Abstract:
The aim of this study is to investigate the differential impacts of business, government and higher education sectors’ research and development expenditures (R&D) on innovation in OECD countries. Although the business sector has the largest share of the R&D sector due to its profit motive, there are also some efforts made by public and higher education sectors. On the other hand, for decades, the literature of economics is in doubt about the efficiency of the public sector. The study deals with the issue by making a panel data analysis covering 18 OECD countries over the 1981-2016 period and aims to examine the separated effects of these sectoral R&D expenditures on innovation performance. Since most of the existing literature mostly focused on the R&D-GDP relationship, the present study aims to contribute to a relatively untouched point. To obtain robust findings, recent econometric tests and estimators have been used. The previous studies in the existing literature ignored the possibility of cross-sectional dependence problem within the country samples. Ignoring this problem may yield biased and inconsistent results. The present study considers the existence of cross-sectional dependence between selected countries and checks the robustness of each test and estimator via recent econometric techniques. The findings reveal firstly that there is a cointegrating relationship between the number of domestic patents (innovation) and the other three R&D indicators. Secondly, the longrun estimation results imply that increases in the R&D expenditures made by business sector significantly raise innovation while there is no statistically significant evidence on the impact of R&D expenditures made by the government and higher education sectors. The findings reveal that the R&D efforts made by the government and higher education sectors cannot turn into innovation and do not contribute to the knowledge spillover mechanism.

Abstract:
Purpose – This paper aims to analyze and illustrate achievements and challenges of Ethiopian higher education, both at the system level and at the level of new public universities. Design/methodology/approach – Achievements and challenges at the system level are based on literature review and secondary data. Illustrative case studies are based on university data and interviews with university representatives. Findings – The Ethiopian higher education system has increased its enrollments substantially. The construction of 13 new universities that started enrolling students around 2007 contributed greatly to this achievement. Challenges accompanying this growth lie in funding, quality and quantity of staffing, teaching practices, research and community service, quality assurance and gender balance. Originality/value – The present study contributes to existing literature by describing case studies illustrating challenges and achievements in new public universities in Ethiopian higher education.

Abstract:
In the past decade, the term “world-class university (WCU)” - also called “globally competitive universities”, “world-class”, “elite”, or “flagship” universities- has become a catch phrase. This is simply not only for improving the quality of learning and research in higher education, but is also more significant for developing the competency to compete in the global higher education marketplace through the acquisition and formation of advanced knowledge. The main objective of this paper is to propose strategic alternatives for transforming public Egyptian universities to world-class universities. In achieving this objective, the paper starts by attempting to construct an operational definition of a world-class university. Then, it outlines the features of world-class university, the requirements for transformation into world-class universities, the challenges involved in achieving world-class universities, and the key problems and challenges of the Egyptian higher education system. Finally, the selected statistical population of the research include higher education experts [N=57]. Thus, a mix method of using a questionnaire and conducting interviews were used. The research questions are: 1- What does it mean for a university to be a world-class university? 2-What are the essential features and characteristics of a world-class university? 3-How does the ecosystem influence the performance of universities? 4-What are the present performance, problems, and challenges of the Egyptian higher education system? 5-What are the higher education reform initiatives in Egypt? 6-What are the requirements that could upgrade public Egyptian universities to world-class universities? 7- What are the existing challenges of developing world-class universities? 8-What strategic alternatives have been developed for transforming public Egyptian universities to world-class universities? Therefore, one-Sample Kolmogorov-Smirnov Test was used to analyze the data. In addition, the result obtained in the study shows the use of collaborative strategic alternative rather than to upgrade the present Public universities, or create or merge them together.

Purpose The purpose of this paper is to explore how universities attempt to balance meeting their traditional mission of education, research and community engagement while remaining economically sustainable. Design/methodology/approach A survey was conducted in 2014 of university executives and found that universities in Australia are rapidly transitioning from public supported institutions to an organizational form much more like social enterprise, with all of the organizational, marketing and ethical ramifications. Findings Australian universities were found to be focused on maintaining financial viability and that the most significant source of future revenue for Australian universities is perceived to be from international students. Originality/value The findings have tremendous public policy and ethical implications – suggesting a shift in the classification of university education from what was generally considered a public good to what is increasingly perceived as a private good in the contemporary market place, with the increasing importance of international students.

Abstract:
Purpose – The purpose of this paper is to explore the corporate governance practices adopted by public universities in Kenya, itself a developing country. Corporate governance practices in Africa, especially the sub-Saharan part, are weak and limited research has been done in this area. Design/methodology/approach – The researcher adopted the realism paradigm and relied on qualitative data obtained from five case study organizations. A total of 15 informants were interviewed. The data were recorded, transcribed and subjected to content analysis using the NVIVO software. Findings – The researcher established that the governance of the said institutions is constrained by numerous challenges that include, among many others, large student numbers, overstretched facilities, insufficient government support, inadequate induction of new staff, resistance to change and cultures that support impunity on the part of some non-performing employees. Practical implications – This research recommends several strategies that can be used to improve the governance of the said institutions and, by extension, that of similar institutions in developing countries. Originality/value – The study provides empirical evidence to support the proposition that different corporate governance theories, such as the stakeholders theory, political theory and resource dependency theory, can be used simultaneously by the same firm. On this basis, the research suggests the adoption of a combined theory of corporate governance.

Universities play an important role among public institutions because they initiate huge purchasing and contracting activities and contribute to sustainable development through education, research, and day-to-day operations. Existing studies on green public procurement (GPP) practices at Spanish universities focus on products and services. For this study, a total of 316 procedures were collected and analysed from the calls for tenders made by Spanish public universities between 2016 and 2017. The environmental criteria involved in the tenders and their weights were classified by subsector, geographical scope, and project budget. The results of this study show the use of environmental criteria in the works tendered by Spanish public universities is low (19.2%) in comparison with the results of other studies. It is therefore necessary to encourage GPP practices in the contracting process to comply with the environmental policies that universities have defined as part of their institutional policies.
