BackgroundThe extent of social behaviour among reptiles is underappreciated. Two types of aggregations are recognized in lizards: ecological and social, i.e., related to the attraction to a site or to animals of the same species, respectively. As most lizards are territorial, aggregations increase the probability of aggressive interactions among individuals, a density-dependent behaviour.MethodsAfter some spurious observations of aggregation behaviour in the endemic Cabo Verde nocturnal geckoTarentola substituta,we conducted a field-based study in order to thoroughly characterize it. We sampled 48 transects and 40 10 × 10 m quadrats on São Vicente Island to describe the incidence, size and composition of aggregations and to study the effect of gecko and refuge density, plus refuge quality, on refuge sharing. We hypothesize that when density of animals and scarcity of high-quality refuges is higher, lizards have increased probability of aggregating. We also predict a consistent pattern of size and composition of groups (male–female pairs, only one adult male per group) throughout the year if there is a selected behaviour to avoid agonistic interactions, and low thermal advantage to aggregating individuals.ResultsWe present one of the first evidences of aggregation for Phyllodactylidae geckos. We found thatT. substitutaforms aggregations around 30–40% of the time, and that refuges are almost always shared by a female-male pair, sometimes with a juvenile, probably a mechanism to avoid aggressive interactions. We also observed that refuge sharing is dependent on refuge quality, as medium–large (thermally more stable and positively selected) rocks are shared much more frequently than small ones, but independent of adult sizes. Refuge sharing is also directly related to the density of geckos and inversely related to the density of high-quality refuges. We found no relation between body temperatures of geckos and refuge sharing when controlling the effect of rock/air temperature, suggesting that huddling does not improve thermoregulation.DiscussionOur results suggest that in this harsh environment (rocks reach 46 °C) aggregation incidence is mainly driven by an ecological factor (scarcity of high-quality refuges) and its intersexual composition by social factors (avoidance of agonistic interactions by males, and possible increased reproductive success of the pair). This study sheds some light on the little explored gecko aggregation behaviour and other studies should follow.

The availability of streambed refuges has previously been shown to be of critical importance to the survival of overwintering juvenile salmonids. We used semi-natural stream channels to quantify intra- and inter-specific competition for daytime refuges and the willingness of Atlantic salmon (Salmo salar) and brown trout (Salmo trutta) to share available shelter. Refuge use was frequently associated with aggressive behaviour when two fish were provided with only one shelter, with intra- and inter-specific competition being similar in intensity. Resident individuals were less likely to leave the refuge than were intruders, and sharing of refuges was uncommon, both when competing for one shelter (experiment I) and when these were provided in excess (experiment II). Fish showed greater preferences for foraging habitat during the night than for the location of daytime shelters and were therefore willing to shift habitats to find adequate shelter. Overall, these results suggest that winter competition for refuges, both within and between species of salmonid, is likely to be intense if refuge availability is limited in the wild.

The Special Focus section of this issue of Refuge is being edited by an “outsider” to Refugee Studies. By that I mean that my professional life has not focused on investigating refugee issues per se, but instead has been concerned with how technology is accessed and deployed by groups and communities. Therefore, what this Special Focus section off ers are some different perspectives on technology’s role in the refugee experience through the lenses of various disciplines that actually study technology adoption and uses. In doing this, I am hoping to begin an interdisciplinary dialogue between Refugee Studies and Technology Studies scholars about policies, models, and politics of technology provision, access and use with specific reference to refugee service provision in situations of displacement. To this end, I have also included contributions from other “outsiders” to encourage the sharing of data and knowledge across sectors.

Abstract This article investigated the organizational integration of refugees from the experience of company managers in the city of São Paulo, Brazil. A basic qualitative research was developed, based on interpretative paradigm assumptions, and the data were collected through a semi-structured interview applied to five managers in charge of refugees in their workplace. The interviews data underwent qualitative content analysis. The results showed potential integration benefits, such as experience sharing, new talents, gratitude, engagement, improvements in the company’s reputation, productivity, creativity, and organizational development from the inclusion of new languages. However, factors such as language, diploma revalidation, skill limitation, and low schooling levels were seen as obstacles to efficient integration. The research also found that employers are highly dependent on voluntary assistance from organizations for hiring and integrating refugees, which indicates that, without the presence of these mediators, the possibilities of recruiting the refugee workforce may be affected. The study contributes to broadening the discussion on the organizational integration of refugees, a topic that is still little explored in the field of administration. It also intends to awaken in managers a more sensitive view about people in a situation of refuge and how their effective integration can impact their businesses and individuals.

The article examines the traditional durable solutions to resolving the problem of the Rohingyas who crossed the Myanmar border during 2017–2018 and took refuge in Bangladesh. The article analyses the attitudes and behaviour of displaced Rohingyas and of Bangladesh, Myanmar and traditional settlement countries, as well as the hidden forces, including ethnoreligious factors, geo-strategic factors and public opinion, which impact the Rohingyas. It argues that finding durable solutions through repatriation, integration or resettlement of Rohingya refugees in their home, host and third countries respectively is almost unachievable. In line with the recent conceptualization of durable solutions by academics and practitioners, a context-specific solution is recommended for Rohingyas, combining national restoration of their civil and political rights in Myanmar, political and economic burden-sharing by prosperous countries and capacity-building of refugees to influence their own futures.

Brush-tailed Rock-wallabies Petrogale penicillata are still widely distributed in the gorges on the east of the New England Tablelands of northern NSW, in small (mean <6 adults) colonies, separated by an appreciable distance (median separation 308 m) from neighbouring colonies. Within colonies, established adults occupy a refuge or set of refuges by day, moving away from the colony to forage mainly at night. A set of 1-3 adult females shares a small number of refuges, with one adult male defending access to them and their refuges. A colony contains one or several such sets. Established females occupy refuges persistently, up to at least 4 years and perhaps until death; males also defend their diurnal ranges persistently, but male ranges do change owner through intrusion or supplanting, as well as when the incumbent dies. Sub-adults of both sexes seem to be the dispersing classes, although a daughter may remain, mature and breed in her mother’s range. Only adults established in refuges appear to breed. The most dominant among the females sharing a set of refuges tends to produce more young than do subordinates. The combination of small and separated colonies, dispersal only by naive sub-adults, a strong restriction of mating opportunities within breeding groups, and unequal contribution to breeding even by females, could make P. penicillata prone to predation by agile predators that can learn the locations of their persistently used sites, and to problems of conserving population numbers and allelic diversity. These latter conservation problems can be simply addressed by artificial dispersal (translocation) of appropriate animals.

Competition behavior involving agricultural pest species has long been viewed as a powerful selective force that drives ecological and phenotypic diversity. In this context, a Game Theory-based approach may be useful to describe the decision-making dilemma of a competitor with impacts to guarantee its superiority in terms of ecological dominance or sharing of the food resource with its competitor. In an attempt to elucidate the consequences of competitive dynamics for the ecological dominance of these species in refuge areas of Bt cotton, we conducted a study that was divided into two parts. The first study consisted of an evaluation of interactions involving Spodoptera frugiperda (JE Smith, 1797) and Helicoverpa armigera (Hübner, 1808) on non-Bt cotton plants in a field trial. In the second study, we explored the data matrix collected in the field to parameterize a model of Cellular Automata (CA) with update rules inspired by Game Theory. Computer simulations were analyzed in hypothetical scenarios involving the application (or not) of insecticides in the refuge areas in combination with the resistance factor of one or both pest species to the insecticides used in the refuge areas. H. armigera had superior competitive performance in relation to S. frugiperda only at high densities. According to the density-mediated shift in dominance of the species, the resistance of S. frugiperda to insecticides is seen as a risk factor for the production of susceptible individuals of H. armigera on a large scale in the refuge areas. Additionally, S. frugiperda insecticide resistance may potentially impact the resistance evolution of the H. armigera population to Bt cotton. Thus, ecological dominance could diverge by the presence of a resistance allele to insecticides with interspecific competition perhaps subordinate to evolutionary processes.

Abstract:
Why were Southeast Asian states so successful in outsourcing the costs of refugee protection during the Indochinese refugee crisis (1975-1996)? By refusing to grant asylum unless other states guaranteed to resettle refugees, this dissertation argues that real and threatened mistreatment of refugees by the states of first asylum was decisive in explaining why other states agreed to resettle them. Mistreatment of Indochinese refugees not only activated strategic concerns for the political stability of first asylum countries themselves but also affective concerns for refugee welfare. Concern about what would happen to refugees if they weren't resettled helped sustain resettlement long after doubts arose as to whether those fleeing were truly refugees. And in the final resolution of the crisis, a concern for refugee welfare made the return of non-refugees extremely controversial. By looking at the private and public framing of the Indochinese refugees as a collective action problem for governments to solve, it demonstrates the salience of mistreatment in explaining burden-sharing. The study principally focuses on the actions of two major resettlement countries: the United States (the biggest in absolute terms) and Australia (the biggest in relative terms). Utilising extensive archival research, contemporary accounts and interviews with key policymakers of the period, it explores several distinct and important episodes over the duration of the outflow that reveal what motivated international assistance. This is descriptively important in adding to our knowledge of how refugees are treated as a question of international politics. The textural account of governmental motivation that is offered can also help test existing theoretical accounts of why governments cooperate to help refugees. Crucially, it shows that a humanitarian concern for refugee welfare both enabled and constrained co-operation.

Our paper focuses on a non-standard sharing example that harbors the potential to disrupt received wisdom on the sharing economy. While originally entering the field to analyze, broadly from a governance perspective, how the 2015 refugee crisis was handled in Vienna, Austria, we found that the non-governmental organization Train of Hope - labeled as a "citizen start-up" by City of Vienna officials - played an outstanding role in mastering the crisis. In a blog post during his visit in Vienna at the time, and experiencing the refugee crisis first-hand, it was actually Henry Mintzberg who suggested reading the phenomenon as part of the "sharing economy". Continuing this innovative line of thought, we argue that our unusual case is in fact an excellent opportunity to discover important aspects about both the nature and organization of sharing. First, we uncover an additional dimension of sharing beyond the material sharing of resources (i.e., the economic dimension): the sharing of a distinct concern (i.e., the moral dimension of sharing). Our discovery exemplifies such a moral dimension that is rather different from the status quo materialistic treatments focusing on economic transactions and property rights arguments. Second, we hold that a particular form of organizing facilitates the sharing economy: the sharing economy organization. This particular organizational form is distinctive - at the same time selectively borrowing and skillfully combining features from platform organizations (e.g., use of technology as an intermediary for exchange and effective coordination, ability to tap into external resources) and social movements (e.g., mobilization, shared identity, collective action). It is a key quality of this form of organization to enable the balancing of the two dimensions inherent in the nature of sharing: economic and moral. Our paper contributes to this Special Issue of the Academy of Management Discoveries by highlighting and explaining the two-fold economic and moral nature of sharing and the organization of sharing between movement and platform.

Recent developments in migration filed within EU showed problematic character of EU member states co-operation in face of migration burden-sharing. Migration crisis of 2015-2016 shed a light on migration burden-sharing and made subject one of the most discussed issues in European Union. There is a continues flow of migrants who want to enter and lodge their application for protection in EU states. Therefore EU boarder states are often faced with overwhelming number of migrants, number that exceeds their receiving capacity. Consequently there is need for migration burden-sharing. But, since reception of asylum seekers is connected to costs and is overall politically sensitive subject we see limited migration burden-sharing practiced by EU member states. This project analyses member states behaviour from game theoretical viewpoint applying non-cooperational game model Prisoner’s Dilemma to problematic burden-sharing practices within EU. Aim of the paper is to find out if game theory is a sufficient basis for explaining and understanding member state behavior in regards of migration burden-sharing, on the background of migration crisis 2015-2016. It even examines hypothesis regarding weather EU provides member states with sufficient settings for practicing migration burden-sharing.

The number of refugees worldwide has never been higher, with an estimate of 65.3 million forcibly displaced persons by the end of 2015. The brunt of the material, economic and social burdens these waves of often destitute persons represent is borne by a minority of closeproximity States, ill-equipped to handle mass influxes of people in dire need of protection and assistance. This dissertation explores the legal obligations of States to share the burden of international refugees, through four select research questions. Firstly, the existence of universal and regional obligations to burden-share are examined. Secondly, the legality of the 'third safe country' notion is examined under international law. Thirdly, the economic responsibilities of refugee-generating States towards refugees, asylum States and the UNHCR is examined. Fourthly, the obligations of States to rescue asylum seekers in distress at sea, and to process their asylum claims is examined. The fundamental observation of the dissertation is that although the 1951 Convention provides a generous set of rights to persecuted persons, its primary shortcoming in the context of this dissertation, is the lack of a clear and positive obligation, ensuring a fair distribution of the burdens of refugees between the signatory States. However, regional efforts do, to a degree, mitigate this issue by establishing obligations which seek to distribute the costs and burdens of refugees.

A questão dos refugiados continua a ser um problema por excelência para tomadores de decisões que tendem a moldar políticas quer em esfera local, regional ou mesmo internacional, a fim de resolver essa situação de acordo com os melhores interesses de seus países.. Eventualmente isto levou a disparidades em termos de lidar com essas pessoas dependendo da localização geográfica afetada pela crise. Focando-se nas políticas da União Européia, esta dissertação procura saber porque a U.E. reage de forma diferente a diversas crises de refugiados. Para responder a essa questão, esta tese examina a progressão gradual das políticas asilo da U.E. e seu comportamento em relação a três crises de refugiados distintas. A primeira é o caso bósnio, que ocorreu durante os primeiros estágios da formação da U.E., enquanto o segundo e o terceiro casos são crises Sírias e Afegãs. Após a análise destes casos, este estudo vai determinar que a U.E. não age de acordo com uma abordagem unificada ao tratar deste assunto. O caso bósnio foi o primeiro caso de crise de refugiados que a U.E. teve de enfrentar, e aconteceu dentro de fronteiras européias. Desta forma, a sua comparação com outros casos como a Síria fornecerá mais luz sobre o comportamento da UE em relação aos refugiados. Em relação ao caso Afegão, este foi tipificado como o pior situação humanitária em décadas, sua análise e comparação com o caso sírio, nos permitirá compreender melhor a evolução das políticas da UE que se ocupam com os refugiados e requerentes de asilo.

A refugee faces many issues on their journey to safety, but the issues do not end once they reach a host country. Applying for asylum is an arduous process with long waiting times in most European countries, and a low acceptance rate. Lack of integration into a new community is one of the main issues faced during this time. Studies show that labour market opportunities are a successful tool to aid integration and help to close the employment gap between native residents and new arrivals. The employment gap exists due to lack of local language, employment connections, transference of existing skills, legal issues, and personal and health issues. This paper argues that early commencement of language learning, transference of qualifications and picking up the necessary new skills for employment, is a positive way to use the long waiting time to benefit asylum seekers. It is also important to support newly accepted refugees during their integration into the community. Reflecting on organisations and networks that currently exist for refugees, a new civic space is proposed in the city to improve the integration of users through labour market training and opportunities. Looking at the legislations in place for integration and existing pathways to residency, an example is shown of how it can be manipulated to encourage involvement in the labour market.

Abstract:
ABSTRACT Social relationships, habitat utilisation and life history characteristics provide a framework which enables the survival of populations in fluctuating ecological conditions. An understanding of behavioural ecology is critical to the implementation of Natural Resource Management strategies if they are to succeed in their conservation efforts during the emergence of climate change. Egernia whitii from Wedge Island in the Spencer Gulf of South Australia were used as a model system to investigate the interaction of life history traits, scat piling behaviour and chemosensory communication in social lizards. Juveniles typically took ¡Ý 3 years to reach sexual maturity and the results of skeletochronological studies suggested longevity of ¡Ý 13 years. Combined with a mean litter size of 2.2, a pregnancy rate estimated at 75% of eligible females during short-term studies, and highly stable groups, this information suggests several life history features. Prolonged juvenile development and adult longevity may be prerequisite to the development of parental care. Parental care may, in turn, be the determining factor that facilitates the formation of small family groups. In E. whitii parental care takes the form of foetal and neonatal provisioning and tolerance of juveniles by small family or social groups within established resource areas. Presumably, resident juveniles also benefit from adult territorialism. Research on birds suggests that low adult mortality predisposes cooperative breeding or social grouping in birds, and life history traits and ecological factors appear to act together to facilitate cooperative systems. E. whitii practice scat piling both individually and in small groups. Social benefits arising from signalling could confer both cooperative and competitive benefits. Permanent territorial markers have the potential to benefit conspecifics, congenerics and other species. The high incidence of a skink species (E. whitii) refuging with a gecko species (N. milii) on Wedge Island provides an example of interspecific cooperation. The diurnal refuge of the nocturnal gecko is a useful transient shelter for the diurnal skink. Scat piling may release a species ¡®signature¡¯ for each group that allows mutual recognition. Scat piling also facilitates intraspecific scent marking by individual members, which has the potential to indicate relatedness, or social or sexual status within the group. The discovery of cloacal scent marking activity is new to the Egernia genus. E. Whitii differentiate between their own scats, and conspecific and congeneric scats. They scent mark at the site of conspecific scats, and males and females differ in their response to scent cues over time. Scat piling has the potential to make information concerning the social environment available to dispersing transient and potential immigrant conspecifics, enabling settlement choices to be made. This thesis explores some of the behavioural strategies employed by E. whitii to reduce risks to individuals within groups and between groups. Scents eliciting a range of behavioural responses relevant to the formation of adaptive social groupings, reproductive activity, and juvenile protection until maturity and dispersal are likely to be present in this species. Tests confirming chemosensory cues that differentiate sex, kin and age would be an interesting addition to current knowledge. The interaction of delayed maturity, parental care, sociality, chemosensory communication and scat piling highlights the sophistication of this species¡¯ behaviour. An alternative method for permanently marking lizards was developed. Persistence, reliability and individual discrimination were demonstrated using photographic identification and the method was shown to be reliable for broad-scale application by researchers. Naturally occurring toe loss in the field provided a context against which to examine this alternative identification method and revealed the need to further investigate the consequences of routine toe clipping, as this practice appears to diminish survivorship.

Having identified a gap in counselling psychology literature, this study aimed to investigate the lived experiences of Greek-Cypriot refugees of 1974 living in the UK as well as second generation Greek-Cypriot individuals who either have one or two refugee parents. The phenomenological lived experiences of the events of 1974 in Cyprus were explored in relation to Greek-Cypriot refugees with particular emphasis on their experiences of psychological support systems and what it meant to be a refugee living in the UK. The second part of the thesis explored the lived experiences of second generation Greek-Cypriots with one or both refugee parents. A consideration of the impact on identity and experience of upbringing in the UK was explored. Eight London based Greek-Cypriots were interviewed using semi-structured interviews. Two study groups were generated consisting of three refugees and five second generation. Data were analysed using Jonathan A. Smith’s (2008) method of Interpretative Phenomenological Analysis. The epistemological standpoint of a social constructivist approach was adopted. The findings from group A captured three superordinate themes: a) the other side of loss; b) memories are made of this and c) the internal self-soother with six subordinate themes generated. The findings from group B captured four superordinate themes: a) the present consequences of a past event; b) absorption vs. transmission; c) an identity grounded in the past and present and d) resilience with eight subordinate themes generated. The subordinate themes for both groups are discussed in relation to their specific superordinate theme. The phenomenological findings are discussed in relation to existing literature with implications and recommendations for counselling psychology. The limitations of the thesis are discussed along with recommendations for further research.

Com frequência, o tema é submetido a interpretações superficiais, limitadas e, inclusive, equivocadas, as quais não contribuem para um entendimento diligente à altura da complexidade da problemática. A pesquisa fundamenta-se nas contribuições de diversos estudiosos sobre o assunto e agrega dados empíricos atualizados. O estudo busca analisar, no âmbito internacional, desde a década de 1990, as três principais políticas migratórias defensivas aplicadas pelos Estados em relação ao fluxo e acolhimento de refugiados e SCR, bem como suas implicações. Para tanto, nesse escopo, faz-se necessário considerar o dinamismo do processo decisório político dos Estados em um contexto de afirmação de interesses e tensões internacionais. Igualmente, a partir da aplicação da tríade de políticas migratórias defensivas, são analisadas suas contradições no que tange à assunção do responsibility-sharing internacional e à vinculação com fatores que originam os fluxos de deslocamentos forçados.
This research deals with the subject of the State’s defensive migration policies regarding its relation to the elusive protection of refugees and asylum seekers. Quite often, this subject is under superficial, limited, and also erroneous, interpretation, which does not contribute to a better understanding of its complexity. The analysis is supported by the contributions of many experts in this field and includes new data. This paper seeks to analyze, in the international context, since the 90s, the three main defensive migration policies used by States in regard to the influx and protection of refugees and asylum seekers, as well as their implications. In this sense, it is appropriate to consider the dynamism involving the State’s political decision process in a context of diverging interests and international tensions. Also, from the application of the three defensive migration policies, the paper analyses their contradiction in relation to the assumption of the international responsibility-sharing, as well as their link to the factors that originate the influx of forced displacement.
Este trabajo trata del tema de las políticas migratorias defensivas de los Estados y su relación con la protección esquiva de refugiados y solicitantes de la condición de refugiado (SCR). A menudo, el tema es sometido a interpretaciones superficiales, limitadas e, incluso, equivocadas, las cuales no contribuyen para un entendimiento diligente a la altura de la complejidad de la problemática. El análisis está basado en las contribuciones de distintos expertos sobre el tema y agrega datos empíricos actualizados. El estudio busca analizar, en el ámbito internacional, desde la década de los años 1990, las tres principales políticas migratorias defensivas aplicadas por los Estados en relación al flujo y acogida de refugiados y SCR, además de sus implicaciones. Para eso, en ese ámbito, es necesario considerar el dinamismo del proceso decisorio político de los Estados en un contexto de afirmación de intereses y tensiones internacionales. Igualmente, a partir de la aplicación de la tríade de políticas migratorias defensivas, son analizadas las contradicciones de dichas políticas en lo que se refiere a la asunción del responsibility-sharing internacional y a la vinculación con factores que originan los flujos de desplazamientos forzados.

As a result of the ongoing humanitarian crisis in Venezuela, the country has seen a mass exodus of persons into neighbouring Caribbean Small Island Developing States, SIDS, such as Trinidad and Tobago and Curaçao. These SIDS do not have the infrastructure or local policies to implement a traditional refugee camp within their shores. Findings have shown the many disadvantages to existing or traditional refugee camp settlements. However, as forced migrants continue to pour into these Caribbean states, a technological framework is necessary to capture, manage and connect forced migrants to food and shelter using Geographical Information System, GIS, enabled web technology. Thus, the Geospatially Distributed e-Refugee Camp, GDEC, framework aims to define a burden-sharing model between non-profitable organizations and the government utilizing a free and open source software approach to foster citizen participation and rapid development. The framework is developed using well-defined and tested software development methodologies – Lean Startup Methodology and Rapid Application Development. It analyzes existing technologies used by the UNHCR to represent migration and related GIS data on the web. GDEC is a digitized spatial representation, using a service oriented architecture, of forced migrants housed across the island, the volunteers, safe zones and other relevant stakeholders within the system. This camp, though electronic and distributed, adheres to the standards set by the UNHCR and Sphere for refugee camp settlements. The framework will allow SIDS to roll out a software solution rapidly to meet the urgency of the refugee problem.

Female refugees and immigrants face various challenges in accessing, using, and sharing information during their integration process. In the context of COVID-19, this study aims to identify the user information satisfaction of female refugees and immigrants living in Finland and Sweden. Using a dataset comprising 232 respondents, the research model was examined through structural equation modelling. The results show that information overload in social media streams has an impact on information fatigue and consequently on the information avoidance behaviour of the target group. The results also show that information literacy helps to avoid social media information overload, in addition to its direct effect on user information satisfaction. Being familiar with the perceived COVID-19 challenges also positively impacts user information satisfaction. In view of the fact that European countries are receiving an everincreasing number of refugees and immigrants, the findings of this study provide both theoretical and practical contributions.

This paper presents the final results of the development of an MCU module that can be integrated with the Mconf web conferencing service. The development took over three years: two to develop the MCU module in software and one to refine and integrate into the Mconf code. This article presents the main characteristics developed to obtain a viable product. Among them, we can mention the integration of architecture, audio and video web / MCU, document sharing, BFCP protocol, moderation interface, recording and registrar SIP. The paper also presents evidences of this successful integration, as well as load testing on the developed system.

Abstract:
Multi-objective optimizations were conducted for a compressor station comprising two dissimilar compressor units driven by two dissimilar gas turbines, two coolers of different size, and two parallel pipeline sections to the next station. Genetic Algorithms were used in this optimization along with detailed models of the performance characteristics of gas turbines, compressors, aerial coolers, and downstream pipeline section. Essential in these models is the heat transfer between the gas and soil as it affects the pressure drop along the pipeline, and hence relates back to the coolers and compressor flow/pressure settings. Further investigative techniques were developed to refine the methodology as well as to minimize the downstream gas temperature at the suction of the next station. Current operating conditions at the station were compared to the optimized settings, showing that there is room for improving the efficiency of operation (i.e. lower energy consumption) with minimum effort on the station control strategy. Two threshold throughput conditions were determined in so far as single vs. multi-unit operations due to the dissimilarity in the compressor units and associated gas turbine drivers. The results showed that savings in the energy consumption in the order of 5–6% is achievable with slight adjustment to unit load sharing and coolers by-pass/fan speed selections. It appears that most of the savings (around 70–75%) are derived from optimizing the load sharing between the two parallel compressors, while the balance of the savings is realized from optimizing the aerial coolers settings. In particular, operating the aerial coolers at 50% fan speed (if permitted) could lead to substantial savings in electric energy consumption in some cases.

The creation and subsequent access to accurate information is widely accepted as a vital component of a national radioactive waste management strategy. Information on the origin and quantity of the waste together with its physical, chemical and radiological characteristics provides a catalyst for sound and transparent decision making. This information will originate from a number of potentially disparate sources, including material manufacturers, facility operators, waste producers, Government and Non-Government organisations and regulators. The challenge to those with a role in information management in further increased by the fact that much of the information created is required to support activities, not only in the immediate future, but also in the longer-term — typically many decades or even centuries. The International Atomic Energy Agency (IAEA) has published a number of guidance documents under the Safety Series, one of which makes direct reference to information management. The document [1] is intended to assist Member States in the development of a national system for radioactive waste management and identifies the key responsibilities and essential features of such a system. The following statement appears in Section 5: “The regulatory body, the waste generators and the operators of radioactive waste management facilities should maintain documentation and records consistent with the legal requirements and their own needs.” An essential requirement of these ‘documents and records’ is that they should be “...kept in a condition that will enable them to be consulted and understood later by people different from, and possibly without reference to, those who generated the records ...” The scope of the documentation and records to be kept will be wide ranging but will include “...an inventory of radioactive waste, including origin, location, physical and chemical characteristics, and, as appropriate a record of radioactive waste removed or discharged from a facility”, and “site plans, engineering drawings, specifications and process descriptions ... radioactive waste package identification ...”. It is has long been recognised in the United Kingdom that the management of radioactive waste will require the assembly and secure retention of a diversity of records and data. This information will be needed to inform the strategic decision making process, thus contributing to the future safe, environmentally sound and publicly acceptable management of radioactive waste. In the meantime it will also service the nation’s international commitments. When the planning application for a Rock Characterisation Facility (RCF) was refused and the subsequent Nirex appeal rejected in 1997, it was recognised that transfer of waste to a national repository was ulikely to take place for many decades. The long-term preservation of information by the waste management organisations thus became an issue. Since this time, the UK nuclear industry, including the waste producers, regulators and other Government Departments have worked together to develop a common information management system that is now being implemented. It is based on an Oracle database and is supported by ‘electronic tools’ designed to facilitate entry and retrieval of data in a common format. Long-term access to these data underpins many aspects of the system design. Designing such a system and seeing through its development has been a challenge for all those involved. However, as the project nears the completion of the development phase, it is clear there are several benefits in this approach. These include a sharing of best practice, shared development costs, an improved understanding of the needs of all parties, and the use of a common platform and tools. The ‘partnership approach’ between waste management organisations, Government departments and regulators will also reduce the likelihood of future surprises or conflicts of interest. Industry-wide co-operation also provides a greater degree of confidence that the system will continue to enjoy technical and financial support for the foreseeable future. The British Radwaste Information Management System (BRIMS) is supported by the principal waste producers, the Department for Environment, Food and Rural Affairs (DEFRA), the Nuclear Installations Inspectorate (NII) and United Kingdom Nirex Limited (Nirex). All organisations that have participated in its development over the past seven years have free access to it and may use it as part of their waste management strategy.
