Abstract:
Recent elections have seen women break records in terms of their representation in elective office. Yet, behind this story of progress is a tale of two parties. Democratic women are on a steady march toward equal representation in state legislatures and Congress. Democratic women in elective office are also becoming more reflective of the nation’s diversity in terms of their race and ethnicity. In contrast, gains for Republican women in elective office have stalled and in many cases reversed. Republicans in elective office today are even more male and more white than in the past. Why do patterns of legislative office holding among women vary so dramatically across the two parties? The central argument of this book is that several long-term, structural changes in American electoral politics—the ideological, regional, and racial realignment of the parties—have had a profound impact on the representation of women in elective office. These reinforcing trends have reshaped the electoral landscape and the parties’ respective cultures and in doing so have led to the emergence of a dramatic partisan gap among women in elective office, with Democratic women far outnumbering Republican women. The dramatic and growing partisan gap among women in elective office holds powerful implications for women’s representation, the nature and viability of the two parties, and policy debates and outcomes at the state and national level.

Abstract:
Different socioeconomic backgrounds and barriers to education have contributed to lower educational achievement among blacks, Latinos, and Native Americans, compared to American whites and Asians. The failure of legal integration to close the racial achievement gap is the result of prejudice on the part of teachers, as well as a scarcity of culturally relevant curricula materials for nonwhite children. As a plausible solution to these problems, recent studies show that poor children do better in classes where middle-class children are also present. Middle-class children already have habits and values that support success in the educational system. Integrated schools are not sufficient, because they are often divided in “tracks” that reproduce racial segregation. Racial diversity in the K-12 classroom is fruitful preparation for civic engagement in a pluralistic society made up of citizens from diverse backgrounds.

Abstract:
Chapter 4 provides an original explanation both for why women and minorities are more likely to express protectionist sentiments and for why those protectionist sentiments are not reflected in their voting. The chapter provides an extension of standard models of individual economic well-being to consider trade’s effect not only on wages but also on employment volatility, which is increased by openness to foreign trade. The chapter offers analysis of original survey data from 2006 and 2010 and three decades of American National Election Studies to confirm the previously observed gender gap and newly identified racial gap in trade preferences. The chapter then presents two experimental surveys testing alternative causal mechanisms for the divides. Both experiments vary the type of information provided to respondents about trade partners and potential benefits of trade. In both cases, experiments show stability in women and non-whites preferences for trade and variability in white men’s preferences. Next, the chapter reinvestigates the salience of trade by gender and racial groupings and shows low salience among women and non-whites. The chapter concludes with a description of who might benefit from women and minorities stable preferences and why so few organizations seek to do so.
