Abstract:
Purpose – Procurement records are critical for the effective execution of the procurement process and have been applied as tools to measure compliance and performance of Public Procuring and Disposing Entities (PDEs) by the regulating authority in Uganda – the Public Procurement and Disposal of Assets Authority (PPDA). However, the state of records in various Ugandan PDEs depicts poor records management. This situation has adversely affected the effective creation, usage and storage of public procurement records. This compromises the value and importance of records within the procurement process, with most documents being unavailable and unreliable. The purpose of this study is to investigate the relationship between procurement records compliance, effective risk management and records management performance in Ugandan PDEs. Design/methodology/approach – The study adopted a quantitative research design and used a cross-sectional survey. The researchers developed a questionnaire on the study constructs of procurement records compliance, effective risk management and records management performance using measurement scales derived from previous empirical studies which were modified to suit the current study. Findings – The results indicate quantitative evidence of significant positive relationships between procurement records compliance, effective risk management and records management performance. Findings also reveal that procurement records compliance and effective risk management are significant predictors of record management performance. The results also suggest that effective risk management has a stronger influence on records management performance than that on procurement records compliance. Research limitations/implications – The study context is sub-Saharan Africa, and the findings are, therefore, limited to that context; they reflect existing knowledge in other contexts. The use of a standard questionnaire limited the ability to collect views about information outside the questions asked. The study was only cross-sectional, and the study variables could not be analyzed over a long time. Common methods bias remains a potential threat; future studies should use different source data. Practical implications – Custodians of procurement records, that is, procurement officers, records officers and accounting officers for Ugandan PDEs need to pay special attention to prevailing records laws and policies to minimize risks associated with the poor management of records, as well as improve performance in the management of records creation, storage, retrieval, access and the preservation of vital records. Originality/value – The study contributes to an important area which has not been given attention in the context of sub-Saharan Africa, especially Uganda where there is a difficulty of linking the value of records management to business processes due to a lack of quantitative evidence.

Abstract:
This study was carried out on records management and organizational performance in Renaissance University Ugbawka, Enugu State, Nigeria. Specifically, this study sought to find out the relationship between: records keeping and employee effectiveness; document handling and employee performance, as well as adequate records safety and availability of record facilities. The study adopted the survey research design using primary sources of data. Fifty-eight full time academic staff of Renaissance University Ugbawka, Enugu state served as the population of this study, out of which, 47 responses were used for analysis. Again, data were collected and analyzed using tables and simple percentages. Stated hypotheses were tested using Multiple Regression Analysis at 0.05 level of significance in SPSS version 21. The study found positive and significant relationships between record keeping and employee effectiveness and between document handling and employee performance. Statistically speaking, the study did not find any positive and significant relationship between adequate records safety and availability of facilities. Thus, the study concluded that proper records keeping helps to avert the stress of duplicating recording efforts, saves time used in recreating such records and enables users to compare performance over time, thereby improving employee effectiveness. Again, when organizations properly handle their records, staff achieve greater results by working in line with the records policies; records become easier to handle and the staff utilize their recording time effectively, thereby improving employee performance. In addition, adequate safety of organizational records enables proper identification and location of records, easy access to records by users and accountability among staff.

The purpose of this study was to examine the management of inactive medical records in a private hospital in Bandung. The research method used is descriptive-analytic. The research subjects were the head of the medical records section and the storage officer. The results of the study were in inactive medical record storage in the form of microfilm and USB as well as computer notebooks. The medical record room does not have room temperature control, humidity control room, and lighting settings. Maintain the cleanliness of the medical record room and inactive medical records. There is no treatment for inactive medical record files, air exchange, and medical record maintenance. Storage of inactive medical records uses a centralized and decentralized system. Requirements for inactive medical record storage rooms for temperature control, storage cabinets, and room humidity do not use regulators, and there is no supervision.

Purpose The purpose of this paper is to investigate the recognition of record management profession in the Namibian Public Service. The objectives of the study are to determine appreciation of the importance of records record management; establish policies that support records management; find out the promotion of the records management function in the public service; establish training and job opportunities available for the record management professionals; and come up with recommendations on how the recognition of the record management profession could be enhanced in the public service of Namibia. Design/methodology/approach This case study used qualitative data collection methods, namely, focus group discussions and interviews. The two ministries and records keeping staff who took part in the focus group discussions were conveniently selected, whereas the two government offices where one key informant each was interviewed were purposively selected. Findings This study revealed that the records management profession was not well recognised in the public service of Namibia. The hiring of staff with low educational qualifications and the hiring of records keeping staff with some Diploma qualifications into the same positions as those without qualifications were all evidence of this. In addition to these was the failure to re-grade the records keeping staff through the establishment of a records management cadre. Practical implications The study recommends the creation of record management units in all offices, ministries and agencies headed by qualified record managers supported by qualified records management staff, finalisation and implementation of the records management policy, as well as the creation of a records management cadre. Originality/value The findings of the study on which this paper is based could inform policy for decision makers, and for the records management keeping staff, a strategy for advocating for recognition of their profession was planned.

There are security and privacy concerns regarding the safety of documents on centralized server. To overcome these difficulties, we made a blockchain based record storage web app through which anyone upload their medical records on the blockchain and can access them with a private key. The patient or the user can download and access reports from anywhere and can also manage to share them with his doctor etc. Blockchain is a decentralized, distributed, peer to peer ledger on the internet. Blockchain technology helps to maintain security and reliability without placing any trust in a third party. The use of smart contracts in blockchain helps in making things much easier. This paper examines the record storage system including the technologies involved and the methodologies. The approach used for making an electronic health record storage web app through which we can implement a more broader record storage system that can store and manage numerous types of records.

This study assessed students’ perceived implications of poor management of students’ academic records in Nigerian universities. The study followed the single case study and was conducted at the Usmanu Danfodiyo University, Sokoto (UDUS). The population of the study comprised of 5905 final year students from eleven faculties of the University in 2018/2019 session. Data was collected by means of a questionnaire. Simple random sampling technique was used to select 361respondents. 320 representing 85% responded. The data collected were analysed using mean and standard deviation to find answers to the research questions. From the analyses it was established that delays in decision making, in graduating students, as well as loosing opportunities by the students were identified as part of the implications of poor management of the students’ academic records. The managements of the UDUS should consider the findings of the study and address these malaises for proper record management and the associated benefits. One of the key features of an electronic record is its authenticity. Ensuring the authenticity of managerial electronic records at all stages of its life cycle from the moment of its creation to long-term storage allows us to remove obstacles in the development of electronic records management. The authenticity of electronic records has been the subject of research within the frameworks of an international project InterPARES. A record is considered authentic if its author, place, and time of creation are definitely established, as well as its provenance from the said author. To ensure this property of an electronic record, not only authentication and electronic signature at the moment of the record creation are required, but also creation of the so-called “trusted environment” designed to ensure preservation of records metadata by means of controlled managerial procedures. The focus should be on the information system as a whole. This understanding of electronic record authenticity has been entrenched in international standards on information and documentation. In Russian practice, the concept of “authenticity” is used very rarely; when applied to management electronic records, it is used mainly in the sense of identicalness to some source record. Such understanding involves procedures for comparison with reference record, which should remain unchanged. At the same time, within electronic environment in which the functioning of electronic records takes place, it is practically impossible to ensure that file(s) remain unchanged. Given the record’s social nature, we must understand that immutability of an electronic record is a relative concept that concerns preservation of its social function. That is why we must allow only a relative recognition of the identity of electronic records, allowing for possibility of some changes within which the electronic record retains its social functions. The difference between the copies of electronic records within this difference allows us to talk about authentic records.

Abstract:
The article discusses the development of Records Management. The author draws attention to the significant influence of the interdisciplinary approach on the formation of the object and subject in Records Management. Such a trend in the development of Records Management was laid down by its founder, K.G. Mityaev, and was supported in the works of Russian scholars. Records Management develops in particularly close connection with Archival Studies, Source Studies and other disciplines of the historical cycle, where a record (document) is the object of study. The most significant issue in interdisciplinary research in the range of those disciplines is the classification of documents. A broad approach to the document as an object of research, in the conditions of interdisciplinarity, led to the attempts of expanding the field of research in Records Management by including a book in it and creating a “general theory of the document”. Such attempts, made in the 1960s and at the beginning of the 21st century, were unsuccessful. However, the further development of Records Management in the context of interdisciplinarity may pose a threat of blurring the subject field of this scientific discipline. Therefore, at the present stage, Records Management needs to deepen its own specialization.

Abstract:
The implementation of a records management plan is an excellent approach to ensure small and medium-sized enterprises (SMEs) are sustained and continue to expand into huge or multi-national corporations. Maintaining records helps businesses in making better judgments and developing appropriate policies, resulting in enhanced effectiveness and efficiency. This will leverage means for tracking business progress and making appropriate decisions to expand the productive component of the economy. SMEs Business growth will help generate tax revenue for the government while also encouraging poverty reduction through tax transfers. We conducted a thorough investigation to determine the impact of each variable on business growth. For statistical analysis, a partial least squares structural equation modeling (PLS-SEM) methodology was applied. The results suggest that business records management and training have a positive indirect effect on business growth. However, the indirect effect of business records management policies insignificantly influences SMEs’ adoption of adequate record-keeping procedures, which harms business growth in Ghana. On the other hand, the total effect of the variables such as business records management training, business records management policies, and business records management positively impact business growth. Findings make a significant contribution to existing knowledge in the areas of record-keeping, management, and business growth. Business records management is an issue that requires more policy attention. This will business owners and managers strategically plan for new business directions based on data acquired. Proper record-keeping is necessary to satisfy end-users such as company directors, shareholders, external auditors, investors, creditors, and other interested parties. SMEs place a high value on business records management because of the impact it has on their long-term viability. The research outcomes provide a means for, and data on, business appraisal and management strategies.

Police service reliability and the potential with which it fights violence depends on the type of info they can obtain from their current databases and how easily they can gain it. The program will initially be applied across the complete cities and the towns and then interconnected so as a police officer can gather data from all databases in the state itself, thus serving to solve investigations efficiently and effectively. The project was designed to take a view of distributed architecture, with unified database depot. The program was intended for the data storage. Using the SQL server’s constructs and all the user interfaces were built utilizing DOT Net techniques.

Abstract:
Purpose This paper examines existing research on the topic of personal health records (PHRs). Areas covered include PHR/patient portal, recordkeeping, preservation planning, access and provider needs for future reuse of health information. Patient and physician PHR use and functionality, as well as adoption facilitators and barriers, are also reviewed. Design/methodology/approach The paper engages in a review of relevant literature from a variety of subject domains, including personal information management, medical informatics, medical literature and archives and records management literature. Findings The review finds that PHRs are extensions of electronic records. In addition, it finds a lack of literature within archives and records management that may lead to a less preservation-centric examination of the new PHR technologies that are desirable for controlling the lifecycle of these important new records-type. Originality/value Although the issues presented by PHRs are issues that can best be solved with the use of techniques from records management, there is no current literature related to PHRs in the records management literature, and that offered in the medical informatics literature treats the stewardship aspects of PHRs as insurmountable. This paper offers an introduction to the aspects of PHRs that could fruitfully be examined in archives and records management.
