Abstract:
Purpose The purposes of this paper are two-fold: first, to introduce a new concept of primary care consultation system at a mainland Chinese hospital in response to healthcare reform; and second, to explore the factors associated with change resistance and acceptance from both patients’ and medical staff’s perspectives. Design/methodology/approach A survey design study, with two questionnaires developed and distributed to patients and medical staff. Convenience and stratified random sampling methods were applied to patient and medical staff samples. Findings A 5-dimension, 21-item patient questionnaire and a 4-dimension, 16-item staff questionnaire were identified and confirmed, with 1020 patients (91.07 percent) and 202 staff (90.18 percent) as effective survey participants. The results revealed that patient resistance mainly stems from a lack of personal experiences with visiting general practice (GP) and being educated or having lived overseas; while staff resistance came from occupation, education, GP training certificate, and knowledge and experience with specialists. Living in overseas and knowledge of GP concepts, gender and education are associated with resistance of accepting the new practice model for both patients and staff. Originality/value There are few Chinese studies on process reengineering in the medical sector; this is the first study to adopt this medical consultation model and change in patients’ consultation culture in Mainland China. Applying organizational change and process reengineering theories to medical and healthcare services not only extends and expands hospital management theory but also allows investigation of modern hospital management practice. The experience from this study can serve as a reference to promote this new consultation model in Chinese healthcare reform.

Abstract:
Purpose – Using 12 case studies, the purpose of this paper is to investigate the use of business analysis techniques in BPR. Some techniques are used more than others depending on the fit between the technique and the problem. Other techniques are preferred due to their versatility, easy to use, and flexibility. Some are difficult to use requiring skills that analysts do not possess. Problem analysis, and business process analysis and activity elimination techniques are preferred for process improvement projects, and technology analysis for technology problems. Root cause analysis (RCA) and activity-based costing (ABC) are seldom used. RCA requires specific skills and ABC is only applicable for discrete business activities. Design/methodology/approach – This is an exploratory case study analysis. The author analyzed 12 existing business reengineering (BR) case studies from the MIS literature. Cases include, but not limited to IBM Credit Union, Chase Manhattan Bank, Honeywell Corporation, and Cigna. Findings – The author identified eight business analysis techniques used in business process reengineering. The author found that some techniques are preferred over others. Some possible reasons are related to the fit between the analysis technique and the problem situation, the ease of use-of-use of the chosen technique, and the versatility of the technique. Some BR projects require the use of several techniques, while others require just one. It appears that the problem complexity is correlated with the number of techniques required or used. Research limitations/implications – Small sample sizes are often subject to criticism about replication and generalizability of results. However, this research is a good starting point for expanding the sample to allow more generalizable results. Future research may investigate the deeper connections between reengineering and analysis techniques and the risks of using various techniques to diagnose problems in multiple dimensions. An investigation of fit between problems and techniques could be explored. Practical implications – The author have a better idea which techniques are used more, which are more versatile, and which are difficult to use and why. Practitioners and academicians have a better understanding of the fit between technique and problem and how best to align them. It guides the selection of choosing a technique, and exposes potential problems. For example RCA requires knowledge of fishbone diagram construction and interpreting results. Unfamiliarity with the technique results in disaster and increases project risk. Understanding the issues helps to reduce project risk and increase project success, benefiting project teams, practitioners, and organizations. Originality/value – Many aspects of BR have been studied but the contribution of this research is to investigate relationships between business analysis techniques and business areas, referred to as BR dimensions. The author try to find answers to the following questions: first, are business analysis techniques used for BR project, and is there evidence that BR affects one or more areas of the business? Second, are BR projects limited to a single dimension? Third, are some techniques better suited for diagnosing problems in specific dimensions and are some techniques more difficult to use than others, if so why?; are some techniques used more than others, if so why?

Abstract:
Purpose – The purpose of this paper is to propose a business process reengineering (BPR) approach to a public administration of Italy, to first assess the efficiency of the administration, then to redesign its internal processes, to improve the current performance. Design/methodology/approach – A detailed mapping of the AS IS processes of the public administration was initially carried out, together with the collection of the relevant data. Then, a simulation model was designed to support the BPR approach. In particular, the model was exploited to assess the performance of the AS IS scenario of the organization, then to investigate numerous TO BE process configurations and evaluate the achievable performance improvements. Findings – From the study, it emerged that the current efficiency level of the public administration examined has potentials to be significantly improved. For instance, by maintaining its current workforce, the public administration could consider the opportunity of providing additional services to the citizens or to serve citizens from the neighbouring municipalities. Otherwise, the organization could consider a reorganization and reduction of its current workforce, at the same time keeping the service level to its citizens almost unchanged. Research limitations/implications – Results of this study cannot be fully generalized, since the whole analysis is grounded on specific public administration. Moreover, although the simulation outcomes of the TO BE processes show interesting improvements compared to the AS IS scenario, the TO BE configurations were not (yet) implemented in practice. Therefore, the results provided should be confirmed in future research activities. Practical implications – The case study allowed deriving some useful guidelines to improve the efficiency of the public administration examined, as well as to identify some TO BE configurations that could be implemented in practice. Originality/value – Scientific literature includes a limited number of studies that evaluate the efficiency of public organizations in real contexts. Moreover, no studies target public administrations in Italy. Therefore, this case study represents an interesting addition to the literature.

Abstract:
Modernizing heavily evolved and poorly documented information systems is a central software engineering problem in our current IT industry. It is often necessary to reverse engineer the design documentation of such legacy systems. Several interactive CASE tools have been developed to support this human-intensive process. However, practical experience indicates that their applicability is limited because they do not adequately handle imperfect knowledge about legacy systems. In this paper, we investigate the applicability of several major theories of imperfect knowledge management in the area of soft computing and approximate reasoning. The theories are evaluated with respect to how well they meet requirements for generating effective human-centred reverse engineering environments. The requirements were elicited with help from practical case studies in the area of database reverse engineering. A particular theory called "possibilistic logic" was found to best meet these requirements most comprehensively. This evaluation highlights important challenges to the designers of knowledge management techniques, and should help reverse engineering tool implementers select appropriate technologies.

In light of the Conzenian tradition of urban morphology, this paper explores the concept of micromorphology in China. Here the widespread absence until recently of true ground plans of cities showing accurately streets, plots and building block-plans is an obstacle to conventional plan analysis. Using such sources as local gazetteers, other local writings, historical photographs, and existing historical buildings, this paper undertakes a micromorphological analysis of a public building complex and two private house complexes in the Guanqian area, Suzhou. The relative persistence of various morphological elements is demonstrated. Links are made between morphology and political social economy. Micromorphology is shown to be potentially valuable for urban design, management and policy-making.

Purpose – Nowadays, especially after the recent financial downturn, companies are looking for much more efficient and creative business processes management. They need to place better solutions on the market in less time and with lower costs. Companies are achieving these goals of efficiency always more by using the offshoring strategy. It commonly describes a company’s relocation of a business process from one country to another, typically manufacturing processes towards low-cost countries (Brazil, Russia, India, China and South Africa – BRICS area). The purpose of this paper is to propose a methodological approach based on project management tools that supports the decision-making process in order to help companies in optimizing the re-engineering production processes and improve management costs. The framework provided in this paper is grounded on available literature and from the authors’ personal experiences in managing several projects. Design/methodology/approach – This paper seeks to propose a Project Management Process Reengineering performance model (PMPR) for managing projects of reengineering of processes and applies it in a real case study concerning the relocation of an automotive glass production line. Findings – The model proposed in this paper should serve as a valuable tool to facilitate a successful BPR design in the project management and intends to assist companies as they operate projects of transferring and optimizing production lines. Originality/value – This paper proposes a PMPR model with a methodological approach which integrates efficiency and effectiveness estimators applicable to company needs. Thus, the aim of the paper is to develop a methodology and technical approach for the redesign and realization of a production line in consequence of its relocation.

Purpose The purpose of this paper is to analyse the business process reengineering (BPR) implementation process adopted by organisations grounded in the actual project-level realities. The findings are used to propose a BPR implementation process that can be adopted by organisations to effectively reengineer their processes. Design/methodology/approach A thorough literature review was used to first develop a conceptual BPR implementation process comprising three key phases and five steps. Then, four case studies were conducted in organisations that have successfully undertaken BPR projects to explore the actual project-level implementation processes. Semi-structured interviews were carried out with respondents who have been actively involved in the different steps of the BPR implementation processes to collect data within the selected organisations. Findings Altogether 30 activities which are to be carried out throughout the BPR implementation process were identified. Findings disclosed that the minor differences in the activities being performed throughout the BPR implementation process are due to the lack of homogenous characteristics, i.e. type of the process reengineered, form of reengineering and approach for implementing BPR projects. Originality/value This paper puts forward a comprehensive view on the BPR implementation process including the key phases, steps and the sequence of activities to be followed. In doing so, the paper addresses a clear gap in literature that calls for a comprehensive model to assist during the BPR implementation to achieve the desired results.

Logistics is changing from a focus on cost reduction and service improvement at the firm level to an emphasis on supply chain restructuring and organizing to increase overall efficiency and effectiveness. In this article, we focus on structural changes in the supply chain, the results of which are the reengineering of materials management, physical distribution and sales activities. Using case studies, we identified five different structural changes which affected the organization of logistics, marketing and sales activities. By using modern information technology, it was possible to centralize physical and administrative activities and, at the same time, maintain a decentralized sales organization. Total distribution costs were reduced by 30‐50 per cent and customer service was significantly improved.

Purpose Focusing on two particularly challenging issues facing Chinese academic libraries – space constraints and the trending of digital scholarship services, this paper aims to explore which spaces students and faculty wanted and how to leverage low-use spaces and growing digital scholarship services to build the Center for Digital Scholarship (CDS) to meet their demands. Design/methodology/approach The participant observation method was used in the launch stage of the space redesign from May 2016 to October 2018. The usage analysis method was used to reveal the use of the renovated spaces and assess the success of the space redesign when CDS was open to users between October 1, 2017 and September 30, 2018. The usage was gathered from the space reservation system. Findings A hybrid academic service center combining information commons, a collaborative workplace, social spaces and digital scholarship services, the CDS is able to meet the complexity and diversity of users’ needs and fulfill the mission of its university in the context of insufficient funds, space and specialists. While it approaches the goal of the space redesign project, some deficiencies remain to be addressed in the future design and service plan, including separating quiet and noisy areas, flexible arrangements and business process reengineering. Practical implications This study shows a hybrid academic service center can meet the complexity and diversity of users’ needs, despite insufficient funds, space and specialists. To ensure sustainability, digital scholarship services should adapt to local users’ needs and expectations. While the author’s patent service and subject development analysis are local and popular with the users and sectors in his university, they make their services somewhat different from those of the Association of Research Libraries (ARL) members. Originality/value This is one of the few, recent studies on space redesign incorporating digital scholarship services in a well-known academic library in China.

PurposeCurrently, most of the organisations that undertake business process reengineering (BPR) projects with the intention of enhancing their business performance are encountering several issues throughout their endeavours. As these BPR implementation issues are perceived as one of the key contributory factors leading to BPR project failures, it is crucial to adopt timely strategies to overcome these issues. Hence, this study is focused on identifying the strategies to be adopted to overcome BPR implementation issues.Design/methodology/approachFour case studies were conducted in organisations that have successfully implemented BPR projects within last five years. In total, 14 semi-structured interviews were conducted among the different stakeholders who got involved in the selected BPR projects for identifying the issues faced and the strategies that they have adopted during their project implementation.FindingsStudy derived twenty-seven issues faced by the Sri Lankan organisations during different phases of BPR projects, and forty-five unique strategies to deal with these derived BPR implementation issues.Originality/valueThis study contributes to the field by exploring the issues in implementing BPR projects that should be given enough consideration to ensure the success of BPR projects in the Sri Lankan context along with the strategies to overcome the issues encountered throughout them. It is expected that the findings of this study would be useful in ensuring the success of future BPR projects.

This paper examines shifts in pattern of specialization of China’s and India’s exported groups of products defined in the three-digit Standard International Trade Classification (SITC) Revision 2. This paper applies Revealed Symmetric Comparative Advantages (RSCA) index and Spearman’s rank correlation. Some conclusions are withdrawn. First, on average the comparative advantages of both China and India increase, except in the case of China for the period of 1998-2003. Second, China’s pattern of comparative advantage changes more dynamically than that of India. Third, the China’s and India’s patterns of comparative advantage show different trends (divergent/more complementary).

AbstractSuzhou is China’s historic water town, and a sustainable approach to watershed revitalization is firmly on the agenda. The practice of integrated watershed management requires collaborative planning involving a significant number of stakeholders; no single organization can solve the problems of ecosystem management unilaterally. The changing social–political environment in China has led to the development of a new form of governance. China is in transition from the traditional government image of a regulator and a controller towards an enabler that facilitates provision and action by, and through, others. Global case studies show that sustainability issues are essential to tackling watershed ecosystem management by creating a win–win strategy for wider stakeholders. Viewed from an institutional perspective, the emergence of a new collaborative partnership model requires a different implementation process to tackle practical problems in the face of complex watershed agendas. Drawing upon global and China’s experiences, the paper concludes that some planning processes require government leadership continuity, while others need bottom–up approaches.

The focus on reengineering in the early 1990s, and the more recent emphasis on process management and change management have increased both practitioners and researchers interest in the issues of measuring processes. The contradictory results of process change projects reported in the literature and our observations from research suggest conflicting requirements for measurement systems. In this article, we review process measurement schemes with particular emphasis on the measures of time, quality, costs and efficiency. With five case studies, we illustrate process structures and related measurements for both customized and standardized deliveries. A framework for setting objectives for different process types is proposed. The result is a normative scheme for different processes that suggests ways to set meaningful objectives for time, quality, costs and efficiency. Finally, conclusions and implications are presented.

As the most innovative and important institutes for the development of science and technology in China, due to various reasons, universities have not effectively achieved the commercialization of employee inventions. As a result, some universities have decided to conduct pilot projects with Mixed Ownership concerning patent rights for employee inventions under the framework of the Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements (PTSTA) and Patent Law, namely transferring a portion of the rights to the employed inventors before the inventions are commercialized. The pilot reform has been backed by some local governments in China. This article systematically introduces and analyses this experimental system's theoretical and practical background, legal theory and policy logic. Southwest Jiaotong University (SWJTU) was selected as the subject of a case study to analyse its related progress and issues. This article also puts forward countermeasures and suggestions, such as establishing the comprehensive scientific research work orientation of the researchers in universities, preventing the legal risks of the transformation of employee inventions in universities, improving the capabilities of China's technology transfer institutions, and carrying out legislative practices, thereby providing references for the effective management of universities’ intellectual property and the reengineering of the employee invention system in China.

We propose an in-depth descriptive case study about a company that carried out a process of Business Process Reengineering (BPR) with the objective to analyse the management information needs and to select effective information systems to satisfy them. Several studies on this topic pay attention to the implementation of standardized software packages, where the possibility to choose application and functionalities seems limited to the management. Drawing on the new institutional sociology theory (Di Maggio and Powell, 1983, 1991), this paper analyses the selection and integration of information systems, on the bases of decision operated by CFO to create an effective reporting process. Starting from existing core software, The CFO decided to re-design the architecture of existing information systems, by selecting the most suitable information tools, rather than implementing a standardized software package. Drawing on the technical and institutional issues that led to information systems design, this research can have significant implications both for the researcher and for practitioners who are interested in information system design and its relationships with reporting processes for operational and strategic purposes.

Purpose – Outsourcing-based performance practices establish goals for supplier performance and compensation. The management of contracts based on performance is complex as is the alignment of long-term relationship and indicators. The purpose of this research is to analyse the practices that contracting companies utilise to manage outsourcing contracts with performance-based compensation. Design/methodology/approach – Multiple case studies were conducted with five contracting companies. Nine performance-based outsourcing contracts were analysed. Findings – The selection and evaluation processes have been neglected by the buyers associated with contracts that are over ten years old. The process of transferring activities relied on the knowledge of employees. Management practices based on indicators and the adoption of results-based compensation are commonplace in a number of contracts and are consistent with theory. Originality/value – This paper identifies management practices that differ between what is expected from the theoretical framework and what is observed in the actual examined contracts. Opportunities for improvement have been identified mainly in the areas of supplier selection and activity transfer; the use of pilot tests and the reengineering of the outsourced processes are suggested.

Disputes may disturb construction projects and stakeholders, and they may cause tremendous losses that hinder the sustainable development of construction. Therefore, contractual governance is significant in construction projects as a crucial method of dispute management. However, the interrelation of contract and dispute management has not been studied theoretically and comprehensively. In this regard, this paper aimed to propose a framework for dispute governance, including governance structures (GSs), governance mechanisms (GMs) and an additional conceptual model, by using a literature analysis method. The results suggest that dispute structures based on owner-centered (OC), owner- and supervisor-decentralized (OSD) and additional independent representatives (AIRs) are often used. Each kind of GS can be applied in a specified project. On the other hand, we considered that GSs could be divided into an external GS and an internal GS, which played different roles in motivation mechanisms. In addition, a conceptual model was developed through literature analysis. Case studies were presented to investigate the relationship between the GS and GM. Then, specified GMs were identified from case studies of Chinese construction contracts. Current research can provide valuable information allowing for contract drafters and managers to realize the sustainable development of projects.

Cultural heritage is a vital part of a society’s existence. This role has particular relevance for China, with arguably one of the largest stocks of cultural assets, tangible and intangible, in the world. Recognizing the tension between cultural preservation and economic development as a general context, this paper examines the specific additional challenges China faces in its rush towards economic development. In providing both generic and China-specific contexts, this paper has as its objective to understand how Chinese policy-makers, both central and local, attempt to resolve the contest between cultural preservation and economic development, specifically rural rejuvenation. Through two case studies—of Lijiang in Yunnan province and Rizhao in Shandong province—this paper shows contrasting strategies to leverage local intangible cultural assets. Comparing these strategies reveals both the advantages and challenges inherent in each. A successful strategy captures the benefits of cultural tourism while minimizing its costs.

Sponge city is a new urban stormwater management strategy proposed in China, which enables the city to absorb and save stormwater like a sponge, then release stormwater to solve the problems of urban waterlogging and water shortage. However, at present, sponge cities are confronted with such problems as high management cost and low management efficiency, a lack of research on collaborative management between cities and the feasibility of regional cooperation between sponge cities needs to be proved. Therefore, this article puts forward the theory of sponge city regional ecological cooperative management and builds a multivariate cluster analysis model of sponge city and conducts an empirical study on data of 71 Chinese cities. The research results show that under the multi-index linkage system, China’s urban climate and ecological characteristics do have the characteristics of regional agglomeration and the basic conditions of interregional ecological cooperation, which proves the feasibility of the hypothesis of regional cooperation. Therefore, strengthening the ecological cooperation of sponge cities among regional cities is conducive to improving the supply efficiency of ecological environment quality and realizing the sustainable development of cities.

The post-Kyoto Protocol era has seen a transition to focus on the development of a renewable energy (RE) market as a primary instrument to reduce greenhouse gas (GHG) emissions worldwide. This paper analyses the development of GHG reduction and RE market in China, Japan, and Taiwan that are geographically proximate but socioeconomically diverse, and each plays a different but significant role in the world’s economy. By deploying a consolidated model incorporating the key components of market drivers underlying the goal of achieving GHG reduction, we threaded through the policy- and market-instruments implemented for each of the case studies over the past 20 years using the model. One commonality is that subsidiary schemes in the form of feed-in tariffs have served as an effective policy tool to boost the growth of renewable energy installations, though the worsening financial burden renders this path unsustainable. Over-reliance on feed-in-tariff schemes may have also impeded the liberation of an energy market pivotal to the success of elevating RE portfolio through trading mechanisms. What followed were the implementations of renewable energy certificate (REC) systems that have experienced various roadblocks leading to failures of the certificate market. By understanding the paths engaged in each of the cases, a conceptualized strategy depicted by the consolidated model is proposed to show the links between a renewable market and a carbon market. The framework would expedite the trading of RECs and carbon credits to accelerate the attainment of GHG emission reduction goals.

Purpose This paper aims to examine Korean jewelry manufacturers operating in China to assess the relationship between their perceptions of external risks and their intentions to relocate. The authors hypothesize that foreign firms finding risk in the current external environment are more likely to consider moving their facilities outside China. In particular, this paper explores whether firm performance and technological capability moderate the relationship between perceived external risk and relocation intentions. Design/methodology/approach Korean jewelry manufacturers were among the first Korean firms entering China in the early 1990s to avoid Korea’s rising labor costs. After 20 years, they face similar external risks in China. The authors collected and analyzed 238 survey samples from Korean jewelry manufacturers operating in China to determine whether perceived external risks affect decisions to relocate. Logistic regression was used to examine the hypotheses. In addition to an empirical method, five case studies related to empirical results have been included. Findings Analysis results suggest that firms perceiving riskier managerial and competitive environments are more likely to have relocation intentions. Perceptions of risks from the governmental/political environment and macroeconomic environment have no significant relationship with relocation intentions. Also, firms’ performance and technological capability negatively moderate the relationship between perceptions of managerial competitive environment risks and relocation intentions. Originality/value This study contributes to the literature on international business relocation strategies by examining perceptions of external risks that determine whether foreign manufacturing firms will relocate. In addition, the research sheds light on the transformation of Chinese economics from labor-intensive to capital-, technological- and knowledge-intensive structures. By applying multi-methods, this research further elaborates empirical results with five case studies.

Purpose The purpose of this paper is to present site planning and design (SPD) relevant variables and items in practice for practitioners to better understand and implement SPD in green building projects. Design/methodology/approach The research methods include questionnaire survey and case studies in the context of China. A questionnaire survey was adopted to identify the importance of 13 variables and the corresponding 38 items in SPD of green residential buildings. Three green residential projects including one in Hong Kong and two in Mainland China were selected to investigate the SPD considerations in practice and to discuss the necessary improvement. Findings The results show that 12 out of the 13 variables of SPD in green buildings are involved in the three case projects to some extent, thereby underscore the importance of these variables. The potential improvement in real-life SPD of green buildings is also discussed such as adopting design-build and integrated project delivery methods and preserving and protecting cultural characteristics on site. Originality/value The research findings may serve as a reference for practitioners to better conduct SPD in green building projects.

Artificial island construction has been proven as an effective method for addressing these land resource problems; however, few studies have been conducted on the safety of sea reclamation construction. This paper proposes a systemic approach to the complete safety management process in sea reclamation engineering, including safety system design, analysis, control, and assessment, using the Sanya Sea Reclamation Airport, Hainan Province, China, as a case study. A total of 145 steel cylinders must be vibrated and sunk into the seafloor to create a 9 km quay wall. Owing to their large size, the steel cylinders have been divided into different segments, and an assembly jig is employed to ensure a safe production process. Considering the hazardous working environment in sea reclamation construction, a numerical analysis is conducted to investigate the safe repertory of these steel cylinders and verify the reliability of the selected scheme for their transportation. Finally, control measures are adopted to ensure a safe vibration and sinking procedure for the steel cylinders. The proposed approach could be used to provide safety management guidelines for artificial island engineering and construction.

However, relevant enterprises are facing dilemmas in terms of the backward disposal methods for food waste, inadequate recycling of low-value recyclable waste and the lack of leading enterprises, resulting in unsustainable expansion of the industry. To address these problems, we investigated governmental departments and 20 household waste utilization enterprises in China. From the investigation, three typical enterprises, representing the advanced technology for food waste, the recycling mode of recyclable waste and the cultivation mode of leading enterprises, were selected for case studies. The results indicate that applying the technology of bioconversion by maggots could improve the utilization of food waste and adopting the “online and offline” dual-channel mode could benefit the recycling of low-value recyclable waste. Additionally, leading enterprises can be cultivated by franchise mode, which can drive the utilization of household waste in China effectively. The findings enrich the theory of household waste utilization in terms of disposal methods, recycling modes and enterprise operation. Practically, this research should enlighten decision-makers to improve household waste utilization. Furthermore, the research results could be generalized in other countries, thereby advancing the household waste management worldwide.

Purpose of the article: The PAPRIS methodology was used when defining the objectives for implementation of the information system for public administration (PAPRIS - Process Approach - Public and Regional Information System). This methodology has been elaborated by one of the authors and published in a very general scheme when solving many case studies (Krajčík, 2006), (Krajčík, 2007), (Krajčík, 2013) (Krajčík, 2014). We assume that the PAPRIS is primarily a methodology with incorporated elements of procedural approach for project management in public administration information systems (PAIS). The specific supporting process of communication between the client and the e-SMO ("Electronic Statutory City of Ostrava") system has been chosen for verification. The model of supporting communication process, created by ARIS tools, is crucial, and the structure of scripts (ICM and IVR) is subsequently made. The aim of this article is to verify that the methodology is sufficient and appropriate to manage such a large project such, undoubtedly, is the e-SMO (Vlček, 2009). Methodology/methods: Defined productive and non-productive processes with their defined process cuts represent a crucial category for the process structure of IS projects. This is fully accepted by the PAPRIS methodology. Process cuts are understood, in the logic modelling according to the PAPRIS methodology, as clearly defined logic directional cuts in three-dimensional space of all project processes. The process set is systemically categorized, in a given logic directional cut, into mutually disjoint process subsets, which are characterized by this particular directional operator. The directional operator always has a clear logical allocation that is based on the construction of a process view. Theoretically, an infinite number of process views can be used. One of the important issues in a methodology for the case studies includes the size of the research sample. It is usually assumed that there is no ideal number of cases and that the number between four and ten usually provides good results. Other authors defining against any quantitative standards for any determination of the sample size of the case studies, since such an approach denies the internal logic of this methodology and the richness of the information obtained from participants in the research. Research which is carried out using case studies does not aspire on compliance with the requirement the representativeness of the sample. (Štrach, 2007). Methodology of case studies is among the established guidelines of qualitative research (Štrach, 2007). Research on using case studies in the last 30 years has seen an extraordinary increase in social-scientific research, including research on business and management (Dul, Hak, 2008). Scientific aim: The essential aim of this study is to describe the way the process cut defines a productive process and non-productive process, in accordance with the PAPRIS methodology using the specific example. While the triggering mechanism of the project production process is an event causing its own production - i.e. the specific output with added value for the customer, the project of non-productive process is caused by the project management event. Therefore, it is caused by the need to control, monitor, track, inspect, evaluate outputs, decide and regulate the project implementation. Findings: Within the support of the communication process, two examples were used to verify the methodology. The global perspective on the process was created in ARIS tools and the communication between the call centre and the client was made in Visio tools. The PAPRIS methodology is based on the concept of process variability, which has been clearly formulated. The fundamental direction of the process development, anticipated changes and the opportunity to react to them in accordance with defined objectives of the PAIS project are guaranteed.

During this process, the emerging neo-urbanism in China demonstrates the heterogeneity of institutional arrangements, with different levels of transaction costs incurred. To explore the transaction costs incurred in different institutional arrangements of urban village redevelopment projects, this study anatomizes three projects in Guangzhou from the perspective of neo-institutional economics. The project duration and level of conflict are taken as two key variables to evaluate the efficiency and equality of the projects. With this research design, this study illustrates that institutional arrangements significantly affect the project outcomes. The conclusion suggests that the local and central governments alter the existing institutions with a view to lowering the transaction costs.
