AbstractIn his libertarian manifesto, For a New Liberty, Murray Rothbard [15] points to the Church of Jesus Christ of Latter-day Saints as an excellent model for what a private welfare program would look like in a free society. In analyzing this same organization, we can see that nearly 50 years later Rothbard’s analysis is truer than ever. Unlike the public welfare programs in the U.S., the LDS church has successfully helped lift countless individuals out of poverty and off the welfare rolls by increasing their level of productivity – a point that Henry Hazlitt [7] made in his book, The Conquest of Poverty. Public welfare, on the other hand, has continuously failed to increase the standard of living or even lift those it ostensibly seeks to help out of poverty; on the contrary, it is a system that prevents economic independence. The analysis in the present paper seeks to revive, amplify and bring up to date Rothbard’s observation and provide further insight on key factors that other private organizations can take from the Church’s model. Ultimately, it reveals that the successful journey out of poverty is not a public but rather a private endeavor.

Abstract:
Public welfare photography, a combination of photography and public service, has gradually become popular in China. In an environment where photography is gradually popularized among Chinese, it is meant to play a more significant role not only in the field of public services but also in the way of communication. At present, it is of great significance to see the problems of the development of public service photography in China. Therefore, this paper looks into three aspects, namely, photography as a tool for charity shows, the excessive focus on disadvantaged person, and the aggressive side of public service photography. Current research and reports about public service photography are combined with image analysis in this paper. This research finds that public service photography is used as a tool to show off sometimes and has distorted the essence of public service photography. Photographers put the underprivileged under over-exposure to capture the publics unnecessary attention and even show aggression

Abstract:
In this work I discuss several key aspects of welfare economics and policy analysis and I propose two original contributions to the growing field of behavioral public policymaking. I show that bystanders’ decision to engage in punishment is influenced by the punishment behavior of their peers and I suggest ways to enact behavioral policies that exploit this finding.

Abstract:
The prerequisite for the study was the spread of views in the academic literature that the category of public welfare, without accounting for concretising factors, was a void abstraction, and that in Russia, public welfare was seen as the dominant principle over the individual. The main purpose of the study is to analyse the content of the term ‘the welfare of each and everyone’ in Russian legal theory. The author uses the methods of conceptual history and intellectual history to analyse the concept of ‘the welfare of each and everyone’ in the works of pre-revolutionary authors and the relationship between the concepts of ‘the welfare of each and everyone’ and ‘the common good’. The author determined that: ‘public welfare’ can be classified as fiction, purpose, method, interest and balance, depending on the context of use and semantic scope. The term ‘the welfare of each and every one’ became theoretically meaningful (as an objective, method, and interest), and was enshrined in law in Russian Empire in the XVIII -early XX centuries. The term was understood as achieving the common good, preserving the good of everyone and the reduction of public harm. Twentyfirst century Russian legal theory uses the related notion of ‘public welfare’, understood as a fiction, a goal, a method, an interest, a balance. The main findings of the study suggest that today the ‘public welfare’ is reduced to bringing benefits to anyone and everyone (D. I. Dedov), which is close to the historical understanding of ‘the welfare of each and every one’. The public welfare theory incorporates progressive elements such as the veil of ignorance, the win-win principle, and shapes institutions, resources, practices and formulates the issue of the emergence of a new generation of human rights.

The purpose of this study is to explore a design method of subway public welfare posters based on visual metaphor. Through the analysis and evaluation of the existing public welfare posters of subway space, we found that many poster designs have problems such as outdated design style, poor communication effect and low passenger participation. In order to solve this problem, we proposed a design method of subway public welfare posters based on visual metaphor, and applied it to the design of subway public welfare posters. This method takes visual metaphor as the main design theory, and analyzes its relationship with subway space scenes and public welfare posters. By combining public welfare information with visual elements such as images and symbols, the posters can be conveyed more vividly and easily, so as to attract passengers' attention and resonance. In the poster design process, we first analyze and understand the theme of public welfare, and find the core issues or keywords related to the target group. Then, these core issues or keywords are transformed into specific images or symbols using visual metaphors to enhance the artistic expression and transmission effect of the poster. Through the clever use of color, composition, layout and other design elements, the poster is more attractive and recognizable, attracting the attention of passengers. However, due to the limitations of conditions, we can not conduct tests in real scenarios, and more reliable tests are needed in the future. To sum up, the design method of subway public welfare posters based on visual metaphor has certain theoretical and practical value. Through the use of visual metaphor design means, the communication effect of public welfare posters and the participation of passengers can be enhanced, and the effective communication of public welfare information in the subway space can be realized. In the future, the application potential of visual metaphor theory can be further explored to provide innovative ideas and methods for visual design of more scenes.
