This chapter tells the story of the rise of punk through the intertwined lives and transnational connections between key early punks. Through the examples of Dee Dee Ramone, Joe Strummer of the Clash, Ari Up of the Slits, Roxy DJ Donovan Letts, UK-émigré-turned-Polish-new-wave-star John Porter, and pioneering Polish punk Walek Dzedzej, it contextualizes punks’ conversion experience in the urban “ethnoscapes” of the Cold War era’s First, Second, and Third Worlds. It shows the close connection between punk and human migration across the boundaries of the Cold War world and the unexpected connections and commonalities that punk from all three worlds shared.

Abstract:
This chapter explores the divergent reactions of punk scenes around the world to the changing forces of neoconservative/neoliberal politics and globalization. Some scenes embraced a new punk variant of the previous generation’s tiermondisme (“third worldism”), creating new alliances across the three worlds of the late Cold War era, along with new collaborations with reggae and hip-hop artists. Others, however, turned inward to an insular punk tribalism. Both were skeptical of the emerging global neoliberal order and often also participated in the politically ambiguous antiglobalization rallies that emerged in the 1980s and continued into the 1990s. By the mid-1980s, punk scenes around the world found themselves dividing along the lines of an emergent political spectrum, into warring factions of xenophobic reactionary skinheads and globally minded progressive punks. This divide was intensified by the overlying tension between bands that found market success and those that vehemently rejected any sign of it.

Abstract:
This book tells the story of punk rock as a global movement that spanned the boundaries of the Cold War world, focusing on examples in Poland and elsewhere in Eastern and Central Europe, the United States, the United Kingdom, and their connections with the Third World. Drawing on archival documents, ’zines, mainstream publications, and other sources, it closely examines the appeal of punk to its practitioners and the reactions of each society to the rise of punk. It argues that punk grew out of and contributed to the global transition from the late Cold War era to the era of neoliberal/neoconservative globalization. Punk arose among individuals and scenes communicating across the Iron Curtain at a moment characterized by transnational crisis, globalization, postmodernism, and an aesthetic/cultural turn in sociopolitics. Through the culture wars it helped provoke in the First World and Second World alike, punk contributed to a global realignment from the sociopolitically, ideologically oriented world of the Cold War to the subsequent era, oriented primarily around culture and identity. Through the example of punk, it challenges the resistance-centric framework of Cold War era cultural studies, presenting an alternative model for how culture is intertwined with politics that accounts for its significance as a major sociopolitical force.
