Abstract:
The present study analyzed the gender-wise professional qualifications and competencies of teacher educators and subject teachers of education. The respondents were categorized into three groups in order to measure their competencies and professional qualification. These were Heads / Principals, Teacher Educators and Subject Teachers of Education and their students. Questionnaires and personal profile prorforma were used as instruments for data collection. T-test and Percentage were applied for the purpose of analysis. The data analysis states most of the male and female subject teachers of education and teachers educators do not have any professional qualification as well as competencies of the male teachers is significantly different from female teachers. Male teachers were competent and efficient as compared to female teachers. It is suggested to the male and female teachers to get professional qualifications for improving their level of qualification. Moreover, female teachers need to enhance their competencies for competing for male teachers in the field of teaching.

Abstract:
The increasing of teaching motivation and teacher work culture is influenced by many factors, both from one of them is self concept and from one of them is a teacher education qualification. This study aims to explain the results of field studies on (1) Qualifications of PAI teacher education in MAN Se-Kota and Kabupaten Mojokerto. (2) PAI teacher self concept. (3) teaching motivation. (4) Work culture. (5) The influence of educational qualifications on teaching motivation. (6) The influence of educational qualifications on work culture. (7) The influence of self-concept on teaching motivation. (8) Influence of self concept to work culture. (9) The influence of educational qualifications and self-concepts on teaching motivation. (10) Influence of educational qualification and self concept to work culture. This research is a type of correlational quantitative research because this study aims to determine the direction and magnitude of the influence between the variables studied. The subjects of the study were teachers of PAI MAN Se-Kota and Kabupaten Mojokerto as many as 35 respondents. Data collection using questionnaires, observation, interviews and documentation. The collected research data is then analyzed using descriptive analysis technique and inferential analysis. Hypothesis testing of research using simple regression analysis and multiple regression analysis. The results showed that: (1) Qualification of PAI teacher education in MAN in Kota and Kabupaten Mojokerto in high enough category. (2) The self concept of PAI teachers in positive and fairly high category. (3) The motivation to teach PAI teachers in the category is quite high. (4) The working culture of PAI teachers in the category is quite good. (5) There is no significant influence of educational qualification on teachers' teaching motivation PAI obtained Fhit <Ftabel = 0.070 <4.14. Abstract:
The seismic qualification for the structural strength it is an issue for the assessment of the seismic safety of the Nuclear Power Plants. The qualification for seismic events in nuclear industry [4] includes the assessment of the structural integrity and fitness for operability during and after an earthquake. Such qualifications are done for various safety and non-safety equipment among which the pressure vessels are of a paramount importance. The seismic qualification is done either directly on prototypes or scaled prototypes (mock ups) or via analytical methods like analysis with finite elements. In any case the model should accurately represent the actual performance of the component or structure when it is subjected to the prescribed effects. The goal of this article is to underline the procedure to be followed for nuclear industry horizontal pressure vessels in order to obtain sound and credible results for equipment seismic qualification by using the unique analysis features of ANSYS 19. A seismic qualification analysis is carried out for the horizontal pressure vessel. The seismic event is overloading the anchoring system beyond the ultimate strength of the material. The zone where these big stresses fields are calculated is at the anchors level. The vessel as designed failed to be qualified for the seism excitations imposed to the model. In order to have the vessel qualified the anchoring way should be redesigned. By comparing the overall calculated equivalent stresses with the tensile yield strength we may pull the conclusion that the original structure design will fail. Instead the new redesigned anchoring system with 8 extra-anchors will stand.

The results of the study of the provisions of the Federal Law "On Independent Qualification Assessment", of an explanatory note to the draft of the Federal Law "On Independent Qualification Assessment", of a number of other normative legal acts regarding the objectives and procedure for the implementation of an independent assessment of qualifications, including a professional exam, the use of its results, are described. On the basis of the analysis of a number of research works on the improvement of the qualifications of employees and the development of the system of continuous education, conclusions were drawn on an objective assessment by the legislator of a permanent increase in the requirements for the qualification of workers and the consequent need for continuous improvement of their qualifications, including the development of a continuous education system. Proposals have been formulated to introduce amendments to the legislation of the Russian Federation aimed at forming a recommendation for an employee to select existing resources for the self-alignment of an individual set of competences with a personalized offer of support options from the educational and professional structures - the trajectory of improving the qualification of an employee..

The article is devoted to the analysis of the concept meaning «qualification» in the European scientific terminology, analyzes its contextual peculiarities. It is distinguished that what is meant by qualification requirements is characterized by documents certifying the qualification of a teacher in European countries, as well as the terminology «qualified preschool teacher» in the context of the European dimension of higher education is explained. The author outlines the analysis of peculiarities of pre-school teachers’ qualifications in the UK. Among the key competencies of the pre-school teacher, which governs the qualification requirements for «Early Years Professional with EYP Status» in the UK, the following are identified: Knowledge and understanding of the peculiarities of the planning, organization and implementation of the educational process, effective professional activities, mutual understanding and cooperation with children, communication and ability to work with families and caregivers, teamwork and cooperation, professional development. The factors influencing the formation of qualification requirements and the content of professional competence are determined. The main professional profiles and profiles of the professional competence of preschool teachers in Britain are described in the article; the main contradictions in the attribution of qualifications are outlined in the issue. Proficiency profiles for UK preschool teachers include a description of the requirements for working with children, parents, colleagues, the public and self-development competencies for the qualification of «Early Years Professional with EYP Status». The research’s results identifies, that the qualification requirements for preschool teachers in the UK, despite on the diversity of the administrative system and the functioning of the three models of vocational training, are characterized by similarity and, in general, are of an integrated nature. In the restructuring of pre-school teacher training in the United Kingdom, in particular, professional competence, the content of training, the development and improvement of professional profiles have been prioritized.

Abstract:
The growing complexity and higher time-to-market pressure make the functional verification of modern large scale hardware systems more challenging. These challenges bring the requirement of a high quality testbench that is capable of thoroughly verifying the design. To reveal a bug, the testbench needs to activate it by stimulus, propagate the erroneous behaviors to some checked points, and detect it at these checked points by checkers. However, current dominant verification approaches focus only on the activation aspect using a coverage model which is not qualified and ignore the propagation and detection aspects. Using a new metric, this paper qualifies the testbench by mutation analysis technique with the consideration of the quality of the stimulus, the coverage model, and the checkers. Then the testbench is iteratively refined according to the qualification feedback. We have conducted experiments on two designs of different scales to demonstrate the effectiveness of the proposed method in improving the quality of the testbench.

High-quality longitudinal data from the UK Household Longitudinal Study gives us the opportunity to investigate whether participation in adult education (AE) fosters volunteering, and whether this depends on the volume of AE, its content, or on the qualification obtained with it. From a public enlightenment perspective, we would only expect to find an effect if the content of AE relates to social issues and domains relevant for volunteering. Yet theories emphasizing AE as a place of encounter and an activity that strengthens self-confidence would expect a positive effect regardless of the content but depending on the volume and the obtained qualification. Our results from a person fixed-effects model reveal a significant and positive effect of participation in AE on volunteering in general, while volume, content, and obtained qualifications appear to make no difference. These findings provisionally suggest that social interactions and self-perceptions explain civic returns to AE.

Abstract:
The practice of using the professional qualifications names which are awarded to higher education applicants is examined in the article based on the analysis of educational and professional programs of specialty 016 Special education with specialization 016.01 – speech therapy of the first (bachelor’s) higher education level of some higher educational institutions. It is noted that the availability of recommended list of professional qualifications of the specializations which are established of the Ministry of Education and Science of Ukraine in the Standard of higher education of Ukraine of the first (bachelor’s) higher education level of specialty 016 Special education is a more important issue and therefore requires the attention of scientists. It is found out that questions of using professional qualifications names in educational and professional programs of specialty 016.01 Special education (Speech therapy) are solved differently. Mostly in such programs, direction to assigning to higher education applicants, who have successfully completed it, the professional qualification of «speech therapist», to a lesser extent – «teacher-speech therapist assistant» is observed. It is stated that not one of directories of the qualification characteristics workers’ professions operating in Ukraine does not contain the qualification characteristics of a speech therapist and the requirements for the educational degree of the employee required to hold the position of a speech therapist have not concretized enough. The absence of qualification characteristics of a speech therapist to a certain extent causes problems in determining the list of main jobs that are inherent to this position (profession). Taking into account the level of complexity of the problems which to be solved by a speech therapist and teacher-speech therapist assistants in professional activity, the idea was proposed of orienting educational and professional programs of specialty 016 Special education with specialization 016.01 – speech therapy of the first (bachelor’s) higher education level for preparation only speech therapists awarding its graduates the professional qualification of «speech therapist». In turn, the preparation of teacher-speech therapist assistants should be carried out according to the educational and professional programs of the initial level (short cycle) of higher pedagogical education. Of point of view the existing close connection between a teacher-speech therapist and a speech therapist, it is proposed to reconsider the qualification requirements for the primary position of teacher-speech therapist, providing the possibility of its occupation by persons with a bachelor’s degree. Abstract:
This article analyzes the performance of the national football teams during the 2014 FIFA World Cup qualification. The sample consists of 31 qualified national teams to the final tournament in Brazil. The analysis uses Data Envelopment Analysis (DEA) methodology and is carried out for the whole qualification period between June 2011 and November 2013. Each national team is evaluated according to a number of played matches, used players, qualification group quality, obtained points, and score. The results show that only 12.9% teams reached the performance of 100%. The reasons of low performances mainly depend on teams´ qualities either in each qualification zone or in each qualification group. In addition, a sensitivity analysis is used to confirm the adequate structure of the DEA model.

Introduction. The transformation of the educational system and the labour market determines the need for objective procedures for independent assessment of qualifications that meet the needs of all stakeholders. The need to overcome the qualification gap is becoming more acute, and it is necessary to change the configuration of connections and relationships in the process of qualifications assessment, which determines the relevance of the current research.Aim. The present publication is aimed to analyse social processes related to the development of practices for evaluating qualifications obtained in both formal and non-formal education in Russia.Methodology and research methods. The methodological framework of the research is based on the principles of the activity approach and the concept of structuration, in which the practice of qualifications assessment is viewed as a combination of social relations between individual and collective actors in the space of social and labour relations. Data collection and analysis was carried out using a qualitative methodology of the sociological approach. A semi-formal interview was selected as the method of expert survey. Twenty-four experts from various sectors of the economy (Moscow, Ekaterinburg and Tyumen) took part in the interviews.Results and scientific novelty. The possibilities and constraints of existing practices for qualifications assessment were identified: assessment centres, qualification assessment centres, internal certification, professional evaluation of working professions within the framework of the “WorldSkills” programme in Russia. The analysis of international experience is presented. Based on expert assessments, it was established that practices specific to the industrial model of the economy prevail in Russia. Thus, the infrastructure and regulatory field were established for the development of new practices of independent qualification assessment. However, the main participants of the process are not involved enough in mutual interaction. The primary sector of the economy hinders the development of the high-technology manufacturing industry and the employers who are interested in creating a competency framework. According to experts, the importance of non-formal education in the development of relevant competencies is increasing, and new mechanisms for qualifications assessment obtained in both formal and informal training are required. The authors presented the cases, which illustrate new configurations of participants’ relationships, when independent assessment of qualifications is integrated with the formal educational system at the stage of state final certification, ensuring the interrelated procedures. The article reveals the contradictions, which are manifested in the interaction between applicants/employees, employers and the state. It is concluded that such contradictions affect the institutional mechanisms for the formation of a national system of independent qualification assessment.Practical significance. The analysis of alternative models for qualifications assessment revealed the interests of different stakeholders involved in this process, the possibility of using “hybrid” forms of qualifications assessment, as well as a number of contradictions related to regulatory, functional and institutional features. The results of the study can be useful for managers of educational institutions and employers to synchronise the processes for mutual assessment of qualifications. As a result, recommendations for the development of an independent qualification assessment system in Russia are proposed, and the prospects for further research are outlined.

Abstract:
The article is devoted to the problematic issues of integrating professional competencies into educational programs of higher education institutions. It is substantiated that the relationship between educational and professional standards should be deepened, which will ensure a balance of knowledge of applicants obtained during training in higher education, and requirements for jobs, achieving the necessary program learning outcomes that will be implemented in the labor market as effective human capital. The object of research in the article is the professional qualification of higher education students, integrated into the educational programs of higher education. The purpose of the study is to determine the prospects for the development of the system of professional qualifications for the quality implementation of professional competencies in educational programs of higher education institutions. The article performs a theoretical and analytical analysis of the prerequisites for the introduction of professional competencies in educational programs of higher education institutions. It is determined that professional qualifications should be awarded by a higher education institution on the basis of appropriate professional standards, which in turn reflect a person's ability to perform a certain set of tasks and responsibilities defined by the relevant profession. It is established that for the assignment of a certain educational or professional qualification it is necessary to have: an appropriate standard; the state (institution) authorized to assign the appropriate qualification; rules (procedure) for assigning a qualification, which includes criteria for assessing the achieved program learning outcomes. It is determined that the current challenges for the development of professional competencies and the creation of appropriate standards are the reorientation of the labor market in connection with the emergence of new qualifications; development of lifelong learning trends; creation of new preconditions for licensing of educational activity of higher education institutions; high requirements for the quality of higher education in higher education and for professional qualifications in the labor market; the need for cross-border recognition of educational and professional qualifications; development of non-formal and informal education. The main perspective steps for the development of the system of professional qualifications for high-quality implementation in higher education curricula are outlined, which include: international recognition of the adopted the National Qualifications Framework, creation of new generation educational standards, establishment of uniform requirements for recognition of professional experience. comparison of educational and professional qualifications, adoption of the Procedure for recognition in Ukraine of professional qualifications acquired in other countries, determination of an effective mechanism for recognition of competencies acquired in nonformal and informal education, creation of an effective register of qualifications, support of dual education 70 development, monitoring of education qualifications, approximation of professional qualifications to Multilingual Classifier of European Skills, Competences, Qualifications and Professions (ESCO). In order to improve the adaptability and moving stabilization of the flexible squirm robot in pipe, its key structures, including brake wheels, flexible spring axle and guide head, are optimized. For the new designed robot, its moving ability and trafficability in straight pipe and L-shape pipe are analyzed. The article analyzes the normative legal support for the development of professional standards in the context of continuing education in the European countries and in Ukraine. The types of professional standards in the European Union countries that are used in the system of vocational education are distinguished. A typical model of a professional standard of specialist training is presented. The principles of developing professional standards in the system of national education are highlighted: assessment of requirements to the general and professional competencies of certain labour functions and the use of common criteria for their formation; the objectivity of determining the names, content and volume of labor functions by type of employment; taking into account the successful international experience of the countries. It is characterized the program of specialists’ professional training in Germany «Innovations in professional training», the principles of which are: optimization of vocational training for low-income citizens, which requires the reorganization of the financial support system; provision through corporate learning to optimize the transition from one qualification to another; the flexibility of vocational education; expansion of practice bases; increase of employment opportunities; expanding the possibilities of transition from one qualification to another; increasing mobility and level of education; strengthening of the dual system of education; cooperation in the field of industry, education and politics. A comparative analysis of the concepts that make up the scientific thesaurus of the study of standards of vocational training in the countries of the European Union is carried out. It is noted that in the European scientific discourse different names are used to designate the qualifications which are defined in the EU by certain peculiarities: national professional qualifications; certification professional qualifications; professional qualifications. The approaches to professional standards in the European educational space are determined.

The aim of this study was to determine the type of information professionals sought by the employment market. Job advertisements provide an effective source for identifying core qualifications, competencies and experience required by employers. These also help to discover any gaps that may exist between education and training provision and employers' expectations. A total of 150 job advertisements were collected and analysed from different newspapers, periodicals and job websites. For the knowledge management professionals, qualification in business was the most frequently sought requirement. In addition to management skills and knowledge of the business sector, experience in information and knowledge management and research know-how were also perceived as important. Online searching abilities, communication and interpersonal skills, presentation and facilitation skills were also high on the employers' list of preferences. For library professionals, library and information science qualification was a prerequisite for employment, with emphasis on information handling skills, management and leadership skills, communication and interpersonal skills. Experience in collection development and management, reference services and cataloguing were also frequently sought requirements.

Selecting a construction contractor is a major decision which may influence the progress and success of any construction project. The paper analyses criteria used to evaluate qualification of contractors in Lithuania and abroad. Both in Lithuania and abroad, the bid price of construction works is the main criterion for evaluation of con‐tractors. The lowest price often cannot guarantee commitments on quality and duration of a construction project. Therefore, when selecting a contractor, a client must not only compare bid prices but also set other criteria for evalua‐tion of qualification and determine their weight. A contractor must be selected according to both quantitative and qualitative criteria, and bids should be compared. Only on the basis of quantitative and qualitative evaluation criteria and by comparing bids of contractors it is possible to select a qualified, competent and reliable contractor, to evaluate its qualification, economic and financial condition and technical capability and skills and to achieve relevant results in a construction project. The paper provides an investigation of Lithuanian companies, which analyses issues related to evaluation of contractors’ qualification. The paper is completed with a discussion of the investigation results and delivery of proposals based on expert estimations of the weight of criteria for evaluation of contractors.

The aim of the work was to determine the features of qualification and study the practice of registration of materials in bringing to administrative responsibility in the field of waste management in Ukraine. In order to obtain the most reliable scientific results in the writing of the work used a number of general and special legal, theoretical and empirical methods of cognition, supplemented by the principles of dialectics. The use of these methods was mostly complex. The research methodology is based on a comprehensive approach to the analysis of the qualifications of administrative offenses in the field of waste management in Ukraine, which consists in the use of general and special scientific methods due to the specifics of the scientific article. The systematic method was used in the study of conceptual and methodological problems of defining the concepts: "qualification of an administrative offense" and "administrative offense". The formal-legal method was used to clarify the content of certain legal concepts. With regard to the results of the study, the article, based on the analysis of scientific views, considers the concepts and features of the qualification of administrative offenses in the field of waste management in Ukraine. It is determined that the qualification of acts as an administrative offense in the field of waste management in Ukraine is a comprehensive analysis of the content of the General and Special Parts of the Code of Administrative Offenses or other articles of administrative tort law thus correlate general and special offenses. Also, a study of administrative and legal qualifications in the field of liability for violations of waste management rules in Ukraine was conducted. Based on the analysis of current legislation and opinions of scientists, it is concluded that the key to the correct application of administrative law in the field of waste management in Ukraine is, first, to fulfill the purpose of administrative penalties in the context of the current Code. In particular, education of a person who has committed an administrative offense in the field of waste management in Ukraine, in the spirit of compliance with the laws of Ukraine, respect for the rules of coexistence and prevention of new offenses by the offender and others. In this paper, the issues of qualification of criminal safety violations at coal mining enterprises are discussed in detail. Firstly, a number of articles of the Criminal Code of the Russian Federation for qualification of these acts are defined. The differences between articles 143 and 216 of the Criminal Code of the Russian Federation with the analysis of a concrete example from judicial practice are considered. A similar procedure is carried out in the course of qualifying safety violations at coal mining enterprises under article 217 of the Criminal Code. In this work, the authors do not try to justify the need to decriminalize any articles of the Criminal Code of the Russian Federation, but try to work with the existing legislative framework so that the qualification rules formulated in the work can be used in practice. Also the authors formulate rules for the qualifications of the violations considered in this paper and propose amendments to the Criminal Code that do not require any “revolutionary” changes. A special difficulty is that there are no scientific recommendations on the qualification of criminal safety violations at coal mining enterprises.

Currently the fee structure at a University of Technology is based on subject and not credit base. Qualifications found in the same funding category within the University showed a large variability in costs. The research seeked to understand how the alignment of the fee structure of the Higher Education Qualifications Sub Framework (HEQSF) would affect class fees at UoTs. To propose a new fee structure in a sustainable way a model was developed. A University of Technology was used as a case study. A mixed method research design was followed in the realm of an epistemological paradigm that focusing on policy and needs analysis and on predicted future requirements. The model takes into consideration the qualification mix, funding groups, National Qualifications Framework (NQF) levels, NQF credits of the qualifications. Benchmarking between universities indicate significant discrepancies, based on qualifications of similar duration, funding category and resources required. It showed that the UoT was much lower than the country average. The novelty of the developed model was to calculate the total income of a qualification for each funding group. Based on classification of educational subject matter (CESM) categories, Department of Higher Education and Training (DHET) funding, Teaching Input Units (TIUs) , Teaching Output Units (TOUs), the Rand value of a Senior Lecturer Equivalent (SLE), the targeted number of Full Time Equivalents (FTEs) per SLE per CESM category, TUT financial targets, and benchmarked data. Variables of the model were dynamic, implying that it could easily be adapted for changes in (DHET) funding policy. The developed model showed the new class fee structure for all qualification types. Ring fencing of 25% between the lowest and the highest funding group was done, and the impact it has on income generated by class fees.

The article investigates the development of the competence approach in the system of higher professional education of Ukraine. To specify the content of the concepts of «competence» and «competence» in the framework of this approach in the pedagogical field in Ukraine used the method of comparative historical analysis. Using this method, the works of domestic scientists in the period of formation of the competence approach in Ukrainian pedagogy are analyzed. The works of Ukrainian scientists who worked in various fields of knowledge: philology, management, theory of management and personnel management, law, pedagogy are considered. The chronology of the emergence of the concept of «competence» in Western scientific thought, its development and transformation into an educational standard. For an in-depth understanding of the concept of «competence», the process of appearance of the term in the regulatory framework of Ukraine, the genesis of its transformation into a standard of higher education in the domestic field is analyzed. The structure of qualification levels of the National Qualifications Framework is described. The main descriptors of the National Qualifications Framework are defined: knowledge, skills (cognitive and practical), communication, autonomy and responsibility, integral competence. The article mentions the comparison of the system of descriptors of the Ukrainian National Qualifications Framework with the European Qualifications Framework for lifelong learning, with the Qualifications Framework of the European Higher Education Area. integral competence The essence of competences and competences as components of the description of qualifications in the National Qualifications Framework is revealed. Differences of competences from the previous indicators of assessment of quality of training are allocated. General competencies are considered as tools for assessing the maturity of the individual, his opportunities for self-improvement and growth. The article is devoted to the study of the qualification of criminal offenses. It has been established that this concept is used in criminal and criminal procedural legislation, but there is no formal definition of it. In the science of criminal law, there are different approaches to understanding the concept of qualifications. Based on the analysis of these approaches, the definition of the qualification of criminal offenses has been formulated. According to the author, the qualification of criminal offenses is a process of knowledge and evaluation by the authorized subject of the factual features of a socially dangerous act, isolation of legally significant ones and establishing their compliance with the legal features of a particular corpus delicti of criminal offense, including its distinction from other criminal offenses and from acts that are not criminally illegal, as a result of which the conclusion on the criminal law norm to be applied is substantiated and documented. The main methodological aspects of the study of the qualification of criminal offenses, such as praxeological, epistemological, axiological, hermeneutical, logical, practical, are highlighted. From the point of view of praxeology, the qualification of criminal offenses is considered as a special kind of human, and in particular legal, activity. In the epistemological aspect, the qualification of criminal offenses is the cognitive activity of the law enforcer. In the axiological aspect in the process of qualification the assessment of factual signs and the committed act as a whole is carried out, and also in the presence of estimation concepts in criminal law their maintenance is defined. The hermeneutic aspect of the study of the qualification of criminal offenses is to study the understanding and interpretation of criminal law. The comparison of the factual features of the committed act and the features of the specific composition of the criminal offense should be carried out using the laws, forms and methods of logic. The practical aspect of the study of the qualification of criminal offenses covers the material and procedural problems of accuracy, correctness of qualification in terms of content and form. It is concluded that the study of these aspects contributes to a deeper understanding of the concept under study. The multidimensional approach to the qualification of criminal offenses contributes to the further comprehensive development of qualification rules and substantiation of proposals for improving the practice of applying the criminal law.

The article considers topical issues of definition and qualification of crimes against human life in Ukraine and abroad. It is proved that the problematic issue of criminal law protection of human life is a significant differentiation of approaches to determining the moment of its onset, which reflects the medical and social criteria for the formation of an individual who has the right to life. It is shown that Ukrainian criminal law gives a person the right to life from birth, while the correct approach is to recognize the beginning of human life and appropriate criminal protection from the moment of onset 10 days after conception, which is consistent with European experience (in particular, France) and sufficiently reflects the medical features of the period of formation of a full-fledged embryo. The article also addresses the issue of the fact that Section II of the Special Part of the Criminal Code of Ukraine combines encroachment on two different generic objects - public relations for the protection of life and public relations for the protection of personal health. This provision of the criminal law of Ukraine does not correspond to the international practice on this issue. In addition, it is reasonable to believe that the two relevant categories of the object of criminal encroachment cannot be considered similar, as such an approach in certain cases can significantly complicate the classification of a criminal offense. It is emphasized that, given the exceptional importance of criminal law protection of human life, it is necessary to formulate a separate section of the Special Part of the Criminal Code of Ukraine, which covers only crimes against life as the main object of criminal encroachment.

The lack of use of video media in the learning process causes students to have difficulties in learning. This research aims to develop audiovisual learning media tailored to the needs of today's learning. The test subjects in this study consisted of several experts and students. The experts consist of learning content experts, learning design experts and learning media experts and involve grade V students to conduct individual trials and small group trials. This development research uses ADDIE development model (analyze, design, development, implementation, evaluation) as systematic steps in the product development process. The data collection method in this study consists of observations, questionnaires and interviews. The data analysis techniques used are quantitative and qualitative descriptive data analysis techniques. Based on the results of product trials, the instructional video was declared feasible by the test subjects, namely learning content experts, learning design experts, learning media experts and students. The results of the evaluation of the learning content expert obtained a percentage (95.83%) with very good qualification, the results of the learning design expert's assessment obtained a percentage (94.23%) with very good qualification, the results of the learning media expert's assessment obtained a percentage (85.00%) with good qualifications and the results of student assessments through individual tests obtained a percentage (94.00%) with very good qualification, and the results of student assessments through small group tests obtained a percentage (95.83%). Based on the results of the product trial, it is concluded that the developed learning videos in very good qualifications and suitable for use in the learning process.

The aim of the article is to assess the usefulness of the Sectoral Qualifications Framework for the Tourism Sector to prepare a description of qualifications in the area of pilotage and tour guiding. The basic method of research was analysing the legislation and source materials relating to the Integrated System of Qualifications (IQS) and Sectoral Qualifications Framework for Tourism Sector (SQFT), which is part of IQS. Findings. Abstract:
The practical questions of application of the federal law «On the independent evaluation of qualifications», which came into force on January 1, 2017 are considered. The analysis of independent assessment of the qualifications of employees, types and forms of independent evaluation, assessment tools, ways of confirming professional experience during the qualifying exam is carried out. It is proposed at the level of the federal law to clarify the organizational and legal form of the qualification assessment center, criteria for the independence of the assessment of qualifications; to clarify the initiatives of the legislator, in particular, regarding the organizational and legal form and requirements for the personnel of the evaluation centers.

Abstract The aim of this study is to analyse the knowledge acquisition and transfer system in rural Poland, in comparison with nonrural areas. In addition, to determine the importance of market qualifications and the effects that the Integrated Qualification System can have in the rural areas. This study shows that life in the countryside is becoming more diverse and agriculture is no longer the main source of income because the share of income from non-agricultural activities is increasing. This is linked to the fact that rural areas have become more attractive for the development of non-agricultural jobs, which in turn is associated with the need not only to raise, but also to confirm qualifications acquired in everyday activities. The conducted analysis shows that acquisition and transfer of knowledge can come from two different platforms, individual and supralocal. These platforms work in two totally different ways. Our analysis also shows a gap between formal and non-formal or informal education in relation to the rural areas´ needs. This gap can be bridged by using the Integrated Qualification System. Like a bidirectional tool, this system works on the one hand confirming acquired skills and knowledge, and on the other hand incorporating and updating the formal education system with non-formal or informal knowledge. The recognition of informal or non-formal qualifications has an important role in sustainable development and improving quality of life of rural areas. The article refers to the issue of qualifications of rural population, it is difficult to consider this issue in isolation from rural areas. The aim of the authors was to focus on the analysis of the issue of qualifications among people directly related to the countryside. The authors do not refer only to farmers, nevertheless, the reference to this social group finds its justification in the studies that are cited.

Currently, in Latvia, the qualification of a house manager can be obtained at three accredited higher education institutions, studying in a short-cycle professional higher education program, which, in accordance with European Qualifications Framework (EQF), is the first-level professional higher education program. The article will mainly focus on the quality and compliance of the house managers’ professional qualification acquisition in short-cycle higher education programs in Latvia. Data analysis, synthesis and logical construction methods have been used in this article.

The traditional process of thesis evaluation is of subjectivity and differences of teachers’ qualifications and backgrounds. Considering these characteristics, this paper proposes a multi-level theses evaluation model based on fuzzy cluster analysis with the idea of fuzzy mathematics. In this model, it evaluates the teachers’ qualification first to determine the weight of various teachers’ evaluation to the thesis; then stratifies theses evaluation indicators, and according to the results of various indicators, it builds a fuzzy equivalent matrix, and ultimately selects the appropriate similarity coefficient to divide the theses into excellent, good, moderate, bad four grades. This model greatly improves the scientificalness and objectivity of the traditional theses evaluation process and provides a reference for the process.

We found that the duration of the programs influences employability in up to two years after the program.Research limitations/implicationsThis research is based on secondary data provided by the responsible institutions. The evidence is obtained through a nonexperimental method.Practical implicationsThe research has implications for public or private institutions dedicated to the professional qualification of young apprentices.Social implicationsThe findings of the study provide some ways of comparing training programs, for young workers, that can be applied in different types of institutions.Originality/valueThis study provides new insight about the professional qualification of young apprentices, by comparing fives programs in Midwest Brazil.

Abstract In the article the process of operating a set of aircraft put into service at one time is examined. In order to maintain a balanced ratio ready to use and avoid the accumulation of hangar's maintenance, analysed transient process operation determining the probability of objects reside in different operating states. An interesting issue is change of a readiness as dependence of the model of adopted qualification. The main result of this article is the value of the probability of being ready to use. The probability of reaching the limit value is assuming different depends on initial conditions and different models of the probability density distributions. The results indicate the need for further testing of models of probability distributions to determine the optimal method qualifications or technical object is in standby mode or not.

Introduction. The ongoing transformations of institutes for assessing the qualifications of medical specialists lead to ambiguous consequences, including the phenomena of their dysfunction. The aim of the study is to systematize the factors influencing the formation of the dysfunctions on the examples of the institute for accreditation of medical specialists and their certification for a qualification category. Material and methods. The concepts of continuing education and continuing professional development, formulated under the auspices of the United Nations, served as the theoretical basis of the study. They were the basis for the analysis of the factors causing deviations from these processes, that is, the dysfunction of the institutes for assessing the qualifications of medical professionals. The information of two sociological surveys of medical specialists employed in the system of the Moscow Healthcare Department was used, namely, a sample questionnaire survey and a survey by the method of expert interviews. Results. The factors of dysfunction of the institute of accreditation of medical specialists were identified on the basis of an analysis of the practice of continuing medical education (CME), introduced as an integral element of the transition from the institute of certification to the institute of accreditation. The main attention is paid to the shortcomings of the CME, which cause the dysfunctions of this institute. It is revealed that they are caused by an insufficiently debugged organization of the CME. The study of the work of the institute of certification for a qualification category showed that its main function, namely, ensuring permanent professional development above the accreditation level, has significantly weakened. This is confirmed by the statistics of a decrease in specialists undergoing both primary and secondary certification. One of the main factors is a violation of the incentives for professional growth. Discussion. The problems of dysfunction of qualification assessment institutes are mainly because the coordination of their elements is not sufficiently observed in the work of these institutes. Within the framework of the accreditation institute, this is reflected in the fact that the distribution of responsibilities between all the subjects of the CME is poorly coordinated. And in the work of the institute of certification for a qualification category, its fundamental differences from the institute of accreditation are erased, mainly due to symbolic surcharges for the type and attempts to replace them with incentive payments common to both institutes. Conclusion. The factors of dysfunction of the institutes for assessing the qualifications of medical specialists are systematized into main and concretized (as forms of manifestation of the main factors). The necessity of joint responsibility of the subjects of the CME for its quality, adequate to ensure the basic level of qualification, and strengthening the financial and career incentives for professional growth above the basic level, is substantiated.

It is assumed that the qualification plays an important role in performing any task. This study was carried out to investigate the performance of schools and head-teachers in concern with head teacher's qualification. The performance of head-teachers was measured as viewed by their teachers so secondary school teachers were the source of data for this study. The population was divided into two strata based on levels of qualification. It was descriptive-cum-correlational survey and a self-developed questionnaire was administered to 384 teachers to solicited information about the performance of their head-teachers in different administrative tasks. Descriptive statistics and Mann-Witney U-test was used to compare two groups' means to test the hypothesis. Analysis revealed that in the majority of administrative tasks (seven out of ten) the performance of head-teachers who had more than 16-yearsqualification was significantly better and their school results were also found good than their counterpart. Both the hypotheses were rejected and it could be gleaned that high qualifications of head-teachers were effective because they are good in administering the tasks that augmented towards better school performance.

A three dimensional computation fluid dynamics (CFD) code, GASFLOW, is applied to analyze the hydrogen risk for Qinshan-II nuclear power plant (NPP). In this paper, the effect of spray modes on hydrogen risk in the containment during a large break loss of coolant accident (LBLOCA) is analyzed by selecting three different spray strategies, that is, without spray, with direct spray and with both direct and recirculation spray. A strong effect of spray modes on hydrogen distribution is observed. However, the efficiency of the passive auto-catalytic recombiners (PAR) is not substantially affected by spray modes. The hydrogen risk is significantly increased by the direct spray, while the recirculation spray has minor effect on it. In order to simulate more precisely the processes involved in the PAR operation, a new PAR model is developed using CFD approach. The validation shows that the results obtained by the model agree well with the experimental results.
