Abstract:

Abstract:

Abstract:

Gaietta, Michele. "La dorsale nucleare iraniana." STORIA URBANA, no. 131 (November 2011): 71–100. http://dx.doi.org/10.3280/su2011-131005.

Abstract:

Abstract:

Abstract:
---------- There is growing consensus on the importance of sexuality education, also through the provision of specific programs in schools aimed at young people and children, but the debate on it is still in progress, because of different educational settings based on diverse concepts of sexuality. Addressing the issue from an ethical and legal perspective, particularly interesting is the analysis of the document proposed by the WHO Regional Office for Europe (Standards for Sexuality Education in Europe), for its reliance on controversial models, which deserves thorough examination. This paper will highlight the ambiguity of some concepts (sexual and reproductive health, sexual and reproductive rights, gender based violence) used in the WHO document, in order to emphasize the implications of an uncritical adherence to these proposals.

Abstract:

Abstract:
Could metro dynamics, which have long eroded Detroit's economy, have changed so drastically that they now might help stabilize it? Advocates of the new regionalism contend that increasing economic interdependence within metro areas has boosted the propensity for metro scale mobilizations to address troubles of city and suburb alike. I use the case of Detroit to examine the nature of metro economic relationships and novel episodes of metro regionalism. I find the continued effect of racial segregation, in combination with other factors, has caused Detroit blacks to be more vulnerable to recent declines in manufacturing and to be less likely to benefit from recent knowledge economy investments. New forms of metro regionalism are unlikely to economically stabilize less advantaged households or municipalities in the Detroit area, but may be creating frameworks that enable more progressive mobilizations by Detroit CBOs.

Abstract In this paper we present a selection of preliminary results of our research project “Intonation and Meaning”, in which we compare recurrent intonation contours in German and Italian regional varieties. We apply the method of German Interactional Prosody Research (Interaktionale Prosodieforschung), which in turn is based on Conversation Analysis, to a sample of selfcollected empirical data. Our aim is to show the value of intonation as a resource to contextualize speech activities and to point out form-function relationships between intonation patterns and speech act types. In this respect, we observe the usage of intonation contours with rising accent (L*H) and with falling accent (H*L) in the utterance of question activities, and provide evidence for the fact that the latter represent a distinctive type of questions with epistemic presupposition, whereas L*H correlates rather with default, modally unmarked questions.

Its aim was to characterize the main reasons of the failure of small and medium-sized enterprises and approach the current challenges of small and medium entrepreneurships, the main question we tried to answer was- How to prevent SMEs from failure? The activities related to the project led to the clarification of different aspects of business activities that can lead to successful and/or unsuccessful entrepreneurial activities. For the purpose of this article, we have selected eight research questions from Slovakia that are currently relevant to the topic of the article. We outline the main obstacles to business success in Slovakia, we characterize external factors that created business difficulties and three questions deal with marketing and marketing communication, because standing in a strong competitive environment requires, among other things, the ability to sell one´s business to customers. The aim of the article is to point out the factors that influence business and success in the market of small and medium enterprises in Slovakia.

Abstract:
In this paper I present a survey of the economic literature which is concerned with federal public finance. I argue that it is difficult to derive policy-relevant normative propositions about federal financial relations, but that it is possible to suggest means by which one could improve the efficiency of policy decisions. There is a review of the discussion of the Buchanan and Scott contributions of the 1950s and 1960s, and it is concluded that it is easier to discover significant questions than agreed answers. Practical considerations of geography, regional economy, and administrative separation of powers are then introduced. The argument is that the normative economic definition of equity and efficiency may have little relevance to the practical policy-question of forming and maintaining a federation. I conclude with a proposal for linking the attempt to solve questions of regional and national policy through a network of committees—one for each of the following areas: budget coordination, regional equalization, common standards, stabilization, and economic growth.

Abstract:
AbstractInteraction between regional trade agreements (RTAs) and the multilateral trading system established by the World Trade Organization (WTO) is an issue of significance but nevertheless remains unsettled. This article aims to explore the influence RTAs have generated had on the WTO system, with particular focus on the approach adopted by the adjudicators when dealing with irreconcilable RTA–WTO conflicts. During the development of 20 years’ jurisprudence, WTO adjudicators offered responses to a number of critical questions. On the one hand, direct endorsement of RTA provisions with the effect of prevailing over the counterpart WTO rules appears to be very difficult, either through legal interpretation or application. On the other hand, unlike often being argued, a close review of WTO case law does not reveal a biased adjudicatory approach against regionalism, as compared to other sources of public international law. When dealing with RTA-related matters, the Appellate Body has been advocating an all-encompassing approach featured by the emphasis on the common intention during the interpretative exercise and the promotion for the WTO built-in mechanisms for valid modification. Such an approach is, to a certain extent, misleading in the RTA –WTO context and has led to certain ill-founded adjudicatory choice.

The present study analyzes the processes of social identity formation at the regional level. The linking of identities with territory and the analysis of a traditional ritual (the “Fiesta de la Vendimia” —Wine harvest Festival—, Mendoza, Argentina) offers an account of the strategic memories and forgetfulness triggered in that context, and the question arises as to which factors favor the prevalence ofcertain regional identities over other versions. In this sense, there are two major objectives: 1) to analyze how regional identities are reinvented and how they are charges with value and meaning, in this case the identity of Mendoza people, and 2) to analyze how that “imagined regional identity” is reproduced (reasserted, recreated and sustained).

Abstract:
While China’s reforms have been successful in giving many people higher incomes and producing more goods and services, they also led to increasingly acute inequality in income and wealth among the populace. From one of the world’s most egalitarian societies in the 1970s, today China has turned into one of the most unequal countries in the region and even among developing countries in general. While China’s alleviation of poverty has been nothing less than remarkable and seems to have greatly exceeded Target 1 of the Millennium Development Goals (MDGs), yet ‘Impoverished China’ was still observed to be among the 10 largest ‘countries’ in the world. Furthermore, as the geographical correlation of ethnic minority distribution and poverty population distribution is unmistakable, reflecting the composite phenomenon made up of rural poverty, regional poverty and ethnic poverty, ethnoregionalization of poverty may present China not only with economic challenges but also long-term sociopolitical uncertainties. While the issue of poverty in China has a strong regional dimension, the size of China both demographically and geographically has led to the fact that her regional policy is always overshadowed by a host of complex interlinked socioeconomic, political, ethnic, territorial and historical factors. This paper analyzes the issue of poverty in China as a multi-faceted phenomenon, sees poverty alleviation as inevitably linked to the country’s regional and minority policies, and as such, argues for a stronger emphasis on the elements of decentralization and localization.

Abstract:
It would be a mistake to believe that the Arab regional system (heretofore referred to as the ‘Arab regional system’; ‘the system’ or the ‘regional system’) is endangered by the current instability and upheaval affecting the Arab region, and that the threats that currently loom over it are new and unlike anything that have previously been faced. It would be equally erroneous to believe that the current dangers and threats are merely a repetition of what the system has experienced before and was able to confront and deal with. To say that the Arab regional system is a ‘product of struggle’ that originated and developed amid the successive waves of internal conflict between the countries that it comprises and the external clashes with other regional and international powers would not be an exaggeration. Up to now the Arab regional system has disproved all the analyses that predicted its death, beginning with Fouad Ajami's famous studies entitled “The End of Pan Arabism” (1978/79, in Foreign Affairs 57 (2): 355–373) and The Arab Predicament: Arab Political Thought and Practice since 1967 (1992, Cambridge University Press) to Burhan Ghalioun's article for Al Jazeera (“Nihayah al-nizam al-iqlimi al-'arabi” [The end of the Arab regional system]. Al Jazeera, 10 March 2004), just as it proved its ability to contain the threats it faced and to adapt to them. The reason for its survival is primarily attributable to a unique feature that distinguishes it from other regional systems; this feature combines two characteristics: geographical continuity between a group of neighbouring states (with the exception of Somalia and the Comoros Islands), and linguistic homogeneity, cultural affinity and a sense of belonging to a common space of civilization and culture, while simultaneously acknowledging the existence of diversity and distinctive particularities. The question arises today as to whether the Arab regional system can continue to sustain itself successfully, or whether the present challenges and threats it now faces are of a new kind that go beyond the capabilities of its institutions and member states? Within this context, this opinion and position paper focuses on the author's point of view and the essential factors supporting it. It does not present, discuss or critic the views of others. The paper is divided into three parts: the first describes the origin of the Arab regional system and its development in the heart of struggle; the second describes the new factors that endanger and challenge the status quo; and the third proposes scenarios for the future of the Arab system.

Abstract:
A review of: Kwon, Nahyun. "Public Library Patrons' Use of Collaborative Chat Reference Service: The Effectiveness of Question Answering by Question Type." Library & Information Science Research 29.1 (Mar. 2007): 70-91. Objective – To assess the effectiveness of a collaborative chat reference service in answering different types of question. Specifically, the study compares the degree of answer completion and the level of user satisfaction for simple factual questions vs. more in-depth subject-based reference questions, and for ‘local’ (pertaining to a particular library) and non-local questions. Design – Content analysis of 415 transcripts of reference transactions, which were also compared to corresponding user satisfaction survey results. Setting – An online collaborative reference service offered by a large public library system (33 branch and regional locations). This service is part of the Metropolitan Co-operative Library System: a virtual reference consortium of U.S. libraries (public, academic, special, and corporate) that provides 24/7 service. Subjects – Reference librarians from around the U.S. (49 different libraries), and users logging into the service via the public library system’s portal (primarily patrons of the 49 libraries). Method – Content analysis was used to evaluate virtual reference transcripts recorded between January and June, 2004. Reliability was enhanced through triangulation, with researchers comparing the content analysis of each transcript against the results of a voluntary exit survey. Of 1,387 transactions that occurred during the period of study, 420 users completed the survey and these formed the basis of the study, apart from 5 transactions that were omitted because the questions were incomprehensible. Questions were examined and assigned to five categories: “simple, factual questions; subject-based research questions; resource access questions; circulation-related questions; and local library information inquiries” (80-81). Answers were classed as either “completely answered, partially answered or unanswered, referred, and problematic endings” (82). Lastly, user satisfaction was surveyed on three measures: satisfaction with the answer, perceived staff quality, and willingness to return. In general, the methods used were clearly described and appeared reliable. Main results – Distribution of question types: By far the largest group of questions were circulation-related (48.9%), with subject-based research questions coming next (25.8%), then simple factual questions (9.6%), resource access questions (8.9%), and local library information inquiries (6.8%). Effectiveness of chat reference service by question type: No statistically significant difference was found between simple factual questions and subject-based research questions in terms of answer completeness and user satisfaction. However, a statistically significant difference was found when comparing ‘local’ (circulation and local library information questions) and ‘non-local’ (simple factual and subject-based research questions), with both satisfaction and answer completeness being lower for local questions. Conclusions – The suggestion that chat reference may not be as appropriate for in-depth, subject-based research questions as it is for simple factual questions is not supported by this research. In fact, the author notes that “subject-based research questions, when answered, were answered as completely as factual questions and found to be the question type that gives the greatest satisfaction to the patrons among all question types” (86). Lower satisfaction and answer completion were found among local vs. non-local queries. Additionally, there appeared to be some confusion among patrons about the nature of the collaborative service – they often assumed that the librarian answering their question was from their local library. The author suggests some form of triage to direct local questions to the appropriate venue from the outset, thus avoiding confusion and unnecessary referrals. The emergence of repetitive questions also signalled the need for the development of FAQs for chat reference staff and the incorporation of such questions into chat reference training.

Abstract:
AbstractInternational law questions linked to a potential future European Union ‘emission trading scheme’ for shipping are addressed. If such a scheme were to be introduced (which is not yet clear), and if it were designed to cover emissions that have occurred beyond the territorial waters of the Member States or even in other States’ maritime zones (which, in that case, seems likely), it would evoke interesting questions of principle relating to the jurisdiction of States to impose requirements on foreign ships for matters which take place beyond their territory. Different approaches to the question are discussed, starting from the law of the sea, but also including a brief review of other potentially relevant branches of international law. It is concluded that international law does not necessarily prevent the establishment of such a scheme, but places a number of important limitations on its design.

The goals of this project are twofold: (1) to show how research on, and normative-theoretical justifications for, public participation in environmental decision-making can inform discussions about how to improve global environmental governance (GEG) and (2) to present a series of questions that follow any attempt to scale up results from research on local, regional, and national public participation to meet global environmental challenges. It seeks to clarify what the ‘problem of scale’ means for democratizing GEG by classifying, and proposing partial answers to, multiple problems of scale: (1) The social barriers question: What political-economic barriers stand in the way? (2) The institutional formation question: What institutions need (re)forming? (3) The ‘who’ question: Who should participate and how should they be selected? (4) The procedural question: How and when should the global public participate? (5) The evaluative question: What are the criteria for process and outcome evaluation?

In this article I attempt to highlight the main issues and arguments which surround the question of establishing commercial FM broadcasting services in regional areas. I mope to provide a guide to the complex and delicate questions concerning the future of commercial radio, particularly AM/FM conversion in regional areas. It is necessary to consider regional and metropolitan areas separately because of the very different characteristics of the (markets involved. It seems unquestionable that there will not be any wholesale conversion to FM in the metropolitan areas because of a) technical considerations, including frequency availability, and b) successfully established programming which would not benefit from FM broadcast; for example, mainly current affairs/news formats. In regional areas wholesale conversion would not occur primarily because of FM's limited coverage area and also because of the lower penetration rate of FM receivers.

Current discourse on international human rights leaves little room for self-satisfaction about near-universal acceptance of wide-ranging normative frameworks with a global and regional scope. Recent times have witnessed growing academic concern with the “impact” or “effect” of international human rights treaties on the de jure and de facto legal position in state parties. These concerns are embedded in bigger and more enduring questions about the nature of state obligations under international law (including those derived from “nonbinding norms”) and compliance with them. However, general questions about obedience to international law have been replaced by attempts to answer the question whether human rights treaties in fact “make a difference.”

Abstract:

Abstract:
“Climate Protection Law” has been developed during the last approximately 15 years on an international, supranational and regional level. In the European Union the trading scheme of greenhouse gas allowances—introduced by Directive 2003/87—is to be considered a central element of the European Union’s climate protection policy. Despite of the creation of the EU emission trading scheme already in 2003 the scheme raises a range of legal questions which have not been really clarified yet. Against this background, the following contribution will discuss—on the basis of a summary of the legal bases and the development of emission trading in the EU—some selected legal questions concerning design, interpretation and application of the Directive 2003/87. Additionally, the question of whether the emission trading scheme as provided by Directive 2003/87 could serve as a model for air protection respectively emission reduction of other air pollutants and / or as a model for a trans-regional or even global emission trading scheme will be discussed.

Abstract:
AbstractA range of geographical, political, legal, economic, scientific, environmental, and other inter-connections can be drawn between the Falkland Islands and Antarctica. One common element concerns the fact that both areas remain the subject of long-standing dispute between Argentina and Britain. In the past, various attempts have been made to present Antarctic experience as the basis for action in the Falklands question, most notably, as part of the search for a resolution of the Anglo-Argentine impasse regarding sovereignty over the Falklands/Malvinas. A number of proposed linkages are examined, although, admittedly, it is easier to pose questions than to provide answers. Nevertheless, the proposals articulate the merits of viewing the Falkland Islands in a wider regional context, defined as covering the archipelago, South Georgia, the South Sandwich Islands, Antarctica, and possibly South America.

In this article, I address the current state of cultural studies in Northern Europe and more specifically in the Nordic countries, especially in Denmark. I take my point of departure in offering an answer to the question, what is cultural studies anyhow? and raise some questions about its future directions. From that, I then discuss how we can reason about regional cultural studies since in so doing we are caught in a dilemma: on the one hand, it provides a way to nuance hegemonic his-tories and ways of mapping the international field but, on the other hand, it also inevitably leads to new generalizations and new inclusions and exclusions. I go on to examine first the (im)possibility of scaling (regional, national, etc.) and, next, the challenge it raises at different levels of setting, i.e., Northern Europe, the Nor-dic countries, and Denmark. Finally, I focus on national, i.e., Danish cultural stud-ies and return to the question of the future of the discipline.

This study aims to analyze the Arabic question items for the end of the regional joint madrasah (UAMBD) exam for Madrasah Ibtidaiyah (MI) students for the 2017-2018 Academic Year. After conducting research using qualitative descriptive methods with purposive sampling techniques. The result showed that (1) the validity of the contents of the Arabic UAMBD MI Year 2018 shows a very high. This is showed by the level of 100% compatibility of all the items with the specified lattice; (2) UAMBD MI year 2018 Arabic questions have a high level of reliability or consistency, with a test score of 0.68 (at intervals of 0.60-0.80). It can be stated that the use of Arabic in UAMBD in 2018 can be trusted. If the results in terms of difficulties are 63.23% (0.63), it can be said to a standard test; (3) the difference in power shows it is acceptable at 31.4% and acceptable but needs to be improved at 25.7%; and (4) the distribution of 11 question items in Arabic UAMBD MI 2018 has a very good distribution of answer choices (distractors/deceivers); five good questions; six items lacking; nine bad questions; and four items are terrible.

In the field of research and studies pertaining to Malaysian rural society, there has traditionally been a dominant emphasis, especially by local scholars, on the analysis of the indigenous Malay peasantry rather than on the equally indigenous ‘tribal’ minorities, i.e. the Orang Asli. This has also meant that the new theoretical directions and perspectives developed in the various interrelated fields (such as ‘the New Economic Anthropology’, ‘Peasant Studies’, and Political Economy, including the Neo-Marxist School of Development and Underdevelopment) have been applied with rigour only to those issues arising from ‘the peasant question’ in Malaysia. To date, no scholars have as yet seriously attempted to address ‘the agrarian question’ in the context of Malaysian society by also incorporating in their theoretical analysis the position of its ‘tribal’ minorities.
