SummaryThe older horizon of the tumuli cemeteries from Transylvania were connected with the Early Bronze Age cultural phenomenon (Livezile/Bedeleu, Șoimuș and Copăceni cultural groups). Some of the discoveries made especially during the second half of the 20th century while searching for the Scythians were considered as belonging to the Ochre Grave Culture (Câmpia Turzii, Cipău, Răscruci). The archaeological research from Silvașu de Jos (Hunedoara county), together with the older and more recent discoveries from Bodo, Bucova Pusta IX and Bucova Pusta IV, prove that the Lower and Middle Mureș valley were used as a path by the Yamnaya Culture, connecting the discoveries from central and western Transylvania to those from the Tisza Plain. This event is contemporary with the earliest manifestation of the Early Bronze Age. Moreover, completing again the observations made on the Tisza Plain and Lower Danube (Trnava, Bulgaria), it is clear that the barrow trend precedes the Yamnaya Culture also in Transylvania, based on the results from Cheile Aiudului and, recently, Silvașu de Jos, showing that the barrows were used by the Coțofeni III communities.

Abstract:
W ostatnim czasie wprowadzono szereg zmian przepisów mających na celu uszczelnienie systemu VAT. Narzędziem służącym realizacji tych celów jest m.in. cały system sankcji oraz kar za nieprawidłowości w rozliczaniu podatku. W szczególności uwagę zwracają uregulowania dotyczące posługiwania się tzw. pustymi fakturami. Pojęcie „pusta faktura” występuje na gruncie podatku od towarów i usług, i znajduje odzwierciedlenie w ustawie regulującej opodatkowanie tym podatkiem, tj. Ustawa z dnia 11 marca 2004 roku (Dz. U z 2018 r., poz. 2174). W artykule poruszono problematykę występowania pustych (fikcyjnych) faktur w obrocie gospodarczym. Przedstawiono ich definicję i istotę. Wskazano na konsekwencje podatkowe i karne skarbowe wynikające z posługiwania się fikcyjnymi fakturami przez wystawcę, jak i odbiorcę. Metodologia badawcza: metoda studiów literaturowych (wykorzystano literaturę krajową z tego zakresu, w tym artykuły naukowe oraz akty prawne). Wykorzystano metodę analizy źródeł. Przybliżenie istoty pustej (fikcyjnej) faktury, konsekwencji podatkowych (ujęcie w rejestrze VAT, rozliczenie) zarówno po stronie odbiorcy, jak i wystawcy oraz przybliżenie konsekwencji karnoskarbowych są przydatne dla praktyki.

Abstract:
Proses klasifikasi adalah proses pemberian label kelas terhadap sekumpulan data yang belum memiliki label kelas. Pada proses klasifikasi selalu akan muncul ketidakpastian. Ketidakpastian berupa kemungkinan bahwa label kelas yang dipilih tidak tepat sehingga menyebabkan keraguan. Salah satu metode untuk menangani hal ini adalah menggunakan metode Fuzzy dan Dempster – Shafer (DS). Penelitian ini akan mengkombinasikan tahap Fuzzification dari metode Fuzzy untuk mendapatkan nilai Belief yang kemudian akan digunakan pada perhitungan klasifikasi DS. Penelitian ini bertujuan untuk mengetahui pengaruh dari penggunaan Membership Function (MF) yang berbeda – beda dalam proses klasifikasi serta parameter optimal masing-masing MF yang digunakan. Tahap Fuzzification menggunakan bentuk Membership Function (MF) segitiga dan bell untuk menghasilkan nilai kepercayaan atau nilai Belief terhadap kelas. Pengujian parameter kurva MF dibagi menjadi dua bagian perbandingan, yaitu bagian pertama adalah di mana parameter titik pusat kurva berada di dalam rentang data input yang dibandingkan dengan bagian kedua, yaitu menggunakan parameter titik pusta kurva yang berada di luar rentang data input. Perbandingan parameter titik pusat kurva MF memberikan hasil bahwa parameter yang optimal bagi bentuk MF segitiga adalah a1 = a2 = 4, b1 = b2 = 10, c1 = 0 dan c2 = 11 dan bentuk MF bell adalah a1 = -11, b1 = 0, c1 = 11 dan a2 = 0, b2 = 1, c2 = 22. 2. Hasil penelitian menunjukkan bahwa bentuk MF bell dengan akurasi 88,87% lebih baik daripada MF segitiga.

Abstract:
Objectives: To report the minimum two-year outcomes of trans-tendinous repairs of Partial Thickness Undersurface Tears of the Abductor (PUSTA) tendon using patient reported outcomes (PROs), visual analog scale (VAS), and patient satisfaction scores. Methods: All patients who underwent endoscopic trans-tendinous gluteus medius repair between October 2009 and May 2013 at one institution were prospectively evaluated. Exclusion criteria consisted of less than two-year follow-up, previous hip surgery, inflammatory arthritis, open surgery, full thickness abductor tear, and worker’s compensation patients. All patients had a documented pre-operative physical exam with strength testing (0-5) and observation of their gait. Patient satisfaction and PRO scores were recorded preoperatively, at 3 months postoperatively, and annually thereafter. The PRO scores collected were mHHS, HOS-ADL, HOS-SSS, NAHS, and VAS. Preoperative strength and gait were compared to latest follow-up. Results: There were 25 patients that fit our criteria. Significant improvement in PRO scores were demonstrated for mHHS, HOS-ADL, HOS-SSS, NAHS, and VAS from 54.9-76.2, 50.2-80.6, 30.1-67.3, 51.9-82.4, and 7.1-2.7 respectively (p<0.001). There were 11 patients with objective weakness prior to surgery; seven of these patients moved up at least one strength grade by final follow-up. There were 14 patients who had a Trendelenbrug gait pre-operatively, 12 of them had a normal gait at latest follow-up (p-<0.001). Average patient satisfaction was 7.5. There were no revision surgeries, and no complications noted. Conclusion: PUSTA lesions can be treated successfully with endoscopic trans-tendinous repair preserving the intact attachment of superficial fibers of the gluteus medius. We recommend this treatment for partial undersurface tears recalcitrant to non-operative treatment, as patients demonstrated clinical benefit at greater than 2 years follow up that exceeds substantial clinical benefit and minimally clinical important difference.

Tourism – especially ecotourism and health-tourism – could be one of the sectors which could make Hungary economically competitive after joining the European Union, by ensuring thousands of people employment possibilities, if they take advantage of local and regional opportunities. For this reason, it would be necessary to analyse the two types of tourism mentioned above, as well as to collect data and especially impressions concerning how these potentially lucrative sectors could best be structured and managed, as well as to predict their probable effects.The most important objectives of my study are to introduce the values of Hortobágy, to analyse the present status of tourism in the Hortobágy National Park, and to make suggestions for increasing the numbers of tourists, by making Hortobágy more attractive.As a resident of Debrecen, I visited the region several times and took part in programs at Hortobágy as well. I was always curious how the trip to the Hortobágy could be made more enjoyable.My research was carried out with the help of questionnaires, which were made in three languages – Hungarian, English and German –. In August 2002, I approached foreign and Hungarian tourists in Hortobágy village, and asked them to fill them in. To evaluate the questionnaires, I used Microsoft Excel ’00. During the evaluation, I calculated distribution, arithmetic mean and deviation. Moreover, I obtained the level of significance.My assumption that tourists visiting Hortobágy are “one-day” tourists, who are visiting the Hungarian Pusta because of an actual program, was supported by my research. I must emphasise that mostly passive tourism opportunities are offered in Hortobágy, where tourist are only external observers of the programs.In order to change this situation, I suggested that visitors to Hortobágy can be encouraged to stay longer by offering them various programs, in which tourists are actively involved. My program recommendations include a craftsman’s house or tent, where the visitors can try to make typical folk instruments. Moreover, I made suggestions as to how to teach tourists to make Hungarian dishes. I also outlined several one-day program possibilities. Among the opportunities, I also mentioned the need to provide tourists possibilities to spend several days in a conventional Pusta life-style. To realise these things adequate infrastructure and information system should be developed.

Abstract:
In the State of Kedah Darul Aman, efforts to guide the muallaf are formally carried out by the Center for Islamic Guidance Abdul Halim of Kedah (PUSBA) under the administration of the Kedah State Islamic Religious Council. PUSBA conducts guidance classes on the basic principles of Islam in an effort to ensure that they can remain in Islam by practicing its true teachings. A question arises on whether this guidance also helps in increasing their knowledge and in appreciation of the Islamic principles. This paper will analyse one of these principles, in terms of prayer guidance. The study uses the Context, Input, Process, Product Evaluation Model (CIPP) which focuses on process evaluation, through the exploration of the practice of prayer teaching among members of the PUSBA community. This study is qualitative and employs face-to-face interview techniques in data collection. The results showed that there are two forms of guidance programs, the monthly program for four months conducted at PUSBA, and another open weekly program for muallaf who could not attend the monthly program. The teaching method of prayer guidance is carried out in the form of lectures, demonstrations, exercises, questionnaires and techniques concurring with the level and ability of the trainees. This study proposes that a more in-depth study of this teaching process be conducted to better understand the teaching process, whose additional inputs gained will further enhance the teaching process at PUSBA.

Tujuan penelitian ini adalah siswa dapat mengetahui cara menggali potensi minat dan bakat siswa ABK di SMP Negeri 27 Surabaya. Kemudian selanjutnya siswa dapat mengetahui kendala yang dihadapi sekolah dalam menggali potensi minat dan bakat siswa ABK di SMP Negeri 27 Surabaya dan dapat mengetahui upaya sekolah dalam menggali minat dan bakat siswa ABK di SMP Negeri 27 Surabaya. Metode yang dipakai dalam penulisan makalah ini deskriptif yaitu dokumentasi dan kajian pustaka/Literatur. Kajian pusta literatur di peroleh dari buku-buku di perpustakaan dan beberapa jurnal yang seseuai dengan tema artikel yang penulis buat. Pada awalnya penulis mengindentifikasi permasalahan pembelajaran ABK melalui pengamatan dan wawancara, serta menganalisis secara lengkap hasil tersebut secara deskriptifif. Hasil tindak lanjut menunjukan bahwa antara guru pembimbing khusus dalam melihat karakteristik siswa ABK dilihat dari hasil pembelajaran, rasa ingin tahu, serta sikap siswa dalam keseharian. Guru khusus dalam prakteknya banyak memberikan kegiatan yang bersifat keterampilan ( Skill education) untuk dapat mengetahui berbagai potensi minat bakat siswanya, demikian juga kerja sama sekolah dengan orang tua ( Parenting) sangat menentukan minat bakat anaknya, tentunya juga tidak terlepas dari bimbingan dan koseling dari Psikolog,baik melalui dialog maupun test kemampuan minat dan bakat sesuai dengan anak-anak berkebutuhan khusus. Rekomendasi ini diberikan kepada siswa yang berkebutuhan khusus untuk masuk ke SMA/K Negeri melalui jalur prestasi, jalur inklusi ,

Abstract:
Actualmente en el Perú, existe un déficit sustancial en el sistema educativo el cual se ve reflejado en los distintos rankings mundiales sobre educación y en la estadística. Este déficit está ocasionado por múltiples factores, por ejemplo, la poca capacitación del personal docente, la falta de materiales pedagógicos en las instituciones, un sistema administrativo inadecuado, entre otros. Además de los mencionados previamente, existe un factor que compete directamente al urbanismo y a la arquitectura: la alta brecha en infraestructura educativa en el país. La falta de infraestructura educativa de calidad, en definitiva, es uno de los principales causantes del déficit de educación. Esto se debe a que las poblaciones en edad escolar no tienen un espacio al que acudir todos los días a estudiar y aprender. Incluso si se analizan los centros educativos existentes cualitativamente, los mismos, no cumplen con los requerimientos esenciales para llevar a cabo una buena educación, moderna. Es por ello que como proyecto de tesis se realizará un colegio público. Este documento tiene como objetivo analizar un entorno en donde esté presente la brecha de infraestructura educativa. De esta manera, se podrá cuantificar la necesidad, así como contemplar y tomar en cuenta todos los factores que influyen en el diseño de una edificación. El análisis está organizado en 4 capítulos: presentación del tema, proyectos referenciales, programación arquitectónica y terreno y expediente urbano. En cada uno de los capítulos se expondrá información competente al tema. Todo ello con el fin de realizar posteriormente arquitectura real y adecuada.
At the present time, in Peru, there is a substantial deficit in the educational system, which can be seen reflected in the statistics of world education rankings. This deficit is caused by multiple factors, such as the lack of teacher capacitation, the lack of pedagogical material in institutions, an inadequate administrative system, amongst others. Besides from the problems previously mentioned, there is an existing factor that is directly involved with urban planning and architecture: the enormous gap in educational infrastructure in the country. The lack of quality educational infrastructure, in definitive, is one of the main causes for the national educational deficit. This is due to the fact that population in the school-age range do not have a space in which they can study and learn every day. It is important to mention that the ones that actually exist do not meet the essential requirements to offer an appropriate and modern education. This is why the thesis project developed in this current document is a public school. The purpose of this document is to analyse the surroundings in which the educational gap is present. In this way, it will be possible to measure the current necessity, and take in consideration all the multiple factors that influence in the design of an edification. The analysis is organized in 4 chapters: theme presentation, referential projects, architectural programming and terrain, and urban record. Each of the chapters will expose relevant information in relation to the subject, with the purpose of carrying out real and adequate architecture later on.

Abstract:
El propósito principal de la investigación es reconstruir el concepto de pasión para luego formular un modelo de análisis que permita abordar su funcionamiento y lograr una comprensión cultural de las pasiones. Las preguntas que guían la indagación son: ¿cuál es la distinción entre emoción y pasión? ¿cómo analizar las pasiones?, y ¿cuál es el lugar ejemplar donde se podrían analizar las pasiones?.
Se contruye el concepto de pasión en su relación con la razón, con la acción y con la moral. De ahí se concluye que la pasión aparece cuando la totalidad de la existencia logra investirse ella misma en una cosa singular y hace poner en escena una fuerza, un impulso para la acción. La pasión logra la composición y recomposición de la subjetividad a medida que tenemos encuentros y desencuentros, y estas composiciones están codificadas a partir de un "justo medio" social.
Al ponerse en escena, las pasiones constituyen un lenguaje que ha sido abordado por la fisonómica, la semántica, la proxémica y la kinésica. Pero puestos de cara a la definición lograda de pasiones, es necesario construir un modelo de análisis. Un modelo que contemple la construcción de un sujeto, el amueblamiento a su alrededor o contexto, una historia de vida, unas relaciones, objetos, sentimientos y unas composiciones pasionales en contrucción y en evolución.
Las pasiones adquieren todo su sentido al interior de una narración. Es allí donde se evidencia la contrucción de una subjetividad y donde esta subjetividad se transforma. La narración muestra cómo fluyen las pasiones humanas, no sólo hace una descripción de ellas, sino que hace una "mostración". No cuenta la vida en tiempo real, sino en tiempo sentido, en la manera como experimentamos el tiempo. Es una metáfora de la vida a partir de las sensaciones que esta nos produce.
Ahora bien, aunque existen análisis de las pasiones en la literatura, ¿cuál sería el soporte y texto que mejor permitiría describir y analizar las trasnformaciones pasionales?. Solo el cine aporta un dispostitivo capaz de ser modelo a escala de la realidad y modelo analógico de la acción humana. Ahí puedo encontrar las composiciones pasionales, pasiones atravesadas por múltiples vectores, cimas y sucesos, es decir, acontecimientos. Haciendo un paralelo, los guiones de comportamiento están dados por el propio guión cinematográfico. En el lenguaje del cine tenemos las metáforas de nuestra experiencia del tiempo y de los objetos, en la narración tenemos la interpretación de nuestras vidas, de nuestras pasiones.
El modelo se compone de tres niveles. El nivel de las metáforas lexicológicas que aportan el universo de sentido de cada una de las pasiones. El nivel de la narración, que sería el mundo que da el sentido a las acciones, donde los personajes con sus caracteres, sucesos y transformaciones, cumplen un papel central; y el nivel de las composiciones pasionales, es decir, de las relaciones, interacciones y evolución de los personajes.
El modelo se pone a prueba en dos filmes colombianos de ficción. Y se concluye que con este modelo se puede describir el comportamiento pasional a lo largo de un filme. Permite dar sentido a las acciones y pasiones de un personaje y determinar sus composiciones pasionales en general.
The main purpose of the research is to reconstruct the concept of passion in order to construct a model for analyzing how the concept works and for understanding it from a cultural perspective. The focus questions are: What is the difference between emotion and passion? How can passion be analyzed? What is the best scenario for analyzing passion?
The concept of passion is constructed on the basis of its relation to reasoning, acting, and morality. From these relations, it is concluded that passion emerges when the whole existence of an individual is invested with one single thing and stages a strength or impulse for acting. Passion manages to compose and recompose subjectivity as we meet and miss others; these compositions are codified according to a social "happy medium"?.
On stage, passions become a sort of language that has been studied from various disciplines, such as semantics, physiognomy, proxemics and kinetics. But the definition we have agreed upon, an analysis model is required. This model should include the construction of a character, the surrounding furniture or context, a life story, relations, objects, feelings, and passions under construction and in a process of evolution.
Passions are fully meaningful in narration. There, the construction of subjectivity becomes clear, and subjectivity is actually transformed. Narration not only describes human passions but also "stages"? them and shows how they flow. In narration, life is not told in real time but in a time that is felt, a time that reflects the way we feel it. Narration is a metaphor of life inspired in the sensations generated by such life.
Even though passions have been analyzed in literature, what would be the best means to describe and analyze their transformations? Only the cinema can provide a mechanism that can be used as a scale model of reality and as an analogical model of human behavior. Passion compositions, passions influenced by multiples vectors, peaks, and events, can all be found in films. Characters behavior is dictated by very script of the film. When compared, in the language of the cinema we find the metaphors of our own experience of time and objects; in narration, we find the interpretation of our own lives and passions.
The model has three levels: The level of lexical metaphors that provide a whole universe of meaning to each passion; the level of narration that makes actions or behavior meaningful, where characters play an important role along with their temperaments, events and transformations; and the level of passion compositions, that is, the world of relations, interactions and evolution of characters.
The model was put to the test with two Colombian fiction films. It was concluded that passionate behavior can be described by using the model, for it allows to find meaning in the actions, behavior and passions of a character, and to identify his/her passion compositions in general.

En las ultimas décadas una de las discusiones más importantes a nivel país, ha sido en torno a la obtención de la energía necesaria para su funcionamiento y desarrollo, centrándose principalmente en la forma más apropiada para generar este elemento y las consecuencias que cada tecnología involucrada acarrea al medio ambiente y a sus habitantes. Sólo en la zona norte, entre la II y V región, existen ocho centrales termoeléctricas que producen energía eléctrica usando como materia prima el carbón, produciendo una serie de elementos contaminantes que han afectado directamente a las localidades, comunidades y entornos naturales aledaños a los lugares de emplazamiento de estas industrias. En este contexto, el año 2007 se presentaron tres proyectos de instalación de Mega Centrales Termoeléctricas, en la Comuna de La Higuera, en la IV Región, a una distancia aproximada de 20 Km. De la localidad de Punta de Choros. Como respuesta a estas situaciones, el proyecto se plantea como una contraparte a los efectos que producirían las Termoeléctricas, presentándose como un proyecto de puesta en valor, a través del cual la arquitectura funciona como soporte para educar a la comunidad, sensibilizando a la gente con el lugar. Para lograr esto el proyecto reconoce la oportunidad de establecer un circuito de desarrollo vinculando a las actividades turísticas y pesqueras a partir de dos acciones, por una parte la configuración de un sendero con estaciones que permitan el recorrido del borde costero y el reconocimiento de las características que hacen posible la existencia de esta biodiversidad; en segundo lugar y asociado a lo anterior, la creación de una caleta necesaria para la expansión de la pesca artesanal y del desarrollo turístico vinculado a las visitas de las islas por mar.

Se propone un proyecto que responde a un peligro existente como son los tsunamis; sin embargo, al ser un fenómeno inusual no es tomado con la debida importancia. Esto se agrava debido a las condiciones geográficas y topográficas de algunas zonas costeras y que para el caso de un tiempo de evacuación mínimo el dirigirse a una zona segura, fuera del área inundable, sería complicado. De esta manera una evacuación vertical, que se genera accediendo a terrazas de edificaciones que superen la altura máxima de inundación, es primordial. Es así como el proyecto busca establecer un recorrido reconocible, continuo y de acceso público para favorecer un rápido desplazamiento hacia los puntos establecidos como zonas seguras con el fin de salvaguardar la vida de las personas; y que a su vez esos puntos ofrezcan un programa flexible de uso comunitario para la vida diaria conformando espacios sociales que serán reconocibles por la población y que así generen la mayor interacción entre los usuarios. Dejando atrás los modelos convencionales de refugios con estructuras sobredimensionadas que pueden llegar a ser costosas, las nuevas zonas seguras serán naves que optan por un diseño de estructura ligera que aprovechen las propiedades de su materialidad como también los conocimientos constructivos de artesanos costeros. En conclusión, el proyecto busca funcionar en dos temporalidades extremas y distintas consolidando una red continua con nuevos puntos de interacción y que puede ser replicado en otras zonas costeras.

La entrega de una aplicación software es considerada, en muchas ocasiones, un proceso aislado asociado, casi íntegramente, al desarrollo de código en los diferentes lenguajes de programación existente. Casi nunca se toma en cuenta que es un proceso complejo que posee reglas definidas y sustentadas, por ejemplo, en algún ISO . El presente trabajo trata de ofrecer un mayor conocimiento de la importancia de este proceso que se da, por ejemplo, en las empresas dedicas al desarrollo de aplicaciones a medida. Un producto software que no está ceñido a un proceso de desarrollo desde la toma de requerimientos hasta su despliegue en un “Ambiente de Producción” corre un alto riesgo de presentar deficiencias que causen malestar en el usuario que lo solicitó. No es difícil entender que un producto con graves deficiencias funcionales o de performance, además del malestar en el usuario provoca una mala imagen para la empresa que lo desarrolla y puede hacer, además, que esta no prospere como se desearía. Esta situación de “caos” o desorden para la puesta en producción de una aplicación software puede, también, crear un ambiente de malestar en los empleados de la empresa que están asignados al desarrollo de los diferentes proyectos que existen en esta. Además de malestar en los empleados los retrasos o pérdida de información a causa de la falta de un proceso bien estructurado y definido son frecuentes. Para la puesta en producción de una aplicación software interviene el manejo de conceptos tales como la “Gestión de Cambios” , “Gestión de la Configuración” , los cuales son cruciales para el desarrollo de una aplicación y que ayudan a llevar un control del avance, conocimiento del performance e idea de la calidad del desarrollo de cada una de las funcionalidades que este posee. Otro motivo importante y válido que determina necesaria la implementación de un proceso para la puesta en producción de una aplicación software es la complejidad que, actualmente, estos presentan. Ahora es común que una aplicación software sea desarrollada no solo en un único ambiente y por un solo equipo, sino por varios equipos que, incluso, pueden estar ubicados en diferentes zonas geográficas. Por lo tanto una aplicación software y cada uno de sus componentes son desarrolladas en diferentes empresas ubicadas, en algunos casos, en diferentes países. Por esta complejidad el proceso del desarrollo de una aplicación debe estar normado desde que los requerimientos funcionales de este son capturados hasta que la aplicación entra en la fase de producción.

La presente investigación considera como antecedente el aumento de los hechos de delincuencia y violencia en que se involucra la participación de jóvenes, sobre todo de menores de edad, lo cual ha sido motivo de creciente preocupación de la ciudadanía, no tanto por las transformaciones que está viviendo la juventud, sino más bien por su participación como agente de inseguridad. En este sentido, esta problemática ha sido tipificada, desde el discurso dominante, como eje de desadaptación y desviación social, representando una fuente de peligro y riesgo para el orden social. Partiendo de la premisa que esta es la información que circula en los medios de comunicación, esta investigación se aproxima al habla de éstos jóvenes, considerándolos como un otro que también tiene algo que decir al respecto. Este estudio aborda, por un lado, la forma en que los jóvenes que han infringido la ley penal construyen su identidad, a través de las experiencias que han tenido con sus entornos cotidianos, como sujetos que cuentan con un sistema de referencia que les permite interpretar y dar sentido a lo que les sucede, dotando de significado el hábitat en el cual se desenvuelven. Por otro lado, también se considerará, las representaciones sociales que construyen de éstos algunos actores de su comunidad, es decir, familia, dirigentes vecinales, comerciantes, Juez, a partir de las informaciones que circulan en el medio y de las experiencias que han tenido con estos jóvenes. Esta investigación se abordó con un enfoque metodológico cualitativo, a través del estudio de caso. Para ello se utilizó la técnica de la entrevista en profundidad, puesto que lo que se busca es introducirse en la esencia de los contenidos entregados por los entrevistados más que establecer relaciones causales.

DEPANRI adalah forum koordinasi tingkat tinggi di bidang kebijakan pemanfaatan wilayah udara nasional dan antariksa bagi penerbangan, telekomunikasi, dan kepentingan nasional lainnya. Berdasarkan Keppres Nomor 132 Tahun 1998 dijelaskan bahwa kesekretariatan DEPANRI dilaksanakan oleh LAPAN. Namun pada 4 Desember 2014 didasarkan pada Keputusan Presiden RI Nomor 179 Tahun 2014, DEPANRI dibubarkan. Pembubaran ini sangat berpengaruh pada reposisi peran LAPAN yang selama ini bertindak selaku Sekretariat DEPANRI. Kajian ini dengan menggunakan metode kualitatif-deskriptif melalui studi pustaka menjelaskan reposisi peran LAPAN pasca pembubaran dan peran koordinasi yang selama ini dilakukan DEPANRI. Hasil kajian adalah reposisi peran LAPAN dalam menjalankan peran DEPANRI melalui Pusat Kajian Kebijakan Penerbangan dan Antariksa, LAPAN (Pusat KKPA) menjadi lemah ketika harus berkoordinasi dengan stakeholders lain. Fungsi koordinasi seharusnya dilakukan oleh kementerian yang membawahi lembaga dan intitusi terkait kegiatan penerbangan dan antariksa, yang memiliki posisi sejajar dengan kementerian lainnya.

The Muslim Youth Movement of Malaysia (ABIM) is an Islamic organisation legally established in 1972. From 1971 until now, ABIM is very concern to international issues, especially the Israeli-Palestinian issue. This article discusses the influence and impact of ABIM in fighting for the liberation of Palestine (1971-2020). ABIM has always called on those responsible for Palestinian independence and the freedom of its people from the grip of Israel. Although various peace negotiations have been held between Israel and Palestine internationally, concrete solutions have not been reached. The objective to be achieved is to analyze ABIM’s involvement in resolving the Israeli-Palestinian conflict. The methodology used is primary source research in the National Archives of Malaysia and the ABIM Archive. Apart from that, an interview with the President of ABIM, Mr. Muhammad Faisal Abdul Aziz was also held. The results of the study found that ABIM is consistent and active in fighting for this issue. This proves that the voice of NGOs can influence and impact decisions at the national and international levels such as the United Nations (UN). The volume of voice that is always displayed by ABIM is able to give awareness to the leaders and the people of Malaysia that this issue is not just a religious issue but this issue is a universal issue involving humanitarian values. ABIM has held press conferences, sent memorandum, held demonstrations, peaceful rallies, boycotts of American-Israeli goods and set up a Palestinian Aid Fund to raise the issue. ABIM's official paper, 'Risalah' also played a role in disseminating current Palestinian issues by publishing articles from original sources on the Palestinian Liberation Organization (PLO) and developments in Palestine, especially in the 1970s. This is because resources at the time were very limited and Western media published biased and untrue news.

This article analyses the role of state in the policy of economic liberalisation in Vietnam. Doi Moi, which was launched in 1986, is a very influential and effective policy in changing the socio-economic landscape of the people in the country. The results of this study prove that there are positive effects on the increase of foreign investment inflows, the eradication of starvation and unruly poverty, the increase of level of education, the improvement of gender equality and women's rights as well as the sustainability of the environment after Doi Moi is implemented. Through Doi Moi, Vietnam is moving towards a developing country status with good economic performance both at the Southeast Asian and global.

The model of political empowerment in building women's awareness of their political rights has been carried out in various places, but the application of the model of women's political empowerment in the conflict areas has not yet been maximized. This is due to the tradition of political education among women in the conflict has not been implemented. Cultural faktor that do not involve women's participation in the political aspect continue to this day, at least in Aceh. This study is an academic response to a number of phenomena that limit the involvement of women in filling seats in the legislature, both in the Regency and Province. This qualitative based on 5 informants to find information about women's political participation through observation, interviews and participants. Based on the field study, it was found that 20 women who fail to be members of the legislature because do not understanding the political procedures in accordance with the regulations in the conflict area. No special academic participation has been found in empowering women's politics. Not yet found the participation of ulama in empowering women's politics in conflict areas, especially Aceh. According to the author's analysis, this is an important skill to increase women's political awareness in conflict areas. The results of this study can be used by all parties who are interested in increasing women's political participation in conflict areas.

Abstract:
La Universidad Nacional Abierta y a Distancia UNAD dando alcance al proyecto de investigación con impacto social denominado PRISMA de la Escuela de Ciencias de la salud se ha propuesto un plan de penetración territorial que tiene como propósito garantizar el acceso de las instituciones prestadoras de servicios de salud de diferentes departamentos del país a la tecnología necesaria para la prestación de servicios médicos en la modalidad de telemedicina y así mejorar las condiciones de salud. Este documento describe la implementación y prestación de telemedicina en ocho (8) Empresas Sociales de Estado (ESE) de diferentes municipios en Colombia durante el año 2019 a partir de una plataforma de telesalud que permitió la prestación de servicios como consulta médica especializada y exámenes como Electrocardiograma e imágenes diagnósticas de baja complejidad y la capacitación en el uso de tecnologías biomédicas del personal de salud de las instituciones, como estrategia para el aumento de cobertura, oportunidad y resolutividad en la atención en salud.

Abstract:
Las megacrecidas fluviales son episodios de una gran trascendencia geomorfológica por su alta capacidad energética y su muy baja frecuencia en el registro geológico. Su rareza es superior en áreas alejadas de las grandes masas glaciares continentales. Los problemas de desagüe de los desfiladeros del curso bajo del Ebro son la causa de la acumulación de depósitos fluviales con origen en el río Ebro que han remontado los valles de torrentes tributarios en la cubeta de Móra. El paradigma de estas formaciones es el torrente del Comte, donde dos unidades deposicionales de edad diferente muestran procesos de flujo torrente arriba, hasta unos 4 km, y reflujo torrente abajo, con estructuras sedimentarias de muy alta energía. El uso de herramientas de simulación hidráulica bidimensional indica que serían necesarios caudales punta superiores a los 100.000 m3 · s-1, con alturas de agua de unos 24 m en la zona de la confluencia, para introducir estos sedimentos a las posiciones de afloramiento. Los efectos se verían reforzados por la influencia de niveles del mar más elevados que el actual.

Partiendo del hecho que uno de los objetivos que pretende el marketing es el acercamiento a los clientes, así como la visibilidad de la marca en el mercado, para que se destaque o sea diferenciable con relación a la competencia, se apoya de un sinnúmero de herramientas para lograrlo. Una de ellas es el marketing de contenidos, que está inmersa dentro de las estrategias de inbound o de atracción, que pretende establecer una comunicación con el cliente a través de contenidos que logren su confianza y fidelización, además de contribuir en la construcción de la imagen de marca de cualquier negocio. En este sentido, el presente escrito pretende exponer el contexto sobre esta herramienta, su razón de ser, sus características y aplicabilidad, como una apuesta para conceptualizar información que proporcione la realidad o retos que conlleva su puesta en marcha, como una alternativa para el mercadeo y para la competitividad comercial de cualquier idea de negocio o intercambio comercial. Partiendo de la realidad como la percepción, ese algo que subyace y reto como los desafíos que el contexto comercial promueve.

La masificación de los sistemas de transporte, debido al crecimiento de la población y las ciudades, ha generado la necesidad de implementar sistemas de recaudo electrónico para mejorar su eficiencia operativa, y poder controlar y fiscalizar adecuadamente sus ingresos. Esta publicación presenta principios y condiciones técnicas, operativas y de seguridad, recomendados para el diseño de un sistema de recaudo para servicios de movilidad, con el fin de garantizar su interoperabilidad y flexibilidad. Asimismo, expone unos lineamientos generales que se recomiendan sean aplicados por las autoridades para el desarrollo de sistemas que permitan la interacción de distintos medios de pago y múltiples proveedores tecnológicos y/o de servicios. Se definen lineamientos específicos para la implementación de diferentes medios de pago: tarjetas bancarias sin contacto que satisfacen el estándar Europay Mastercard Visa (EMV), tarjeta de transporte, códigos de barras 2D y efectivo con validación electrónica. Para ilustrar estos lineamientos, se desarrollan casos de estudio de la puesta en marcha de los medios de pago en diferentes países: Costa Rica, Paraguay y República Dominicana.

Durante las últimas dos décadas, la utilización de reglas fiscales ha tenido un aumento significativo alrededor del mundo. Si bien la evidencia internacional ha destacado algunos beneficios a partir de su implementación, las experiencias de América Latina en la puesta en marcha y los resultados han sido heterogéneos. Esas reglas fiscales inicialmente cobijaban a los gobiernos nacionales, pero luego se fueron ampliando a los subnacionales, en parte porque los procesos de descentralización fiscal fueron entregando más responsabilidades en materia de ingreso y gasto público a los gobiernos subnacionales. La revisión de las experiencias internacionales en esta materia provee lecciones de política importantes para futuros cambios en las normas de responsabilidad fiscal nacional y subnacional en los países, en especial ante las condiciones que ha impuesto al sector público la pandemia del COVID-19. Este documento hace una revisión exhaustiva de la evolución de las reglas fiscales subnacionales alrededor del mundo, identificando los principales factores que contribuyen al éxito o fracaso de estas. Además, permite identificar los elementos clave en una posible agenda de reforma ante las fallas en las reglas fiscales que ha visibilizado la actual pandemia.

Las alianzas multisectoriales en educación surgen como arreglos colaborativos con variados grados de formalización institucional e involucran a distintos actores (gobiernos, sector privado y la sociedad civil) y a una vasta cantidad de actores. La Declaración de Incheon (2015) reconoce la participación de actores no estatales a la vez que remarca la ineludible obligación de los Estados como principales garantes del derecho a la educación para alcanzar el Objetivo de Desarrollo Sostenible 4. El desarrollo de estas alianzas comprende propósitos diversos, tales como instalar una causa educativa en la agenda pública de un país, brindar apoyo técnico en la implementación de una política o construir sistemas de monitoreo de resultados. Con la mirada puesta en el largo plazo y en la colaboración entre sectores, esta investigación ofrece una lente analítica que surge del estudio de experiencias concretas. Esta lente permite abordar los principales factores contextuales y endógenos que hacen a su funcionamiento, sus desafíos y oportunidades, así como también sus desafíos y oportunidades. Se espera que tomadores de decisiones en gobiernos, organizaciones de la sociedad civil, sector privado y otros sectores encuentren inspiración y herramientas para fortalecer las políticas educativas de la región y colaborar de forma estratégica y lograr una mayor justicia educativa.
