Abstract:
The purpose of Environmental Impact Assessment (EIA) is to systematically, objectively, scientificly and comprehensively collect data, analyze infromation, predict and assess the potential environmental effects of a development proposed by a private organization or a planning strategy developed by government, to make environmental management decisions. EIA process should be transparent, reasonable and allow relevant organizations, groups, local residents and other stakeholder to participate and to make comments. The developer and competent authority should ensure that the suggestions, comments, conclusions and consensus in the EIA process be implemented in the actual construction/application stage. The Environmental Impact Assessment Act for Taiwan Region was formulated and came into force in 1994. The scope of this study is to introduce the background of formation of EIA system in Taiwan Region and the concepts and features of the EIA regulations and legislations. The problems encontered in the implementation are discussed and measures to improve EIA procedures and targets and strategies of EIA applications are suggested. The experiences and suggestions may beneficial to those developing countries in developing their own EIA system.

ABSTRACTCoccidioidomycosis (CM), a serious life-threatening fungal infection endemic to arid regions of the western United States and Mexico, can be challenging to diagnose in a timely manner. Commercially developed enzyme immunoassays (EIAs) (from Meridian Biosciences and Immuno-Mycologics [IMMY]) have provided faster, simpler means for serodiagnosis; however, independent evaluations have questioned EIA specificity, particularly IgM-positive/IgG-negative results. This study was conducted to evaluate EIA specificity among persons residing in Puerto Rico (n= 534), where CM is not endemic (who were not likely to have been exposed toCoccidioidesspp.), compared to blood bank donors residing in Arizona (n= 1,218), where CM is endemic. Upon comparing serum reactivity between Puerto Rico and Arizona, the Meridian EIA showed a significant difference in IgG reactivity (0.37% versus 3.6%;P< 0.001) but not IgM reactivity (3.4% versus 2.4%;P= 0.31). No IgM-/IgG-reactive sera were detected among sera from Puerto Rico, compared to 7 (0.57%) sera from Arizona. Similar results were observed using the IMMY EIA, although significantly (P= 0.03) fewer IgM-reactive sera from Arizona were observed, compared to the Meridian EIA. EIA-reactive sera were also evaluated by immunodiffusion before and after 3- to 4-fold concentration of the sera. These results demonstrate that elevated IgG EIA reactivity is present in sera from healthy individuals in regions of endemicity and that IgM EIA reactivity observed in sera from individuals residing outside regions of endemicity is most likely nonspecific. Other criteria, including clinical and microbiological evaluations, should be taken into account when interpreting results from surveillance studies and other reporting measures.

Abstract. The responses of Equatorial Ionization Anomaly (EIA) to the superstorms of October-November 2003 were investigated using the total electron content (TEC) measured with global positioning system (GPS) receivers in China, Southeast Asia, Australian (CSAA), and the American regions. Enhanced EIA was seen to be correlated with the southward turning of the interplanetary magnetic field Bz. In both the CSAA and American regions, EIA was intensified, corresponding to a large increase in the F-layer peak height (hmF2) measured by ionosonde and digisonde at middle and equatorial latitudes. However, the enhanced EIA was shown to be more significant during the daytime in the American region, which was associated with a series of large substorms when Bz was stable southward. The prompt penetration electric field and the wind disturbances dynamo electric field are suggested to be responsible for this observation according to current theory, although some features cannot be totally decipherable. Both the ionogram and magnetometer data show the existence of a weak shielding effect whose effect still needs further study. A clear asymmetric ionospheric response was shown in our TEC observations, even though it was only one month after autumnal equinox. The southern EIA crest was totally obliterated on 29 and 30 October in the CSAA region and on 31 October in the American region. Ion temperatures from the Defense Meteorological Satellite Program (DMSP) spacecraft revealed that the unequal energy injection at the polar region might be the reason for this effect. It is concluded that different physical processes have varying degrees of importance on the evolution of EIA in the CSAA and American regions.

We studied the mechanism of this stimulation by constructing a series of chimeric promoter recombinants containing the upstream regions of the EIII and EIIaE promoters linked to the TATA box-start-site regions of the viral major late and EIIa late promoters. By introducing these recombinants into HeLa cells together with recombinants producing the EIa gene products, we demonstrated that the induction of EIII and EIIaE transcription by EIa 13S and 12S mRNA products is dependent on sequences located in the upstream region (approximately -40 to -250) of these promoters. In addition, we showed that the major late and EIIa late upstream promoter regions do not contain such EIa-responsive sequence elements. In contrast, after transfection of these chimeric promoter recombinants into 293 cells (which constitutively express the EIa proteins), we found that their relative levels of transcription are similar and markedly different from those observed when they are cotransfected into HeLa cells with EIa protein-producing recombinants. We conclude that the efficiency of transcription from a given promoter in 293 cells is not necessarily related to the presence of a specific EIa-responsive element.

Abstract:
There is a trend that recently the effectiveness of the Environmental impact assessment (EIA) has been called into question throughout the world, and this is especially evident in the Arctic region. We identify, reveal and actualize the priority areas in the field of Arctic EIA. To one of the areas under consideration we assign the development of more meaningful and re-gionally specific social and economic indicators to support the practice of EIA. In addition, we indicate the need for increased attention to the direction consisting in a thorough study of the working and administrative relations between agreements concluded privately (for example, agreements on the benefits of exposure) and the processes governing EIA. We state that despite the fact that the eight arctic states adopted the Guidelines for EIA, they were not fully integrated into the national EIA systems. A separate area should be the study of the consequences of recent changes in the processes, regulations and legislation in the field of EIA. We conclude that environmental assessment should play a key role in planning the impact of environmental, social, and economic changes and in developing response measures that will allow Arctic communities in the best way take into account new opportunities and deal with the inevitable major changes.

Climate change incorporation in environmental assessment is a growing research area, particularly following the Paris agreement. Environmental Impact Assessment (EIA) is considered in many quarters to be an important tool in factoring climate-related components in the planning and design of a project. However, many recent researches have shown that EIA has, so far, struggled in the attempt to incorporate climate change into its procedures. This study is an attempt to evaluate the level of consideration of climate change in the EIA process in Nigeria, with particular focus on the Niger Delta region. The result of this quantitative research shows that there is a poor political will to address climate change, as reflected in the absence of climate change requirements in the EIA guidelines of Nigeria. Although, there is a growing trend in the pattern of consideration of climate change in the EIA procedures, the overall level of consideration is still a far cry from the requirements if EIA is to be considered to be an important tool in addressing challenges of climate change in Nigeria.

We constructed a series of mutations that delete sequences in the promoter region of the early-region IV (EIV) promoter of adenovirus type 5. We fused these promoter mutations to the coding sequences of either the chloramphenicol acetyltransferase or the dihydrofolate reductase (DHFR) gene and tested the ability of a cotransfected EIa gene to stimulate EIV expression. All of the mutations tested were stimulated in these assays, implying that no specific sequence is required for stimulation. Two mutant promoters, deleted for either the TATA box or the region residing between -39 and -177 upstream from the cap site of EIV mRNA, did show a reduced level of stimulation by the EIa products. To assess the effects of the EIA gene products on expression from an EIV promoter integrated into the chromosome, we isolated CHO cell lines containing EIV-DHFR chimeric genes. After introduction of the EIa gene with a second selectable marker, expression from all mutant EIV-DHFR genes was increased. Surprisingly, one mutant promoter, deleted for sequences between -39 and -177, lost the ability to respond to the EIa region on passage of cells, although deletions in any part of the region still retained this ability. These results demonstrate that multiple elements residing between -39 and -177 in the EIV promoter are necessary to maintain susceptibility of the integrated promoter to regulation.

Atsižvelgiant į tai, kad realus visuomenės dalyvavimas Lietuvoje atliekamose poveikio aplinkai vertinimo (PAV) procedūrose iki šiol mažai nagrinėtas, buvo atlikta Kauno regione vykdytų poveikio aplinkai vertinimo procedūrų ir visuomenės dalyvavimo jose analizė. Tyrimo metu buvo išanalizuota visi Kauno regione 2005-2009 m. pateikti poveikio aplinkai vertinimo proceso dokumentai, nustatytas visuomenės dalyvavimas juose, taip pat buvo atlikta apklausa, kurios metu buvo siekiama išsiaiškinti, pasyvaus visuomenės dalyvavimo priežastis. Atlikus Lietuvos Respublikos Poveikio aplinkai vertinimo įstatymų ir poįstatyminių teisės aktų analizę nustatyta, jog Lietuvoje yra sudarytos ES reikalavimus atitinkančios visuomenės dalyvavimo PAV procese sąlygos. Visuomenės dalyvavimo PAV procedūrose aktyvumas yra labai mažas: 2005-2009 m. visuomenė pareiškė savo nuomonę tik dėl 1,9-3,1 % vykdytų projektų atrankų dėl PAV būtinumo procedūrų; PAV programos rengimo procese, kur visuomenė gali daryti didžiausią įtaką visam PAV procesui, motyvuotų pasiūlymų iš viso nebuvo sulaukta; Supažindinimo su PAV ataskaita metu visuomenė nebuvo aktyvi ir motyvuotų pasiūlymų buvo sulaukta tik vienai 2007 m. parengtai ataskaitai dėl žvyro ir smėlio telkinio eksploatacijos. In Kaunas region there has been made the analysis about the procedures of estimation of the effect on environment and society’s participation in it concerned with only a few cases of it having been analyzed. In this analysis there has been analyzed all the documents of the process of the effect on environment estimation that were received in 2005-2009 years in Kaunas. In the analysis there is defined the participation of society in this process, and also the testing has been made. It was tried to solve the reasons of passive participation of the society in the process of estimation of the effect on environment. The results of the analysis of Lithuania Republic Statute of Estimation of the effect on environment and the deeds of law have shown that in Lithuania there are all the conditions for the society to participate in this process, and all the conditions are defined by European Union requirements. The activity of the society’s participation in this process is very low: in 2005-2009 years the society expressed its opinion only about 1, 9- 3, 1 % of the selection of the projects that has been carried out in case to solve the necessity of the procedures. In the process of preparation of those procedures, in which the society can make the biggest influence to all the process, there has been received no motivate propositions. A Transparência Eletromagneticamente Induzida tem sido muito usada atualmente para implementação de memórias quânticas. Neste trabalho, estudamos este fenômeno, experimental e teoricamente, utilizando um sistema de dois níveis com degenerescências como modelo para o átomo. Tratamos o campo eletromagnético como quantizado e propomos um modelo linearizado para as flutuações que leva em consideração as forças quânticas de Langevin. Devido ao excesso de ruído de fase presente em nosso laser, a implementeção numérica do modelo levou em consideração apenas a autocorrelação de fase como fonte para o sinal de ruído observado. Este modelo mostrou um bom acordo qualitativo com os dados experimentais observados. Fizemos medidas de ruído de soma e subtração com o esquema de deteção balanceada, calculamos os coeficientes de correlação normalizado e mostramos que há regiões de correlação e anticorrelação que variam com a intensidade do feixe. Observamos também uma inversão de picos no sinal de soma não prevista pelo modelo à medida que diminuimos a intensidade. Esta inversão pode ser causada por contribuições das flutuações de amplitude do laser a baixas intensidades.
Electromagnetically Induced Transparency has attracted much attention recently as a source to implement quantum memories. In this work, we studied this phenomenon, both theoretically and experimentally, using a degenerate two-level system modeling the atoms. We quantize the electromagnetic field and propose a linearized model for fluctuations that takes into account the quantum Langevin forces. Because of the excess noise in the phase of our laser, the numerical implementation of the theoretical model takes into account only the phase autocorrelation term as a source for the observed noise. This model showed a good qualitative agreement with the experimental data. We made sum and subtraction noise measurements using the balanced detection scheme, we calculated the normalized correlation coefficient and we showed that there are regions of correlation and anticorrelation that change with laser intensity. We also observed a peak inversion of the sum signal as laser intensity becames smaller that was not predicted by the model with only phase noise. The cause for this inversion can be the contribution of laser amplitude noise at small intensities.

Zum einen ist Tourismus einer der wichtigsten Wirtschaftszweige Österreichs und zum anderen nimmt der Wintersport, insbesondere der alpine Schisport, eine besondere Stellung in Österreich ein. Betrachtet man die Leistungsbilanz Österreichs, so kann man erkennen, daß der Tourismus einen zentralen Anteil der Einnahmen darstellt. Die Steigerung der Deviseneinnahmen aus dem Reiseverkehr um 4,8% (560 Mio. Euro) im Jahr 2001 bestätigt die Bedeutung des Tourismus für die österreichische Wirtschaft. Österreich gilt als die Ski-Nation Europas, in der neben der Stärkung des Fremdenverkehrsbewusstseins die Investitionen in Wintersportanlagen, Hotellerie und Gastgewerbe, aber auch eine Verbesserung des Pistenangebotes, zu umfassenden positiven Effekten in der regionalen Tourismuswirtschaft führen. Aufgrund der Globalisierung und der damit wachsenden internationalen Konkurrenz, aber auch durch Veränderungen im technologischen, wirtschaftlichen und demographischen Bereich, kommt es zu einem verstärkten Wettbewerb zwischen einzelnen Regionen. Diesem Wettbewerb muß mit einer entsprechenden Strategie geantwortet werden um regionale Vorteile besser vermarkten zu können und somit das Überleben der Region zu sichern.

Abstract:
This paper aims to investigate the relationship between remittance flows and the gender and skill characteristics of the migrants. By using annual data on bilateral migration and bilateral remittances between 20 OECD sending countries and 22 receiving countries from Europe and Central Asia over the period 2010-2012, a gravity model, incorporating the share of female- and the share of skilled migrants, is estimated. The model is extended by including a number of macroeconomic determinants of remittances. The main results show that remittances per capita decline with both share of female migrants and the share of the skilled migrants, and this relationship is more evident for receiving countries with relatively higher income levels. Skilled women are also found to remit smaller amounts of money relative to the unskilled ones. Thus, the study contradicts the widespread claim that females are more reliable remitters and that the negative effect of brain drain from developing countries could be mitigated by larger volumes of remittances sent by skilled migrants relative to unskilled ones. Furthermore, most of the macro variables are found to be significant and remittances show to be more responsive to the economic conditions in the source rather than in the recipient countries. The evidence on the motives to remit is rather mixed.

The relationship between Iran, Turkey and the South Caucasus states have been influenced by an array of geopolitical, strategic, cultural, and economic factors. The competition between Iran and Turkey and their roles in the South Caucasus are best defined by traditional balance-of-power relations and the broader context of the post-Soviet era. This chapter unpacks the complex dynamics of pipeline politics in the South Caucasus region by underlying the need to understand the “Great Power Game” involving geostrategic and geo-economic interests of local governments, regional actors, global powers, and international oil companies. The larger focus turns on underscoring the importance of the region’s large oil and gas reserves; its land connection between the Caspian Sea, South Caucasus, and Europe; and its long-standing territorial conflicts in the post-Soviet era. Iran and Turkey have fought for influence in the South Caucasus while maintaining relatively good bilateral relationships in the region.

Wenzhou, once a neglected locale on China’s southeastern seaboard, has in the post-Mao era experienced tremendous economic growth and produced some of the country’s most successful entrepreneurs. With the acceleration of Chinese out-migration in the post–Cold War era, key features of the “Wenzhou model”—extensive use of social capital, self-reliance, and risk-taking—have appeared among Chinese businesses across Europe. This chapter examines this phenomenon through a cross-regional ethnographic approach. Although ethnography is typically site-specific, for the purpose of tracing diaspora practices and experiences, it is feasible and fruitful to conduct ethnography across areas. Such an approach illuminates surprising parallels between the “Wenzhou model” and its newer incarnation in Prato, Italy. It also traces economic success of the Chinese there to their ability to recognize and exploit certain similarities between Wenzhou and Prato, and to the Wenzhounese’s long-standing ability to adapt core business practices to “fit” better with different environments.

Abstract:
This paper analyzes the impacts of a changing climate to long-term energy activity reflected in power consumption and carbon emissions for the United States (US) Northeast (NE) region. This region represents approximately four percent of the total power consumption of the US. The paper revises the potential changes in the regional climate in the NE by analyzing long-term records of climatological data, and how these potential changes are impacting the energy demands and anthropogenic emissions due to power production. Climate records from 372 stations spread over the 9 states in the NE region were used for the period of time comprising from 1970 to 2010. The stations are part of NOAA’s Cooperative Observation Stations (COOP) that includes data for precipitation and surface maximum, minimum and average temperatures. Sea surface temperatures (SSTs) for the region were analyzed from NOAA extended reconstructed sea surface temperature (ERSST) records. Long term records for state energy profiles were generated by examining the end-use sectors: residential, commercial and industrial sector using data from the Energy Information Administration (EIA). Results from the COOP stations and SSTs reflect that the NE region presents an asymmetric warming reflected in significant coastal warming and inland cooling. A maximum land temperature variability of 1.61°C/decade was observed during this period of time with a mean value of 0.012°C/decade for the entire region. This coastal warming may be attributed to a combined effect of global warming and population growth reflected in urbanization and related effects such as the Urban Heat Island (UHI). A symmetric warming was found in minimum surface temperatures across the region with an average of 0.06°C/decade. Both land surface temperature increases are consistent with regional SSTs trends. The energy analysis suggests that a correlation may exist between the locations of highest energy consumption and urbanized coastal areas. Total energy consumption in coastal regions increased by 13 percent during 1960–2010, in contrast, inland sites consumption increased by 9 percent. At the sector level, CO2 emissions associated to residential energy demand drastically decreased over 37 percent per capita, attributed to energy efficiencies and possibly to a warmer region in winter times. Despite these trends, the NE region continues to be one of the largest CO2 sources of US accounting for more than 15% of all emissions. These results reflect the need for better understanding of the connections between climate, energy demands and production to achieve sustainable growth.

This helpdesk report synthesises evidence on the drivers and opportunities for promoting gender equality in the Eastern Neighbourhood region. Although equality between women and men is enshrined in the constitutions and legal systems of all Eastern Neighbourhood countries, and all countries have ratified most of the important international conventions in this area without reservations; women are still subject to social discrimination. Discriminatory laws, social norms, and practices rooted in patriarchal systems inherited from the Soviet era have negative consequences and act as drags upon gender equality. Former Soviet states making the transition from a command economy to a market-driven system need to make changes in governance and accountability systems to allow for women to have agency and to benefit from any nominal status of gender equality. This report considers areas where there are outstanding opportunities to improve women’s situation in Eastern Neighbourhood countries.

This report looks at trends in conflict and instability in the Indo-Pacific region, focusing on climate change effects and a number of civil liberties. The Indo-Pacific region is both highly vulnerable to the effects of climate change and already facing significant security risks and challenges, many of which will be exacerbated by the impact of climate change. There are notable increases in resource-based conflicts, migration-induced violence, and armed insurgencies. The countries reviewed all show worrying trends in terms of erosion of freedom of expression, media freedom, freedom of belief, and civil society freedom. The situation in Bangladesh and India is particularly serious and is already fuelling violence and conflict. The two themes on which the Emerging Issues Report (EIR) focuses are (i) climate change and (ii) guarding civil space and including all voices. The EIR examines these two themes in five Indo-Pacific countries: Bangladesh, India, Indonesia, the Philippines, and Thailand. These were chosen to give a broad range of situations and challenges/risks from the region. Note that this EIR is confined to an assessment of conflict risks and does not examine measures being taken by the government or others to address these.

Wir untersuchen Zinsprognosen aus Australien, China, Hongkong, Indien, Indonesien, Malaysia, Neuseeland, Singapur, Südkorea, Taiwan und Thailand. Wir werten 532 Prognosezeitreihen mit insgesamt 85.264 einzelnen Zins-prognosen aus. Wir nehmen einen Vergleich zur naiven Prognose vor und untersuchen die Prognosezeitreihen auf gegenwartsorientierte Verlaufsanpassungen. Außerdem verwenden wir den Vorzeichentest und den Test auf Unverzerrtheit. Die Ergebnisse fallen teilweise recht ernüchternd aus. 95,9% aller Prognosezeitreihen sind vom Phänomen der gegenwartsorientierten Verlaufsanpassung geprägt. 99,4% aller Prognosezeitreihen erweisen sich als verzerrt. Nur ein kleiner Teil der Prognosezeitreihen (3,6%) bildet die künftige Zinsentwicklung signifikant genauer ab als eine naive Prognose. Zum Teil fallen die Untersuchungsergebnisse jedoch auch überraschend positiv aus. Der Vorzeichentest offenbart, dass 48,3% aller Prognosezeitreihen die künftige Entwicklungsrichtung signifikant besser erfassen als eine Zufallsprognose.

Con altas tasas de emigración, los hogares de la región de Centroamérica, República Dominicana, México y Haití, en particular los más vulnerables, son muy dependientes del envío de remesas familiares por parte de los migrantes. En 2020, los flujos de remesas y los movimientos migratorios se vieron sustancialmente afectados por la crisis económica y sanitaria generada por la pandemia del covid19. Además de esa crisis, los poderosos huracanes ETA y IOTA azotaron países de la región, creando las condiciones para nuevos movimientos migratorios. El objetivo de este estudio es examinar el impacto de la crisis del Covid19 sobre la situación laboral de los migrantes, el envío de remesas familiares y los retornos forzados o voluntarios. Asimismo, se evaluarán los impactos de los huracanes y de la crisis del Covid19 sobre la decisión de emigrar. Los hallazgos ponen de relieve el desplome de las remesas y los flujos migratorios al inicio de la pandemia, así como el rápido repunte de ambos para alcanzar niveles históricos. El contexto pandémico combinado con la devastación generada por los huracanes en Centroamérica puede actuar entonces como un catalizador sobre la decisión de migrar dentro o fuera del país de origen, sobre todo para los migrantes que disponen de recursos financieros y de una red de contactos. Por lo tanto, se espera una recuperación de los flujos migratorios hacia Estados Unidos, alimentada también por el cambio de administración y la esperanza de una reforma migratoria. Si bien la nueva administración de Estado Unidos es consciente de estos desafíos en el corto plazo, apunta a mayor coordinación con los países de la región y cambios estructurales cuyos efectos tomarán tiempo para materializarse.
