The article reviews qualimetric images constructing technique in application to the techware quality control. The introduced method is new for the techware quality control. Qualimetric image is a geometric model constructed with various quality rates folding techniques. Techware quality control on the basis of qualimetric images is aimed to detect the shortcomings of the technical item being evaluated and to improve its construction. As compared with traditional quality control methods the introduced technique is simple and time-saving.

Abstract:
The article proposes a qualimetric method for assessing the quality of such hazardous production facilities of a metallurgical enterprise as special bridge metallurgical cranes. The supporting structure of the crane is investigated, structurally divided into four main groups of structures and fifteen elements, which carry all the information about the dominant properties of the operation of the crane. Two indicators of the quality of the crane structure were introduced: complex and integral. For a complex function, the probability density function of the reliability levels of structural elements in the form of a uniform law is taken. For integral - an indicator of the risk of an accident, since most of the cranes under consideration are operated outside the warranty period. The obtained quantitative data on the reliability levels that structural elements should have is valuable. The investigated qualimetric method will allow experts to make the right scientific and technical decisions and, ultimately, will bring a significant economic effect that can be comparable to the price of a new crane and its commissioning. Special cranes of the Magnitogorsk Metallurgical Combine were considered. The article continues to develop studies of qualimetric science for assessing the quality of products and various objects of a metallurgical enterprise of the scientific school of the Magnitogorsk State Technical University named after V.I. G.I. Nosov.

The description developed in а scientific and practical work the author method of expert qualimetric method the value of a city architectural and historical environment, approved by the example of Samara city. Through this method obtained а pragmatic (qualimetric) value pattern. Sociological questionnaire express monitoring allowed to make a mental value pattern. A comparative analysis of the pragmatic and mental value patterns found a significant overlap. Both from the study value patterns are subjective and heavily biased towards the objective value pattern. Thus, the contradiction of objectives and results in the protection of cultural heritage is due to irrelevant ratio objective, mental and pragmatic value pattern of architectural and historical environment.

The possibility of applying the qualimetric model to the relative integral value of the applicant's similarity to the requirements for inclusion in the project team is presented. A mathematical qualimetric model for assessing the competence of candidates is proposed, which carries out the orderliness of the criteria of compliance with the "portrait of the ideal candidate." decision-making in the process of selection and formation of teams. Quantitative competence and qualimetric approach in the system of personnel management of higher education institutions of civil defence with specific learning conditions, namely the formalization of criteria for evaluating candidates for project teams provided a reasonable qualimetric assessment of knowledge, skills, personal qualities are an effective method of management. The subject of research is the methods of evaluation and selection of applicants, personnel management in projects of security-oriented systems. Management of projects and programs of human resources management, formation of a database of members of project BOS teams and their evaluation using the index method to optimize the processes of selection of project team members in a security-oriented system. The purpose of the article is to increase the efficiency and objectivity of the system of evaluation and selection of higher education seekers with specific training conditions of the civil protection system of Ukraine. Research methods: human resource management using HRM systems, expert information systems and index numerical indicators. The following results were obtained: a model-scheme of evaluation and selection of project candidates was developed using an expert system for further knowledge accumulation through software, an index method was proposed on the example of higher education institutions with specific training conditions for civil defence systems. Conclusions: Summarizing the data of the study, we can conclude that it is appropriate to improve the methodology for assessing applicants for higher education in civil defence with specific learning conditions through new approaches to quantifying the quality criteria QMS. The generalized model scheme of the expert information system for the selection of shots in security-oriented systems based on an index method is developed.

Risk assessment is an integral part of an enterprise's quality management system. The risk of low quality products is the most significant risk, as it is directly related to the concept of enterprise competitiveness. The paper analyzes the scientific papers related to the assessment of the quality of products, processes and services, their disadvantages, possible limits of application. It is proposed to use mathematical dependences to obtain estimates of product quality indicators on a dimensionless scale. Knowing the density function of random variables of product quality indicators and knowing the mathematical dependence of their estimates on a dimensionless scale, it is proposed to obtain the density function of estimates. Knowing the function of the density of estimates of quality indicators, it is proposed to find the probabilities of risks of the assessment of quality indicators in any given interval on a dimensionless scale. A method for assessing the risks of low quality products has been developed

Abstract:
Introduction: On the pharmaceutical market of Ukraine, there are six international non-proprietary names of proton pump inhibitors (PPIs) – Omeprazole, Pantoprazole, Lansoprazole, Rabeprazole, Esomeprazole, Dexlansoprazole, which differ in a number of pharmacokinetic and pharmacodynamic parameters, safety profile, range of dosage forms and their cost. The aim: To investigate the competitiveness of proton pump inhibitors registered in Ukraine by comparing the parameters of their quality properties using the method of qualimetric analysis. Materials and methods: Qualimetric analysis is based on the deductive-axiomatic approach, which allows quantifying the qualitative properties of drugs and determining the degree of competitiveness of each of them in the pharmaceutical market of Ukraine. The qualitative properties of PPIs in terms of consumer are efficacy, safety, convenience of use and cost. The subject of the study was 133 trademarks of PPIs registered in Ukraine. Results: The highest qualimetric values were obtained by omeprazole (Kk = 0.73) and its S-isomer esomeprazole (Kk = 0.66). Pantoprazole was inferior to them to a certain extent (Kk = 0.64). Lansoprazole (Kk = 0.53), rabeprazole (Kk = 0.50) and dexlansoprazole (Kk = 0.44) had the lowest values of the quality indices. Conclusions: According to the results of the study of the PPIs’ competitiveness for parameters characterizing efficacy, safety, convenience of use and cost, assessed by qualimetric analysis, it has been established that the most completely and qualitatively satisfying consumer’s needs are omeprazole and its S-isomer, esomeprazole.

In connection with the growing use of polymer composite materials all over the world and in domestic aircraft construction in civil aircraft of the transport category, the analysis of forecasting methods of their application at the main stages of the life cycle of this class of structures becomes an urgent problem.Efficiency, as the ratio between the achieved result and the resources spent on its achievement, can be interpreted as the ratio between the total quality indicators of the created object and the total costs.However, quality indicators are such metrological characteristics, the quantitative measurement of which in most cases is difficult or almost impossible. In this regard, the qualimetric quality indicators acquire the qualimetric form of qualitative characteristics. Qualimetric characteristics make it possible to operate during their analysis by a productive method of expert assessments of criteria for the implementation of any object, including composite structures of aircraft aggregates. As a criterion for predicting the effective volume of use of composite structures, an analogue of D.L. quality at the stages of their life cycle. The numerical values of each level of the stages of the life cycle are assessed by an expert according to the proposed five-level general identification tables with the subsequent summation of the criterion indicators by stages of the life cycle, making it possible to determine both the efficiency of using composites at individual stages and its integral value for all main stages. The relative value of the efficiency criterion can be represented in monetary terms by multiplying it by an equivalent established on the basis of metrological (qualimetric) methods and means of assessing the results of a particular production.

Abstract Purpose: Management decision in the university is a process of convergent analysis, forecasting and timely resolution of problem situations, aimed at achieving synergetic results. The research studies the advantages and feasibility of using qualimetric methods for evaluating effectiveness of the university’s management decisions. Methodology: Our proposal is to use the method, based on qualimetric analysis, in assessing the effectiveness of management decisions in the university. The theoretical propositions and the argumentation of the research findings have been grounded with the following general scientific methods system-thinking approach, structural and level-based, logical and economic-based, as well as statistical analysis. Main Findings: The management decision effectiveness is based on the level of collaboration in decision-making. The degree of collaboration in decision-making is determined by the involvement of various stakeholders in the process. Index of timeliness of a management decision implementation is the ratio of standard time to the actual time spent. The decision is effective if the index value is equal to 1 or exceeds it. Decision efficiency is evaluated based on the quality of its implementation. The integrated indicator of decision-making effectiveness is a combination of values for all four parameters. Implications/Applications: The practical significance of the research predetermined by the fact that application of this methodology contributes to optimizing the interaction of organizational structures on the management synergy basis, and, as a result, to improving the quality of educational services provided by the university. Using the method of qualimetric analysis raises the level of personnel involvement in the process of managerial decision-making, objectivity and decisions quality.

Нарастающие катастрофические сценарии последствий глобального потепления определяют актуальность оценки углероддепонирующей способности планетарной растительности. Поэтому исследование структуры и квалиметрии биомассы древесных и кустарниковых растений имеет важное значение. Проанализировано несколько методов неразрушающего контроля древесины, каждый из которых имеет свои ограничения, и представленный краткий их анализ может способствовать выбору вари- анта, наиболее пригодного для того или иного метода неразрушающего контроля. Дан анализ состояния проблемы квалиметрической оценки фитомассы деревьев как сырья в промышленном производстве, так и в селекционных программах. Показаны возможности квалиметрической оценки древесины путем лазерного зондирования. бортовое и наземное лазерное сканирование дает с высокой точностью характеристики структуры дерева и древостоя, которые связаны с плотностью древесины. Разработка картографических продуктов по географическим градиентам в сочетании с возможностями дистанционного зондирования локальных структурных показателей древостоев обеспечивает поддержку мелкомасштабного картографирования плотности древесины. Дана характеристика впервые составленной базы данных о квалиметрии биомассы лесообразующих пород центральной Евразии и показаны перспективы ее использования. The increasing catastrophic scenarios of the consequences of global warming determine the relevance of the assessment of the carbon-depositing ability of planetary vegetation. Therefore, the study of the structure and qualimetry of the biomass of woody and shrubby plants is important. Several methods of non- destructive testing of wood are analyzed, each of which has its own limitations, and the presented brief analysis of them can contribute to the choice of the option most suitable for a particular method of non-destructive testing. The analysis of the state of the problem of the qualimetric assessment of the tree phytomass as raw materials in industrial production and in breeding programs is given. The possibilities of qualimetric assessment of wood by laser sensing are shown. Airborne and ground-based laser scanning provides high-accuracy characteristics of the structure of the tree and the stand, which are related to the density of the wood. The development of cartographic products based on geographical gradients, combined with remote sensing capabilities of local structural indicators of stands, provides support for small-scale mapping of wood density. The characteristic of the first compiled database on the qualimetry of the biomass of forest-forming species of central Eurasia is given and the prospects for its use are shown.

Abstract:
The article considers the issue of establishing a mathematical dependence in the form of an S-shaped curve for quantifying the quality of buildings and structures at hazardous production facilities with subsequent automation of the quality assessment calculation mechanism based on the obtained mathematical model. It is proposed to take a piecewise nonlinear dependence described by a polynomial of odd degree as the basis of an S-shaped curve. Using the least squares method, the equation of the S-shaped curve of the quality assessment M from the value of a single quality indicator p_(i ) is obtained. The software «Qualimetric Unit Quality Estimation» has been developed, which allows to carry out a quantitative assessment of the quality of a single indicator by the method of qualimetry, as well as to give a direct visual representation in the form of a graph. The process of calculating the quality assessment of the selected single indicator reduces the time for calculating and analyzing the results, increases the efficiency of the procedure for assessing the quality of materials, products, structures of buildings and structures at hazardous production facilities.

Abstract:
Due to the underdevelopment of the land market, a huge number of problems in the field of ca-dastral valuation of agricultural land, there is a need to solve them and to increase the reliability of the evaluation results. In the conditions of the unformed land market, the authors propose the use of the method of qualimetric modeling to assess the lands of this category. In order to implement it, the au-thors have developed a "tree" of price-forming factors included in the evaluation model, as well as qualimetric scales for each factor, on the basis of which an integral quality indicator is calculated and an optimal dependence reflecting the influence of "price-quality" is revealed. The results of the study allow us to conclude that it is possible to use this method and obtain the value of agricultural land, which is able to reflect modern market realities, create incentives for rational land use, and prevent the disposal of land of this category from economic turnover.

Abstract:
Over the past few years, the issue of developing common criteria for assessing the significance of urban art works has been constantly discussed in the context of the dialogue between the government and society. Meanwhile, the decisions made by local authorities (for example, deputies of the Moscow City Duma and the Legislative Assembly of St. Petersburg) are always of a private nature and do not rest upon a single science-based approach to legalizing the placement of urban art works in the urban environment. This study is aimed at justifying the use of qualimetric methods in a comprehensive assessment of the significance of urban art works. The study’s methodology is presented by comparative and qualimetric methods for evaluating the aesthetic parameters of urban art works. The article notes the complexity of the assessment due to the pronounced specificity that makes it difficult to interpret urban art unambiguously. Basing on the methodological principles of artworks examination (technography, technology, iconography and iconology), the authors propose a number of criteria for evaluating rational and emotional aspects of the significance of urban art objects. To evaluate an art object for each of the criteria, the article offers its own qualimetric scale. It can be described using a set of “points”, for example, from 1 to 10, where the lowest (1) and the highest (10) levels are described in strict and understandable terms, and the middle points (from 2 to 9) are determined by an expert basing on the extent of difference between the level detected by the expert and the two specified extreme levels for this particular art object. With their help, the derived figures can be translated into evaluation categories, thus obtaining particular assessments that are separate for each criterion, and the final value can be derived from a generalization of the particular assessments. The scientific novelty of the study is determined by the fact that the qualimetric method can provide a systematic approach to assessing the rational and emotional aspects of artistic interpretation of urban art objects. The method’s practical application can provide a compromise for the opposing parties struggling to claim the “rights to the city”, and regulate the visual culture of public spaces on an objective scientific basis.

Abstract:
Goal. The article presents the author's method for differentiating the territory of the city according to its historical and architectural potential, in order to determine the most investment-attractive sites for the placement of tourist infrastructure objects. Method. Historical, grapho-analytical methods of research, methods of mathematical modeling and method of expert evaluation were used. Using the historical method, the presence of cultural heritage objects within the settlement is established and a historical and architectural support plan is developed. With the help of the grapho-analytical method and mathematical modeling, a qualimetric assessment of the quality of the placement of cultural heritage objects in the planning structure of the city is determined. Taking into account their importance, obtained on the basis of expert evaluation, the historical and architectural potential of the city’s territories and their investment attractiveness for locating various functional objects, in particular, tourist infrastructure objects, is determined. Results. A new method of qualitative and quantitative assessment of the historical and architectural potential of the territory of a small historical city has been developed. Scientific novelty. A new grapho-analytical method has been developed for the qualimetric assessment of the territory of a historical settlement according to its historical and architectural potential, taking into account the spatial localization and significance of cultural heritage sites. A generalized quantitative assessment of the historical settlement on the nature of the placement of cultural heritage in its planning structure is proposed. Practical significance. The application of the method will allow for the establishment of the most investment-attractive territories of the historical city in order to develop a system of tourist infrastructure facilities, reconstruction and new construction of objects of various functional purposes. Testing is performed on the example of the city of Tulchin, Vinnitsa region, Ukraine.

The author examines the problem of monitoring of professional competences of a teacher in the conditions of digital environment. The authors propose a new technique for development of a method for assessing professional competences of a teacher based on latent variables theory, where private criteria manifest as integral with regards to indexes and indicators of professional competencies of a teacher. Qualimetric monitoring of professional competences contributes to the growth of personal growth of a teacher and improvement of the quality of his work in digital environment. The authors outline the scientific basis for qualimetric monitoring of professional competences of a teacher using the RUUM 2020 software (Rasch Unidimensional Measurement Models). The suggested approach proves that in the school digital environment can be resolved the issue of accessibility and automation of assessing professional competences of a teachers, apply Qualimetric monitoring for motivation of personal growth and self-improvement of a teacher. The new approach allows presenting the qualitative indicators in quantitative dimension. Such solution of the problem corresponds to the current level of requirements of digital environment for monitoring and scientific organization aimed at improvement of teacher’s competences.

The properties of the Polymodel qualimetric method, comparative properties of algorithms for aggregating quality indicators are generalized, and a method for invariant assessment of quality and efficiency, as well as system optimization of marine engineering and marine infrastructure objects as research design objects is proposed. The developed basic provisions of the methodology on the example of a Ship-class marine equipment object allow us to quantify the quality, efficiency, competitive ability and prospects of development in the conditions of an avalanche of increasing complexity of modern marine equipment objects, stricter requirements for the quality of their creation and operation processes at all stages of the life cycle. This allows us to solve the problems of conceptual, research and design-technological justification of effective and optimal design and operational solutions at a fundamentally new level due to the specifics of invariant object modeling.

The method of multi-level quality assessment of interactive electronic technical manuals for aeronautical engineering contains the main approaches and instrumental base for the implementation of a multi-parametric assessment of the quality of electronic content of these manuals. The purpose of assessing the quality of interactive electronic technical manuals for aviation equipment is to obtain a consolidated conclusion on the degree of satisfaction of the need to create interactive electronic technical manuals in the conditions of unclear initial data used for the assessment received from experts. The article shows that the quality assessment of interactive electronic technical manuals for the operation and repair of aviation equipment can be made on the basis of nonnumeric or soft measurements due to the fuzzy nature of the initial qualimetric data. Assessment of the compositional importance of simpler quality indicators of interactive electronic technical manuals consisting of more complex using significance ranks determined by soft computing methods makes it possible to take into account any fragmentary and fuzzy expert data on the comparative weight of individual indicators included in the summary ones.

This article presents morphological method of combinatorial synthesis of bus-modular systems developed by the authors, which can be used in automation systems for aggregating electronic means and telecommunication systems. Original results obtained by the authors in the field of mathematical formulation of the synthesis problem of bus-modular systems are presented. It is shown that existing mathematical models cannot be used to effectively solve the synthesis problem of this class of systems. Original multi-aspect models of bus-modular systems are proposed that take into account the different types of compatibility of the modules from which the system is synthesized. The results of the development of complex and qualimetric models of bus-modular systems, as well as original algorithms for automatic generating of objective function according to given technical-economic requirements and algorithms for automatic filtering and ranking of the morphological set of modules are presented.

The methodology and problems of qualimetry concentrate on a comprehensive and quantitative assessment of the quality of objects of any nature, including logistics services. To solve the problem of assessing the synergistic effect of the qualitative functioning of the transport and logistics system, a nonparametric DEA (Data Envelopment Analysis) method is proposed, which is a highly intelligent method for analyzing the functioning environment due to the fact that its methodology is based on the intelligent technology of benchmarking – comparative analysis based on reference indicators (standards) Results. The transport and logistics system, as an ordered set of elements with certain connections, has special systemic properties that are not inherent in individual elements, but allow for a synergistic effect in the process of functioning. The effect of logistic synergy arises in the process of mutual strengthening of relations between the internal and external environment at the level of input and output material and information flows. Quality management of logistics services is based on the provision of operational information about the quality of logistics services and timely management decisions to ensure this quality. In accordance with the principles of the standards, product quality management is aimed at ensuring customer satisfaction and continuously improving the quality of logistics services. Conclusions. To find a general assessment of the efficiency of the functioning of the transport and logistics system based on the DEA method, the following were developed: a model for assessing the effectiveness of input (i.e., use of resources), oriented to the input, and a model for assessing the efficiency of an output (i.e. logistic system), that is output-oriented. The model developed on the basis of the DEA method for assessing the efficiency of the functioning of the transport and logistics system allows to evaluate it as a stable system in a certain period of time, using the normative quality of the performed logistics services.

The purpose of the ar-ticle is to analyze the problems faced by decision-makers and the creation of methods to improve the effectiveness of decision-making in typical situations. The article examines the main compo-nents of the intelligent subsystem of the decision support system, which require the use of analytical tools, and also forms the methods interaction structure necessary for the effective formation of sce-narios of information support for decision making. To achieve the goals, a decision support method based on an intelligent component was used, which is aimed at creating an effective infrastructure to sup-port decision-making; methods of identification and categorization, designed to implement the most accurate and correct comparison of the characteristics (state) of the observed situation and the characteristics of a typical situation stored in the knowledge base; correlation methods aimed at finding dependencies between the characteristics of situations and scenarios to solve problems associated with these situa-tions; a method for constructing subject qualimetry, used to form a predictive model to assess the degree of compliance of the selected scenario for solving the current situation. As a result, it was de-termined that an important aspect of decision-making in typical situations is the most accurate identification of the state of the situation, the choice of the best scenario for implementing the solu-tion for this situation and the analysis of the consequences of the selected set of measures. To solve these problems, a method for identifying a situation, a method for finding solution scenarios and a qualimetric method for predicting the effectiveness of the selected scenario have been formed. The article concludes that decision-making activities based on the accumulated experience can be im-proved by using the proposed methods and implementing a decision support system with an intelli-gent component.

The method of estimation of quality of medical services on the basis of qualimetry depending on subjects of estimation is offered. Subjects evaluated are divided into three groups. For each group, quality indicators are defined that characterize the needs of each group. The evaluators comprise the needs of patients, the management of the medical institution and the state authorities. For each subject, a mathematical equation based on multiparametric regression is developed. The peculiarity of each equation is to take into account the factors influencing the quality of medical services of this particular group. Qualimetric method is used for quantitative assessment of the quality of medical services. The method is based on a set of multiparameter linear regression equations that allow to take into account and analyze the influence of various factors on the quality of medical services, depending on the subjects of evaluation. On the basis of processed statistics, the coefficients for each group were determined. We have checked each regression model for Fisher’s criterion adequacy. Proposed and tested model equations have become the basis for developing a methodology for assessing the quality of medical services. The proposed approach to the assessment of the quality of health services provides an opportunity to quantify the quality of the provision of medical services to consumers in a specific medical institution for different groups of subjects. But it can serve as a means of regulating the quality of healthcare provision by healthcare providers. The proposed approach allows identifying the risks that affect the quality of services. In the case of unsatisfactory quality of these services, based on the proposed approach, identify a group that does not meet the quality requirements and develop measures to address identified deficiencies as required by the international standard.

The article presents the results of studies devoted to the analysis of erroneous actionsof the climber at the time of passing the competitive route. During the three competitive seasonsof 2016–2018 the performances of women at major international tournaments in the disciplineof difficulty climbing were studied (n = 631). Studies have revealed the main errors made duringthe climbing, to classify them, to determine the signs of controlled and uncontrolled errors. It wasestablished that the controlled errors do not have a noticeable direct impact on the result, but havea negative impact on the main spatial and temporal characteristics of climbing.A fundamentally new method of quantitative assessment of technical and tactical errors hasbeen developed, based on the use of the time factor of erroneous actions. Calculations made usingthe new method that the average error rate for champions is 0.28 points, for prize-winners is 0.40,and for athletes taking a place below the 20th is 1.6 points. During the analysis of the collected data,the of connection with the result of the performance R = 0.81 was established and the nature of thedependence of this relationship was determined.The regression model is constructed, which allows to calculate the standard error value dependingon the length of the passed section and determine its location in the overall of the competitive process.The knowledge of the error value makes it possible to conduct a complete analysis of the sportsperformance, the lost part of the competitive as a result of the error and adjust the training processin order to minimize erroneous actions.

This contribute the development of generalizedsolutions and network development strategies, especially when it comes to building RES. The components of the integral index are determined as the probability of matching the actual regime to the "ideal". The "ideal" mode is determined on the basis of the principle of least action and corresponds to the circuit diagram of the network formed by the r-scheme. The basis thus determined in this way reduces the subjectivity of both evaluations and decisions taken on the basis of it.

The aim of the study was to determine the best options for the ultrasound (US) evaluation of the amount of visceral adipose tissue (VAT), taking into account the time spent on these investigations, availability of visualization of anatomical landmarks, reproducibility of methods and correlation of the measurement results with data obtained by computed tomography (CT), as well as the operational characteristics of the ROC analysis of the boundary values of the VAT amount in metabolic syndrome, arterial hypertension, coronary heart disease (CHD), and erectile dysfunction (ED).The ultrasound measurement of VAT of various localization was performed in 337 patients aged 18-65. The selection of the optimal options for the ultrasound measurement of VAT was based on the qualimetric analysis.For the ultrasound diagnosis of VAT, taking into account the integrative assessment of ranks, it seems optimal to measure the area of the lower part of perinephric adipose tissue, as well as the distance between the inner surface of the rectus abdominis muscle and the anterior or posterior wall of the aorta. Increased thickness of epicardial and pericardial VAT is typical for patients with CHD and ED.

The efficiency potential of organizational and technological solutions using the methods of non-destructive testing of the strength of monolithic structures in the construction of civil buildings and structures has been investigated. In this article scientific and technical hypothesis was compiled. It consists in the assumption of the possibility of developing a system for evaluating the organizational-technological potential of using non-destructive testing methods based on the method of qualimetric analysis. The four most significant groups of parameters were identified on the basis of this method. They can have a significant impact on the organizational and technological potential of using non-destructive testing methods. The orthogonal central compositional plan was chosen as the basis for planning the experiment. This will reduce the number of experiments in the formation of the potential to 25, and to assess the degree of influence of each production and technological module in the implementation of the construction project. The system of variation of groups of parameters consisting of three levels was formed for the purpose of further research based on the tree of goals. The basis for the mathematical apparatus is prepared. This unit characterizes the parameters of the object.

The current situation of green economy digitalization actualizes the problem of developing innovative principles of professional training in universities. The key conditions for the training of highly qualified personnel in accordance with the needs of society and employers as participants of educational relations are of particular importance due to the qualimetric assessment of educational achievements of students (QAA), which has been actualized since 2000 by conceptual research within the framework of the Programme for International Student Assessment (PISA). The material for the study was modern approaches, algorithms and models of QAA in higher education institutions. The main methods of research were theoretical analysis of published scientific literature on the problem of digital assessment of the level of professional competence of university graduates in the field of green economy-sustainable development, primarily, their professional environmental and economic competence (PEEC) based on a ranking analysis of expert information on the impact of different factors. At the same time, the problems which are the result of multifactor dependencies typical for pedagogy are put into the structured category and the apparatus of mathematical modelling and selection of optimal solutions is scientifically grounded to solve them. The most significant pedagogical factors were selected according to their influence on the level of PEEC formation as a result of using the method of expert group evaluation and ranking the selected opinions of experts, the consistency of which was previously revealed by calculating the Kendall's concordance coefficient. The principles of the systematic approach applied in the pedagogical research, using the conceptual provisions of quantitative measurements, numerical modelling and mathematical statistics based on factor planning allowed us to present the results of the experiment to identify the final dependence of the level of PEEC formation as a regression model as the initial step in the developed platform (underlying concept) of qualimetric assessment of the dominant factors of PEEC formation. The initial principles of such a concept are formulated, providing opportunities for studying and analyzing the influence of various pedagogical factors and organizational and pedagogical conditions, choosing the ways of generating educational trajectories.

Thus, according to the results of expert evaluation, the most preferred methods for the diagnosis of hydraulic systems are: the method of diagnosis by the parameters of the working fluid, temporal, vibroacoustic and thermal methods. Use of the chosen diagnostic methods will allow to estimate precisely a technical condition of hydraulic system and its residual technical resource. The classification of methods of technical diagnostics of hydraulic systems on the basis of which the comparative analysis of these methods is executed is presented. Mathematical procedures for processing the matrix of expert estimates using the signal-to-noise criterion are also considered. Based on the results of evaluation of diagnostic methods of hydraulic systems of technological equipment for various purposes using the criterion “signal / noise” a certain combination of methods can be formed, which will be optimal for assessing the technical condition of hydraulic system of a particular technological machine.

AbstractIndicators, different in terms of nature and grading scales, are used to recognise hazardous and harmful factors that affect human health. However, no single methodology is available for their assessment, and the variety of qualimetric assessment methods requires in-depth research, in part on optimality and efficiency. Therefore, this work aimed to conduct several scientific studies to obtain the results of the assessment in unified units of measurement, which would provide a generalised indicator of harmful factors at the workplace. The article proposes to use dependencies to assess indicators of harmful factors, considering the maximum, minimum, and optimal values as well as the shape parameter, the change of which produces various assessments in a dimensionless scale. A hierarchy analysis method was used to obtain reliable values with a small number of experts and determine the form parameter. These efforts resulted in the value of the overall index for harmful factors, which serves as grounds for decisions regarding further improvements in working conditions. The developed methodology was used to assess the safety of working conditions at a machine-building enterprise, and the results are presented in the article.

The method is based on the developed algorithm that allows determining the balance of interests of the state, owners and employees using the qualimetric method of quantitative assessment of quality indicators and the calculated Gini coefficient. The focus is on the formation of the main directions of development of innovative-investment activity of the integrated industrial structures, including: a policy of import substitution, the formation of process-oriented and adaptive models of budgeting, the development of information systems and software project management START-IP, training to ensure the budgeting of innovative-investment activity in multi-level industrial structures. In the article, we consider a technique for training university students, who study IT specialties to solve problems of finding ergonomic reserves to improve the efficiency of automated systems. We describe the structure of the “Ergonomics of Automated Systems” course, software for evaluating and optimizing the activities of operators of “human-equipment-environment” systems, and methodological techniques for using ergonomic computer modeling to build effective automated control systems. Discipline is built using a mansystem approach to the study and design of automated systems, when a person is considered the main element of the system, but the diverse influence of hardware, software and information support, as well as the environment, is taken into account. A significant difference between the developed method and similar existing disciplines devoted to the study of the “human factor” is that, firstly, not only the characteristics of the human operator working with technology are studied, but also the mutual influence of system elements; secondly, the course is based on a qualimetric approach to assess the reliability of the activity and the economic results of this activity; thirdly, the computer modeling used is focused on optimization with the use of economic criteria of activity, while observing the requirements of ergonomic norms and standards. Functional networks developed by the scientific school “Efficiency, Reliability, and Quality of Ergotechnical Systems” by Professor Anatoly Ilyich Gubinsky were used as a methodological basis for modeling and optimization of activities.

Показано, что процедура выявления знаний заключается в определении и выборе соответствующих источников знаний, релевантных предметной области построения интеллектуальных систем. Выбираемые источники знаний должны удовлетворять требованиям определенных условий. В статье рассмотрены следующие методы выявления знаний: метод составления списка источников знаний; метод тестирования экспертов; метод ключевых слов и образов; квалиметрический метод определения источников знаний. Отмечены особенности реализации каждого метода. Использование изложенных методов выявления знаний, как в отдельности, так и в определенной комбинации, в итоге обеспечивает получение множества источников знаний, которые содержат релевантную информацию, необходимую для успешного решения задач. Показано, что методы выявления знаний различаются между собой по точности, достоверности, глубине проработки. Выбор и применение того или иного метода зависит от конкретной решаемой задачи и наличия соответствующих ресурсов организационно-технологического исполнения. Knowledge identification is one of the key stages in the creation of intelligent systems. It is shown that the procedure for identifying knowledge consists in identifying and choosing the appropriate sources of knowledge that are relevant to the subject area of ​​building intelligent systems. The selected sources of knowledge must satisfy the requirements of certain conditions. The article discusses the following methods of identifying knowledge: the method of compiling a list of sources of knowledge; method of testing experts; method of keywords and key images; qualimetric method for determining the sources of knowledge. The features of the implementation of each method are noted. The use of the outlined methods for identifying knowledge, both individually and in a certain combination, ultimately provides a set of knowledge sources that contain relevant information necessary for the successful solution of problems. It is shown that the methods for revealing knowledge differ among themselves in accuracy, reliability, depth of elaboration. The choice and application of one method or another depends on the specific problem being solved and the availability of appropriate resources for organizational and technological performance.

In this article we developed the concept of design and technological activities. We tested the need to develop design competence in educational process of the Faculty of Law of the National Economic University with 50 teachers and 200 students of the Faculty comprising Law, International Law, Law Enforcement, Social Work, and Psychology. Design competence is knowledge for preparation of pedagogical projects and their implementation, developed in the educational process. The current stage is characterized by globalization of problems requiring involvement of the world community, changes the paradigm of education, posing new challenges to the educational sphere. Accelerating pace of socio-economic development requires to plan and evaluate life and professional prospects. It becomes important for teachers to learn how to design pedagogical reality, predict the consequences of its transformations and teach students to build their lives on the basis of design. These trends urge the problem of design, make it interdisciplinary, exceptionally large-scale and pressing. Promising areas for development of design and technological activities include: identification of new patterns and principles of pedagogical design; identification of new factors and conditions for successful operation and development of design activities; development of theoretical background for training, retraining and advanced training of personnel in the field of pedagogical design; detailed development of methodological and technological support of the pedagogical design process; improvement of the qualimetric tools of design activity. Verification of the concept against the background of the identified set of pedagogical conditions showed an increase in the efficiency of design and technological activities.

Introduction. The concept of lean management, which is focused on optimising and improving manufacturing processes, can be applied to the management of in-company further professional training. Within this training, in-company teachers are more often called upon to teach enterprise employees. Thanks to this, education services are provided at short notice and their high quality is guaranteed at minimum expenses. However, this is possible only if the level of professional teaching competence of these in-company teachers is significantly high. At the moment, the structure and content of this competence are not justified didactically and are not regulated by normative documents. Given that teaching is not the primary job of in-company teachers, and most of them are not trained professionally as teachers, it should be emphasised that the problem of identifying and evaluating the most significant components of professional teaching competence for in-company teachers, the components being the goal of effective advanced education training, is highly relevant today.The aim of this research was to present the structure and content of professional teaching competence for in-company teachers at modern industrial enterprises.Methodology and research methods. Competency-based, activity-based and qualimetric approaches have been chosen as the methodological basis of this research, as they help implement the principles of professional orientation, optimisation and advanced nature of in-company teacher training. The qualimetric approach is used as a leading approach which implies the use of the method of group expert evaluation to organise the teaching expert evaluation of the structure and content of professional teaching competence of an in-company teacher. The authors used pedagogical expertise procedures with the involvement of in-company training customers as experts: enterprise managers, trainees and training organisers. The selection of qualified experts in the field of in-company training was carried out by the methods of self-assessment and reasoning assessment.Results. The structure of professional teaching competence of an in-company teacher has been defined and includes the most significant components: gnostic, communicative, evaluative and design ones. These components specify the types and tasks of teaching activity at an enterprise and can guide the design of individual educational trajectories. The types of individual educational trajectories have been suggested to train in-company teachers (basic, technological, communication-based, and evaluation-based), which can be chosen based on their education level, professional experience and their level of motivation for teaching activity.Scientific novelty of the study is in justifying the structure and content of professional teaching competence of in-company teachers by the expert method. These structure and content take into account the demands of employers for training such specialists at industrial enterprises, a special type of learners and the principles of lean management.Practical significance. The content of professional teaching competence components, which defines specific didactic goals concerning their development, can be taken into account when designing the training and professional development programmes for in-company teachers and planning their organisational and procedural guidance around their individual educational trajectories.

Abstract:
The object of research in this work is the technology of pastille with the addition of multicomponent fruit and berry paste. Pastille are becoming more and more popular in the world for all segments of the population. Usually, the main ingredients for their manufacture are fruit raw materials, a structurant and egg white, therefore, the products contain practically no fat and have a low calorie content. It is proposed to replace 75 % of traditional applesauce in the recipe with a multicomponent fruit and berry paste made from apples, cranberries, hawthorn. It was found that such a composition makes it possible to obtain products with an increased content of pectin substances, ascorbic acid, polyphenols, including anthocyanins, catechins and flavonols. The work is aimed at studying the application of the principles of qualimetry to determine a complex indicator of the quality of pastille For this, the organoleptic and physicochemical indicators of the quality of the developed pastille were taken from previous studies and the chemical composition was determined and the content of biologically active substances was calculated relative to the average daily human need. The content of pectin substances in new products increases 1.7 times and satisfies the average daily human need by 18.2 %. The content of ascorbic acid is 4.2 times higher, which is 20.5 % of the average daily human need, and polyphenols 3.2 times higher – 579.0 %. The data obtained make it possible to consider the developed product functional. The next step was to determine the complex indicator of products by the qualimetric method. For a more complete disclosure of product properties, a structure of pastille quality indicators has been developed – a «tree of properties». Thus, the comprehensive assessment of the quality of the control sample corresponds to the indicator «good» (0.66), while the integrated assessment of pastille with multicomponent paste corresponds to the indicator «very good» (0.98). On the basis of organoleptic, physicochemical indicators and chemical composition of products, it was established that the indicator of a comprehensive assessment of the quality of a pastille with a multicomponent paste, taking into account all group indicators, is 48 % higher compared to the control.

The urgency of the problem raised in the article is determined by: evolutionary trends in education related to the need to design prospects for its development on an innovative basis; undeveloped conceptual foundations of designing innovative pedagogical systems on an interdisciplinary basis, reflecting the dialectical unity of theoretical and technological aspects of the design process; increasing the requirements for the quality of design activities in the process of preparation for practical implementation and improvement of innovations; insufficient development of the technological and methodological apparatus for measuring and evaluating the effectiveness of the process of designing innovative pedagogical systems on an interdisciplinary basis; the need to create an infrastructure for pedagogical design and accumulation of a database of pedagogical projects. The research was conducted as a project study (DBR) for three years (2017-2020) using mixed methods: unstructured interviews, the method of expert evaluations (based on the method of pairwise comparison), qualimetric methods of assessing the quality of pedagogical projects, statistical methods of data processing and testing hypotheses. The study showed that the effectiveness of the design of innovative pedagogical systems on an interdisciplinary basis is ensured by the creation of an external information and educational environment for the design of innovative systems and monitoring of design activities. In terms of content, they reflect the main provisions of the study and provide its experimental verification. The study developed an instrument for expert evaluation of projects of innovative pedagogical systems on an interdisciplinary basis, covering the project presentation scheme, summative and prognostic criteria of examination in socio-pedagogical, psychological and pedagogical, scientific and methodical, managerial and technical areas, methods of project quality assessment. The conclusions and recommendations of the study can be the basis for improving the educational process in educational institutions, as well as the development of pedagogical design practices.

The paper discloses modern approaches to creating integrated information environments of SMART complexes of academic disciplines through integrating creative, authorial, non-verbal, encyclopaedic, information-and-communication, self-realization, self-assessment components in professional (vocational) and pre-university professional education. It lists the advantages of such complexes compared to e-textbooks and reveals the requirements for developing them. It highlights the ways of considering future specialists’ psycho-physiological development when selecting and structuring educational information. It recommends applying constructive equalization of students’ cognitive activity based on the Kosko’s quasi-neural network model in their designing an educational trajectory. It shows conditions for ensuring equal opportunities for students’ learning within such complexes. Both selection and structurization of such complexes’ educational information follow students’ psychological development in perceiving it and focus on critical feature patterns of the adaptive resonance theory and the Hopfield model for associative memory. The paper suggests evaluating students’ activities within such complexes by comparing each participant’s achievements with the parameters of completed projects, using the index method based on qualimetric measurements. It specifies the features of an environmental approach in developing such complexes; elaborating their educational material; determining types of learning tasks; creating means of monitoring students’ knowledge. It justifies the results of experimental work, which involved surveying 442 teachers and analyzes the influence of such complexes on the effectiveness of the educational process. It highlights the importance of introducing heuristic forms, methods and techniques of students’ learning to help students obtain, systematize and consolidate educational information and acquire practical skills in performing creative projects and professional tasks.

The Federal State Educational Standard for a new generation (FSES of HE 3++) sets out universal and general professional competences for university graduates. Educational structures can define professional competences independently and describe them as professional standards. A means of solving this challenge is to use a group of assessment experts – one of the core academic qualitative methods. This collective expert opinion helps to develop an algorithm for pedagogical competence expertise and for generalizing their quantitative representation and content. The article presents methods for the structure and content of professional competences for undergraduate students majoring in preschool education. These include the group expert assessment method and the procedure for reconciling the determined competences with current legal documents for preschool education. The research focused on competence-based and qualimetric approaches aimed at modeling the outcomes of education. The “framework” sets out the structure of competences that act as the professional quality standards for higher education. The group expert assessment made it possible to identify groups of professional competences and elaborate their content. The authors have determined the academic expertise for the structure and content of professional competences for students who are the future preschool teachers. This involved the examination and harmonization of the requirements of the Professional Standards for “Teachers (teaching practice in the field of preschool, primary, lower secondary, upper secondary education) (a pre-school teacher, a teacher),” and the Federal State Educational Standard for preschool education. These stages can be implemented in developing the structure and content of professional competencies for students majoring in other areas and profiles of training, which adds to their practical value and usefulness. The findings can be used by university instructors to identify and develop professional competences for undergraduate students following their future job functions and actions as outlined by professional standards.

The aim of the study is to monitor the social, performance and financial-economic indicators of each rural area of the region on the basis of an analysis of the "problem map" and the "development reserve diagram", as well as to develop long-term programs for social and economic development. Methods. A package of methodological materials was developed to ensure systematic and comprehensive monitoring of the current state of the rural areas in the region and their reserves of socio-economic development. Results. The authors propose a new methodology for monitoring the sustainable development of the agro-industrial complex and rural areas on the basis of an integrated approach aimed to assess the socio-demographic situation, indicators of agricultural performance, financial and economic parameters and municipal management, which distinguishes it from the well-known methods of analyzing statistical data, municipal reports and economic subjects, expert evaluation of indicators and qualimetric method. The complex nature of monitoring, the objectivity of assessments of social as well as the performance and financial-economic indicators allow us to figure out the rating of each rural area of the region, which should be taken into account when providing government support and subsidizing agriculture and supporting the rural areas. Conclusion. We suggest, developed by us, a scheme of the guaranteed strategic development of rural areas which can be implemented in any region of Russia subject to the creation of maps of land zoning, development of regional and municipal schemes for the rational allocations, production and processing of agricultural products, development of a package of regulatory and legal documents, practical tools and recommendations, regulatory and legal framework for improving leases, development of a methodology to monitor the current state of the rural areas and their reserves of socio-economic the development.

The hospitality industry is a fast-growing sector of the economy, which contributes to the development of other sectors of the country’s economy. Cultural and business relations of Ukraine with other countries are expanding, the number of tourists requiring accommodation and service facilities meeting international standards is growing. Therefore, attention to the quality, safety, competitiveness and standardisation of hotel services has recently increased. The main task of hospitality industry enterprises is to serve guests of our country providing them with accommodation, arranging business meetings, satisfying their demand for high-quality recreation and entertainment. To study the quality of provided services expert methods based on a quality scoring scale are widely used in the field of hospitality. Unified legislative requirements, standards, quality analysis and verification of products and services provided by hospitality establishments is necessary to ensure the quality of services that meet the world standard requirements. Qualimetric assessment methods allow to convert qualitative indicators into quantitative ones, which simplifies the research process. To assess the quality of products and services a comprehensive method has been applied, which lies in the quality level assessment with a single number obtained by combining the used single qualitative indexes into one complex index. The research is about the services quality of the four-star Gagarinn Hotel in the city of Odesa. The survey has revealed that the quality service criterion is well-organized booking, reception and accommodation of the hotel. It has been found that the guests accommodated by group characteristics value professionalism and service culture the most, followed by convenience of payment and service standard. The composite assessment of the guest service quality in the accommodation establishment is 0.65. The results show that the quality of services provided at the stage of booking, reception and accommodation of guests in the studied hotel is at a sufficiently high level.

The following methods have been used in the research: graphical and analytical method (to illustrate the investigated processes), qualimetric method (to improve the evaluation system of social and labour relations) and economic and mathematical method (to assess the state of industrial relations in the article). Results. The state and local authorities’ investment in the development of human capital is evidence of regulation of social and labour relations. Decrease of the share of spending on education, health, moral and physical development is a testament of a reduction in the regulation of the sphere of social and labour relations from the state corresponding to the decentralization reform. At the same time, a significant share of social security and welfare (25-28%) leads many employees to question the importance of employment in the formal sector and the role of labour as the main source of income for working people. The social responsibility of the state and business should provide the creation of productive jobs secured by competitive wages and favourable working conditions. The number of enterprises where strikes took place has grown up. This fact is an evidence of the formation of environment for the social dialogue. The results of the study showed that a widespread combination of social and labour relations in the form of a combination of «restrained authoritarian paternalism» with elements of social partnership exists in Ukraine.
