Abstract:

Atsižvelgiant į tai, kad realus visuomenės dalyvavimas Lietuvoje atliekamose poveikio aplinkai vertinimo (PAV) procedūrose iki šiol mažai nagrinėtas, buvo atlikta Kauno regione vykdytų poveikio aplinkai vertinimo procedūrų ir visuomenės dalyvavimo jose analizė. Tyrimo metu buvo išanalizuota visi Kauno regione 2005-2009 m. pateikti poveikio aplinkai vertinimo proceso dokumentai, nustatytas visuomenės dalyvavimas juose, taip pat buvo atlikta apklausa, kurios metu buvo siekiama išsiaiškinti, pasyvaus visuomenės dalyvavimo priežastis. Atlikus Lietuvos Respublikos Poveikio aplinkai vertinimo įstatymų ir poįstatyminių teisės aktų analizę nustatyta, jog Lietuvoje yra sudarytos ES reikalavimus atitinkančios visuomenės dalyvavimo PAV procese sąlygos. Visuomenės dalyvavimo PAV procedūrose aktyvumas yra labai mažas: 2005-2009 m. visuomenė pareiškė savo nuomonę tik dėl 1,9-3,1 % vykdytų projektų atrankų dėl PAV būtinumo procedūrų; PAV programos rengimo procese, kur visuomenė gali daryti didžiausią įtaką visam PAV procesui, motyvuotų pasiūlymų iš viso nebuvo sulaukta; Supažindinimo su PAV ataskaita metu visuomenė nebuvo aktyvi ir motyvuotų pasiūlymų buvo sulaukta tik vienai 2007 m. parengtai ataskaitai dėl žvyro ir smėlio telkinio eksploatacijos. Visuomenės ir kitų PAV proceso dalyvių informavimas apie PAV eigą tik formalus, kadangi skelbimai laikraščiuose dažniausiai yra labai mažo formato, įdėti mažiausiai skaitomuose laikraščio puslapiuose, pateikta informacija ne visuomet informatyvi... In Kaunas region there has been made the analysis about the procedures of estimation of the effect on environment and society’s participation in it concerned with only a few cases of it having been analyzed. In this analysis there has been analyzed all the documents of the process of the effect on environment estimation that were received in 2005-2009 years in Kaunas. In the analysis there is defined the participation of society in this process, and also the testing has been made. It was tried to solve the reasons of passive participation of the society in the process of estimation of the effect on environment. The results of the analysis of Lithuania Republic Statute of Estimation of the effect on environment and the deeds of law have shown that in Lithuania there are all the conditions for the society to participate in this process, and all the conditions are defined by European Union requirements. The activity of the society’s participation in this process is very low: in 2005-2009 years the society expressed its opinion only about 1, 9- 3, 1 % of the selection of the projects that has been carried out in case to solve the necessity of the procedures. In the process of preparation of those procedures, in which the society can make the biggest influence to all the process, there has been received no motivate propositions. Abstract:

A Transparência Eletromagneticamente Induzida tem sido muito usada atualmente para implementação de memórias quânticas. Neste trabalho, estudamos este fenômeno, experimental e teoricamente, utilizando um sistema de dois níveis com degenerescências como modelo para o átomo. Tratamos o campo eletromagnético como quantizado e propomos um modelo linearizado para as flutuações que leva em consideração as forças quânticas de Langevin. Devido ao excesso de ruído de fase presente em nosso laser, a implementeção numérica do modelo levou em consideração apenas a autocorrelação de fase como fonte para o sinal de ruído observado. Este modelo mostrou um bom acordo qualitativo com os dados experimentais observados. Fizemos medidas de ruído de soma e subtração com o esquema de deteção balanceada, calculamos os coeficientes de correlação normalizado e mostramos que há regiões de correlação e anticorrelação que variam com a intensidade do feixe. Observamos também uma inversão de picos no sinal de soma não prevista pelo modelo à medida que diminuimos a intensidade. Esta inversão pode ser causada por contribuições das flutuações de amplitude do laser a baixas intensidades.
Electromagnetically Induced Transparency has attracted much attention recently as a source to implement quantum memories. In this work, we studied this phenomenon, both theoretically and experimentally, using a degenerate two-level system modeling the atoms. We quantize the electromagnetic field and propose a linearized model for fluctuations that takes into account the quantum Langevin forces. Because of the excess noise in the phase of our laser, the numerical implementation of the theoretical model takes into account only the phase autocorrelation term as a source for the observed noise. This model showed a good qualitative agreement with the experimental data. We made sum and subtraction noise measurements using the balanced detection scheme, we calculated the normalized correlation coefficient and we showed that there are regions of correlation and anticorrelation that change with laser intensity. We also observed a peak inversion of the sum signal as laser intensity becames smaller that was not predicted by the model with only phase noise. The cause for this inversion can be the contribution of laser amplitude noise at small intensities.

Abstract:

Zum einen ist Tourismus einer der wichtigsten Wirtschaftszweige Österreichs und zum anderen nimmt der Wintersport, insbesondere der alpine Schisport, eine besondere Stellung in Österreich ein. Betrachtet man die Leistungsbilanz Österreichs, so kann man erkennen, daß der Tourismus einen zentralen Anteil der Einnahmen darstellt. Die Steigerung der Deviseneinnahmen aus dem Reiseverkehr um 4,8% (560 Mio. Euro) im Jahr 2001 bestätigt die Bedeutung des Tourismus für die österreichische Wirtschaft. Österreich gilt als die Ski-Nation Europas, in der neben der Stärkung des Fremdenverkehrsbewusstseins die Investitionen in Wintersportanlagen, Hotellerie und Gastgewerbe, aber auch eine Verbesserung des Pistenangebotes, zu umfassenden positiven Effekten in der regionalen Tourismuswirtschaft führen. Aufgrund der Globalisierung und der damit wachsenden internationalen Konkurrenz, aber auch durch Veränderungen im technologischen, wirtschaftlichen und demographischen Bereich, kommt es zu einem verstärkten Wettbewerb zwischen einzelnen Regionen. Diesem Wettbewerb muß mit einer entsprechenden Strategie geantwortet werden um regionale Vorteile besser vermarkten zu können und somit das Überleben der Region zu sichern.

Abstract:

This paper aims to investigate the relationship between remittance flows and the gender and skill characteristics of the migrants. By using annual data on bilateral migration and bilateral remittances between 20 OECD sending countries and 22 receiving countries from Europe and Central Asia over the period 2010-2012, a gravity model, incorporating the share of female- and the share of skilled migrants, is estimated. The model is extended by including a number of macroeconomic determinants of remittances. The main results show that remittances per capita decline with both share of female migrants and the share of the skilled migrants, and this relationship is more evident for receiving countries with relatively higher income levels. Skilled women are also found to remit smaller amounts of money relative to the unskilled ones. Thus, the study contradicts the widespread claim that females are more reliable remitters and that the negative effect of brain drain from developing countries could be mitigated by larger volumes of remittances sent by skilled migrants relative to unskilled ones. Furthermore, most of the macro variables are found to be significant and remittances show to be more responsive to the economic conditions in the source rather than in the recipient countries. The evidence on the motives to remit is rather mixed.

Noch vor zwei Monaten sprach man hierzulande von einer stabilen Türkei. Das war ganz offensichtlich falsch. Seit gut zwei Jahren wächst der Unmut gegen Erdogan und die AKP-Regierung. Immer deutlicher zeigen sich die antiliberalen, autoritären Züge eines bonapartistischen Regimes, das im Namen der „Mehrheit“ Grundfreiheiten massiv einschränkt und sich nicht scheut, mit brutaler Gewalt gegen Teile der Bevölkerung, vor allem gegen die e-politisierte Jugend, vorzugehen. Die türkische Autorin Zuhal Yesilyurt Gündüz schickte uns diesen Bericht zu den Ereignissen am Taksim-Platz, die zu einer neuen Qualität der Proteste geführt haben.

Abstract:

Background: Human head and neck squamous cell carcinoma (HNSCC) fundamentally vary in their susceptibility to different cytotoxic drugs and treatment modalities. There is at present no clinically accepted test system to predict the most effective therapy for an individual patient. Methods: Therefore, we established tumor-derived slice cultures which can be kept in vitro for at least six days. Upon treatment with cisplatin, docetaxel and cetuximab, slices were fixed and paraffin sections were cut for histopathological analysis. Results: Apoptotic fragmentation, activation of caspase 3, and cell loss were observed in treated tumor slices. Counts of nuclei per field in untreated compared to treated slices deriving from the same tumor allowed estimation of the anti-neoplastic activity of individual drugs on an individual tumor. Conclusion: HNSCC-derived slice cultures survive well in vitro and may serve to improve personalized therapies, but also to detect mechanisms of tumor resistance by harvesting surviving tumor cells after treatment.

Abstract:

Replication-selective adenoviruses are promising anti-cancer therapies (virotherapy). Viruses can be engineered to selectively target cancer cells by deleting viral genes involved in cell cycle regulation. These deletions impair replication in normal cells, as the virus cannot overcome cellular checkpoints and pro-apoptotic pathways triggered by the infection. In cancer cells, however, these pathways are often deregulated hence viral propagation is not affected by these deletions. Despite the efforts to maximise potency and selectivity of adenoviruses as therapeutic agents, efficacy was poor when evaluated alone in clinical trials. Enhancement of efficacy was demonstrated in combination with chemotherapy and radiotherapy. A requirement for virus-mediated sensitisation to chemotherapy and enhancement of efficacy is the expression of the early viral gene E1A. However, the exact E1A regions required for increased cell death have not yet been identified. The E1A proteins bind to a variety of cellular factors, including the transcriptional and cell cycle regulators p300/CBP and pRb. This thesis describes the use of replication-selective and replication-defective adenoviruses expressing different mutation of the E1A gene in order to identify regions involved in chemosensitisation of prostate cancer cell lines to two cytotoxic drugs, mitoxantrone and docetaxel. Synergistic interactions were observed with all replication-selective adenoviruses and mitoxantrone in a cell dependent manner. The results obtained indicate that mutations in the p300/CBP binding site, but not pRb, impaired the sensitising activity of E1A to the cytotoxic drugs. Deletion of this binding site also attenuated the potency of replicating adenoviruses, indicating that binding to p300/CBP plays a central role in sensitisation to chemotherapy and control of viral cycle in prostate cancer cells.

O presente trabalho comprova que o atual instrumento EIA-RIMA - Estudo de Impacto Ambiental e seu respectivo Relatório de Impacto Ambiental, é insuficiente enquanto busca de sustentabilidade urbana no Litoral Norte do Estado de São Paulo, especificamente no município de São Sebastião. O método de analise dos EIA-RIMA sempre enfatizam os ganhos econômicos e atenuam os impactos negativos, apesar das fragilidades naturais, estruturais e restrições legais incidentes. A tese comprova que os instrumentos utilizados no âmbito do processo de licenciamento ambiental dos empreendimentos, como a ampliação do porto comercial de São Sebastião, estão pouco comprometidos com o real desenvolvimento sustentável da cidade e região. As especificidades geográficas, sobretudo as facilidades de interface do território terrestre com o marítimo, proporcionadas pelas características naturais do Canal de São Sebastião, sempre ofereceram condições privilegiadas para o abrigo de embarcações, característica decisiva na escolha do lugar como cidade portuária, vinculada aos mais importantes ciclos econômicos do país. Agora, em 2015, está prestes a entrar em um novo ciclo, principalmente com a ampliação do porto comercial, duplicação da rodovia dos Tamoios e da SP-055 e a exploração da camada pré-sal na Bacia de Santos. A região já apresenta todos os problemas de uma ocupação acelerada em um território ambientalmente frágil, localizado em estreita faixa litorânea, composta de um lado pela Serra do Mar e do outro pelo Oceano Atlântico. Se não houver um planejamento urbano e regional que considere as características e capacidade de suporte deste território, a zona costeira entrará em colapso. Saber dosar o uso de suas potencialidades sem esgotá-las será o desafio de nossa geração. Os Estudos de Impactos Ambientais precisam ser aperfeiçoados para que ações mitigadoras alcancem muito mais do que o mínimo, alinhadas a investimentos, tecnologias inovadoras, infraestruturas necessárias e obrigatórias que sejam pensadas de maneira conjunta e cumulativa nas diversas esferas do poder, com efetiva participação pública, caso contrário, o crescente interesse econômico e político tenderá à destruição irreversível do patrimônio histórico e natural deste território. O EIA está se transformando em um poderoso instrumento político de ordenamento territorial que acaba por definir critérios e parâmetros de uso e ocupação, desempenhando uma função que não lhe compete, além de aprofundar o desencontro entre uma vida urbana de qualidade e um ambiente equilibrado em nome do desenvolvimento econômico e a serviço dos interesses privados.
The present thesis proves that the current instrument EIA-RIMA - Environmental Impact Study and its respective Environmental Impact Report, is insufficient in the pursuit of urban sustainability in Northern Shore of São Paulo State, specifically in São Sebastião City. The analysis method of EIA-RIMA always emphasize the economic earns and attenuate the negative impacts, despite the natural and structural frailties and the legal restrictions enforced. This study proves that these instruments applied in the vast process of environmental licenses of the enterprises, as the expansion of the commercial port of São Sebastião, are very little committed with the real sustainable development of the city and region. The geographical specificities, especially the interface facilities between the land and sea, provided by the natural features of São Sebatião Canal, always offered privileged conditions to shelter ships, decisive feature for the decision to install this port town, linked to the many economic cycles of the country. Now, in 2015, it\'s on the verge of a new cycle, mainly because of the commercial port ampliation, the duplication of Tamoios road and the SP-055, and the exploration of the pre-salt layer in Bacia de Santos. The region already presents all the problems of fast occupation in a land environmentally fragile, located between the narrow seaside strip, composed by one side of Serra do Mar and on the other by the Atlantic Ocean. If there isn\'t an urban and regional planning that considers the features and support capacity of this land, the coastal zone will collapse. To know how to use it\'s potential without run out will be the challenge of our generation. The environmental Impact Studies needs to be improved that the mitigation actions reaches much more than the minimum, linked to investments, innovative technology, necessary and obligatory infrastructure thought together and cumulative in the many spheres of power, with effective public participation, otherwise, the growing economical and political interest in the area will lead to the irreversible damage of its historical an natural heritage. The EIA is turning into a powerful political instrument of spatial planning that defines criteria and parameters of use and occupation that they are not designed to, apart from deepening the divergence between a quality urban life and a balanced environment, in name of economical development and serving private interests.

Die Dissertation untersucht auf der Basis der Inhaltsanalyse von 429 deutschsprachigen Konzepten der Raumplanung sowie mit Hilfe von 17 ExpertInneninterviews verschiedene Problemzustände der Planung und Umsetzung räumlicher Entwicklungsmaßnahmen sowie den Umgang mit diesen Problemzuständen seitens der raumplanerischen Praxis und der Raumpolitik in Deutschland, Österreich und der Schweiz. Dabei wurde – neben allgemeinen Informationen über inhaltliche Schwerpunkte und Ausrichtungen der untersuchten Konzepte, ihre Planungszeiträume und Autoren sowie Entscheidungsverfahren und -methoden – ein differenzierter Katalog unterschiedlicher Problemzustände und kritischer Faktoren erstellt, welcher bei der konzeptionellen Ausrichtung zukünftiger Konzepte als Orientierungshilfe dienen kann. Describe the colonial and imperial periodization of the area that corresponds to the current state of Amazonas and rebuild geohistória Tefé and its spatial distribution of Villa for City was the main objective of this dissertation. Therefore, after reviewing the literature, we sought to understand the production of Portuguese villages in the Amazon basin that arise especially from the Pombalina policy pursued in the mid-eighteenth century. Describes how the power of church and state constituted the main transforming agents of the territory and how was the "occupation" of the northern border. It highlights the role that Ega town had in the configuration of the Portuguese North Colony. He started from the hypothesis that the territorial dimension that articulates the embryonic network of village and places that emerge linearly along the Solimões river was not "by chance". This would be due to the position and geographical location of each village. Ega in particular, had the implantation site chosen for its central and represent the equidistance in relation to Vale do Rio Negro, where was located the village later Barra Manaus, and the west border at Tabatinga. So it was a strategic point in the consolidation of the limits of the Portuguese colony in the North. Due to its position, economic and social relations have intensified between Portuguese and Spanish allowing Ega after Tefé, the title of trading post. It went on to give it broad domain and influence in the territory. Nevertheless, the documentary research and the analysis of the report of the travelers found that the construction of the village space was structured in need of an urban plan regulated. Based on the creation of streets cluttered with houses and buildings crudely similar to other villages created in the same period. In the mid-nineteenth century the events related to the rise of the Amazon the Province in 1850, the creation of the Solimões District in 1853 and headquartered in Ega and the introduction of steam navigation in the Amazon created the improvement of conditions of village structure and were conditions for the elevation to city status in 1855. With this, there are new buildings to house the administrative apparatus of the transplanted capital. Was driven to the way public servants and the spatial reorganization of the core, the implementation of infrastructure and transformation of the morphology of the city resulting from landfill coves and creeks, opening new blocks, construction of the new cemetery, the Mother Church of Santa Tereza D ' Avila, the Chapel of Bom Jesus de Tefé, public school, new streets and squares. These changes are reported by travelers and described in the Report of the Provincial Presidents from 1852 to 1857. It was concluded that the creation of Ega even if not preceded by a plan was not an accident of work, but as part of the consolidation strategy northern border of the Portuguese colony in America.
Descrever a periodização colonial e imperial da área que corresponde ao atual estado do Amazonas e reconstruir a geohistória de Tefé e sua espacialização de Vila à Cidade foi o objetivo principal desta dissertação. Para tanto, após revisão da literatura, buscou-se compreender a produção das vilas portuguesas no vale amazônico que surgem especialmente a partir da política pombalina levada a efeito em meados do século XVIII. Descreve-se como o poder da Igreja e do Estado se constituíram nos principais agentes transformadores do território e como se deu a “ocupação” da fronteira setentrional. Evidencia o papel que a Vila de Ega teve na configuração da Colônia portuguesa do Norte. Partiu-se da hipótese, que a dimensão territorial que articula a rede embrionária de vila e lugares que vão surgindo de modo linear ao longo do rio Solimões não foi "obra do acaso". Esta seria decorrente da posição e situação geográfica de cada vila. Ega em particular, teve o local de implantação escolhido por ser central e representar a equidistância em relação ao Vale do Rio Negro, onde se localizava a vila da Barra mais tarde Manaus, e a fronteira Oeste em Tabatinga. Portanto, se constituía um ponto estratégico na consolidação dos limites da Colônia portuguesa no Norte. Em decorrência de sua posição, as relações econômicas e sociais se intensificaram entre portugueses e espanhóis permitindo a Ega, depois Tefé, o título de entreposto comercial. Isso passou a lhe conferir amplo domínio e influência no território. Apesar disso, a pesquisa documental e a análise do relato dos viajantes identificou que a construção do espaço da vila se estruturou carente de um plano urbano normatizado. Baseou na criação de ruas desordenadas com habitações e edificações toscas semelhantes a outras vilas criadas no mesmo período. Em meados do século XIX os acontecimentos relacionados à elevação do Amazonas a Província em 1850, a criação da Comarca do Solimões em 1853 e com sede em Ega e a introdução da navegação a vapor na Amazônia criaram as condições de melhoria da estrutura da vila e eram condicionantes para a elevação à condição de cidade em 1855. Com isso, surgem novas construções para abrigar o aparelho administrativo transplantado da capital. Foi impulsionada à ida de servidores públicos e a reorganização espacial do núcleo, pela implantação de infraestruturas e transformação da morfologia da cidade decorrente dos aterros de enseadas e igarapés, abertura de novos quarteirões, construção do novo cemitério, da Igreja Matriz de Santa Tereza D’Ávila, da Capela do Bom Jesus de Tefé, de escolas públicas, novas ruas e praças. Estas transformações são relatadas pelos viajantes e descritas no Relatório dos Presidentes da Província de 1852 a 1857. Conclui-se que a criação de Ega mesmo não sendo precedida de um plano não se constituiu em obra do acaso, mas como parte da estratégia de consolidação da fronteira norte da colônia portuguesa na América.

Abstract:

The PhD thesis deals with the topic of thermal radiation in the microwave region of the electromagnetic spectrum in the field of automatic fire detection. The thesis shows that it is possible to detect fires by their thermal radiation in the microwave region and that the thermal radiation of different fire materials depend on the observed frequency, so that it is possible to distinguish the fire materials. The thesis contains the physical basics of thermal radiation, especially in the microwave region. It further describes the developed measuring device that is able to measure the power of the thermal radiation in the frequency range between 2 GHz and 40 GHz, the setup for the standardized test fires according to EN54 and the measuring results.

Abstract:

The effect of electromagnetically induced transparency is observed, using nanocelland microcell. The EIT-resonance with good parameters (high contrast and small FWHM) is obtained in thick cells. The EIT-resonance splitting in magnetic field is observed for the cases of D1-line of 85Rb and 85Rb. The theoretical model, explaining the EIT-resonance components frequency shift dependence on magnetic field strength is presented. The theoretical and experimental results are compared and good agreement is shown. Also the EIT-resonance behavior in hyperfine Paschen-Back regime is presented and explained. For the first time the N-type resonance in microcell is observed. Good parameters of theN-type resonance in microcell are obtained. It allows us to observe the N-type resonance behavior in magnetic field. The N-resonance splitting in magnetic field is observed for the cases of 85Rb and 85Rb. The theoretical calculations of the N-resonance components frequency shift dependence on magnetic field is presented. The theoretical and experimental results are compared and good agreement is shown. Also the N-resonance behavior in hyperfine Paschen-Back regime is presented and explained. Simultaneous observation of N- and EIT-resonance is shown. Comparison of EIT- and N-resonance is made

Wissenschaft hat einen großen Anteil daran, internationale Umweltprobleme auf die politische Tagesordnung zu bringen und Maßnahmen zu ihrer technischen Lösung zu entwerfen. Dies gilt sowohl für den Abbau der Ozonschicht als auch für den Klimawandel. So relevant die Generierung von wissenschaftlichen Erkenntnissen in diesen Feldern ist, so komplex ist die Interaktion zwischen Wissenschaft und Politik und so schwierig ist es, Verlässliches darüber zu sagen. Thomas Hickmann analysiert das Verhältnis von Wissenschaft und Politik in internationalen Umweltregimen aus einer neuen Perspektive. Er untersucht nicht den Einfluss wissenschaftlicher Erkenntnisse auf die Politik, sondern rückt die Frage in den Fokus, inwieweit Regierungen Einfluss auf die Wissenschaft nehmen, um nationale Interessen durchzusetzen. Diese Perspektive wurde in der Forschung bislang weitgehend vernachlässigt, weshalb eine systematische Analyse dieser Frage in der Literatur fehlt.

Abstract:

Biodiversity considerations form an essential component of Environmental Impact Assessment (EIA), especially in areas with both a high biodiversity value and development pressure such as the Cape Floristic Region (CFR) in South Africa. Limited research has been conducted within the South African context on the quality of biodiversity inputs to EIA. The aim of this research was to evaluate the quality of biodiversity input to EIA in the CFR. To address this aim, a customised review package was generated to evaluate the quality of 26 Biodiversity Impact Assessment (BIA) reports in the CFR. The results were then compared with international trends of biodiversity input to EIA in order to show how prevalent such trends are within an area with high biodiversity value. This comparison showed that the quality of biodiversity input to EIA in the CFR generally concur with inadequacies identified in international EIA literature. Typically, significant weaknesses identified during the review were the lack of public participation and an insufficient evaluation of alternatives. Specialists also failed to develop adequate monitoring programmes. Furthermore, a very pertinent limitation was that, in general, assessments are conducted during inappropriate seasons and over insufficient time periods. However, some variations to the international trends are also present within the Region. For example, a particular strength was that a precautionary approach was adopted by most of the specialists to avoid negative impacts on biodiversity. In addition, specialists did not merely focus on lower levels (species and habitats) of biodiversity, but incorporated ecological processes in assessment techniques. The inadequacies identified in this dissertation pose particular challenges for biodiversity management and conservation practices. The development and implementation of mechanisms such as Best Practice Guidelines and improved biodiversity related legislation is proposed to improve biodiversity input to EIA.

A presente dissertação surgiu na sequência de um estágio realizado na Comissão de Coordenação de Desenvolvimento Regional do Centro em pareceria com o Departamento de Ciências da Terra (DCT) da Faculdade de Ciências e Tecnologia da Universidade de Coimbra (FCTUC).Devido à natureza das explorações das massas minerais, estas são passíveis de criar impactes negativos em alguns fatores ambientais. Como solução, foi introduzido o conceito de Avaliação de Impacte Ambiental (AIA). A AIA encontra-se definida no Decreto-Lei nº 152-B/2017, de 11 de dezembro como um “instrumento de caráter preventivo da política do ambiente”, aplicado em explorações com grande suscetibilidade de produzirem impactes significativos no ambiente ou que se encontram nos limiares fixados do mesmo decreto-lei. Atua como uma ferramenta de sustentabilidade, tendo como objetivo identificar, avaliar e minimizar os impactes verificados.A AIA é um procedimento complexo, do ponto de vista administrativo e do ponto de vista da concretização prática do mesmo. Encontra-se dividido em seis fases, onde intervêm diferentes entidades que desempenham um papel fundamental para a sua realização adequada.Foram objetivos desta dissertação a verificação da incidência do regime de AIA, relativo ao número de processos de exploração de massas minerais, existentes na CCDRC e a análise dos resultados obtidos de modo a verificar o cumprimento, na prática, e a eficácia do procedimento de AIA na proteção e preservação do ambienteNesta dissertação foram apenas abordados três elementos referentes a três destas fases, sendo eles o Estudo de Impacte Ambiental (EIA), a Declaração de Impacte Ambiental (DIA) e a Pós-Avaliação. Assim, foram analisados, em função das massas minerais e dos fatores ambientais, os impactes, as medidas de minimização e os planos de monitorização propostos pelo EIA, as medidas de minimização e os planos de monitorização estipuladas pela DIA e relatórios de monitorização da Pós-Avaliação.Verificou-se que na teoria o procedimento de AIA constitui uma ferramenta de promoção do desenvolvimento sustentável na exploração de massas minerais, no entanto, na sua prática tal apenas se verifica se existir uma boa realização dos elementos e cumprimentos destes.
This dissertation arises following an internship at Comissão de Coordenação de Desenvolvimento Regional do Centro (CCDRC) in partnership with the Department of Earth Sciences of the Faculty of Science and Technology of the University of Coimbra. Due to the nature of the mineral masses, they are likely to create negative impacts on some environmental factors. As a solution, the concept of Environmental Impact Assessment (EIA) was introduced.The EIA is defined in Decree-Law no. 152-B / 2017, of December 11, as a "preventive instrument of environmental policy", applied in projects with great susceptibility to produce significant impacts on the environment or that are fixed thresholds of the same decree-law. It acts as a sustainability tool, aiming to identify, evaluate and minimize the verified impacts.The EIA is a complex procedure, from an administrative point of view and from the point of view of its practical implementation. It is divided into six phases, where different entities intervene that play a fundamental role for its adequate realization.The objectives of this dissertation were the verification of the incidence of the EIA regime, regarding the number of mining operations in the CCDRC, and the analysis of the results obtained in order to verify the practical fulfillment and effectiveness of the EIA procedure protection and preservation of the environmentIn this dissertation, only three elements referring to three of these phases were discussed: the Environmental Impact Study (EIA), the Environmental Impact Statement (EIS) and the Post-Evaluation. Thus, the impacts, minimization measures and monitoring plans proposed by the EIA, the minimization measures and the monitoring plans stipulated by the EIA and the post-harvest monitoring reports were analyzed based on mineral masses and environmental factors, Evaluation.It has been found that in theory the EIA procedure is a tool for promoting sustainable development in the exploitation of mineral masses; however, in its practice this is only verified if there is a good realization of the elements and compliments thereof.
