- In this paper we analyse the innovative capacity of the most productive and most industrialised Italian regions by comparing them with a set of European regions that in the past two decades followed an industrial restructuring path towards knowledgebased sectors, doing so via the formation of a Regional Innovation System. Even though the European benchmarking regions now specialise in high-tech sectors and are characterised by high innovative activity, they share an industrial past based on heavy and traditional industries. Abstract:
This paper reports an attempt to investigate the extent of club-convergence amongst the prefectures of Greece during the time period 1980-2005. A model is developed in an attempt to assess the impact of agglomerations and regional capacities on the innovation and adoption of technology. Empirical application of this model suggests that adoption of technology and diversity in a region's economic structure are of critical importance in determining a club-convergence pattern. In addition, it is established that there is a significant spatial dimension to regional growth and that club-members are in close spatial proximity. One straightforward policy implication is that regional policies should provide the appropriate infrastructure in lagging regions so that they adopt advanced technology. . - The article describes the different stages which marked the elaboration of the EEC regional policy starting from the preliminary studies in the Sixties to the formal inclusion of this domain in the Single European Act (1986). The creation of the European Regional Development Fund (1975) and its reforms are crucial events in the definition of the EEC regional policy which highlight the slow and difficult passage from a system redistributing money among Member States to the launch of new form of supranational territorial solidarity. The ERDF, that was initially linked to the need to rearrange the financial benefits of membership/accession to the EEC for some members States (in particular, Italy and Great Britain), was later rearranged in order to allow more autonomous policy choices at the Community level (Community programmes). - By means of different econometric techniques, this paper estimates the relationship between the knowledge capabilities (i.e. the extent of R&D activities and higher education) and the GDP per capita growth of European developed regions. Along with structural features and initial income levels, our estimations account for the presence of spatial dependence. We find that regional growth is positively affected by the intensity of R&D and the share of adults with tertiary education. These findings are robust to alternative estimation procedures, as they arise from both OLS regressions with country demeaned variables and ML estimations of different spatial models. Regionalism is a concept of extensive proportions and as such is complex to define. This phenomenon becomes much clearer by studying it from different perspectives. This paper focuses on regional political parties and description of their political ideas. The goal of this paper is to examine and compare regional political parties in two Swedish regions: Norrbotten and Skåne. By studying two biggest regional parties in these regions, namely Norrbottensparti and Skånepartiet, I will try to get an insight into the regional politics, as well as illustrate regionalism and its meaning. My primary intention is to examine how these two regional parties experience their regions and what they consider of importance in regional development. By studying these regional parties and their opinion/apprehension about regional politics and their ideological/political affiliation, I will try to illustrate an ideological dimension of regionalism. My intention is to point out differences and similarities between politics of these regional parties, as well as to illustrate approach to the regionalism and its meaning.

Abstract:

The purpose of this thesis is to disentangle the causes behind differences in regional employment across the 81 Swedish LA regions. Thus, two questions will be answered; which factors causes regional disparity in employment and which where the least and the

most affected regions during the economic crises of the 1990’s? The answer to these questions are imposed by certain chosen restrictions, where only the situation within two manufacturing industries will be investigated; the car- and machine manufacturing sectors. Previous research claim that there are specific factors that influence and creates regional growth disparity. Among these factors can be found; education, infrastructure, demography, industry diversity and migration. Statistical data then enables a division of the regions on basis of the change in employment level within the manufacturing industries as a share of total employment. It is revealed that the most affected regions during an economic shock are those areas that have the highest employment ratio within these manufacturing sectors. The empirical findings indicates that in the case of Swedish manufacturing industries especially three factors influence the employment level; population, education and migration. Additionally, distance to a larger city is proven to be

significant during recessions while being insignificant during economic booms. The last factor, diversity, on the other hand indicates that the correlation is the reverse. Hence, diversity has an impact during economic upswings, while this is not the case during downturns. With the development during the 90’s as a reference, the same method is used to locate today’s most vulnerable industrial regions. Statistics show that Ljungby is at the top

of this list. When studying the strategic development plan for this region it is found that this area follows a policy in line with those variables that this thesis has pin-pointed to be

beneficial for regional growth. Hence, this region has taken beneficial policy steps in order to decrease the dependency on a vulnerable and market sensitive industrial sector.


Syftet med denna uppsats är att utreda varför anställningsgraden skiljer sig mellan de 81 svenska LA regionerna. De två frågor som skall besvaras är följaktligen; vilka faktorer påverkar skillnader i sysselsättningsgrad samt utpeka vilka regioner var de minst och mest

drabbade under 1990-talets ekonomiska kris? Dessa frågor har dock begränsats till att undersöka förhållandet inom två tillverkningsindustrier; bil- och maskintillverkning.

Tidigare forskning hävdar att det finns vissa specifika faktorer som påverkar och skapar regionala skillnader i tillväxt. Bland dessa kan nämnas utbildning, infrastruktur, demografi, diversitet och migration. Den deskriptiva statistiken delar därefter upp Sveriges regioner på basis av förändringen i anställning inom de två valda industrisektorerna som en del av totala sysselsättningen. De hårdast drabbade regionerna under en lågkonjunktur är deregioner som har störst andel av totala arbetskraften inom tillverkningsindustrin. Vidare indikerar de empiriska resultaten att för svensk tillverkningsindustris vidkommande så har främst population, utbildning samt migration ett starkt samband med

sysselsättningsfrekvensen. Vidare visar det sig att avståndet till en större stad har en inverkan under lågkonjunktur men ej under högkonjunktur. För den sista variabeln, grad av diversitet, visar sig sambandet vara det motsatta; det vill säga ingen påverkan under en konjunkturnedgång, medan en positiv influens under konjunkturuppgång. Med händelseutvecklingen från 90-talet som grund kan samma metod användas för att lokalisera dagens mest sårbara industriregioner. Statistiken visar att Ljungby toppar denna lista. Men då man studerar denna regions framtids- och utvecklingsmål följer dessa just de faktorer som denna uppsats utpekar som viktiga ingredienser för regional tillväxt. Följaktligen har denna region tagit positiva steg i riktning mot att minska sitt beroende av en sårbar och konjunkturkänslig industrisektor.

Den här uppsatsen behandlar den fysiska dimensionen i svensk regional planering och hur den påverkar sambandet mellan det regionala tillväxtarbetet och den kommunala översiktsplaneringen. Problembeskrivningen är baserad på Boverkets rapporter Rumslig utvecklingsplanering – länken mellan regionalt tillväxtarbete och kommunal översiktsplanering (Rapport 2011:3) och Sambandet mellan det regionala tillväxtarbetet och kommunernas översiktsplanering (Rapport 2014:15). I dessa rapporter konstateras att en av anledningarna till att sambandet mellan de båda sektorerna idag är så svagt är att det regionala tillväxtarbetet och främst de regionala utvecklingsprogrammen saknar en fysisk dimension vilket gör det svårare för de kommunala planerarna att omsätta utvecklingsprogrammen och dess innehåll i fysisk planering (Boverket 2011, Boverket 2014a). Med utgångspunkt i det konstaterandet är uppsatsens syfte att undersöka möjligheten att använda sig av regionplanering enligt PBL för att stärka sambandet mellan det regionala tillväxtarbetet och den kommunala översiktsplaneringen. I avsnittet Teoretiskt perspektiv presenteras och diskuteras en möjlighet att tolka den diskrepans som finns mellan det regionala tillväxtarbetet och den kommunala översiktsplaneringen som utgår från en tolkning Jan-Evert Nilsson har presenterat av regionalpolitiken inom EU. Nilsson menar att det finns ett ekonomiskt/socialt perspektiv och ett territoriellt perspektiv och att dessa representerar två olika sätt att se på och hantera regional utveckling. I en svensk kontext skulle det regionala tillväxtarbetet representera det ekonomiska/sociala perspektivet medan den kommunala översiktsplaneringen skulle representera det territoriella perspektivet. Undersökningen är en kvalitativ innehållsanalys av de två dokument som idag upprättats enligt bestämmelserna om regional planering i PBL. Dessa är Strukturbild för Göteborgsregionen (2008) och Regional utvecklingsplan för Stockholmsregionen (2010). Innehållsanalysen syftar till att komma fram till om det finns en tydlig fysisk dimension i dessa plandokument och hur den i så fall hanteras. För att genomföra undersökningen har tre kategorier utarbetats som representerar de tre huvudsakliga egenskaper Boverket tillskriver den fysiska dimensionen som efterfrågas i det regionala tillväxtarbetet. Kategorierna är platsbundenhet, visualisering och konkretion. I innehållsanalysen görs en kartläggning av om och hur dessa kategorier finns representerade i respektive plandokument. I Strukturbild för Göteborgsregionen är den fysiska dimensionen närvarande i ansatsen och inramningen av dokumentet då utvecklingsförslagen alla är kopplade till en specifik plats i regionen, vid en närmare läsning framgår dock att den fysiska dimensionen är väldigt vag och att mycket lämnas öppet för de kommunala planerarna att tolka. I Regional utvecklingsplan för Stockholmsregionen är närvaron och hanteringen av den fysiska dimensionen mycket varierande, vissa delar av planen har en väldigt tydlig fysisk dimension medan vissa delar är väldigt generella och abstrakta. Utifrån områdesöversikten, de teoretiska perspektiven och resultatet av innehållsanalysen dras slutsatsen att regionplaner enligt PBL troligtvis inte är ett effektivt verktyg om målet är att stärka kopplingen mellan det regionala tillväxtarbetet och den kommunala översiktsplaneringen. Om målet istället hade varit att förbättra kopplingen mellan den regionala och den kommunala nivån och eller att stärka den regionala nivån i planeringssystemet konstateras dock att regionplaner enligt PBL troligtvis är ett mer effektivt verktyg än de regionala utvecklingsprogrammen.

Abstract:
This essay maps and analyze the dynamic interaction between the regional and municipal levels. This is based on the case of Region Jönköpings län. The thesis is a qualitative document study that will focus on he municipalities and the region as unitary public actors and their public policy in the development area. The study material is public documents of the municipalities and the region that relates to municipl/regional development.  The essay is based on previous research dealing with New regionalism, Rescaling, Re-territorialization, the Competition state (konkurrensstaten) and New Public Governance. In addition, previous research also handles unity as a factor for regional development and local/regional conditions. Based on these, the study's theoretical approaches and frameworks have constructed and formed the basis of the interpretations for the study's issues.  The conclusions of the study are that the dynamics, attitudes and interactions between the region and its municipalities takes place in a complex system where ach actor's conditions, objectivies and ambitions determine how they view themselves, each other and the region as a whole. The conditions can include anything from the geographical situation, demographics, business composition and communications with the rest of the region. In addition, the municipalities' efforts to be competitive, attractive and distinctive can be linked to the societal developments of the past decades. It is about the impact explained by New regionalism, New Public Governance and the Competition state on the local/regional landscape within which the municipalities and the region reside, as well as creating a landscape where several actors, on several levels, share the same commitments, responsibilities and powers. Which gives us a complex game between regional unity and leadership, and a municipal effort to be singular.

Abstract:

I Sverige har det pågått en fyra decennier lång regiondebatt om hur den regionala förvaltningen ska organiseras. Denna debatt har resulterat i ett beslut om en försöksverksamhet med regionalt självstyre i fyra län från 1 juli 1997 till 31 december 2002. I den regionala försöksverksamheten som ytterligare har förlängts till 2006 ingår Kalmar, Gotland, Skåne och Västra Götaland. De två sistnämnda regionerna är mitt undersökningsmål. Syftet med denna uppsats är att lyfta fram de väsentliga faktorer/element som kan relateras till och förknippas med regional identitet. Fokus för min uppsats ligger på svenska regioner och regiondebatt.Den regionala identiteten har uppmärksammats av många forskare och debattörer eftersom den ses som en förutsättning för en regional kontinuitet och framgångsrik utveckling. En hel del politiska debatter ägnar sig antingen åt att tona ned eller lyfta fram den regionala identitetens betydelse för den nationella statens framtida roll och status. Mitt undersökningsområde är regionerna Skåne och Västra Götaland och uppsatsens fokus ligger på den regionala identiteten.

Abstract:
Since 2014, European Union has recommended European regions to conduct development activities based on Smart Specialisation. Smart Specialisation is a place-based approach characterised by the identification of strategic areas based both on the analysis of the regional strengths and potential of the economy. It aims to enhance prosperity of European regions by creating enabling conditions, accelerating research, development and innovation activities as well as supporting Entrepreneurial Discovery Process (EDP) with wide stakeholder involvement. This outward-looking approach embraces open innovation ecosystems supported by collaborative activities combined with effective monitoring mechanisms. This paper examines experiences of the creation and implementation of smart specialisation strategies across Baltic Sea Region and at Häme Region in Finland. The paper introduces results of a SmartUp BSR –project. The study builds on ten cases in nine countries of the Baltic Sea Region. Large number of regional stakeholders involved in regional smart specialization strategy processes participated in project events to share their experiences and best practices. The aim was also to encourage participants to include Sustainable Development Goals 2030 into regional development activities. Activities also included innovation camps and pilots, which endorsed and accelerated activities related to strategy content and chosen spearheads. This also enhanced stakeholder participation and international collaboration widening the scope of the innovation ecosystem. The paper takes a deeper look as a case example of Häme Region, Finland. At Häme region open regional portfolio management tools were created, piloted and taken in use to support implementation of regional smart specialization strategy. Prior to development a benchmarking study was conducted with 18 Finnish regions. The aim was to support collaboration among regional stakeholders, provide flexible monitoring and reporting practices over the time and collection of new development ideas for the future. Experiences of new portfolio management tool practices were openly shared with other Finnish regions and interested stakeholders.The goal of this paper is to share experiences from ecosystem based leadership and management practices for regional development to support active stakeholder participation stakeholder and sustainable development.

Abstract:
Issues of global and regional planning have been on the agenda for many years. The aim of this paper is to explore various approaches to regional development and analyse their relevance to reaching sustainability in the area. Despite the well-known idea of sustainability being dependent on the three pillars: economy, society, and environment, we notice that the social aspect, especially the involvement of the local community in the decision-making process of regional developing planning lacks enough attention. In this research, we emphasize the importance of the bottom-up approach of regional planning. We used bibliometric analysis for detecting the state of the art for regional development planning questions, then we examined the problem of forming a system for ensuring the sustainable development of the region and proposed a program-targeted approach to determine the integral indicators of such development. We also suggested stages of implementation of the strategic plan at the regional level. We concluded that it is important to create national development plans utilizing a regional approach, which involves local projects and programs, which benefit not just the economy and ecological state of the regions, but also the inhabitants of those regions.

Abstract:
This article examines regional innovation systems in Central and Eastern Europe, with particular attention to the regions with the highest innovation success. The articles also include a discussion of the presence of elements and dynamic of regional innovation systems in these countries. The Innovation performance of regions in Central and Eastern Europe is analyzed and selected progressive regions are further examined in terms of partial innovation and socio-economic indicators. Data on regions were obtained from the Regional Innovation Scoreboard 201at the NUTS II level. Detailed analysis is possible through a case study of the Malopolskie region. The analysis focuses primarily on the causes of the region's innovative progress, including the setting of favorable conditions for SMEs and the associated high cluster activity, the commercialization of research and the dissemination of external knowledge. On the basis of the overall analysis, RIS in Central and Eastern Europe are far below RIS in Western and Northern Europe and their results are very low compared to these regions.

‘Regional food systems’ appears with increasing frequency in scholarly works and among food system practitioners. Yet regional food systems are understudied and undervalued. Much more attention to regionalism and regional food systems is necessary to create more sustainable, equitable, and resilient food systems for all. Building from the authors’ 2010 paper, “It takes a region… Exploring a regional food systems approach: A working paper,” this greatly expanded report explores the concepts, practices, challenges, and promise of regional food systems. The report’s focus is on the Northeast U.S., a laboratory for regional food systems thinking and action, but it also describes and gives examples of regional food systems development across the country. The arguments in favor of regional approaches and explorations apply to all regions and embracing them could not be more imperative to address contemporary conditions.

Regional utvikling kan fremmes ved å utvikle test- og demonstrasjonsarenaer for nye teknologier som tiltrekker seg kunnskap, kompetanse, bedrifter og investeringer. Dette har vært forsøkt flere steder i Europa (Jeffrey, Jay, og Winskel 2013; OECD 2012; Teräs og Mikkola 2016; Villanen 2019; Arntzen mfl. 2019). Mens de fleste testarenaer konsentrerer seg om en bestemt sektor (energi, digitale løsninger osv.), ønsker andre, som Smart Rogaland, å skape synergier mellom flere testarenaer innen spesifikke sektorer. Dette reiser en rekke spørsmål ved hvordan man i) får til samarbeid på tvers av ulike testarenaer og ii) utnytter samarbeid til å skalere opp og bygge ut løsninger til andre deler av regionen og internasjonalt. I norsk kontekst betyr disse utfordringene at det må etableres og bygges opp et innovasjonsøkosystem der mange ulike næringsklynger, bedrifter og kommuner jobber sammen for å skape synergieffekter i regional (og nasjonal) skala. For å forstå hva som skal til for å lykkes med et regionalt innovasjonsøkosystem som tar utgangspunkt i mange ulike testarenaer, har forprosjektet som mål å studere internasjonale eksempler hvor slike økosystemer er blitt etablert eller forsøkt etablert. Forprosjektet skal spesielt etablere kunnskap om tre grunnelementer som er viktige for å lykkes med oppbygning av et slikt regionalt økosystem: a) regionale nærings- og innovasjonspolitikker, b) organisering og c) uformelle prosesser. Hverken for Rogaland, Norge eller Norden finnes det i dag en oversikt som samler og synliggjør hvilke testmuligheter som finnes. Menons undersøkelse viser også at en rekke bransjer kan være aktuelle brukere av testarenaer, men at de ikke er kjent med at slike muligheter eksisterer. Det er heller ingen som har tatt rollen som mulig veiviser innen dette området. Samtidig er det uklart hvordan testarenaer kan bidra til regional næringsutvikling. En testarena trenger ikke nødvendigvis være direkte koplet til regional næringsutvikling. I hvilken grad en testarena er det, handler om i hvilken grad den er knyttet til regionale næringsutviklingsprioriteringer og regionale innovasjonssystemer. Denne rapporten vil derfor ta for seg mekanismer som kan skape synergieffekter mellom testarenaer og regional næringsutvikling.
