Abstract:
The southern brown bandicoot (Isoodon obesulus) occurs across the periphery of southern and eastern Australia as a series of isolated regional populations. Historical records and recent surveys conducted for I. obesulus indicate that it has disappeared or decreased significantly from many parts of its former range. Vegetation clearance, habitat fragmentation, feral predators and fire have all been implicated in the decline of the species. This paper examines the distribution of I. obesulus in the Portland region of south-western Victoria. Historical records of I. obesulus were compiled from the specimen collection of Museum Victoria, the Atlas of Victorian Wildlife, Portland Field Naturalists’ Club records and anecdotal sources. Field surveys were conducted to determine the current distribution of I. obesulus in the study area based on evidence of its foraging activity. The historical records reveal limited information: most are clustered around centres of human activity, indicating observational bias. The field surveys demonstrate that I. obesulus occurs in the Portland region as a series of local populations. Each local population is associated with a patch of remnant native vegetation separated from neighbouring patches by dispersal barriers. Within these habitat remnants the occurrence of the species is sporadic. Approximately 69% of the potential habitat is managed by the Forests Service, 31% is managed by Parks Victoria, and less than 0.5% is held under other tenures. Spatial isolation of habitat remnants, fires and feral predators are the main threats to I. obesulus in the Portland region.

Abstract:
Purpose – Procurement records are critical for the effective execution of the procurement process and have been applied as tools to measure compliance and performance of Public Procuring and Disposing Entities (PDEs) by the regulating authority in Uganda – the Public Procurement and Disposal of Assets Authority (PPDA). However, the state of records in various Ugandan PDEs depicts poor records management. This situation has adversely affected the effective creation, usage and storage of public procurement records. This compromises the value and importance of records within the procurement process, with most documents being unavailable and unreliable. The purpose of this study is to investigate the relationship between procurement records compliance, effective risk management and records management performance in Ugandan PDEs. Design/methodology/approach – The study adopted a quantitative research design and used a cross-sectional survey. The researchers developed a questionnaire on the study constructs of procurement records compliance, effective risk management and records management performance using measurement scales derived from previous empirical studies which were modified to suit the current study. Findings – The results indicate quantitative evidence of significant positive relationships between procurement records compliance, effective risk management and records management performance. Findings also reveal that procurement records compliance and effective risk management are significant predictors of record management performance. The results also suggest that effective risk management has a stronger influence on records management performance than that on procurement records compliance. Research limitations/implications – The study context is sub-Saharan Africa, and the findings are, therefore, limited to that context; they reflect existing knowledge in other contexts. The use of a standard questionnaire limited the ability to collect views about information outside the questions asked. The study was only cross-sectional, and the study variables could not be analyzed over a long time. Common methods bias remains a potential threat; future studies should use different source data. Practical implications – Custodians of procurement records, that is, procurement officers, records officers and accounting officers for Ugandan PDEs need to pay special attention to prevailing records laws and policies to minimize risks associated with the poor management of records, as well as improve performance in the management of records creation, storage, retrieval, access and the preservation of vital records. Originality/value – The study contributes to an important area which has not been given attention in the context of sub-Saharan Africa, especially Uganda where there is a difficulty of linking the value of records management to business processes due to a lack of quantitative evidence.

AbstractIntroduction:This study was undertaken to identify prehospital system and management deficiencies and preventable deaths between 01 January 1997 and 31 December 1998 in 243 consecutive Victorian road crash victims with fatal outcomes.Methods:The complete prehospital and hospital records, the deposition to the coroner, and autopsy findings were evaluated by computer analysis and peer group review with multidisciplinary discussion.Results:One-hundred eighty-seven (77%) patients had prehospital errors or inadequacies, of which 135 (67%) contributed to death. Three-hundred ninety-four (67%) related to management and 130 (22%) to system deficiencies. Technique errors, diagnosis delays, and errors relatively were infrequent. One of 24 deaths at the crash scene or en route to hospital was considered to be preventable and two potentially preventable.Conclusion:The high prevalence of prehospital deficiencies has been addressed by a Ministerial Task Force on Trauma and Emergency Services and followed by the introduction of a new trauma care system in Victoria.

Today, in an overproduction of documents, it is necessary to be able to differentiate between important and unimportant; it is necessary to be able to properly select archival records and to dispose of current records. The processes of selection and disposal are very important in the system of protection of materials whose final goal is preservation of archival records and their transfer to the Archives. Although there are several measures ensuring the proper creators' procedures implementation, it is a very complex and responsible work for the Archives Advisory Board, because it must remove all the possibilities of an improper creators' disposal. In this article, we will describe the significance and the procedure of selection of archival records and disposal of current records in the records management under the supervision of the Historical Archives Sarajevo with all their advantages and disadvantages.

Abstract:
Purpose – The purpose of this study is to examine records management practices as factors influencing the administration of the Church of Nigeria (Anglican Communion). Design/methodology/approach – The study adopted the causal-comparative research design of the ex post facto type. The multi-stage sampling technique was used to select the sample for the study. A four-point Likert scale questionnaire that ranged from strongly disagree, disagree, agree and strongly agree was used to collect data. Three research questions were raised and answered. Data collected were analyzed using descriptive statistics. Findings – The outcome shows the various records management practices that the Church engaged in which include the creation, maintenance, ease of access to, use, preservation and final disposal of the records. Other findings of the study also revealed the joint influence (positive relationship) of records management practices (records creation, use, maintenance and retention or disposal) on the administration of the Church of Nigeria (Anglican Communion) to be significant which follows that there is a significant positive relationship between records management practices and administration of the Church of Nigeria (Anglican Communion). Also, it is only record use (β = 0.27; t = 5.53; p < 0.05) that has a significant relative influence on the Church of Nigeria’s (Anglican Communion) administration. Others like record creation or received (β = 0.02; t = 0.28; p > 0.05), records maintenance (β = −0.06; t = −0.93; p > 0.05) and records retention or disposal (β = 0.11; t = 1.76; p > 0.05) have no significant influence on the church administration. Therefore, it is only records use that can predict or influence the administration of Anglican Church positively. Originality/value – The study is the original findings of the authors.

The growing recognition of recreational and amenity demands on water systems introduces a multitude of issues, many of them complex, to the established tasks of water quality management and water management generally. Victorian case studies are presented. They (1) illustrate the range and diversity of situations that can arise in managing competition and enhancing compatibility between traditional water supply objectives and recreational demands. (2) Fluctuation of storage levels, essential to storage operations, detract from recreational value. Recreational and tourism demands upon Lake Hume have grown to threaten traditional operating flexibility. (3) Mokoan is another such instance, but with its supply function in a state of flux, Lake Mokoan provides more scope for a shift in the balance. (4) Salinity management has become an issue in the management of lakes and wetlands when water supply interests and environmental/recreation interests respectively have different perspectives on salt disposal. (5) Recreational use of town supply sources has long been a vexed issue, although marked shifts in the attitudues of many supply authorities have occurred in recent years. (6) Eutrophication of lakes and estuaries raises difficult issues of responsibility and scientific uncertainty, and the water management connection may be tenuous but will attract public attention. (7) The water body attributes valued by specialised recreational interests require definition in terms that water managers can deal with using routine techniques of systems analysis and evaluation. (8) The demands of the fish population and anglers introduce a new perspective in river management and perceptions of instream values are changing markedly. (9) Direct costs of recreational services supplied by water authorities are not fully accounted: allocation choices and fiscal incidence will emerge as issues of significance. (10) These case studies raise only a fraction of the total range of matters that will, in the years to come, tax the technology and political skills of governments and management.

In 1985, groundwater pumping from shallow aquifers, with off-farm disposal, began near Girgarre in the Goulburn Valley, Victoria, to provide salinity control to about 1000 ha of farming land. Two groundwater pumps (TI02 and T103) ran continuously for the first 5 years of the project before reverting to intermittent pumping. The operation of a third pump (T103) was based on the capacity for disposal into an evaporation basin. Following 3 years of groundwater pumping, significant reductions in root-zone (0-0.6 m) soil salinity levels were recorded in both annual and perennial pasture paddocks within 350 m of a pump. Yields of perennial pasture on all monitored paddocks showed a significant increase after commencement of the project. In a paddock 300 m from a groundwater pump, average dry matter production increased from 6.3 to 17.2 t/ha. year within 4 years of pumping. Reclamation was reduced by more than a year on paddocks not subjected to irrigation, or those located >800 m from a groundwater pump. Once reclamation was achieved from continuous pumping, the introduction of intermittent pumping continued to maintain optimum soil salinity and pasture production levels on the irrigated paddocks. However, on a dryland paddock and those located >800 m from a pump, increasing fluctuations in soil salinity and soil sodicity levels were measured under this management regime.

The effectiveness of delivery of services in universities lies in their ability to develop and adopt records management procedures to assist staff in managing records. This study utilised life cycle model to discuss records management procedures and service delivery in universities, with particular emphasis on the Islamic University in Uganda (IUIU), a private university. The objectives were to find what types of records were being generated and their formats, establish who is responsible for managing the records, and eventually, make suggestions for improvement. The purposive sampling approach was used to select top managers and heads of departments in the university while simple random sampling was used to select administrative assistants. Data was collected using a questionnaire, interviews, observation and document analysis. Quantitative data was analysed using descriptive statistics and qualitative data was analysed using interpretative analysis. The findings revealed that although IUIU maintained both manual and electronic records, it lacked adequate records management procedures and records were managed on an ad hoc basis. There was also a shortage of trained records management personnel, leading to challenges with the creation, distribution, use, maintenance and disposal of records, which affected service delivery. The study recommended that IUIU should develop and adopt records management procedures to ensure that there is a standard approach to managing records.

Koala populations in Australia are declining due to threats such as chlamydiosis, wild dog predation and vehicle collision. In the last decade, grazing livestock emerged anecdotally as a threat to koala survival in areas where koala habitat and livestock grazing land overlap. This is the first study investigating the significance of livestock-inflicted injuries and deaths in koala populations over a large spatial and temporal scale. We investigated the outcome, scale, and frequency of livestock–koala incidents via an online survey and analysed koala admission records in Queensland wildlife hospitals and a wildlife rescue group (Wildlife Victoria) in Victoria. The results provide evidence of both livestock-inflicted injuries and deaths to koalas, especially as these have been confirmed by witness statements. The outcomes for the koala victims of the incidents were severe with a 75% mortality rate. The reported frequency of livestock–koala incidents was low but increasing, with 72 cases (0.14% out of 50,873 admissions) in Queensland wildlife hospitals during 1997–2019, and 59 cases (0.8% of 7017 rescue records) in Wildlife Victoria during 2007–2019. These incidents were likely to be under-reported due to the remoteness of the incident location, possible mis-diagnoses by veterinarians and the possible reluctance of farmers to report them. Future research is encouraged to explore the mechanics and causes of livestock–koala incidents and to develop management strategies to minimise the livestock threat to koalas.

Freshwater temporary wetlands are a little-studied ecosystem worldwide. They have been recognised as critically endangered in south-eastern Australia under Australian biodiversity conservation legislation. However, little has been recorded about their hydrology, functioning or biodiversity values; i.e. the factors that make them intrinsically ‘swampy’. In this paper, we developed a simple threshold model of wetland hydrology based on historical rainfall records and calculated evaporation records matched to records and recollections of the owners of swamps, and documented water-plant and microalgal species richness. The model indicated that swamps were inundated to at least 10-cm depth in an average of 6.3 years per decade for most of the 20th century. The average dry time between inundations was 1.27 years (maximum of 4.5 years). Since 1998, the frequency of inundation appears to have decreased, and the average dry times have increased. Despite, or because of, their temporary nature, these swamps have high biodiversity values among the vegetation and the microalgae, more than has been recorded for near-by permanent wetlands. There is no evidence that a drier and warmer climate will have a negative impact on biodiversity values; however, land management is likely to be important for maintaining these systems as the climate changes.

Abstract:
Purpose The purpose of this paper is to examine the strategies and dynamics of the fledging accounting professional project in the context of boom, bust and reform in colonial Victoria. In doing so, the study provides evidence of the association of members of the Incorporated Institute of Accountants, Victoria (IIAV) (1886) and other auditors with banks that failed during the early 1890s Australian banking crisis, and addresses the implications for the professionalisation trajectory. Design/methodology/approach The study uses primary sources, including the surviving audited financial statements of a selection of 14 Melbourne-based failed banks, reports of relevant company meetings and other press reports and commentaries, along with relevant secondary sources, and applies theoretical analysis informed by the literature on the sociology of the professions. Findings IIAV members as bank auditors are shown to have been associated with most of the bank failures examined in this study, thereby not being immune from key problems in bank auditing and accounting of the period. The study shows how the IIAV, while part of the problem, ultimately became part of a solution that was regarded within the association’s leadership as less than optimal, essentially by means of 1896 legislative reforms in Victoria, and also addresses the associated implications. Practical implications The study reveals how a deeper understanding of economic and social problems in any context may be obtainable by examining surviving financial statements and related records sourced from archives of surviving business records. Originality/value The study elucidates accounting’s professionalisation trajectory in a colonial setting during respective periods of boom, bust and reform from the 1880s until around 1896 and provides insights into the development of financial auditing practices, which is still an important topic.

The paper assesses the digital records management practices in government ministries in Manicaland province. The study employed a qualitative and interpretive multiple case study research design in the assessment of digital records management practices in the ministries. The study established that most of the digital records management practices in government ministries in Manicaland province do not meet the measure of best practice as envisaged by several international records management standards, particularly the generic standard ISO 15489-1 2016. The lack of clear provisions for digital records in the NAZ Act, absence of policies for digital records and failure to implement international records management standards for digital records, as recommended by NAZ, is having a negative influence on the management of digital records in government ministries in Manicaland province. The performance of digital records management processes such as records creation and capture, classification, access and security control, storage, preservation, and digital records disposal is not adhering to international standards for digital records management. It was further revealed that personnel managing digital records lack the critical competencies required for digital records management work. The study recommended the review of the NAZ Act to include specific provisions for digital records, formulation of digital records management policies and the implementation of standards recommended by NAZ, improvement of records officers’ competences through short courses on digital records management and adherence to international standards for records management in the performance of digital records management processes.

One of the possible consequences of biological invasions is the decrease of native species abundances or their replacement by non-native species. In Andean Patagonia, southern Argentina and Chile, many non-native animals have been introduced and are currently spreading. On Isla Victoria, Nahuel Huapi National Park, many non-native vertebrates were introduced ca. 1937. Records indicate that several native vertebrates were present before these species were introduced. We hypothesize that seven decades after the introduction of non-native species and without appropriate management to maintain native diversity, non-native vertebrates have displaced native species (given the known invasiveness and impacts of some of the introduced species). We conducted direct censuses in linear transects 500 m long (n= 10) in parallel with camera-trapping (1,253 camera-days) surveys in two regions of the island with different levels of disturbance: high (n= 4) and low (n= 6) to study the community of terrestrial mammals and birds and the relative abundances of native and non-native species. Results show that currently non-native species are dominant across all environments; 60.4% of census records and 99.7% of camera trapping records are of non-native animals. We detected no native large mammals; the assemblage of large vertebrates consisted of five non-native mammals and one non-native bird. Native species detected were one small mammal and one small bird. Species with the highest trapping rate were red and fallow deer, wild boar, silver pheasant (all four species are non-native) and chucao (a native bird). These results suggest that native species are being displaced by non-natives and are currently in very low numbers.

Abstract ContextThe broad-toothed rat (Mastacomys fuscus; BTR) is distributed throughout south-eastern Australia, but its populations are restricted and dispersed. BTRs prefer cooler, wetter habitats and, as such, future climate change is projected to lead to further range reductions. However, recent changes in its distribution have not been well documented, and there is limited knowledge about the current occupancy and population size of the species in Victoria. AimsTo evaluate recent historical changes in the distribution of BTRs in Victoria, and to test whether changes in distribution are correlated with climate and elevation. MethodsWe obtained all documented records of BTRs in the state before 1990 and used field notes and verbal descriptions to geo-reference their historical localities. We then used a repeated sampling design to resurvey all historically occupied sites with a geographic coordinate uncertainty of 4km or less. We tested for the effects of climate and elevation on the persistence of BTRs. Key resultsWe detected BTRs at 32 of 68 historical sites surveyed. Consistent with climate model predictions, site persistence was more likely to occur at sites of higher elevation and precipitation and less likely to occur at sites with a higher temperature. Minimum temperature of the coldest month was the single best predictor of persistence. ConclusionsThese results demonstrated a substantial decline in the persistence of BTRs at historical sites across Victoria and provided a benchmark for future monitoring and management efforts. ImplicationsThe decline of BTRs from historically occupied sites across Victoria is consistent with their listing as endangered in the state, and climate correlations suggest further declines, with projected climate change compounding other threats to the species such as introduced predators, feral herbivores, fire and land use. However, the status of BTRs in Victoria and understanding of the threats to their persistence are based on sparse data, highlighting the critical need for more effective monitoring of the species.

The appraisal and disposal of the records in Agriculture Faculty had not been conducted regularly because of the under qualified skills of records manager and the lack of facilities in archival activities. The research was conducted by observation-participant method, interview, and literature study. The results of the study provide suggestions that management of records in Agriculture Faculty of Universitas Gadjah Mada should had a workflow and must be and socialized to each unit to facilitate the final process in records management that was appraisal and disposal of the records. In addition, the authors suggested that the proposed addition of archivists who can strengthen the implementation of records management and supported by adequate facilities for both records and archivists.Makalah ini merupakan pengembangan dari laporan tugas akhir berjudul Evaluasi Terhadap Program Penilaian dan Penyusutan Arsip di Fakultas Pertanian Universitas Gadjah Mada. Program penilaian dan penyusutan arsip merupakan salah satu wujud kebijakan dalam manajemen kearsipan. Penilaian dan penyusutan arsip di Fakultas Pertanian belum dilaksanakan secara berkala karena terkendala oleh jumlah arsiparis, kemampuan arsiparis, dan minimnya fasilitas yang ada dalam pelaksanaan kegiatan kearsipan. Penelitian dilaksanakan dengan metode observasi-partisipatif, wawancara, dan studi pustaka. Hasil penelitian memberikan saran jika pengelolaan arsip di lingkungan Fakultas Pertanian Universitas Gadjah Mada harus memiliki alur yang jelas dan disosialisasikan kepada setiap unit kerja untuk memudahkan proses akhir dalam manajemen kearsipan yaitu penilaian dan penyusutan. Selain itu, penulis menyarankan agar diusulkan penambahan tenaga arsiparis yang dapat memperkuat pelaksanaan pengelolaan arsip serta ditunjang dengan fasilitas yang memadai baik untuk arsip maupun arsiparis.

The purpose of this study is to demonstrate that records surveys are a critical function that supports a framework for managing public records. The study was motivated by the recognition that the key step in ensuring that records are properly managed on a continuing basis at each stage of the life cycle is to examine all records created and maintained by an office through, among other activities, conducting a records and information management survey. The study employed a quantitative methodology to gather data using self-administered questionnaires completed by registry supervisors working in government ministries, face-to-face interviews held with former and current National Archives of Zimbabwe archivists and records management assistants as well as content analysis of records survey reports. The findings revealed that records surveys are a strong pillar supporting the framework for managing public records in Zimbabwe. However, most public registries have not yet realized the benefits of records surveys due to the difficulties that hinder them from implementing the recommendations. The study recommends that key records management activities such as records appraisal, developing a vital records management programme and creating retention and disposal schedules may be effectively managed if the recommendations of records surveys are implemented by public registries in Zimbabwe.

The Non-Arthropod Wet Type Collection consists of approximately 1660 lots of specimens spread across 13 phyla. The collection covers a range of taxa including Annelida (earthworms, leeches, bristle worms); Echinodermata (sea stars, brittle stars, sea cucumbers); Mollusca (snails, octopus, squid, cuttlefish); Porifera (sponges); Cnidaria (anemones, hydroids). The majority of specimens in the collection are preserved in 70% ethanol or 10% formalin. Being a collection of zoological type specimens, this collection is considered to be of high scientific value and is irreplaceable. Concerns over possible deterioration and a lack of documented history of preservation, led the Museums Victoria Marine Invertebrate Section and Conservation Department to undertake an audit to assess and document the current state of the collection. The aim of the assessment was to: establish baseline data covering the physical condition of specimens, jars and seals. assess the chemical properties of the preservation fluid. where required, undertake appropriate preventative and remedial treatment. data gathered from the audit will be loaded onto the museum’s database (EMu). As part of the audit, implementation of a storage location management system using Museums Victoria Wireless Input System for EMu (MVWISE) was incorporated into the project. Storage location management using MVWISE ensures that object and container records have their current Location updated in EMu when they are physically moved. Implementing object barcoding in a collection that is preserved in fluid where specimens are tiny and stored in vials is problematic. We report on the strategy used to overcome these issues without compromising the best practice for fluid preserved specimens. Advantages of barcoding the fluid preserved specimens of the Invertebrate Type Collection at Museums Victoria include the ability to easily audit the collection even when the taxonomic nomenclature has changed.

The implementation of electronic records management at the Council of Europe was a crucial step in leading the intergovernmental human rights organization towards comprehensive corporate information management. The motivation for introducing records management was to improve access to information. Finding information proved to be difficult due to the fragmented information landscape, combined with a lack of governance for digital information. To amend this situation, corporate control and standardization were introduced along the whole information life cycle, involving the information producers as key players. The article describes this implementation, covering roughly the decade from 2008 to 2018, from its foundations and preparations to the deployment, awareness-raising and training activities. Special emphasis is put on the instruments that support a standardized records management approach, such as business classification scheme, retention and disposal schedules, and metadata. The success and failure points are briefly presented. It appears that records management can be a catalyst for corporate-wide information management.

This paper reports on the social and business profiles of 39 landholders (in three groups) in north-east Victoria, participating in an Environmental Management Systems (EMS) project, and their motivations for participating in EMS. The level and type of record keeping, formal monitoring, use of electronic technology, and interest or capacity to monitor their environmental performance were also assessed because this is a crucial part of the EMS process and one that research has not reported on to date. Landholder participation in EMS was mostly for reasons of wanting to better account for sustainability issues in farm management. Most participants recorded rainfall, soil test results, production measures and chemical use (in total 69–97%); however, 31% kept no chemical records. Few kept records of remnant native vegetation, pasture management, weeds, pest animals or native fauna. Electronic record keeping systems were used by 26% of participants. Almost all owned a computer and over 70% used the internet and email. To assess interest and capacity to monitor environmental performance, participants were introduced to a water balance calculation tool (this being a locally relevant issue) and asked to calculate their own values. Most participants needed two to three visits to gain confidence to perform the calculations and most did not view the tools as being of much relevance. This was in strong contrast to previous work carried out in the southern Riverina of New South Wales. We conclude that environmental monitoring is more important for catchment management authorities (CMAs) and state agencies than for landholders. If CMAs are to assess how on-farm actions lead to improved environmental performance, there is a need to collect information remotely, invest in monitoring or provide incentives for farmers. There appears to be insufficient record keeping and monitoring by landholders to trace chemical residue problems. This, in addition to a lack of environmental monitoring, means that farmers in north-east Victoria cannot substantiate either ‘clean’ or ‘green’ claims. Future work should focus on awareness and education in natural resource management, as well as improved record keeping and monitoring. Some form of recognition will be needed if the majority of farmers are to participate in environmental programs. Introductory EMS training provides a means of improving business outcomes, documentation and improving environmental management.

Design/methodology/approach The sample population comprised 27 respondents who were drawn from different categories of staff through census sampling as follows: 4 records officers, 3 record clerks, 10 chief officers and 10 secretaries. The study used a qualitative research approach where interview schedules and observation were used for data collection. Findings It was established that Nyamira County generated various types of records including policy related records, financial records and auditing records. It was submitted that records management is essential in support of governance as it forms a basis for equity in resource distribution, hence fostering confidence among the public, which results in good will from the people on County government projects. The study noted various challenges including inadequately trained staff on records management, lack of records disposal and retention schedules, inadequate equipment and space and inadequate policies and standards. Originality/value The study concluded that poor records management practiced in Nyamira County was a great hindrance to good governance and recommended that county governments should formulate and implement records management policies, standards and guidelines and provide adequate budgetary allocations to ensure that the records management practice that is in place supports governance.

The rate and spatial scale at which natural environments are being modified by human land-uses mean that a regional or national perspective is necessary to understand the status of the native biota. Here, we outline a landscape-based approach for using data from the ‘New Atlas of Australian Birds’ to examine the distribution and status of avifauna at a regional scale. We use data from two bioregions in south-east Australia – the Gippsland Plain and the Strzelecki Ranges (collectively termed the greater Gippsland Plains) – to demonstrate this approach. Records were compiled for 57 landscape units, each 10′ latitude by 10′ longitude (~270 km2) across the study region. A total of 165 terrestrial bird species was recorded from 1870 ‘area searches’, with a further 24 species added from incidental observations and other surveys. Of these, 108 species were considered ‘typical’ of the greater Gippsland Plain in that they currently or historically occur regularly in the study region. An index of species ‘occurrence’, combining reporting rate and breadth of distribution, was used to identify rare, common, widespread and restricted species. Ordination of the dataset highlighted assemblages of birds that had similar spatial distributions. A complementarity analysis identified a subset of 14 landscape units that together contained records from at least three different landscape units for each of the 108 ‘typical’ species. When compared with the 40 most common ‘typical’ species, the 40 least common species were more likely to be forest specialists, nest on the ground and, owing to the prevalence of raptors in the least common group, take prey on the wing. The future status of the terrestrial avifauna of the greater Gippsland Plains will depend on the extent to which effective restoration actions can be undertaken to ensure adequate representation of habitats for all species, especially for the large number of species of conservation concern.

The objective of this study was to identify limitations to the use of electronic medical records (EMRs) in general practice and to identify consequent limitations to the value of EMRs as data sources for research or case finding. Patient demographic, diagnostic, therapeutic and administrative data pertaining to osteoporosis management during 2003 were extracted from the EMRs of participating general practitioners (GPs) in Bendigo, Victoria. Data quality was measured primarily by the absence of data from fields. Twenty-three of 60 eligible GPs participated; 29, 356 patient records were searched. Patient age or sex was missing from 1.2 per cent of records. For those with a diagnosis of osteoporosis on the record, reason for prescription was missing for 54 per cent of patients receiving osteoporosis medications, recording of Authority numbers was inconsistent and only 31 per cent of records noted fracture site in the prescription free-text detail field. The study concluded that missing data compromises the value of general practice EMRs as data sources. Researchers wishing to use EMR data will benefit from assisting GPs to appreciate and use EMR capabilities and to appreciate the value of maintaining accurate and complete datasets.

This study assessed the practices of the records management system in the public schools in the Division of Mandaue City on the school year 2012-2013 towards the adoption of an Enhanced School Records Management System. The study further considered the profile of the respondent groups as vital variables which significantly affected the performance of the school records officers or custodians. Specifically, this study was conceived to look into the level of implementation of the different components of the Records Management System as perceived by the respondents namely; the functions of School Records Office, the Duties and Responsibilities of the Records Officers and the Records Management Operating Procedures which includes the handling of mails and communications, handling of legal documents and administrative issuances, classification guide for filing school management documents, procedure for filing, servicing with files, request for personal information, access to files, records disposal procedure, preservation of records and the retention period or life cycle of records and documents. The responses were identified and analyzed using the weighted mean formula of which the results were collated and tabulated. Finally, this study aimed to determine the mean difference among the respondent groups’ perceptions on the aforementioned prescribed aspects of the School Records Management which was statistically treated through the t-test model. The tally described the results of the respondents’ perceptions on the two aspects, the functions of the records office and the duties and responsibilities of records officers, as not significantly related to each other. Both respondents were almost attuned in their perceptions on the abovesaid two aspects. However, a different picture had been seen on the third aspect, operating procedures of Records Management, which established a significant mean difference among the perceptions of the respondent groups. It is, therefore, in this particular aspect, records management procedure of operations, that the researcher shall devout vast attention in order to enhance and streamline the records management system of public schools in Mandaue City Division.

The results of a trapping and spotlighting survey in Victoria of the squirrel glider, Petaurus norfolcensis, coupled with examination of historical records showed that the species is restricted to the Riverine Plains, Northern Uplands and northern slopes of the Western Highlands. Within these regions squirrel gliders inhabit remnant woodlands or open-forests which have mature or mixed-age stands of more than one eucalypt species, or riparian open-forests of Eucalyptus camaldulensis. The mixed-species stands which support squirrel gliders invariably include gum-barked and high nectar-producing species including some which flower in winter. The riparian open forests typically contain mature Acacia dealbata which may provide an important winter carbohydrate source. The squirrel glider was often the only arboreal mammal detected at a site; if another species was present it was usually the common brushtail possum, Trichosurus vulpecula. Other petaurids rarely occurred at the same site. We suggest that in Victoria the ecological tolerance of the squirrel glider is narrow 'and that the species should be considered vulnerable because most of its habitat has been cleared for farming. Commercial exploitation of timber and grazing of stock in much of the remaining habitat places further stress upon the small, fragmented populations of this species.

Despite the increase in popularity of the zero waste (ZW) concept, the successful implementation of this concept in waste management is still facing many challenges. The plastic recycling rate in Australia is at only about 9.4% (in 2017–2018). The state of Victoria (in Australia) has proposed an ambitious 10-year plan to upgrade its waste and recycling system and to divert about 80% of waste from landfills by 2030. The aim of this research is to study this currently proposed waste management plan and to develop a simulation model to assess the feasibility of achieving 80% diversion rate by 2030. The feasibility of achieving zero plastic waste by 2035 has also been assessed. In this direction, the existing knowledge of global ZW implementation has been reviewed to gain understanding of the challenges, obstacles, and uncertainties in achieving the ZW target. A simulation model is established using a method called double baselines. This method was developed to address the limitation of data availability for the model development. The model was run in 4 scenarios including one for Victoria’s current 10-year plan. Outcomes from the model are produced using six key considerations, including the rate of plastic consumption, waste to landfill, diversion rate, recycling rate, relative accumulative effort, and cost. The findings of this study point out that Victoria’s current plan for achieving an 80% diversion rate by 2030 is possible. On the other hand, the study results also suggest that achieving zero plastic waste by 2035 is less likely to happen. Hence, opportunities for improvement especially towards achieving the zero plastic waste are also presented.

The aim of this article is to identify leading concepts in studies on food loss and waste in management research by network analysis of the co-occurrence of keywords, via mapping of knowledge domains, a method used in bibliometrics. We analyzed 2202 records from the Scopus database on food waste management with the aid of the VOSviewer software tool. In particular, keyword co-occurrence analysis was adopted to visually explore knowledge bases, topic distribution, and research fronts in the field of food waste management research. Ten representative areas were found concentrated in main keywords, namely, food waste, waste management, food, anaerobic digestion, waste disposal, recycling, waste treatment, municipal solid waste, solid waste, and refuse disposal.

Aims: Renal mass biopsy (RMB) is advocated to improve management of small renal masses, however there is concern about its clinical utility. This study aimed to elicit opinions about the role of RMB in small renal mass management from surgeons managing renal cell carcinomas (RCC), and examine the frequency of pre-treatment biopsy in those with RCC. Methods: All surgeons in two Australian states (Queensland: n = 59 and Victoria: n = 108) who performed nephrectomies for RCC in 2012/2013 were sent questionnaires to ascertain views about RMB. Response rates were 54% for Queensland surgeons and 38% for Victorian surgeons. We used medical records data from RCC patients to determine RMB frequency. Results: Most Queensland (81%) and Victorian (59%) surgeons indicated they rarely requested RMB; however 34% of Victorians reported often requesting RMB, compared with no Queensland surgeons. This was consistent with medical records data: 17.6% of Victorian patients with T1a tumours received RMB versus 6.7% of Queensland patients ( p < 0.001). Surgeons’ principal concerns regarding RMB related to sampling reliability (90%) and/or histopathological interpretation (76%). Conclusions: Most surgeons report infrequent use of RMB for small renal masses, however we observed practice variation. The principal reasons for infrequent use were concerns about sampling reliability and histopathological interpretation, which may be valid in regions with less access to interventional radiologists and uropathologists. Further evidence is required to define patient groups for whom biopsy results will alter management. Level of evidence: Not applicable for this multicentre audit.

This study investigated the challenges and prospects of creating and storing records in the cloud by Zimbabwe Open University in Zimbabwe. Like other universities in Zimbabwe, the university adopted Education 5.0 advocated by the government in 2019. Consequently, the university came up with innovation hubs and industrial parks that became centres for records creation. Keeping all records in the computer without appropriate backups and servers has consequences such as losing vital records. Organisations around the world use cloud computing increasingly to address records storage and disposal. Adoption of cloud computing services carries with it cost implications, and legal and ownership challenges as the virtualised environments are hosted and managed by third parties. The objective of this study was to examine the management, operational, legal and technical issues surrounding the storage of records in the cloud, and the implications for their trustworthiness and authenticity. The study adopted a qualitative research design and drew data from interviews with key participants. Qualitative data were organised into broad themes and the content reported in narrative form. The study found that Zimbabwe Open University is not using cloud computing services effectively and is in the trial phase of cloud computing. It further found that there was a lack of collaboration between the information and communication technology and the records management units as the university decided to move to the cloud on a full-scale basis. The study recommends that the university should first address the management, operational, legal and technical issues surrounding the storage of records in the cloud before implementing the complete use of the cloud. The study deepens the understanding of cloud computing in the management of records at the university, and other state universities in Zimbabwe can use this study to deal with the management of records in the cloud.

The study was carried out with the purpose of assessing school record management in FCT secondary schools. Record management is the area of administrative management that is concerned with achieving economy and efficiency in the creation, maintenance, use and disposal of records of an organization throughout its life cycle. Implementing good record management practices in schools would provide information for educational planners and administrators, serves as historical source for documenting history of the school. School records comprise all existing and accessible records, books, files and other documents containing useful information that relates to what goes on in the school system They are evaluation tools for accessing progress made by schools and also show evidence of compliance with legislative laws. The descriptive research design was used for this study. The population was drawn from ten (10) secondary schools in FCT. The instrument for data collection comprised of questionnaire titled “Assessment of School Record Management in Secondary Schools in FCT” (ASRMSS). A sample size of eighty respondents from schools was used. Simple percentage was adopted in analyzing the research questions while chi-square was adopted in analyzing the hypotheses. Research findings revealed that the various record books used in schools include: log-book, attendance register, lesson plan, syllabus, staff movement book, visitors’ book, admission and withdrawal register, to mention a few. It was also revealed in the findings that most of the records in school are not properly kept. Also, timely supply of school records, availability of funds, teachers’ training and proper back up of records were the solutions proffered by respondents. It was however recommended that stakeholders in the school should make use of the school’s record books for efficiency purposes. Furthermore, stakeholders should ensure timely update of record materials and finally, delegation and follow-up on record procedures should be given adequate attention by school principals. Background: Clinical trial registries were established to improve the transparency and completeness of clinical trial reporting and a number of policies have been introduced to encourage or mandate their use. While prospective trial registration has been endorsed in Australia, there is currently no legal requirement for researchers to register or communicate findings from clinical trials. There has also been, to the best of our knowledge, no analysis previously undertaken on publication rates for clinical trials performed in Australia. Aim: We aimed to determine the proportion of clinical trials that remain 'unpublished' in Victoria, Australia´s second most populous state, between 2009 and 2013. Methods: We used data reported to Cancer Council Victoria's Cancer Trials Management Scheme (CTMS) between 2009 and 2013, to identify trials that had recruited a new patient or recorded any follow-up patient activity in the specified time period. Using this data, we conducted a systematic search of ClinicalTrials.gov , the Australia and New Zealand Clinical Trials Registry (ANZCTR), PubMed and Google for records of the trial. Trial registration numbers, acronyms and scientific titles were used as primary search terms. Results were characterized by type of publication (i.e., whether it was an accredited scientific paper or other) and source location. Results: Of the trials reported to the CTMS between 2009 and 2013, 777 trials were included in this investigation; the majority (58.8%) were randomized controlled trials (RCTs). Compared with previously published findings, communication of trial results in this study was high; 70% of trials published results in an accredited scientific journal and a further 10% in alternate form, such as a conference abstract or media release. Publication rates were higher for trials with a commercial sponsor (85%) compared with trials sponsored by a cooperative group (77%). Nearly 8% of trials in this study had not been registered on an international clinical trials register. Only 39% of unregistered trials had published results. Of the registered trials, those registered on ClinicalTrials.gov were more likely to be published (86%) compared with trials listed on ANZCTR (68%). Between 2009 and 2013 , 8% of trials registered on ClinicalTrials.gov , in our data set, were terminated; 70% of these trials published results. Conclusion: Although the rate at which clinical trial findings were published in Victoria was higher in this investigation compared with equivalent overseas data, trials registered on ClinicalTrials.gov were more likely to publish results than unregistered trials or trials registered on ANZCTR. This suggests a potential need for trial registration and publication guidelines in Australia, similar to that of the United States where the requirements and procedures for submitting registration and summary result information for clinical trials on ClinicalTrials.gov have been compulsory for the last decade.

Abstract:
Action Levels (ALs) are thresholds which are used to determine whether dredged material is suitable for disposal at sea by providing a proxy risk assessment for potential impacts to biological features such as fish and benthos. This project tested proposed scenarios for changes to the UK Action Levels to determine the likely implications for navigational dredge licensing in England and Wales. Approximately 3000 sample data records from 2009 to 2018 were collated with varying numbers of concentrations for contaminant parameters including trace metals, organotins, polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), organochlorine pesticides (OCPs) and polybrominated diphenyl ethers (PBDEs). Initially, these data were assessed using current ALs to determine the percentages of the samples with levels below AL1 (generally acceptable for disposal), between AL1 and AL2 and those showing levels above AL2 (generally unacceptable for disposal). These results were then used to compare with the results of the proposed new AL scenarios for each contaminant type derived from literature reviews and historic data. The results indicate that there are changes to the ALs which could be made such as updating the current ALs with the revised ALs, as well as the introduction of ALs where there are currently none set. The benefits of changing the ALs include reducing contaminant disposal to the marine environment and increased transparency in decision making. Any proposed scenarios will need to be phased in carefully in full liaison with stakeholders.
