The purpose of this thesis is to verify the SAP RM configuration's possibility to fulfill the requirements of MoReq2 standards. The theoretical part revealed the characteristics of Records Management, MoReq2 standard and SAP Records Management software. Records Management is introduced in the connection with Enterprise Content Management and Document Management. There are other standards mentioned, but Moreq2 due to its importance for the practical part of the thesis is being described closely. SAP Records Management component is explored from its conceptual and technological aspects. The practical part is composed of analysis of MoReq2 requirements in SAP RM environment and of the description of the system configuration, which enables MoReq2 requirements' fulfillment. The configuration is described in details only if SAP RM fulfills MoReq2 requirements.

This Master thesis focuses on the concept of Records Management (RM) and Electronic Records Management (ERM) and how the adoption of an Electronic Document Records Management System (EDRMS) affects a business setting. The research focuses on the factors of perceived efficiency and on the costs that exist in a company. More specifically, this Master thesis is a qualitative exploratory case study which's aim is to examine and present the experiences and the attitudes of 4 individuals who are working in companies that possess an EDRMS. In order to acquire this deeper understanding, the data collection methods that were used were the in person semi structured interviews and the observation. During the research was examined how the perceived efficiency and the costs in a company are affected by a proper RM/ERM program. The analysis of the collected data shown that the specific individuals in the specific firms are benefited by the EDRMS and that their work is improved.

This thesis explores how doctors and nurses use documents to share their knowledge within and across healthcare settings. In addressing this question I draw on a 15-month, multi-sited ethnographic study in several pediatric health care settings, following patients from primary care clinics, to emergency rooms, and in-patient units. The analysis focuses on the practices that go into documenting patients' histories and care, which include recordings on various on-line systems, preprinted forms, and whiteboards. By combining the previously distinct lenses of 1) knowing in practice, 2) time-space analysis of social interaction, and 3) communicative genre and genre systems, I suggest that doctors and nurses employ various types of document genres to manage, not only their distributed knowing about patients' care, but also their own movements across time-space. I outline a perspective on documents and knowing which attempts to highlight the role of human practice in how people use documents to coordinate their activities, share their capabilities, and get things done in complex distributed organizational work. The data suggest that doctors and nurses use medical documents as maps and itineraries to organize their distributed work practices. Doctors and nurses record patients' histories many times in different documents, with each document serving as a map and itinerary for a different constituency of people. Each of these documents is rarely used in isolation from other documents. Doctors and nurses constantly recombine the documents they use, which allows them to both appropriate documents from other settings into their local organization of work and build unique local combinations of documents.
(cont.) I introduce the concept of "re-localizing" to describe how doctors and nurses use documents to share their knowing within and across healthcare settings. Re-localization involves many healthcare professionals' parallel rewriting of a patient's history based on a recombination of each other's maps and itineraries and the patient's own accounts. By integrating the concrete case and the maps and itineraries based on those cases the notion of relocalization overcomes the dichotomy between the abstract and the situated, the local and global. Documents are not seen as mere vessels for abstract representations, but integral parts of distributed knowing within and across settings.

Abstract:
The study sought to investigate the management of medical records for healthcare service at the Victoria Public Hospital in the Eastern Cape Province. The objectives of the study were to describe the present records management practices in Victoria Hospital; find out the existing infrastructure for the management of patient medical records at the Victoria Hospital; determine the compliance of patient medical records management in Victoria Hospital with relevant national legislative and regulatory framework; find out the security of patient medical records at the Victoria Hospital. Quantitative and qualitative approaches were employed. The sample was drawn from the service providers and from the healthcare service users. Questionnaires, interviews and observation were used to collect data. The findings showed that Victoria Hospital uses manual records management system in the creation, maintenance and usage of records. In the findings, there were challenges related to misfiling and missing patient folders which sometimes lead to the creation of new patient folders. Also, the study discovered that the time spent in the retrieval of patient folders could negatively affect the timely delivery of healthcare services. The study recommended the adoption of electronic records management system as most public healthcare institutions in the country are rapidly shifting to electronic records management system. The use of electronic records management system is believed to be efficiently and effectively promoting easy accessibility, retrieval of patient medical records and allows easy communication amongst the healthcare service institutions and healthcare practitioners.

Abstract:
This thesis presents a study of risk management within records management that focuses on small to medium enterprises(SMEs)in the UK. Cases tudies of three SMEs based in the north of England, ranging from micro-businesses to large scale, were undertaken in a two year period. The aims of the study were to investigate risk in the context of electronic information and records management within SMEs, and to develop a working conceptual model or theory for risk management of electronic information and records. This thesis aims to characterise the approaches to risk and electronic information and records management taken by SMEs throughc case studies, narrative analysis and corpus linguistics. Attitudes and drivers for risk management of electronic information and records management in SMEs were investigated and analysed. The history and historiography of risk management and records management were investigated as part of the preliminary research for the project. The objectives included critically evaluating the vocabulary of risk and risk management, and identifying the use of a common vocabulary of risk in records management within the SME context. This was carried out by a transdisciplinary use of the techniques of computer corpus linguistics (CCL). The creation of a corpus from material collected from interview and questionnaire format contributes to a greater linguistic and semiotic comprehension of the ideas and thoughts behind risk management of records management by different levels of employees in an SME. he corpus was used to identify a vocabulary of terms used by the SMEEs in describing their own risk management in terms of records management, and their experience of risk events in their records management. The outcome of the research will inform the practice of managing risks associated with electronic information and records management in SMEs by distribution of results to relevant small businesses working groups.

Abstract:
Governance is the process by which power and authority are exercised in a society by which government, the private sector, and citizens' groups articulate their interests, mediate their differences, and exercise their legal rights and obligations. Governance in public organisations is different from that in private organisations as they both possess different types of institutional stakeholders. Governments are directly answerable to the public. Therefore, it is essential for governments to be transparent in order to avoid any triggers in the accountability process that might adversely affect people's trust. The proper creation, capture, distribution and preservation of judicial evidence in the form of records can help avoid these problems. A trusted government is one that can demonstrate its accountability and transparency and is continually striving to improve value delivery and increase cost-effectiveness. The freedom of information demands governments to be more transparent and accountable for their actions and decisions. Whilst governments promote corporate governance to provide transparency and objectivity it can only give stakeholders better tools to do their job, it does not and cannot do it for them. The need for managing risk and audit culture is imperative to balance and satisfy the expectation of citizen and stakeholders. The accountability of a government can arguably only be achieved when it demonstrates considerable transparency, which in turn can only happen when trust is supported by authentic and reliable records. The records management community claims that records have to be preserved for accountability, but they rarely explore what 'accountability' is and what role records play in the accountability processes. In addition, the contribution of records management to good governance and accountability are often not recognised by other professions and management. In an age where corporate governance and transparency is a global agenda, it is imperative for the records management community to scrutinise their present role and approach in order to change the perception by other professions about their contribution towards achieving organisational goals in a highly regulated and compliant bound environment in the public and private sectors. The contention of this thesis is that record keeping is just a tool that ensures the availability of evidence for the accountability of governance, which in turn relies on the ethical standard of those involved.

The aim of this study was to investigate records management practices in government ministries in the Kingdom of Swaziland. The study sought to determine how records are generated, used and disposed of in the government ministries; the types of records that are generated within the Swaziland government; how the records are organized and retrieved; the training needs of the Swaziland government’s registry staff; the attitude of staff towards records management practices; the level of staff awareness sound records management practices; the suitability of records storage facilities; and the challenges of e-records management in the government of Swaziland. A mixed method research paradigm consisting of a survey and observation was used to carry out the study. The target population consisted of action officers and records officers (registry staff) from government ministries in Swaziland. 92 action officers and 29 registry staff were involved in the study. 31 of the action officers were from top management, 31 from middle management, and 30 from lower level management. The results revealed that government ministries in Swaziland do not practice sound records management in line with the Swaziland National Archives Act (No. 5 of 1971). There was no uniformity with respect to filing methods and the manner in which records were destroyed or deleted. There were no control measures for ensuring the care and safe custody of records. Electronic records management policy, filing procedure manuals and a disaster recovery plan did not exist at the time of writing. The lack of records management practices directly and indirectly affects the information flow within the ministries. It is expected that the findings of this study will inform policy on records management in the government of Swaziland; facilitate effective records management in the government; create awareness about sound records management; help inform a records management training plan; and help establish integrity and transparency in the functioning of government. The study recommends that research should be extended to parastatal organisations in Swaziland to ensure that the management of records, both in the government and the public sector, is harmonized to enhance service delivery, accountability and transparency in the management of the country’s public affairs.

This paper presents the results of a survey of 30 adults aged 55 and older, who had taken multiple prescription medications in the past two years. The purpose of the study was to determine how older adults manage their medication information currently, what information they save and share, and how they wish to manage medication information in an electronic environment, such as a personal health record. Adults in the survey shared information most frequently with their doctors, and with friends and family. They usually shared basic information about a medication, including its name, dose, and the frequency with which it is taken. Nearly half used an artifact, such as a list, to keep track of and share their information. Nearly a third of participants desired to keep an electronic record, suggesting that a percentage of the older adult population would be open to using electronic records to manage medication information.

Records management and archival theory recommends that records classification, as a means to identify and organize the records made or received in the course of business, should be based on an analysis of the records creators’ functions and activities and reflect them. However, the purpose of classification, the meaning of the term function, and the methodology for conducting a business analysis are not clearly explained in the relevant literature. Additionally, no studies of actual applications of the functional approach to records classification in real organizational settings exist. This dissertation addresses the question of how the concept of function and the functional approach to records classification are understood by those who are responsible for the development and implementation of records classification systems as well as by the users of such systems. In order to contribute insights that can enrich the theory and methodology of records classification, an empirical, interpretivist research design, based on an initial survey of potential study subjects and a multiple-case study research, was conducted in four selected central banks in Europe and North America. One of the selection criteria was that the organizational cultures of the case study sites had to be as heterogeneous as possible. Findings showed that the meanings of function, functional approach, and even classification are subject to various interpretations, that classification developers find functional methodologies confusing, and that users do not usually appreciate the outcomes of their efforts. Furthermore, because the approach to classification was not always consistent with the nature of the records, some of the classification systems examined did not adequately serve either records management or business-related purposes. The research also provided an explanation of the relationship between organizational culture and the understanding of both records management and business processes.

Abstract:
Establishing a nationwide Electronic Health Record system has become a primary objective for many countries around the world, including Australia, in order to improve the quality of healthcare while at the same time decreasing its cost. Doing so will require federating the large number of patient data repositories currently in use throughout the country. However, implementation of EHR systems is being hindered by several obstacles, among them concerns about data privacy and trustworthiness. Current IT solutions fail to satisfy patients’ privacy desires and do not provide a trustworthiness measure for medical data. This thesis starts with the observation that existing EHR system proposals suer from six serious shortcomings that aect patients’ privacy and safety, and medical practitioners’ trust in EHR data: accuracy and privacy concerns over linking patients’ existing medical records; the inability of patients to have control over who accesses their private data; the inability to protect against inferences about patients’ sensitive data; the lack of a mechanism for evaluating the trustworthiness of medical data; and the failure of current healthcare workflow processes to capture and enforce patient’s privacy desires. Following an action research method, this thesis addresses the above shortcomings by firstly proposing an architecture for linking electronic medical records in an accurate and private way where patients are given control over what information can be revealed about them. This is accomplished by extending the structure and protocols introduced in federated identity management to link a patient’s EHR to his existing medical records by using pseudonym identifiers. Secondly, a privacy-aware access control model is developed to satisfy patients’ privacy requirements. The model is developed by integrating three standard access control models in a way that gives patients access control over their private data and ensures that legitimate uses of EHRs are not hindered. Thirdly, a probabilistic approach for detecting and restricting inference channels resulting from publicly-available medical data is developed to guard against indirect accesses to a patient’s private data. This approach is based upon a Bayesian network and the causal probabilistic relations that exist between medical data fields. The resulting definitions and algorithms show how an inference channel can be detected and restricted to satisfy patients’ expressed privacy goals. Fourthly, a medical data trustworthiness assessment model is developed to evaluate the quality of medical data by assessing the trustworthiness of its sources (e.g. a healthcare provider or medical practitioner). In this model, Beta and Dirichlet reputation systems are used to collect reputation scores about medical data sources and these are used to compute the trustworthiness of medical data via subjective logic. Finally, an extension is made to healthcare workflow management processes to capture and enforce patients’ privacy policies. This is accomplished by developing a conceptual model that introduces new workflow notions to make the workflow management system aware of a patient’s privacy requirements. These extensions are then implemented in the YAWL workflow management system.

The increased demand from citizens for efficient service delivery from public sector organizations has implications for the information that underpins those services. Robust and effective information management is required. Information is looked upon as a resource that can give organizations a competitive edge if it is well leveraged. To address the need for more services and for more efficient service delivery, the Swedish government has promoted e-government initiatives and the two municipalities that are the subjects of this research have responded by engaging in e-service development and provision. e-Government has at its core the use of information and communication technology (ICT).  The municipalities have embarked on the analysis and automation of their business processes and hence the use of information systems.  Web-based technologies have created a two-way communication flow which has generated complex information for the municipalities to address. This development calls for stronger information and records management regimes. Enterprise Content Management is a new information management construct proposed to help organizations to deal with all their information resources. It promotes enterprise-wide information management. There is, however, little knowledge and understanding of ECM in the Swedish public sector. Further, how e-government developments have affected the management of information is an issue that has not been explored. Traditionally Swedish public authorities have employed records management to address the challenges of managing information. Records management has been used for the effective and systematic capture of records and the maintenance of their reliability and authenticity. While information helps with the daily running of business activities, records carry the evidentiary value of the interactions between the citizens and the municipalities. This research critically examines the interface between Enterprise Content Management (ECM) and records management as information/records management approaches. This has meant examining what the similarities and the differences between the two approaches are.  The research instrumentally used the lens of the Records Continuum Model (RCM), which promotes the management of the entire records’ continuum, a proactive approach, combines the management of archives and records and supports the pluralisation of the captured records. The management of records is an essential part of any organization. Today this implies the management of mostly digital records in electronic record management systems. There are many standards for record management. Three influential standards was compared and used to evaluate such an electronic record management system in this thesis. The purposes of the thesis was to find out how the core features support and interfere with each other, and which changes could be done to a system evaluated according to the standards, as well as what the major challenges were when using document standards to evaluate an electronic record management system. The standards were MoReq2010, ISO 15489 and DoD 5012.02. To conform to the standards, some changes could be done to the studied system. For instance, changing document keys and to include more metadata about disposal of records. The conclusions were that standards are a good complementary source when developing an existing record management system, even though their size and complexity level are issues to deal with.

Records management seeks to efficiently and systematically control the life-cycle of records that are routinely generated as a result of activities and transactions. Records are a vital asset in ensuring that the institution is governed effectively and efficiently, and is accountable to its staff, students and the community that it serves. Records support decision-making, organize documents, provide evidence of policies, decisions, transactions and activities, and support the university in cases of litigation. There have been many instances at the University of Zululand whereby records were reported to be misplaced or missing thus raising a question on how are records managed and what system and policies are used in terms of records management. This Master‘s dissertation sought to investigate the status of records management at the University of Zululand. The study used the survey research method, with the questionnaire as the primary data collection instrument. The study targeted both administrative and academic (Heads of Departments) employees at the University of Zululand. Purposive sampling was used to select 26 academic Heads of Departments and 24 administrative employees, resulting in a total of 50 respondents. The findings revealed that the University of Zululand still has a long way to go with respect to day-today records management. Apart from the Integrated Tertiary Software (ITS) which is an Enterprise Management System, no formal records management system was identified at the University of Zululand that deals with either paper-based or electronic records such as emails. There also appeared to be no specific policy for records management. There were no qualified records management practitioners at the University of Zululand, even though there are employees who are hired by the university as so-called =records officers‘. Proper training, workshops and skills in records management are therefore lacking amongst academic and administrative practitioners at the University of Zululand. v The study recommends the development and adoption of an official records management policy, the appointment of a records manager, and the establishment of a records management training program for staff. Furthermore, the study recommends the acquisition and implementation of a suitable campus-wide records management model such as Windows SharePoint Server (WSPS) or other relevant system, and the establishment of a formal records department for record keeping.

Abstract:
This thesis illustrates and examines issues, situations and concepts which faced, and still face, archivists and records managers dealing with the records of finite, changing and disappearing organisations. Using the lessons and conclusions that can be drawn from the case study, the thesis develops a strategy and recommendations for how records management should ideally be applied to such situations. British new towns result from the large-scale government planning project launched in the New Towns Act, 1946, although there are antecedents. The case study involves prodigious quantities of modem records of relevant central government organisations, held within those organisations or in national and local archive repositories. It demonstrates various types of organisational change, the development and implementation of records management policy and practice, and other issues of concern to those dealing with all stages of the records life cycle. The thesis focuses on the Commission for the New Towns (CNT) which from 1961 was the residuary body for the development corporations of the twenty one English new towns, and Cwmbran in Wales. In 1998 CNT was given responsibility for eight urban development corporations and named as the residual body for the six housing action trusts for when they closed from 1999 onwards. The source material concludes when CNT was combined in 1999 with the Urban Regeneration Agency to operate as English Partnerships. The records held by CNT and associated bodies largely date after 1946, but are not exclusively modem as corporations inherited records from predecessor authorities and acquired old property deeds. The study examines how CNT and associated bodies handled these records, the impetus for organised records management, how resources were applied, and the results achieved. The effects of organisational trends and change, technological developments, the attitude and influence of individuals and external bodies, and legislative requirements are analysed. The particular facts of the case study are established, and related more widely to the issues facing those involved in managing, disposing of, or receiving records in and from changing, finite and disappearing organisations. The thesis concludes by summarising the lessons learned from the case study and in offering recommendations for the management of records in this context.

This thesis examines the framework for effective management of digital records in Uganda, which was undertaken by a detailed study of the 23 ministries, which form the Uganda Public Service (UPS). Areas of research inquiry included establishing the current state of digital records in the UPS and revealing the factors impeding the managing of digital records. This raised many issues about the way in which digital records are created, maintained and used, including possible lines of action to resolve current digital records management (DRM) problems. It also considered how the DRM services and practices used elsewhere could be adopted to suit the UPS environment. The status of DRM and the factors affecting the creation, use, maintenance and disposition of digital records were critically reviewed and evaluated and, towards the end, the thesis recommends strategies and makes proposals that could contribute to the development of DRM services in the UPS. The study adopted a mixed methods research approach and drew on the ‘records continuum’ concept for its analytical framework. The study drew on data from primary and secondary (literature and research reports) sources. Data collection from primary sources was carried out using questionnaires and semi-structured interviews, which made it possible to study the personal perspectives and experiences of those involved in the management of records and of digital systems in Uganda. The approach provided insight into the UPS ministries, where data was collected from senior and middle managers, ICT managers and records managers, through a total of 40 interviews. This approach was essential in so far as it focused on the importance of the meanings that emerged as respondents defined their DRM requirements through interpersonal interactions and it guided the data collection, analysis and reflection activities. The analysis of the findings of the study revealed that the problems with DRM are largely due to the absence of ICT facilities with recordkeeping functionality, a lack of clear policies, guidelines and procedures, and to the fact that the Uganda Records and Archives legislation is not fully implemented and not properly enforced. It is argued that the failure to fully implement the National Records and Archives Act has led to a lack of appropriate institutional and managerial structures. Other problems include the lack of a reliable power supply and of sufficient financial resources and human capacity. Although no UPS ministry has a complete Electronic Document and Records Management System (EDRMS), the survey of many ministries provided comprehensive evidence of the dynamism in the use of ICT that led to the generation of digital records. The problems and challenges elaborated upon in the study have shown that a successful DRM service depends on a number of factors. While it is not strictly possible to generalise the findings from this purposive sample to the whole of the Government of Uganda, it is likely that the issues identified in this study will apply to the whole of the Uganda public sector and, to some extent, to other sub-Saharan African countries. The study concludes that in order to facilitate a DRM service in the UPS, the objective should be to enable increased creation and keeping of records by digital means. The proposed recommendations are categorised into four key factors: the need for formal legal infrastructure; the need to establish formal instruments in particular a national archives agency with appropriate policies, procedures and guidelines; and the development of both robust DRM infrastructure and of appropriately skilled human resource capacity. These factors are necessary and need to be addressed urgently, and specifically for Uganda, in order to ensure accountable government for the citizens of Uganda in the digital world.

A review of national health records (NEHR) systems shows that privacy and security risks have a profound impact on the success of such projects. Countries have different approaches when dealing with privacy and security considerations. The aims of this study were to explore how governments can design secure national health records systems. To do that systematically, we developed a framework to analyze NEHR systems. We then applied the framework to investigate the privacy and security risks in these systems. The studied systems demonstrate that getting privacy and security right have a considerable impact on the success of NEHR projects. Also, our study reveals that the healthcare system structure has a substantial impact on the adoption and usage rates of the system. The studied cases uncover many opportunities for improving privacy and security measures in future projects. The framework demonstrates the utility of applying it to the three cases.

ENGLISH ABSTRACT: Competitive pressures in every company worldwide always have, and probably always will, drive leading institutions to adopt smarter, faster and more cost effective ways of providing customers with feature-rich products and outstanding service, in order to differentiate specific offerings to local and global markets. This approach is both inevitable and laudable. At the same time, communications (physical and electronic) have made the world a smaller place and presented a larger target audience for each company's goods and services. However, customers have become better educated, more sophisticated and more demanding, whilst competitors have raised standards and the fight for customer loyalty has intensified. As these pressures increased, the appropriate level of corporate governance has not always been applied, as evidenced by the well publicised failure of Enron in the USA, and many others worldwide. The typical reaction has been to produce an increasing raft of legislation and regulation, designed to protect the consumer against 'cavalier' corporate behaviour, and an equally increasing demand for more and better information. The Banking Industry has not escaped this trend. Its failures have not been as dramatic as Enron and the consequences not as severe. Nevertheless, the potential impact of failure through poor corporate governance is huge and legislation and regulation has become highly visible through acts such as the 'Financial Advisory and Intermediary Service Act' (FAIS), the 'Financial Intelligence Centre Act' (FICA) and the Basel II Committee, - all emphasising integrity, authenticity, completeness, transparency, security, retention, protection, and eventual disposal of information. This assignment examines the relationship between the concepts information management, content management and records management and their importance as enablers of corporate governance. It highlights the current records management capability- maturity within the FirstRand Banking Group and presents a future solution and a practical approach to migration. Whilst understanding the challenges associated with implementing a records management strategy and programme, it emphasises the needs and the huge benefits for the FirstRand Group in meeting its corporate obligations, improving customer service and reducing operating costs. The future solution is set within a Records Management Capability Framework which encompasses how records must be managed by a consistent set of rules. It presents a typical records management life cycle from creation to disposal; it examines how practical systems design can balance the need for structure and stability whilst providing flexibility for operational use; it documents design principles and critical standards; it outlines implementation guidelines; and it recommends policies, ownership, organisational structures and roles, and governance mechanisms within the FirstRand Business Model. FirstRand's records management competency was audited and measured against a capability maturity model (the Carnegie Mellon University's Software Engineering Institute's approach). The results indicated significant cultural and operational challenges in building a records management capability, but it was concluded that knowledge management and sharing of information and intellectual assets (facilitating faster access to better quality and up-to-date information and building corporate memory and business agility) could be delivered only by a well conceived and carefully implemented Records Management Capability Framework.

E-records readiness is key to the implementation of electronic records management programmes and ultimately the e-Government in the public sector. However, past studies about Swaziland show no evidence of research that ascertains the depth of e-Records readiness in the context of the current e-Government strategy. Studies that have been documented on records management systems in the country have largely focused on paperbased records management in government ministries. The aim of the study was to assess e-Records readiness in the Swaziland government ministries with a view to conceptualising framework for the effective management of e-Records as a facilitating tool for e- Government. The study sought to establish the national legal and policy framework governing management of electronic records in Swaziland’s government ministries in the context of e-Government; the level of compliance to policies, standards, tools, procedures and responsibilities for e- Records management in the government ministries; establish the e-Records management products and technologies existing in the government ministries; examine resource capacity and training for e-Records management staff; find out if there is internal awareness of the link between the e-Record management and the e-Government strategy; as well as explore the depth of the government wide digital preservation strategy. The IRMT (2004) E-Records Readiness Tool was adapted and used as the analytical framework for this study. This tool is designed to assist organizations to benchmark themselves and to determine where they stand in respect to the management of electronic records. The study mainly used the quantitative research approach exploiting a survey that utilized a questionnaire as a data collection instrument. The quantitative approach was however complemented by a qualitative research approach which utilized observation and interview techniques. Using both quantitative and qualitative approaches made it possible to triangulate and validate the findings. The unit of analysis was the Swaziland government ministries, with a survey design involving all the 19 Government Ministries. The target study participants comprised of the Directorate of Swaziland National Archives, the Directorate of Computer Services, the Directorate of E-Government, the records officers and the action officers.

Objectives: First, to identify the core Electronic Health Records (EHR) functionalities available to physicians who work in private and public health care facilities in Trinidad and Tobago and the extent to which physicians are using each function. Second, to understand the rate of adoption of Electronic Health Records in private and public hospitals/clinics, and finally, to identify the barriers to adoption of Electronic Health Records in private and public hospitals/clinics in Trinidad and Tobago. Background: The two largest public hospitals in Trinidad and Tobago, Port of Spain General Hospital and San Fernando General Hospital, utilized paper medical records. In Trinidad and Tobago, there is little known about the EHR functions available and being used, adoption rates, and barriers to adoption of EHR in the private and public sectors. Method: Electronic Health Records (n = 130) questionnaires were sent to number of health care practices in the private and public facilities in the five regions of Trinidad and Tobago, in order to understand availability and use of EHR, adoption rates, and barriers to the use of EHR. Results: The most commonly available function for the private and public physicians was Health Information and Data with respective scores of 58% and 29%. Sixty-three percent of the private physicians who adopted EHR reported using the Result Management and Order Management functions. The public physicians who had adopted EHR reported they were not utilizing the Decision Support, Result Management, and Order Management functions. There was no statistical difference between private and public physicians for the available and used functions. A total of 53 private and 19 public physicians responded to the survey (55% response rate). Thirteen (25%) private physicians reported adopting EHR and 2(11%) public physician reported adoption of EHR. Private and public physicians cited start-up cost and technical limitations of systems as the barriers to their practices' adoption of EHR. Conclusion: Findings showed the same availability and use of core functionalities, as well as adoption rate among the private and public facilities, and slightly fewer barriers in the private practices. A larger sample is merited to understand if there is any statistically significant difference between the two groups.

This master's thesis will present a literature review and analysis ofthe implementation and use of Electronic Medical Records (EMR). The literature review will discuss reasons that support implementation of EMRs, factors that are necessary for successful implementation and barriers that impede implementation. Also, real-world examples of implementation for medical billing in healthcare organizations will be discussed, as well as the disparity in implementation rates between larger and smaller healthcare organizations.

The analysis portion of this thesis will include data from the 2009 National Ambulatory Medical Survey (NAMCS) EMR Supplement and, through the application of the Chi-Square statistical test using SPSS, will assess whether size of the medical practice in terms of number of physicians is significantly associated with EMR implementation and functionality, the latter of which includes clinical reminders and prescription ordering. It will be shown that physician size is indeed significantly associated with implementation and functionality.

The emergence of distributed applications operating on large-scale, heterogeneous and decentralised networks poses new and challenging problems of concern to society as a whole, in particular for data security, privacy and confidentiality.  Trust management and authorisation policy language have been proposed to address access control and authorisation in this context. Still, many key problems have remained unsolved. Existing systems are often not expressive enough, or are so expressive that access control becomes undecidable; their semantics is not formally specified; and they have not been shown to meet the requirements set by actual real-world applications. This dissertation addresses these problems. We present CASSANDRA, a role-based language and system for expressing authorisation policy, and the results of a substantial case study, a policy for a national electronic health record (HER) system, based on the requirements of the UK National Health Service’s National Programme for Information Technology (NPfIT). CASSANDRA policies are expressed in a language derived from Datalog with constraints. CASSANDRA supports credential-based authorisation (e.g. between administrative domains), and rules can refer to remote policies (for credential retrieval and trust negotiation). The expressiveness of the language (and its computational complexity) can be tuned by choosing an appropriate constraint domain. The language is small and has a formal semantics for both query evaluation and the access control engine. There has been a lack of real-world examples of complex security policies: our NPfIT case study fills this gap. The resulting CASSANDRA policy (with 375 rules) demonstrates that the policy language is expressive enough for a real-world application. We thus demonstrate that a general-purpose trust management system can be designed to be highly flexible, expressive, formally founded and meet the complex requirements of real-world applications.

Freedom of Information (FOI) legislation is mostly adopted on the presumption that good records management exists. However, it is pertinent that the functionality of records management in the creation, management and making records available for access internally within government and externally to citizens be established as the legislation is being planned for. Through the planning process, the capacities of records management in providing access to information will be known. This study employs a Grounded Theory based methodology on data collected from Botswana, Ireland, Malawi, South Africa and the UK to discern Botswana's preparedness for FOI legislation in line with the country's national aspiration, Vision 2016. It also uses the same data to unearth relationships that exist between records management and FOI legislation. The study has established that constitutional guarantees on access to information are an inadequate measure to enable citizens to gain direct access to official information. As a result, countries which regulate access to information through the guarantees have to adopt FOI legislation so as to effectuate them. The adoption of the legislation should be founded on the democratic ideal of enhancing the capacity of citizens in developing and offering informed consent including improving their participation in their governance. The law should also be predicated on the obligation of government in accounting to citizens as well as empowering them to hold it to account. In addition, the law should be based on an environment which would enable citizens to formulate, develop and demonstrate trust in the governance process. Lastly FOI legislation should be built on a good records management system which will provide an assurance that the governance process is well documented, and its records can be availed for access. Through the diverse case study countries, the study has established that Botswana is prepared for the adoption of FOI legislation. However, as the country works towards adoption of the legislation, it should strive to evaluate the efficacy of public sector records management.

MedRec is a simple, distributed system for personal control of identity and distribution of personal information. The work is done in the context of a medical information distribution system where patients retain control over who can access their data. We create a network of trusted data repositories, the access to which are determined by a set of 'smart contracts'. These contracts are stored on a distributed ledger maintained by those who generate data. The distributed nature of the system allows unified access from diverse sources in a single application with no intermediary. This increases patient control while retaining a measure of privacy of both data content and source. MedRec is amenable to extensions for decentralized messaging and distribution of information to third parties such as medical researchers, healthcare proxies, and other institutions. The system is based on a blockchain that contains smart contracts defining user identity and distribution specifics.

A Personal Health Record (PHR) is an electronic record of a patient’s health-related information that is managed by the patient. The patient can give access to other parties, such as healthcare providers and family members, as they see fit. These parties can use the information in emergency situations, in order to help improve the patient’s healthcare. PHRs have an important role to play in ensuring that a patient’s complete health history is available to his healthcare providers at the point of care. This is especially true in South Africa, where the majority of healthcare organizations still rely on paper-based methods of record-keeping. Research indicates that physicians play an important role in encouraging the adoption of PHRs amongst patients. Whilst various studies have focused on the perceptions of South African citizens towards PHRs, to date no research has focused on the perceptions of South African physicians. Considering the importance of physicians in encouraging the adoption of PHRs, the problem being addressed by this research project thus relates to the lack of information relating to the perceptions of South African physicians of PHRs. Physicians with private practices at private hospitals in Port Elizabeth, South Africa were surveyed in order to determine their perceptions towards PHRs. Results indicate perceptions regarding benefits to the physician and the patient, as well as concerns to the physician and the patient. The levels of trust in various potential PHR providers and the potential uses of a PHR for the physician were also explored. The results of the survey were compared with the results of relevant international literature in order to describe the perceptions of physicians towards PHRs.

Organizations are experiencing problems with the control of information in computer-based information systems. Records management is a system that consists of a number of elements to control recorded information over its life cycle. Previous studies have ranked various records management activities. However, these studies were not conducted in Australia, were not specifically related to computerbased information systems, and were based on the frequency with which records management tasks, or duties and responsibilities were being performed by records management personnel rather than the perceived importance of records management elements for overcoming problems. This study is conducted in Australia on the role of records management within the context of computer-based information systems. It has two purposes: to determine whether there is an appreciable difference in the perceived importance of the various records management elements for overcoming excessive quantity, poor quality and storage media problems in computer-based information systems by RMAA individual members; and to determine whether regardless of professional involvement and level of education of RMAA individual members, there is no statistically significant difference in the perceived importance of the various records management elements in computer-based information systems for overcoming these three problems. To carry out the research a questionnaire was devised and distributed to individual members of the Records Management Association of Australia. The survey obtained a usable response rate of 53.1 percent from a population of 399 individual members of the Association. The study indicated that there is a difference in the perceived importance of the various records management elements for overcoming excessive quantity, poor quality and storage media problems in computer-based information systems. There was evidence to suggest that respondents frequently involved in professional activities are more likely to consider certain records management elements more important than respondents not frequently involved in these activities. The study also found that level of education is associated with the selection of certain records management elements. In particular, those respondents with no tertiary qualifications are more likely to consider the records management elements mail management and a records retention and disposition schedule important than respondents with tertiary qualifications.

Abstract:
The claim of archivists to be a scholarly profession is dependent upon their ability to methodically study and understand the meaning of the records in their care. Without such contextual information about the record as the name of its creating agency, the reason for its creation, and the authority by which it was created, archivists and researchers are in a poor position to assess the value and validity of its informational content. Without knowledge of the relationship of the record to other record series, they are likely to overlook additional supporting and/or contradictory documentation and thereby miss a part of the truth they seek. This thesis is directly concerned with the means by which archival sources might be assessed to determine the value of the historical evidence they contain. It proposes a conceptual framework by which study of the original, primary, and secondary meanings of the archival record might be approached. Examples are drawn from close examination of the records of the Corporation of the City of Nanaimo surviving from the period 1875-1904. While acknowledging that extensive study of the significance of documentation might be impossible for archivists in their daily work, this thesis concludes that closer attention must be paid to sources documenting the contextual environment of the record. Such sources are essential to the furtherance of understanding which is the information profession's ultimate goal.

Abstract:
The study sought to investigate the viability of digital records management in the Office of the Premier (OTP) in the Eastern Cape Province. The objectives of the study were to establish the current status of digital records management in the OTP, determine the compliance with the legal framework, identify the requisite infrastructure for digital records management (DRM), describe the security and preservation measures for DRM, and the challenges of managing digital records. Purposive sampling was used to select 40 participants. A questionnaire was used to collect data. The study revealed that the OTP has taken a number of initiatives aimed at establishing records management practices. However, the study found that the OTP is faced with a number of challenges in trying to use the Electronic Document and Records Management System (EDRMS). The majority of the employees did not have any qualification in records management. This lack of skills and competencies affects the implementation of the new system. The findings of the study showed that most of the employees were resisting using the new system because they were not comfortable with it. The study recommends that the department should encourage its staff to get training to be knowledgeable in the use of EDRMS which generates records; the staff should work closer with the consultancy in order to gain skills and knowledge to facilitate the change process, and the security and preservation of digital records should be enhanced.

ENGLISH ABSTRACT: The past decade has seen a huge increase in the implementation and use of Electronic document and records management systems (EDRMS) in many public spheres. The South African government, in this case the Presidency, has now also adopted this system to comply with current legislation requiring government institutions to replace paper with electronic media as the preferred way of conducting their official business. In general, and as is evident from the available literature, it seems that Government organisations have been lagging behind in this regard. The failure to reap the expected benefits from this step by government institutions such as the Presidency forms the basis for this investigation, which examines the failures and successes in the implementation of an EDRMS and the factors affecting this process. The study used triangulation approach in order to arrive at a more reliable conclusion. Literature research has been used as a main data collection method for this study. It also serves as a basis for the approaches to subject matter that have been adopted. Data was also collected by conducting semi –structured interviews with government institutions, including the subject of this research, that have implemented EDRMS. The critical factors that have had an effect on the implementation of EDRMS were found to be of a strategic, social and technical nature. The study also found similarities in the factors affecting EDRMS implementation within government and identifies the need for further research focusing on how these factors differ between various types of organisations.
AFRIKAANSE OPSOMMING: Die afgelope dekade was daar ‘n ontsaglike toename in die instelling en toepassing van elektroniese dokument- en rekordbestuurstelsels (EDRMS) op talle openbare terreine. Die Suid-Afrikaanse regering, in hierdie geval die kantoor van die Staatspresident, het nou ook hierdie stelsel aangeneem om te voldoen aan huidige wetgewing wat staatsinstellings verplig om papier te vervang met elektroniese media as die aanbevole manier om hulle amptelike besigheid te bedryf. Oor die algemeen, en soos dit ook blyk uit die beskikbare bronne, lyk dit egter asof regeringsinstansies agter geraak het wat dit betref. Die feit dat die verwagte voordele van hierdie stap nie deur staatsinstansies soos die Presidensie benut is nie, vorm die grondslag vir hierdie ondersoek, wat die prestasies en weiering wat gepaard gaan met die instelling van `n EDRMS en die faktore wat hierdie proses affekteer van nader beskou. Navorsing van die literatuur is gebruik as die belangrikse datainsamelingmetode vir hierdie ondersoek. Dit dien ook as die basis vir die manier waarop die onderwerpmateriaal benader is. Data is ook ingesamel van staatsinstansies wat `n EDRMS ingestel het, soos die instansie wat hier bestudeer word. Medical record sharing across healthcare organisations is fundamental for improving quality of care and reducing assistance costs. However, healthcare organisations are still struggling in building cross-organisation data sharing solutions due to strict data protection regulations that varies across states and regions, availability of a variety of technical standards for medical record sharing, and differences among organisations’ IT infrastructures that have been built over the years to satisfy organisations’ specific needs and requirements. This thesis reports our findings based on various research and industrial projects aiming at connecting healthcare organisations. The primary contributions of this dissertation are: • A methodology and an execution environment to define and execute cross- organisation data sharing processes in compliance with both data protection regulations and organisations’ requirements. The methodology consists of multiple steps that start with the extraction of compliance requirements from regulations and gathering of business requirements from the involved stakeholders, and end with the definition of data sharing processes and policies to satisfy the collected requirements. The modelling framework that supports the methodology provides to users the modelling tools and guidelines to define the business processes and policies for sharing privacy-sensitive data. The execution framework maps the business processes into actionable operations to manage privacy-sensitive data and data protection policies. • An event-driven service integration approach to support cross-organisation data sharing. The integration approach focuses on identifying data dependencies among institutions (i.e., data they produce, consume and would like to exchange) in form of events rather than analysing internal data structures. To support this approach, we propose a privacy-aware event-driven data-sharing protocol and a system architecture based on combination of Service Oriented (SOA) and Event Driven (EDA) architectural patterns. The data-sharing protocol and the underlying fine-grained access control policies provide control on the access and dissemination of sensitive information among the involved organisations. • A set of algorithms to detect and to prevent access control policy violations in data integration caused by the presence of functional dependencies. In data integration typically each source specifies its local access control policies and cannot anticipate the functional dependencies among sets of attributes (or any other type of data inference) that can arise when data is integrated. Functional dependencies can allow malicious users to obtain prohibited information by linking multiple queries and thus violating the local policies. To solve such issues, we propose algorithms to identify the sets of queries that can lead to such privacy violations. We then propose algorithms to identify additional policies that are able to prevent the identified queries from completion and thus prevent policy violations. We show how the proposed solutions have been applied in practice in building Electronic Health Record and Business Intelligence systems that involve cross-organisation sharing of privacy-sensitive data. The thesis reports also the validations of the proposed technologies with end-users and privacy experts, and the lessons learned after deploying an instance of the developed system in a multi-organisation scenario in Trentino, Italy.

ABSTRACT Electronic medical record (EMR) use has improved significantly in health care organizations. However, many barriers and factors influence the success of EMR implementation and adoption. The purpose of the descriptive qualitative single-case study was to explore health care professionals? perceptions of the use of EMRs at a hospital division of a major medical center. The study findings highlighted the challenges in transitioning from paper records to EMR despite the many benefits and potential improvement in health care. A description of the 16 health care professionals? perceptions of EMR use emerged by adopting the unified theory of acceptance and use of technology (UTAUT) model and NVivo 10 computer software to aid with the analysis of semi-structured, recorded, and transcribed interviews. Themes emerging from the analysis were in five categories: (a) Experience of health care professionals with a subtheme of workflow, (b) Challenges in transition from paper to EMR, (c) Barriers to EMR acceptance, with a subtheme of privacy, confidentiality, and security, (d) Leadership support, and (d) Success of EMR. The findings of the case study may inform health care industry decision makers of additional social and behavioral factors needed for successful EMR strategic planning, implementation, and maintenance.

Data network resource management and capacity planning are critical for network design, operation, and management. Equipment vendors often provide good information for traffic management and control and associated tools, but this information and the tools are based on independent, individual switches or routers rather than the whole network. There is a critical need for tools to monitor general resource usage in a network as a whole. In this research, we develop a toolkit to collect ATM Call Detail Records (CDRs) from two types of ATM switches from IBM and FORE Systems. Data records collected by the toolkit can then be used to assess network resource utilization and traffic characteristics with the objective of predicting future needs, making proper network management decisions, and ultimately, assisting in the ability to provide reliable quality of service (QoS) in the network. In addition, we examine current call detail records and requirements for more comprehensive network management and make recommendations for a standardized CDR.

Theoretically, the use of Electronic Medical Records (EMRs) holds promise of numerous benefits in healthcare provision, including improvement in continuity of care, quality of care and safety. However, in practice, there is evidence that the adoption of electronic medical records has been slow and where adopted, often lacks meaningful use. Thus there is a clear dichotomy between the ambitions for EMR use and the reality of EMR implementation. In the USA, a legislative approach was taken to turn around the situation. Other countries such as Canada and European countries have followed suit (in their own way) to address the adoption and meaningful use of electronic medical records. The South African e-Health strategy and the National Health Normative Standards Framework for Interoperability in eHealth in South Africa documents both recommend the adoption of EMRs. Much work has been done to establish a baseline for standards to ensure interoperability and data portability of healthcare applications and data. However, even with the increased focus on e-Health, South Africa remains excessively reliant on paper-based medical records. Where health information technologies have been adopted, there is lack of coordination between and within provinces, leading to a multitude of systems and vendors. Thus there is a lack of systematic adoption and meaningful use of EMRs in South Africa. The main objective of this research is to develop the components required to engender meaningful use of electronic medical records in the South African healthcare context. The main contributors are identified as EMR certification and consistent, proper use of certified EMRs. Literature review, a Delphi study and logical argumentation are used to develop the relevant components for the South African healthcare context. The benefits of EMRs can only be realized through systematic adoption and meaningful use of EMRs, thus this research contributes to providing a road map for engendering the meaningful use of EMRs with the ultimate aim of improving healthcare in the South African healthcare landscape.

Objectives: To investigate the impact of electronic health record (EHR) on diabetes management through examination of the effectiveness of implementation of EHR and to improve the quality of care and the cost-effectiveness on the use of EHR. Methods: Three databases, PubMed, Ovid Medline and Google Scholar, were searched with specific combination keywords including electronic medical record and electronic health record, and diabetes. Quality appraisal and extraction of data were conducted on literature that met with the inclusion criteria. Results: 10 literature studies, a total of 204,251 participants with diabetes, were included in this study. All subjects, with similar demographic and clinical characteristics, were from clinic and primary care setting with the use of EHR. Different outcome measures were compared and to evaluate the effectiveness of EHR on quality of care and cost-effectiveness. Discussion: The impact of EHR on effectiveness of diabetes management, potential factors of barrier for adoption and the limitation for implementation of EHR were discussed. These suggested that further research is needed to have stronger evidence to widespread the use of EHR in Hong Kong as a future direction on public health issue. Conclusion: In this systematic review, EHR showed potential benefit in improving the quality of care and reduce the health care expenditure for long term running. Patient safety and efficiency are yet to be covered in the studies. Further research is needed on the acceptability and applicability of the use of EHR in Hong Kong.

ENGLISH ABSTRACT: The research study assessed records management practices in the Limpopo Department of Agriculture (LDA), with the focus being on human resources records. Human resources records management practices were assessed in four key performance areas, namely: policy and regulatory framework, storage requirements, integrity of paper-based and electronic records, and efficiency and effectiveness of the registry system. The assessment tool, as prescribed in the Best Practice Model for Keeping and Managing Paper-Based Employee Records, was used. Research findings showed that LDA's performance in terms of records management practices do not comply with the set policies and regulatory framework and that the storage conditions are insecure. Research findings were evaluated and possible strategies for improving the management of human resources records are recommended. The adoption of awareness campaigns for staff, a coordinated training programme as well as the provision of support of top management, are some of the strategies recommended.
AFRIKAANSE OPSOMMING: In hierdie navorsingstudie is rekords van bestuurpraktyke in die Limpopo Departement van Landbou (LDL) geassesseer, met die fokus op menslikehulpbronrekords. Die menslikehulpbronrekords is geassesseer op grond van vier kernprestasie-areas, naamlik die beleids- en regulatoriese raamwerk, bergingsvereistes, integriteit van papiergebaseerde en elektroniese rekords, en doeltreffendheid en effektiwiteit van die registerstelsel. Die assesseringstelsel soos voorgeskryf deur die Best Practice Model for Keeping and Managing Paper-Based Employee Records is gebruik. Navorsingsbevindings het getoon dat die LDL se prestasie ten opsigte van rekordbestuurpraktyke nie voldoen aan beleide nie en dat ‟n regulatoriese raamwerk en veilige bergingstoestande nie bestaan nie. Information plays a very significant role in the economic development of the enterprises. It is increasingly used as a corporate resource to improve productivity, efficiency and effectiveness. This means that information in the form of records, is a strategic weapon to gain competitive advantage for the enterprise that creates and receives them. The study explores the problems that are facing terminology in the study of information management and records management. The problems that exist in terms of terminology are so intense that there is yet no universally acceptable definition for records and records management. The basic elements of records management are explored in attempt to position records management as an information management function. It demands records as vital information resources be managed throughout their life cycles, at a strategic level in much the same way as other economic resources such as people, money and land. In managing records effectively, the education and training of records managers is regarded as imperative. In order to test the information management function of records management, a survey is administered within Enterprise ABC to observe the records management practices amongst the records staff. The findings of the survey reveal that the records management practices within Enterprise ABC are chaotic in the sense that there are no standards and procedures that govern the flow of records within the enterprise.

The introduction of technology has affected the service standards of most service organizations. Organizations were either negatively or positively affected. (Polokwane Municipality is no exception). Records management as a major function of service organizations needs to be developed to cope with the challenges brought about by technology. The study, therefore, investigated the possible role of electronic records management in a service organization. The aim of electronic records management is to improve service quality. By making use of an electronic records management system, organizations can render quality service. The introduction of technology in records management affects several aspects such as space, time, costs, customer satisfaction and the role of the records manager. Although technology may improve the standard of service in organizations, it is important for organizations to embark on staff development programmes. Employees should be trained to use the existing system, and encouraged to further their studies. Furthermore, organizations should encourage employees to affiliate with professional organizations, as the latter enables employees to embark on a process of lifelong learning. Once a well-trained workforce has been established, responsibilities must be allocated. Employees should be made aware of their limitations. Some should be tasked only with scanning in new information, while others could be made responsible either for maintaining or disposing of records. The most senior member of staff in the records management section should be responsible for any actions with regard to the disposal of records. Other departments such as Information Technology (IT) should assist with their expertise.

This study focuses on records management in support of service delivery in the public health sector of Limpopo Province, South Africa. The study sought to investigate whether the current records-keeping practices support or undermine service delivery and the e-health readiness level. Mixed methods were used for the survey. Questionnaires, observation and interviews were used to collect data. Purposive sampling method was used to identify interview participants and stratified random sampling for questionnaire participants. The total population of the study was 324 from which 210 participants were sampled. The response rate was 77% (162). The study discovered that records management negatively affected timely and effective health care services. This resulted in long patient waiting times and patients being treated without their medical history records. The study recommended the introduction of an electronic records management system capable of capturing and providing access to a full patient record and tracking paper record movement.

This study focused on records management in churches, particularly the Friends Church (Quakers) in Kenya. The study sought to find out the record types and formats created or received, establish records management systems currently being used, investigate the challenges faced in managing the records, and assess the status quo in records management as well as recommend possible solutions for the Friends Church in Kenya. Both qualitative and quantitative were used to collect data from the field. Through interviews, data was collected from pastors, church administrators, and church members. Exploratory research design was adopted in conducting in-depth interviews among the participants in order to understand records management practices in the Friends Church in Kenya and provide recommendations for improvement. Purposive sampling technique was adopted to select a sample size of 24 participants who included individuals with relevant information about records management in the Friends Church in Kenya. The response rate for this study was 100 percent. The study discovered that records created or received by the Friends Church in Kenya were not properly managed. This was due to lack of an electronic system of records management, inadequate qualified personnel to manage records, inaccessible records when needed, lack of fire protected cabinets, poor leadership, among others. These culminated to time wastage in churches, conflicts, overspending on various church activities, unproductivity, loss of file(s) that contain vital information, poor organization and culture, and some committed church members left the church. The Study concluded that for the Friends Church to achieve operational efficiency, it is important that the church leadership establish records management offices that are equipped with requisite resources to effectively manage paper based records and electronic records.

Abstract:
For over forty years, archivists and records managers have developed and advocated numerous theories and methodologies for the preservation of authentic and reliable organizational digital records. Many different tools, standards, and guidelines have been created to enhance and safeguard the content and context of digital records across multiple migrations. In addition, several archives have been able to create and sustain full-scale digital preservation programs. However, in spite of these successes, most archives and records management programs are not yet capable of preserving digital records indefinitely. Long-term archival digital preservation advocacy is defined as efforts undertaken by archivists and records managers to convince others, inside and outside their professions, to support the concepts, methodologies, and resources necessary to implement long-term digital preservation. Advocacy as a political- and policy-focused activity to convince a targeted audience to act is distinguished from archival “public programming” that is centered around outreach, publicity, exhibitions, and reference services. Advocacy for long-term digital preservation has not been widely successful, as evidenced by the relative small number of fully supported and fully functional archival digital preservation programs. As a result, the potential for a “dark age” characterized over the long term by a dearth of surviving, readable, and contextualized digital records is very real. This thesis explores why advocacy efforts have created only limited success, as well as what might be done to improve this situation. It rethinks long-term digital preservation as an issue of advocacy and will, as well as one of technology, strategy, or theory. Chapter One opens the thesis with a brief discussion of computers and digital records, placing advocacy efforts within a historical and technological context. Chapter Two presents an intellectual history of long-term digital records preservation advocacy literature and practice, demonstrating how advocacy “messages” have been formulated, disseminated, and “sold.” It also illustrates the multitude of informational resources and technological “solutions” that are now available to assist archivists and records managers in undertaking long-term digital preservation activities. Chapter Three tests the resonance of advocacy efforts through a series of surveys which I conducted with archivists and records managers from a variety of government, corporate, educational, and other institutions, as well as follow-up interviews with Manitoba-based records professionals. Survey questions were developed based on my examination of long-term digital preservation advocacy literature in Chapter Two, while interview questions were based on the responses of survey participants. Chapter Four concludes the thesis with a series of recommendations on improving long-term digital preservation advocacy. It argues for archivists and records managers to increase their personal commitment to long-term digital preservation, which includes having the will to embrace change and get started. Records professionals must also produce more practical internal guidance to assist archivists and records managers in undertaking preservation activities. In addition, the development and delivery of external advocacy “messages” must be improved, so that advocacy arguments better resonate with those responsible for funding organizational records management and archival preservation programs for digital records.
