Abstract:

An increasing national focus on problems related to urban sprawl has fueled debate on the best way for urban areas to accommodate increasing populations. Portland, Oregon has attracted international attention for its growth policies, which are among the most stringent in the United States. Metro, the area's regional government in charge of long-range planning, has designated certain locations as regional centers where increased density and development are to occur. A logical question is whether or not these centers are developing as intended; do Metro's plans match reality on the ground? This study of Washington County, Oregon analyzes land value, building volume, road intersection density, and public transportation availability using ArcGIS to locate potential regional centers in the county to answer that question. Subjective criteria are used during field visits to these locations to determine whether potential centers identified in the ArcGIS analysis are truly regional centers. Change over time is analyzed from 2000 to 2010 to see if the variables mentioned above contribute to regional center development. This study's results show Metro's designated regional centers are, in fact, regional centers or emerging regional centers using the above criteria, meaning this aspect of Metro's plans do match reality on the ground. Commercial land value tends to be the strongest indicator of regional centeredness. This study's findings aid in the understanding of urban areas. They help urban planners in their efforts to create viable plans that accommodate population growth and future development.

Abstract:

Since Ukrainian independence, in 1991, issues of nation and statehood have become topics of concern to Western social scientists, and Ukrainian scholars and political and cultural activists. Nonetheless, the ways in which national identity is being conceptualised and constructed have not been studied in depth. This thesis aims to explore the processes through which national identity is being constructed at a time of rapid social, economic and political change. It does this at a variety of scales: at the state, regional and individual levels. The methods used are primarily qualitative in their nature, as these allow the researcher to capture the complexities and subtleties of identity issues. The study demonstrates that many interpretations of the new state and its people existed at the time of research, but that certain visions had more influence than others. It also highlights the ways in which concepts of ethnic, and civic identity were highly intertwined, which raises fundamental questions about social, political and cultural inclusion and exclusion. The thesis argues that a crucial aspect of establishing the state's identity has been a (re)imagining of its geography. This has involved defining and interpreting regional differences in Ukraine, and at the same time new geographies of power - between the regions and the centre - have been established. A case study of Zaporizhzhia, located in the eastern part of Ukraine, demonstrates that at the local scale some of the same ambiguities and tensions uncovered at the state scale could be identified. However, this was taking place through a local framework of debates and ideas. The study thus raises fundamental questions about whether an inclusive sense of national identity can be developed in Ukraine which celebrates and embraces diversity, and opens up new challenges for Western social scientists to develop concepts which can illuminate and incorporate Ukrainian and post-Soviet experiences.

Abstract:

A simulation model is developed in this research which models the operating characteristics of the Pump Regional Repair Center (PRRC) at the Puget Sound Naval Shipyard in Bremerton, Washington. This simulation model provides an output consisting of the average pump turn around time (TAT) for different pump types and the queue length and labor utilization at each workstation. These outputs are used to assess the capacity of the PRRC and its effect on customer satisfcation, while demonstrating the benefits of using simulation modeling as a decision support tool. The results of the simulation show that the PRRC has the capacity to successfully accomplish all surface ship pump maintenance without significant backlogs in the awaiting maintenance queue. A measure of effectiveness (MOE) for the PRRC is its timeliness in response to its customer's demands. Using the simulation model the PRRC managers can continuously improve customer satisfaction by reallocating resources to reduce pump TATs and provide a more accurate promised delivery date (PDD)

Abstract:

The purpose of this study was to provide data that could be used to improve staff development in Virginia's Regional Alternative Education Centers. Characteristics of participants and of centers were identified as factors to investigate. The personal characteristics of the participants were age, gender, position, attitude toward staff development, and total years of experience in education. The center characteristics were location, age of center, grade levels served, number of staff employed, number of students served, number of special education students served, budget for staff development, pooling of resources, center leadership, number of certified general education teachers, and number of certified special education teachers. Quality of staff development was measured on the following dimensions: learning environment, time for learning, planning, evaluation, materials, techniques, funding, content, rewards for participation, use of adult learning principles, and transfer of learning. The design was both quantitative and qualitative. A questionnaire was mailed to 99 administrative coordinators, teachers, and counselors in 26 participating regional centers. Quantitative responses were analyzed with descriptive statistics, ANOVA, and multiple regression. The qualitative phase involved three focus groups with four participants in each group " one administrative coordinator, one counselor, and two teachers. Three centers were chosen at random from three different geographic regions in Virginia " urban, suburban, and rural. Nominal group techniques were used to create a prioritized list of recommendations for staff development at the centers. Factors that best predicted the quality of staff development were the quality of center leadership, attitude toward staff development, and grade levels served. The prioritized lists of strategies from the focus groups included funding for inservice travel, providing training during workday, using teambuilding techniques, working with stakeholders, increasing number of staff employed, and having stakeholders provide timely services. A major implication of the study was that one theory with independent predictor variables did not relate to the quality factors. A more accurate description evolved"a family of theories. The family consists of three separate theories, with each theory identified by the predictor variables that were found to be associated with specific quality variables.

Abstract:

Client satisfaction was considered to be a critical indicator of the effectiveness of the services provided by the Navy Regional Data Automation Centers (NARDACs). The purpose of this thesis was to develop the means to measure this indicator. Interviews of twenty-eight middle management clients served by NARDACs in four geographical regions within CONUS were conducted. Forty-four items that influence satisfaction were identified belonging to eight factor dimensions of the client satisfaction domain. The Likert Scale methodology was employed in the construction of the measurement instrument. The instrument was reviewed for completeness of items and logical soundness of operations by three independent groups of experts, thus achieving content validity. A client satisfaction index is formulated from data obtained with the measurement instrument. The instrument was piloted to a NARDAC site consisting of fifty-two client organizations using self-administered mail surveys. Evaluation of the instrument was performed on the scored results of twenty-six pilot respondents. The pilot results were subjected to empirical tests for construct validity and reliability. The results indicated that the instrument could be used to measure client satisfaction after further piloting on a larger (at least two hundred twenty) sample size

Abstract:

The thesis examines the influence of external advice on domestic reform in a post-communist state following the dissolution of the Soviet Union. As an example of this, the research analyses the role of international assistance in the reform of public administration in Ukraine in the period 2000 to 2012, with particular reference to the relationship between the national and sub-national tiers of government. Two empirical case studies, on fiscal decentralisation and regional policy, are employed to provide an in-depth analysis of reform programmes introduced by the Government of Ukraine and an examination of the contribution of external advice to each. The thesis draws on concepts from Institutional Theory, Comparative Politics and Development Studies to explain the interaction between external donors and the domestic recipients of their advice. It is argued that international assistance to public administrative reform in Ukraine is a form of normative institutional isomorphism involving the deliberate transfer of models of state institutions from donor countries where they are regarded as good practice. The findings of the case studies indicate the narrow circumstances in which this transaction may lead to short-term progress with reform, through the establishment of a policy transfer network linking domestic and external actors. However the case studies also demonstrate that in the longer term both these attempts at reform, and the international advice which contributed to them, failed to achieve a sustained outcome. Employing the political economy analysis of development aid the thesis argues that the international community bears a large share of the responsibility for this owing to the technocratic nature of assistance programmes and their limited engagement with the political realities of reform processes.

Abstract:

This study examines the European Unions (EU) promoting of regional cooperation, included in its programme, the European Neighbourhood Policy (ENP). The thesis is based upon the agreed activities in the EU/Ukraine relation concerning regional cooperation.

The aim for this thesis is to visualise the policy outcome of the ENP concerning the EU/Ukraine relation and regional cooperation. The following questions are posed: What are the goals for the EU; what are the achievements and planned actions and what instruments are used by the EU in the ENP concerning the EU/Ukraine relation and regional cooperation?

The theoretical approach assumes that the Union is a power in international relations. It’s well suited promoting its policies in an asymmetric power environment, where the EU is the supremacy.

This study is conducted with a qualitative research method, based on text analysis on the European Unions official documents.

The result shows that the goals for the Union are the protection of its prosperity and its energy supply. Ukraine shall assist the EU, reaching these goals. In exchange, is the EU promising integration to the Unions internal market for Ukraine. But the EU has problems when this contravenes to Russia’s interests. This confirms the theory.

Top researchers and outstanding scientists are an essential source of science-based innovation and regional development. The location pattern and international movements of the scientific elite, are, thus, of fundamental importance. However, despite a growing interest, there is only little empirical evidence about these core issues. Drawing on the results of a world-wide survey of 720 ―star scientists‖ (identified by the number of citations they generated in journals in the ISI databases in the period 1981-2002) this paper seeks to explore the role of islands of innovation in providing employment opportunities for stars. It is shown that US and European islands of innovation and their regional labor markets are at the forefront when it comes to produce (i.e. to educate) and to employ star scientists and to exchange them with other places. Furthermore, the paper provides evidence for the formation of a network among innovative regional labor markets based on international movements of the best and brightest scientific minds. Abstract:

L’objectif de cette étude était d'étudier les différences de mortalité régionales en Ukraine, les structures par causes de décès et les tendances à différentes échelles spatiales. Tout d'abord, des contrastes géographiques nets ont été mis en évidence : pour les hommes, entre l'ouest et l'est de l'Ukraine, et pour les femmes - entre l'ouest et le sud-est. L’étude des disparités régionales en fonction de l’âge révèle que les régions les plus avancées sont caractérisées par une diminution de la mortalité chez les personnes les plus âgées. Dans les grandes villes, pour la plupart des causes de décès (à l'exception du cancer et des maladies infectieuses) vivre dans une grande métropole est un avantage pour survivre. Le cas de la ville de Slavoutytch qui avait particulièrement souffert de l'accident de Tchernobyl a fait l’objet d’une analyse spécifique. Deuxièmement, une attention particulière a été portée aux schémas régionaux de mortalité par causes médicales de décès et a montré que les régions ukrainiennes se trouvent à différents stades de la lutte contre les maladies dégénératives. Enfin, les particularités de la dynamique de deux dernières décennies ont été étudiées. Pendant cette période l'espérance de vie a connu une forte baisse, suivie d’une stagnation, puis d’un début de reprise. Ces évolutions se sont accompagnées d’une transformation des schémas régionaux de mortalité par cause. Ces changements, qu’ils soient majeurs ou plus modestes n’ont pas été réellement identifiés par les pouvoirs publics et aucune avancée sanitaire décisive ne s’est produite dans aucune des régions de l'Ukraine. Il n'y a eu ni stratégies, ni mesures ou réformes efficaces mises en œuvre pour permettre une amélioration substantielle de la santé de la population
The aim of this study was to investigate regional mortality differences in Ukraine, cause-of-death patterns and trends at different spatial scales. First of all, general contrasts were established: for males between the west and east of Ukraine, while for females between the west and south-east. Study of regional disparities in respect of different age groups revealed that regions that succeeded the most are those characterized by decreased mortality at older ages. As for big cities, for the most of cases of death (except cancer and infectious diseases) living in a big metropolis is an advantage to surviving. The special case of the city of Slavutych that suffered the most from Chernobyl accident was studied. Second, special attention was given to regional patterns of mortality for different medical cause of death, and which showed that Ukrainian regions are at different stages in the fight against man-made and degenerative diseases. Lastly, peculiarities of dynamics over last two decades were investigated. During this period life expectancy has experienced a sharp decrease, followed by stagnation, and recovery. This evolution was accompanied by transformation of regional cause-specific mortality patterns. These changes, larger and smaller, were not actually accounted for by public authorities and no important breakthroughs happened in any Ukraine region. There were no efficient strategies, measures or reforms implemented that would allow substantial improvements in the health of the population

Abstract:

More than two decades after the Polish Roundtable Agreement inaugurated the collapse of the Soviet Bloc, political conversations in the post-communist space remain remarkably attuned to symbolic and ethical questions. Disputed historical legacies have represented significant points of contestation within and among the former Warsaw Pact and Soviet successor states ever since regime transitions began in the late 1980s and early 1990s, but instead of attenuating with the passage of time as many predicted, the politics of history have become more prominent over the course of the last decade, acquiring an increasingly transnational dimension in the process. Consequently, in post-communist Europe transnational moral discourse over contentious historical episodes has emerged as a significant feature of interstate relations, serving both as a means for states to define their identities and interests relative to neighbors and as a potential source of conflict between them. Proposing a contextual heuristic (Russia and the European Union [EU] as ideational "anchoring hegemons") within which to understand the regional influences that foster this phenomenon, I develop a set of theoretical mechanisms to account for the transnational salience of the past in contemporary post-communist politics. Argumentation proceeds through three case studies: Poland and the 1940 Katyń massacre; Ukraine and the 1932-1933 famine (Holodomor); and the divergent political recall of WWII and the communist period evinced across Russia, the European Union, and the Baltic/East-Central European states.

Abstract:

The purpose of this study was three-fold: 1. To determine the amount and direction of changes in sources of funding for the Regional Education Service Centers from 1979 to 1984. 2. To determine the percent of change in programming expenditures of the Regional Education Service Centers from 1979 to 1984. 3. To rate the changes in quality of programming as perceived by the superintendents of the local school districts receiving services from 1979 to 1984. A review of the literature and a brief history of the Regional Education Service Centers of Texas were followed by tabular and narrative descriptions of the findings. Deflated data, to account for inflation, were derived by applying Bureau of Labor statistics formulas to dollar amounts supplied by the Regional Education Service Centers. Each of the five Education Service Centers included in the study experienced a decrease in total funds, due chiefly to a cut in federal and state support. Although local contributions increased in four out of five of the Regions during the five-year period, the net result to the Centers was a decrease in funding ranging from 23.2 percent to 51.8 percent. The impact on programming was severe. Of the nine major services on which data was gathered—media services, data processing, counseling/guidance, special education, migrant education, bus driver training, staff development, drug education/crime prevention, and bilingual education— two had been eliminated in all of the Regions included in the study by 19 84, and some of the Regions had discontinued services in other areas as well. Surveys for rating the services of the Education Service Centers were sent to 126 current superintendents who held the same position in 1979. The results indicated that although fewer dollars had been expended and some services had been eliminated, the quality of programming had not diminished from 1979 to 1984.

To be valid in Ukraine (for employment or continuing education purposes), a foreign educational document you may needs to undergo the recognition procedure. This means establishing the compliance of the academic and professional rights, as well as the educational and qualification levels indicated in foreign educational documents (qualifications) with the national education standards of Ukraine. Currently, the recognition of educational documents in Ukraine is based on the Convention on the Recognition of Higher Education Qualifications in the European Region (Lisbon, April 11, 1997) and international agreements on mutual recognition and equivalence of educational documents and scientific titles. Abstract:

This paper examines the effects of Ikea store establishment in Kalmar and Karlstad on the trade and retail inside the two cities, and as well on the trade and retail in the close neighboring municipalities and in further peripheral municipalities in both regions. After the establishment of Ikea store, Kalmar and Karlstad have experienced significant growth in trade and retail. The question, however, is how big this growth is in both cities? And how different locations on different distances from Ikea have been affected? What impact there was on different segments of the retail? How different business branches have been affected? How large the catchment area for the emerging new large-scale retail locations is? These questions, in addition to few others, are investigated in this paper. The thesis starts with an introduction chapter containing a background of the topic, problem description, the investigated questions, the purpose, and the outline of the paper. The next chapter includes the frame of reference which consists of literature review and theoretical framework about the external shopping centers and their impact on retail and regional trade development. It includes also information gathered from previous studies technical reports and other available sources about the subject. The third chapter includes description for the methods used to collect the primary and secondary data needed for the purpose of this study. Then the empirical framework which demonstrates the results of the conducted research followed by analysis and concluded in discussion and conclusion. Mixed methods are used as research strategy in this thesis, and the method to conduct the research is based on telephone interviews for the primary (qualitative) data, and documents and desk research for the secondary (quantitative) data. The gathered data is analyzed and designed in a way that allows the usage of comparative analysis technique to present the findings and draw conclusions. The results showed that new established Ikea retail store outside the city boundaries results with many effects on the city center and on the neighboring municipalities as well. The city center seems not to be affected negatively, but on the contrary positive effects were witnessed in both regions, these positive effects are linked to the increase inflow of customers from the external retail area which is known as spillover effect. III On the other hand, the neighboring towns and municipalities are more negatively affected especially with the trade of con-convenience goods as the consumers in these towns and municipalities start to go to the area of Ikea and the large external retail center to do their purchasing, the substitution effect is then said to be occurred. Moreover, the further far municipalities do not seem to be significantly affected by the establishment of Ikea. These effects whether positive or negative could be monitored by looking to few trade parameters such as the turnover, the sales index, and the consumers’ expenditure, these parameters can be very useful to measure the developments and changes in the trade and retail in a given place.

Abstract:

In der Ukraine sind der demographische Wandel und der damit verbundene Bevölkerungsrückgang von 12 % der Einwohner seit 1990 im europaweiten Vergleich einmalig. Dafür verantwortlich ist aus Sicht der Wissenschaft neben den transformationsbedingten Brüchen innerhalb der Gesellschaft, der flächendeckende Mangel an bezahlbaren Wohnungen. Aktuell ist die Hälfte der ukrainischen Haushalte mit der eigenen Wohnungssituation unzufrieden. Der Großteil des in den 1990er Jahren privatisierten Wohnungsbestands ist marode und in sanierungsbedürftigem Zustand. Den Eigentümern fehlen jedoch die finanziellen Mittel, um Bestandserhaltungsmaßnahmen aus eigener Kraft heraus durchzuführen. Vor allem junge Erwachsene haben keine Zugriffsmöglichkeiten auf eine Wohnung und damit auch keine Chance, einen eigenen Haushalt zu bilden. Oft scheitern daran die Gründung einer eigenen Familie und der Wunsch, Kinder zu bekommen. Die vorliegende Arbeit hat das Ziel, Hinweise auf Zusammenhänge zwischen dem demographischen Wandel, den Haushalten und den bestehenden Wohnungsproblemen in der Ukraine zu finden. Dazu werden die Entwicklungen der Bevölkerung, der Haushalte und des Wohnungsbestands anhand sachlogischer Kenngrößen charakterisiert und regionale Besonderheiten sowie Disparitäten zwischen den 27 Oblasten (Regionen) des Landes aufgezeigt. Basierend auf multivariaten Verfahren, wie der Faktoren- und Clusteranalyse, werden Regionstypen gebildet, die Aussagen zur aktuellen Nachfrage und zum Angebot an Wohnungen zulassen.

Recently, downtown shopping areas have faced a number of challenges, which have undermined their vitality and viability. Some scholars argue that the coincidence of long-term shifts in policies, demographic recomposition and mobility increase and medium- and short-term impacts of changes in business and consumers’ behavior has had negative impact on the economic performance of city center shopping areas. There is an increasing interest in retail vacancy in city centers as it reflects the declining performance of the shopping areas.Retail vacancy is a complex and extensive problem. It is associated with numerous issues such as neglect and under-utilization of space, and is often considered undesirable. Vacancy can lead to decay and dilapidation of the area, but also attracts crime and can thereby result in disadvantaged neighborhoods. In addition, vacancy is also undesirable in the context of a sustainable and efficient use of space. Due to the fact that retail vacancy affects not only economic performance of retailers, but also the area itself, the public space, and, therefore has a spatial characteristics, local and regional authorities are involved in the process of addressing the issue.The thesis aims at identifying different policy arrangements for addressing retail vacancy in Antwerpen province (Belgium) and analyzing their transferability to the institutional settings of the Gelderland province (the Netherlands). This research contributes to the existing academic literature on the retail vacancy by filling the existing gap and giving insights in policy arrangements and institutional environment of the issue in international comparative perspective.

Актуальним у світлі процесів регіоналізації та євроінтеграції України є питання регіонального розвитку банківської системи України. Дослідивши його організаційний аспект, можна стверджувати про значну територіальну централізацію банківської системи. Більше половини банків – юридичних осіб, та більша частка активів банківської системи розміщено в м. Києві. Більшість українських банків позиціонують себе як всеукраїнські та здійснюють або бажають здійснювати свою діяльність на території декількох (більшості) регіонів держави. Регіональних банків мало і вони реально не впливають на розвиток системи в цілому та економіки регіонів, у яких вони розміщені. В Україні не існує ланки спеціалізованих банків, які б займались реалізацією однотипних видів послуг, відсутня ланка кооперативних банків.

Abstract:

This study addressed the current status of early childhood curriculum design and implementation in the Texas Education Service Centers Seven and Eight. No Previous research about the characteristics of the preschool programs had been completed in those areas. This research established if preschool programs were receiving priority status in East Texas. The results yielded evidence regarding the characteristics of administrators, teachers, curriculum implementation, plus parent and community involvement. The information also provided insight regarding short-term and longitudinal effects on children who have attended preschool programs. Data were collected from a search of educational literature, regional service preschool directors, administrators, and teachers. The procedure used in designing the survey and interview documents was Michael Scriven's goal-free strategy. The main sources for the questions were the National Association for the Education of Young Children and Head Start. The study first directs attention to the common characteristics of national programs/standards, then discusses the level of implementation in local rural prekindergartens. The fifteen open-ended interviews yielded concise information relevant to the population of students served and administrative beliefs on current practices. Surveys were sent to a total of all preschool administrators in the Education Service Center Regions of Seven and Eight. A 51 percent response rate was received. The results of the analysis demonstrated the direction current administrators hope early childhood will take in the areas of 1) developmentally-centered curriculum, 2) parental and community input, and 3) professional development. The administrators' commitments and focal points were correlated with the national standards. Recommendations are made that should result in an overall increase of successful prekindergarten and high school graduates.
