Abstract:
The level of purse seine business income is determined by the efficient allocation of resources for alternative capture fisheries activities. If resources are not used efficiently, there will be unexploited potential to increase income and create surpluses. Conversely, if resources are allocated efficiently, additional capture fisheries can be obtained through growth-oriented development efforts. Therefore, it is important to identify the efficient use of resources to determine the existence of purse seine fisheries. The results show that the estimated technical efficiency of the catch with SPF (Stochastic Production Frontier) analysis for purse seine fisheries in Central Maluku Regency and Ambon was influenced by the length and width of fishing gear, number of fishermen, amount of investment value and time of capture operations. The minimum value of catch technical efficiency is 0.10 and the maximum is 0.99 with an average 0.48. Factors influencing the technical inefficiency of fishing are the experience of captain and the education level of fishermen. Purse seine fishery business in Central Maluku Regency and Ambon City is feasible to be developed, showing by NPV value Rp. 30,514,684 / year, IRR 23.97% and B / C ratio 5.85. The average return on investment (PP) based on the analysis is 2.16 years, with BEP price Rp. 6,606 and BEP production 3,765 kgs. The main priorities of purse seine fisheries development policy strategy in Central Maluku Regency and Ambon are the development of assistance to fishing groups, the development of appropriate technology to handle catches, increase fisheries production, and infrastructures development.

Abstract:
Abstract High fish densities negatively impact catch welfare and the survival of unwanted catches released from purse seines. To avoid overcrowding fish before being released, regulations have been implemented in the Northeast Atlantic mackerel and herring fisheries that limit the proportion of the seine that can be retrieved before catches are released. However, it is yet unknown how seine volume, and thus fish density, relates to proportion of seine retrieved. In this study, we have estimated the in-water volume of purse seines used in the Norwegian mackerel and herring fisheries as a function of proportion seine hauled and seine size. Purse seine geometry was monitored with multibeam sonar at sea and a log-linear mixed effects model was applied to the estimated seine volumes. The results indicate a 33-fold decrease in contained volume from 10 to 80% seine hauled and a threefold difference in volume between the largest and smallest measured seines. Fish densities in the seine were predicted to vary greatly depending on seine and catch size and under some conditions exceed safe crowding levels before the catch release limit is reached. This study questions the rationale of having the same catch release limit for all seine and catch sizes.

Abstract:
This study is to investigate the status of using rope in purse seine fisheries in Viet Nam based on surveyed data from 13 provinces/cities across country. Statistic data were taken randomly from 30 purse seine samples per each region of North, Middle, and South by pre-designed questionnaire with direct survey method of fishing gears combined with interview with the owners/captains. The results indicated that the initial constructing and annual replacing ropes of purse seine is mainly concentrated in the group of diameters from 10 - 20 mm. Up to 98% of Polypropylene (PP) material is used in Vietnamese purse seine. Float line and lead line are used the most ropes in purse seine. In purse seine fisheries, the annual additional rope is one quarter of the original amount of rope fitted. Purse seine in the Middle and the South is larger than that in the North of Viet Nam. The ratio of lengths between the float line and the lead line among the regions is different. The ratio of the main purse line with the lead line ranges from 1.1 to 1.75. Average life expectancy of main purse line is lowest in rope types of the purse seiners. The characteristics of the fishing grounds are different in these three regions, so the rope of purse seine is also different.

Referring to these regulations, this research was conducted to examine the main factors causing the ignorance of the purse seine fishing zone for fishermen in Panyula Village, Bone Regency, South Sulawesi. This research was conducted from November 2016 to March 2017 in Panyula Village, which is the fishing base area of ​​purse seine fishermen and the waters of Bone Bay. This study uses a combination of survey and case study methods. This study uses two types, namely primary data and secondary data.The analysis of the factors causing the non-conformance was analyzed descriptively, namely comparing the average productivity of ring seines that catch in the designated zone and ring seines that catch in zones that are not according to their designation according to Minister of Marine Affairs and Fisheries Regulation Number 71 of 2016. After the study, the main cause of non-compliance with the Regulation of the Minister of Maritime Affairs and Fisheries Number 71 of 2016 is the high productivity of ring trawl units that carry out fishing on non-designated fishing lanes compared to ring trawl units that catch on correct fishing routes.

Abstract Marine capture fisheries in Malaysia plays prominent role in economic growth and commercial fisheries makes great contribution to country’s economy. The commercial fishing industry in East Coast of Peninsular Malaysia are mainly operated by trawlers and purse seines which rises a major concern in managing and achieving the goal of sustainable fishery. This study aimed to account the differences of accounting profit level in commercial fishing industry in Pahang State, East Coast of Peninsular Malaysia. In this study, comparison of accounting profits using revenue and profit approach among trawl and purse seine fishery in two different zones: Zone C (offshore) and Zone C2 (deep sea) was carried out based on the intensive survey on fishing capacity and other economic factors. The survey was carried out with the commercial fishermen and total respondents of 156 fishers at landing port. The result showed that trawlers incurred low cost yet provided higher profit than doses by purse seine. Moreover, there are more trawlers vessels operating in the Pahang state fishing ground and the open access nature of the fishery like larger profit invites more effort to use in the fishery which is leading to the over exploitation of fishery resources and threatening the sustainable condition of the fishery. The findings of the research inform the possible impact of fishing profit to overcapacity in sustainable fishery management in Pahang State fishery.

Abstract:
Lempasing is a Coastal Fishing Port (CFP) which located in Bandar Lampung. It is one of the centers of fisheries activities in the city. One of the fishing gear which operated by most of fishermen in Lempasing is mini purse seine. Mini purse seine fishing activities in the Lampung Bay Area and Lempasing CFP is not in accordance with the conditions of the surrounding waters area. The research was conducted in the Lampung Bay Area and Lempasing CFP, Lampung. This study aims to: 1) determine the status of fisheries resources utilization, 2) to describe the dominant fish caught by mini purse seine. Analysis methods were used in this study namely: 1) Fishing Power Index (FPI), Catch Per Unit Effort (CPUE), and Maximum Sustainable Yield (MSY) to determine the status of fisheries resource utilization. The dominant small pelagic fishes caught were scad fish Selaroides sp., mackerel fish Rastrelliger sp., longnose trevally fish Carangoides chrysophrys. The result showed that Fox model was the best fits models with estimated maximum sustainable yield of 15.5 ton and fishing effort of 992 trip/year for mini purse seine. The longnose trevally fish in lampung bay area in do not exceeded the optimal catch fish condition can be used to sustainably. In these condition is necessary to wisely manage and setting the catches to not exceed the allowable catch of the small pelagic fish, so the stock of small pelagic fish in the Lampung Bay Area can be used sustainably.

Abstract:
Abstract The purse seine is the dominant fishing gear operating at the Tumumpa Fishing Port with a vessel of >90%. The purse seines that have developed are large pelagic targets, with the main catch targets being skipjack, mackerel tuna, and tuna. Tuna, mackerel tuna and skipjack are important commodities for fisheries in Indonesia. This study aims to determine the characteristics of purse seine fishing gear and its catch in the Sulawesi Sea. Data collection was carried out for two years from 2019-2020 at Tumumpa Fishery Port. Indications for the use of fish resources are calculated by comparing the length-at-first-capture (Lc) with the length-at-first-mature (Lm). The results showed that purse seines are very dominant in exploiting large pelagic resources (skipjack, mackerel tuna and tuna) with the proportion reaching 78%, small pelagic (21% scads and 1% other fish). The large pelagic fishing season using the purse seine vessel occurs in May – November, with 2 peak seasons in July and September. While the small pelagic occurs in May – September, with the peak occurring in July. The size when the frigate tuna was first caught was at a fork length of 25.15 cm (Lc) and Lm in a size of 28.52 cm for females and 28.29 cm for males. Meanwhile, the first scads was caught (Lc) at a length of 21.4 cm with the length-at-first-mature (Lm) being 20 cm for the female and 19 cm for the male. Based on this analysis, it was shown that the purse seines is a selective fishing gear for small pelagic fish but not selective for large pelagic fish.

Abstract:
Purse seine catches that have high economic value are big pelagic whose distribution of fishing areas and landing sites are poorly known. This study aims to find out the distribution of large pelagic purse seine catches based on WPP and their landing ports. The data used is data of purse seine catch from the Ministry of Maritime Affairs and Fisheries of the Republic of Indonesia in 2019 and 2020 to be analyzed descriptively. The results showed that four big pelagic species caught by purse seines: tuna (Thunnus sp.), mackerel (Scomberomorus commerson), marlin (Istiophorus platypterus) and swordfish (Xiphias gladius). Tuna is caught in all WPP and landed at 62 fishing ports. Mackerel was also caught in all WPP and landed at 74 fishing ports. Marlin were caught at 10 WPP and landed at 27 fishing ports. Swordfish were caught in 4 WPP and landed at 5 fishing ports. Knowledge on distribution of big pelagic purse seine catches based on WPP and landing ports can be used as a basis for evaluating measured fishery policies in terms of catch landing relating to fishing areas.

Abstract:
Fisheries activities in Ternate City are developing well, this is supported by the operation of the Fish Landing Base (PPI) and the Ternate Nusantara Fishing Port. Information on effective fishing units and operations that have high productivity is important in the development of capture fisheries in PPI Dufa-Dufa, so that purse seine fisheries in PPI Dufa-Dufa is expected to be profitable and sustainable, therefore research on purse seine vessel operations needs to be done by considering all related aspects. The research took place from June to August 2014 at PPI Dufa-Dufa Ternate City by using descriptive analysis and effectiveness and efficiency analysis using scoring method to determine the level of effectiveness and efficiency analysis of purse seine vessel operational activities. The results of the study found that larger vessels (GT more than 20) have higher effectiveness and efficiency values than small vessels (GT less than 20). Purse seine operations at PPI Dufa-Dufa still allow for the development of operational activities, namely the development of new areas for fishing, improving fishing technology and increasing the quality value of catches in the form of training in handling catches

The study's objective is to identify the variations in accounting profit levels in the commercial fishing sector in Kelantan State, east coast of Peninsular Malaysia. Based on an in-depth study of fishing capacity and other economic considerations, a comparison of accounting profits between the trawler and purse seine fisheries by using a revenue and profit approach. Trawlers incurred higher profit than Sein net and causing overcapacity by the trawlers.

Introduction: The increase in the purse seine fishing fleet and the decline in tuna production will have an impact on the decline in CPUE (Catch Per Unit Effort) per year. The CPUE trend that continues to decline every year is feared to have a negative impact on fish resource stocks and even the tendency of overfishing. Therefore, to overcome the existing problems, an integrated approach to fisheries management is needed through the Ecosystem Approach to Fisheries Management (EAFM). This study aims to assess the status and formulate management actions for tuna fisheries based in the Pasongsongan Coastal Fishing Port (PPP), Sumenep Regency. Methods: The types and sources of data used in this research are primary and secondary data. Primary data were collected through survey and observation methods. Interviews were conducted with 40 randomly selected purse seine fishermen respondents, as well as 1 employee of the Sumenep District Fisheries Office. Secondary data were collected through existing data such as tuna catch, number of trips, number of purse seine fleets, fish prices. Analysis was conducted through an indicator approach using the Multi Criteria Analysis (MCA) approach. Results: The results of the analysis show that the institutional domain shows a very good status, while for the domains of fish resources, fishing techniques, and social with good status, then the economic domain has a moderate status. Conclusion: Based on these indicators, the management status of tuna resources based in the Pasongsongan Coastal Fishing Port is generally in good condition.

Abstract:
Purse seine is the most dominant fishing gear used by fishermen at the Fishing Port of Kutaraja. It affects increasing the number of fishing fleets and fishing efforts per year. The increase is considered to have a negative impact on fishers because it can trigger competition and conflict between fishers, violate the law, and even affect fishermen's income. This study aims to assess the status and formulate fisheries management actions regarding social, economic, and institutional aspects of fishing based on purse seines in the Fishing Port of Kutaraja. This research was conducted in 2018, and data were collected through a survey method by conducting in-depth interviews with several respondents and analyzed using the Flag Modelling technique. The results showed the composite value of the social domain was 91.66% in a ‘very good’ category, the economic domain was 33.33% in ‘poor’ condition, and the institutional domain was 67.66% in a ‘good’ shape. These results indicate that economic management actions need to be better pursued so that purse seine fisheries remain sustainable in accordance with social, economic, and institutional conditions by; (1) implement a profit-sharing system in accordance with applicable regulations; (2) strengthening good cooperation between stakeholders; (3) open dissemination of the importance of Panglima Laot customary rules; (4) improve supervision and law enforcement; (5) increase the synergy of regulations, institutions and stakeholder capacities.

Abstract:
The utilization of fish resources by fishermen in the waters of Bone Bay uses different fishing gear and patterns as well as different utilization and management policies. This can affect the sustainability of existing fish resources, one of which is in the Bone Regency area. This study aims to analyze the technical aspects of purse seine and fishing gear used by fishermen in the waters of Bone Bay, especially in Bone Regency. Furthermore, the technical aspects of the vessel and fishing gear as a result of the calculation are compared with the provisions stipulated in the PERMEN-KP Number 71 of 2016 to determine the zone of the fishing area. This research was conducted in Panyula Village, which is the fishing base area of purse seine fishermen and the waters of Teluk Bone, starting from November 2016 to March 2017. This research uses a combination of survey methods and case studies. The type of data used consists of primary data and secondary data. Based on the technical aspects of purse seine vessels, ring trawl fishing gear and FAD fishing tools, purse seine units should be operated on Fishing Route II and Fishing Route III in accordance with Minister of Marine Affairs and Fisheries Regulation Number 71 of 2016.

Abstract:
The matter of fishery resources is one of the important problems in the capture fishery development because the condition of most capture fisheries is over exploitation. The research objectives were (1) to analyze the utilization level of fishery resources with Purse Seine nets, and (2) determine the strategy for managing fishery resources with purse seine nets in Pati Regency. The sampling method used simple random sampling with 56 Purse Seine fishermen as a sample size. The research locations consist of Bajomulyo Village and Bendar one in Juwana Subdistrict, Pati Regency. Data analysis used (a) Total Allowable Catch (TAC) calculation, (b) AHP to determine strategy priorities. Research results: the utilization rate is 102.48%, meanwhile management strategies based on the aspect priority order of management for capture fishery resources are human resources, fish resources, infrastructure and institutions, while the priority order based on alternative criteria are the improvement of human resources expertise of ship masters, protection of the stability of fishery commodity prices, improvement of fishing gear operating skills for the boat crews and making adequate boat moorings around the fish auction.

Excess capacity and overfishing are problems in the open-access, common-pool fisheries of the Java Sea. Data development analysis is used to estimate excess fishing capacity and the number of vessels to decommission in three Java Sea fisheries of Indonesia, the purse seine, mini purse seine, and longline. First- and second-best policy measures are discussed to reduce the excess capacity and give sustainable management and development. The importance of incentive design, asymmetric information, and the regulator's principal–agent problem are emphasized in license limitation programs.

Lamongan Regency is one of the districts in East Java which have high potential of fishery resources. Purpose of this study is to determine the business feasibility of purse seine fishing gear at TPI Kranji, Lamongan. The data collection technique was carried out by field observations and in-depth interviews. Methods of data analysis with financial analysis using Net Present Value (NPV), Payback Period (PP), and Benefit Cost Ratio (B/C Ratio) methods. Analysis results shows that the purse seine business at TPI Kranji was financially feasible according to the NPV value at the 5th year of IDR 1,890,298,600. The purse seine business at TPI Kranji also can return the initial investment costs in a period of 1 year based on the PP calculation and the B/C Ratio value is obtained 22.49 so it is classified as financially feasible. It is recommended that fishing business using purse seines at TPI Kranji is not only an effort to get the maximum profit, but also to maintain the sustainability of fisheries in a sustainable manner.

The economic profit of mini purse seine fishing business in the coastal area of the Kei Islands is different in every season and fishing ground. The aim.of.this analyze the profit of the mini purse seine fishing business on every season and on fishing grounds. Collecting data using survey methods, determining respondents using purposive sampling. Data were analyzed using fishing ground analysis and economic analysis. The results of.the identification indicate that during the transitional season 1 and west, the mini purse seine fishing ground are located on the eastern coast of Tayando and eastern Kei Besar coast and the Nerong strait. The result of the identification shows that the fishing grounds of mini purse seine in the western and transitional 1 seasons in the waters of the eastern Tayando Island, the Nerong Strait, and the waters of the eastern Kei Besar Island, while at the beginning of.the east monsoon in the waters of.the eastern part of Tayando Island and the Nerong Strait.The.results.of.the.economic.analysis.show.that the fishing grounds waters of.the eastern Tayando Islandhaves higher economic profit in each season because it has low efficiency, effectiveness, productivity, and high business profit. Fisheries managers in Maluku Province need to work together with fishermen to regulate production inputs in the fishing grounds of the Nerong Strait every season.

Abstract The Ecosystem Approach to Fisheries Management claims that fisheries management should take into account the ecosystem processes; in that context, it is useful to examine the functional traits of fisheries assemblages. This can be a challenge in multispecies fisheries. We used 21 biological traits of 86 species to investigate the relationship between-species and trait composition and to identify species with rare functional traits. Combining these traits with two catch datasets from the eastern Mediterranean (Patraikos Gulf: small-scale fleet, eastern Ionian Sea: entire multispecies fleet), we investigated whether certain fishing tactics or gears tend to remove specific traits, using multivariate methodologies. Species and traits composition of the catches were related, but an important part of trait variability was not explained by species composition. Rare traits and trait combinations were found for important target or bycatch species. Differences in the traits composition of fishing operations were revealed both between fishing tactics (Patraikos) as well as gears and areas (eastern Ionian); hierarchical clustering and MDS indicated the distinction of purse-seine catches at gear level. SIMPER analysis by trait indicated associations of certain trait categories mainly with purse-seines (at gear level) and longline métiers and a trammel-net métier (at métier level). The identification of rare traits or their combinations can have significant management implications as overfishing of the species with these traits could result in altering assemblage functioning. It seems that the multispecies character of the benthic fisheries results in a balanced trait removal, while management should regulate the effects of purse-seine fisheries on the fisheries assemblage functioning. Further investigation of the functions that fishing may remove from the ecosystem could contribute to understanding the effects of fishing and reveal overlooked aspects useful for the improvement of fisheries management.

Most fisheries problems arise from a failure to understand and manage fishermen, and that the study of fishermen should be a major part of fisheries research. The dynamic behavior of fishing fleets can be broken into four components: investment, movement, catching power, and discarding. The literature in each area is reviewed and the needed research described. The second part of this paper examines the causes and consequences of individual variation in catch in a commercial purse seine fishery and a recreational hook and line fishery. It is shown that the catch is highly concentrated in the recreational fishery with a small proportion of frequent anglers catching a large portion of the fish. Catch is more equitably distributed in the purse seine fishery. The consequence of individual variation includes the observation that small annual bag limits in the sport fishery could reduce the total catch significantly while leaving most anglers unaffected and the fact that buy back of the most successful vessels would reduce the commercial catch by relatively little.

Pekalongan City is a coastal area on the north coast of Central Java Province, which has a fairly large fishing port, namely Pekalongan Archipelago Fishery Port.. This research objective to determine the exellent commodities of capture fisheries and efforts to preserve capture fisheries resources. Descriptive research methods have been used in this research. The data taken is secondary data from literature studies and related institutions, because the time of the research was still in the Covit 19 pandemic. Analysis of the data used is quantitative descriptive analysis. The research results showed that the dominant fishing gear was Purse seine and Gillnet. Purse seine vessels used are mini purse seine (<30GT) and pursein (> 30GT). Exellent commodity include Layang (Decapterus sp), Tonngkol (Thunnus tonggol) and Tembang (Sardinella fimbriata). Efforts to preserve fish resources in the City of Pekalongan are done by regulating the number of fishing gear and limiting the number of production and the number of fishing trips. The government policies in the effort to maintain the sustainability of fish resources include: banning the use of trawl and seine net, determination of Fisheries Management Areas (WPP) and limitation on the amount of catches allowed (JTB), as well as establishing fishing lanes.

Mini purse seine fishing activities in the Lampung Bay Area and Lempasing CFP is not in accordance with the conditions of the surrounding waters area. The research was conducted in the Lampung Bay Area and Lempasing CFP, Lampung. This study aims to: 1) determine the status of fisheries resources utilization, 2)</em><em> to describe the dominant fish caught by mini purse seine. </em><em> Analysis methods were used in this study namely: 1) Fishing Power Index (FPI), Catch Per Unit Effort (CPUE), and Maximum Sustainable Yield (MSY) to determine the status of fisheries resource utilization. The dominant small pelagic fishes caught were scad fish <span style="text-decoration: underline;">Selaroides</span> </em>sp<em>., mackerel fish <span style="text-decoration: underline;">Rastrelliger</span> </em>sp<em>., longnose trevally fish <span style="text-decoration: underline;">Carangoides</span> <span style="text-decoration: underline;">chrysophrys</span>. The result showed that Fox model was the best fits models with estimated maximum sustainable yield of 15.5 ton and fishing effort of 992 trip/year for mini purse seine. The longnose trevally fish in lampung bay area in do not exceeded the optimal catch fish condition can be used to sustainably. In these condition is necessary to wisely manage and setting the catches to not exceed the allowable catch of the small pelagic fish, so the stock of small pelagic fish in the Lampung Bay Area can be used sustainably.</em></p>

The potential of fisheries in Indonesia is quite large so that many coastal communities depend on their lives from fishing activities. East Java province has a fishery area that is quite potential with the availability of considerable human resources, one of them is Lamongan. This research was conducted in Fish Auction Site (Tempat Pelelangan Ikan, TPI) Kranji, Lamongan. The purpose of this study is to find out the productivity value of purse seine fisheries in TPI Kranji based on the size of the ship and the fishing trip. This research was conducted by survey method to know the condition of purse seine fishery in the field directly. Purse seine fishing vessels located in TPI Kranji in 2020 as many as 32 ships that have gross tonnage (GT) of 9 to 24 GT. The dominant catches are Longtail Tuna (Thunnus tonggol), Mackerel Tuna (Euthynnus affinis), Fringescale Sardinella (Sardinella fimbriata), Short Mackerel (Rastrelliger brachysoma) and Goldstripe Sardinella (Sardinella gibbosa). There are two seasons in the fishing process at TPI Kranji, the regular season (Fringescale Sardinella) and the peak season (Tuna). The highest value of productivity per trip was obtained 1.59 tons / trip / year which occurred in 2019 with 223 of fishing trips and the amount of catch production of 356.71 tons. The highest value of productivity per GT occurred in 2020, obtained 2.09 tons / GT / year, which currently has 32 purse seine vessels. The productivity per GT from year to year is increasing because the amount of production is also increasing every year.

The decline of small pelagic resources production in Ambon sea waters during a certain season has an impact on the continuity of the purse seine business in Latuhalat Village. This poses a high business risk, given that capture fisheries have different characteristics. This study aims to calculate the productivity and risk of purse seine business in Latuhalat. Survey was conducted to collect primary data to 5 purse seine business owners in Latuhalat as respondents, and productivity calculations were carried out based on comparison of production values ​​and total costs, as well as business risk calculations based on probability density. The results showed that the purse seine business in Latuhalat was productive with a value of 1.28 for respondents 1, 2, 3 and 5; and 1.30 for respondents 4 during March to May. The risk of purse seine business in Latuhalat from March to May (west season) is high because each respondent has the potential to experience losses of Rp10,140,219.45 / month, Rp5,906,561.73 / month, Rp5,280,774.25 / month, Rp4. 463,428.57 / month and Rp. 5,173,572,36 / month.

Abstract Analysis of the sustainability of pelagic fisheries using purse seine at the Ujong Serangga fishing port is an analysis to determine the level of fisheries sustainability by maintaining a balance between the level of exploitation and the level of utilization of fish resources. The purpose of this study was to determine the sustainability of pelagic fisheries and the most influential factors on the sustainability of pelagic fisheries. This study applied descriptive method with a survey technique. The analysis used is RAPFISH (Rapid Appraisal for Fisheries). The results of the RAPFISH analysis show that the ecological dimension is at a moderate level of sustainability, the economic dimension is at a less sustainable level, the social dimension is at a sustainable level, while the technological dimension is at a moderately sustainable level. Fishing catch that affect the sustainability of pelagic fisheries with purse seine are the ecological dimension by-catch. The economic dimension, assistance from the government with a score of 18.27 and attributes of working capital sources. This study examines the catch compositions, expenses, and revenue sharing of purse seiners by using one representative vessel class for each of the four vessel length categories in the Marmara Sea. Surveys were also conducted with purse seine fishers to assess their perceptions related to fisheries management strategies along with their ideas for transitioning towards sustainable fisheries. As purse seiners are prominent stakeholders in the Marmara Sea fisheries, they should be incorporated into management guidance for effectiveness, along with other stakeholders. This study provides novel socio-economic data along with their perspectives, which may assist in improving policy decisions and capabilities. Our results demonstrate that purse seiners do not consider that their actions are a contributing factor to the current state of the fisheries, they trust in their amassed historical local knowledge, and seem to want to rebuild the resources, however only with minimal rules imposed on their sector.

Abstract:
Purse seiners generally try to maximize their revenues by targeting multiple species, starting with the most valuable ones available. The technology and capacity of purse seiners can be exceptionally high for the stocks found in the Marmara Sea, Turkey’s only inland sea, due to its small size and nearly totally enclosed nature. Due to their large capabilities, they are responsible for the majority of catches and hence declines from this sea and thus should be held responsible for the poor state of marine stocks in the region. This study examines the catch compositions, expenses, and revenue sharing of purse seiners by using one representative vessel class for each of the four vessel length categories in the Marmara Sea. Surveys were also conducted with purse seine fishers to assess their perceptions related to fisheries management strategies along with their ideas for transitioning towards sustainable fisheries. As purse seiners are prominent stakeholders in the Marmara Sea fisheries, they should be incorporated into management guidance for effectiveness, along with other stakeholders. This study provides novel socio-economic data along with their perspectives, which may assist in improving policy decisions and capabilities. Our results demonstrate that purse seiners do not consider that their actions are a contributing factor to the current state of the fisheries, they trust in their amassed historical local knowledge, and seem to want to rebuild the resources, however only with minimal rules imposed on their sector.

Our research took place in several areas of Ambon Island to be able to represent fishing areas that operate around the waters of Ambon Island, including Latuhalat Village (South Ambon Island), Hitu Village (North Ambon Island), Waai Village (West Ambon Island) and Laha Village (Outside of Ambon Bay). So it is hoped that later it can provide a detailed description of the feasibility of purse seine fisheries business based on the fishing area on Ambon Island. A method of the survey to technique the sample in purposive sampling with total respondents was the owner of fisheries purse up seine 30 business unit. Analysis of the data used is the analysis of costs, revenues and business feasibility (NPV, Net B/C, Gross B/C and Paybeck Period). the results of the study can be concluded that the purse seine fishing business on Ambon Island provides quite high profits and this business is worth developing. The NPV of the business is positive, Net B/C, Gross B/C > 1 and the ability to return the investment that has been invested in the purse seine business on Ambon Island is an average time between 1.5 years to 2.7 years. Seen from the catching area, the Latuhalat location has a high Net B/C Ratio, Gross B/C Ratio and PP when compared to the other three Locations.

Abstract:
“Ikan makan” and “ikan tacucu” are the terms found in purse seine fishing systems in Maluku which is one of the important sources in the economic sustainability of fishermen crews’ households. This study aims to: 1) Describe the meaning and function of “ikan makan” and “ikan tacucu” in the context of purse seine fisheries in Maluku, 2) Analyze the importance of “ikan makan” and “ikan tacucu” in improving the economy of purse seine crews households, and 3) Analyze the importance of “ikan makan” and “ikan tacucu” in overcoming the financial insecurity for purse seine crews households. This research was conducted by using a survey method. Data were analyzed by using qualitative and quantitative descriptive analysis. The results show that there are two patterns of the distribution of “ikan makan”; first share the fish equally among the all crews and then each of them is responsible for it; second, selling all the “ikan makan” and the money will be divided equally among all crew members. The income of the crews from the sale of “ikan makan” in fish season is IDR 69,000 – 166,000/trip and in no fish season fish IDR 44,000 – 111,000/trip. Income from the sale of “ikan makan” during the fish season and no fish season are not able to overcome the households financial insecurity and only to reduce or suppress it.

Kajian pengelolaan perikanan berbasis kapasitas penangkapan merupakan alternatif pendekatan guna mengendalikan faktor-faktor input yang tidak efisien yang digunakan dalam usaha penangkapan. Tujuan penelitian ini adalah mengukur tingkat efisiensi teknis dan pemanfaatan kapasitas alat tangkap pukat cincin di Banda Aceh. Efisiensi penangkapan dan pemanfaatan kapasitas dari pukat cincin yang dikaji dianalisis dengan menggunakan teknik data envelopment analysis (DEA). Data dianalisis menggunakan program linear (linier programming) dengan bantuan software DEAP version 2.1 kemudian pengolahan data dilanjutkan menggunakan program Microsoft Excel version 2007. Hasil penelitian menunjukkan bahwa beberapa armada purse seine di Banda Aceh telah melebihi nilai optimumnya atau telah terjadi kelebihan kapasitas pemanfaatannya. Untuk mencapai nilai optimumnya nelayan pukat cincin perlu mengurangi input yang digunakan. Management of fishing capacity following the method of measurement has become an important issue of excess capacity and overfishing that serious problem faced in Indonesia fisheries management. Assessment-based fisheries management capacity of the catch is an alternative approach to control the input factors that are not efficiently used in fishing effort. The purpose of this study is to measure the level of technical efficiency and capacity utilization of purse seine Banda Aceh. Capture efficiency and capacity utilization of purse seine were analyzed by using the technique of data envelopment analysis (DEA). Data was analyzed using linear programming the software DEAP version 2.1 and then the analysis was continued using Microsoft Excel version 2007. The results showed that purse seine in Banda Aceh exceed the optimum value or excess fishing capacity so that to achieve the optimum level of the purse seine fishers, the inputs used should be reduced.

Abstract:
Pidie district is one of the producers of capture fisheries in Aceh Province with a number of fishermen reaching 1,019. Sea fishing activities are open access causing concern to the stock of fish resources in the waters. Many fishing operations that use fishing gear that are not environmentally friendly if not managed properly will cause fish resources to decline or overfishing. This study aims to identified environmentally friendly fishing tools based on the Code of Conduct for Responsible Fisheries (CCRF) in Pidie District. This research was conducted in March 2019 in the waters of Pidie District. Data collection was done by interview and direct observation in the field. Analysis of the environmental friendliness of fishing gear based on weighting the score with the Analysis Hiercy Process (AHP) method. The results showed that the fishing gear included in the category of very environmentally friendly, namely; handline, longline, gillnet, and purse seine. While the fishing gear category is not environmentally friendly, namely; Modified beach seine and beach seine.

AbstractPelagic fisheries in the area of the eastern part of the Adriatic Sea, more precisely in the Croatian fishing grounds, are one of the most important types of fisheries in Croatia. In this paper, the quantitative and qualitative structure of catches obtained by the „ciplara“ purse seine in the Croatian part of the Adriatic Sea was analysed between 2013 and 2018. According to the data collected, the largest catches by this fishing gear were made in the coastal area, precisely in the fishing zones/sub-zones A/A4, E/E2, F/F2, C/C4 and G/G1. 70% of the catches consisted of targeted species, which indicates that the studied „ciplara“ purse seine is a selective fishing gear. Biological analyses are given for four target species.

To ensure efficient and sustainable purse-seine fisheries, the catch process must be monitored to better understand the reactions of fish to the gear. In this study, we monitored the behaviours of herring (Clupea harengus) and mackerel (Scomber scombrus) schools during purse-seine capture using a multibeam imaging sonar (Simrad MS70, 75–112 kHz) mounted on a research vessel. The fish behaviours differed between species and purse-seine sets. For both species, the acoustic volume backscattering coefficient increased as 0–80% of the seine was hauled aboard, indicating a corresponding increase in fish spatial density. This increase was significantly greater for herring than mackerel. As 0–40% of the seine was hauled aboard the fishing vessel, schools changed their spatial distribution and volume independent of seine hauling, while for some schools, depth and height decreased. The acoustic volume backscattering strength was up to 25 dB higher in the centre of the school than in the edges. The average lateral target strength was estimated for individual fish in the captured herring schools, and the effect of incident angle on the backscattering strength is considered.

Abstract Fish Aggregating Devices (FADs) are tools for collecting fish by using various attractors from solid objects that attract fish to gather. Portable FAD uses sound frequency attractors that can be operated in various fishing areas. Portable FAD is not placed permanently in the waters and can be stored until fishing operations are carried out. The purpose of this activity is to calculate the buoyancy and gravity of portable FAD, determine the composition of the catch, and determine the distribution pattern of fish in the morning, afternoon, and evening. For 17 (seventeen) days, this activity was carried out in Yamdena waters, Ambon. The calculation results of the total buoyancy force of portable FAD were 20554.69 gs, total sinking force was 5460.69 gs, and the extra buoyancy value was 73%. The dominant fish caught using purse seiner were skipjack tuna (Katsuwonus pelamis) of 37.41%, yellowfin tuna (Thunnus albacares) of 33.53%, scad fish (Decapterus russeli) of 11.62%, tuna (Euthynnus affinis) by 8.12%, and sunglir fish (Elagatis bipinnulata) by 5.14%. Portable FAD can attract fish from 15 minutes and continue to increase to a peak at 105 minutes with 160 fish approaching. The highest fish approach to portable FAD was recorded in the morning at 105 minutes at a depth of 20-25 m were 89 fish, the lowest was in the afternoon at 15 minutes at a depth of 5-10 m were 7 fish. The best use of portable FAD is in the morning and evening.

The coastal of Makassar Strait is one of main fishing grounds for purse seine vessels from northern part of Java which based at the following landing sites, i.e. Pekalongan, Tegal and Juwana. The purse seine fishery predominantly targets small pelagic fish. This paper attempts to present the current condition of small pelagic fishery in the Makassar Strait. Catch and effort (trip) data between 2004 and 2011 from the three landing sites were used to estimate Maximum Sustainable Yield (MSY) using Schaefer & Fox models. The results showed a decreasing trend in the catch rate, from 30.83 tons/trip in 2004 to 12.27 tons/trip in 2011. The estimated MSY is at the range of 34,705- 37,930 tons with optimum efforts for 2,234-2,500 purse seine trips. Thus the level of purse seine fishing effort in 2011, i.e. 3,078 trips, was exceeding the optimum effort. The decreasing trend in the catch rate may indicate overfishing is occurring between 2004 and 2011. For management of the small pelagic fisheries in the waters of Makassar Strait, important action recommended is fishing effort restrictions. The effort allowed would be only in the range of 2,234-2,500 purse seine trips, and the fishing capacity needs to be controled.

To study the effects of crowding in purse-seines on the survival and stress response of herring (Clupea harengus), large-scale field experiments were conducted in the North Sea during 2008 and 2009. The mortality was 28% at a crowding density of 221 kg m−3 and increased further with increasing density. Crowding densities <150 kg m−3 did not result in any additional mortality compared with the control group (0.9–2.0%). Smaller herring and herring with a lower condition factor were more vulnerable to the effects of crowding. Blood analyses showed a significant increase in cortisol, lactate, and blood ions in the crowded fish. Lactate returned to control levels 2 d post-stress, whereas cortisol and blood ion levels continued to increase during the 4- to 5-d monitoring period. Furthermore, plasma glucose appeared to be substantially reduced at the end of the trial, indicating that the herring were incapable of restoring homeostasis and were approaching energy exhaustion. These results provide important information about the crowding densities that can be tolerated in the purse-seine fisheries for herring and will benefit future development of guidelines for purse-seine slipping operations.

Pulau Baai Beach Fisheries Port is the center of fishery economic growth and development in the city of Bengkulu, which is based on capture fisheries. The development of fishing business in fishing ports is a form of the development of capture fisheries activities in a port, which development defines more advanced fishing business activities. Productivity is one way to see the ability of fishing units to produce fish caught. The productivity of purse seine vessels is an important indicator to see how the production conditions produced by these fishing gears. This research was conducted at the Pulau Baai Beach Fishing Port, with the time for conducting the research starting from March 21 to May 30, 2022. The results showed that the productivity per trip of purse seine vessels has decreased in the last three years, where the productivity decrease was significantly by 35% occurred in 2019-2021, while in 2019-2020 the decline in productivity was 2.65 tonnes/trip, or 13.5%. Meanwhile, productivity based on the average GT of ships has exceeded the established standards.

The perception of fishermen regarding responsible capture fisheries based on the CCRF is of utmost importance. Guidelines for responsible fishing provide a framework for both national and international efforts to ensure the sustainable and responsible utilization of marine resources. The objective of this research is to understand the socio-economic characteristics and perceptions of purse seine fishermen at PT. Hasil Laut Sejati in Batam City regarding responsible fishing practices. The required data for this research includes both primary and secondary data sources. Primary data collection involves direct observations and interviews with fishermen. Secondary data for this research is obtained from reports from relevant agencies, journals, and research reports. The analysis of fishermen's perceptions of responsible capture fisheries is conducted using a Likert scale. The socio-economic characteristics of PT. Hasil Laut Sejati's fishermen in Batam City show that 60% have completed high school education, and the age of fishermen ranges from 20 to 30 years. In terms of economic characteristics, fishermen have an average income of 3 million per month. The fishermen's perceptions (Captain, Chief Mate, and Crew) indicate strong agreement with responsible capture fisheries, with 28% strongly agreeing, 45% agreeing, 23% disagreeing, and 3% strongly disagreeing.

This study aims 1) to determine the technical aspects of fishing with a mini purse seine; 2) to analyze the feasibility of a mini purse seine fishery business in the southern part of Ambon Island. This research was carried out from January to December 2018 in several fish landing sites scattered in the southern part of Ambon Island waters, namely Nusaniwe, Hutumuri and Lehari Villages. Sampling was by purposive sampling. Primary and secondary data were taken. Data were analyzed using descriptive analysis and business financial analysis. The dimensions of the mini purse seine vessels are 20-22.5 m long, 2.70-3.85 m wide, and 1.5-1.8 m high, the dimensions of the net are 225- 345 m long, 50-70.5 m high. The composition of the catch consisted of 4 types of fish, namely blue fly (59.8%), tuna (18.4%), skipjack (17.7%), and baby tuna (4.1%). The results showed that the mini purse seine fishery business met the requirements and was still feasible to develop. The results of the calculation of the business feasibility of a positive NPV and greater than zero (NPV> 0) of Rp. 933,471,927, an IRR of 15.8% greater than the interest rate (10.5%), the value of B / C> 1 of 1.18, the criteria for ROI of 20.14%, the value of PI (Profitability Index)> 1.

The main catch is Mackerel scad (Decapterus spp). The purpose of this study was to determine the level of environmental friendliness of the Purse seine fishing gear in PPS Belawan. The method used in this study is by using a score based on the Code of Conduct for Responsible Fisheries (CCRF) criteria, fish physiology analysis, and also analyze the suitability of fishing gear with the regulation of Permen KP.71 of 2016. Based on the results of the study, it can be concluded that physiologically fish include into fish fit for catching with a total length ranging from 19-24 cm, the average size of the first caught (Lc) at a length of 15 cmFL, the size of the first sentence gonads (Lm) 19.6 cmFL, Km. Sumber Baru does not meet the Regulations of the size of the vessel, and the Purse Seine fishing gear is very environmentally friendly with a score of 32 points.This Lc value is smaller than the Lm value. From this result, it is known that most of the scads caught have not passed the first gonadal maturity size (Lc<Lm), but in terms of the specifications of the fishing gear, they have adjusted to the applicable regulations

Abstract:
ENGLISHPurse Seine net was one of the fishing gear with dominant catch results in Pati Regency. The catch results affected the business productivity of the purse seine net. The purpose of this research was to analyze the business productivity of the Purse Seine net fisheries in Pati Regency. The research was a descriptive study with a quantitative approach. The research was conducted in November 2018 until April 2019 with locations in Bajomulyo and Bendar Village, Juwana District, Pati Regency. The research sampling consisted of 56 samples. Data analysis with partial productivity calculation including productivity per trip, productivity per PK, productivity per crew and productivity per GT. The results showed that (1) the productivity of purse seine boat has exceeded the legalized regulations (1.30 tons/GT), (2) productivity per trip / per PK / per GT showed that the proxy of productivity (per trip, per PK, per GT) was not linearly proportional to the number of trip / PK engine / GT boat, (3) productivity per crew showed how much productivity per crew produced was not linearly proportional to the number of crews departed. INDONESIAJaring Purse Seine merupakan salah satu alat tangkap dengan hasil tangkapan dominan di Kabupaten Pati. Hasil tangkapan berpengaruh terhadap produktivitas usaha jaring Purse Seine. Tujuan penelitian adalah untuk menganalisis produktivitas usaha perikanan jaring Purse Seine di Kabupaten Pati. Penelitian merupakan penelitian deskriptif dengan pendekatan kuantitatif. Waktu penelitian bulan November 2018 sampai dengan April 2019 dengan lokasi di Desa Bajomulyo dan Desa Bendar Kecamatan Juwana Kabupaten Pati. Sampel penelitian berjumlah 56 sampel. Analisis data dengan perhitungan produktivitas parsial yaitu produktivitas per trip, produktivitas per PK, produktivitas per ABK dan produktivitas per GT. Hasil penelitian menunjukkan bahwa (1) produktivitas kapal purse seine telah melebihi peraturan yang ditetapkan (1,30 ton/GT), (2) produktivitas per trip/per PK/per GT menunjukkan bahwa besar kecilnya produktivitas (per trip, per PK, per GT) tidak berbanding lurus dengan banyak sedikitnya jumlah trip/PK mesin/GT kapal, (3) produktivitas per ABK menunjukkan banyak sedikitnya produktivitas per ABK yang dihasilkan tidak berbanding lurus dengan banyak sedikitnya ABK yang diberangkatkan.

Abstract:
The most attention issue of sustainable fisheries management is related to the availability of catch and fishing efforts data with the spatio-temporal distribution. The monitoring data plays important to evaluate the fish stock status and fishery dynamic in the waters. As dependent-fishery data, logbook data is a reliable data source for estimating the utilization rate of fish resources and designing effective regulation tools in fisheries management areas. This study aims to analyze catch composition, spatial and temporal distribution, and productivity (catch per unit effort) of small-pelagic purse seine fisheries in the Java Sea using fishing logbook data. The result shows the highest It was found that the catch composition of small pelagic purse seines was dominated by longtail tuna/kawa-kawa, scad (Decapterus spp.), and sardinella fimbriata with the highest catches annually occurring in September 2021, March 2020, and November 2019. However, the highest productivity was achieved in September 2021, May 2020 and June 2019, namely 1,290 kg/setting/day, 1,700 kg/setting/day, and 1,660 kg/setting/day, respectively. Regarding spatial distribution, the highest productivity was in the northern and central parts of the Java Sea and the southern parts of Kalimantan.
