Abstract:
Energy-efficient information transmission may be relevant to biological sensory signal processing as well as to low-power electronic devices. We explore its consequences in two different regimes. In an “immediate” regime, we argue that the information rate should be maximized subject to a power constraint, and in an “exploratory” regime, the transmission rate per power cost should be maximized. In the absence of noise, discrete inputs are optimally encoded into Boltzmann distributed output symbols. In the exploratory regime, the partition function of this distribution is numerically equal to 1. The structure of the optimal code is strongly affected by noise in the transmission channel. The Arimoto-Blahut algorithm, generalized for cost constraints, can be used to derive and interpret the distribution of symbols for optimal energy-efficient coding in the presence of noise. We outline the possibilities and problems in extending our results to information coding and transmission in neurobiological systems.

Abstract:
The Great Moderation is characterized as a period of stable macroeconomic conditions, especially with regard to inflation. Under the sticky information theory, this environment may provide a few incentives for agents to update information on inflation, thus, producing a new slope of the sticky information Phillips curve. We estimate the degree of information rigidity implied by the sticky information Phillips curve. Using threshold models, we identify two regimes of high and low inflation, finding that each identified regime is associated with a specific degree of information stickiness. This evidence is consistent with agents that update information faster when inflation is higher.

Purpose This paper examines whether the successful bid rate of the OnBid public auction, published by Korea Asset Management Corporation, can identify and forecast the Korea business-cycle expansion and contraction regimes characterized by the OECD reference turning points. We use logistic regression and support vector machine in performing the OECD regime classification and predicting three-month-ahead regime. We find that the OnBid auction rate conveys important information for detecting the coincident and future regimes because this information might be closely related to deleveraging regarding default on debt obligations. This finding suggests that corporate managers and investors could use the auction information to gauge the regime position in their decision-making. This research has an academic significance that reveals the relationship between the auction market and the business-cycle regimes.

Abstract:
Abstract. Streamflow regimes are changing and expected to further change under the influence of climate change, with potential impacts on flow variability and the seasonality of extremes. However, not all types of regimes are going to change in the same way. Climate change impact assessments can therefore benefit from identifying classes of catchments with similar streamflow regimes. Traditional catchment classification approaches have focused on specific meteorological and/or streamflow indices, usually neglecting the temporal information stored in the data. The aim of this study is 2-fold: (1) develop a catchment classification scheme that enables incorporation of such temporal information and (2) use the scheme to evaluate changes in future flow regimes. We use the developed classification scheme, which relies on a functional data representation, to cluster a large set of catchments in the conterminous United States (CONUS) according to their mean annual hydrographs. We identify five regime classes that summarize the behavior of catchments in the CONUS: (1) intermittent regime, (2) weak winter regime, (3) strong winter regime, (4) New Year's regime, and (5) melt regime. Our results show that these spatially contiguous classes are not only similar in terms of their regimes, but also their flood and drought behavior as well as their physiographical and meteorological characteristics. We therefore deem the functional regime classes valuable for a number of applications going beyond change assessments, including model validation studies or predictions of streamflow characteristics in ungauged basins. To assess future regime changes, we use simulated discharge time series obtained from the Variable Infiltration Capacity hydrologic model driven with meteorological time series generated by five general circulation models. A comparison of the future regime classes derived from these simulations with current classes shows that robust regime changes are expected only for currently melt-influenced regions in the Rocky Mountains. These changes in mountainous, upstream regions may require adaption of water management strategies to ensure sufficient water supply in dependent downstream regions. Highlights. Functional data clustering enables formation of clusters of catchments with similar hydrological regimes and a similar drought and flood behavior. We identify five streamflow regime clusters: (1) intermittent regime, (2) weak winter regime, (3) strong winter regime, (4) New Year's regime, and (5) melt regime. Future regime changes are most pronounced for currently melt-dominated regimes in the Rocky Mountains. Functional regime clusters have widespread utility for predictions in ungauged basins and hydroclimate analyses.

Abstract The atmospheric nocturnal stable boundary layer (SBL) can be classified into two distinct regimes: the weakly SBL (wSBL) with sustained turbulence and the very SBL (vSBL) with weak and intermittent turbulence. A hidden Markov model (HMM) analysis of the three-dimensional state-variable space of Reynolds-averaged mean dry static stability, mean wind speed, and wind speed shear is used to classify the SBL into these two regimes at nine different tower sites, in order to study long-term regime occupation and transition statistics. Both Reynolds-averaged mean data and measures of turbulence intensity (eddy variances) are separated in a physically meaningful way. In particular, fluctuations of the vertical wind component are found to be much smaller in the vSBL than in the wSBL. HMM analyses of these data using more than two SBL regimes do not result in robust results across measurement locations. To identify which meteorological state variables carry the information about regime occupation, the HMM analyses are repeated using different state-variable subsets. Reynolds-averaged measures of turbulence intensity (such as turbulence kinetic energy) at any observed altitude hold almost the same information as the original set, without adding any additional information. In contrast, both stratification and shear depend on surface information to capture regime transitions accurately. Use of information only in the bottom 10 m of the atmosphere is sufficient for HMM analyses to capture important information about regime occupation and transition statistics. It follows that the commonly measured 10-m wind speed is potentially a good indicator of regime occupation.

Abstract:
Software defects are a common problem, despite of decades of research on how to seek and destroy bugs. Software defects are not a mere nuisance, since they come with a very real cost to the industry and the users of software, leading to loss of millions of dollars, countless hours of work and even human lives. Thus there is a very real need to invent new ways to hunt down software defects. This thesis aims to answer questions concerning integration of modern software development pipeline and fuzzing, an effective fault-based testing technique with strong background in security and robustness testing. More specifically, this thesis seeks to find out how to integrate fuzz testing with continuous integration frameworks to lessen the redundancy in testing: fuzzing usually has its own, separate testing pipeline. Additionally this thesis looks into the possibility of automating generation of fuzzed unit tests using a tool that would use existing unit tests as the raw material for creating the tests to determine, if such approach could be feasible. This study consists of theoretical and empirical parts. The literature part explores software testing research for results relevant to this thesis, empirical part describes a prototype of unit test fuzzer developed for unit tests written in Python, and observations of relevant issues made during the development process while also describing experiences of how well test cases generated by the tool or manually could be introduced to the existing continuous integration workflow. Research method applied is design science. The findings show that creating the tool described is not as easy as it would first seem, listing issues large enough to motivate discontinuing the prototyping after first initial version. On the other hand, integrating fuzzing to a continuous integration based workflow seems to be a feasible idea, and automated test case generation is not the only way to create fault-based unit tests.

Abstract:
The introduction of taste regimes into the agriculture literacy and communications literature is explored and discussed in this study. I analyze how college students interpret taste regime indicators (interpretations, personal view alignment, personal action) influence their perceptions of agriculture food production information. More specifically, I look at how media information effects college students’ interpretations of these taste regime indicators. Data were collected from a convenience sample of undergraduate students at a large research-intensive university who responded to an electronic questionnaire developed specifically for this study. Findings indicate that the college students involved in this study have little to no defined opinion between large-scale and alternative agriculture. This indicates that the agriculture taste regime is not taking the general populations beliefs and preferences into consideration when developing campaigns. Recommendations for large-scale and alternative campaigns are to develop more objective campaigns and for the general population become change agents forcing the agriculture taste regime to take their beliefs and preferences into consideration.

Abstract:
In this paper we explore the process of adoption and enforcement of a number of new information processing technologies, such as the typewriter, calculators, tabulation gears and book-keeping machines, starting from the 1880s in the United States. We show that their innovation and diffusion was inexorably coupled to the economic development in the USA in the late 19th century. It is a complex and contradictory consequence of underlying socio-economic processes that led to the formation of modern organisational structures in large scale manufacturing which required systematic and efficient information processing. The typewriter and all the complementary office automation devices that entered the scene shortly after were part of a socio-technical regime that started being established: the office work regime or as we prefer to call it the first IT regime, as for the first time a technology was set up to process information on large scale. The logic of large scale manufacturing to produce standardised products in large series and to apply labour saving techniques was cast into the organisation of administration. This required a convergence of technical practices. The lock-in to the inferior QWERTY-keyboard is hence the outcome of the diffusion and hardening of the First IT Regime. (author's abstract)

Along with its inumerable wonders, the advent of the internet has brought with it very bad vices. The notion of convenience, which comes with the use of the internet, can be attributed to criminals who wish to disguise the proceeds of their ill-derived funds, or what is better known as cyberlaundering. Cyberlaundering is a phenomenon that seems negligible on face value, but, to the contrary, has very dire effects, especially on national economies, which are in no way trifling.This study describes the problem of cyberlaundering, pointing out the various legal issues pertaining to it. Given that cyberlaundering is a comparatively new crime, which is not yet conceptualized legally, criminal justice authorities find it hard to detect, investigate and prosecute cyberlaundering. An adequate legal regime against cyberlaundering is currently non-existent, as there is presently no concise international or national legal framework in place to contain the problem. Whilst the chief focus of the thesis is to devise a legal framework to combat cyberlaundering, considerable attention is also devoted to the tension that arises between public and private interests, amongst several other legal issues that come to play along the way. This is a debate that necessarily arises when legislatures resort to more radical anti-cyberlaundering laws. The study advocates a middle ground, which leads to the desired end of curbing the exponential growth of cyberlaundering, at the very least.

Information is an asset of great value in the capital market, as so it must be regulated for the purpose of promoting the market s credibility and guaranteeing the investor s trust. Therefore, this research was conceived with the objective of studying the juridical regimen of the information in the stock market, being the subject analyzed from a double perspective: the right of the shareholder s to the information and, especially, the right of the market to the information. Related to this latter aspect, the adoption of the full and fair disclosure principle, that consists in the wide and honest revelation of information, as the market regulation philosophy, in the United States and in the whole world, must me examined. Moreover, regarding to the theme, it is necessary to consider the repression to the insider trading and the manipulation of the market as a consequence of the disclosure system. At last, it is important to detach the new instruments of information control, mainly those related to corporate governance and the new rules imposed by the Sarbanes-Oxley Act.
A informação é um bem de grande valor no mercado de capitais, devendo ser regulada com vistas a promover a credibilidade do mercado e de garantir a confiança dos investidores. Essa pesquisa foi, então, idealizada com o objetivo de se estudar o regime jurídico da informação no mercado acionário, analisando-se a matéria a partir de uma dupla perspectiva: o direito do acionista à informação e, principalmente, o direito do mercado à informação. Quanto a este último aspecto, cabe examinar a adoção do princípio do full and fair disclosure, consistente na divulgação ampla e honesta das informações relevantes, como filosofia de regulação do próprio mercado, nos Estados Unidos e em todo o mundo. Mais que isso, cabe, ainda, estudar a repressão ao insider trading e à manipulação do mercado, como corolários do sistema de disclosure. Por fim, é importante destacar os novos instrumentos de controle da informação, em especial aqueles relativos à governança corporativa e às novas regras impostas pelo Sarbanes-Oxley Act.

L'inferenza di modelli di spin è uno strumento diffuso nell'approccio statistico ai sistemi complessi. Tipicamente ci si limita a modelli con interazioni a uno e due corpi: per il principio di massima entropia, ciò equivale ad assumere che magnetizzazioni e correlazioni a coppie costituiscano le variabili rilevanti (statistiche sufficienti) del sistema. L'assunzione non è giustificabile nel caso generale sulla base di argomenti puramente statistici; il problema della selezione tra modelli con interazioni di ordine arbitrario è però alto-dimensionale. Esso può essere affrontato tramite una particolare euristica Bayesiana che permette di ottenere le variabili rilevanti direttamente dal campione; la selezione avviene nella classe delle misture, e i risultati vengono proiettati sulla rappresentazione di spin. Il risultato è l'ottenimento delle statistiche sufficienti senza alcuna assunzione a priori. Il numero di tali statistiche è modulato da quello di differenti frequenze empiriche nel campione; in regime di sottocampionamento, esso è molto minore della dimensione del modello completo. Ciò rende il problema di inferenza dei parametri tipicamente basso-dimensionale. Il principale scopo di questo lavoro è quello di investigare esplicitamente come l'informazione sia organizzata nella mappa tra misture e modelli di spin. La comprensione dettagliata di tale mappa suggerisce nuovi approcci per la regolarizzazione; inoltre i risultati gettano luce sulla natura delle statistiche sufficienti, che risultano essere funzioni degli stati solo tramite le frequenze empiriche di questi. Mostriamo come da un approccio integralmente Bayesiano emerga sotto opportune condizioni un termine regolarizzatore "L2"; verifichiamo numericamente se tali condizioni sono tipicamente soddisfatte. Presentiamo infine alcune osservazioni qualitative circa l'emersione di loop stuctures nella mappa da misture a spin; queste aprono scenari interessanti per la ricerca futura.

Abstract:
Intellectual property protection (IPP) attained its importance in recent years because of the steady increase of intellectual property-endowed goods and technology in global trade. Technology producers, among them multilateral pharmaceutical companies (MPCs) felt that the Paris Convention (the Convention) was not adequate in dealing with trade related issues, and that an agreement was needed to integrate the subject of IPP; especially patent protection for pharmaceuticals, into the broader context of global trade law. The Agreement on Trade-Related Aspects of Intellectual Property Rights (the TRIPS Agreement) concluded in the Uruguay Round in 1994 brought IPP into the global trading system. The patent system contained in the Agreement reflects to a large extent MPCs' proposal for a strengthened patent system which paves the way to ensure market access and equal competition opportunity in their endeavour to expand global operation. The objective of the global trading system is to liberalise trade, achieved by securing commitments of market access and equal competition opportunity through the application of the principles of most-favoured-nation treatment, national treatment and reciprocity, reinforced by domestic competition policy to ensure efficient functioning of markets.However, in regard to patent protection for pharmaceuticals, the exercise of the exclusive marketing rights conferred by patent protection has trade restricting effect because competition is excluded during the patent term. This trade restricting effect does not compliment the objective of the global trading system nor promote competition. But the TRIPS Agreement does not cover a negotiated result on securing the recognition in domestic competition policy of the exclusive marketing rights conferred by patent protection, especially when domestic competition policy is designed to compliment microeconomic policy such as health care cost control. The implementation of international exhaustion to allow parallel importation of patented products during the term of patent is an example in point. It is an issue the TRIPS Agreement does not address and is excluded from the World Trade Organisation (WTO) dispute settlement mechanism. It is a legal issue because the disparity among national competition policy will cause trade distortions. It is political because the issue touches upon nations' regulatory autonomy in designing their competition policy to compliment other government policies. It also has economic implications in that countries might wish to rely on parallel importation as a mechanism to bring down prices of patent products. A complex issue as such requires- a multilateral solution enshrined in a legally binding agreement. In the absence of such an agreement, patent system under the TRIPS Agreement will be inadequate and ineffective because it will become inoperable and nations will incline to retrieve to unilateral actions for the resolution of grievances.

Abstract:
Many countries worldwide face significant miss reporting in tax declarations. Miss reporting leads to undesired low revenue and economic distortions. This paper discusses the extent to which the residual bookkeeping burden faced by small firms in simplified regimes influence tax declarations. A randomized control trial among 1,500 irregular firms in Piaui, Brazil showed that adding the tax amount due and records on transactions to a warning notification improved compliance in 21 percentage points and increased the reported revenue in 39 percent. Firms without an accountant were less likely to regularize their status without the added information. These findings suggest the use of third party information to support voluntary compliance may present an opportunity for digital services to improve tax revenue services.

Abstract:
This report is a guide to the practice of taxing ride-hailing at the state and local levels in the United States. The information is based on a survey of legislation, news articles, journal articles, revenue data, and interviews. We first review the literature and provide a history of ride-hailing and the practice of ride-hailing. We then profile all ride-hailing taxes in the United States, classifying these taxes according to common attributes and pointing out what details of legislation or history distinguishes each tax. One important distinction is between ad valorem taxes, levied as a percentage of fare or revenues, and “per-ride” taxes levied as a flat charge per ride. Another distinction is the differential treatment of shared and single rides. We provide extensive references to laws and ordinances as well as propose a system to classify the state legal environments under which ride-hailing is taxed. States fall into five regimes: (1) a “hands-off” regime wherein local governments are permitted wide leeway; (2) a “tax-free” regime wherein local taxes are prohibited and the state does not impose a tax; (3) a “state-tax-only” regime wherein local taxes are prohibited but the state levies taxes for its own use; (4) a “revenue-sharing” regime wherein the state levies taxes and distributes them to local governments; and (5) a “local-option” regime wherein local governments can opt into participating in a tax system regulated by the state. We make nine recommendations for Illinois policymakers considering taxes on ride-hailing, with the most important being that the state pass legislation clarifying and regulating the rights of local governments to levy such taxes.

As a result of the refugee reception crisis in 2015 the advocacy for increasing resettlement numbers in the overall refugee protection framework has gained momentum, as has research on resettlement to the EU. While the UNHCR purports resettlement as a durable solution for the international protection of refugees, resettlement programmes to the European Union are seen as a pillar of the external dimension of the EU’s asylum and migration policies and management. This paper presents and discusses the literature regarding the value transmissions taking place within these programmes. It reviews literature on the European resettlement process – ranging from the selection of refugees to be resettled, the information and training they receive prior to travelling to their new country of residence, their reception upon arrival, their placement and dispersal in the receiving state, as well as programs of private and community sponsorship. The literature shows that even if resettlement can be considered an external dimension of European migration policy, this process does not end at the border. Rather, resettlement entails particular forms of reception, placement and dispersal as well as integration practices that refugees are confronted with once they arrive in their resettlement country. These practices should thus be understood in the context of the resettlement regime as a whole. In this paper we map out where and how values (here understood as ideas about how something should be) and norms (expectations or rules that are socially enforced) are transmitted within this regime. ‘Value transmission’ is here understood in a broad sense, taking into account the values that are directly transmitted through information and education programmes, as well as those informing practices and actors’ decisions. Identifying how norms and values figure in the resettlement regime aid us in further understanding decision making processes, policy making, and the on-the-ground work of practitioners that influence refugees’ lives. An important finding in this literature review is that vulnerability is a central notion in international refugee protection, and even more so in resettlement. Ideas and practices regarding vulnerability are, throughout the resettlement regime, in continuous tension with those of security, integration, and of refugees’ own agency. The literature review and our discussion serve as a point of departure for developing further investigations into the external dimension of value transmission, which in turn can add insights into the role of norms and values in the making and un-making of (external) boundaries/borders.

Causality and Predictability of Complex Systems pose fundamental challenges even under well-defined structural stochastic-dynamic conditions where the laws of motion and system symmetries are known. However, the edifice of complexity can be profoundly transformed by structural-functional coevolution and non-recurrent elusive mechanisms changing the very same invariants of motion that had been taken for granted. This leads to recurrence collapse and memory loss, precluding the ability of traditional stochastic-dynamic and information-theoretic metrics to provide reliable information about the non-recurrent emergence of fundamental new properties absent from the a priori kinematic geometric and statistical features. Unveiling causal mechanisms and eliciting system dynamic predictability under such challenging conditions is not only a fundamental problem in mathematical and statistical physics, but also one of critical importance to dynamic modelling, risk assessment and decision support e.g. regarding non-recurrent critical transitions and extreme events. In order to address these challenges, generalized metrics in non-ergodic information physics are hereby introduced for unveiling elusive dynamics, causality and predictability of complex dynamical systems undergoing far-from-equilibrium structural-functional coevolution. With these methodological developments at hand, hidden dynamic information is hereby brought out and explicitly quantified even beyond post-critical regime collapse, long after statistical information is lost. The added causal insights and operational predictive value are further highlighted by evaluating the new information metrics among statistically independent variables, where traditional techniques therefore find no information links. Notwithstanding the factorability of the distributions associated to the aforementioned independent variables, synergistic and redundant information are found to emerge from microphysical, event-scale codependencies in far-from-equilibrium nonlinear statistical mechanics. The findings are illustrated to shed light onto fundamental causal mechanisms and unveil elusive dynamic predictability of non-recurrent critical transitions and extreme events across multiscale hydro-climatic problems.
