Katherine Harloe surveys Laocoon’s important contributions to the wider field of eighteenth-century aesthetic criticism. The particular focus of Harloe’s chapter concerns Lessing’s thinking about sympathy, above all in the context of ancient tragic drama. Anticipating numerous aspects of Lessing’s later Hamburgische Dramaturgie, his Laocoon forges a theory of drama against the backdrop of both Aristotelian philosophy and ancient dramatic paradigms. Harloe hones in on the fourth chapter of Laocoon, where Lessing has recourse to Sophocles’ Philoctetes in order to engage with Adam Smith’s arguments about the moral force of sympathy.

Abstract:
Under Article 18 of the 1969 Vienna Convention on the Law of Treaties, a State which has signed or ratified a treaty has the obligation to refrain from acts which would defeat the object and purpose of that treaty prior to its entry into force. Vagueness and ineffectiveness are often indicated as the two major shortcomings affecting the obligation laid down in Article 18. This chapter assesses whether such criticism is justified. More comprehensively, it endeavours to reassess the impact Article 18 has had on State practice over the forty years since the adoption of Vienna Convention. Its major finding is that, while Article 18 seems to suffer from certain shortcomings, which inevitably weaken its normative force, it is by no means a rule devoid of any practical relevance, particularly if one takes into account the increasing recourse to this provision in cases before domestic courts.

This chapter provides the Latin test and a literal translation into English of the conclusion to Juvenal’s tenth satire and a detailed critical appreciation of those lines (346-366), paying particular attention to poetic aspects such as sound, rhythm, style, diction, imagery, vividness and narrative technique, and also assessing humour, wit, irony and the force and validity of the satirical thrusts. This lively conclusion contains a series of surprises and takes the whole issue of prayer a lot further. The poet now progresses to what we CAN pray for (listing various things), but he also undermines prayer by saying that we should leave it to the gods themselves to give us what is best for us, by claiming that we can secure blessings ourselves without recourse to deities, and even calling into question the whole idea of divinity in the final lines.

Please check back later for the full article.The Austrian Outer Space Act, which entered into force in December 2011; and the Austrian Outer Space Regulation, which has been in force since February 2015, form the legal framework for Austrian national space activities. The elaboration of national space legislation became necessary to ensure compliance with Austria’s obligations as State Party to the five United Nations Space Treaties when the first two Austrian satellites were launched in 2012 and Austria became a launching state on its own. The legislation comprehensively regulates legal aspects related to space activities, such as authorization, supervision, and termination of space activities; registration and transfer of space objects; recourse of the government against the operator; as well as implementation of the law and sanctions for its infringement. One of the main purposes of the law is to ensure the authorization of national space activities. The Outer Space Act sets forth the main conditions for authorization, which inter alia refer to the expertise of the operator; requirements for orbital positions and frequency assignments; space debris mitigation, insurance requirements, and the safeguard of public order; public health; national security as well as Austrian foreign policy interests; and international law obligations. The Austrian Outer Space Regulation complements these provisions by specifying the documents the operator must submit as evidence of the fulfillment of the authorization conditions, which include the results of safety tests, emergency plans, and information on the collection and use of Earth observation data. Particular importance is attached to the mitigation of space debris. Operators are required to take measures in accordance with international space debris mitigation guidelines for the avoidance of operational debris, the prevention of on-orbit break-ups and collisions, and the removal of space objects from Earth orbit after the end of the mission. Another specificity of the Austrian space legislation is the possibility of an exemption from the insurance requirement or a reduction of the insurance sum, if the space activity is in the public interest. This allows support to space activities that serve science, research, and education. Moreover, the law also provides for the establishment of a national registry for objects launched into outer space by the competent Austrian Ministry. The first two Austrian satellites have been entered into this registry after their launch in 2012. The third Austrian satellite, launched in June 2017, will be the first satellite authorized under the Austrian space legislation.

Les canoës en écorce de bouleau constituent une entité remarquable par la nature même des écorces utilisées. Peu épaisses, celle-ci nécessitent la mise en œuvre de techniques de construction particulières. En Sibérie, tout le processus est basé sur un empilement de couches à même le sol, mis globalement en forme à l’aide d’une série de ceintures. Les données concernant les canoës fabriqués en Mandchourie et sur l’île d’Hokkaïdo sont également abordées. En Amérique du Nord, les processus de construction sont totalement différents. D’autant plus que l’on peut mettre en évidence quatre ensembles, dont deux sont caractérisés par le recours à des écorces de bouleau, et plus précisément le bouleau à papier. L’utilisation de cette matière sous-entend l’installation d’un chantier périphérique de piquets et de lattes destinés à soutenir une écorce à rigidité réduite. La mise en place de structures de renforcement de la coque est également indispensable. Ces dernières présentent soit une architecture transversale (les varangues), soit longitudinale (basée sur de longues perches). Ainsi, c’est tout l’espace des forêts boréales de l’hémisphère nord qui sera abordé dans cet ouvrage.

Abstract:
The essays in this collection belong to the tradition of naturalism in ethics. Its program is to explain moral thought and action as wholly natural phenomena, that is, to explain such thought and action without recourse to either a reality separate from that of the natural world or volitional powers that operate independently of natural forces. Naturalism’s greatest exponent in ancient thought was Aristotle. In modern thought Hume and Freud stand out as the most influential contributors to the tradition. All three thinkers made the study of human psychology fundamental to their work in ethics. All three built their theories on studies of human desires and emotions and assigned to reason the role of guiding the actions that spring from our desires and emotions toward ends that promise self-fulfillment and away from ends that are self-destructive. The collection’s essays draw inspiration from their ideas and are arranged to follow the lead of Aristotle’s and Hume’s ethics. The first three survey and examine general theories of emotion and motivation. The next two focus on emotions that are central to human sociability. Turning to distinctively cognitive powers necessary for moral thought and action, the sixth and seventh essays discuss the role of empathy in moral judgment and defend Bernard Williams’s controversial account of practical reason. The final five essays use the studies in moral psychology of the previous essays to treat questions in ethics and social philosophy. The treatment of these questions exemplifies the implementation of a naturalist program in these disciplines.

This book exposes the skyrocketing rate of antipsychotic drug prescriptions for children, identifies grave dangers when children’s mental health care is driven by market forces, describes effective therapeutic care for children typically prescribed antipsychotics, and explains how to navigate a drug-fueled mental health system. Since 2001, there has been a dramatic increase in the use of antipsychotics to treat children for an ever-expanding list of symptoms. The prescription rate for toddlers, preschoolers, and middle-class children has doubled, while the prescribing rate for low-income children covered by Medicaid has quadrupled. In a majority of cases, these drugs are neither FDA-approved nor justified by research for the children’s conditions. This book examines the reasons behind the explosion of antipsychotic drug prescriptions for children, spotlighting the historical and cultural factors as well as the role of the pharmaceutical industry in this trend; and discusses the ethical and legal responsibilities and ramifications for non-MDs—psychologists in particular—who work with children treated with antipsychotics. Contributors explain how the pharmaceutical industry has inserted itself into every step of medical education, rendering objectivity in the scientific understanding, use, and approvals of such drugs impossible. The text describes the relentless marketing behind the drug sales, even going as far as to provide coloring and picture books for children related to the drug at issue. Valuable information about legal recourse that families and therapists can take when their children or patients have been harmed by antipsychotic drugs and alternative approaches to working with children with emotional and behavioral challenges is also provided.
