Abstract:
A variety of standards exist to guide architects and engineers in the design of recreation facilities. Existing recreation facility standards do not, however, adequately meet the needs of college and university master planners. No existing standard answers the basic question of how much gross area should institutions set aside for recreational uses. Based on a study of recreation field space at 11 major, urban universities, this article proposes a standard of one acre per 1,000 students enrolled as the amount of area needed, relative to the size of the institution, to satisfy the recreational needs of a campus population.

Abstract:
Purpose: The article deals with the perspective development of recreation within the area of Lymanska amalgamated hromada in Donetska Oblast. These perspectives are defined on the materials of the projects of urban planning documentation. The basis for the further effective territorial development is the rational organization of the usage of territorial resources and other ones, as urban planning documentation is a strategic document for further territorial, demographic, economic and environmental development. Metods: The decision of the tasks was carried out on the basis of generalization and integration of scientific methods, methodology of constructive geography and territorial planning. Results: There are all opportunities for the development of the recreational sphere at Lymanska amalgamated hromada in consequence of nature-recreational resources. The author considers the boundary loads on the territory, defines the general threshold values of the recreational capacity of the territory for each project recreation areas and the further formation of their infrastructure. Scientific novelty: analyze the features of the rational use of available resources for the development of recreation at the level of a separate territorial community in the schemes of planning the territory The practical significance: The materials presented in the article are the basis for the territorial development of the recreational sphere of the Lyman hromada.

Abstract:
The article defines the directions that it is recommended to assess the role of the population in the formation of recreation and tourism activities (RTA). It is proved the need to investigate the role of the population in the RTA in two main directions: 1) as a subject of recreational and tourist systems in its relation to their media (objects); 2) combined - as a subject and component of the object of recreational and tourist systems. The population forms the flows of recreation and tourists, developing relevant structures and mechanisms for their recreational and tourist service, organizes directions and fields of economic and non-economic activities that ensure the recreational needs of the population, creates a specialized recreation infrastructure, develops and implements a variety of functional and territorial organization of recreation and tourism, forms at the national and international level of territorial division of labor. In order to evaluate the recreational potential of a separate plot or object usually consider not the entire nomenclature of conditions and resources, but only a characteristic or typical combination. Each territory, each object of recreation and tourism has its own set (complex) of resource characteristics. And this circumstance greatly facilitates the procedure for a comprehensive assessment of recreational potential due to elimination (allocation) of a characteristic complex of terms and resources of RTA. A similar situation arises for a functional assessment of recreational potential. The valuation of conditions and resources are not developed for a general list of species and forms of RTA, but for those that are distributed in this area in this locality. It is determined that among the numerous characteristics and indicators of recreational potential, the concept of recreational and tourist attractiveness is one of the objective indicators of resource potential. Estimation of recreational potential for quantitative indicators of recreation and tourists and their numerical and spatial distributions creates an objective basis for all other characteristics and indicators of RTD. Another important characteristic of the recreational potential, which forms the population as a factor of RTA is a recreation capacity of territories and objects of RTA. The concept of "recreational capacity" is related to "recreational attractiveness". Attractiveness characterizes recreational territories and objects for their attraction, according to real flows of recreation and tourists. Recreational capacity is intended to set the upper limits of such attractiveness. Attractiveness represents the actual use of a recreational resource, and the capacity indicates its critical level of recreation, which does not lead to degradation of this resource. In recreational geography, tourism and planning of territories, this direction is well known and extremely designed. The indicators of recreational capacities for certain types and recreation forms and recreations - beach baths, short-term rest in green zones, anthropogenic load of resort zones and areas of the natural reserve fund, maximum population density in various functional zones of the big city, etc. At the same time, the zonal principles of assessing the recreational capacity of objects and areas of recreation and tourism have not yet been developed, and this actual problem is waiting for its researchers. The population forms a so-called anthropogenic load on the territory, and its economic activity is man-made load. Anthropogenic-technogenic load is considered as a factor of recreational and tourist activities, in turn, indicators of anthropogenic-technogenic load are the original characteristics of "anti-resource" of recreation potential. The article has proven that in the context of the study of the prerequisites for the development of recreation and tourist activities of the region also need to analyze both the quality of life of the population, in addition to the assessment of this indicator have a high contrast and diversity in the country. Key words: population, recreational and tourist potential, attractiveness of recreational territories, anthropogenic-technogenic load, quality of life of the population.

Problem statement and Purpose. Today, recreation and tourism are one of the leading, highly-profitable and most dynamic branch of the world economy. In Ukraine, the recreational and tourist sphere has been thwarted by the priority direct development of the national economy. For the several regions, recreation is a priority field of development. In addition to the appearance of recreational resources, in its turn it was poured into the presence of recreational lands. However the assignment of recreational lands on the territory (in nature), the formation of recreational areas and zones on their, the questions of planning of recreational areas is not only relevant, but require new solutions belong to the class of complex methodological and insufficient developed problems. The purpose of the article is analysis of the existing peculiarities, including the legal ones, concerning allocation and use of recreational lands within the framework of planning of recreational areas (zones) for the needs of optimal land use in the conditions of growing up confrontation and competitiveness of different types economical activity. Data & Methods. As a methodological basis used the development that are outlinedin scientific works published O. G. Topchiev, L. G. Rudenko, Yu. M. Palekha, D. S. Malchikova and own researches. Both general scientific methods (analysis and synthesis, systematic approach, induction and deduction) and specific scientific methods: historical-geographical, comparative-geographicalmethod, analysis of existing legal sources on the allocation and use of recreational lands were used in the work. Results. The planning of recreational areas (zones), the allocation of recreational lands have certain difficulties due not only to an insufficiently developed methodical base. Even for thirty years, the state has not yet resolved a wide range of issues regarding the determination of recreational lands and their legal “status”, has not fully completed an inventory of the lands etc. Nowadays recreational activities are considered as one of the main forms of interaction between society and nature. Onthe one hand, it is a combined complex analysis of the natural environment, natural conditions and resources for recreational activity. On the other hand, it is the need of society in recreation with all the possibilities of using the resource potential. And all this is happening in the context of the new powers and capabilities of localself-management government in the ordering of the lands, the inventory, and the assessment of the lands. It is clear that this is a complex of methodical and practical work, especially with regard to the land of nature conservation and recreational purposes. Dealing with significant problems can only be done by securing the legal and regulatory framework necessary for the implementation of practical visibility of the tasks. On our thought, all the significance of the legal glades and colossus canbe solved for accepting the separate law of Ukraine “On the Land of Recreational Significance,” in which it would be clearly defined which lands belong to this category, their composition, use and in the presence of the necessary qualified specials.

Green infrastructure plays an important role in recreation and human well-being, especially in urban and peri-urban areas. Our study aimed to evaluate and map the recreational potential of an urban area (Brașov, Romania) using two data sets: (a) people’s preferred landscape features and (b) preferred locations where outdoor activities and recreation take place. The latter was gathered through participatory mapping techniques. For each location, we computed explanatory variables, e.g., the distance to 19 landscape elements known to be important for recreation. Based on (b), we determined the recreational activity profiles for each participant and evaluated how well these profiles matched the participant’s preferences for landscape features (dataset a). Finally, recreational potential was mapped by computing a recreational index using dataset b. Two preference profiles (P1: urban, infrastructure-oriented; P2: nature-oriented) were identified based on people’s preferred landscape features, and three recreational activity profiles were identified based on the preferred locations, i.e., an “urban”, a “nature”, and an “ubiquist” type. The importance of green infrastructures for recreation in both preference profiles was striking. Many persons belonging to the urban and infrastructure-oriented group indicated that they recreate in locations with a high amount of green infrastructure and nature. The map of the recreational potential shows hotspots for recreation but also areas lacking recreational provisions, giving useful insight for future urban planning.

The purpose of this study was to generate an initial understanding of the types of supports or accommodations needed, as well as the barriers or challenges present when attempting to provide publicly funded, community-based social and recreational services for older adults with intellectual and/or developmental disabilities (I/DD). Survey research was used to investigate the perceptions of case managers and recreation program providers within Health Planning Region IV in the Commonwealth of Virginia, regarding their views on the necessary supports and potential barriers encountered when older persons with I/DD attempt to access these types of programs and services. Findings suggest that both case managers and providers of recreation services perceive the following to be primary needs in providing community-based social and recreational programs for this population: recreational programs specifically designed to meet the needs of older adults with I/DD; transportation, particularly evenings and weekends; and staff adequately cross-trained in aging, disability, and recreation. Both sets of respondents shared the perception that most staff are not adequately trained in the provision of recreational services. Transportation, available during weekends and evenings when many people are engaged in recreational pursuits, is a critical support need. The promotion of purposeful recreation programming, designed with needs and desires of all older adults in mind and staffed by highly qualified recreation professionals, such as certified therapeutic recreation specialists, could go far in ensuring that these services contribute to personal growth, meaningful involvement, and quality of life.

Climate change will alter opportunities and demand for outdoor recreation through altered winter weather conditions and season length, climate-driven changes in user preferences, and damage to recreational infrastructure, among other factors. To ensure that outdoor recreation remains sustainable in the face of these challenges, natural resource managers may need to adapt their recreation management. One of the major challenges of adapting recreation to climate change is translating broad concepts into specific, tangible actions. Using a combination of in-depth interviews of recreational managers and a review of peer-reviewed literature and government reports, we developed a synthesis of impacts, strategies, and approaches, and a tiered structure that organizes this information. Six broad climate adaptation strategies and 25 more specific approaches were identified and organized into a “recreation menu”. The recreation menu was tested with two national forests in the US in multi-day workshops designed to integrate these concepts into real-world projects that were at the beginning stages of the planning process. We found that the recreation menu was broad yet specific enough to be applied to recreation-focused projects with different objectives and climate change impacts. These strategies and approaches serve as stepping stones to enable natural resource and recreation managers to translate broad concepts into targeted and prescriptive actions for implementing adaptation.

Throgmorton has argued that survey results are tropes, or rhetorical devices, that establish a context for the frankly political debates that occur within planning processes. Planners responsible for the economic evaluation of plans and projects increasingly are using a particular type of survey, the contingent valuation (CV) survey, to estimate the value of public goods such as water quality and recreation. It is argued in this article that CV is a useful tool for planning and that, following Throgmorton, planners will be more effective if they accept the idea that the results of CV surveys are both scientific and contestable. In this study, the CV-type questions about willingness to pay provided information not available from conventional surveys and helped local decision makers gauge the strength of local support for a parks board. Effective use of CV, like use of other survey data, requires that planners be competent technically and politically.

The nature and tradition of campus recreational services stresses the importance of recreation staff evaluating their programs. The increasing diversity among college students and the escalating expectations of campus patrons, donors, and accrediting bodies have required campus recreation professionals to increase their foci on standards and benchmarks of practice and outcomes of services. While most campus recreation programs engage in some form of evaluation, very few have invested in the development of a comprehensive evaluation system that critically reviews program outcomes. Outcome evaluation is accomplished with careful planning and attention, similar to many other operational systems and activities such as risk management or budgeting. The result can be useful information that can position the campus recreation program for more growth as well as increased integrity across campus. The purpose of this article is to introduce the growing need for comprehensive program evaluation in campus recreational services. In addition, this article will present a case report on establishing direction for evaluation. Recommended actions by the campus recreation staff for establishing comprehensive evaluation plans are also discussed.

The tourist and recreational needs of the population are major factors in the tourist and recreational space creation. The identification of needs should be systematic and involve all components of tourism and recreation. The relevance of this paper due to the need to provide scientific support to the processes of spatial planning and management of tourism and recreation in the Kirov region. The regulators currently overlook the recreation focusing only on tourism. The aim of this examination is study of the needs of Kirov region population and research on the specificities of the organization of recreational activities of the population in enterprises, in free time after work, on weekends and during long vacation. The survey has been used in order to achieve the objective. The survey was conducted among 2125 persons in online form. Several types of questions have been selected to identify features of inclusive and daily recreation, recreational activities on weekends and during long vacation. In addition, the attitude of residents to the advantages and disadvantages of rest within the Kirov region, the sums of money allocated for leisure and travel, and the attitude to services of travel firms were determined. The results have been found out the low level of satisfaction with leisure activities in the workplace, a lack of recreational areas and occasional breaks, which have a negative impact on overall productivity. The organization of recreational activities on weekends and vacation is less problematic for residents, but is often implemented in the cheapest and passive forms and on an independent basis. The research results can be used to improve the processes of territorial planning and management of the regional tourist and recreational system of the Kirov region.

Understanding recreation behaviour can help forest managers identify public uses of forests and gauge the extent of recreation use. This paper documents recreation behaviour in nine forest-dependent communities in British Columbia and examines three questions: (1) is outdoor recreation relevant to local residents?; (2) what are the characteristics of outdoor recreation participation?; and (3) are local residents satisfied with outdoor recreation forest management outcomes and land-use planning processes? Involvement in recreation activities was varied and longstanding. Non-motorized and motorized recreation played important roles as people’s main connection to forests. Knowing about recreationists’ satisfaction with land-use planning outcomes can help forest managers assess their success in meeting land-use objectives, and may help alleviate uncertainties in forest planning and management by reducing conflict, improving quality-of-life, and contributing to the social license of forestry activities. This article explores outdoor recreation planning in Israel between the early 1950s and the 1970s as a unique example of state-initiated modern recreation planning that was influenced by western trends. Based on relevant plans and documents, it argues that recreation planning in Israel was an integral part of the nation building project aimed at cultivating place attachment toward the local landscape. Early state planning in this realm was initially based on the supply of attractive amenities but was followed by a demand for recreation-directed planning leading to consumption models based on abstract predictions.

The modern landscape of a large city is a complex, dynamically changing environment with a constant influence of environmental, social and economic factors. The gradual historical development of the territory and the change in urban processes led to the formation of a city containing mixed-type areas, i.e. border territories and separate zones - industrial, residential, intermediate. In Russia, the improvement of coastal zones in large cities has become an urgent task when adjusting master plans for the development of territories [1-5]. The main component of such projects is the development of a concept for the renovation of coastal zones into generally accessible natural and recreational recreation areas based on water bodies within the urban planning. The creation of recreations, recreation areas, the formation of a system of pedestrian communications, the opening of residential complexes to the water, the integration of water into public urban spaces [2-6]. A comprehensive analysis of theoretical studies and design experience made it possible to highlight the properties of water used in architecture and urban planning. Thus, the development of a promising bioclimatic model of urban settlements of the third millennium will be based on ecological design, which includes part of the processes of the circulation of substances and energy, as well as harmony in the environment [6-9].

This research investigated the usefulness of the Recreation Opportunity Spectrum (ROS) for managing forest recreation in two natural protected areas of southern Durango, Mexico. We used onsite interviews to document the recreation activities visitors participated in, the characteristics of their preferred recreation sites, and socio-demographic information. A cluster analysis identified visitor groups based on the characteristics of preferred recreation sites and the resulting clusters were compared to the recreation activities and socio-demographic data to create a typology of visitors. We used the ROS framework to identify three classes in each natural protected area including (1) zones with easy access and basic facilities (ROS rural class), (2) natural-appearing zones with few facilities (ROS roaded class), and (3) reserve zones (ROS semiprimitive non-motorized or primitive class). Overall, the ROS framework appears to fit appropriately in these two case studies and could be used for recreation planning purposes in other forest areas of the country.

The article clarifies the typology issues of rural settlements with agri-recreational directions and the basic methods of their architectural and planning organization. As a result of the researches and generalizations the types of settlements with tourist and recreational functions were designed: "resort settlements" are the centers of amalgamated territorial communities with available natural healing resources and long-term recreation and treatment facilities as urban development basis; "recreational villages" are settlements, the main function is to ensure long-term rest of the population; "agrirecreational villages" - settlements that combine the functions of production of agriindustrial products and provision of recreation; "tourist settlements" - villages which, due to natural and immigration processes, have been left without population and are currently used for tourist accommodation; "tourist shelter" - separate residential groups that are used for short stays and have a minimum level of comfort. This proposed to classify the methods of architectural and planning organization of rural settlements according to the types of settlements with agro-recreational functions, based on the application of the principle of continuity and organic combination of planning structures of resort and recreational objects and complexes, residential and recreational objects on the one hand, and other structures. Specific techniques include: extrapolation (development with extension) of the planning structure of settlement development towards major landscapes, the formation of new streets in the territories, so-called garden paths, the formation of separate public spaces as service centers, embankments and promenades.

This study argues that regional development of tourism and recreation industries is of critical significance to the interregional division of labor and participation in interdistrict exchange of products and services, only in the case of ensuring a competitive recreational product. The findings demonstrate that the specifics of a cluster development strategy application in tourism and recreation sectors in Ukraine is based on the premises that strategic planning and clustering paradigm relies upon forecasting and development planning of individual territories and businesses with a high level of tourism and recreation potential whereas a number of other region’s territories remain uninvolved in any regional projects or programs. Based on a cluster approach, the study offers a framework to enhance management support of the regional tourism and recreation businesses that will facilitate fair assessment of the current situation as well as ensure effective utilization of the resources needed for harmonious industry development. The implementation of the cluster approach in coordinating tourism and recreation business activities will contribute to creating a high-quality competitive product, thus imposing important social, economic and other implications for the region and the society. Urbanization processes with their too rapid activity and changes in the state of the environment have the ability to compensate for recreation in forest parks, parks, gardens and squares, alleys and boulevards. Natural and recreational resources are understood as factors, substances and properties of components of the natural environment that have favorable parameters for recreational activities (qualitative and quantitative) and serve or may serve for the organization of recreation, tourism, treatment and rehabilitation of people [1]. Recreational resources of the city are the properties and factors of the components of the natural environment of the city and suburban area, which can be used for recreation, tourism, treatment and rehabilitation of people. The problem of preservation and use of recreational resources of the urban environment in modern scientific publications is not covered enough. Questions of this content often arise in the study of urban ecological processes or components of urban planning, green areas of the city and so on. However, from the standpoint of recreational nature management, urban areas as potential areas of short-term recreation are still insufficiently studied. That is why the purpose of this publication is to highlight scientific approaches to the assessment of recreational resources of urban areas on the example of one of the regional centers - the city of Ternopil. The article analyzes the approaches to the assessment of natural recreational resources of the city. The current problems of recreational load on the natural areas of the urban environment are highlighted. The method of assessment of natural recreational resources of the city has been improved. It is established that the natural recreational resources of the city, first of all, include greenery, forests, water bodies and nature reserves. Accordingly, the provision of recreation areas of the urban population is directly affected by the forest cover and nature reserves of the city and suburban area. Within the city there are areas of short, medium and long-term recreation. Differentiation of these areas is based on the time availability and structure of natural recreational resources that are included in the zone. On the basis of the conducted analysis the basic indicators of a zone of short, average and far recreation of the city of Ternopil are defined. The level of landscaping of the residential area of Ternopil, which is 95 m2 / person, is calculated. Provision of the urban population with public green spaces 21.3 m2 / person and the coefficient of general use of urban green spaces, which for the city of Ternopil is 22%. The zone of distant inner-city recreation of the city of Ternopil is characterized by such indicators as the recreational capacity of parks, which is more than 13 thousand people for five parks of the city and the recreational capacity of water bodies with coastal areas 5,5 thousand people. Ternopil city parks need more detailed research, especially taking into account their functional zoning and promising areas for recreation within the city. Basically, there are two main problems faced in the recreation location especially in outdoor. One side, the rate of visiting some tourism objects is still low until now. It raises the assumption that recreation location doesn’t create any opportunity in the regional and domestic economy. On the other hand, undervalue of recreation services, based on the willingness to pay caused a very low attractiveness of investment in tourism objects. To solve these problems, one should be able to predict the number of recreation location demand, so that good planning and development could be implemented in this estimated area. One of the very common methods to calculate this demand is to use travel cost methods. Many independent variables could be implemented in a multiple linear regression model, depends on the objective of the research. Somehow, valid data is necessary for the application of statistical and quantitative analysis. Experiences showed a significant result of analysis using these travel cost methods. Strategic planning is a proactive process of analyzing an organization to identify the organization’s values, mission, vision, goals, and objectives. Within campus recreation, research has focused on the processes of strategic planning, without examining the distinct organizational strategies of individual departments. The purpose of the study was to examine the content and structure of strategic plans within campus recreation and identify major priorities across institutions as a means to inform campus recreation practice. To achieve this aim, document analyses were conducted on campus recreation strategic plans of five large universities (public and private) across the United States for content and structure. The data were categorized by prominent strategic planning components outlined in Haines’s campus recreation assessment model, from which codes and themes emerged. A standard of excellence, service, and outcomes were identified as major priorities across institutions and strategic planning components. The results demonstrated an ineffective structure of goals and objectives, highlighting areas for improvement. Through empirical investigation, industry standards can be established to enhance quality programming in campus recreation.

Beaches are an important recreational setting due to their provision of ideal open spaces for diverse water– and land–based recreation opportunities. Despite the importance of assessing the environmental justice of public beach access, few empirical studies have been conducted in community recreation. Using an environmental justice framework, this study examined whether inequities exist for certain racial/ethnic and socioeconomic groups with respect to the distribution of public beach access in the Detroit Metropolitan Area. Results indicated that inequitable public beach access is associated with population density, median housing value, elderly population, and nonvehicle ownership. Such findings can help public leisure agencies to assess environmental justice, a first step in developing more effective community recreation planning and management policies. Study implications, limitations, and recommendations for further research are also discussed.

Outdoor recreation is the primary interaction many people have with the environment and it is an interaction that greatly contributes to human well-being. To sustainably manage the social and ecological components of outdoor recreation, an integrative and dynamic systems perspective is needed. Analyses that link recreation management and recreational experiences to both social and ecological outcomes across multiple sales and over time are not developed. This article will outline how a number of fragmented recreation management frameworks such as the recreation experience model, beneficial outcomes, the recreation opportunity spectrum, limits of acceptable change, and constraints theory can be organized within a larger social-ecological framework. The outdoor recreation meta-framework presented here links structuration theory from the social sciences with theories of complex adaptive systems and hierarchical patch dynamics from ecology to understand the human and ecological drivers for and responses to outdoor recreation.

The article aims to consider the peculiarities of the formation of the regional protentional of tourist and recreational clusters of the member state of the European Union. The methodological paradigm of the formation of potential of tourist and recreational clusters and a technique of its estimation based on systematics of tools and components, which essentially expand a network of the tourist and recreational industry, are substantiated. Methods of hierarchical classification were used. Results and interpretation of the study consists of the components of the competitiveness index for determining the regional level of potential of tourist and recreation clusters in countries in the areas of travel and tourism are presented. Indicators of competitiveness of the regional potential of tourist and recreational clusters are determined. The indicator of the integrated level of efficiency of the formation of regional protentional of tourist and recreational clusters offered. The number of tourists and recreational clusters on the EU member states has been determined. The share of regional potential of tourism and recreation clusters in terms of their total contribution to national income is calculated, as well as the average growth of national income from the projected value of regional potential of tourists and recreation clusters in EU member states.

In addition, such zones are more exposed to technogenic impact. It contributes to an increase in the degree of recreational digression of the environment and degradation of natural complexes. There is a need to regulate the forms and methods of using natural resources. It enables to develop a system for the environmentally friendly development of them, create favorable conditions for recreation, improve, maintain, and effectively use the recreational potential of the natural complex. The object of the study was the rivefront territories of the Voronezh River in the village of Dobroe, Dobrovsky district, Lipetsk region. Maximum permissible recreational loads have been calculated, the landscape indicators of the coastal territories have been analyzed with their functional recreational zoning performed to ensure the environmentally friendly use of the territory of the object of study. It is necessary to identify the principles of the structure of their recreational spaces and planning decisions in order to intensify the use of coastal territories. As a result of the research, it is planned to analyze a number of factors that influence the organization of recreational functional zones in the structure of the riverfront territories of the village of Dobroe.
