Abstract:
AbstractIn his libertarian manifesto, For a New Liberty, Murray Rothbard [15] points to the Church of Jesus Christ of Latter-day Saints as an excellent model for what a private welfare program would look like in a free society. In analyzing this same organization, we can see that nearly 50 years later Rothbard’s analysis is truer than ever. Unlike the public welfare programs in the U.S., the LDS church has successfully helped lift countless individuals out of poverty and off the welfare rolls by increasing their level of productivity – a point that Henry Hazlitt [7] made in his book, The Conquest of Poverty. Public welfare, on the other hand, has continuously failed to increase the standard of living or even lift those it ostensibly seeks to help out of poverty; on the contrary, it is a system that prevents economic independence. The analysis in the present paper seeks to revive, amplify and bring up to date Rothbard’s observation and provide further insight on key factors that other private organizations can take from the Church’s model. Ultimately, it reveals that the successful journey out of poverty is not a public but rather a private endeavor.

Abstract:
Public welfare photography, a combination of photography and public service, has gradually become popular in China. In an environment where photography is gradually popularized among Chinese, it is meant to play a more significant role not only in the field of public services but also in the way of communication. At present, it is of great significance to see the problems of the development of public service photography in China. Therefore, this paper looks into three aspects, namely, photography as a tool for charity shows, the excessive focus on disadvantaged person, and the aggressive side of public service photography. Current research and reports about public service photography are combined with image analysis in this paper. This research finds that public service photography is used as a tool to show off sometimes and has distorted the essence of public service photography. Photographers put the underprivileged under over-exposure to capture the publics unnecessary attention and even show aggression

Abstract:
Contemporary debate over public welfare policy is often cast in Kantian terms. It is argued, for example, that respect for the dignity of the poor requires public aid, or that respect for their autonomy forbids it. In some recent political discourse, the views of Kant himself have been invoked in defense of public welfare provision. Some have argued that his moral theory mandates welfare as an expression of our duty to be beneficent, or that Kant's commitments to freedom require public provision of aid to those in need. These implications are thought to be reflected in his political theory in a variety of ways.However, at no point in his political works does Kant explicitly argue for the public provision of welfare on the basis of either beneficence or freedom. These omissions are the more striking because he does explicitly endorse the public provision of welfare. But the rationale for welfare he offers is that it is instrumentally necessary for the security and the stability of the state. This approach is very different from one grounded in moral duties of beneficence or respect for freedom, and may perhaps be disappointing to those who would like to establish some more hortatory moral rationale for welfare. But if Kant is to be enlisted in the cause of public welfare provision for the sake of beneficence or freedom, then an explanation is required why he offers no argument to that effect.

As high school students, the youth of the new era has the obligation and responsibility to participate in public welfare activities, but in reality, not all high school students are willing to participate in public welfare activities, in order to cultivate high school students to participate in public welfare interaction awareness for the development of China's public welfare to cultivate more young people, this paper through the questionnaire, to obtain high school students to participate in the public welfare activities of the current situation of the data, through the rosette regression on the participation of high school students in public welfare activities, to analyze the influence factors, and finally get the results of high school students to participate in public welfare activities. This paper analyzes the influence factors of high school students' participation in public welfare activities by means of Rollover regression, and finally obtains four significant variables, which are divided into gender, participation in public welfare clubs, personal emotional factors and public welfare activities themselves, among which the most influential factor on high school students' participation in public welfare activities is whether they participate in public welfare clubs, followed by personal emotional factors, again public welfare activities themselves, and lastly, gender.

Abstract:
This scientific article, derived from synthesizing international research findings, enriches our understanding of the intricate relationship between state budget allocations for public goods and the modeling of societal well-being. The study aims to standardize the calculation of public welfare expenditure indicators to prioritize budget allocations for public goods. Employing a conceptualization of public welfare in market-oriented countries, as well as scientific methods of synthesis, comparison, and graphic data analysis, the authors introduce an innovative approach to quantitatively assess and compare spending priorities of public financial resources on public welfare across nations. The study categorizes government expenditures according to an international classification into three models of public welfare, in addition to general state maintenance costs. These models range from basic protection and security (the first model) to the provision of public goods for economic freedom (the second model), culminating in the third model, which addresses contemporary complexities in ensuring population self-development and enhancing societal "value" through self-expression. Analysis reveals that, as of 2021, Ukraine allocated a substantial portion of its budget to support economic activity and government operations, especially in the context of anti-terrorism efforts and a modest economy, resulting in a reduced share of spending on self-improvement and social security compared to EU countries. The article underscores the significance of incorporating sustainability criteria in future research, aligning with the UN SDGs, when examining modern social welfare practices. This research adds to the ongoing discourse on optimizing budget strategies to enhance overall citizen welfare.

Awareness of welfare issues within animal collections is increasing as information becomes more accessible for staff and the public. A knowledge gap remains when considering the welfare of invertebrates, particularly when housed in public aquaria. TripAdvisor comments were analyzed for 485 worldwide aquariums. The public focused on anthropogenic features or charismatic organisms within collections. Invertebrate welfare was only presented in 18% of negative welfare comments compared with the 51% of represented vertebrates and 31% of negative general welfare comments. The UK and USA reported a greater number of perceived invertebrate welfare issues. Greater dissemination of information between aquarists and scientists should be encouraged to drive welfare standards and improve husbandry. In addition, incorporating input from invertebrate aquarists while utilizing welfare toolkits are vital for improving overall standards if we are to have greater representation of invertebrate welfare in public aquaria.

Therefore, it is very important to carry out diversified public welfare activities to cultivate the all-round quality of young people. We should try our best to provide young people with a variety of opportunities for public welfare activities, so as to inspire them to inject more vitality into the country’s public welfare undertakings. Therefore, this paper first introduces the relevant contents of public welfare education, and then analyzes the current situation and influencing factors of public welfare education for Chinese youth. On this basis, the paper puts forward the practical strategies of youth public welfare education, and summarizes. Public welfare education is a form of education that cultivates youth’s sense of social responsibility, teamwork spirit and civic consciousness through participation in public welfare activities. Through public welfare education, young people can learn important values such as humanistic care, social problems and public interests in practice. However, public welfare education of teenagers in our country faces some problems nowadays. Among them, the lack of public welfare awareness, the insufficiency of family education, the limitation of school education system and the pressure of social environment all have a certain impact on the development of public welfare education for teenagers. In order to effectively carry out youth public welfare education, we should adopt the following practical strategies: First, build a diversified public welfare platform to provide various public welfare activities and projects to meet the needs of different young people. Second, strengthen the cooperation between families and schools, and jointly cultivate young people’s sense of public welfare and values. In addition, the training and guidance of young volunteers should be strengthened to improve their ability and quality. Public welfare education for teenagers is of great significance in cultivating their all-round quality. We should actively create a diverse public welfare environment and provide more opportunities for young people to participate in public welfare activities. Through the practice of public welfare education, we can stimulate young people’s sense of social responsibility and civic consciousness, and inject more vitality into public welfare undertakings in our country.
