Abstract:
Agency and regional development has attracted growing attention. The origins of much thought in this area lie in evolutionary economic geography, sometimes with a nod in the direction of geographical political economy. In recent literature, there has been a stress on agency in general and local entrepreneurship in particular. Stress is laid on good governance, involving an appropriate mix of stakeholders, and more particularly the involvement of local leaders/entrepreneurs and their communities. However, in this article, I want to argue that, firstly, a focus on local entrepreneurship is too limiting; and secondly, following on from the first point, the concept of agency at a local level is at best undercooked.

Abstract:
The article deals with the functioning of the federal information agency in Russian regions. In a number of issues of journalism theory this issue has not only lost its relevance but draws attention to new research. In the modern media system, the integration of national agencies into local issues allows news services to attract new subscribers from the regions for their products, to become closer to the mass audience. The study of the topic of the work of an extensive network of correspondent points in the constituent entities of the Russian Federation of the national information agency is carried out by identifying news reasons, which more often fall into the focus of attention of regional representatives of IA, as well as peculiarities when forming a separate bureau of media announcement in a specific territory. The study is based on the comparative method, and the monitoring and synthesis method was also applied. Federal media are looking for ways to consolidate a new audience that is increasingly interested in local news, while at the same time competing with regional media is more difficult for them because such resources have a regular reader – a local resident for whom local information will always be a priority of the world. The study produced data showing that the presence of federal media in the local media market leads to positive competition, motivating regional journalists to improve the quality of their work. At the same time, a feature of federal media has been identified, which, unlike regional media, report verified information from competent sources, as well as seek to meet the objective demands of the society. The results given in the article are based on the works of both domestic and foreign scientists, as well as the materials of sociological research on the level of trust of the mass audience by the central and local media, the author ‘s own practical experience as a correspondent of the federal news agency.

The purpose of this study to describe and analyze the core issues relating to the environment in Banyuwangi Regency. This research used descriptive research with a qualitative approach. Informants in this study included Development Planning Agency at Regional Level; Environment Agency; Sanitation Agency; Public Works and Regional Road Agency; Public Works Irrigation Agency; Industry, Trade and Mines Agency; Agriculture Agency; and Regional Disaster Management Agency. Data were analyzed with interactive techniques that included data collection, data reduction, data display and verification. The results showed that the main issues in environment scope in the Banyuwangi Regency including tsunamis, volcanoes and other disasters; conversion of productive land; environmental pollution (water, air and soil); garbage and urban sanitation; as well as agricultural land.

Abstract:
Officer's performance in Regional Disaster Relief Agency (Badan Penanggulangan Bencana Daerah) Kebumen Regency, based on the existing data in the field, is not yet optimum. This circumstance was related to threefactors namely ability, working discipline, and spiritual motivation. This research aimed to analyze the influence of ability, working discipline, and spiritual motivation toward officers performance in BPBD of Kebumen Regency. The research method used was quantitative analysis, the data obtained by givingquestionnaire, answers were analyzed by multiple linier regression to determine the relations between independent variables: the ability, working discipline, and spiritual motivation with the dependent variable wasperformance. After analyzing three variables, it was found that performance of Civil Servant on Regional Disaster Management Agency Kebumen was good. The result showed that the ability (X1) influenced performance of Civil Servant on Regional Disaster Management Agency Kebumen with percentage of 37.7%;working discipline (X2) influenced performance of Civil Servant on Regional Disaster Management Agency Kebumen with percentage of 72.3%; spiritual motivation infuenced performance of Civil Servant on Regional Disaster Management Agency Kebumen up to 66.1%. The result also showed positive relations between three variables, as those variables were impactful in significant way. Finally; ability, working discipline and spiritual motivation influenced overall performance of Civil Servant on Regional Disaster Management Agency Kebumen up to 78.3%. It means that the greater level of ability, working discipline and spiritual motivation resulted to a greater level performance of Civil Servant on Regional Disaster Management Agency Kebumen, and vice versa.

The research was conducted at the Regional Disaster Management Agency in Makassar City. This type of research is quantitative with analytical survey research methods. The population in this study were all officers of the Regional Disaster Management Agency. The sample of this research is the officers of the Regional Disaster Management Agency in Makassar City, as many as 40 people consisting of 30 office staff and 10 field officers. The results of the research by office staff and field officers showed that knowledge (p value 0.032 <α 0.05), attitude (p value 0.036 <α 0.05), and practice (p value 0.013 <α 0.05). This means that there is a significant relationship between the knowledge, attitudes and practices of Regional Disaster Management Agency officials on optimizing flood disaster management in Makassar City. Knowledge, attitudes and good practices can make all Regional Disaster Management Agency officers more optimal in emergency response to floods

Theapproach used in this research is survey research. Survey research examines large andsmall populations by selecting and studying large and small populations by selecting andexamining the selected sample and that population to find the incidence, distribution andrelative interactions and sociological and psychological variables. The population in thisstudy were all Civil Servants (PNS) and Non PNS in the Regional Financial and AssetManagement Agency of Musi Rawas Regency. This study uses qualitative research methods with the type of exploratory research with data collection techniques through observation, interviews, and documentation. In this study, a purposive sample strategy was utilized to recruit informants. With the results of the research that the Regional Development Planning Board of North Sumatra is still not as expected or has not carried out its overall task. This can be seen from the fact that the development target of North Sumatra Province in 2021 has not been achieved, especially in the highlands. And the factors that hinder the North Sumatra Regional Development Planning Agency are the rupiah exchange rate which shows an increase, the lack of job training centers, low public trust, the low rate of continuing schooling from high school / vocational school to university due to poor family conditions, and the spread of Covid19.

In this study, the types of data used are qualitative and quantitative data types. The data sources used are primary data and secondary data, in the form of target data and realization of restaurant tax revenues, profile data of the Regional Revenue Agency, and data on procedures and constraints in the restaurant tax collection process. For data collection techniques through interviews and documentation. From the results of the study it can be concluded that the way to calculate the restaurant tax is by multiplying the rate set by the government with the turnover obtained by the restaurant. The procedure or payment process consists of 4 stages, namely registration, determination, deposit, and billing. There are several obstacles in the restaurant tax collection process, including: taxpayers do not tell the actual turnover, taxpayers do not want to use the bill printed by the Regional Revenue Agency, taxpayers do not want to pay taxes on the pretext of not collecting taxes from consumers, in general taxpayer awareness to pay taxes is still very low. In minimizing these obstacles, the Regional Revenue Agency made several efforts such as conducting socialization to increase awareness of taxpayers in paying taxes, improving services and facilitating facilities in the tax payment process, providing strict sanctions for late paying taxes.

That is, from the receipt of files, file verification, management to BKN Regional Kalimantan to the issuance of the promotion decree is basically in accordance with the regulations, in accordance with the vision of BKD's mission and provides good satisfaction to the community of service users (PNS) of Murung Raya regency. Do supranational institutions matter—do they deserve the status of an independent causal variable—in the politics of the European Community (EC)? Does the Commission of the European Communities matter? Does the European Court of Justice (ECJ) or the European Parliament? Is the EC characterized by continued member state dominance or by a runaway Commission and an activist Court progressively chipping away at this dominance? These are some of the more important questions for our understanding of the EC and of European integration. They have divided the two traditional schools of thought in regional integration, with neofunctionalists generally asserting, and intergovernmentalists generally denying, any important causal role for supranational institutions in the integration process. By and large, however, neither neofunctionalism nor intergovernmentalism has generated testable hypotheses regarding the conditions under which, and the ways in which, supranational institutions exert an independent causal influence on either EC governance or the process of European integration.

This study was aimed at finding out the influence, both simultaneously and partially, of the variables ‘competence, work environment, and work discipline’ on the performance of the staff of the Regional Civil Service Agency of Malang City and finding out the most dominant between the variables ‘competence, work environment, and work discipline’ in influencing the staff of the Regional Civil Service Agency of Malang City. The variables in this study consisted of independent variables: competence, work environment, and work discipline, while the dependent variable is the performance of the staff of the Regional Civil Service Agency of Malang City. The population was all staff of the Regional Civil Service Agency of Malang City as many as 110 people. The sample was taken using an accidental sampling technique, namely a paired sample, so the study sample was 110 people. From the results of the study, it can be concluded that the variables ‘competence, work environment, and work discipline’ are simultaneously proved to influence the performance of the staff of the Regional Civil Service Agency of Malang City and the three variables cannot be separated from each other and are a unified whole in supporting the staff performance with a contribution of 68.8%, while the remaining 31.2% were influenced by other variables not included in this study. Meanwhile, separately, the three variables are proved, partially/individually, to have a significant influence on the performance of the staff of the Regional Civil Service Agency of Malang City. Of the three independent variables ‘competence, work environment, and work discipline’, the one has the most dominant influence on the performance of the staff of the Regional Civil Service Agency of Malang City is the variable ‘competence.’ The purpose of employee performance appraisal is to provide feedback to employees to improve their performance and increase organizational productivity.

AbstractThe regionalisation of the world economy is one of the most important developments in global governance in the past two decades. This process has seen ‘inter-regional’ economic agreements emerge between two or more regional groupings. Drawing mainly on the European Union’s external relations, observers accordingly point to the growing importance of regional actors, explaining their agency (or ‘actorness’) with regional attributes such as (supranational) institutional design, size, and member state cohesion. This article challenges this dominant explanation of regional agency. It argues that regional actors are socially, politically, and historically ‘embedded’. Agency reflects the contingency of regional integration processes, the motivations that underpin those processes, and the specific relationships between regions and third parties. This approach explains an important case of inter-regionalism from the Asia-Pacific: CER-ASEAN relations. Since the early 1990s, Australia and New Zealand have used their ‘Closer Economic Relations’ trade agreement for relations with the Association of Southeast Asian Nations. This reflects the ambitions of Australasian officials to shape processes of Asian-Pacific regionalism, and the interests of ASEAN officials in consolidating their own process of transnational market-making. Here, regional agency owed to a transforming world economy and the reconceptualisation of regions within new networks of trade governance.

Data analysis techniques used are data quality test, classic assumption test, multiple regression test, hypothesis test and coefficient of determination test. Partially, the application of accounting information systems has an effect on the effectiveness of SISMIOP on Bengkalis Regency Regional Revenue Agency with a large influence of 54.7%. Partially user knowledge influences the effectiveness of SISMIOP in Bengkalis Regency Regional Revenue Agency with a large influence of 57.4%. Simultaneously the application of accounting information systems and user knowledge affect the effectiveness of SISMIOP on Bengkalis Regency Regional Revenue Agency with a large influence of 67%.

That is, the leader of Regional Civil Service Agency of Majalengka Regency has been carrying out his tasks and functions fairly well, especially in order to improve the basic task of Regional Civil Service Agency in providing public services; the organizational culture that makes up the organizational values and norms is well-perceived; Employees at Regional Civil Service Agency of Majalengka Regency are assessed as effective in carrying out their daily work; Career planning is verification a positive and significant influence on the effectiveness of employee work; Leadership proved to have a positive and significant influence on employee work effectiveness; The organizational culture is empirically positive and significant influence on the effectiveness of work; Simultaneously between career planning, leadership and organizational culture affects positively and significantly to the effectiveness of the work.

This paper contributes to the study of regional economic resilience by analyzing the characteristics and mechanisms of resilience under different shock situations. The paper focuses on the resistance dimension of resilience and analyzes the mechanisms of influence from structural and agency-based factors. Our findings reflect that the regional economic resilience characteristics of resource-based cities in China in response to the 2008 financial crisis and the COVID-19 pandemic vary significantly. We find that the economic resilience has positive spatial autocorrelation characteristics. The regions with strong ability to deal with the shocks can promote resistance in the surrounding regions through their spatial spillover effect. Both structural and agency-based factors play significant roles in regional economic resilience under different shock situations, but the direction of the effect varies significantly. The agency-based factors have a more important role in regional economic resilience. The findings suggest that the nature of different shock situations deserves greater attention in the analysis of regional economic resilience. The mechanisms of structural and agency-based factors may change under different shock situations, and the spatial correlation characteristics of regional economic resilience and the spatial spillover effects should be taken into consideration.

The applied research approach was the descriptive qualitative method. Furthermore, data were collected using an in-depth interview, observation, and documentation.The results showed that the role of research results began to get attention at the stage of problem formulation in the Regional Border Management Agency of North Central Timor Regency to identify strategic issues related to border management in North Central Timor Regency. However, the use of research results in the formulation of policies has not been maximized. It was because of as follows. (a) Although published research results are easy to access, some researchers whose research is approved by the Regional Border Management Agency of North Central Timor Regency do not submit their research reports; (b) Research that is communicated effectively in the form of advocacy is conveyed by researchers through dissemination and intensive discussions as policy recommendations; (c) The time variable is the main factor for the effectiveness of the use of research results in the formulation of border management policies by the Regional Border Management Agency of North Central Timor Regency.

This paper addresses the interplay between path-dependent, structural forces and the construction and utilization of opportunities through agentic processes. The concrete step in the implementation of e-government in Probolinggo Regency, especially the Regional Personnel Agency is the establishment of an Online Employee Administration Information System (SIAP Online). This study aims to describe the Collaboration of Regional Personnel Agencies with other Regional Apparatus Organizations (OPD) as well as Coordination between fields in the Regional Personnel Agency in utilizing SIAP Online. Based on the research that has been done, the results show that the collaboration carried out by the Regional Personnel Agency in the framework of presenting staffing data has gone well. This is due to the support in the form of regional regulations and regent regulations that facilitate the cooperation process with other OPDs.

This study aims to determine the effect of suitability of work placement and compensation on work performance in the Medan City Regional Tax and Retribution Management Agency. To find out whether the level of education moderates the effect of suitability of work placement and competence on work performance in the Medan City Regional Tax and Retribution Management Agency. The population in this study was 175 people, and using slovin obtained a sample of 121 people. The analysis technique used is multiple linear regression and MRA. The results showed that the suitability of work placement had a significant effect on job performance in the Medan City Regional Tax and Retribution Management Agency. Competence does not affect work performance at the Medan City Regional Tax and Retribution Management Agency. The conclusion that can be obtained from the above results is that the moderator is proven to be significant in influencing the suitability of work placement for work performance. The type of research is descriptive and verification. The population of this study were patients in the Away Pavilion of the Sumedang Regency General Hospital who were inpatients of the Antang Pavilion of the Sumedang Regency General Hospital for 1 month, counted as many as 250 people. determine the sample by random or random (probability sampling), with the simple random sampling method, that is, each population has the same possibility of selection, the results of the calculation of the sample taken are 95 patients. Based on the results of the study, it was obtained testing the Main Hypothesis of the Effect of the Regional Public Service Agency of Sumedang Regency and Service Quality on Patient Satisfaction. The results of the test, obtained the decision H0 was rejected, so that the variables of the Regional Public Service Agency of Sumedang Regency and Service Quality on Patient Satisfaction were accepted. The significance of the value of the test results is also supported by the magnitude of the value of the Coefficient of Determination. This value indicates that the Regional Public Service Agency of Sumedang Regency and the Quality of Service have an effect on Patient Satisfaction. while the rest is influenced by other variables. Based on the test, the value of tcount is greater than the value of ttable, namely tcount. From the results of these calculations, the decision Ho is rejected, so that the Regional Public Service Agency variable affects the patient satisfaction variable.

The results showed that organizational justice had a positive and significant effect on the performance of the employees of the regional financial and asset management agency of North Sumatra province. Job satisfaction has a positive and insignificant effect on employee performance at the regional financial and asset management agency of North Sumatra province. Organizational justice has a positive and significant effect on job satisfaction of employees of the regional financial and asset management agency of North Sumatra province. Job satisfaction does not mediate the effect of organizational justice on employee performance
