Abstract:
The paper analyzes the examples of functioning of election system quotas in the countries of the region, namely, Hungary and Macedonia. Both the Hungarian and Macedonian example of quotas within the political party proves that this type of quota has not produced expected changes, but that the statutory mandatory quotas in the form of single-sided quotas are also scarce measures. The study of those two regional examples clearly proves that only statutory "double" quotas are necessary if we really want to efficiently and relatively rapidly change the representative bodies that consist exclusively of one gender. Therefore it is hard to expect from quotas within the political party to increase the number of women in the form of political "disease" and Macedonian and Hungarian examples prove that. The paper also analyzes the fact that voluntarism in application and a lack of compulsory application are always unfavorable for the functioning of quota system, in sense of its further institutionalization and stabilization. This repudiates quota and makes them inefficient. The quotas fail to function especially because of the legally insufficiently articulated quota system, which means that there is either no compulsory application or there is a lack of application in the national framework, or the place on candidate lists is not determined next to the percent. The Hungarian and Macedonian examples clearly illustrate those shortfalls in the functioning of the quota system since in those two countries its establishment remained incomplete and unfinished while the number of women in their representative bodies is one of the lowest in Europe. The example of quota system that exists in Serbia is for that reason even more important in the regional sense and its proper recognition and application are becoming the regional example of functioning of the quota system.

Abstract Water resources are the foundation of economic development, social progress and ecological security, and water shortage is the primary problem facing China. Water quotas have great practical significance for the resolution of water shortages to achieve sustainable use of water resources and sustainable development of the national economy. In this study, to analyse the problems and countermeasures of the water quota system in China, the water quota system progress domestically and abroad, the water quota problem in China, and the countermeasures for the water quota problem are summarized. The data validity test, spatial correlation test and consistency test are used to test the rationality of water use quota. And the specific countermeasures are presented: improving the water quota system, defining its concept, and revising its scheme, etc. This study provides the support to standardize water quotas and implement the effective water conservation policies of China.

This article considers the issues associated with the use of quota systems for the employment of workers with a disability. It examines the use and experiences of such quotas in Italy, Russia and the United Kingdom. Italy has a long established quota system for the employment of such workers, whilst the modern Russian system is a more recent innovation. In contrast, the UK abandoned quotas in the 1990s. The article draws on the experiences of the three countries to consider generally whether the use of quotas is an acceptable means of encouraging employers to take on disabled workers, or necessary to achieve this objective.

China declared a long-term commitment at the United Nations General Assembly (UNGA) in 2020 to reduce CO2 emissions. This announcement has been described by Reuters as “the most important climate change commitment in years.” The allocation of China’s provincial CO2 emission quotas (hereafter referred to as quotas) is crucial for building a unified national carbon market, which is an important policy tool necessary to achieve carbon emissions reduction. In the present research, we used historical quota data of China’s carbon emission trading policy pilot areas from 2014 to 2017 to identify alternative features of corporate CO2 emissions and build a backpropagation neural network model (BP) to train the benchmark model. Later, we used the model to calculate the quotas for other regions, provided they implement the carbon emission trading policy. Finally, we added up the quotas to obtain the total national quota. Additionally, considering the perspective of carbon emission terminal, a new characteristic system of quota allocation was proposed in order to retrain BP including the following three aspects: enterprise production, household consumption, and regional environment. The results of the benchmark model and the new models were compared. This feature system not only builds a reasonable quota-related indicator framework but also perfectly matches China’s existing “bottom-up” total control quota approach. Compared with the previous literature, the present report proposes a quota allocation feature system closer to China’s policy and trains BP to obtain reasonable feature weights. The model is very important for the establishment of a unified national carbon emission trading market and the determination of regional quotas in China.

Diverse quota systems are designed and implemented in different countries to preserve farmland. Choosing a quota system for farmland preservation is thus an important issue for policy makers and researchers. In order to explain this diversity and reveal shared principles for the choice of a quota system in practice, we compare typical quota arrangements in four countries through a model of transaction cost economics (TCE). We examine agricultural zoning in the Netherlands, the transferable development right in the US, command-and-control quotas and their supplemented trading mode in China, and the debated tradable planning permits for land-use control in Germany. Our comparison not only shows that extending TCE into tradable quota theory is feasible, but also compares experience with the tools of farmland preservation across the four countries. Furthermore, the shared principles we discover could also be reference points for the rest of the world.

In 2011, the Pacific Fisheries Management Council implemented an individual transferrable quota (ITQ) system for the US West Coast groundfish trawl fleet. Under the ITQ system, each vessel now receives transferrable annual allocations of quota for 29 groundfish species, including target and bycatch species. Here we develop an ecosystem and fleet dynamics model to identify which components of an ITQ system are likely to drive responses in effort, target species catch, bycatch, and overall profitability. In the absence of penalties for discarding over-quota fish, ITQs lead to large increases in fishing effort and bycatch. The penalties fishermen expect for exceeding quota have the largest effect on fleet behaviour, capping effort and total bycatch. Quota prices for target or bycatch species have lesser impacts on fishing dynamics, even up to bycatch quota prices of $50 kg−1. Ports that overlap less with bycatch species can increase effort under individual quotas, while other ports decrease effort. Relative to a prior management system, ITQs with penalties for exceeding quotas lead to increased target species landings and lower bycatch, but with strong variation among species. The model illustrates how alternative fishery management policies affect profitability, sustainability and the ecosystem.

This article addresses concerns that candidates nominated because of gender quota laws will be less qualified for office. While questions of candidate quality have long been relevant to legislative behavior, quota laws requiring a certain percentage of candidates for national office to be women have generated renewed interest. Gender quotas are often perceived to reduce the scope of political competition. By putting gender identity center stage, they preclude the possibility that elections will be based on ‘ideas’ or ‘merit’ alone. Other electoral rules that restrict candidate selection, such as the centralization of candidate selection common in closed list PR systems, have been found to reduce the quality of candidates. Rules that open selection, such as primaries, result in higher quality candidates. We exploit the institutional design of Italy’s mixed electoral system in 1994, where quotas were applied only to the PR portion of the list, to compare the qualifications of men, women, and ‘quota women’. We estimate regressions on several measures of deputies’ qualifications for office and performance in office. We find that unlike other rules limiting candidate selection, quotas are not associated with lower quality on most measures of qualifications. In fact, quota women have more local government experience than other legislators and lower rates of absenteeism than their male counterparts. Contrary to critics, quota laws may have apositiveimpact on legislator quality. Once the quota law was rescinded, quota women were less likely to be re-elected than non-quota women or men, which suggests that discrimination – not qualification – limits women’s status as candidates.

Abstract:
The European agricultural market has been criticized for its heavy regulations and subsidization. The sugar market is one of the most regulated ones; however, this will change radically in 2017 when the current system of production quotas will end. The aim of this paper is to present the basic characteristics of the EU quota sugar market. The analysis identifies the main drivers of EU sugar market and their position within the EU sugar market. The paper identifies especially those drivers/companies/alliances which take control over the EU sugar production realized under the quota production system. The paper also highlights the level of EU sugar market concentration and also identifies those countries and companies which are the main leaders in the sugar production area realized under the quota system. Based on the results deriving from the paper, it is possible to characterize the EU sugar market as a heavily concentrated one – nearly 75% (10 mil. tonnes) of the quota is controlled by five multinational companies only; these companies are operating more than 50% of all the available sugar plants located in the EU. These multinational alliances are also in control of the production capacities of their subsidiaries. In most countries, this causes serious problems as the given quota is controlled by one or two producers only. The EU sugar market is extremely concentrated especially if we take into consideration the location of each alliance’s headquarters. The majority of production capacities are under (the) control of especially German and French companies. These two countries are also the main beneficiaries in relation to the EU sugar production quota system.

Since independence, India has had electoral quotas for Scheduled Castes (SCs, Dalits, “untouchables”). These quotas have been praised for empowering members of a deprived community, but have also been criticized for bringing to power SC politicians who are mere tools in the hands of the upper castes. Tracing the history of these quotas through four critical junctures, I show how a British attempt to strengthen their own control of India eventually resulted in one of the world's most extensive quota systems for minorities. The quota system was in the end a compromise between several political goals, and was not strongly supported by anyone. Also, while the quotas were designed to integrate SC politicians into mainstream politics, there was a subtle and gradual shift in the debate about them, to being about development for the SC community as such. This created a disjuncture between the design of the quota system and the expectation of what it would achieve. The case of quotas in India illustrates how policy choices often result from long path-dependent processes, how policy makers struggle with trade-offs when trying to design institutions, and also the power of expectations in shaping the perceptions of the outcomes of those institutions.

Abstract The Irish fishing fleet is subject to monthly quotas which are designed to ensure an equal share between vessels and to spread uptake throughout the year. This monthly quota system also allows us to study the links between discarding and quota exhaustion once a month rather than once a year, as would be the case in most other countries. The hypothesis that discards of cod, haddock, and whiting would increase through the month, as quotas were used up, was tested using observer data collected from commercial fishing vessels. Other than for whiting the results showed no relationship between discarding and day of the month. Instead gear type and target fishery were bigger drivers of discarding with restrictive quotas for cod and haddock resulting in consistent discarding of these species throughout the month. Improvements in gear selectivity may aid in reducing discards but due to the mixed nature of the fishery there is limited ability for vessels to reduce catches of these quota restricted species. Understanding how such a quota management system may influence fishing and discarding behaviour is important when developing management tools to assist in avoiding unwanted catch. This is especially important with the introduction of the Landing Obligation in EU fisheries.

Abstract:
The purpose of this thesis is to analyse the evolution of New Zealand�s Quota Management System (QMS) for marine fisheries. Analysis is performed using institutional theory and methodology. A broad review of institutional theory is made. In contrast to neoclassical economic theory, of which institutionalists have been a major voice of dissent, institutionalism stresses a holistic approach to policy analysis. An understanding of the the forces for institutional change and the structure of that change are the primary focus of institutionalism. An institutional framework for understanding the common pool nature of fishery resources is adopted. This highlights how the physical and technical characteristics of the resource and related decision-making arrangements influence the patterns of human interaction that determine the outcomes of a management regime such as the QMS. It is shown that the QMS was adopted in 1986 to address the biological crisis that had occurred because of past open access management policies. The fiscal crisis and the economic ideology prevailing at the time were also influential in promoting the QMS. The system was not able to be expanded as was intended because of a series of challenges from Maori disputing the Crown�s right to fishery resources. The Deed of Settlement signed in 1992, has supposedly settled Maori claims to commercial fisheries and allowed expansion of the QMS. Assessing the QMS using the institutional framework developed, showed the strong influence that neoclassical ideology has played in determining the outcomes achieved. Inadequate information concerning biophysical, social and economic implications of fishing constrain the ability of the QMS to successfully manage the resource. Inconsistencies and inadequacies in the legislation are only just being addressed as part of a comprehensive legislative review process. The future development of the QMS is also addressed in terms of the likelihood of cooperative common property management regimes being adopted. The common pool nature of the fisheries makes common property management regimes preferable. Cooperative community cultures are claimed by institutionalists to improve the outcomes achieved in common property regimes. There was considered, however, to be only limited potential for cooperation within the current institutional structure for New Zealand�s fisheries. Although the changes of the legislative review appear to be making some progressive changes, the diversity of interest groups and the prevailing western culture are seen as potential impediments to a comprehensive cooperative regime.

Prior to 1985, individuals were generally not allowed to apply for public rental housing (PRH) on their own. In 1985, in order to response to the demand from the elderly and those affected by redevelopment or living in temporary housing areas, the restriction was released. The release of restriction attracts many one-person households to apply PRH. In 1989/90, applicants of age 18 to 24 occupied 4% of the newly registered Waiting List (WL) One-person Applications. But in 2004/05, the age group 18 to 24 applicants occupy 21% of the newly registered applications (Hong Kong Housing Authority, Housing Subsidised Committee SHC 58/2005, p.1 of Annex B). The Hong Kong Housing Authority found that the sharp increase number of Non-elderly One-person Applicants has adversely impacted to the 3 years rehousing performance pledge. It started to address the housing priority problem through the introduction of Quota and Points System (QPS) in September 2005. The Points System is based on two factors to assign points – the age of the applicant and whether the applicant is a PRH tenant or not. The priority of Non-elderly One-person WL applicants will be determined according to the points received. The more points the Applicant scores, the top priority and the earlier the Applicant will be offered a flat, subject to the fulfillment of all the other PRH eligibility criteria. Housing Authority sets an annual quota for Non-elderly One-person Applicants. This study aims at reviewing and evaluating the equitable issue of QPS. Equity is to ensure fairness of treatment between households. QPS is an important policy to rationalize housing priority to the Non-elderly One-person Applicants under scarce public housing resources. This study approaches the equity issue from both a theoretical analysis and a qualitative measurement by questionnaire survey. Based on various literature reviews, the concept of justice, equity, equality and housing needs are elaborated in theoretical analysis. Also, the experience of public housing application in some developed countries is described. The Points System of developed countries and Fordham’s suitability test are taken into account on setting of questionnaire. Most of the findings under theoretical analysis are agreed with the findings from the questionnaire survey. This study focuses on analysis in equity issue of QPS and to suggest recommendations to improve the equity among applicants.

In this thesis, I evaluate Distributed Quota Enforcement (DQE), a system for enforcing quotas on e-mail use as a spam control mechanism. I briefly describe the design and implementation of DQE, and then evaluate the enforcer's performance in several ways. My evaluation includes: the capacity of a single node; how the enforcer scales with added nodes; how well the enforcer tolerates faults; the relationship between the enforcer's size and time to respond (request latency); and the impact of globally distributing the enforcer's nodes. Salient features of the evaluation include: an enforcer composed to a few thousand high-end PCs can handle the world's current e-mail volume; the enforcer is resistant to failures: even with 20% of its nodes down, stamps are reused on average only 1.5 times; the main bottleneck in the enforcer's performance is disk seeks.

Hawston, a small fishing town situated in Greater Hermanus is famous for its lucrative abalone resource. Since the drastic reduction of the abalone quota, which was implemented from 1994-2001, black commercial abalone divers have been on the receiving end of the new fishing legislation. The decimation of abalone by illegal harvesters, and the annual allocation of one and a half ton of abalone to all black commercial divers at present, are serious factors that influence the future of the commercial abalone divers and their counterparts. An abalone quota plays a pivotal role regarding the existence of various groups of people namely the Southern boat assistants, Overberg commercial abalone divers, Hawston fishing community etc. This study attempts to examine the effects of the drastic reduction of the abalone quota on the commercial divers (from 22-ton to one and a half ton), the boat assistants and the Hawston fishing community. The mentioned groups are also engaged in harvesting their allocated crayfish quotas, the research project mainly focuses on the effect of the new quota system on the allocation of abalone and crayfish quotas in Hawston. In essence, this research project seeks to examine the validity or invalidity of the White Paper regarding policies of the new Living Resources Act on commercial abalone divers, the boat assistants and the Hawston fishing community. The researcher has noted the various shortcomings in the White Paper on Marine Resources and the associated indiscrepancies being practiced by the Department of Environmental Affairs. In the study, a qualitative method is used to assess the impact of the implementation of new fishing quotas on various social groups in Hawston (existing and new groups). This was done by means of in-depth interviews. Some of the policy makers at the Department of Environmental Affairs were also interviewed. An evaluation of data gathered through the use of interviews and review of primary and secondary literature, revealed that equitable fishing quota allocation systems are not addressing the needs of the small-scale fishers in Hawston. By means of reports, it was concluded that various factors are infringing on the rights of those excluded from receiving allocation systems and also has the effect of fuelling uncertainty for the future of commercial abalone divers and small scale fishers in Hawston. The primary objective of this study is to investigate if the White Paper Policy on Marine Resources is benefiting the disadvantaged small-scale fishers in Hawston. Most important for the commercial abalone diver in Hawston, is the effect of the decimation of abalone and how legislation in the new quota system will influence their lives.

This thesis deals with the toll systems which have been in operation in the Czech Republic since 2007. The first part defines the basic concepts of transportation and describes the development, goals and the direction of transport policy of the European Union, and the Czech Republic. It also describes the different ways of collecting tolls on roads and the possibility of charging for entrance into cities. The second part analyses the current state of the toll system, not only in our country, but also in neighboring countries. Practical knowledge is supplemented by the hand counting of trucks, avoiding toll communication and a questionnaire survey among carriers. The third part is focused on proposals for solving current situations. The aims are: bring trucks back to the toll roads, reduce the noise levels on highways at night, improve the quality of roads in the Czech Republic, increase user comfort levels of toll systems and increase the number of "green" trucks on the roads

The question of social systems is a topical issue today. In this thesis I consider the social system in Austria. The Austrian social system is very generously funded, but at the same time very carefully planned, and its social benefits are distributed in the same way. In the first part of my thesis I will deal with the historical development of the Austrian social system. In the next section, I focus on the functioning of the current social system, especially in crucial areas - pension, health and social insurance. I also describe the implemented reforms of the pension and health insurance. Austria, in respect of these reform measures, has made significant strides to maintain long-term financial sustainability of its pension and health system. The aim of this thesis is to determine whether it would be appropriate to implement the selected elements of the Austrian social system into the Czech social system. AbstractThis chapter takes as its point of departure the design elements of the Norwegian parental leave system for fathers and examines how it works as a regulatory measure to promote equality in care work. The findings show that the design of the father’s quota as a statutory, earmarked, and non-transferrable right for fathers promotes the fathers’ use of leave and hence equality. The earmarking, and the fact that it cannot be transferred to the mother, renders it unnecessary for fathers to negotiate with the mother about this leave. The father’s quota is also an important bargaining chip in relation to working life for having time off for doing care-work. These findings support other research on fathers’ use of leave which have shown that these design characteristics of father’s quota represents a strong incentive for greater involvement in caregiving on the part of fathers.

The European sugar beet quota system is in very high dynamic process in recent years. The number of sugar companies involved in this system has been constantly decreasing. The aim of this paper is to define subjects (companies/alliances), which possess the current production capacities working under the production quotas system. The paper is determining especially the level of beet sugar production quota holder system concentration using the Herfindahl-Hirschman Index. The paper provides the following findings. The European quota holder system is extremely concentrated and it is becoming more and more dominated by fewer players. Sugar quota is distributed among 19 EU-Member States. In this regard, the quota is generous, especially in relation to France, Germany, Poland and United Kingdom. In Finland, Lithuania, Hungary, Sweden, Denmark, the Netherlands, Slovakia and the United Kingdom controlled by two or even one subject (companies, alliances). There is a large discrepancy between political efforts to distribute equitable R 1308/2013-sugar quotas among states and the actual reality of those distributions. While the EU-quota holder system does not indicate an extreme concentration, an analysis according to the headquarters´ location and allocated quotas to owners of production capacities provides the evidence of extreme concentration.

Sugar is one of the most important elements in human nutrition. The Common Market Organisation for sugar has been a subject of considerable debate since its establishment in 1968. The European agricultural market has been criticized for its heavy regulations and subsidization. The sugar market is one of the most regulated ones; however, this will change radically in 2017 when the current system of production quotas will end. The current EU sugar market changed is structure during the last several decades. The significant number of companies left the market and EU internal sugar market became more concentrated. The aim of this paper is presentation characteristics of sugar market with respect to the supposed market failure – reduction in competition. The analysis also identifies the main drivers and determinants of the EU especially quota sugar market. In relation to paper’s aim the following results are important. The present conditions of the European sugar market have led to market failure when nearly 75 % (10 million tonnes) of the quota is controlled by five multinational companies only. These multinational alliances (especially German and French one) are also taking control over the production capacities of their subsidiaries. In most countries, this causes serious problems as the given quota is controlled by one or two producers only. This is a significant indicator of market imperfection. The quota system cannot overcome the problem of production quotas on the one hand and the demand on the other; furthermore, it also leads to economic inefficiency. The current EU sugar market is under the control of only Sudzucker, Nordzucker, Pfeifer and Langen, Tereos and ABF.

Abstract:
The implementation of affirmative actions in public universities is a topic of debate within the Brazilian society, specially regarding the academic performance of students that have been admitted through the quota system. This paper describes a visual analysis process to explore and compare the academic performances of quota and non-quota students from computer-related programs in a public Brazilian university. The results revealed that both failure and dropout rates for quota students are slightly higher than non-quota students in the first terms, but tends to present similar rates at the final terms.

In the late 1980s, Peru’s National Family Planning Program within the Ministry of Health (MOH) assigned method-specific targets to clusters of health facilities. In 1998, the MOH changed its policies to ensure that services responded to individual reproductive health needs and wishes. It eliminated method quotas, ended voluntary surgical contraception campaigns, and issued norms to ensure quality of care and informed choice. In 1999, the Population Council collaborated with the MOH to determine whether providers were complying with the new guidelines and, secondarily, to develop a monitoring system to assess compliance over time. As concluded in this brief, family planning providers at Peru’s government health facilities conform to national care guidelines in that more than 90 percent of them treat their clients respectfully and offer them a wide choice of contraceptive options. Nevertheless, it was determined that the majority of providers could further improve the quality of care by giving clients more information about correct use and possible side effects of their chosen method and by screening for contraindications.
