Abstract:
Pangangan reform has brought many impacts and changes from the education system that are centralized to decentralized, each of which will have far-reaching consequences in the administration of national education. In general, there are several aspects of the political impact of reform on Islamic education, including 1) Law No. 20/2003 also states that Islamic Boarding Schools, Ma'had Ali, Roudlotul Atfal and majlis taklim are also included in the National education system. 2) The birth of a policy of increasing the budget by 20% from the state budget and regional budget, 3) There is a government policy that requires madrasa as a public school characterized by religion, 4) The existence of Islamic education in Indonesia from the Reformation era until now faces various kinds of problems including : 1) The use of classical Islamic thought, 2) The existence of a conceptual crisis or the limitations of knowledge within the Islamic education system itself, 3) The institutional crisis is caused by a dichotomy between educational institutions that emphasizes one aspect of the existing sciences, whether religious sciences or general sciences.

Abstract:
This study aims to describe the implementation model of bureaucratic reform that has been carried out, both in Indonesia and several other countries. Provide a comprehensive understanding of the importance of bureaucratic reform. The research method used is a library research method from various sources related to bureaucratic reform. The results of this literature review illustrate that bureaucratic reforms that have been carried out in several countries are generally related to two dimensions, namely the organizational dimension and the apparatus human resource dimension. “Sayap Kiri Reformasi,” demikianlah Roland H. Bainton, sejarawan Amerika ternama, menamai gerakan yang memisahkan diri dari Reformasi “resmi” di Zürich, Swiss. Ternyata bukan hanya sebutan di atas yang diberikan, gerakan ini juga disebut sebagai “Reformasi Radikal” (istilah George H. Williams, Profesor Sejarah Gereja dari Universitas Harvard). Gerakan tersebut secara umum dikenal sebagai Anabaptisme. Sejak kelahirannya di kota Zürich, gerakan ini dianggap sebagai bidat, sempalan dari gerakan Reformasi yang benar. Karena itu, tidaklah mengherankan bila gerakan ini sangat dibenci baik oleh gereja Katolik Roma maupun para Reformator. Kebencian itu terwujud dalam bentuk penganiayaan selama sekitar 200 tahun. Inti masalah yang dilupakan ialah latar belakang yang membidani lahirnya gerakan ini. Sitz im Leben yang disajikan dalam literatur-literatur sejarah gereja yang dipakai di sekolah-sekolah tinggi teologi di luar negeri maupun di Indonesia sering kali berat sebelah. Sebagaimana diungkapkan oleh almarhum William R. Estep, Jr., Profesor Sejarah Gereja dari Southwestern Baptist Theological Seminary, “Perhaps there is no group within Christian History that has been judged unfairly as the Anabaptists of the sixteenth century.” Bahkan hingga kini, Anabaptisme masih dipandang sebagai sempalan terhadap ortodoksi, ajaran yang alkitabiah. Kurangnya literatur yang membahas awal mula berdirinya gerakan ini mendorong penulis untuk membuka kembali catatan-catatan sejarah. Membuka kembali catatan sejarah bisa jadi menguak kesalahan pihak lain. Tetapi di sini penulis sama sekali tidak bermaksud memojokkan pihak mana pun. Sumber-sumber utama yang penulis pakai berasal dari para pakar sejarah gereja non-Anabaptis yang telah melakukan riset terhadap gerakan ini secara intensif. Mengingat luasnya permasalahan, maka penulis hanya memfokuskan pemaparan pada peristiwa sekitar Reformasi yang dipelopori oleh Zwingli di Swiss tahun 1519 hingga Januari 1525 dan problem yang terjadi sehingga kaum “radikal” ini memilih untuk memisahkan diri dari garis utama Reformasi. Pertama-tama, label yang dikenakan kepada gerakan ini perlu mendapat penjernihan. Kemudian, penulis akan memaparkan peristiwa Reformasi Zwingli yang dilanjutkan dengan kelahiran “si anak tiri.”

Abstract:
Reformasi birokrasi yakni cara yang digunakan dalam melaksanakan transisi ke petunjuk yang lebih baik. Efek dari transisi yaitu terhadap struktur dan sistem yang ada dalam birokrasi yang tertera. Metode penelitian yang dipakai yakni metode penelitian kuantitatif, karena penelitian ini menggambarkan bagaimana pelaksanaan reformasi birokrasi yang terjadi, supaya pelaksanaan reformasi birokrasi dapat terlaksana dengan baik. Sehingga dapat disimpulkan metode yang digunakan adalah metode kuantitatif. Metoda pelaksanaan reformasi birokrasi dengan cara yang dilaksanakan menuju ke jalan yang lebih baik. Semenjak perekruta sampai pemberhentian ASN disusun dengan cara yang jelas serta memberikan sistem dinamisasi yang lebih cepat dan praktis, bahkan memberikan penghargaan serta punishment dengan cara proporsional dan aplikatif pun dilakukan. Hal ini dilakukan agar kerja ASN dapat memberikan pelayanan kepada publik dengan optimal, tetapi upaya reformasi birokrasi yang dilakukan belum mampu merubah pelayanan publik menjadi lebih baik karena masih banyaknya birokrat yang terjerat kasus korupsi, persengkongkolan serta penyajian kepada masyarakat kecil. The authors explain scrutiny analysis on the relationshipbetween bureaucracy reforms public sector innovation by concept, practical applicationby analyzing historical period of transition span of pilot practices experiences in centralgovernment or local authority so far.An attempt to learn from the experience of its own repertoire, although the government hasissued guidelines for keeping legal protection and innovation can be applied in the respectivegovernment agencies. Innovation is something that is important but maintaining thecontinuity of the practice of innovation is not an easy thing, especially when undertaken for adecade and a half since the 1998 reform movement in the middle of political transformation,stabilization of economic growth and the limitations of formal legal framework for theadministration in regulating the action of the apparatus until today.

Perubahan organisasi ini diharapkan akan meningkatkan kinerja pegawai serta meningkatkan profesionalisme dan integritas pegawai agar mampu memberikan pelayanan yang prima yang berorientasi pada kepuasan wajib pajak sehingga dapat mempermudah dan membantu wajib pajak dalam memenuhi kewajiban perpajakannya. Penelitian ini difokuskan untuk meneliti efektivitas pelaksanaan reformasi perpajakan di Lingkungan Kantor Pelayanan Pajak Pratama Demak.</p><p>Narasumber dalam penelitian ini adalah pegawai dan wajib pajak di lingkungan Kantor Pelayanan Pajak Pratama Demak, serta Anggota Komisi XI Dewan Perwakilan Rakyat Republik Indonesia. Berdasarkan hasil penelitian, memperlihatkan bahwa pelaksanaan Reformasi Perpajakan di Kantor Pelayanan Pajak Pratama Demak sudah berjalan dengan baik. Melalui upaya-upaya peningkatan kualitas sumber daya manusia, manajemen sistem informasi terpadu, dan edukasi kepada wajib pajak yang berkesinambungan diharapkan Kantor Pelayanan Pajak Pratama Demak dapat meningkatkan kinerja dalam rangka pencapaian kepatuhan dan penerimaan pajak yang optimal.</p><p> </p><p>The Directorate General of Taxation has made changes that are comprehensive and comprehensive in all fields. This organizational change is expected to improve employee performance and improve the professionalism and integrity of employees in order to be able to provide excellent service oriented to the satisfaction of taxpayers so as to facilitate and assist taxpayers in fulfilling their tax obligations. This study focused on examining the effectiveness of the implementation of tax reform in the Demak Primary Tax Office.</p><p>The interviewees in this study were employees and taxpayers in the Demak Primary Tax Office, as well as Commission XI Member of the People’s Representative Council of the Republic of Indonesia. Based on the results of the study, it was shown that the implementation of Tax Reform in the Demak Primary Tax Office had gone well. Through efforts to improve the quality of human resources, integrated information system management, and education to sustainable taxpayers, it is expected that the Primary Demak Tax Service Office can improve performance in order to achieve optimal compliance and tax revenue</p>

Abstract:
Penelitian ini mengkaji upaya yang dilakukan Pemerintah Desa Panggungharjo, Kecamatan Sewon, Kabupaten Bantul, Daerah Istimewa Yogyakarta, di bawah kepemimpinan Wahyudi Anggoro Hadi dalam melakukan Reformasi Birokrasi. Penelitian ini menggunakan metode deskriptif kualitatif dengan pengumpulan data melalui observasi, dokumentasi dan wawancara mendalam dengan Kepala Desa, Perangkat Desa, BPD, serta masyarakat. Hasil penelitian menunjukan bahwa Reformasi Birokrasi di Desa Panggungharjo bertujuan untuk mengembalikan kepercayaan warga masyarakat Desa Panggunghajo kepada Pemerintah Desa Panggungharjo mengingat birokrasi yang terkesan lamban, korup dan bias kepentingan elite. Untuk mewujudkan Reformasi Birokrasi tersebut maka berbagai upaya yang dilaksanakan yakni keteladanan, memperluas pelayanan publik dalam rangka mengubah relasi antara pemerintah desa dengan masyarakat, Pelayanan Administrasi Publik melalui Pelayanan Terpadu Satu Pintu, membangun kultur baru birokrasi dengan memberikan reward and punisment, serta mengingkatkan kualitas Sumber Daya Manusia (SDM) perangkat desa. Reformasi Birokrasi berimplikasi pada peningkatan kinerja Pemerintah Desa Panggungharjo sehingga Pemerintah Desa Panggungharjo mendapatkan banyak penghargaan baik dari dalam maupun luar negeri.

Abstract:
In examining the role of the �legal rule� in Indonesian law, and in particular environmental law related to water quality management, this thesis questions the often expressed view that laws in Indonesia are sound, they merely fail to be implemented. It proposes that this appraisal of the situation does not take a sufficiently deep assessment and that a cause for non-implementation lies within the drafting of the laws themselves. It is argued that the ineffective system for environmental protection in Indonesia can be related to a failure to recognise the role of the �legal rule� in environmental law. A proposition presented in this thesis is that the arrangements for environmental law making in Indonesia lacks a strong rule foundation and, for this reason, it is not capable of producing shared understandings by lawmakers about producing and reproducing environmental law as legal sub-system. Another central proposition is that Indonesian environmental law has a form and style, which negates the role of the legal rule in environmental management and control. Despite the changes brought by reformasi, the central position of the legal rule in environmental law and, indeed, the necessary rule foundation to the development of the legal system, has yet to achieve full recognition. If this situation is related to the system of water quality management and pollution control in Indonesia, it can be seen that environmental improvement will not be achieved until underlying issues concerning the structure, form and style of environmental law making are addressed.

Abstract:
Since the fall of Communism, ethno-religious violence and ‘ethnic cleansing’ have become mainstay of news media reporting. Self-critical journalists increasingly question their professional role in exacerbating violent disintegration and ask how they can do journalism to assist the peaceful resolution of conflict. Due to its own difficult journey to nationhood, fear of a disintegrating state has been central to Indonesia’s political development and something of a national pathology. This was particularly apparent during the political crisis in the late 1990s when the historical repression and manipulation of ethnic and religious difference returned to haunt the state at its moment of weakness. The communal bloodletting was most intense in its eastern periphery where the politically marginal, economically neglected province of Maluku exploded in religious hatred and war. Communal enmity was poorly explained by the national print media centred in Jakarta. Focusing on the underlying political dynamics that triggered and prolonged group violence was mostly avoided. So the story of the Maluku conflagration became either an anodyne description of official views, without immediacy, depth, complexity and human context; or newspapers funnelled ‘primordialist’ war rhetoric from militants to their national audiences. The disquiet Indonesian journalists felt at being professional chroniclers of their homeland’s violent disintegration or unwitting facilitators of its collapse has led to a re-thinking of professional responsibility and an ethical movement known as ‘peace journalism’. This thesis explores the political origins and production of ‘primordialism’ in media narratives on Maluku to understand the opportunities for and most effective trajectories of peace journalism in Indonesia.

En el primer capítulo se presentan conceptos como reforma económica y financiera, sector financiero, así como sus respectivos componentes. También, algunas aportaciones de diversos autores acerca de la reforma financiera, para que ésta tenga un buen funcionamiento, sea productiva y exitosa. Se dan a conocer términos como liberalización, represión, estatización, estructura, educación, intermediación financiera, además del Programa Nacional de Desarrollo y bancarización, de ésta última se señalarán sus ventajas y desventajas. En el segundo capítulo se exponen los antecedentes de la reforma financiera, como por ejemplo la de 1988-1991 que consistió en modificar cinco áreas: liberalización, innovación financiera, solidez de los intermediarios financieros, privatización de la banca comercial y financiamiento del déficit gubernamental. Para la reforma de 1995 es importante destacar el desempeño del Fondo Bancario de Protección al Ahorro (FOBAPROA), así como la desintegración de algunas instituciones de banca múltiple. También se plantea el desempeño de la reforma del 2005, así como las modificaciones de algunas leyes financieras. Finalmente, el último capítulo de esta investigación se enfoca en explicar el contenido de la reforma financiera del 2013, sus objetivos y su relación con el Programa Nacional de Desarrollo (PND) en el ámbito financiero; se presentan los cuatro ejes en que se basa la reforma financiera y, por último, se dan a conocer los resultados de esta ley.

Globalisasi adalah sebuah konsep yang licin tetapi mencakup perkembangan obyektif dalam bidang kesadaran ekonomi, budaya, politik, dan teknologi. Sedangkan integrasi memiliki empat tantangan dimana salah satu tantangan adalah mengintegrasikan upaya dan sumber daya di seluruh sektor organisasi (bisnis, pemerintah, masyarakat sipil) dan rasa memiliki dalam pembuatan keputusan (mental, fisik, emosional). Teknologi penerbangan dan antariksa sudah terpengaruh oleh globalisasi yang menuntut reformasi dalam semua aspek penguasaan dan pengembangannya, salah satunya adalah integrasi kemampuan nasional. Tulisan ini dengan metode normatif dan deduktif menganalisis pentingnya integrasi nasional dalam kemampuan penerbangan dan antariksa. Hasil yang diperoleh adalah terdapat berbagai bidang penerbangan dan antariksa yang mengintegrasikan sumber daya di tingkat internasionaldalam kerja sama keantariksaan untuk misi ilmiah yang mengabaikan aspek teknologi sensitif, politik dan ekonomi hubungan internasional di masa sebelumnya. Oleh karenanya integrasi di tingkat nasional tidak hanya menjadi slogan lagi tetapi sudah menjadi kewajiban dalam menghadapi persaingan baik di regional dan internasional.

Abstract:
Indonesia marked a new era, known as the Reformation Era, in 1998 after the downfall of Suharto, the main face of the regime called the New Order (Orde Baru) and ran the government from 1966 to 1998. This long-run government creates certain structures in many sectors, including the museum sector in Indonesia. Suharto leads the government in a totalitarian manner, his power control over many layers, including the use of museums as regime propaganda tools. The propaganda in the museums such as a standardized storyline, the use of historical versions that are approved by the government, and the representation of violence through the military tale with the nation’s great enemy is made for the majority of museums from the west to east Indonesia at that time. Thus, after almost two-decade after the downfall of the New Order regime how Indonesian museum transform into this new era? In the new democratic era, museum management is brought back to the regional government. The museums are encouraged to writing the local history and deconstruct the storyline from the previous regime. Not only just stop there, but there are alsomany new museums open to the public with new concepts or storylines to revive the audience. Even, the new museum was also erected by the late president’s family to rewrite the narration of the hero story of Suharto in Yogyakarta. This article aims to look up the change in the Indonesian museum post-New Order regime. How they adjust curatorial narration to present the storyline, is there any change to re-write the new narrative, or they actually still represent the New-Order idea along with the violence symbolic that never will deconstruct. Indonesia menandai masa baru yang dikenal sebagai masa reformasi pada tahun 1998 dengan tumbangnya Soeharto yang menjadi wajah utama rezim yang dikenal dengan sebutan Orde Baru ini. Pemerintahan Orde Baru telah berlangsung sejak tahun 1966 hingga 1998 yang mengubah banyak tatanan kehidupan, termasuk sektor permuseum di Indonesia. Corak pemerintahan Orde Baru yang condong pada kontrol dan totalitarian mengantarkan museum sebagai kendaraan propaganda rezim Soeharto. Dimulai dari narasi storyline yang seragam di seluruh museum negeri di Indonesia hingga kekerasan simbolik lewat narasi militer dan musuh besar bangsa. Lalu setelah hampir dua dekade era reformasi di Indonesia bagaimana perubahan museum di Indonesia? Pada era demokrasi yang lebih terbuka, pengelolaan museum dikembalikan kepada pemerintah daerah dan diharapkan untuk dapat menulis kembali sejarah lokal yang baru. Tak berhenti disitu, banyak museum-museum baru yang tumbuh berdiri memberikan kesegaran baru namun juga muncul museum yang berbau rezim Orde Baru turut didirikan sebagai upaya menuliskan narasi.

As constantes iniciativas legislativas por reformas constitucionais contrapõe os mecanismos de estabilidade e efetividade das normas constitucionais originárias à demanda política estabelecida. O presente artigo aborda, mediante pesquisa bibliográfica, uma análise da literatura constitucional sobre as reformas constitucionais instituídas nos últimos dez anos, no direito brasileiro, na busca por reexaminar os limites do poder constituinte derivado. As alterações, previstas pelo poder constituinte originário, buscam acompanhar eventuais mudanças sociais, políticas, econômicas, bem como novas e prementes necessidades, imprevistas na elaboração da Constituição Federal. O objetivo geral deste artigo é verificar a compatibilidade entre a doutrina tradicional sobre os limites do poder reformador e realidade das efetivas alterações constitucionais do último decênio. Assim, buscou-se verificar o atual estado da arte acerca das reformas constitucionais brasileiras da pretérita década. Nesse sentido, as reformas constitucionais foram analisadas sob a perspectiva dos limites formais, temporais, materiais e circunstanciais do poder constituinte derivado de reforma e revisão constitucional. A despeito de intensas discussões políticas e jurídicas sobre o escopo das reformas constitucionais estudadas, cujo teor não se discute neste estudo perfunctório, duas considerações destacam-se, a título de conclusão, bem como de questão a ser explorada em um futuro e mais aprofundado estudo: o papel central e basilar dos princípios constitucionais na salvaguarda do texto constitucional e a inocuidade de um regramento exagerado de limites expressos ou procedimentos ao Poder Constituinte de revisão. É certo que alterações jurídicas refletem as transformações sociais, políticas e econômicas. Porém, a cumulatividade e indefectibilidade dos princípios basilares adotados pelo Estado democrático de Direito e inseridos constitucionalmente no ordenamento constituem-se no marco delimitador a quaisquer procedimentos para aprovar emendas constitucionais. Ainda que, quanto aos limites expressos de reforma, haja adaptação, mutação ou adequação de novas situações para o âmbito constitucional, os princípios constitucionais, tais como as noções gerais de Direito consistem na delimitação derradeira do poder de reforma. La oferta educativa de las Universidades responde a las necesidades de la sociedad para educar a sus jóvenes ofreciendo una educación de calidad, actual, acorde a los avances tecnológicos y con la capacidad de adaptarse rápidamente a los requerimientos del entorno laboral, para esto se realizan estudios de pertinencia que detectan las necesidades educativas y las áreas de oportunidad en los sectores productivos con el propósito de incrementar el índice de empleabilidad de los futuros estudiantes. Una reforma curricular contempla un análisis basado en la opinión de empleadores, egresados, estudiantes, docentes y el personal administrativo, además de la actualización de los temas de las asignaturas, los métodos de enseñanza-aprendizaje, el perfil del docente, el desarrollo gradual de las competencias, el intercambio académico, las prácticas profesionales y el perfil de egreso. En este trabajo se presenta el caso del programa educativo de Ingeniero en Manufactura de la Facultad de Ingeniería Mecánica y Eléctrica de la Universidad Autónoma de Nuevo León, situada en México. El programa educativo inició en el año 2000 atendiendo a 10 estudiantes con un modelo educativo basado en objetivos. En el 2011 se presenta una reforma curricular que ofrece una mejora en el proceso enseñanza-aprendizaje basada en un modelo por competencias. Esta reforma es analizada a 10 años de su implementación desde la óptica del perfil de egreso, la malla curricular, las competencias y el perfil de los docentes con el objetivo de detectar las necesidades que aún deben ser atendidas y reconocer los aciertos de esta reforma. El incremento en la matrícula, la satisfacción del estudiante y su inserción al campo laboral es evidente en este programa educativo, por lo cual los resultados alcanzados han permitido mejorar y sistematizar el proceso para futuras reformas con un enfoque de mejora continua considerando a los grupos de interés involucrados.
