While the Constitutional Court has repeatedly enforced a duty to meaningfully engage with communities where the provision of basic social services and goods is at stake, uncertainty about the form, extent and quality of community engagement continues to negatively impact on development projects. The much publicised "toilet saga" in the Makhaza informal settlement in the Western Cape is a telling example. This problem is partly attributable to a lack of clarity about the legal foundations and basis of this duty. The research project explores such an approach by clarifying the proper legal and constitutional basis of the right to meaningfully participate in development projects and the delivery of basic social goods, and in so-doing, to place public participation in socio-economic rights on a sound legal and constitutional foundation. The project further seeks to develop a framework or best practice for the practical implementation of this right in the context of urban development projects.

Thomas, Bernice Karen. "The importance of documentation for the protection of unaccompanied and separated migrant children and the realisation of access to socio-economic rights: An assessment of the participation and roles of stakeholders." University of Western Cape, 2021. http://hdl.handle.net/11394/8335.
This paper reports on the findings of a study on the importance of documentation for unaccompanied separated migrant children on South African soil. The objectives of the study is to identify what the international and national laws and policies state about protecting children’s rights, particularly, their socio-economic rights, in the context of irregular migration. Their rights to have legal documentation, their right to education as well as health care, among others. Most importantly, the paper attempts to gain an understanding of the role and obligations of South African stakeholders in terms of the requirements of documentation and the implementation of the relevant laws and policies. To understand what the relevant stakeholders such as NGO’s, DE, Health, DSD and DHA do to protect USMC’s socio-economic rights. Their right to documentation, their right to education, to health care, to the justice system and child protection systems.

Seri, Bi Neatien Urbain Victorien. "Contribution à l'étude de la Couverture maladie universelle (CMU) au prisme du droit à la santé en droit social ivoirien." Electronic Thesis or Diss., Bordeaux, 2024. http://www.theses.fr/2024BORD0013.
Access to health care, particularly for the poorest, is a central concern in all national political and legal systems. The issue is more acute on the African continent, where there are few health coverage mechanisms. The various Universal Health Coverage projects initiated in a number of African countries are attempting to provide solutions, but are still struggling to get off the ground. This has been the case in Côte d'Ivoire since law no. 2014-131 of 24 March 2014 instituting Universal Health Coverage came into force on 1 October 2019. Apart from salaried workers and civil servants, both active and retired, people are slowly and painstakingly integrating the CMU, despite the fact that it is compulsory for everyone. It has to be said that the project is the subject of criticism and little support from the population. It is also flawed by its provisions, which fuel these criticisms, in particular the length of the waiting period imposed on the insured, the compulsory nature of professional activity for foreigners, and the lack of openness to other forms of medicine such as traditionalmedicine. That said, if the fundamental right to health is to be exercised in an environment characterised by a large informal sector and a predominantly poor population, a compulsory, solidarity-based risk-pooling system such as the CMU is needed. What remains to be done is to determine the appropriate model, particularly in terms of funding, so as to match its universal objective with the context in which it is implemented

Natural Language Generation is the task of automatically producing natural language text to describe information present in non-linguistic data. It involves three main subtasks: (i) selecting the relevant portion of input data; (ii) determining the words that will be used to verbalise the selected data; and (iii) mapping these words into natural language text. The latter task is known as Surface Realisation (SR). In my thesis, I study the SR task in the context of input data coming from Knowledge Bases (KB). I present two novel approaches to surface realisation from knowledge bases: a supervised approach and a weakly supervised approach. In the first, supervised, approach, I present a corpus-based method for inducing a Feature Based Lexicalized Tree Adjoining Grammar from a parallel corpus of text and data. I show that the induced grammar is compact and generalises well over the test data yielding results that are close to those produced by a handcrafted symbolic approach and which outperform an alternative statistical approach. In the weakly supervised approach, I explore a method for surface realisation from KB data which does not require a parallel corpus. Instead, I build a corpus from heterogeneous sources of domain-related text and use it to identify possible lexicalisations of KB symbols and their verbalisation patterns. I evaluate the output sentences and analyse the issues relevant to learning from non-parallel corpora. In both these approaches, the proposed methods are generic and can be easily adapted for input from other ontologies for which a parallel/non-parallel corpora exists

First part : jane : her spiritual quest or symbolical journey towards the centre jane, an orphan sets out in search of happiness. All along the road, at each stage of her progress symbolised by a dwelling place, the heroine meets trials. Each time she has to cope with a severe protagonist too : at gateshead, mrs reed rejects her; at lowood, brocklehurst is sowing starvation and death; thornfield shelters temptation symbolised by the master of the estate, mr rochester who causes her to fly the garden of eden; moorhouse would like to make a martyr of her under the influence of st john's fanaticism but ferndean is waiting for her at the last turning of her way and leads her last steps towards bliss. Throughout that long journey a strange atmosphere is prevailing, enhanced by the elements reflecting jane's feelings and struggle. Second part : rochester's trials and initiation a son of rock and fire, having experienced an eventful youth, too much attracted by earthly desires he must undergo a painful initiation, a genuine alchemical transmutation in which he almost meets his doom. But this death is metaphorical, his suffering and wounds symbolical and soon he comes to life again to enjoy the return of jane for ever. Third part : charlotte : writing and accomplishment charlotte bronte is in fact hiding herself behind her heroes. Throughout the enthralling experience of writing, the heartbreaking events of her life are revealed; it was indeed an excruciating initiation : not only did hardship and death reign supreme over the dismal parsonage but after her return from brussels her heart, laying bare, burnt on the fiery furnace of renunciation. And yet her sentimental suffering opened the way to her genius and art. When success opened the door to an eternal fame, the burden of her life, her frustration and inhibition vanished. Unfortunately at the prospect of happiness which had come too late, charlotte was about to meet an unti
