Abstract:
Over the past fifteen years there has been an increase in the number of protest movements globally. In recent years and amid the global pandemic there have been hundreds of protests and demonstrations in South Africa. Consequently, in comparison to other parts of the globe, such protest action in South Africa is high. As a result, stable governance in the region has been impacted. Notably, during the resistance years in defiance of the apartheid regime, citizens in South Africa expressed their social discontent against exclusion and marginalisation through identities as radical and intersectional – this was also articulated in the recent protests that occurred in KwaZulu-Natal and parts of Johannesburg in July 2021. This highlights the relevance of intersectionality within this region. Intersectionality can be seen to refer to the inequalities that exist beyond femininities and masculinities. Intersectional theory explores aspects of discrimination, oppression, exploitation and inequality across identity, gender, race, ethnicity and class. This study uses a qualitative research approach to conceptually analyse intersectional theory. Thereafter the study discusses the relevance of intersectional theory in a post-apartheid context by illustrating intersectionality through the unrest and protests that occurred, following the jailing of former president Jacob Zuma. The findings of the study suggest the need to unpack the legacies of African elitism and social relations, while implementing intersectional reform that promotes greater inclusivity of citizens in the state.

The landscape of paid domestic work has changed considerably in recent years with the growth in the number of housecleaning service companies in South Africa and elsewhere. Housecleaning service companies transform domestic work into a service economy where trained domestic workers render a professional cleaning service to clients. In South Africa, little is known about the factors that employers at housecleaning service companies take into consideration during the selection and recruitment process. A key feature of paid domestic work is the gender, class and race constructions of domestic workers, the vast majority of whom are women, usually women of colour, from low socio-economic backgrounds. Whether we are seeing a change in the demographic profile of domestic workers with the growth of housecleaning service companies remains unclear. This paper therefore focuses on the recruitment strategies of employers at selected housecleaning service companies in Johannesburg in an attempt to shed light on the challenges that jobseeking domestic workers may face. Open-ended interviews with managers revealed that gender, race, age, long-term unemployment, and technical and personal skills of job-seeking domestic workers have a strong impact on the recruitment process, while immigration status plays a somewhat reduced role. This paper concludes that housecleaning service companies have not changed the demographic profile of domestic workers in South Africa yet, and that paid domestic work is still predominantly a black woman’s job.

The city of Johannesburg offers insights into urban governance and the interesting interplay between managing the pressures in a rapidly urbanizing context, with the political imperatives that are enduring challenges. The metropolitan municipality of Johannesburg (hereafter Johannesburg), as it is known today, represents one of the most diverse cities in the African continent. That urbanization, however, came up hard against the power of the past. Areas zoned by race had been carved into the landscape, with natural and manufactured boundaries to keep formerly white areas ‘safe’ from those zoned for other races. Highways, light industrial plant, rivers and streams, all combined to ensure the Johannesburg landscape are spatially disfigured, and precisely because it is built into the landscape, the impact of apartheid has proved remarkably durable. Urban growth is concentrated in Johannesburg’s townships and much of it is class driven: the middle class (of all races) is increasingly being found in cluster and complexes in the north Johannesburg, while poor and working-class African and coloured communities in particular are densifying in the south. The racial and spatial divisions of the city continue to pose fundamental challenges in terms of governance, fiscal management and spatially driven service delivery.

Abstract:
SUMMARYA particularly extensive epidemic of Coxsackie B3 virus infection occurred in Johannesburg in the spring and summer of 1984. A total of 142 positive cases were diagnosed by isolation of the virus from stools and other specimens (60) or by serology (82). Coxsackie B3 accounted for 87% of the isolations and was also the dominant serotype on serology.The outbreak involved predominantly children and young adults, with no apparent sex differences being noted. The majority of specimens came from the white population and no significant difference in age or sex distribution could be observed between the two race groups. The major clinical presentation in the white group was Bornholm disease followed by cardiac involvement and then meningoencephalitis. In the black group, however, myocarditis was the major clinical presentation, which is of particular interest taking into account the extremely high incidence of acute rheumatic carditis in this population and the prevalence of chronic cardiomyopathy.

The issue of board diversity has been widely debated. Given the lack of conclusive empirical evidence, this study investigated the relationship between gender and race board diversity and the financial performance of South African companies. The sample covered 1 542 annual observations over the period 2002 to 2012. The percentage of female and black directors of companies listed on the Johannesburg Stock Exchange increased significantly over the research period. Board diversity differed considerably across industries. A statistically significant positive relationship existed between the percentage of both female and black directors and earnings per share. In contrast, a statistically significant negative relationship was found between the percentage of both female and black directors and total shareholder return. Given the lack of a clear business case, the question arises as to how board diversity on the JSE can be encouraged. The researchers recommend that more attention should be given to the development and mentoring of diverse board candidates.

ABSTRACTIn this paper I attempt to show what a micro approach involving fine-grained sociolinguistic analyses has to contribute to the understanding of the causes of discrimination on grounds of race in South Africa. I present analyses of intra- and intercultural encounters involving native speakers of English and Zulu which suggest that differences in sociocultural background and discourse conventions contribute to misinterpretation of intent and misjudgement of attitude and ability. Repeated stressful encounters of this kind, I suggest, generate negative cultural stereotypes. Finally, I sketch how the larger, structural, historically given forces, which are the concern of macro studies, combine with the results of intercultural encounters to achieve a negative cycle of socially created discrimination. Abstract:
Why was official racial domination enforced in South Africa and the United States, while nothing comparable to apartheid or Jim Crow was constructed in Brazil? Slavery and colonialism established the pattern of early discrimination in all three cases, and yet the postabolition racial orders diverged. Miscegenation influenced later outcomes, as did economic competition, but neither was decisive. Interpretations of these historical and economic factors were shaped by later developments. This article argues that postabolition racial orders were significantly shaped by the processes of nation-state building in each context. In South Africa and the United States ethnic or regional “intrawhite” conflict impeding nation-state consolidation was contained by racial domination. Whites were unified by excluding blacks, in an ongoing dynamic that took different forms. Continued competition and tensions between the American North and South or South Africa's English and Afrikaners were repeatedly resolved or diminished through further entrenchment of Jim Crow or apartheid. With no comparable conflict requiring reconciliation in Brazil, no official racial domination was constructed, although discrimination continued. The dynamics of nation-state building are then reviewed to explain variations in black mobilization and the end of apartheid and Jim Crow.

Various attempts at establishing Anglican theological education were made after the arrival in 1848 of Robert Gray, the first bishop of Cape Town, but it was not until 1876 that the first theological school opened in Bloemfontein. As late as 1883 half of the Anglican priests in South Africa had never attended a theological college. The system of theological education which developed afterwards became increasingly segregated. It also became more centralised, in a different manner for each race. A central theological college for white ordinands was established in Grahamstown in 1898 while seven diocesan theological colleges were opened for blacks during the same period. These were reduced to two in the 1930s, St Peter's College in Johannesburg and St Bede's in Umtata. The former became one of the constituent colleges of the Federal Theological Seminary in Alice, Eastern Cape, in 1963.

Socio-medical indicators developed by WHO for monitoring progress towards Health-for-All have been adapted to reveal, clearly and objectively, the devastating impact of state planning based on an outmoded immoral and unscientific philosophy of race superiority in South Africa on the health of the disenfranchised majority within the context of social and economic discrimination; Health policy indicators confirm that the government is committed to three options (Bantustans, A New Constitution, and A Health Services Facilities Plan) all of which are inconsistent with the attainment of Health-for-All; Social and economic indicators reveal gross disparities between African, Coloured, Indian, and White living and working conditions; Provision of health care indicators show the overwhelming dominance of high technology curative medical care consuming about 97 percent of the health budget with only minor shifts towards community-based comprehensive care; and Health status indicators illustrate the close nexus between privilege, dispossession and disease with Whites falling prey to health problems related to affluence and lifestyle, while Africans, Coloureds, and Indians suffer from disease due to poverty. All four categories of the indicator system reveal discrepancies which exist between Black and White, rich and poor, urban and rural. To achieve the social goal of Health-for-All requires a greater measure of political commitment from the state. We conclude that it is debatable whether a system which maintains race discrimination and exploitation can in fact be adapted to provide Health-for-All.

This article takes a critical and intimate look at Okwui Enwezor’s work in South Africa during the 1990s and asserts that the international exhibition he curated in Johannesburg in 1997—the Second Johannesburg Biennale, Trade Routes: History and Geography—is an important lens through which to explore Africa’s entangled histories. Trade Routes mattered as much for the discourse it produced as for the artworks it presented. The exhibition checklist features extraordinary works that were made between 1989 and 1997 by artists whose critical acclaim we take for granted today but who were at that time still underappreciated or emerging. Trade Routes not only challenged the status of the existing canon on African art but also proposed a new counter-canon. Additionally, Trade Routes and Enwezor’s concept of the meeting of worlds might have greater analytical potential as a metaphor for the meeting point of two indecipherable South Africas. Under apartheid, Johannesburg was two “countries,” and people lived in two different realities, depending on one’s history, geography, race, ethnicity, class, gender, culture, education, and opportunities. Enwezor constantly confronted the legacy of racism in small and big ways in South Africa. He was at the center of critical debates about race and representation. While there are all kinds of practical guidelines for how to talk about racism within the larger culture, we still do not have one for talking about racial inequality and racism in institutions, exhibition histories, curatorial practice, and the commercial art world. Instead, we have Okwui Enwezor to accompany us on our quest and to remind us to keep consulting both histories and imaginaries, theories and practices, and to continue to interrogate how cycles are reproduced or radically ruptured.

AbstractThis article analyses the intersection between cosmopolitanism and racist ideologies in the faith healing practices of the Christian Catholic Apostolic Church in Zion. Originally from Illinois, USA, this organization was the period's most influential divine healing group. Black and white members, under the leadership of the charismatic John Alexander Dowie, eschewed medical assistance and proclaimed God's power to heal physical affliction. In affirming the deity's capacity to remake human bodies, church members also insisted that God could refashion biological race into a capacious spiritual ethnicity: a global human race they referred to as the “Adamic” race. Zionist universalist teachings were adopted by dispossessed and newly urbanized Boer ex-farmers in Johannesburg, Transvaal, before spreading to the soldiers of the British regiments recently arrived to fight the Boer states in the war of 1899–1902. Zionism equipped these estranged white “races” with a vocabulary to articulate political reconciliation and a precarious unity. But divine healing was most enthusiastically received among the Transvaal's rural Africans. Amidst the period's hardening segregation, Africans seized upon divine healing's innovative racial teachings, but both Boers and Africans found disappointment amid Zion's cosmopolitan promises. Boers were marginalized within the new racial regimes of the Edwardian empire in South Africa, and white South Africans had always been ambivalent about divine healing's incorporations of black Africans into a unitary race. This early history of Zionism in the Transvaal reveals the constriction of cosmopolitan aspirations amidst fast-narrowing horizons of race, nation, and empire in early twentieth-century South Africa.

In navigating the complexities of race and inequality in South African society, shadowed by colonialism and apartheid, the term transformation has gained traction as the mantra for growth, retribution, education reform, and economic and societal prosperity. However, the capitalistic and neoliberal environment within which the country operates has resulted in transformation initiatives becoming an obsolete contradiction. The education arena, in particular, exemplifies this contradiction and the plethora of inequalities still prevalent in society today. Race has been, and still is, at the forefront of understanding societal inequalities and socio-economic challenges, even though it doesn’t operate in isolation, and relies on the chaotic politics of intersectionality to reveal how power operates in ways which occlude and disguise different kinds of inequalities. In this article, I focus on race as a construct and its deep-rooted significance in South African society, by dissecting conceptualisations of race as a signifier and symbolic, as a structure of division and marker of exclusion, and as a construct of power. Presenting these conceptualisations of race sets the foundation for understanding why transformation initiatives became focal and imperative in charting a new, democratic course in the country. However, these initiatives have become blatant contradictions, as exemplified in the Covid-19 moment in relation to the education sector and the return of students to schools, highlighting deep-rooted inequalities. In acknowledging the severe plight of South African society, handicapped by a superfluity of disparities and discrimination, an offer of hope to reimagine society is deliberated as a way forward, by analysing concepts of antiracism, decoloniality, and a turn to re-defining transformation initiatives to free society from the captivity of neoliberal mentality.

Purpose Several mechanisms exist to address the low levels of gender and race diversity in boardrooms, including mandatory quotas, voluntary targets and investor activism. Based on the similarity-attraction theory, the authors investigated whether nomination committees of companies listed on the Johannesburg Stock Exchange (JSE) could serve as an internal change mechanism to promote board gender and race diversity. Design/methodology/approach Panel data on the gender and race diversity of the nomination committees and boards of the 40 largest listed companies (the JSE Top 40) were analysed over the period 2011- 2016. Panel regressions were conducted to investigate four hypothesised associations. Findings More diverse boards had significantly more diverse nomination committees in terms of both gender and race. A significant positive association was furthermore reported between the race diversity of nomination committees and the appointment of new directors of colour. The latter finding could partly be attributed to legislation to enhance black representation in all spheres of the South African economy. Originality/value South Africa offers a unique socio-political setting in which to conduct board diversity research. In line with the similarity-attraction theory, it is shown that diverse nomination committees have an essential role in setting and achieving board gender and race diversity targets.

IntroductionIt is easy to find texts, in scientific literature, studying the adaptation of immigrants from developing countries in western countries. However, in these globalization times that we are living, few are the studies performed on members from developed countries emigrating to the third world.Objectives/AimsTo evaluate the factors predisposing to the onset of anxiety or depression symptoms in Spanish immigrants living in South Africa.MethodsThis is an exploratory study with a sample of 51 Spanish residents in South Africa between 24 and 57 years (44% male, 56% female), 44% of which were living there for more than two years. An online survey was administered, collecting data related to reasons and conditions for their moving to the country and traumatic events living during the stay. For the screening of depression and anxiety symptoms Hopkins Symptom Scale (HSCL-25) was used. Finally, we carried about several analysis using Chi2 test. For statistical analysis SPSS was utilized.ResultsThirty percent of the sample showed positive scores on anxiety symptoms scale, and 24% scored positive for depression. Job related items as being unemployed (P < 0.001) was associated to symptoms of depression. Insecurity/violence (P < 0.021) and race discrimination (P < 0.009) were the main factors related to anxiety symptoms.ConclusionsFactor related to employment, security and discrimination, has been significantly associated to the onset of anxiety and depression symptoms. Other factors related to the moving to the country or social relationships have shown no relations. More studies are needed to provide information about adaptation and factors related to mental health in Occidental immigrants in developing countries.Disclosure of interestThe authors have not supplied their declaration of competing interest.

Purpose – Given South Africa's apartheid history, studies have primarily focused on racial discrimination in employment outcomes, with lesser attention paid to gender and context. The purpose of this paper is to fill an important gap by examining the combined effect of macro- and micro-level factors on occupational sex segregation in post-apartheid South Africa. Intersections by race are also explored. Design/methodology/approach – A multilevel multinomial logistic regression is used to examine the influence of various supply and demand variables on women's placement in white- and blue-collar male-dominated occupations. Data from the 2001 Census and other published sources are used, with women nested in magisterial districts. Findings – Demand-side results indicate that service sector specialization augments differentiation by increasing women's opportunities in both white-collar male- and female-dominated occupations. Contrary to expectations, urban residence does not influence women's, particularly African women's, placement in any male-type positions, although Whites (white-collar) and Coloureds (blue-collar) fare better. Supply side human capital models are supported in general with African women receiving higher returns from education relative to others, although theories of “maternal incompatibility” are partially disproved. Finally, among all racial groups, African women are least likely to be employed in any male-dominated occupations, highlighting their marginalization and sustained discrimination in the labour market. Practical implications – An analysis of women's placement in white- and blue-collar male-dominated occupations by race provides practical information to design equitable work policies by gender and race. Social implications – Sex-typing of occupations has deleterious consequences such as lower security, wage differentials, and fewer prospects for promotion, that in turn increase labour market rigidity, reduce economic efficiency, and bar women from reaching their full potential. Originality/value – Very few empirical studies have examined occupational sex segregation (using detailed three-digit data) in developing countries, including South Africa. Methodologically, the paper uses multilevel techniques to correctly estimate ways in which context influences individual outcomes. Finally, it contributes to the literature on intersectionality by examining how gender and race sustain systems of inequality.

Stereotypes are people or things categorised by general characteristics of the group based on a truth that is widely recognised and function to reduce ideas to a simpler form (Dyer, 1993). Not all stereotypes are pejorative but can be a form of othering of people (Bhabha, 1996) and come about through a friction with difference (Jameson, 1995). In Johannesburg, South Africa, there is a conflation of people and space that results in a form of spatial categorisation or stereotyping. Under the apartheid government the city’s spaces were divided by race and ethnicity and are currently shifting towards divisions of class and inequality deepening the fragmented post-apartheid conditions in the city. These spatial categories have been represented in films of Johannesburg and contribute to the construction of the city’s image but also construct images for particular neighbourhoods. In this paper I examine the use of space in film as a narrative device and explore the reception and understanding of Johannesburg’s spaces by its residents to illustrate the construction and reception of spatial stereotypes. The paper discusses three dominant spatial stereotypes of Johannesburg through key films and the reception of these films through quantitative and qualitative interviews conducted with residents in four locations (Chiawelo; CBD; Fordsburg and Melville) in Johannesburg. Stereotypes have negative consequences and these spatial stereotypes reflect the ‘city of extremes’ (Murray, 2011) but their use indicates a process of navigation and negotiation across differences in space and identity in the fragmented city of Johannesburg.

Race, discrimination, prejudice and stereotypes remain emotive words in numerous societies around the globe. Racism implies that a definitive social/psychological process exists through which individuals are categorised, despite the fact that there is often no clear delineation, and this causes chaos in setting evaluative parameters for the structuring of this categorisation process. A non-racial world can exist only if theories and postulations re race are rendered irrelevant. Subsequent to the 1994 South African elections, it became imperative to do this. This artificially polarized society had the opportunity to develop racial unity and hegemony. To assess the relative status of racist paradigms in students, 265 students completed a questionnaire which attempted to measure ethnic group identification and particular interracial attitudes. Results were disappointing, indeed distressing. Significant indications of racist stereotypes were found in all racial groups, with a strong bias towards subjects'own racial groups. The primary conclusion is that racist perceptions and stereotypes remain very prevalent and active in the South African society. A number of recommendations to address the issue are made, e.g. school curricula should include particular components to develop greater understanding/sensitivity re other racial groups; social emphasis should be on cultural solidarity rather than on cultural diversity; national governments should contribute funding towards setting up an international forum to study/combat racism, etc.The concept of race, and the existence of the phenomenon in the minds of perceivers, must be attacked and discarded on an international level if the world is to achieve a state of racial harmony.

AbstractHow does single-party dominance influence interpersonal trust? We draw on evidence from trust games played by more than 2,000 subjects in South Africa, where, since Apartheid, race-based social enmity has persisted under democratic competition characterized by single-party dominance. We find that partisan-based trust discrimination is most pronounced for those who identify with the main opposition party and is driven by strong distrust of rival partisans. These findings underscore how electoral competition, in general, shapes trust across party lines and suggests one-sided competition, in particular, has asymmetrical effects between parties in dominant party systems. Moreover, this study provides additional evidence regarding the relative weights of trustworthiness stereotypes tied to partisanship and race.

Male circumcision (MC) prevents HIV acquisition in males, leading to calls for extensive implementation in sub-Saharan Africa. The widespread adoption of male circumcision will require social marketing targeted at various families and family members. The objective of this article is to demonstrate the utility of conjoint analysis in the choice of social marketing strategies tailored to different populations to promote male circumcision in Johannesburg, South Africa. Seven social marketing strategies for MC were identified through open-ended interviews ( n = 25). Preferences were assessed using conjoint analysis, implemented in a cross-sectional survey of randomly selected households. An oversampling strategy ensured balance between Blacks (34%), Coloreds (mixed-race; 32%), and Whites (34%). Respondents randomly received a block of 4 conjoint analysis tasks comparing 2 mutually exclusive and exhaustive subsets of the 7 strategies. Preferences were then evaluated using logistic regression stratified by ethnicity and family member. Whereas all strategies were attractive, television marketing, endorsement by church/school leaders, and a countrywide program were most preferred ( p < .0001). Stratified analyses identified heterogeneity, e.g., only Coloreds valued radio ( p < .0001) and a lasting presence in the community ( p < .0001). Within families, mothers and sons were most concordant for Blacks ( p < .05) and Coloreds ( p < .01), but fathers were most concordant with sons among Whites ( p <.05). Conjoint analysis provides valuable insight into preferences and can be used in the development of social marketing, especially when aimed at promoting behavioral change.

The resultant challenges included discrimination on grounds of race and gender, which prevented much of the population from fair opportunities for business ownership and management, and securing senior jobs, as well as obtaining access to goods and services. Many businesses were closed to Black people and separate and inferior facilities were provided for them. Further, workplace discrimination was supported by the law. This article uses a descriptive approach to reveal, particularly in terms of the legislative measures introduced, the social responsibility of business in a transforming society, more especially the transformation of the historically disadvantaged communities.

Alan G. Morris is Professor in the Department of Human Biology at the University of Cape Town. A Canadian by birth and upbringing, Professor Morris is also a naturalised South African. He has an undergraduate degree in Biology from Wilfrid Laurier University in Waterloo Ontario, and a PhD in Anatomy from the University of the Witwatersrand in Johannesburg. Professor Morris has published extensively on the origin of anatomically modern humans, and the Later Stone Age, Iron Age and Historic populations of Kenya, Malawi, Namibia and South Africa. In more recent years he has extended his skeletal biology knowledge to the field of forensic anthropology. Professor Morris’ book ‘Missing and Murdered’ was the winner of the WW Howells Prize for 2013 from the American Anthropological Association. He has an additional interest in South African history and has published on the history of race classification, the history of physical anthropology in South Africa and on the Canadian involvement in the Anglo-Boer War. Professor Morris was selected as a visiting Fulbright Scholar in 2012-2013 and spent 9 months at The Ohio State University where he worked with American scholars on the ‘Global History of Health’ project. He is a council member of the Van Riebeeck Society for the Publication of Southern African Historical Documents, an associate editor of the South African Journal of Science and an elected member of the Academy of Science of South Africa.

This article explores the complexities of gender-based violence in post-apartheid South Africa and interrogates the socio-political issues at the intersection of class, ‘race’ and gender, which impact South African women. Gender equality is up against a powerful enemy in societies with strong patriarchal traditions such as South Africa, where women of all ‘races’ and cultures have been oppressed, exploited and kept in positions of subservience for generations. In South Africa, where sexism and racism intersect, black women as a group have suffered the major brunt of this discrimination and are at the receiving end of extreme violence. South Africa’s gender-based violence is fuelled historically by the ideologies of apartheid (racism) and patriarchy (sexism), which are symbiotically premised on systemic humiliation that devalues and debases whole groups of people and renders them inferior. It is further argued that the current neo-patriarchal backlash in South Africa foments and sustains the subjugation of women and casts them as both victims and perpetuators of pervasive patriarchal values.

In fact, discrimination on the basis of gender, race and other inequalities were inscribed in the social fabric of the previous constitutional dispensation. The constitutional dispensation that came into effect on the 27th April 1994 was therefore designed to innovate social, political and legal structures that would be radically different from those of the country’s past history. In this contribution the impact of the Constitution upon the rights of children are considered. In order to fathom the impact. a general overview of constitutional principles and provisions necessary for the comprehension of the rights of children is provided. Thereafter the rights of children expressly mentioned in the Constitution will be addressed. Attention is also paid to the equal protection and nondiscrimination provisions of the Constitution, albeit only indirectly.

This paper interrogates the existing spatial realities of Johannesburg as it was shaped by colonialism and the challenges of providing an inclusive urbanism between the centre, the periphery and the in-between. Johannesburg is a major urban centre in South Africa, with increasing economic and spatial inequality. The inherited spatial realities are still evident today; these structural realities are restrictive, unsustainable, and disadvantage communities ecologically, economically and socially. The paper is premised on an understanding that economic inequality is related to spatial inequality. The author draws on the personal lived experiences of being born on the periphery and the limitations of escaping the legacies of colonial spatial planning including the challenges of living on fragmented urban morphology.The author looks at the typology of the segregated post-apartheid township and the negative elements of apartheids spatial planning, especially focused on the restrictions it has on housing, employment opportunities, transport and public space on the periphery in comparison to the centre and how the in-between spaces further perpetuate socio-economic disparity. The author attempts through research to understand the resilience adopted by the Soweto community to have a safe and welcoming place despite the persistence of structural restrictions. The intention is to address the fragmentation and segregation caused by the inherited spatial structures. The planning of colonial cities, especially Johannesburg was based on achieving maximum control. The urban morphology was many times based on policies that organised people through race, class, and ethnicity.Its spatial planning was defined by separating citizens into different racial groups and economic classes. The rich white people located in the suburbs in the centre and the poor black people located in townships at the periphery separated by wide natural and man-made buffers in-between. The urban morphology of Johannesburg will be studied with a comparison analysis with other African cities which have similar patterns of spatial fragmentation in urban form due to colonial powers. Traditionally “white supremacy” has been treated in race and racism discourse as white domination of and white discrimination against non-whites, and especially blacks. It is a term that often carries a primarily legal and political connotation, which has been claimed time and time again to be best exemplified by the historic events and contemporary effects of: African holocaust, enslavement and colonization; the “failure” of reconstruction, the ritual of lynching and the rise of Jim Crow segregation in the United States; and, white colonial and racial rule throughout Africa, and especially apartheid in South Africa (Cell, 1982; Fredrickson, 1981; Marx, 1998; Shapiro, 1988). Considering the fact that state-sanctioned segregation and black political disenfranchisement have seemed to come to an end, “white supremacy” is now seen as classical nomenclature which no longer refers to contemporary racial and social conditions. However, instead of being a relic of the past that refers to an odd or embarrassing moment in the United States and South Africa's (among many other racist nations and empires') march toward multicultural democracy, it remains one of the most appropriate ways to characterize current racial national and international conditions. Which, in other words, is to say that white supremacy has been and remains central to modernity (and “postmodernity”) because “modernity” (especially in the sense that this term is being used in European and American academic and aesthetic discourse) reeks of racial domination and discrimination (Goldberg, 1990, 1993; Mills, 1998, 2003; Outlaw, 1996, 2005). It is an epoch (or aggregate of eras) which symbolizes not simply the invention of race, but the perfection of a particular species of global racism: white supremacy. Hence, modernity is not merely the moment of the invention of race, but more, as Theodore Allen (1994, 1997) argues in The Invention of the White Race, it served as an incubator for the invention of the white race and a peculiar pan-Europeanism predicated on the racial ruling, cultural degradation and, at times, physical decimation of the life-worlds of people of color.

As Voloshinov has famously argued, ‘the word is the most sensitive index of social changes, and what is more, of changes still in the process of growth’ (Voloshinov, 1986: 19). Scrutiny of young people's discourses on language together with their language practices offers us a window into a society in transition, such as present-day South Africa. This article examines the language ideologies and language practices of Black youth attending previously White, now desegregated, suburban schools in South African cities, important spaces for the production of an expanding Black middle class (Soudien, 2004). Due to their resourcing during apartheid (both financial and human) previously White schools are aligned with quality education and perceived as strategic sites for the acquisition and maintenance of a prestige variety of South African English. This article looks at how mainly African girls (15–16 years) position themselves in relation to English, drawing on data collected using ethnographic approaches in four desegregated schools in South African cities: three in Johannesburg, Gauteng and one in Cape Town, Western Cape. The discussion focuses on two significant themes: English and the [re]production of race; and the place of English in young people's linguistic repertoires. My aim is to show how African youth in desegregated schools orient themselves to English and what their language ideologies and language practices might tell us about macro social processes, including the (re)constitution of race in South Africa. Schooling, as Bourdieu points out, is one of the most important sites for social reproduction and is thus also one of the key sites, ‘which imposes the legitimate forms of discourse and the idea that discourse should be recognised if and only if it conforms to the legitimate norms’ (Bourdieu, 1977: 650). However, co-present with processes of reproduction are practices that work to subvert and unsettle dominant discourses. Suburban desegregated schools are thus productive sites for the re-making of cultural practices (including language) and identities.

This study set out to explore the entrepreneurial barriers that are confronted by entrepreneurs living with physical disabilities. In this study, data were collected within the Sebokeng Township, which is an African township located in the Vaal Triangle, south of Johannesburg in South Africa. A qualitative research approach was used to collect data for the study. The researchers gathered qualitative data by means of semi-structured face-to-face interviews and focus groups. The analysis of the qualitative data was conducted through the use of thematic analysis. The themes that emerged from the findings include lack of equipment and machinery, discrimination, business networking, hardships in obtaining start-up capital, knowledge of support centres for entrepreneurs living with physical disabilities, and lack of education and training. Each theme was discussed individually, followed by substantiating quotes. Most respondents stressed that the barriers they face hinder the survival and growth of their ventures. The paper suggested that in order to help entrepreneurs living with physical disabilities, the South African government must formulate some schemes that are most necessary for their improvement and betterment of their life.

South Africa’s history of colonialism and Apartheid contributed to its extreme levels of inequality. Twenty-five years after the transition to democracy, socio-economic and health inequalities continue to rank among the highest in the world. The Birth to Twenty+ study follows a cohort born in urban Johannesburg in 1990 through their early lives and into young adulthood. Also known as ‘Mandela’s Children’, these ‘children of the ‘90s’ were the first generation to be raised in a democratic society, whose elected government implemented policies to achieve greater socio-economic and health equality. Correlating early life outcomes to those of their parents provides a baseline estimate of intergenerational transmission of historical inequality. Analyses of their early life course indicates the potential breakdown in inequality in the first generation. This paper provides an overview of empirical results on intergenerational change in socio-economic status and health during South Africa’s political transition. Access to infrastructural services improved, and poverty reduced following the rapid expansion of unconditional cash transfers mainly to children and pensioners. However, unemployment remained high and job discrimination continued. Inequalities in health follow similar patterns, and progress did not equate to convergence. Some catch-up physical growth occurred—both across groups and over time—but not sufficient to bridge cognitive inequalities. Socio-economic and health inequalities continued as the children of the ‘90s reached young adulthood. Based on knowledge of other transitions, it is likely that these inequalities will only start to break down in later generations, provided social and economic progress holds steady.

The principle of the elimination of racism and racial discrimination, of which apartheid is an institutionalised form, has become one of the cornerstones of the international community's concerns. As the community's watchdog, the United Nations has accorded, a high priority to this principle. Article 56 of the United Nations Charter stipulates thatbn ‘all members pledge themselves to take joint action in cooperation with the Organisation for the achievement of the purposes set forth in Article 55’, which includes ‘universal respect for, and observance of, human rights and fundamental freedoms for all without distinction as to race, sex, language or religion.’ Equally, the concern of the international community has been evident in the progressive evolution of the General Assembly's recommendations, resolutions and decisions, of the relevant international instruments, of its policy of sanctions, albeit by no means satisfactory, and the prominence this principle receives in various UN organs and activities, in particular the programmes undertaken under the Decade for Action to Combat Racism and Racial Discrimination. However, the supportive role of the United Nations in the struggle being waged against apartheid within South Africa and Namibia, highly commendable though it is, has unfortunately been considerably weakened by the lack of consensus in dealing with systematic violations of international norms by the Pretoria regime for the maintenance of apartheid, as well as over the strategies to be adopted to resist this unjust and oppressive system. In the specific context of the present structure of the United Nations, particularly the powers given to the Security Council, these divergencies are found to be major constraints as they have the inevitable impact of impeding enforcement measures. As a consequence today, the continuing gulf between international law and reality threatens the very credibility of the world organisation especially as far as its human rights policies with regard to South Africa are concerned. The struggle within the United Nations system against apartheid, inevitably slow moving, nonetheless continues as can be seen from the evolution of measures taken. It will also be seen that the world body, undeterred by persistent disagreements over principle, its interpretation and enforcement, continues to explore possible options in shaping policies to be able to deal more effectively with the scourge of apartheid and thereby strengthen the ethical foundations of the international community and a civilised system of peaceful coexistence. The situation, therefore, though highly complicated, is not entirely hopeless. On the contrary there is room for optimism that meaningful consequences will emerge from these efforts of the United Nations to eliminate apartheid as well as to bring about a qualitative change in and protection of a whole range of human rights.

The Promotion of Equality and Prevention of Unfair Discrimination Act 4 of 2000 (PEPUDA) prohibits indirect and direct unfair discrimination in terms of the grounds listed in the act (such as race, sex, and sexual orientation) as well as unlisted grounds (which are to be alleged and proven by an applicant). South African courts had also grappled with the specific issue of indirect unfair discrimination prior to the enactment of PEPUDA, where applicants could rely on the Constitution of the Republic of South Africa, 1996 directly. This is evident in cases such as Pretoria City Council v Walker 1998 2 SA 363 (CC) and S v Jordan 2002 6 SA 642 (CC). This contribution is an analysis of the pioneering judgment in Social Justice Coalition v Minister of Police 2019 4 SA 82 (WCC) (SCJ case), wherein a South African court for the first time recognised poverty as a ground of indirect discrimination under PEPUDA. This conclusion flows from the court's finding, based on expert evidence that the formula used to allocate police resources in the Western Cape unfairly discriminates against poor and Black people in an indirect manner. The analysis of the SCJ judgment will take place against the backdrop of the antidiscrimination framework under PEPUDA and direct constitutional litigation that predates PEPUDA. The underlying theme of intersectionality will also be discussed, as it was apparent from a reading of the SCJ case that grounds of discrimination often intersect with one another and disproportionately affect certain groups of people.

The growth of the black 1 middle class in ‘post-apartheid’ 2 South Africa has become the subject of scholarly and public interest. Applying elements of discourse analysis to interview and group discussion based data, this article provides a qualitative thematic exploration of two pressures that confront a group of black middle-class professionals residing in Johannesburg, South Africa. The first pressure is the experience of being black under the hegemonic white gaze and the second is the experience of the marshalling black gaze. The complexities of occupying the positions of being black and middle class and of living with the scrutiny of two gazes concurrently, is explored. The findings suggest that the white gaze persists in seeking to negatively mark and destabilise black professionals and profiting off covert and paradoxical mobilisations of race discourses as a means of bolstering whiteness. On the other hand, the black gaze serves to police the boundaries of what acceptable blackness is. Under this gaze, the professional, black middle class is perceived as having sold out to whiteness and abandoned given conceptions of blackness. The tensions arising out of navigating these dialectical disciplining gazes suggests that this group holds the tenuous position of being corralled from the ‘outside’ and ‘inside.’ The research, however, reveals the complex ways in which racialisation continues to shape black lives alongside the less rigid identity possibilities for blackness that move beyond essentialised identity performances.

Purpose Breast cancer is the most common cause of cancer in women in South Africa, and often patients present late. There is little understanding of the psychosocial stresses affecting women with breast cancer in Africa. Methods A questionnaire was distributed to 263 patients with breast cancer at two sites (one government and one private facility) in Johannesburg. Self-reported levels of fear were recorded on summative scales and their relationship to demographic variables assessed through univariable and multivariable modified Poisson regression. Results Fears related to treatments and prognosis, particularly radiation, loss of hair, and loss of breast, were far stronger than those related to socioeconomic barriers. Relative risk (RR) of most fears was higher in women younger than age 40 years, including treatment affordability (RR, 1.80; 95% CI, 1.26 to 2.56), hair loss (RR, 1.48; 95% CI, 1.12 to 2.95), and surgery (RR, 1.31; 95% CI, 1.02 to 1.68). Difficulty taking time off work predicted fear of job loss (RR, 2.59; 95% CI, 1.59 to 4.21) and missing appointments because of transport (RR, 2.46; 95% CI, 1.52 to 3.96) or family commitments (RR, 2.46; 95% CI, 1.52 to 3.96). Women with dependents and black women were more afraid of dying (RR, 1.73; 95% CI, 1.03 to 2.90; and RR, 1.79; 95% CI, 1.33 to 2.24, respectively); however, socioeconomic status in this sample was a strong confounder of race and explained most of the racial differences in levels of fear. Conclusion The most significant fears around breast cancer were related to treatment modalities and adverse effects rather than transport, financial, or work concerns. Young age and job insecurity were predictive of increased fears. Education about treatments has a key role to play in improving access to breast cancer care in South Africa.

Black African women in South Africa are poorly represented at managerial levels in the South African private sector since the advent of democracy. Their exclusion at these occupational levels persists despite the Employment Equity Act 55 of 1998 (EEA) requiring that the private sector must ensure that all occupational levels are equitably represented and reflects the demographics of South Africa. The South African private sector demonstrates its lack of commitment to proliferating black African women into managerial positions by deliberately engaging in race-based recruitment and failing to develop and promote suitably qualified women into managerial positions. As such, the private sector is failing to create upward mobility for black African women to break the glass ceiling. The EEA requires the private sector to apply affirmative action measures in order to achieve equity in the workplace. It is submitted that since 1998, the private sector has been provided with an opportunity to set it own targets in order to achieve equity. However, 22 years later, black African women are still excluded in key managerial positions. However, the EEA does not specifically impose penalties if the private sector fails to achieve the set targets.This approach has failed to increase the representation of black women in managerial positions. Whilst this approach seeks to afford the private sector importunity to set its own target, this approach has failed to increase the representation of black women in managerial positions. Employing black African women in managerial levels enhances their skills and increases their prospects to promotions and assuming further leadership roles in the private sector. This paper seeks to show that the progression of black African women requires South Africa to adopt a quota system without flexibility that will result in the private sector being compelled to appoint suitably qualified black African women in managerial levels.

As the housing bubble burst in overheated property markets around the world, South Africa’s so-called ‘affordable housing market’ appeared to be bucking the trend. From 2010, affordable housing prices were rising and selling quickly, especially in Gauteng, Johannesburg’s city-region, chronically short of actually affordable housing and with a growing black middle class. Touted as ‘SA’s best-kept investment secret’, the affordable housing market offered a lifeline to the property industry and the potential to democratize segregated property markets. Yet, in practice, the tapping of South Africa’s lower-income housing market by capital has been a limited one, narrowly catering to particular subjects and spaces. Drawing on heterodox approaches to ‘actually existing markets’ and qualitative fieldwork conducted in Johannesburg between 2012 and 2013, this paper traces how the boundaries of the affordable housing and mortgage submarket are produced and shift through the investments of multiple communities with their own theories of housing markets and different interests in ‘making the market work’. Despite these investments and contestations, the submarket is narrowly territorialized within developer-driven housing largely in Gauteng for public-sector workers, to optimize the market within mortgage capital’s frameworks of risk, return, race and space. The South African mortgaged affordable housing submarket is not so much in need of market information or constitutive of a new frontier of global finance, as a territorial fix for domestic capital vis-à-vis development imperatives. To investigate struggles over this submarket, I draw together socio-institutional approaches to markets with critical political economy of housing markets and put them into conversation with critical development studies scholarship on markets. This combination allows us to make space for multiple projects of ‘improvement’ and profit in our analyses of market-making, as well as how these are shaped by, and shape, space and conjuncture. I seek to contribute to a growing literature on the geographies of markets from a Global South context where housing is framed as both a market good and constitutional right by examining a case of apparent ‘market failure’.

The coexistence of a process of hierarchy and discrimination among human groups alongside dynamics of cultural and social hybridization in the Portuguese world in the early modern age has led to an intense historiographical debate. This article aims to contribute to extending our perspectives, focusing on the circulation of two global categories of classification: negro (Black) and gentio (Heathen) between the mid-fifteenth and late-sixteenth century. In particular, it explores the intersections between the perception of skin color and the reworking of theological concepts in a biologizing direction, which ran parallel to the development of an anti-Jewish theory based on blood purity. The line of enquiry leads from the coasts of West Africa, where it immediately meets the problem of slavery, to Brazil, via South Asia. The intense cross-fertilization of the categories of negro and gentio in the Portuguese world provides us with an alternative geography and institutional process of racialization to that of the Spanish Empire.

While the topic of fairness in personnel selection decisions has received a great deal of attention in the United States of America over the last two decades or so, little work has been done in South Africa in this regard. In view of the possible industrial relations implications of discrimination linked to test unfairness, research needs to be undertaken in this country to examine predictor-criterion relationships for the various race groups who make up the labour force. In the present study, a simplified approach for evaluating test fairness developed by Lawshe (1983) was tested in a sample of white and coloured apprentices. Four selection instruments were related to three criteria of job success. The results of the research seem to verify the results of studies conducted in America, namely, that little evidence has emerged supporting the concepts of differential validity and differential prediction of tests for different race groups. Future research should include samples consisting of black employees in order to compare their test and criterion profiles with those of persons from other racial groups.

Explicit racial prejudice, however, is only part of the problem. Equally important - and likely more pervasive - is the phenomenon of implicit racial prejudice: the cognitive processes whereby, despite even our best intentions, the human mind automatically classifies information in racial categories and against disfavoured social groups. Empirical research shows convincingly that these biases against socially disfavoured groups are (i) pervasive; (ii) often diverge from consciously reported attitudes and beliefs; and (iii) influence consequential behaviour towards the subjects of these biases. The existence of implicit racial prejudices poses a challenge to legal theory and practice. From the standpoint of a legal system that seeks to forbid differential treatment based upon race or other protected traits, if people are in fact treated differently, and worse, because of their race or other protected trait, then the fundamental principle of anti-discrimination has been violated. It hardly matters that the source of the differential treatment is implicit rather than conscious bias. This article investigates the relevance of this research to the law by means of an empirical account of how implicit racial bias could affect the criminal trial trajectory in the areas of policing, prosecutorial discretion and judicial decision-making. It is the author's hypothesis that this mostly American research also applies to South Africa. The empirical evidence of implicit biases in every country tested shows that people are systematically implicitly biased in favour of socially privileged groups. Even after 1994 South Africa – similar to the US – continues to be characterised by a pronounced social hierarchy in which Whites overwhelmingly have the highest social status. The author argues that the law should normatively take cognizance of this issue. After all, the mere fact that we may not be aware of, much less consciously intend, race-contingent behaviour does not magically erase the harm. The article concludes by addressing the question of the appropriate response of the law and legal role players to the problem of implicit racial bias.

This study explored workplace social networks in order to understand practices of inclusion and exclusion in the context of an increasingly diverse workplace in post-apartheid South Africa. We found that the ways in which space is occupied shows marked continuities with the era of formalised segregation during the preceding periods of colonialism and apartheid. We contend that intergroup relations theory and homophily assist in providing a partial understanding of the pervasive microsegregation observed within a South African organisation. We offer that a historied account of the continuing race-based accounts of microsegregation is more productive for understanding this phenomenon in a country with a past that formalised segregation across all areas of social life. We explore the meanings that people assign to segregation patterns within the workplace based on data emerging out of 54 interviews, nine naturalistic observations and a group discussion conducted within the headquarters of a major bank in Johannesburg. Discourses of linguistic and cultural differences were used to rationalise segregation and naturalise racialised differences. The material effects of segregation were noted to be particularly onerous for Black bankers. As a capitalist class, we however found that Black bankers resist, adapt, subvert and reinscribe power relations in ways that simultaneously serve their interests while also potentially limiting their opportunities. We point to the agentic aspects of social networks for marginalised groups and contend that representation is not sufficient to ensure inclusion.

American pacifists first heard of Mohandas Gandhi and his struggles in South Africa and India after World War I. Although they admired his opposition to violence, they were ambivalent about non-violent resistance as a method of social change. As heirs to the Social Gospel, they feared that boycotts and civil disobedience lacked the spirit of love and goodwill that made social redemption possible. Moreover, American pacifists viewed Gandhi through their own cultural lens, a view that was often distorted by Orientalist ideas about Asia and Asians. It was only in the 1930s, when Reinhold Niebuhr and other Christian realists charged that pacifism was impotent in the face of social injustice, that they began to reassess Gandhian nonviolence. By the 1940s, they were using nonviolent direct action to protest racial discrimination and segregation, violations of civil liberties, and the nuclear arms race.

<p><strong>Background. </strong>Neuropsychological tests can successfully distinguish between healthy elderly persons and those with clinically significant cognitive impairment. </p><p><strong>Objectives. </strong>A battery of neuropsychological tests was evaluated for their discrimination validity of cognitive impairment in a group of elderly persons in Durban, South Africa. </p><p><strong>Method. </strong>A sample of 117 English-speaking participants of different race groups (9 with dementia, 30 with mild cognitive impairment (MCI) and 78 controls) from a group of residential homes for the elderly was administered a battery of 11 neuropsychological tests. Kruskal-Wallis independent sample tests were used to compare performance of tests in the groups. Sensitivity and specificity of the tests for dementia and MCI were determined using random operating curve (ROC) analysis. </p><p><strong>Results. </strong>Most tests were able to discriminate between participants with dementia or MCI, and controls (<em>p</em>&lt;0.05). Area under the curve (AUC) values for dementia v. non-dementia participants ranged from 0.519 for the digit span (forward) to 0.828 for the digit symbol (90 s), with 14 of the 29 test scores achieving significance (<em>p</em>&lt;0.05). AUC values for MCI participants ranged from 0.754 for controlled oral word association test (COWAT) Animal to 0.507 for the Rey complex figure test copy, with 17 of the 29 scores achieving significance (<em>p</em>&lt;0.05). </p><p><strong>Conclusions. </strong>Several measures from the neuropsychological battery had discrimination validity for the differential diagnosis of cognitive disturbances in the elderly. Further studies are needed to assess the effect of culture and language on the appropriateness of the tests for different populations.</p>

The politics of coloured people in twentieth-century South Africa have generally been characterised as marginal from mainstream South African events. Correspondingly, attempts to initiate political developments along cultural or ethnic lines - emphasising Mama or Griqua identity, for example - have been noted primarily for their divisive and factional composition. Such writings focus on overt political action. They highlight either leaders’ involvement with, or opposition to, state structures; or the internal, often petty and frustrated conflicts between leaders, but fail to explain the marginalisation of coloured politics. But this emphasis on ‘the political’ removes from our gaze other, more productive avenues for understanding the identity of mixed-race people in South Africa. Political activity, for the Griqua, cannot be evaluated except through the lens of Christianity. Since religion promises to fulfil people's ambitions through redemption in the afterlife, Griqua-Christian ideas about overt political quests and active campaigning against discrimination - on either an individual or societal level - tended to be deemed unnecessary. As it was God who ultimately meted out punishments or rewards, Griqua people's energies were better used worshipping him. Nonetheless, these same Griqua people lived in the profane world in which - at least during the apartheid era - they were officially classified as ‘coloured’. Their struggles, based primarily on the need for official ethnic recognition as Griqua, were, in effect, political struggles. This partly Griqua, partly coloured identity enabled them considerable political flexibility and produced the complex social patterns explored below. A further distinction underpinning the Griqua-coloured ambiguity was that between inkommers (newcomers) and boorlings (people born to Griqua-town).
