data OpenStreetMap, to analyze the availability of the railway network in the context of regions, districts and cities of regional subordination of Western Ukraine using the indicators the transport network density and the Engel’s coefficient. Due to the difficulty of accessing official statistics at the local level, both official statistics and open data from the OpenStreetMap mapping service were used. As a result of the research, it was revealed that Lviv region is distinguished by the level of the railway network development in the region; the highest concentration of the network is observed near regional centers, especially around the regional center of Lviv; high concentration of railways is near large transport railway junctions (Kovel, Zdolbuniv, Dubno, Sarny, Stryi, Khodoriv, Korolevo, Delyatyn); increased concentration along the western state border; increased concentration in the Precarpathians, as an area of old industrial development; reduced concentration in the Ukrainian Carpathians (the influence of the relief) and in the north of the region (historical and geographical factors); 19 administrative-territorial units of the second level do not have railways on their territory. In general, at the local level (districts, cities of regional subordination) the same patterns can be observed as at the regional level (regions).

Introduction. New technologies, materials and means became the main elements of innovation, innovative activity of the industrial age emerged. The difference of the modern era of knowledge economy is in the fact that innovation processes are based and they develop owing to effective usage of information, fast and comprehensive analysis, the capabilities to isolate highly specific necessary data from large total ones. The experience of the EU countries shows the need for the development of the regional innovative components as elements of a single programme of the development. The purpose of the article is to reveal the content and the organizational support of regional innovative activity of agrarian business in Ukraine. Results. The attention is given to the fact that the equalization of socio-economic development of regions appears to be a crucial problem of Ukraine's regional policy now. This process may be based on systematic innovation transformation of social production processes, which is generally based on the restructuring of the entire system of innovative activity in the industry. Taking into account the structure of the agricultural sector in Ukraine, it is extremely appropriate to determine the implementation of the regional innovation system with respect to its members and in particular the contribution of each to achieve the integrity of the system - from the National Agrarian Academy of Ukraine to teaching math in high school. It is proved that both state and regional levels provide a particular organizational support of innovative activity of the agricultural sector. However, until operating centers of implementing reasonable model of development planning in rural areas are organized, nobody can ensure the implementation of effective regional innovative activity of agriculture industry in general. That is because their main task is not only in education and information support of the productive activities, but also in the implementation of coordination functions. To implement effective opportunity to use the knowledge linked to acquired assimilation of information flows, commodity producer should have an appropriate level of professional knowledge base due to the practical implementation of skills in professional activities. This leads to a mandatory intellectual background at the regional level (improving knowledge base, relevant educational level of subjective life of the region). The building of innovative development system of communities requires clarification and consideration of ties of innovative development of the triad "education-science-production".

The article analyzes the development of music and choral education during the Slavic Renaissance and Ukrainian Baroque. The special significance of the ideas of spirituality and the revival of Ukrainian-Slavic values of religious and folk singing is revealed in view of the absence of statehood, the decline of Orthodox musical traditions. The significance of the reformist ideas of «purification of the church» and the culture of the Enlightenment is highlighted. Positive results of the development of music and choral education on the basis of Renaissance-Baroque (Cossack) Ukrainian culture were revealed. The value of Cossack-kobzar music and choral education, regional music and choral schools, the phenomenon of Kyiv-Mohyla Academy is emphasized. The analysis of scientific sources testifies to the intensive development of music and choral education in Ukraine during the sixteenth and eighteenth centuries, which took place in difficult conditions of the liberation struggle of Ukrainians for national culture, spirituality and consciousness. The achievements of the national music and choral education of the Slavic Renaissance include the preservation of ideas and traditions of the post-Byzantine Balkan-Slavic culture of Orthodox singing (monasteries, parish schools); appeal to Roman Catholic music and choral education (Jesuit, Latin, Protestant, Uniate secondary and higher institutions); a bright revival of humanistic and educational slogans, traditions of national music and choral education, which took place taking into account European achievements (Ostroh Academy, fraternal schools). Musical and choral education of the Hetmanate (Ukrainian Baroque), despite the gradual destruction of statehood, was marked by the revival of Ukrainian culture of the Renaissance-Baroque (Cossack) type. Centers of kobzar-Cossack music and choral education and culture, regional singing schools, spiritual and singing Orthodox culture flourished (Kyiv-Mohyla Academy, monastic, hierarchical, secular city centers) flourished. Ukrainian music and choral education was glorified by the geniuses of the Ukrainian people M. Diletsky, D. Rostovsky, D. Bortnyansky, M. Berezovsky, A. Wedel, G. Skovoroda. The prospects for further research include a systematic analysis of trends in music and choral education in Ukraine in the populist period.

The article analyzes the state guarantee of the right of citizens to quality medical care in terms of vaccination from COVID-19. It is determined that in today's conditions it is extremely important to ensure the proper functioning of health care, the provision of quality medical services which in turn will guarantee proper medical care. The state must provide the citizens of Ukraine not only with the vaccine, but also with reliable information about the need for vaccination. It turns out that the small number of vaccinated in Ukraine is not only due to the slow pace of procurement and vaccination, but also the lack of awareness of citizens about all the benefits of the need for vaccination. It is concluded that the positive in today's conditions are: the efforts of the legislator still not to influence the subjective choice of every resident of Ukraine on the need for vaccination; regulatory support of the Center for Public Health, which in turn will strengthen the network of regional Centers for Disease Control and Prevention (CCP); creation of a Roadmap for the introduction of a vaccine against acute respiratory disease COVID-19 caused by the coronavirus SARS-CoV-2.

The article highlights a conceptual framework for developing of regional innovation ecosystems at the NUTS 1 level. The authors' definition of the innovation ecosystem of the region has been given. The ranking of EU-27 NUTS 1 regions by R&D intensity indicator allowed identifying most innovatively active regions and draw the conclusion about their concentration in three science-intensive macro-clusters. The conceptual model of the regional innovation ecosystem of Ukraine has been suggested taking into account features of its current territorial division. The key dimensions of the model include the goal of the ecosystem, its actors, the environment and the system of internal and external interrelationship. Considering the specifics of regional governance in Ukraine, it was substantiated that it is advisable to use the existing network of regional research centres as institutional tools to support regional innovation ecosystems at NUTS 1 level. It is suggested to create special coordination centres, in particular, regional innovation councils at NUTS 2 level. Peculiarities of transformation of the structure of the economy of cities of the Western region of Ukraine are investigated. For this purpose, the spatial concentration of economic activity in the cities of regional significance of the Western region of Ukraine, as well as the speed and intensity of transformation of the structure of their economies are analyzed. Depending on the structure of the economy of cities of regional importance in the base period and the intensity of structural changes in it during the study period, two types of studied administrative units are identified: 1) cities of regional importance, which retained the profile of economic structure; 2) cities of regional significance, which diversify the structure of the economy. The latter, in particular, include: a) cities of regional importance — industrial centers that have diversified their activities through the development of the service economy; b) cities of regional significance, which transformed the structure of the economy in the direction of industrial development; c) cities of regional significance, which, despite the multidisciplinary economic structure of the base period, increased in the following years the economic potential only in a certain sector of economic activity; d) other cities of regional significance, in particular those that have changed the vector of economic activity in the direction of development of related industries. The existence of positive trends (higher adaptability of the structure of the economy of the studied administrative units to modern conditions of socio-economic development), as well as negative trends (asymmetry of regional socio-economic development due to concentration of business activity and capital in cities of regional significance; disproportionate sectoral and spatial structural changes) economy of cities of regional importance, strengthening the mono-profile of economic development of individual cities of regional importance in the context of exacerbation of risks of economic activity) in the transformation processes of the economy of cities of regional importance.

In Ukraine, the partnership of regional centers and districts of region has great potential in the context of promoting the development of territories, because its implementation in the long term will allow to overcome the disparity in the level of socio-economic development of territories and increase the viability of region as a whole. However, given that this potential is not fully involved today, it is important to establish a dialogue between the territorial communities of the center and the periphery on the search for opportunities and prospects for joint development. The article proposes a conceptual approach to increasing the center-to-peripheral interaction of the regional center and districts of the region at the present stage of decentralization. It is emphasized that the basic principle of the policy of increasing the center-to-peripheral interaction of regional center and districts of region should be the principle of sustainability (achieving economic, environmental and social balance), and achieving the priorities of sustainable development should be consistent with other principles of effective center-to-peripheral interaction (in particular, parity, inclusivity, efficiency, effectiveness and strategic orientation, innovation, development, social cohesion, resistance, etc.). It is determined (taking into account foreign experience and domestic realities of regional development) that the main directions of interaction of the examined administrative units should be: modernization of infrastructure; creation of tourism and recreational network; development of industry clusters; production of innovations; development of business support infrastructure; digitalization; development of social and civic opportunities. The results of increasing the center-to-peripheral interaction of regional center and districts of region should satisfy three components of the vital activity of hromadas in the region: economic, social, environmental.

Abstract:
The article describes the descriptive characteristics of the doubling / fragmentation of regional identities and macroidentity of Ukraine as a factor in strengthening external influence. As a result of the study, it was determined that the fragmented and diffuse identity of different regions of Ukraine is related to changing the perceptions of their residents about the most acceptable vector of external (cultural and political) influence. This vector depends on the level of legitimacy of the current government and is in the spectrum of geopolitical orientations of the EU / NATO - Customs Union. Analysis of the data of empirical sociological research gives grounds to talk about the presence of an oscillating contour of moods, which determine the inclusion in the process of determining a particular external center of power from the western and central, on the one hand, and southern and eastern regions.It is emphasized that the minority of the population shares the position of limited influence on Ukraine of various alliances of states and preservation of neutral sovereignty. At the same time, the indicators of attitudes towards the EU and NATO, the Customs Union, still differ in the west and east of the country. The existence of correlative differences in foreign policy, electoral, ethno-cultural orientations, which are still recorded in empirical sociological research in the areas with the greatest commitment to the two models of ethno-social structure, state and society: national and civil territorial (Galicia and Donbass).It is noted that the instability of regional identity, as a rule, correlates with the common practices of empires in the past (feudal-monarchical and Soviet) on artificial ethno-cultural mixing and deportation of indigenous people to remote areas. It is stated that the vast majority of Ukrainians, having special cultural and linguistic characteristics, still do not have a clear political worldview, which depends on the situational situation of power and changes over time under the external influence of situational centers of power of other societies.It is emphasized that Ukraine as a society is characterized by pronounced regional and cultural differences, which were formed in connection with the special historical experience of the occupation of its various regions and their artificial territorial and political composition. The analysis showed that the idea of a common Ukrainian civic identity has partial support at the state level and is shared by the majority of Ukrainians.At the same time, it was stated that along with self-awareness as part of the Ukrainian state, for a significant part of Ukrainians, their ethnic, cultural and linguistic features are still important, which may be related to factors of belonging to a particular region. Based on this, it is concluded that the regional aspects of Ukrainian identity become a generalized determinant of the assumption of a particular center of external influence on Ukraine.

The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.

The article analyzes the international legal acts on issues of counteraction to bioterrorism. It has been established that Ukraine is implementing effective cooperation on issues of mutual interest with bioterrorism both at the universal and regional levels (with NATO, CIS, EU), as well as at the bilateral level. The role of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxic Weapons and on their Destruction (CBTZ), Ukraine as a full member is determined. To strengthen the provisions of the Convention at the national level, a number of laws and regulations have been adopted, the purpose of which is to exclude the possibility of conducting activities in violation of the requirements of the OSCE. In general, the legal basis for combating bioterrorism is the Law of Ukraine dated March 20, 2003 “On the Fight against Terrorism”; the basis of the national system of “export control” are the laws of Ukraine “On Foreign Economic Activity” of 17.05.1991, “On State Control over International Transfers of Military and Dual-Use Goods” of 20.02.2003, the KPiminal Code of Ukraine of 05.04.2001, in the articles of which (art .439, art. 440) provides for liability for activities contrary to the Constitution. Information is given about activities of medical, scientific, specialized and production institutions in Ukraine that have micro-organisms banks or work with products of their vital activities, and are included in the scope of the CBT. Also in Ukraine, the inter-governmental intergovernmental organization Ukrainian Science and Technology Center was established in Ukraine. The emphasis is on Ukraine’s accession to the Global Health Security Agenda, the global initiative of the Centers for Disease Control (USA), which began in February 2014, to build a safe world protected from the dangers of infectious diseases. A meaningful chronology of the formation of the organizational mechanism for the introduction of inclusive capitalism and its management and staffing is given. The equivalence of the principles of homeostasis of economic and biological systems is considered by comparing the restoration of the viability of the global network economy and marine biological systems (on the example of a vampire octopus). Generalized signs of international and state terrorism in Ukraine. The necessity to change the Anglo-Saxon model of open market economy to socially oriented one using the doctrine of 3 "S": social forecasting, social planning and social management is substantiated. It is proposed to use the experience of the United States and Great Britain on social planning and the European financial model of people's capitalism. Based on the proposals of Emelyanov O.S. to enhance the role of the Center in cooperation with the Regions, it is recommended to develop National and Regional Human Development Programs. Ukraine has one of the largest HIV epidemics in Europe, historically driven by people who inject drugs (PWID). The epidemic showed signs of stabilization in 2012, but the recent war in eastern Ukraine may be reigniting virus spread. We investigated the movement of HIV-infected people within Ukraine before and during the conflict. We analyzed HIV-1 subtype-A pol nucleotide sequences sampled during 2012–2015 from 427 patients of 24 regional AIDS centers and used phylogeographic analysis to reconstruct virus movement among different locations in Ukraine. We then tested for correlations between reported PWID behaviors and reconstructed patterns of virus spread. Our analyses suggest that Donetsk and Lugansk, two cities not controlled by the Ukrainian government in eastern Ukraine, were significant exporters of the virus to the rest of the country. Additional analyses showed that viral dissemination within the country changed after 2013. Spearman correlation analysis showed that incoming virus flow was correlated with the number of HIV-infected internally displaced people. Additionally, there was a correlation between more intensive virus movement and locations with a higher proportion of PWID practicing risky sexual behaviors. Our findings suggest that effective prevention responses should involve internally displaced people and people who frequently travel to war-affected regions. Scale-up of harm reduction services for PWID will be an important factor in preventing new local HIV outbreaks in Ukraine.

Abstract The study was conducted in the forests of the State Enterprise “Gorodotske Forest Economy”, located in the Manevytsko-Volodymyretsky region of the Volyn Polissya in Ukraine. The annosum root rot (Heterobasidion annosum (Fr.) Bref.) impact on timber merchantability was investigated. The comparison of the cost estimation of stands assortment structure was carried out on the basis of the market value at current selling prices of the State Enterprise “Gorodotske Forest Economy” of the Volyn Regional Department of Forestry and Hunting as of 2017, taking into account the quality and the average length of the assortments. We present a comparative analysis of productivity, merchantability and assortment structure and financial value of timber volume by various assortments of pine and birch stands of the Volyn Polissya region affected by annosum root rot. We found that in the pine plantations, the overall productivity and the value of merchantable wood was higher by 42% in the control sites (areas between the fungal disease centers) as compared with those in the root rot disease centers. In the middle-aged birch-pine stands, the value of merchantable wood was higher than that in pine plantations of 34 the comparable age: by 9% in the disease centers and by 8% in control sites.

At the present stage, the strategic vector of transformation of transport and logistics systems in the border regions of Ukraine and the Visegrad Four countries is the integration of transport and logistics infrastructure into a transport and logistics cluster. The purpose of the paper is to substantiate the institutional basis for the formation of a cross-border transport and logistics cluster as an effective form of cooperation between the border regions of Ukraine (Volyn, Zakarpattya and Lviv regions) and the Visegrad Four (Poland, Slovakia, Hungary). Methodology. The theoretical and methodological basis of the study is the provisions of institutional theory, in particular the paradigms of evolutionary development, the theory of clustering, the concepts of strategic and logistical management, enterprise development management. The following general scientific methods were used in the research process: analysis and synthesis, statistical analysis, classification and systems approach, comparison and structural-logical generalization. The article presents the results of analytical assessment of the current state of development of transport and logistics systems of the Visegrad Four. Based on statistical analysis, features, trends, barriers and challenges to the functioning of transport and logistics systems in the border regions of Ukraine have been identified. Results. In order to modernize the regional ecosystems of Ukraine and the Visegrad Four countries, the conceptual provisions for the creation of a cross-border transport and logistics cluster are substantiated. It is proved that this cluster structure should include enterprises in the field of transport and logistics, innovation infrastructure (technology parks, business incubators, industrial parks, etc.), state, regional and local authorities, NGOs, research institutions and centers, higher education institutions that are geographically concentrated in cross-border regions. It is established that for the implementation of the conceptual foundations of the formation of cross-border transport and logistics cluster it is necessary to use a set of mechanisms, which include: regulatory, institutional, organizational and economic, financial, social, informational, environmental. Practical implications. The results of the study can be used to refine the current legal and regulatory framework, namely in amending the Association Agreement between Ukraine and the EU, the Laws of Ukraine “On Cross-Border Cooperation” and “On Principles of State Regional Policy”, the State Development Program cross-border cooperation for 2021-2027, Regional Development Strategies of Volyn, Zakarpattya and Lviv regions until 2027 in terms of creating appropriate institutional conditions for the formation of cross-border transport and logistics cluster and determining the mechanism of financial support for its operation. Value/originality. The author's approach to the improvement of legal and institutional support for the development of cross-border cluster structures in Ukraine is formulated, taking into account European practice.

The results of tourist streams of Ukraine during 2000-2018 are presented, problems and prospects of development of tourism industry in Ukraine are analyzed (namely, which regions are the most tourist attractiveness for foreign tourists). The methodology of the study was to use a combination of methods: dialectical, analytical, method of comparison. The scientific novelty of the results obtained is the comprehensive coverage of the results of the author’s quantitative and qualitative analysis of the problems of the tourism industry development in Ukraine by the end of 2018. Conclusions. In general, places that are attractive for tourists are those places that have the following three components: developed infrastructure, historical sites, regional attractiveness. However, the main problem of the tourist industry today remain: improper quality of services, lack of clear control, insufficient promotion of domestic Ukrainian tourist recreation. In Western Ukraine, there are no conditions for the emergence of inexpensive hotels. Currently, there are very few tourist information centers on the territory of Ukraine, where it would be possible to find out about interesting places of this or that region. Abstract:
Background. Radiation therapy is an essential in the complex of modern cancer care methods, since it is needed by more than half of cancer patients worldwide. However, each year more than 2 million people from low-income countries are unable to access modern radiotherapy technologies [1]. Thus, the urgent task in the field of radiation oncology is to increase the availability, quality and efficiency of radiotherapy, monitoring the level of technical, methodological and human resourcing of radiation therapy in Ukraine in accordance with trends in Europe and the world. The actual task of the study is to review and analyze the existing level, availability and effectiveness of applying the modern technologies of radiation therapy in the regions of Ukraine. Purpose – analyzing the current state and level of availability of radiotherapy in Ukraine, seeking for opportunities to expand applying it. Materials and methods. Analyzing and comparing statistical data of the National Cancer Registry of Ukraine and the information of IARC GLOBOCAN, IAEA DIRAC Database, summarizing the results. Results. The level of technical and technological equipment as well as staffing of oncology centers of Ukraine has been analyzed, along with assessing quantitative and qualitative components of radiotherapy care in comparison with the average European indicators. The assessment of the state of radiotherapy care in Ukraine was carried out with due regard for the increasing number of patients. Conclusions. According to the WHO, the structure of cancer incidence in Ukraine is similar to the European one, however higher specific mortality rate indicates, first of all, the insufficient level of covering the population of Ukraine by specialized diagnosis and oncological care, its low efficiency and engineering backwardness. It has been determined that radiation therapy in Ukraine is needed annually by at least 90 thousand cancer patients. In fact, only about 44 thousand of them are provided with tele-radiation therapy. First of all, this is due to extremely insufficient radiotherapy equipment available in Ukraine and using outdated radiation treatment technologies in gamma-ray teletherapy that result in its low quality and aggravating the clinical consequences. Given the growing number of cancer patients in 2022, Ukraine will need about 160 machines for tele-radiotherapy. The rise and adjusting the clinical and technical capabilities of regional oncology centers in terms of quality and efficiency of radiation therapy is possible under the conditions of their rapid technical.

Relevance of this study. The problem of preserving and disseminating historical and cultural heritage is being actively discussed throughout the world. Libraries build digital collections of rare and valuable documents. The work of regional universal scientific libraries of Ukraine as regional centers is important in the context of this study. Regional universal scientific libraries collect and preserve local history documents. The digitization facilitates the preservation of local history documents and disseminate memory of the region. The aim of this paper is to study local history documents in collections of regional universal scientific libraries; to identifylocal history documents as a priority object for digitization. Research methodology. The author analyzes the sites of regional universal scientific libraries of Ukraine, local historydigital collections andscientificpublications on the subject. In the process of research, the following general scientific methods have been used: analysis, synthesis, generalization and others. Results. The paper describes the primary task of regional universal scientific libraries. It is to preserve and to disseminate local history documentary heritage. The importance of digitizing local history documents constituting the local history documentary heritage is shown. The author describes advantages of digitization and digital collections. Novelty. This study gives reasons for digitization of local history documents. The author argues that the use of digital technologies for the preservation, dissemination and accessibility of documentary heritage of the region is important. The practical significance. The main results of this study can be used by regional universal scientific libraries to organize the digitization of local history documents and in library cooperation in building corporate digital local history collections. Conclusion. Preservation and dissemination of region documentary heritage is a new trend. Digitizing local history documents is a priority area in the workof regional universal scientific libraries.

Abstract:
The purpose of the administrative and territorial reform in Ukraine is, first of all, to give broad powers to communities for their development, as well as to balance the quantitative parameters of administrative and territorial units of different sections. In the process of implementing the reform, the status and functions of most settlements are also changing, which will affect their social and economic development and change inter-settlement ties. The article analyzes the quantitative parameters of the modern administrative and territorial system in Ukraine. It is noted that it was not possible to eliminate significant disparities in the size and population of the newly created districts and territorial communities. It is also noted that the agglomeration will take place around district centers, other urban settlements, less often - around large villages. It is emphasized that only the villages that will become community centers have prospects for further preservation of their functional significance in the settlement system. In general, 47 cities and almost 440 settlements will not become community centers. There are also cases of classifying urban settlements as rural territorial communities. 354 urban settlements, which had the status of district centers before the reform, now have the status of centers of territorial communities. As a result, the powers of such cities extend to a much smaller number of settlements, and their functional significance will decrease. Service functions and a role in the resettlement system will also be lost to settlements that do not become community centers but are attached to urban ones. The article substantiates that the reform of the district level of administrative structure involves a change in the direction and intensity of inter-settlement ties. In conditions of prolonged social and economic stagnation, demographic crisis and unsatisfactory transport connections, this may lead to a deepening of polarization in the settlement system and an increase in peripheral areas. Some medium-sized cities that had the status of cities of regional significance (among them – Novovolyns’k, Horishni Plavni, Enerhodar, Smila, Irpin’) will not be district centers, because the limiting factors for granting them the status of district center are the asymmetric position or mono-function structure of the economy. For most small towns that have lost the authority of the district center, there is the alarming possibility of losing the status of the city. At the same time, in sparsely populated Polissya, steppe or mountainous areas, such small urban settlements will become the centers of enlarged districts, so their functional significance will increase. The condition for the effective performance of the cities-centers of their functions is the development of industrial and social infrastructure, transport connections with remote settlements. According to the results of the study, positive and negative aspects of the impact of the administrative and territorial reform and changes in the status and functional significance of settlements have been identified. Further research on this issue will include a detailed analysis of the functioning of territorial communities and new districts in the context of the impact on the settlement development. Abstract:
The main tasks of inclusive growth are determined, in particular: development of human capital; improving the quality of life of citizens, reducing inequality and poverty; development of social and economic involvement; careful use of natural resources and protection of the environment; territorial unity and elimination of regional disparities. The tight dependence (R = 0.84) between the index of global competitiveness of the countries and the index of inclusiveness of development is shown. The authors reveal the relationship between the intensity of urbanization processes and indicators of natural and migration growth (reduction) of the population; indicators of economic development and quality (comfort) of life for the inhabitants of the cities of Ukraine; indicators of institutional (including infrastructure) development of cities and assessments of their inhabitants regarding quality and comfort of living; indicators of economic development and investment attractiveness of the cities of Ukraine. The current trends in the development of the IT sphere as a key driver for the implementation of inclusive development are analyzed. Priority measures for achieving the objectives of inclusive development of cities and regions are named, in particular: (i) the enhancement and effective use of human potential, which is primarily the education, retention in a city and preservation of the concentration in various fields of creative people who are able to develop creative and innovative activities; (ii) development and implementation at the national level of urban audit, such as in the EU countries; (iii) when developing an effective policy of reforms in Ukraine, taking into account not only statistical but also sociological results of the assessment of social sentiment, especially under conditions of decentralization of authority, responsibility and decision-making; (iv) use of participatory management and partner approach in developing a common vision of urban development based on inclusiveness.

The article analyzes the functions of the state body for religious affairs, in particular the problem of the loss of effectiveness and the possibilities of this body to influence the state of state-church relations. It is proposed to change Josef Stalin's proposed model of the existence of a separate state body for religious affairs to introduce instead the institution of the Ombudsman on freedom of conscience with the powers of the central executive body and its vertical in all regional centers. The basic function of this Ombudsman should be the systematic monitoring of violations in the field of freedom of conscience and the implementation of practical steps for the non-administrative (non-forceful) response to these violations
