Abstract:
The purposes of this study were to 1) develop of Smart Human Resource Planning System within Rajabhat Universities and 2) study the results of official performance evaluations of academic staff with Smart Human Resource Planning System within Rajabhat Universities. The samples included 8 system development experts via purposive sampling and 94 academic staff by multi-stage sampling. The research tools composed of 1) performance assessment form using 5-point Likert scale for Smart Human Resource Planning within Rajabhat Universities and 2) performance evaluation form for academic staff with Smart Human Resource Planning System within Rajabhat University. The research observations were concluded into 2 ways. First, the Smart Human Resource Planning System within Rajabhat Universities development has overall performance at the high level. For instance, the efficiency of all Modula test was displayed at the high level. In addition, both System test, Usability test and Security test were shown at high level as well. Second, the response of performance evaluation form through academic staff using Smart Human Resource Planning System was all exhibited at high level. However, “The people involved with the system” assessment list with in performance evaluation form was indicated at highest level.

Abstract:
The objectives of this research were to synthesize the results of assessment and analyze strengths, weaknesses that should be developed from the results of the third round of quality assessment in the higher education level of Rajabhat University cluster. The target group of the research consisted of 40 reports of the third round of external quality assessment B.E. 2554-2558 (2011-2015) in higher education of the Rajabhat University cluster. Secondary data were obtained from the external quality assessment reports. The data were analyzed using frequency, percentage and the mean. The results were as follows: 1) The synthesis of the results of the third round of external quality assessment of Rajabhat Universities showed that all of the 40 universities had been accredited, with the overall quality in the good level (Mean = 4.22). Three universities (7.50%) were in the very good level and 37 universities (92.50%) were in the good level. 2) The strengths of Rajabhat universities were on the Aspects of Academic Services to Society and Preservation of Art and Culture. The weaknesses that should be developed were on the Aspect of Research and Creative Work.

Abstract:
This research aimed (1) to study the level of development factors of Rajabhat Universities in the northeastern region affecting an entrepreneurial university; (2) to study the level of characteristics of entrepreneurial universities in the Northeastern region; (3) to study the factors of development of Rajabhat University in the Northeastern region that affect to being an entrepreneurial university; and (4) to propose a model for the development of Rajabhat University in the northeastern region into an entrepreneurial university. The population of the study was the administrators and personnel of the Rajabhat University of Thailand. The sample size of the study was three hundred and sixty respondents. The statistical analysis of the research was done using descriptive analysis and multiple regression analyses. The results showed that (1) the mean values of development factors variable and characteristics of an entrepreneurial university were high; (2) development factors that influenced the characteristics of an entrepreneurial university were organizational strategy and structure, system, shared value, politics and policies, economics, and environment; and (3) when arranging the importance of development factors that clearly affected the university, it was found that organizational strategy was the most important, followed by shared values, systems, and organizational politics and policies. This study suggests that the administrators of Rajabhat Universities of Thailand should focus on the development factors that are of high importance such as corporate strategy, shared values, politics, and organizational policies. Abstract:
The objectives of this research were; 1) to study the stages of problem in managing and administering the library of Rajabhat Universities, as well as to find solutions to solve such the problems and obstacles, 2) to develop the managerial model to improve the service quality of the library, and 3) to test and assure that the created model is practical for improving the effective library service: rectify and adjust for inadequacy. This research is a combination of qualitative and quantitative method. The 227 personnel working in the libraries in 6 Rajabhat Universities located in Bangkok were designed as the research populations. The key informants were the 20 library head administers. The tools applied to gather the relevant data were questionnaires and interview forms. Quantitatively, the data were analyzed for its Percentage, Average Score, and Standard Deviation (S.D.). Qualitatively, the data were contextually analyzed. The research findings are; 1) the overall library managerial performances of Rajabhat University was rated good (X = 4.19), 2) However, it was founded that the libraries did not promote a Customer Focus service, in addition; the personnel in these libraries were lacking of the effective communication and publication, and the environment in the library was not learning friendly. Therefore, the library personnel are encouraged to focus more on the users and the head administer ought to supportively develop to increase the performances of their officers. Moreover, they should increase the various communication channels between library office and the users. In addition, the attractive and learning friendly atmosphere according to the concept of The 21st Century Library should be implemented, and 3) The effective library management model ought to be comprised of 6 components which are: organization management, planning, staffing, resourcing, servicing, and technologies.Keywords: Library management, Rajabhat University library, library management model.

Solar radiation is one of mains alternative energy, widely used in present day. Measure solar radiation accurately is an essential for planning in application of used. Universities are the places that have used significant of energy all year long. Therefore, long-term measured solar radiation data is important, for understand in both quantity and variation in time period, for application of the alternative energy in future. The main objective of this research is to investigate solar energy potentials of Suan Sunandha Rajabhat University, Bongkok, Thailand (Latitude 13.46°N, Longitude 100.31°E). A station for solar radiation was installed at Suan Sunandha Rajabhat University. The main equipment is composed of two parts: 1) a pyranometer from Kipp & Zonen Ltd., model CMP11, and 2) a digital data logger from Measurement Systems Ltd. model DX2000. The pyranometer is permanently installed on the top of a building. The data logger is keeping clean and safe inside the building. To analyze the values of the global solar radiations, the computer source code is written in Interactive Data Language version 6.1 (IDL6.1). The results show the variation of the average hourly global irradiance is about 800-900 W/m2 at 12:00 UTC. The maximum monthly average daily global radiation is 21.5 MJ/m2-day in April. The yearly average daily radiation at Suan Sunandha Rajabhat University is found to be 16.55 MJ/m2-day. The information from the monthly and yearly global radiation has relatively high solar energy potentials. Finally, the solar radiation database was also developed for use in solar energy applications in Suan Sunandha Rajabhat University and neighbor areas.

Abstract:
One prominent strategy of the university network of the Association of Southeast Asian Nations (ASEAN) is to promote collaboration between the ASEAN universities. Although there are Memorandum of Understandings (MOUs) among Asian Universities, the number of collaborative actions are considered extremely low. More than 10 years, PNRU implement on collaboration policy with other ASEAN’s universities. The processes and obstructions of the collaboration between universities in ASEAN were studied by the researcher. This study showed present situation of PNRU and other ASEAN’s universities collaboration. Therefore, the collaboration model between universities in ASEAN was established. The findings revealed that PNRU pursued collaborative activities covering only student and personnel exchange programs. The collaboration obstacles were: 1) policies and goals, 2) implementation plans, 3) university bureaucracy, and 4) language proficiency. A model for university collaboration comprised collaboration processes and principles. A collaboration model for the ASEAN university network involves clear goals, financial and resource support, implementation planning, and raising awareness of participants for collaboration.

Abstract:
The creativity quotient (CQ) is an essential competency strongly linked to the innovation of a person’s future development. Creativity quotient scores are calculated by ideational fluency scoring and are derived from the fluency and flexibility of the responses. A total of 1,200 undergraduate students from various types of universities (public and autonomous, Rajabhat University, Rajamangala University of Technology, and private) within Thailand were tested using a classical divergent thinking task to measure CQ. The purpose of this study was to evaluate and compare the demographic characteristics, and the CQ of undergraduate students in Thailand. The results revealed a statistically significant difference (p < 0.01) among the type of university, gender, field of study, year of study, and Grade Point Average (GPA). The highest CQ score among undergraduate students was 18, and the lowest score was 0. The total average CQ score was 5.74, and the standard deviation was 2.82. Moreover, the results indicated that students who studied in the Rajabhat University had the highest CQ scores. The study also showed that year 4 and above female students in Humanities and Social Sciences with GPAs between 3.51 and 4.00 had the highest CQ scores. These findings may be used as the primary data for educators and administrators in higher education to develop strategies to enhance students’ creativity and innovation.

This study is conducted via a survey research methodology. The sample 440 students who pay tuitions fees , includes ones with Students Loan . The quantitative data were analyzed using descriptive statistics of frequency, percentage, and average. The contribution for this study is to provide suggestion to improve and develop the channel to keep tracking the students having the outstanding fees, the difference in tuition fees, to pay for the outstanding tuition fees in order to reduce the number of outstanding fees in the system.

In most countries, wearing uniform in the university level is a rare practice. Interestingly, Thailand is one of a very few countries requiring the undergraduate students to wear the student uniform to attend class on daily basis. The university uniform has been seen to represent the ideas of politeness, honor, unity, and uniqueness of Thai culture. Hence, the practice of wearing the uniform is anchored on Thainess, the core of which is founded on kingship, religion, and nation creating a sense of shared identity among the Thai people. This research investigated (1) students’ experiences of wearing the uniform concerning power relation among Thai university students inside and outside their universities, and (2) students’ experiences regarding their personal development and how the university dress code affects them. This is the qualitative study of which theoretical frameworks are grounded on concepts of habitus and cultural representation by Pierre Bourdieu and Stuart Hall. As the study focuses on students’ experiences, the phenomenological approach was applied. A total of eight interviews were carried out with students in Kasetsart University (Kamphaeng Saen Campus) and Nakorn Pathom Rajabhat University by purposive sampling. Data analysis was conducted with thematic content analysis. The research findings reveal experiences of the strict dress code indicating that the uniform engages with symbolic communication and hierarchical empowerment. Wearing the uniform keeps up the illusion of uniformity while exerting suppression of individuality. Further the strict dress code creates problematic gender issues but does not promote students’ life goals.

Education is one of the main institutions for students’ development, while the latter is essential for the whole country’s political, social, cultural and economic development. Political development has its objective dimension, that is political regime, and it also has a subjective dimension which covers, inter alia, political socialization in universities. The latter could be an important tool for building democratic political attitude among students. This research is aimed at studying the factors affecting democratic political attitude by analyzing the mass media in 3 categories: newspaper, television and radio. It considers the behavior of media exposure on political issues of university students in the context of 5 variables: sex, age, field study, academic level, and birth place. The sample group for this study consists of the students from Suan Sunandha Rajabhat University, College of Innovation and Management. The total number of respondents in the group is 126. The multi-stage random sampling was followed by the questionnaire used as a tool for data collection.

Abstract:
Perceived e-learning usefulness as a marketing element has significantly affected student satisfaction, which results in a high propensity to continue using the current e-learning services with their universities. Therefore, this study aims to examine the effects of perceived risk, confirmation, and student motivation on perceived e-learning usefulness. This paper employed a convenience sampling technique to collect opinions from 689 university students at different universities (e.g., Thaksin University, Hatyai University, Prince of Songkla University, and Rajabhat University) around Thailand. Those students were actively using e-learning to access their education. After checking data validity, only 527 valid responses were analyzed through the path analysis method. According to empirical findings, confirmation significantly influenced student motivation, while perceived risk did not significantly impact student motivation. Finally, perceived e-learning usefulness was significantly influenced by confirmation, student motivation, and perceived risk. Furthermore, although these factors significantly influenced perceived e-learning usefulness, attitudes toward perceived e-learning usefulness relied mainly on the degree of confirmation, as this factor highlighted the most substantial effect on perceived e-learning usefulness. Moreover, perceived e-learning usefulness as a marketing element is a promising topic in the e-learning service sector, which requires future studies to examine to which extent the current study findings could apply to other groups of students or practitioners.

Abstract:
Senior projects allow students to move the learning process from basic knowledge to an interdisciplinary approach. The purpose of the research is to survey the attitude and perception as collaboration between researchers and students to develop a clustering model for advisors and students, and to develop factors that are significant to predict the right match in the senior projects course. Data collection was with a questionnaire consisting of 463 samples from 7 administrators, 68 lecturers, 26 staff and 362 students from two universities: The Rajabhat Mahasarakham University, and the University of Phayao. The research methodology is designed and divided into three sections: preparation, implementation, and conclusion. The result shows that the satisfaction and the overall acceptance level were at a high level (mean = 4.04, S.D. = 0.88). Moreover, the developed model has the highest level of efficiency (accuracy = 98.06%). For future research projects, the researchers are committed on the development of learners’ achievement and aims to promote a learning culture based on the results of this research, and active learning of educational institutions.

From the study’s qualitative analysis, 5 latent variables and 21 observed variables concerning complex problem-solving (CPS) skills were identified and subsequently used in a questionnaire on a sample of 214 Thai education professionals teaching information and communication technology (ICT)-related student teachers in one of 31 Thai Rajabhat (teaching) Universities. Goodness-of-fit and descriptive statistical analysis (mean and standard deviation) were analysed by using IBM® Statistical Package for the Social Sciences® for Windows version 21, while the second-order confirmatory factor analysis used LISREL 9.10. The results revealed that the educators perceived information literacy (1.00), analytical thinking (0.96), self-control (0.93), knowledge application (0.90) and planning ability (0.85) as the most important for the student teachers’ CPS skills. Moreover, the results revealed that each teacher’s opinion on CPS skill indicators was at a ‘high agreement’ level. Therefore, it suggested that the results can be used by Thailand’s Ministry of Education and other ICT-related education agencies in developing CPS skill programmes for Thai student teachers. From the study’s initial qualitative analysis, 10 latent variables and 22 indicators concerning digital citizenship skills (DCS) were used in a questionnaire on a sample of 506 Thai Business Computer Programme undergraduate students attending one of six regional Thai Rajabhat Universities. Goodness-of-fit and descriptive statistical analysis [mean, standard deviation, Kaiser–Meyer–Olkin index analysis and Bartlett’s test of sphericity were analysed by using SPSS® for Windows Version 21 and LISREL 9.10 for the second-order confirmatory factor analysis CFA. The results revealed that each student’s opinion on their DCSs had a ‘high agreement’ level. Moreover, importance ranking from high to low of the 10 primary indicators was each student’s footprint (1.00), cyberbullying (1.00), law (0.97), access (0.88), security (0.84), literacy (0.83), empathy (0.81), etiquette (0.80), collaboration (0.70) and thinking (0.65). Therefore, it is suggested that this study’s results be used to assist various agencies and ministries in building programmes for student digital citizenship skills. Abstract:
Lifelong learning is one of the most important skills in the 21st century. The main purpose of lifelong learning is active citizenship which is important in terms of connecting individuals to the structures of social and economic activity in both local and global contexts. Lifelong learning is high on the agenda in the education sector around the world. It has been an important part of many education policies and part of Thailand’s National Education Act since 2012. Skills’ development for lifelong learning has been emphasized within the 11th National Economic and Social Development Plan (B.E 2555-2559). Online learning included MOOC (Massive Open Online Courses) such as edX, Coursera and other online course platforms such as Khan Academy, Udemy, etc. These all are efficient, time-effective and cost-effective tools supporting lifelong learning. Many research studies have already provided recommendations on how to accelerate the implementation of lifelong learning supported by online learning. The purpose of this study is to investigate higher education student awareness about lifelong learning and online learning. Universities need to take responsibility for preparing students for lifelong learning. Thus, the participants in this study were the students at International College, Suan Sunandha Rajabhat University (Bangkok, Thailand); they were selected through random sampling. This study has applied quantitative research methods, namely, an online survey to collect data. The results of this study can be used to improve lifelong learning skills among university students in other countries as well.

Abstract:
This research aims to study the properties, the purpose and the significance of folklore arts. Also, aims to study the conception of the folklore artists for preservation and promotion of folklore performances. This research applied the application of ethnographic study for collecting field data and organizes academic conferences. Academic conferences gather the notions of personals from different authorities to form a strategic plan. Participants of which, are the local citizens that locate on the basin of Songklha lake. The primary survey has found that, there were variety performances of folk. However, the researchers will study for 4 categories includings: Shadow play (Nang Talung), Manora Performance, Thai folk music, and LikayHulu. Each genre showcases fine attributes and unique purpose of Its own. The arts express the dwelling of locals, politics, top ographical terrain and etc. Furthermore, the artists suggest the objectives of preservation and promotion of folklore performances. The expectancy of this research is to inherit the inestimable arts of folklore performance to the future generation. The hosting of the academic conference, for strategic planning, is through the contribution of folklore artists and personals from different organizations. Elementary schools, high schools, the secondary education service area office, universities, children and juvenile training center office 9, Songklha’s cultural office, Songklha Rajabhat University’s cultural office, Nang Talung and Manoraperformance training center, Songklha Province administrative organization and students all get in the act of brainstorming, analyzing and criticizing. The aftermaths of the conference are to form a strategic plan on promotion and preservation of folklore arts across the Songklha lake basin areas.

Nowadays, online education in universities is mature from the situation of COVID-19 spread. It has greatly changed the learning environment in the classroom and has also resulted in students’ dropout. The purpose of this study is to examine the factors that influence students’ dropout in the department of information technology of Suan Sunandha Rajabhat University. Students enrolled in the subjects in the COVID-19 pandemic situation must study online at their homes and must take online courses. This study investigated 1,650 student records, 19,450 enrollments, 16,200 grades, and 11,780 social media accounts that had access to all online courses. It was examined how to improve the model's performance by combining feature selection with a multilayer perceptron neural network method. The model was compared to student dropout predictions generated by Logistic regression, Decision Tree, Random Forest, Naive Bayes, Support Vector Machine, and Multilayer Perceptron Neural Network, with feature selection (1). The 10-Folds Cross Validation method was used to determine the efficiency of the Gain Ratio, Chi-Square, and Correlation-based Feature Selection models to compare accuracy, precision, sensitivity, F1 score, and classification error rate (e). After adjusting the modeling parameters, the multilayer perceptron neural network method combined with CFS characterization achieved an accuracy of 96.98%. The study’s findings indicate that the feature selection technique can be used to improve the neural network model's efficiency in predicting student dropout during a COVID-19 pandemic. Furthermore, the simulation can improve student dropout forecasting during spread out that persists.

Abstract:
Purpose To investigate the prevalence of dry eye disease (DED) and its associated risk factors among Thai university students. Methods A cross-sectional study using an electronic survey was conducted in two Rajabhat universities in Bangkok, Thailand. The woman’s health study questionnaire was used to determine students with DED. The prevalence of DED along with 95% confidence interval (CI) were calculated. Logistic regression model was used to identify the associated risk factors. Results A total of 4,111 university students joined and completed the survey questionnaires. Mean age was 18.8 ± 1.1 years with female predominance (2874 students, 69.91%). Clinically diagnosed DED was reported in 136 students (3.31%), while severe symptoms of eye dryness and irritation were reported in 227 students (5.52%). The prevalence of DED among Thai university students was 8.15% (95% CI 7.33% to 9.02%). History of contact lens use and high screen time (> 8 hours per day) were reported in 868 students (21.11%) and 2101 students (51.11%), respectively. Male gender, contact lens use and high screen time were significantly associated with higher risk of DED with the adjusted ORs (95% CI) of 1.39 (1.09, 1.77), 2.49 (1.96, 3.17), and 1.43 (1.14, 1.80), respectively. Conclusions DED is not rare among Thai university students. Contact lens use and high screen time are two significant modifiable risk factors of DED in our students. These findings can raise awareness of DED in youth population and provide valuable information for public health promotion in university students.

This research aimed to study the electricity-saving behavior of personnel at Phranakorn Rajabhat University. The samples consisted of 276 Phranakorn Rajabhat University’s personnel who worked during the academic year 2019. Multi-staged sampling techniques were used for samples selection. Data were collected by a questionnaire. Statistics employed were percentage, arithmetic mean, standard deviation, pearson product-moment correlation The research found that; information reception, attitude, and electricity-saving behavior were at high levels, whereas knowledge was at median. Relationship studies revealed that information reception, attitude, and electricity saving behavior of personnel at Phranakorn Rajabhat university were positively related in the same direction at significant level of .01.

A university’s primary duty is to provide essential skills to help students work well after graduation. The quality of a university’s students depends on the university’s value proposition. In the past, Rajabhat University’s value proposition may not have been sufficiently constructed with co-creation. Although co-creation may now be more emphasized, it is still insufficient. The primary objective of this study is to use a composite model based on the structural equation model of students’ experiences to assess the impacts of co-creation, student satisfaction, loyalty, and university image. The data were collected from a population of 500 students enrolled at an anonymous Rajabhat University using a questionnaire. The sample population comprised 125 students, randomly selected from four classes of the four years of education. The model used a reflective-formative type two-stage approach while the algorithm was composite. This study used the third analysis to form a three-level model of co-creation. The second-order results showed that coproduction was positively related to university image and student satisfaction. Value-in-use was positively associated with university image, student satisfaction, and loyalty. The third-order constructs showed that value co-creation was positively related to university image, student satisfaction, and loyalty.

This study set out to research and evaluate the needs in developing creative problem-solving skills (CPSS) of undergraduate students through developing and evaluating a digital storytelling process using Padlet. The sampling process used simple random sampling to select 332 teachers from 83 schools in Bangkok. The data was collected using a needs assessment questionnaire, training course questionnaire, and satisfaction questionnaire. Descriptive statistics used for the analysis included frequency, percentage, mean ( , and standard deviation (SD). The data collected were mean scores of expert validity testing and student inter-rater reliability testing. The assessment evaluated student satisfaction toward the CPSS training course using 30 students in the Computer Education Program at Dhonburi Rajabhat University's Faculty of Education in Thailand. The findings revealed that of the four aspects identified for developing undergraduate CPSS, elaboration was at the top of the priority of needs (PNIModified = 0.20). This was followed by originality and flexibility (PNIModified = 0.19). Finally, was fluency (PNIModified = 0.18). Also, analysis of the prospective condition was ranked ‘high’ across all four aspects with an average of = 4.38 SD = 0.06. Further analysis of the real condition showed that all four aspects had an average of = 3.67, SD = 0.06. The study contributes to the literature in that it demonstrated that correctly developed and implemented undergraduate student CPSS can increase significantly. This fact is critical in knowing as a nation’s future depends on its workforce and leaders having CPSS.

The study investigated the characteristic of organizational culture and factors affecting the quality of local universities to determine the direction of Rajahat Universities accordance as local universities. Phase one studied the conceptual framework of the university by using the synthesis document and the in depth interview. The result showed that the mandated is for providing general and advanced vocational education, conducting research, providing academic and technology services, fostering art and culture, and producing, developing teachers’ competency. Phase two studied the characteristics of the organizational culture and factors affecting the quality of local universities by using path analysis. The result showed that the most visible characteristics of organizational culture were the family style and the set of causal variables could explain the variance of the quality of the local universities at 81 percent. Phase three studied to determine the direction of Rajabhat University by using the focus group discussion. The result showed that the university must; provide education by using community-based approach use the research for develop the community be a community learning center, apply arts to life and produce teachers’ awareness to the community. AbstractThis study developed and validated the consistency of a structural equation model of factors influencing the effectiveness of campus recreation management.The study involved 416 teachers and administrators, enrolled with multistage sampling in four university groups: public universities, Rajamangala University of Technology, Rajabhat University, and private universities. The data collection tool was a 5-rating-scale questionnaire. The data were analysed with descriptive statistics. The validity of the structural equation model was tested with the LISREL 8.72 software.The study proved that the structural equation model was consistent with the empirical data, with a statistical significance level of 0.05 (χThe factors influencing the effectiveness of campus recreation management ordered from the highest to lowest mean score were: organization characteristics, internal environment, employee characteristics, and managerial policies and practices. The independent variables in the structural equation model could explain 68% of the variation in the effectiveness of campus recreation management.

The study’s objective was to analyze the corroborating elements of a Thai student teacher’s (TST) learning innovation as perceived through the expertise of their teachers. Therefore, from 12 Thai teaching universities (Rajabhats) located across four Thai regions, multiple sampling techniques were used to select a sample of 151 teaching professionals. The research instrument was a questionnaire using a 5-level scale to assess the opinions on the four latent and 12 observed variables. The results showed that of the three latent variables analyzed that contributed to TST learning innovation (IN), learning innovation use (US) were perceived as most important, followed by the learning innovation development process (DE) and then the TST’s creative collaboration (CO) abilities, respectively. Finally, all the observed variables were determined to be compatible with TST innovation learning at a ‘high’ level.
