Abstract:
In order to cope with technological change, publishing companies need to effectively combine their capabilities and use them to support the development of new and existing products. In this paper, we explore the relationship between the market and technology capabilities of publishing companies and their online innovations. Our comparative case study focuses on four cases representing newspaper and magazine publishers. The case companies seem stronger in market than in technology capabilities. We also note an apparent tendency to build on the strongest capability area and to focus on leveraging those capabilities rather than taking a risk and experimenting in an area in which they are relatively weaker. Further, it seems that publishers have been able to leverage their market capabilities through online experimentation, but have not been able to develop their technological capabilities in the same manner. From the scientific perspective, this study makes two main contributions. Firstly, the empirical in-depth investigation of the capability portfolios of the case firms complements the emerging work on innovation-related capabilities. Secondly, the study adds to the literature on media management in enhancing understanding of the online-related capabilities that are required in publishing companies, and the related development patterns. Our study suggests that experimenting online and producing innovations requiring new types of internal market-related processes and practices is an efficient strategy to develop one's current market capabilities online.

Abstract:
The author discusses the current experience of building the service of digital science publishing obtained by the libraries in the Western countries. She emphasizes that this process is incorporated into further informatization of libraries and their increasing role in managing science data. The digital publications integrate a number of interrelated programs comprising the whole cycle of scientific data management accomplished within the wider context of innovations. Digital publishing is a new type of library activities; it requires integrating competences of modern librarians (i.e. content selection, data supervising, metadata management, building digital collections, their preservation and archiving) and publishers (monitoring new trends in science and technology, selecting materials for publication, abstracting, scientific editing, developing marketing strategies). For the first time in the domestic library studies, the dynamics of this service in foreign countries is examined based on Library Publishing Directory for 2013– 2018. The author compares digital publishing services in four university libraries in different world regions and offers the findings of preliminary analysis of online publication services in foreign research libraries.

Abstract:
The Advertising Expenditures or (ADEX) revenue is a major contributor for the survival of magazine publishing. In the recent report by the Magazine Publisher Association (MPA 2014) shows a total of RM207.8 million ADEX was successfully secured by the local publishing company. From the total amount, RM120.9 million was dominated by English-language magazine publishers, while only RM60.1 million was achieved by Malay-language magazine publishers. This paper will discuss on factors, as well as potential and challenges in this magazine publishing industry. The main question is, how the local magazine publisher now is ready to face the changes in the industry which is seen to be challenging. The secondary analysis method has been applied to the data from the latest ADEX report which is provided by Magazine Publisher Association (MPA 2014) from 2010 to 2014 (July). The findings of this analysis indicate ADEX earning in the English-language magazines is more than the Malay-language magazines. However, ADEX for the English-language magazines has declined over the past four years, as well as the number of magazines published are less than the Malay-language magazines which are considered to be more stable even though their revenue is less. Competition with other media channels, readers’ purchasing power and preference are seen as factors contributing to this trend. Thus, it can be concluded that the Malay-language magazines are still competitive and have more stable prospects as compared to the English-language magazines, despite their low ADEX turnover.

Abstract:
The new information technologies have transformed the techniques of print publishing. This paper charts the diffusion of digital desktop publishing (dtp) systems within the magazine publishing sector, and assesses the threats and opportunities of the new information technologies for print publishing. In particular, the paper focuses on the organizational changes accompanying the new techniques as publishers internalize page make-up, and in so doing bring into question the long term future of an independent pre-press sector. The paper highlights the obstacles in the path towards full digital publishing, and examines the factors behind the slow diffusion of dtp amongst magazine publishers. Finally, the strategic implications for decision makers are assessed, and some wider issues arising from our study for the information technology community are considered.

Abstract:
It was only three years ago that I was told that publishing valuable digital content on the Internet would not take off for 10 years. Today it is happening all around us with MP3 music files being swapped by our children and market research reports openly passed between business colleagues. The problem is that the intellectual property owners lose control of distribution through publishing content on the Internet – in its raw essence, an unregulated global arena – and then, more often than not, do not get paid for use of a large percentage of their content, This is perhaps the greatest reason why publishers have been unwilling to place valuable content online. Historically low-value content has taken up the vast majority of what we have been able to access online with companies hoping to recoup costs through advertising revenue. The reason is simple; conventional Internet technologies do not have any facilities for enforcing copyright, but the problem is that advertising revenues are dwindling so publishers need to find other ways of generating revenue. We can now look back with a sense of irony at straplines from major technology companies saying “Information at your finger tips”, “Information where and how you need it” as this is exactly what they are now trying to prevent so that they can keep an element of control.

AbstractThis article establishes a quantitative and qualitative model of small and medium-sized enterprises (SME) publisher ‘Tiers’, in order to enable researchers and cultural policy makers to have a more granular understanding of the impact of publisher size. Through an aggregated set of case studies deriving from the UK, the article also develops an understanding of how to build a cultural support model for publishing based on publisher size, sustainability and company life cycle. What the Tiers model underpins in terms of cultural policy funding for publishers is a rigorous and developmental sense of a publishing ecosystem, offering a framework which is attendant to industry and broader contexts, and enables cultural policy funding to take into account publisher development, challenge and growth.

Full text
Abstract:
Background. Retraction of problematic scientific articles after publication is one of the mechanisms for correcting the literature available to publishers. The market volume and the busi-ness model justify publishers’ ethical involvement in the post-publication quality control (PPQC) of human-health-related articles. The limited information about this subject led us to analyze Pub-Med-retracted articles and the main retraction reasons grouped by publisher. We propose a score to appraise publisher’s PPQC results. The dataset used for this article consists of 4844 Pub-Med-retracted papers published between 1.01.2009 and 31.12.2020. Methods. An SDTP score was constructed from the dataset. The calculation formula includes several parameters: speed (article exposure time (ET)), detection rate (percentage of articles whose retraction is initiated by the edi-tor/publisher/institution without the authors’ participation), transparency (percentage of retracted articles available online and the clarity of the retraction notes), and precision (mention of authors’ responsibility and percentage of retractions for reasons other than editorial errors). Results. The 4844 retracted articles were published in 1767 journals by 366 publishers, the average number of retracted articles/journal being 2.74. Forty-five publishers have more than 10 retracted articles, holding 88% of all papers and 79% of journals. Combining our data with data from another study shows that less than 7% of PubMed dataset journals retracted at least one article. Only 10.5% of the retraction notes included the individual responsibility of the authors. Nine of the top 11 publishers had the largest number of retracted articles in 2020. Retraction-reason analysis shows considerable differences between publishers concerning the articles’ ET: median values between 9 and 43 months (mistakes), 9 and 73 months (images), and 10 and 42 months (plagiarism and overlap). The SDTP score shows, from 2018 to 2020, an improvement in PPQC of four publishers in the top 11 and a decrease in the gap between 1st and 11th place. The group of the other 355 publishers also has a positive evolution of the SDTP score. Conclusions. Publishers have to get involved actively and measurably in the post-publication evaluation of scientific products. The introduction of reporting standards for retraction notes and replicable indicators for quantifying publishing QC can help increase the overall quality of scientific literature.

Abstract:
In Malaysia, the development of information and communication technology (ICT) has created an impact on children’s book in the publishing world. Subsequent to this development, local book publishers were challenged to produce reading material in interactive digital form for children. Recognizing the importance of ICT and the benefit brought to the society, the government has implemented both the National Creative Industry Policy (DIKN) and the Malaysian Education Development Plan (2013-2025). Under this policy, players in the broadcasting and publishing industry in Malaysia were encouraged to develop the country's creative industry in order to raise the Gross Domestic Product (GDP). However, how prepared are players in the bookkeeping industry to produce interactive digital books for children? This is because the number of publications until 2017 is still small. This article will analyze the publishing status of children's digital books produced by the local publishers. Additionally, this article aims to investigate the readiness of publishers to publish interactive digital books for children in Malaysia. The method used in this study is through the analysis of children’s book titles in digital format from the website. In addition, the study also interviewed the management of the publishing house. Results showed Malaysian book publishers sought to bring the organization's direction towards the publication of interactive digital books. However, a few were found to be reluctant to change. In conclusion, Malaysian publishers will do well with the support of all parties in order to strive for the publication of children's interactive digital books via the online platform.

Abstract:
According to Natifs (North American Traditional Indigenous Food Systems), the first action in understanding the Foundations of an Indigenous Food System Model is the “Removal of Colonized Thought.” food sovereignty, physical and spiritual connection to land, and sustainable food practices are interlocked with decolonial action. Considering Traditional Knowledge (TK), as intellectual property, what does it mean for libraries to collect books containing TK, such as cookbooks written by Indigenous authors, published by Indigenous publishers or otherwise dealing with Indigenous Food Systems? Mindful of the colonial impacts on cookbook publishing in Canada, the author proposes a 4-part framework for libraries when acquiring or weeding Indigenous cookbooks to and from their collections. Used as a tool, the framework promotes the stewardship of collections (and metadata) that do not perpetuate colonial violence through language and Eurocentrism, but champion Indigenous authors, publishers, and content. Written from the position of queer-settler, the essay provides examples of published works that meet the criteria of the framework, celebrating Indigenous Food Systems that predate librarianship’s colonial classification. Through personal narrative, the author demonstrates how the offerings of such texts can become integrated into a personal stewardship of the teachings being shared that directly informs the case for equitable collections management.

Abstract:
The present study analyzes, by means of the online survey method, the role of KIBS in the processes of digital transformation and technological change of Spanish publishing companies. The general goal of this research is to explore the effects produced over Spanish publishing companies in interacting with KIBS as facilitators, bearers and generators of innovation. Some other more specific objectives linked to this general goal are the following ones: a) to determine the role of transaction costs as drivers of the outsourcing of knowledge management systems through KIBS; and b) to understand to what extent the interaction of publishers with KIBS promotes in those the introduction of new business models. Through the survey conducted among 310 Spanish publishers, it is concluded that: i) the extension of the relationship between publishers and KIBS moves from the production subsystem to the distribution one; ii) the link between their respective value chains is perceived as profound enough to turn KIBS into facilitators, bearers and generators of the innovation required by the Spanish publishing companies; and iii) KIBS are the fundamental axis for the adoption of new business models.

Abstract:
Purpose – This study aims to highlight practical considerations to be made when choosing an eBook package for an institution. Many academic libraries purchase eBooks bundled in packages, either as a time- or cost-saving measure or to build a new subject collection. Design/methodology/approach – The authors searched the Web sites of six major publishers for information on eBook packages, including subject coverage, digital rights management restrictions and usage allowances. The analysis also includes a potential overlap between related subject collections and the ability to purchase titles individually. Findings – Usage allowances, digital rights management restrictions and purchasing options vary considerably from publisher to publisher. There was title overlap between related subject packages found in some publishers. In response to user preferences and needs, many publishers are loosening restrictions on their eBook content, which make purchasing packages a more attractive option for libraries. Originality/value – The landscape of eBook publishing is rapidly changing, which can complicate purchasing decisions. The detailed comparison provided by this study can be used to assist collections developers in making purchasing decisions best suited to their library and avoiding pitfalls such as duplicate purchases.

Abstract:
Purpose – Journal quality and prestige are the main considerations for researchers, editors, and publishers when submitting manuscripts, citing papers, and developing publishing policies. Journal Citation Reports calculates the impact factor (IF) from journals covered in Social Science Citation Index (SSCI). IF is widely considered as an indicator of journal quality and prestige among business disciplines. Thus, researching what affects the IF is critical. The purpose of this paper is to investigate the relation between journal features and the IF, particularly between “hot issues” and the IF, and categorizes journal rankings into top-ten and other journals. Design/methodology/approach – The research sample encompasses publications from 2003 to 2013, focussing specifically on SSCI journals in the categories of business and finance. The examined journal features are the effect of the newly selected as an SSCI journal, frequency of publication, self-citation ratio, citable items, and whether the journal features articles on relevant international economic topics. Findings – The findings are as follows: increasing the publishing frequencies of top-ten journals will elevate IF significantly, conversely, increasing that of other journals will degrade the expected IF; both top-ten and other journals with a high self-citation ratio have a low IF; and publishing papers on critical topics significantly positively affects the IF; however, the level of significance decreases over time. In summary, publishing research on critical topics significantly increases the IF in short term. Originality/value – The findings offer valuable information for researchers, editors, and publishers.

I then discuss a revenue model for publishers who wish to flip to an OA model without book processing charges. This ‘Opening the Future’ model has already been successfully implemented by two publishers, the Central European University Press and Liverpool University Press. This paper relates to the conference theme of sustaining positive change. The international move towards OA book publishing must be approached through models that render OA books equitable and accessible to the widest variety of international readers and authors. This necessitates thinking beyond book processing charges and the potential monopolisation of the OA landscape by major publishers, supporting a diversity of approaches in a networked model we call ‘scaling small.’

Abstract:
The article summarizes the historical experience on support of the Siberian and Far Eastern regional book publishing by regional and national republican authorities and management in the late twentieth – early twenty-first century. During 25 years regional administrations have passed a long way from unskillful attempts to copy the support measures practiced at the Federal center, from the single support of individual publications to an elaborate system of assistance for authors and publishers producing socially demanded books, mainly of local and regional content. The author considers the historical evolution of this process – development of management decisions on financing local publishing proposals aimed at strengthening the cultural, scientific and creative potential of the regions in the East of Russia. The classification, characteristics and evaluation of each of the forms for publishing support used in the regional practice are given. The author has come to conclusion that the best examples of publishing projects effective assistance are the activity of Omsk region and Krasnoyarsk Krai administrations. The former has the support model, in which distribution of funds is based on the publishing program of the regional Ministry of culture. In the latter the funds are allocated in the form of social grants to the regional winners of the annual contest “Book Krasnoyare”, that is fixed in its regional legislation as the protected item of expenditure. It is stated that not all administrations in the regions of Siberia and the Far East are concerned about the development of local publishing. In many regions the forms and level of support for the publishing environment do not meet the needs of society, remain unchanged since the end of the twentieth century.

Abstract:
In this article the authors evaluate the adoption and applicability of established ontology engineering results by the Linked Data providers' community. The evaluation relies on a combination of qualitative and quantitative methods; in particular, the authors conducted an analytical survey containing structured interviews with data publishers in order to give an account of the current ontology engineering practice in Linked Data provisioning, and compared and expanded our findings with statistics on ontology development and usage provided by the Billion Triple Challenges datasets from 2012 (using the vocab.cc platform) and from 2014 and other related tools. The findings of the evaluation allow data practitioners and ontologists to yield a better understanding of the conceptual part of the LOD Cloud; and form the basis for the definition of purposeful, empirically grounded guidelines and best practices for developing, managing and using ontologies in the new application scenarios that arise in the context of Linked Data.

Abstract:
Abstract Peer review of journal submissions has become one of the most important pillars of quality management in academic publishing. Because of growing concerns with the quality and effectiveness of the system, a host of enthusiastic innovators has proposed and experimented with new procedures and technologies. However, little is known about whether these innovations manage to convince other journal editors. This paper will address open questions regarding the implementation of new review procedures, the occurrence rate of various peer review procedures and their distribution over scientific disciplines or academic publishers, as well as the motivations for editors or publishers to engage in novel review procedures. It shows that in spite of enthusiastic innovation, the adoption of new peer review procedures is in fact very slow, with the exception of text similarity scanners. For now, peer review innovations appear to be restricted to specific niches in academic publishing. Analysing these niches, the article concludes with a reflection on the circumstances in which innovations might be more widely implemented.

Abstract:
The exponential growth of open access publishing has sadly encouraged the emergence of numerous predatory publishers and journals harming the scientific community and threatening scholarly communication. While the issue has received some attention from the academic community in medical and applied sciences, much less work has been done within the realm of social sciences. Specifically, despite the gravity of predatory publishing as unethical practice and its negative effect on the progress and quality of tourism and hospitality research, empirical investigation on the topic remains very limited. The present study used a mixed method design combining data from 612 articles published in 13 potential tourism and hospitality predatory journals with data from two surveys drawing on authors’ experiences as well as tourism and hospitality most prolific scholars’ perceptions. The findings reveal that predatory journals are succeeding in targeting a wide range of researchers regardless of their career experience from both developed and developing countries. Lack of awareness of predatory journals, pressure for publication, and high rejection rates in legitimate journals were found to be the key motivations for publishing in predatory journals. Raising awareness of predatory journals and reconsidering tenure and promotion requirements were suggested as the best response strategies to curb predatory publishing. The study offers several theoretical and practical implications and proposes avenues for future research.

Abstract:
Journal publishers play an important role in the open research data ecosystem. Through open data policies that include public data archiving mandates and data availability statements, journal publishers help promote transparency in research and wider access to a growing scholarly record. The library and information science (LIS) discipline has a unique relationship with both open data initiatives and academic publishing and may be well-positioned to adopt rigorous open data policies. This study examines the information provided on public-facing websites of LIS journals in order to describe the extent, and nature, of open data guidance provided to prospective authors. Open access journals in the discipline have disproportionately adopted detailed, strict open data policies. Commercial publishers, which account for the largest share of publishing in the discipline, have largely adopted weaker policies. Rigorous policies, adopted by a minority of journals, describe the rationale, application, and expectations for open research data, while most journals that provide guidance on the matter use hesitant and vague language. Recommendations are provided for strengthening journal open data policies.

Abstract:
Due to resource constraints, most Diamond Open Access journals publish fewer than 25 articles per year, and 75% of journals are not able to provide their content in XML and HTML, primarily providing only PDFs. In order to keep up with larger commercial publishers, a high degree of automation and streamlining of processes is necessary. The Open Source Academic Publishing Suite (OS-APS) project, funded by the German Federal Ministry of Education and Research, aims to achieve this. OS-APS automatically extracts the underlying XML from Word manuscripts and offers optimization and export options in various formats (PDF, HTML, EPUB). The professional corporate design, e.g., of the PDFs, is managed automatically using templates or creating one’s own using a Template Development Kit. OS-APS will also connect to scholarly-led and community-driven publishing platforms such as Open Journal Systems (OJS), Open Monograph Press (OMP), and DSpace: the software will be able to be integrated into a wide range of publication processes, whether at small, low-resource commercial Open Access Publishers, or institutional and Diamond Open Access Publishers.

Abstract:
The management of a large number of manuscripts is integral to the publishing of a scientific journal. The process of submitting articles should be as simple as possible, both for the sake of the authors and for the reduction of the overhead associated with mailing and handling. For these reasons, the entire pre-press process at Presence is now based on standard Internet protocols. Although a hardcopy document is still required by the publisher, the pre-press process—from original submission through the stages of review—to final acceptance for publication—can now be done electronically. All functions involving electronic manuscript submission and management, as well as correspondence with reviewers, has been bundled in a modular package amenable to modifications. This publishing system was developed in-house at a fraction of the cost of acquiring a commercially available system. It was designed in close cooperation with the editorial staff to ensure optimal functionality.

Abstract:
Located in Lyon, France, the Jean Moulin Lyon 3 University is home to 30 000 students in law, management and humanities, around 600 academic staff and 18 research units. A dedicated research support team was implemented within the University library in 2015, to promote open access to their results. In 2017, answering to requests expressed by researchers to be helped in their online publishing, the library launched an in-house incubator for open access journals in social sciences and humanities. Staff from the research units was offered an open access standard-compliant publishing platform, technical and editorial assistance, training for publications, and program to have the backlog of issues addressed. The journal incubator raison d’être is to allow the University’s research to be available on an open access basis, to reinforce good open access journal publishing practices among research units and to improve the overall visibility of the research produced by Jean Moulin Lyon 3 researchers. The project quickly gathered momentum: two other higher educational institutions have approached the library to see if they could publish on the platform, thus expanding its role beyond the limits of its parent institution. The project played an instrumental role in forming, in late 2018, a network of French incubators and publishing platforms in social sciences and humanities. Named REPÈRES, the network promotes sharing good practices among public-funded open access publishers. The Jean Moulin Lyon 3 library project is a contribution to bibliodiversity since it supports an open access model and the use of vernacular languages (French in the case at hand). The project also reinforces the intertwining of academic and library staff for the common goal of scientific publishing. Thus, the library becomes a full participant of the scientific process.

AbstractThe analyses of publishing trends are gaining importance across various disciplines, yet we have limited knowledge on the extent to which international publication processes have developed within the field of legal studies. Based on bibliometric and network analyses focusing on the past two decades, our research investigates publishing and internationalization processes in the pool of Scopus-indexed law journals, as well as the publication patterns of the most prolific Law scholars. Results indicate that most legal studies journals are concentrated in the hands of a few global publishers and university presses, and, while the number of Scopus-indexed law journals are high, the level of internationalization is relatively low. Consequently, further efforts are prompted to enhance geographical diversity and increase the level of international collaboration.

Abstract:
The coming of digital living, as well as the rising popularity of smart phones and tablets, has seen a rush by digital content applications on mobile devices. Most have focused their attention on the hardware and equipment, while the source of content and format development has attracted relatively little attention. For the electronic books industry, hardware is not the only challenge. The development of the ebook format is another issue that they must now contend with. Future mobile readers continue to follow the trend towards color. Thinner, lighter as well as ever cheaper electronic products with more integrated functions are also on the table. If a reader appears that offers more advantages and is better suited to user requirements, this means the publishing format of ebooks will naturally evolve in the direction of multimedia ebooks that offer greater variety. Right now, the hardware side of digital publishing formats is developing in multiple directions. No single specification has emerged for publishing format and copyright management however. As most publishers and authors still harbor doubts about licensing in digital publishing, this has also made it difficult to acquire digital copyrights. All of these are important issues facing the digital publishing industry today.

Abstract:
AbstractIn a government-funded research project into the implications of digitization for book publishing in Australia, the researchers tested for the presence of global issues and trends. With a focus specifically upon book publishing to the exclusion of newspaper and journal publishing these included: revenue trends; competition; outsourcing; potential benefits of digital publishing; critical success factors for digital publishing; supply chain issues; value chain issues, business models and expectations for the future. An online survey and follow-up interviews found that technologies such the Internet and the World Wide Web, along with those for production and rights management were playing a significant role in book publishing. However, the major focus among book publishers was on business and organizational issues. There was widespread realization of the need to respond to competition from inside and outside the industry, including competition for the leisure time of users, with direct implications for value chains and business models. Key organizational changes identified included changes in structures and strategies, in human resource practices, and in cultures. The main benefits anticipated from digital technologies were in the areas of new niche markets, repackaging and repurposing of existing content, consumer-generated content and the enhancement of value chains. It is therefore, imprudent to only consider the impact of emerging technology as the fundamental in the ongoing development of digitization in book publishing, as other considerations such as demographics, social and economic factors are also essential ingredients.

Abstract:
The development of information technology, the rapid growth of e-commerce have become the basis for the emergence of a new direction in the modern concept of interaction marketing - Internet marketing. The role of Internet technologies in the commercial and marketing activities of a modern enterprise is analyzed in the article. The advantages of using Internet marketing and marketing in social media as tools of the enterprise marketing communications are substantiated. The market of Internet marketing is changing rapidly, although 10 years ago almost no one heard about this area, and some entrepreneurs still prefer ads in newspapers rather than contextual advertising. Like any other, the publishing business needs to adapt to market demands, or will have to exit the market due to lack of competitiveness. The peculiarity of the use of Internet marketing tools in publishing is only that companies do not have enough funds and are forced to look for and use inexpensive or even free tools of marketing communications in the Internet. That is why SMM as one of such tools deserves special attention. Our task was to analyze the tools of product promotion of publishing companies. The research presents the most effective promotion tools that will turn a book into a bestseller. The main benefits of SMM for publishers are also analyzed. Social media marketing includes many methods of work: building brand communities (creating company offices in social media), working with the blogosphere, reputation management, personal branding and non-standard SMM-promotion. All these methods were deeply analyzed in the article. The key directions of SMM development and how they will affect publishers based on the analysis of the main trends of SMM and content marketing in 2021 are given.

Abstract:
Increasingly sophisticated content management systems (CMS) allow librarians to publish content via the web and within the private domain of institutional learning management systems. “Libraries as publishers” may bring to mind roles in scholarly communication and open scholarship, but the authors argue that libraries’ self-publishing dates to the first “pathfinder” handout and continues today via commonly used, feature-rich applications such as WordPress, Drupal, LibGuides, and Canvas. Although this technology can reduce costly development overhead, it also poses significant challenges. These tools can inadvertently be used to create more noise than signal, potentially alienating the very audiences we hope to reach. No CMS can, by itself, address the fact that authoring, editing, and publishing quality content is both a situated expertise and a significant, ongoing demand on staff time. This article will review library use of CMS applications, outline challenges inherent in their use, and discuss the advantages of embracing content strategy.

Abstract:
Analysis of the impact of scholarly artifacts is constrained by current unreliable practices in cross-referencing, citation discovering, and citation indexing and analysis, which have not kept pace with the technological advances that are occurring in several areas like knowledge management and security. Because citation analysis has become the primary component in scholarly impact factor calculation, and considering the relevance of this metric within both the scholarly publishing value chain and (especially important) the professional curriculum evaluation of scholarly professionals, we defend that current practices need to be revised. This paper describes a reference architecture that aims to provide openness and reliability to the citation-tracking lifecycle. The solution relies on the use of digitally signed semantic metadata in the different stages of the scholarly publishing workflow in such a manner that authors, publishers, repositories, and citation-analysis systems will have access to independent reliable evidences that are resistant to forgery, impersonation, and repudiation. As far as we know, this is the first paper to combine Semantic Web technologies and public-key cryptography to achieve reliable citation analysis in scholarly publishing

Abstract:
Hundreds of years of biodiversity research have resulted in the accumulation of a substantial pool of communal knowledge; however, most of it is stored in silos isolated from each other, such as published articles or monographs. The need for a system to store and manage collective biodiversity knowledge in a community-agreed and interoperable open format has evolved into the concept of the Open Biodiversity Knowledge Management System (OBKMS). This paper presents OpenBiodiv: An OBKMS that utilizes semantic publishing workflows, text and data mining, common standards, ontology modelling and graph database technologies to establish a robust infrastructure for managing biodiversity knowledge. It is presented as a Linked Open Dataset generated from scientific literature. OpenBiodiv encompasses data extracted from more than 5000 scholarly articles published by Pensoft and many more taxonomic treatments extracted by Plazi from journals of other publishers. The data from both sources are converted to Resource Description Framework (RDF) and integrated in a graph database using the OpenBiodiv-O ontology and an RDF version of the Global Biodiversity Information Facility (GBIF) taxonomic backbone. Through the application of semantic technologies, the project showcases the value of open publishing of Findable, Accessible, Interoperable, Reusable (FAIR) data towards the establishment of open science practices in the biodiversity domain.
