Abstract:
The introduction of Regional Development Agencies (RDAs) in the English regions in 1999 presented a new set of collaborative challenges to existing local institutions. The key objectives of the new policy impetus emphasise increased joined-up thinking and holistic regional governance. Partners were enjoined to promote cross-sector collaboration and present a coherent regional voice. This study aims to evaluate the impact of an RDA on the partnership infrastructure of the West Midlands. The RDA network incorporates a wide spectrum of interest and organisations with diverse collaborative histories, competencies and capacities. The study has followed partners through the process over an eighteen-month period and has sought to explore the complexities and tensions of partnership working 'on the ground'. A strong qualitative methodology has been employed in generating 'thick descriptions' of the policy domain. The research has probed beyond the 'rhetoric' of partnerships and explores the sensitivities of the collaboration process. A number of theoretical frameworks have been employed, including policy network theory; partnership and collaboration theory; organisational learning; and trust and social capital. The structural components of the West Midlands RDA network are explored, including the structural configuration of the network and stocks of human and social capital assets. These combine to form the asset base of the network. Three sets of network behaviours are then explored, namely, strategy, the management of perceptions, and learning. The thesis explores how the combination of assets and behaviours affect, and in turn are affected by, each other. The findings contribute to the growing body of knowledge and understanding surrounding policy networks and collaborative governance.

Abstract:
This thesis examines Lefebvre's theory of the 'production of space' and Habermas's theory of 'communicative action' in relation to the interactions of two regional governmental organisations in the North East of England, the regional development agency One North East and the North East Assembly. In a conceptually-driven approach, these theories are developed and integrated into a framework which is used to analyse the spatial narratives and discourses that are promoted by the organisations in attempting to legitimate their respective claims to regional space. Informed by a three year work placement at the North East Assembly, the thesis provides insights into the production and communication of regional space via an heuristic application of the theoretical framework to three case studies which investigate the 'storylines' behind the 2005 draft regional economic and spatial strategies and two North East Assembly scrutiny investigations into Regional Leadership and Evidence and Regional Policy. There were significant communicative distortions and power imbalances in the interactions of One North East and the North East Assembly, which resulted partly from the nature of their working relationship but also from the effects of wider governance processes and cultures. This is seen to have created particular conditions of 'communicative meta-governmentality' that contributed to the production of a dominant economic and administrative spatial discourse, hindering the Assembly in establishing its claims to regional space. In light of this, it is argued that the Assembly created 'illusionary spaces of participation and representation' that failed to give it genuine integrity or credibility in and beyond the region. The thesis finishes with a look towards future regional arrangements following significant recent policy developments and suggests that there might be potential for positive change through the development of 'arenas of hope' based upon 'lived' and 'popular' spaces.

Abstract:
Expanding national services sectors and global competition aggravate current and perceived future market pressures on traditional manufacturing industries. These perceptions of change have provoked a growing intensification of geo-political discourses on technological innovation and ‘learning’, and calls for competency in design among other professional skills. However, these political discourses on innovation and learning have paralleled public concerns with the apparent ‘growth pains’ from factory closures and subsequent increases in unemployment, and its debilitating social and economic implications for local and regional development. In this respect the following investigation sets out to conceptualize change through the complementary and differing perceptions of industry and regional actors’ experiences or narratives, linking these perceptions to their structure-determined spheres of agent-environment interactivity. It aims to determine whether agents’ differing perceptions of industry transformation can have a role in the legitimization of their interests in, and in sustaining their organizational influence over the process of industry-regional transformation. It argues that industry and regional agent perceptions are among the cognitive aspects of agent-environment interactivity that permeate agency. It stresses agents’ ability to reason and manipulate their work environments to preserve their self-regulating interests in, and task representative influence over the multi-jurisdictional space of industry-regional transformation. The contributions of this investigation suggest that agents’ varied perceptions of industry and regional change inform or compete for influence over the redirection of regional, industry and business strategies. This claim offers a greater appreciation for the reflexive and complex institutional dimensions of industry planning and development, and the political responsibility to socially just forms of regional development. It positions the outcomes of this investigation at the nexus of intensifying geo-political discourses on the efficiency and equity of territorial development in Europe.

s highly centralized structure. Turkey displayed a series of changes within the scope of institutional reforms. Firstly, NUTS Classification in accordance with EU&rsquo
s statistical regions was introduced and then, Development Agencies were established by The Law on The Establishment and Duties of Development Agencies, based on NUTS-II regions. Thus, institutionalization at regional level was emerged for the first time in Turkish history as one of the significant movement. Following experiences gained during the institutional establishment efforts, this thesis aims to examine the existing DA&rsquo
s institutional performance in the regional plan activities. Izmir Development Agency (IZKA) was chosen as a case study topic in order to explore how Development Agencies perform regional plan in terms of institutional infrastructure. To achieve this aim, the research was formed into two stages. Firstly
factors, affecting the institutional performance were determined. Secondly
IZKA was assessed over these factors. Qualitative research method through in-depth interviews was conducted in order to assess IZKA&rsquo

Abstract:
This aim of this study was to explore the mediatory role of the Rhodes University (RU) / Southern African Development Community (SADC) International Certificate in Environmental Education course in developing capacity for reflexive mainstreaming of environment and sustainability education in teacher education in southern Africa. This course was a change-oriented intervention to support capacity and agency for mainstreaming environmental education across many sectors of education. The discourse of the course included environmental education and education for sustainable development and for this study this was referred to as environment and sustainability education (ESE). Environment and sustainability education is a developing notion in southern Africa and the SADC Regional Environmental Education Programme (REEP) was set up to support capacity for mainstreaming ESE. ESE was one of the responses taken by the SADC region to respond to prevalent environment and sustainability issues across the region. This study focused, in general, on establishing the mediatory roles of the reflexive mediatory tool, the change project in the course. More specifically, the research explores the mediatory role of course interventions and activities that were used to develop understanding of and to frame the change project in fostering agentially motivated changed practice in the teacher education sector. Drawing on realist social theory, which is a form of critical realism, especially the work of Margaret Archer, the study used the principle of emergence to interpret changes in the course participants' practices. The study was framed using the research question: How do mediated actions in a regional professional development programme and the workplace influence Environment and Sustainability (ESE) competencies, practice, learning and agency in Teacher Education for Sustainable Development (TESD) change projects? The following sub-questions refined the study: • What mediated actions on the course influence ESE competences, practice, learning and agency on the professional development programme? • How do these identified mediated actions influence ESE competences, practice and learning on the professional development programme? • What mediated actions in workplaces influence ESE competences, practice, learning and agency in the change projects in teacher education institutions? • How do these identified mediated actions in workplaces influence ESE competences, practices and mediated actions in the workplace? Notions of practice, agency, reflexivity, competences and capabilities were used to sensitise explanations of features emergent from course interactions; the process of analysis was under-laboured by the theoretical lens of critical realism and realist social theory. Mediation theory was used to explain the role of interventions across the course. The study used a case study approach with three cases of teacher educators from two institutions in two southern African countries. Data were generated through document analysis of course portfolios, semi-structured interviews with research participants, observations of participants during their teaching and through group discussions in a change management workshop to establish features that emerged from the course and change project interactions. The principle of emergence recognises that any interactions result in new features of characteristics that are different from the original. In this case, the study investigated those features shown by participants after being exposed to the course's mediatory tools. In order to describe the cases, a narrative approach was used. The study was conducted at the interface of the United Nations Decade of Education for Sustainable Development (UNDESD) and the Global Action Plan for Education for Sustainable Development, therefore the outcomes have implications for capacity development for ESE during and beyond the Global Action Plan for Education for Sustainable Development. The key finding is that capacity development for ESE needs to foreground reflexive engagement with one's own practice for it to be meaningful and relevant. The change project provided course participants with the opportunity to engage with their own practice and particularly their competences and capabilities through its mediatory tools. Course participants showed emergent properties that were evidence of expanded zones of proximal development (ZPD) in competences, capabilities and agency. The study illustrates that meaningful learning happens when immersed in context and when learners are able to make connections between concepts, practices and experiences (their praxis). The study also illustrates that capacity building creates opportunities for practitioners to expand their repertoire through the course activities. Some of the course activities stimulated, enhanced and gave impetus to their agency or double morphogenesis for them to continue to expand that repertoire by trying and retrying changes in practice that they value on their own and in communities of practice. Capacity development courses need to be structured to involve a variety of mediatory activities as some of these are relevant and are valued for different teacher education contexts. The study also shows how knowledge and understanding of classical Vygotskian mediation can be used to frame and structure courses for developing the ZPD retrospectively and how the repertoire which forms the ZPD has potential to be expanded and to keep expanding, whether at individual level or in community with others, as an object in the post-Vygotskian mediation process. The change project provides the starting point, the vehicle and momentum to teacher educators to critique and to reflexively transform competences or aspects of their practice that they value. The study showed that capacity development through the change project generated momentum for potentially morphogenetic changes in teacher education practice. The course initiated interactions at the phase T2-T3 that disrupted teacher educators' habitus. On-course phase activities such as assignments, lectures, discussions, practical tasks, excursions and regional knowledge exchange groups contributed smaller morphogenetic cycles to the main cycle. Reflexive engagement with one's own practice becomes a useful tool for building capacity for scaling capacity for mainstreaming ESE during and after the Global Action programme for ESD. Contributions of the study therefore go beyond the SADC region to contribute insights into capacity development for ESD in similar conditions of teacher education across the world.

Abstract:
The thesis examines the role of regional labour councils in local employment generation. It specifically analyses the case of an Australian regional labour council, the South Coast Labour Council (SCLC), between 1981 and 1996. The Illawarra region was the centre of SCLC activity. It was an industrialised region that experienced high levels of unemployment in the period. These were greater than the State and national averages, which reflected a geographical concentration of unemployment in certain regions in Australia. The SCLC attempted to address this issue, as it was part of the union structure that was specifically focused on the regional level and on regional concerns. The study argues that the SCLC developed a local employment generation strategy and it examines how and why this was adopted and pursued. It finds that the SCLC was well placed at the regional level and was well resourced with a capacity to influence the external environment through its utilisation of both political and industrial methods in a period of agreeable internal relations. The research identifies the development of its local employment generation strategy. Sometimes the SCLC pursued its strategy in a manner of ad hoc decision-making and muddling through, while at other times it involved characteristic and distinctive regular patterns. The thesis concludes by evaluating the SCLC�s strategy of local employment generation and by exploring the applicability of the general trade union literature on methods and strategy to regional labour councils.

ENGLISH ABSTRACT: e-Governance refers to the utilisation of technology to improve on service delivery, sharing of information, client participation as well as to advance government through the transformation of its internal and external relationships (Shilubane, 2001:40).e-Governance further implies that government disseminates information and renders services to the public through “electronic means” (Manohar, Pulapa and Mellam, 2009:243). On the other hand, e-government is not entirely about electronic service delivery, but part of the continuous restructuring of government to ensure participation from its partners for improved efficacy and success. Therefore e-government is participatory in nature when implemented correctly. This study assesses and evaluates the current infrastructure and current e-initiatives of the South African Social Security Agency (SASSA) Regional Office Western Cape and the extent to which the agency and its customers are ready to adopt e-government. The e-Governance Road Map (ERM) developed by Ernst & Young India for the New Delhi government was used to guide the researcher to assess the level of e-readiness of the SASSA Regional Office Western Cape. The Information and Communication Technology manager and customer care manager of the SASSA Regional Office Western Cape were interviewed and the beneficiaries of SASSA were requested to participate in the completion of questionnaires. The study found that the customers of SASSA were not as interested in electronic services as in mobile services such as reminders and notifications through short message service (SMS). There are, however, several impediments at SASSA such as an adoption of e-government and m-government, low budget for information and communication technology (ICT) as well as to conduct research among a larger group of SASSA customers. The study mainly recommends that the SASSA Regional Office Western Cape conduct a research study on a larger scale than this research study and to determine the needs of customers in respect of e-services and m-services. Should the agency decide to conduct an e-readiness assessment, the National e-Government Plan (NeGP) of India could be a useful guideline for the implementation of e-governance. The research study strongly recommends that SASSA develops a capacity-building roadmap for the successful implementation of e-governance.
AFRIKAANSE OPSOMMING: e-Regering verwys na die benutting van tegnologie om te verbeter op dienslewering, die deel van inligting, die kliënte deelname te versterk, sowel as om die regering te bevorder deur die transformasie van interne en eksterne verhoudings (Shilubane,2001:40). e-Regering impliseer verder dat die regering inligting versprei en dienste lewer aan die publiek deur middel van "elektroniese metodes" (Manohar, Pulapa en Mellam, 2009:243). Aan die ander kant, e-regering het nie slegs betrekking tot elektroniese dienslewering nie, maar sluit ook in die deurlopende herstrukturering van die regering om deelname van sy vennote te verseker om doeltreffendheid en sukses te bewerkstellig. e-Regering word dus as deelnemend beskou wanneer dit korrek geïmplementeer word. Hierdie studie bepaal en evalueer die huidige infrastruktuur en e-inisiatiewe van die Suid Afrikaanse Agentskap vir Maatskaplike Sekerheid (SAAMS) Streekkantoor Wes-Kaap en die mate waarin die agentskap en sy kliënte gereed is om e-regering aan te neem. Die e-regering kaart wat ontwikkel is deur Ernst en Young Indië vir die Nieu-Delhi regering was gebruik as riglyn om die vlak van e-gereedheid van die SAAMS Streekkantoor Wes-Kaap te bepaal. Onderhoude was gevoer met die Inligting en Kommunikasie tegnologiebestuurder en die kliëntediensbestuurder van die SAAMS Streekkantoor Wes-Kaap en die begunstigdes van SAAMS was versoek om deel te neem in die voltooiing van vraelyste. Die studie het bevind dat die kliënte van SAAMS nie werklik belangstel in elektroniese dienste nie, maar inteendeel aan mobiele dienste, onder andere kennisgewings deur middel van 'n kort boodskap diens. Daar is egter verskeie hindernisse wat die aanvaarding van e-regering en m-regering bemoeilik soos byvoorbeeld 'n lae begroting vir inligting en kommunikasie tegnologie (IKT) asook om navorsing te doen onder 'n groter groep van SAAMS kliënte. Die studie beveel hoofsaaklik aan dat SAAMS Streekkantoor Wes-Kaap 'n navorsingsprojek doen op 'n groter skaal as hierdie navorsing en die behoeftes van kliënte ten opsigte van e-dienste en m-dienste te bepaal. Indien die agentskap besluit om 'n e-gereedheid assessering uit te voer, word die Nasionale e-Regering Plan (NeGP) van Indië aan beveel as 'n nuttige riglyn vir die implementering van e-regering. Die navorsing beveel sterk aan dat SAAMS 'n vermoë-opbouplan vir die suksesvolle implementering van e-regering ontwikkel.

Abstract:
This study is about a Middle Mississippian (A.D. 1150-1350) burial mound site known as Oak Level Mound. Located in the back swamps of Bryan County, Georgia 2.4 km south of the Ogeechee River, the site is situated amongst Live Oak hammocks and Palmettoes. The earthen architecture and material remains found at Oak Level Mound during the fall of 2012 and winter 2013 tell a tale of ancient people whose subsistence included oysters, snail, and nuts. Their daily practices are expressed in burial mounds and utilitarian and/or status goods, such as plain, cord-marked, and complicated-stamped pottery. This study, then, seeks to understand those daily practices taking place at Oak Level Mound between A.D. 1150 and A.D 1350, both locally and regionally.

The aim and scope of this study is to describe the coordination of joint efforts concerning chemicals and hazardous substances in the Baltic Sea region, between the Swedish Chemicals Agency (KemI) and the land-based pollution group of the Helsinki Commission (HELCOM LAND). Based on the description of the coordination, the second aim is to discuss the consequences for the Swedish Chemicals Agency in its policy shaping work towards a nontoxic environment. A qualitative and descriptive case study method is used for this purpose. Theories of coordination and achievement-inducing criteria for environmental goals are applied to the case. Components and related processes of coordination are applied to the descriptive part of the study, whilst the achievement-inducing criteria are applied in the discussion. The description of the coordination unveils a strong coordination regarding goal selection, goal decomposition and mapping activities to actors. It also confirms an interdependency between the two organisations, based on the fact that they have different institutional leverage, and thus addresses different types of actors. The result of the study shows that the coordination consequences do not lead to an independent Swedish chemicals policy. Due to limited data, the certainty of the conclusions based on the theoretical and empirical evidence found in this study can be discussed, and must therefore be subject to more empirical research.

Tématem diplomové práce je ukázka česko-polské přeshraniční spolupráce na příkladu Euroregionu Glacensis. Ten již celou jednu dekádu úspěšné působí v mnoha oblastech přispívajících k rozvoji svého území. Jeho členové jsou úspěšnými uživateli nemalého množství grantových schémat vypisovaných institucemi na krajské, státní i evropské úrovni. Jako ukázka dotačního titulu je uvedena Iniciativa Společenství INTERREG III A a její opatření 2.2 ? Podpora iniciativ místních komunit (Fond mikroprojektů), kterou hojně aplikují členské obce Euroregionu Glacensis ve svých projektech. Je totiž primárně určena na neinvestiční projekty charakteru ?People-to-people? a tudíž ji lze chápat jako nejdůležitější finanční podporu využívanou k navazování a utužování kontaktů na obou stranách hranice.

Esta dissertação tem como tema “Assessoria de Imprensa Regional: fonte dos jornais regionais” e o objectivo principal é perceber como funcionam as assessorias de organizações de âmbito regional. Pretendemos ainda saber se esse modo de operar se distingue substancialmente do modo de actuar das assessorias de organizações de âmbito nacional. A base deste nosso estudo exploratório é as assessorias do sector público da cidade da Covilhã e três jornais semanários da região (Notícias da Covilhã, Jornal do Fundão e O Interior). É nossa intenção dar um novo contributo na área da assessoria de imprensa e relações públicas, permitindo uma nova visão sobre o tema.

Apresenta novas definições para a comunicação integrada de marketing em três níveis de abrangência geográfica e propõe um modelo das condições necessárias para que a comunicação possa produzir melhor resultado.
Many questions remain over how advertising can be implemented successfully. The thesis considers the variables that have some influence in the globalization process and its consequences on GIMC - Global lntegrate Marketing Communication. The author traces the level of GIMC implementation in São Paulo through a survey among advertising agencies. Furthermore, a new definition is presented for IMC - Integrate Marketing Communication in three geographical coverage levels - domestic, regional and global - and proposes a model for the use of integrate communication establishing the necessary conditions for better results.

It is widely recognised that knowledge and highly skilled individuals as "carriers" of knowledge (i.e. knowledge spillover agents) play a key role in impelling the development and growth of cities and regions. In this paper we discuss the relation between the mobility of talent and knowledge flows. In this context, several issues are examined, including the role of highly skilled labour for regional development, the features that characterise knowledge spillovers through labour mobility, the key factors for attracting and retaining talent as well as the rise of "brain gain" policies. Although the paper deals with highly skilled mobility and migration in general, a particular attention will be paid to flows of (star) scientists.

Abstract:
Throughout New Labour’s term in office, from 1997 to 2010, the Government placed increasing emphasis on both healthy policy and regionalism. No longer was health merely part of the National Health Service agenda. Instead, all policies had to take health into account, to address the wider determinants of health, such as housing, employment and poverty. New regional agencies were created to aid policy development and implementation at the regional level. This study considered the way healthy public policy reached and climbed the decision-makers’ agendas within these regional structures. The North East region of England was chosen as a case study. A series of interviews took place with those most heavily involved in policy-making in the region. Documents from the regional agencies and other organizations playing a part in the decision-making process were examined. Along with general policy, four specific policy areas were investigated: tobacco control, housing, worklessness and climate change. These were chosen to allow comparison of influential factors, particularly those factors identified in the agenda-building literature. Several agenda-building models proved helpful, suggesting factors shown to influence agendas, although many related to national agendas. The most significant factors were the people and organizations involved and the ways they worked together, formally and informally, across departments and across organizations. Informal joint working was also particularly useful in enhancing decision-makers’ awareness of health issues so that health would be considered in all policy. The recently elected Government plans to move away from regionalism towards localism. The North East currently has an ethos of joint working and a commitment to healthy policy. Losing the supportive regional structures could well mean losing the capacity to make all policy healthy policy.

У роботі розкрито основи сутності фінансіалізації, узагальнено принципи та фактори, що визначають особливість її функціонування в трансформаційних процесах, обґрунтовано авторський методичний підхід до оцінки впливу фінансіалізації на розвиток продуктивних сил регіону. Виявлені тенденції та проаналізовано динаміку впливу фінансіалізації на розвиток регіональної економіки. Проведено ранжування регіонів за рівнем впливу фінансіалізації на розвиток регіональних господарських систем. Теоретично обґрунтовано і доведено практичну доцільність зміни напрямів регіонального розвитку через запровадження новітньої моделі управління фінансовими потоками регіону в умовах трансформаційних процесів, що базується на ефективній взаємодії фінансового сектору та реального.
Диссертация является рукописью, в которой обоснованы теоретико-методологические основы развития влияния финансиализации на становление региональной экономики и разработаны практические рекомендации по усилению сбалансированного ее влияния на структурные трансформации региональных хозяйственных систем. В работе раскрыта сущность финансиализации как системы экономических отношений, нацеленных на выделение специфической сферы услуг, связанных с концентрацией, приоритетной ориентацией и эффективным использованием финансового потенциала в интересах развития экономики региона на условиях устойчивости. Проанализирована динамика и современные тенденции развития влияния финансиализации на производительные силы региона. Данный анализ позволил провести межрегиональное сравнение и установить эффективность структуры экономики областей. В работе раскрыты основы сущность финансиализации, обобщены принципы и факторы, определяющие особенности ее функционирования в трансформационных процессах, обоснованно авторский методический подход к оценке влияния финансиализации на развитие производительных сил региона. Исследованы рычаги влияния на процессы развития региональных хозяйственных систем на основе постоянства. Теоретически обосновано и доказано практической целесообразности изменения направлений регионального развития через внедрение новой модели управления финансовыми потоками региона в условиях трансформационных процессов, основанный на эффективном взаимодействии финансового сектора и реального. Исследованием доказано, что финансиализация в условиях евроинтеграции требует совершенствования институциональной среды и внедрения современных механизмов государственного влияния на процессы регионального развития через инвестиционную поддержку, муниципально-частное партнерство, управление финансовыми рисками.
The thesis is a manuscript, which proved the theoretical and methodological foundations of financialisation influence on the formation of regional economic and practical recommendations to strengthen its impact on sustainable structural transformation of regional economic systems. The work reveals the basics of nature financialisation generalized principles and factors determining feature of its functioning in transformation processes, reasonably author's methodical approach to assessing the impact of financialisation on the development of the productive forces of the region. Identified trends and the dynamics of financialisation impact on the development of regional economy. A ranking of regions in terms of financialisation impact on the development of regional economic systems. Theoretically substantiated and proven practicality changing trends of regional development through introduction of the latest model of financial flows in the region in terms of transformation processes based on effective interaction between the financial sector and the real.

We all want to live in a healthy community. Each of us has his or her own image of what such a community should look like. That image is shaped, in part, by our reaction to the communities in which we now live or used to live. However we often take for granted the elements of communities that enable and sometimes disable many of us to remain active in a community for a lifetime. For older residents, a lifelong community would include elements that help them to maintain independence and quality of life. The physical characteristics of a community often play a major role in facilitating our personal independence. In order to combat the growing challenges and health concerns facing the American lifestyle this research proposes a set of design guidelines that promote sustainable lifelong communities that are universally designed for people of all ages and levels of physical ability. The purpose of developing a set of universal design guidelines for lifelong communities is to alleviate many of the physical barriers and challenges that prevent some Americans from active involvement in the community. The methods employed to develop these guidelines were based on literature review and analysis. This research was incorporated into a new body of practical standards that was tested against a real life community in Decatur, Georgia. These standards were edited and revised to appropriately accommodate the necessary adaptations that were discovered during the evaluation phase. The resultant guidelines are presented with the intention of becoming a usable guide for planning agencies such as the Atlanta Regional Commission and other local and national community design facilitators.

The detection of communities of agents that interacted over time through regional innovation policies is analyzed through the application of three methodologies: Clique Percolation Method (CPM) by Palla et al. (2005), Infomap by Rosvall and Bergstrom (2008), and Dynamic Cluster Index analysis (DCI) by Villani et al. (2013). The case study regards the policy interventions implemented by region Tuscany (Italy) in 2000-2006 with the aim of supporting innovative network projects among local actors. In a context of analysis centered on such a complex object as innovation, and affected by discontinuous temporal dynamics and changing configurations of partnerships of agents, the three methodologies are applied to investigate different specific aspects of community organizations aimed at developing innovative activities. For every methodology three models are developed. In CPM, the elaboration of three models following the observation of the features of all possible partitions makes it possible to overcome the problematic definition of the value of k. In Infomap, the observation of the chronological order in which funded projects were carried out is used to impose different restrictions on the circulation of simulated flows. Finally, the application of DCI analysis to a socio-economic context is developed through the elaboration of different variables describing agents’ behavioral profiles, and through an original contribution in using a cluster analysis aimed at coping with the large quantity of results that the algorithm produces. The investigation of relational structures (through CPM), of shared processes (through Infomap) and of integrated behaviors (through DCI analysis) allowed the identification of communities that reveal, respectively, meaningful characterizations in terms of agents’ participations in specific waves of the policy, of agents’ participations in projects operating in particular technological domains, and in terms of agents’ institutional typologies.
Per individuare comunità di agenti che nel tempo hanno interagito in politiche regionali a sostegno dell’innovazione, si propone l’utilizzo di tre metodologie: Clique Percolation Method (CPM) (Palla et al. 2005), Infomap (Rosvall e Bergstrom 2008), e la Dynamic Cluster Index analysis (DCI) (Villani et al. 2013). Il caso di studio riguarda la serie di politiche messe in atto dalla regione Toscana, nel ciclo di programmazione 2000-2006, con lo scopo di sostenere progetti di reti innovative nel territorio. Nell’analisi di un contesto che riguarda attività innovative, caratterizzato da forti discontinuità temporali nell’implementazione delle politiche e da mutevoli configurazioni nelle collaborazioni, sono state applicate le metodologie citate al fine di indagare tre specifici aspetti che caratterizzano le comunità di agenti con riferimento alla capacità di sviluppare processi innovativi. Lo studio delle strutture relazionali presenti (attraverso il CPM), dei processi di interazione osservati (attraverso Infomap), e dell’integrazione dei comportamenti degli agenti (attraverso la DCI analysis) hanno condotto all’elaborazione di tre modelli di analisi distinti per ciascuna di queste metodologie. Nell’ambito del CPM, la problematica definizione del valore di k è stata affrontata attraverso l’approfondimento delle caratteristiche delle possibili partizioni. Per l’applicazione di Infomap sono state elaborate simulazioni di flussi informativi in grado di tenere conto della sequenza temporale dei progetti finanziati. Infine, nell’ambito del DCI, un primo processo esplorativo, necessario per comprendere come applicare in modo coerente tale metodologia ad un contesto di tipo socio-economico, è stato seguito da due ulteriori modelli in cui l’originale introduzione di una analisi cluster ha consentito di gestire l’enorme mole di output prodotta dall’algoritmo. I risultati mostrano, rispettivamente, partizioni con comunità caratterizzate in termini di partecipazioni a specifici bandi (CPM), in termini di partecipazioni a progetti in specifici ambiti tecnologici (Infomap), e in termini di tipologia degli agenti coinvolti (DCI).

Agenda 21 é o resultado mais palpável do encontro realizado no Rio de Janeiro em 1992, chamado de ECO-92 ou RIO-92. Nesse encontro, mais de 170 países assinaram um acordo de propagar e implantar um plano global visando o desenvolvimento sustentável, que foi chamado de Agenda 21. Para tanto, a efetividade desse plano está fortemente ligada a capacidade de absorção de seus princípios e aplicação efetiva em todos os países, principalmente através das Ageanda 21 Local. Este trabalho está focado na análise do processo de implantação da Agenda 21 Local do Município de Florianópolis/S.C, que ocorreu no período de 1997 à 2000, e hoje procura formas para efetivar a sua implementação. Orientado pela teoria que cerca o assunto, que vai desde ecologia até planejamento governamental, foi efetuado uma contextualização do município de Florianópolis perante a questão social, econômica e ambiental. Após isso, foi elaborada uma descrição do processo de implantação da Agenda 21 Local do Município de Florianópolis. Foram realizadas entrevistas com participantes do processo, bem como com executivos da ONU, em Nova Iorque, que em conjunto com a teoria, o contexto sócio-econômico e ambiental do município e o histórico do processo, foi elaborada uma análise buscando identificar a importância da Agenda 21 Local para a implementação de ações equilibradas e integradas entre o meio ambiente e o desenvolvimento no município de Florianópolis.

This study is the result of observation of the television Fruit of the Earth, regional character, which is being produced in Goiania, twenty-five consecutive years. Achieving the overall goal of making a critical analysis and reflective linking the program and its regional proposal in the context of globalized society Goias, and the implications assigned to this context, they acquired this registration form, in which they are exposed to exploitation and Goias indigenous culture, especially music. Therefore, considerations are made on the regional cultural events that the program airs, including traditional and particularly the music, in the process of globalization, including the issue of cultural hybridity and cultural specificities of identifications in the news. The study is systematic in three chapters, s endo that makes each chapter a specific approach, based on the thought of Edgar Morin, the complexity. A reflection on the program Fruit of the Earth gives up way of thinking fragmented portnato, do not take the object apart from its context. It was observed, and the program Fruit of the Earth for a period of eighteen months, was considered the responses obtained in the interviews, we sought in the theoretical studies by social theorists - Hall, Bauman and Canclini - and researchers in the field music - Ulhôa, Nepomuceno and Pimentel. These agents have cultural enlightening replies to the questions that arise during the research. The procedures are found in each chapter of the research. In the first chapter, the discourse is presented by globalization and its issues. The second is devoted exclusively to country music roots, its origin, the transformation in that song now, considering the result of hybridity and cultural reflection of the identifications of Goias. The third chapter presented in detail, the program. It presents the history of the program, a detailed description of some recordings of that program and a summary of the opinions of the individuals: artists, viewers and program staff. In this chapter the reader is shown the importance of the fruits of the earth for society Goiana, since it proposes the recovery, preservation and indigenous culture of Goiás
Este estudo é fruto da observação do programa de televisão Frutos da Terra, de caráter regional, que vem sendo produzido em Goiânia, por vinte e cinco anos ininterruptos. Atingindo o objetivo geral de realizar uma análise critica e reflexiva relacionando o programa e sua proposta regionalista no contexto globalizado da sociedade goiana, bem como as implicações conferidas a esse contexto , adquiriu-se o presente registro impresso, no qual se encontram expostos a valorização e o resgate da cultura goiana, em especial a musical. Portanto, são apresentadas considerações sobre as manifestações culturais regionais que o programa leva ao ar, entre elas as tradicionais e, particularmente, as musicais, dentro do processo da globalização, abrangendo a questão do hibridismo cultural e as especificidades das identificações culturais na atualidade. O estudo está sistematizado em três capítulos,s endo que cada capítulo perfaz uma abordagem específica, tendo como base o pensamento de Edgar Morin, a complexidade. A reflexão em torno do programa Frutos da Terra renuncia a forma de se pensar fragmentada, portnato, não se tomou o objeto separado de seu contexto. Observous-e o programa Frutos da Terra por um período de dezoito meses, considerou-se as respostas obtidas na realização das entrevistas, buscou-se o embasamento teórico em estudos realizados por teóricos sociais - Hall, Bauman e Canclini - e por pesquisadores no campo da música - Ulhôa, Nepomuceno e Pimentel. Esses agentes socioculturais deram respostas esclarecedoras para os questionamentos surgidos no decorrer da pesquisa. Os procedimentos realizados são reconhecidos em cada capítulo da pesquisa. No primeiro capítulo, o discurso apresentado é o da globalização e suas questões. O segundo dedica-se exclusivamente à música sertaneja raiz, sua origem, as transformações pelas quais essa música passou, considerando-a consequência do hibridismo e reflexo das identificações culturais do goiano. O terceiro capítulo apresentada detalhadamente, o programa. Nele é apresentada a trajetória do programa, a descrição pormenorizada de algumas gravações desse programa e uma síntese das opiniões dos sujeitos entrevistados: artistas, telespectadores e funcionários do programa. This dissertation demonstrates that the presence of Latin basilissai, Catholic wives of the Byzantine despots of Morea, in Mystras between 1349, when the city became the seat of the Despotate, and 1460, when it was surrendered to the Turks, had an impact on the artistic and cultural production at court. These foreign women were agents of the ruling political and economic elites of Italian and Frankish courts, and expressed their agency by mediating their specific cultural and artistic traditions into the production of their adopted city. Art and cultural historical approaches, in which attention is focused on painted and sculpted details, inscriptions, archaeological remains, architectural design, and urban planning, are used to show that the Latin women were historical agents, whose presence can be detected in Mystras. A multidisciplinary analysis of case studies reveals cross-cultural motifs in the artistic production, demonstrating the relationship between pieces of evidence. The production of the workshops of Mystras expressed features that were, in some cases, responses to Constantinopolitan and Byzantine models, while, in others, autonomous and innovative, revealing complex cross-cultural references. Ultimately, this study shows that the particular cultural and artistic landscape of Mystras is indebted to exogenous cultures linked to these women.

O presente trabalho visa analisar a correspondência entre o procedimento corrente de entidades com um papel ativo na promoção do domínio do ordenamento do território e os princípios orientadores da agenda de política territorial para 2014-2020; bem como, refletir sobre o papel do planeador do território face aos desafios e exigências colocados pelo novo quadro de referência de política regional e de coesão. Neste sentido, foi realizado um estágio na empresa Sociedade Portuguesa de Inovação cuja programação de atividades assentou no apoio à estruturação e desenvolvimento de dois projetos estratégicos de base regional. Paralelamente a esta componente mais operacional, foi desenvolvida uma leitura dos principais documentos programáticos da Comissão Europeia com o intuito de aferir o conjunto de desafios identificados no âmbito da nova agenda de política regional e de coesão, as orientações estratégicas e os mecanismos de apoio às intervenções definidos, à escala europeia e nacional, para o horizonte 2020. Conclui-se que os projetos desenvolvidos durante o estágio traduzem um efetivo alinhamento com as preocupações e oportunidades que constam na agenda de política regional e de coesão 2014-2020 (designadamente com vista à promoção de condições de apoio à consolidação de polos nacionais e clusters de especialização, à consolidação de economias de proximidade, ao reforço de ligações institucionais a nível intrarregional e inter-regional, e ao fomento de dinâmicas de empreendedorismo em vários domínios) e que a entidade de acolhimento atua numa lógica de preparação e capacitação de entidades locais e regionais para melhor responder aos desafios que se antecipam para o referido período. Argumenta-se ainda que, face à atual conjuntura política, ao planeador do território se associam maiores exigências e, consequentemente, um papel mais ativo no apoio à consolidação de uma visão espacial comum para o desenvolvimento dos territórios e no envolvimento de agentes à escala regional com vista a construção dessa mesma visão.
The present report aims to analyse the correlation between current procedures of entities with an active role in spatial planning and the guideline principles established by the territorial policy agenda for 2014-2020, as well as to reflect upon the spatial planner's role in light of the main challenges and demands stressed by the new framework of regional and cohesion policy. In order to achieve these goals, a training period of seven months was programed at a private consulting company called “Sociedade Portuguesa de Inovação” to enable a real life scenario experience in the assistance of the development process of two regional strategic projects. In parallel to this more practical perspective, the present study also integrates a literature analysis component that explores key programmatic documents published by the European Commission to evidence the main challenges identified under the new regional and cohesion policy agenda, its strategic guidelines and intervention support mechanisms defined, at both European and national levels, for 2020. As concluding remarks, there are evidences that, on the one hand, indicate a clear alignment between the contents of the developed projects and the set of concerns and opportunities identified by the regional and cohesion policy agenda for 2014-2020 (that include actions that support the consolidation of national specialization poles and clusters, as well as economies of proximity, the strengthening of intra-regional and inter-regional institutional networks, and the encouragement of entrepreneurship dynamics in various areas of expertise) and, on the other, suggest that the host organization adopts a preparation approach to local and regional entities, aiding them to better address major challenges anticipated for the mentioned period. Concerning specifically the spatial planner's role within the same regional and cohesion policy framework, it was concluded that this practitioner holds an important part in what regards both supporting the consolidation of a common spatial vision for the development of the territories and stakeholder involvement at a regional level (to help build that same vision).

Abstract:
Liver biopsy is a very common, but invasive procedure for diagnosing liver disease. However, such a biopsy may result in severe complications and in some cases even death. Therefore, it would be highly desirable to develop a non-invasive method which would provide the same amount of information on staging of the disease and also the location of pathologies. This thesis describes the implementation of such a non-invasive method for visualizing and quantifying liver function by the combination of MRI (Magnetic Resonance Imaging), image reconstruction, and image analysis, and pharmacokinetic modeling. The first attempt involved automatic segmentation, functional clustering (k-means) and classification (kNN) of in-data (liver, spleen and blood vessel segments) in the pharmacokinetic model. However, after implementing and analyzing this method some important issues were identified and the image segmentation method was therefore revised. The segmentation method that was subsequently developed involved a semi-automatic procedure, based on a modified image forest transform (IFT). The data were then simulated and optimized using a pharmacokinetic model describing the pharmacokinetics of the liver specific contrast agent Gd-EOB-DTPA in the human body. The output from the modeling procedure was then further analyzed, using a least-squares method, in order to assess liver function by estimating the fractions of hepatocytes, extracellular extravascular space (EES) and blood plasma in each voxel of the image. The result were in fair agreement with literature values, although further analyses and developments will be required in order to validate and also to confirm the accuracy of the method.

When the media press public management by determined action, asking, including a period marked to its resolution would be interfering with the autonomy of the proposed planning for a particular territory? The media in disseminating social problems creates conflict between the government agenda and the population? This study presents the research results on the "Calendário JPB" aired on TV newscast JPB - 1st Edition, TV Paraíba, Rede Globo affiliate in Campina Grande-PB. The object of study is presented as a proposal in which the viewer characterizes itself the reports of the issuer of the problems experienced in their community, which in turn would make for and he revindication to public officials. So it is analyzed, generally as Service Journalism can be one of the actors who influence and / or press the state to schedule actions of interest and the contributions of “Calendário JPB" for those involved in the reports communities are the structuring or immediate type, that is, if there was some sort of planning or not. The research is descriptive-analytic nature and is based on literature and field research. We review the television picture productions since 2011 (the year it was started) in 2015 were 37 reports assessed, always being a chosen per month, to give more breadth to research. In the evaluation, at first we describe the kind of social demand, the neighborhood, the result given by journalists (resolved or unresolved) and type, in a second moment we observe that the claimed actions are structuring or immediate. The result of the research points to works that most often proved immediate and leave no significant changes and / or planned for the future of communities. The research also resulted in an inventory of common social demands, which become guidelines for the local media.
Quando a mídia pressiona a gestão pública por determinada ação, cobrando, inclusive, um período marcado para sua resolução, gera conflito entre a agenda governamental e a população? A ação midiática na divulgação de problemas sociais promove algum desenvolvimento para a comunidade envolvida? Este estudo apresenta os resultados de pesquisa sobre as tensões midiáticas ou conflitos de mediação entre comunidade e gestão pública na agenda do quadro “Calendário JPB”, exibido no telejornal JPB – 1ª Edição, da TV Paraíba, afiliada Rede Globo em Campina Grande-PB. O referido objeto de estudo apresenta-se como uma proposta em que o telespectador pauta as reportagens da emissora sobre problemas de infraestrutura urbana ou de serviços públicos prestados de forma precária, situações vividas em sua comunidade, que por sua vez faria para e por ele a reinvindicação aos agentes públicos. Assim, analisa-se, de modo geral, como o Jornalismo de Serviço pode ser um dos atores que influencia e/ou pressiona o Estado a agendar ações de seu interesse e ainda se as obras demandadas no “Calendário JPB” são estruturantes (políticas de planejamento) ou imediatistas (ações paliativas). A pesquisa é de natureza descritiva-analítica e se apoia em pesquisas bibliográficas e de campo. Analisamos as produções do quadro televisivo desde 2011 (ano em que foi iniciado) até 2015: foram 37 reportagens avaliadas, sendo escolhida uma por mês. Na avaliação, em um primeiro momento, descrevemos o tipo de demanda social, o bairro, o resultado dado pelos jornalistas (resolvido ou não resolvido) e a tipologia; em um segundo momento, observamos se as ações reivindicadas e exibidas pelo canal de TV são estruturantes ou imediatistas. O resultado da pesquisa aponta para obras que na maioria das vezes se mostraram imediatistas e que não deixam mudanças significativas e/ou planejadas para o futuro das comunidades.

It was done in this study, a climatic characterization of the state of CearÃ, from the dynamics of atmospheric systems. Initially developed theoretical background on the evolution of climate studies from those achieved by traditional peoples, passing by the first climate formulations in Geography from Humboldt, Hann, Koppen, De Martonne, Strahler, Sorre and Pedelaborde, reaching Carlos Augusto Figueiredo Monteiro, responsible for this development tools applied to geographic foundations of understanding of climate. So the work is theoretical and methodological foundation Monteiro (1973), fundamental to the development of a climate characterization with emphasis on regional atmospheric circulation. Based on Monteiro (1973), the work follows a regional spatial scale, since the atmospheric dynamics can only be understood from this definition, and timescale delimited from the standard years. Further details was carried out in climatic element precipitation, identifying those weather systems responsible for the rainy and dry season. Thus develops a study of the genesis of rainfall for the state of CearÃ, based on regional dynamics. The procedures adopted were conducted based on the natural succession rhythm of the types of time, designed from standard years and the application of rhythmic analysis, responsible for providing subsidies to the preparation of the participation rates of atmospheric systems that spatialized were used as a basis the attempted synthesis of regional atmospheric circulation for the state of CearÃ.
Foi realizado no presente trabalho, uma caracterizaÃÃo climÃtica para o estado do CearÃ, a partir da dinÃmica dos sistemas atmosfÃricos. Inicialmente, desenvolveu-se fundamentaÃÃo teÃrica sobre a evoluÃÃo dos estudos climÃticos desde aqueles realizados pelos povos tradicionais, passando pelas primeiras formulaÃÃes climÃticas na Geografia a partir de Humboldt, Hann, KÃppen, De Martonne, Strahler, Sorre e PÃdelaborde, chegando a Carlos Augusto de Figueiredo Monteiro, este responsÃvel pelo desenvolvimento de ferramentas aplicadas aos fundamentos geogrÃficos de compreensÃo do Clima. Assim o trabalho tem como fundamento teÃrico-metodolÃgico Monteiro (1973), fundamental ao desenvolvimento de uma caracterizaÃÃo climÃtica com Ãnfase na circulaÃÃo atmosfÃrica regional. Esta tese discute o uso de modelos baseados em agentes para capturar a mudança de uso da terra em grandes áreas de fronteira. Os modelos baseados em agentes atuais são empregados em pequenas áreas, onde informações individuais são mais acessíveis. Em escalas regionais, os modeladores precisam descrever as tomadas de decisão coletiva. O trabalho apresenta duas ideias para lidar com as complexidades de modelos baseados em agentes em tais escalas: arranjos institucionais e autômatos híbridos. Arranjos institucionais ajudam a modelar a interação multi- agente, explicando por que, apesar de existirem regras e normas de uso da terra, essas regras nem sempre são seguidas. Um autômato híbrido combina uma máquina de estado discreto com ações contínuas em um dado estado. Este formalismo captura estados e transições de agentes em uma simulação e ajuda a construir modelos expressivos, onde as estratégias dos agentes evoluem dependendo de fatores locais e externos. Nós validamos nossas ideias através da construção de um modelo de desmatamento em uma área de 60.000 km2 na Amazônia. Os resultados mostram que precisamos definir arranjos diferentes para capturar as mudanças no comportamento dos agentes e como eles reagem as condições externas. Assim, combinando as ideias de arranjos institucionais e autômatos híbridos melhoramos o poder explicativo dos modelos de agentes para escalas regionais.
This thesis discusses the use of agent-based models for capturing land change in large frontier areas. Applying agent models in such areas is not straightforward, given the lack of data. To date, most agent based models of land frontiers study local areas using in-situ information. At regional scales, agent-based modellers need additional ways to describe collective decision-making. The work presents two ideas to deal with the complexities of agent-based models at such scales: institutional arrangements and states. Institutional arrangements help to model multi-agent interaction by explaining why, although there are rules and norms for land use, these rules are not always followed. This formalism captures states and transitions of agents in a simulation and helps to build expressive models, where the agent strategies evolve depending of local and external factors. We validate our ideas by building a deforestation model in an area of 60,000 km2 in Amazonia. Results show that we need to set different arrangements to capture changes in agents´ behaviour, as they react to external conditions. Thus, combining the ideas of institutional arrangements and states improves the explanatory power of agent models for regional scales.

The aim of this paper is twofold: 1) to examine the determinants of residential energy expenditures and compare them on a regional level; and, 2) attempt to identify and measure the effect of possible principal-agent (PA) problems on residential energy efficiency in Austria. The results of this paper are partially based on findings from a master's thesis, which focused more directly on the PA problem. This paper expands on those results to include regional aspects in energy expenditures. A conditional demand model is regressed on a large number of variables representing housing characteristics, socioeconomic factors, occupancy type, and regional characteristics sourced from the EU Statistics on Income and Living Conditions dataset. The analysis indicates that significant regional differences exist in the determinants of residential energy expenditures and that PA problems appear to be an unimportant factor in energy efficiency in Austria, even at the regional level. The paper concludes with some possible explanations as to why this is the case.

Abstract:
In this work, hybrid systems with regional dynamics are considered. These are systems where transitions between different dynamical regimes occur as the continuous state of the system reaches given switching surfaces. In particular, the attention is focused on the optimal control problem associated with such systems. More precisely, given a specific cost function, the goal is to determine the optimal path of going from a given starting point to a fixed final state during an a priori specified time horizon. The key characteristic of the approach presented in this thesis is a hierarchical decomposition of the hybrid optimal control problem, yielding to a framework which allows a solution on different levels of control. On the highest level of abstraction, the regional structure of the state space is taken into account and a discrete representation of the connections between the different regions provides global accessibility relations between regions. These are used on a lower level of control to formulate the main theorem of this work, namely, the Hybrid Bellman Equation for multimodal systems, which, in fact, provides a characterization of global optimality, given an upper bound on the number of transitions along a hybrid trajectory. Not surprisingly, the optimal solution is hybrid in nature, in that it depends on not only the continuous control signals, but also on discrete decisions as to what domains the system's continuous state should go through in the first place. The main benefit with the proposed approach lies in the fact that a hierarchical Dynamic Programming algorithm can be used to representing both a theoretical characterization of the hybrid solution's structural composition and, from a more application-driven point of view, a numerically implementable calculation rule yielding to globally optimal solutions in a regional dynamics framework. The operation of the recursive algorithm is highlighted by the consideration of numerous examples, among them, a heterogeneous multi-agent problem.

In India, the efforts by the welfare state to aid the poor and improve their lives focus on formal, quantifiable, and bureaucratic policies in the form of housing, education, and employment. Yet, little is known about the less formal and experiential aspects of their lives and livelihoods. The Gonds, living in a Central Indian district of Panna in the state of Madhya Pradesh, are one group that has rarely partaken of the above welfare state policies designed to aid them, yet are surviving in the face of continuous threats to their traditional ways of forest-based livelihoods. The Gonds are an indigenous group of people, also known as adivasis, that are categorized as a scheduled tribes (STs). They lack basic literacy and possess no material assets like land. How then are Gonds creating their own forms of social welfare and economic security? Having worked on the Gonds' lives in their labouring roles as majdoors (labourers), and having understood how they experienced hardships has lead me to reflect on how they aspire to live dignified lives and exercise agency within the informal economy. A life-course perspective of Gonds' livelihood practices show that the informal economy works for Gonds because they exercise their agency in various ways, including by demanding desired wages and forms of work that are unavailable through formal welfare state schemes. The Gonds in fact experience dignity as they use the informal economy to stay debt-free, avoid starvation, and create formidable and reliable forms of care for their families. Thus, the thesis contributes to the literature on informal and precarious forms of work in India by showing, through the example of the Gonds, how even though the poor may feel vulnerable and disconnected from formal welfare schemes, they may still experience dignity through livelihood diversification and their exercise of agency and access to social capital. The thesis also presents empirical findings on labour contracts, the informal economy, and poverty.

This thesis explores whether and how the substantive representation of women has been enabled or constrained by specific features of the gendered institutional context during domestic abuse policy development in two new regional legislatures, in Wales and in Tuscany. The thesis uses a sociological institutionalist approach to explore the involvement of civil society women’s organisations in the everyday processes of domestic abuse policy development across the case study regions. Both regions are structured by uniquely advanced formal rules committing to the inclusion of civil society organisations and to the value of gender equality. A critical discourse analytic approach is used to investigate how pre-existing informal norms and discursive frames interact with these formal rules in shaping actors’ behaviour and the policy solutions proposed to tackle domestic abuse. Feminist political science scholars have hypothesised that changes in the political environment across the European Union, including decentralisation and the devolution of power to the sub-national level, have generated new institutions which may provide greater opportunities for actors making claims for women to participate in the policy process and to influence its outputs, thus improving the substantive representation of women. However, this thesis argues that in the case of domestic abuse policy development, new formal rules making a symbolic commitment to the inclusion of new actors in governing processes were often undermined by tenacious informal norms. Women’s organisations that were better equipped to play by pre-existing informal rules were more likely to be included. This thesis makes a contribution to theory-building in the field of feminist political science through an exploration of the nuanced effects of new governing structures on the participation of value-driven women’s organisations in policy development. It shows how gendered, culturally dominant discursive frames and wider, pre-existing norms shaping perceptions of appropriate behaviour can affect women’s organisations’ opportunities for action in the policy process, and their capacity to influence outputs.

A dissertação tem como objetivo analisar a importância da atuação dos governos subnacionais locais brasileiros na expansão da agenda e na inclusão de novos atores na integração regional do Mercosul. Os governos subnacionais locais brasileiros são capazes de promover essas transformações? Para responder a essa pergunta recorremos a uma análise da literatura sobre a paradiplomacia no Mercosul e definimos três grandes tipos de atuação internacional dos governos subnacionais locais no processo de integração regional: atuação em rede, em parceria com o governo federal, e paralela às duas primeiras. Passamos então a identificar as contribuições que os governos locais brasileiros fazem à expansão da agenda à inclusão de novos atores no processo de integração regional nessas três dimensões analisadas. Por meio dessa análise foi possível definir em que medida os governos locais contribuem para a expansão da agenda de integração, e melhor compreender os desafios da inclusão de novos atores no Mercosul. ______________________________________________________________________________ ABSTRACT
This dissertation aims to analyze the role of local Brazilian subnational governments in changing/influencing the agenda expansion of Mercosur and promoting (???) the inclusion of new actors in Mercosur's regional integration process. Are local Brazilian subnational governments able to promote such changes? In order to answer this question, a review of the literature on paradiplomacy in Mercosur is undertaken; this work also suggests three major types of international activities carried out by local governments in the realm of regional integration: city networks, partnership with the federal government and also initiatives promoted by local government without the federal government. The contribution of Brazilian local governments to the agenda and the inclusion of new actors is identified in the three dimensions. This approach was successful in defining the extent to which local governments have contributed to the expansion of the integration agenda and was also helpful in providing better understanding of the challenge of incorporating new actors into the Mercosur framework.

The aim of my thesis is to analyze the operation of selected organizations of destination management in the South Bohemian region or in other regions in the neighborhood. My work focuses especially on comparison the existence, operation, focus and also cooperation between individual subjects of destination managements. The thesis brings a real recommendations in order to improve efficiency in operation of these subjects.

Resumo: A referente tese de doutorado tem o objetivo de mapear uma agenda de estudos sobre os processos de regionalização transnacional sul-americana a fim de ampliar e aprofundar as discussões sobre esta temática de crescente relevância para a compreensão das novas determinações espaciais e escalas de poder. A agenda de estudos focados na América do Sul pretende utilizar uma série de discussões sobre os novos atores, os novos temas e novas escalas de análise internacional, com o objetivo de demonstrar quais são as variáveis que afetam a integração transnacional e que, portanto, definem as relações e lógicas espaciais de poder intra e inter territórios e fronteiras no Brasil e na América do Sul. O estudo pretende demonstrar que uma frutífera agenda de pesquisa sobre a regionalização transnacional na América do Sul tem que levar em consideração estudos geoestratégicos sobre a difusão diplomática de processos institucionais e sobre a extroversão paradiplomática de atores empresariais; bem como estudos sobre o conteúdo geopolítico de exploração dos recursos naturais e da agenda de segurança e defesa no subcontinente. Com essa discussão sincrônica são fornecidos subsídios para a reflexão e o aprofundamento do debate sobre os atores e as múltiplas facetas temáticas que afetam simultaneamente o processo e regionalização transnacional na América Sul por meio de vetores de integração e fragmentação.
Abstract: This doctoral thesis has mapped a research agenda on the processes of transnational regionalization in South America taking for granted the purpose to open a wider discussion about this subject of increasing relevance to the understanding of new spatial determinations and scales of power. The selected agenda of research focused on South America brings into play a series of discussions about new actors, new themes and international scales of analysis in order to demonstrate the main variables that affect cross-border integration and, therefore, define spatial relations and logics of power within and between territories and frontiers in Brazil and South America. This study was written to demonstrate that a fruitful research agenda on transnational regionalization in South America is supposed to take into account geo-strategic studies about diplomatic diffusion of institutional processes, paradiplomatic extraversion of business, as well as studies on the content of geopolitical exploitation of natural resources and the agenda of security and defense in the subcontinent. In the course of this synchronous discussion subsidies are provided for reflection and further debate about the actors and the multifaceted issues that simultaneously affect the process of transnational regionalization in South America through vectors of integration and fragmentation.

Abstract:
A descentralização da gestão pública é uma estratégia para o desenvolvimento regional em busca de melhorias à sociedade. No entanto é na Constituição de 1988 que no Brasil são previstas várias práticas de políticas públicas na relação das esferas governamentais juntamente com os seus cidadãos. Essa pesquisa teve como objetivo verificar as diferenças regionais das regiões dos COREDES e as politicas públicas aplicadas para minimizá-las. Foi realizado um levantamento de dados socioeconômicos dos COREDES apontando a situação atual dos mesmos. A pesquisa desenvolveu um modelo com o cruzamento da despesa per capita e do IDESE de cada região permitindo a classificação em terço: baixo, médio e alto. A pesquisa revelou que o estado apresenta uma situação de melhorias ao longo do tempo com tendência de minimizar as desigualdades que existe entre as regiões. Com o método desenvolvido se defende que a distribuição dos recursos públicos regionalizada seja de acordo com as necessidades de cada região, ou seja, quem possui um IDESE alto deveria ganhar menos recursos em prol das regiões que possuem um IDESE mais baixo tirando das mais ricas favorecendo as mais pobres. Isso demonstra que a política deve ser melhorada e adaptada as necessidades de cada região porque a função do estado é promover o desenvolvimento regional minimizando as diferenças. Além disso, os agentes de desenvolvimento são preponderantes para o sucesso ou não de planos e ações governamentais às regiões dos COREDES.
This job has as the mainly purpose to search about the decentralization of the public managements as a strategy for the regional development persuading improvements to the society. However, since the 1988’s Brazilian Constitution, that in Brazil, several public policies related to the government and with its citizens are planned.This research aimed to examine the regional differences in the COREDES’ regions and the public policies implemented to minimize them. A socioeconomic survey about the COREDES’ datas pointed their current situation. The research developed a model with cross spending individually in each region and the IDESE allowing the classification in three ones: low, medium and high. The research revealed that the state has an improvement situation, tending to minimize the inequalities that exist between regions. With the developed, it is possible to argue that the distribution of the public resources regionalized according to the needs of each regions that have high IDESE should receive fewer resources from the regions that have a lower IDESE taking off the richest favoring the poorest. This demonstrates that the policies should be improved and adapted to the needs of each region because the state function is to promote a regional development minimizing differences. Furthermore the development agents are crucial to the success or the failure of the plans and government actions for the COREDES’ regions.

The majority of the metropolitan regions, urban agglomerates and Brazilian cities live together with a degraded urban environment, resulting from a non-planned spatial expansion, lack of basic infrastructure, inefficiency of health and cultural systems, social exclusion, and from a non-planned prioritization of economic activities. One may also observe an increase in the metropolization process, where cities are united by their economic vocation or by conurbation processes, acquiring a new characterization, represented by political-institutional aspects. Concurrently, there has been an increase in global awareness as to the anthropic activity consequences over ecosystems and the repercussion of the current degradation on communities life conditions. The sustainable development parameter arises as a path to be followed in order to prevent exhausting natural resources and for the conquering of a worthy quality of life for all humankind, being the Agenda 21 one of the main instruments to be used within a strategic and participative process. The search for sustainability for the cities of a metropolitan region orients the development of this study. Establishing as spatial field of research the Baixada Santista Metropolitan Region, and adopting a profile of the institutional and socio-environmental dimension, one may promote a systematization of the planning and management structure of its nine municipalities, and of the whole set, as support to confirm the hypothesis that the search for metropolitan sustainability depends on the implementation of a metropolitan committee and of a metropolitan Agenda 21. This systematization was elaborated from a theoretical and reflexive investigation into the concepts and guiding vectors of a sustainable city: the urban environmental planning tendencies and the Brazilian legal and institutional aspects of the environmental question; through selection of foreign and national experiences of Local Agendas 21; through investigation of the region s Local Agendas 21; and, finally, through interviews and questionnaires applied to the municipalities, public agencies and appointed metropolitan agents. The result demonstrated a political-institutional integration geared towards economic dimension, a tendency to isolated and momentary solutions and the absence of effective participative processes; but, on the other hand, it has pointed to a viability of alterations in the current socio-institutional conjuncture, with the real activation of the Metropolitan Agenda 21 and with normative alterations in the official jurisdiction of the shared metropolitan representation.
A maioria das regiões metropolitanas, aglomerados urbanos e cidades brasileiras convive com um quadro urbano-ambiental degradado, decorrentes da expansão espacial não planejada, da falta de infra-estrutura básica, da ineficiência de sistemas de saúde e cultura, da exclusão social, e da priorização não planejada das atividades econômicas. Observa-se também um aumento do processo de metropolização, onde as cidades se unem pela vocação econômica ou por processos de conurbação, adquirindo uma nova caracterização, representada por aspectos políticos-institucionais. Paralelamente, tem-se a crescente conscientização mundial das conseqüências das atividades antrópicas sobre os ecossistemas e a repercussão da degradação atual sobre as condições de vida das comunidades. O parâmetro de desenvolvimento sustentável surge como o caminho a ser trilhado para impedir o esgotamento dos recursos naturais, e para a conquista de uma qualidade de vida digna para toda a humanidade, sendo a Agenda 21 um dos principais instrumentos a serem empregados, dentro de um processo estratégico e participativo. A preocupação que norteia o desenvolvimento deste trabalho é a busca da sustentabilidade para cidades de uma região metropolitana. Estabelecendo como campo espacial de pesquisa a Região Metropolitana da Baixada Santista, e adotando-se um recorte sobre a dimensão sócio-ambiental e institucional, promove-se uma sistematização do quadro de planejamento e gestão dos seus nove municípios, e do conjunto, como suporte para comprovar a hipótese de que a busca da sustentabilidade metropolitana passa pela instalação de uma Câmara e de uma Agenda 21 Metropolitanas. Esta sistematização foi elaborada a partir da investigação teórica e reflexiva sobre os conceitos e vetores norteadores de uma cidade sustentável: as tendências de planejamento urbano-ambiental, e os aspectos institucionais e jurídicos brasileiros sobre a questão ambiental; através da seleção de experiências estrangeiras e nacionais de Agendas 21 Locais; por meio da investigação sobre as Agendas 21 Locais da região; e, finalmente, por entrevistas e questionários aplicados junto aos municípios, e órgãos e agentes metropolitanos instituídos. O resultado mostrou uma integração a nível político-institucional voltada para a dimensão econômica, a tendência a soluções pontuais e isoladas, e a ausência de efetivos processos participativos; mas, por outro lado, apontou para a viabilidade de alterações na conjuntura sócio-institucional atual, com a real ativação da Agenda 21 Metropolitana e com alterações normativas na instância oficial de representação metropolitana compartilhada.
