Abstract:
Although it has been nearly four decades since Raymond Williams’ book Television: technology and cultural form (Williams, 2003/1975) was first published, I find it helpful to return to this seminal work with a view of reflecting on the future of public media in Canada. Television is often remembered for Williams’ critique of technological determinism in Marshall McLuhan’s theory of media. But the book should also be remembered for a number of other significant contributions, including the prescient chapter titled “Alternative technology, alternative uses?” in which Williams examined some of the innovations in broadcasting technologies being developed at the time. For Williams, these innovations represented at once a risk and an opportunity. The risk was that people in the United States and the United Kingdom who were in a position to shape the implementation of these innovations would remain complacent, allowing their deployment to be ‘sorted out as we go’ (Williams, 2003/1975, p. 140). The opportunity was that changes to broadcasting infrastructure could afford people the chance to address structural inequities and imagine alternative uses. Williams believed that the early stages in implementing new technological innovations represented an opportune moment for putting in place alternative organizational and policy arrangements for television broadcasting.

Abstract:
Purpose The purpose of this paper is to present a comparative case study of national innovation system in Canada and Sweden from the perspective of gender equality. The case study focuses on public policy to illuminate the formal aspects of innovation systems as they are conceived by the state in relation to gender, diversity and social inclusion. Formal policy measures are contrasted with interview data to provide a holistic picture of innovation policy as it relates to gender equality in both countries. Design/methodology/approach This paper relies on data from 44 qualitative interviews with innovation leaders in the public sector, private sector and academia in Canada and Sweden, as well as a sample of innovation and gender experts at the Organization for Economic Cooperation and Development (OECD), in Paris, France, between 2012 and 2014. The theoretical framework draws on feminist institutionalism to explain the gendered interactions of institutions in innovation spaces. Findings This study finds that Sweden is a global policy leader in the development of gender-conscious innovation policy, while Canada has yet to consider a gender-conscious approach to innovation policy. Gender-conscious innovation policy norms have not traveled across the OECD because of administrative solos and political opportunity structures. Research/limitations implications Each of the people contacted to sit for an interview was chosen primarily on their professional title and their ability to speak from a place of knowledge about innovation in their country and or industry, and this creates a success bias within the study focusing on the knowledge of elites in the field. Practical implications This study explores how policy might be reimagined to support gender equality and diversity, thus changing the institutional landscape to support a wider range of innovations and distributing the benefits of innovation in a more equitable way. Social implications This paper challenges assumptions about the social and economic power dynamics reflected in current innovation systems in Canada and Sweden. Originality/value This is the first study of its kind in comparative public policy to explore differences in gender equality and innovation policy in Canada and Sweden. This research also contributes more widely to the existing body of gender, public policy and innovation literatures in Canada and Sweden, respectively.

Abstract:
In this article, the gap between participatory design of services and planning processes is identified. This means that any innovations in service design – whether technological, social, or locality-based – are not fully developed. The authors address the relationship between operational design and strategic planning. The article feeds some of the insights gained from participatory design into debates about collaborative and communicative planning by drawing on two exemplars. One focuses on creating a synergy between designing and planning in transforming neighborhood-based children’s services: the other discusses the design of Web 2.0 for on-line public consultancy for comprehensive planning and for mobile services for disabled people. All require synergies between operational design and strategic planning to support participation in collaborative planning for accessibility in urban spaces. The article shows how the development of design constituencies within various contexts of participatory design provides a vehicle for developing collaborative and communicative planning.

Abstract:
In relation to innovations which help to cope with the COVID-19 pandemic, the best practices of several smart cities become an important input to organize and create strategies for future cities. This research aims to identify the responses of cities to the COVID-19 pandemic; analyze their innovation in tackling the COVID-19 pandemic; and create strategies and planning for the future of the cities. This study analyzes aspects such as the use of information and communication technology (ICT), smart city implementation, the biological disaster of the COVID-19 pandemic, the environment, and spatial plans. This research was carried out in five smart cities using a case study. The results indicated that each case had innovations for coping with the COVID-19 pandemic. They showed a uniqueness and local innovations adapted to the problems faced in the five case areas. The innovations were demonstrated by the use of ICT-based applications in several public services as part of smart city implementation. The concept of a smart city, which addresses the biological disaster of the COVID-19 pandemic through the existence of ship-based isolation centers and sociotechnical innovations, was then adapted in various cities throughout Indonesia. In terms of the smart environment concept, this is translated through technological and social innovation approaches to improve medical and domestic waste management, public service systems, and the socialization of environmental protection programs in cities during the pandemic. The COVID-19 pandemic is allegedly accelerating the implementation of the smart city concept in spatial planning. There is a tendency for the use of public space in the city center to shift to local-scale service centers. Additionally, other activities are increasingly occupying the digital space so that it affects the arrangement of spatial organization and increases the need for ICT infrastructure. The efficient and flexible use of applications for supporting the implementation of smart cities needs to be broadened for the public services provided by both the government and private sectors. Meanwhile, in relation to the dimensions of a smart environment, it is necessary to take into account the waste management as a result of COVID-19. The same case is the aspect of spatial planning in which it is necessary to redesign open spaces for public use. City planning in the future also needs to be capable of the smart mitigation of non-physical disasters, such as the COVID-19 pandemic.

Abstract:
Storytelling is perennial to the human condition. We all tell stories and we all bear witness to the stories of others. According to narrative scholars, only certain stories are valorized in contemporary culture, while others go unrecognized. The inability to recognize ourselves and identities in contemporary cultural narratives can contribute to the silencing and muting of certain lives and voices. Young people with life-shortening conditions, such as cystic fibrosis (CF) and muscular dystrophy (MD), are rarely afforded the opportunity to have their stories heard and affirmed in contemporary cultural spaces. In this article, we reflect on the methodological process of engaging in a study known as “Telling My Tale,” that is, a storybook study featuring narratives and artwork by young people with CF and MD. Funded by the Social Sciences and Humanities Research Council of Canada, we critically reflect upon the methodological lessons, advances, and innovations we have learned, including theoretical musings, the process of exhibiting some of the artwork in a public art gallery, challenges faced along the way, analytical conundrums, and the role of technology in artistic creation for participants with limited hand function. In so doing, we hope to further methodological and theoretical development and innovation in narrative and artistic traditions to better center the voices, lives, tales, and experiences of young people with life-shortening conditions.

Abstract:
Introduction. The current global trend of changing the urban form, which is expressed in the development of suburbs and in the transfer of business centers in megalopolises from central business districts to peripheral ones, actualizes the problem of identifying what is preserving in these new urban formations from “urban” properly. Purpose of the article is on the basis of theoretical understanding of the essence of “urbanicity” and the results of the conducted empirical research to identify the possibility of preserving “urban” during the transformation of the urban form. Materials and Methods. The materials of the study were the data of a sociological survey of residents of southern Russian cities. 1532 people from all types of cities in the Southern Federal District were interviewed by the questionnaire method. The conceptual framework of the analysis was a combination of spatial and cultural-anthropological approaches. This made it possible to interpret the citizens’ assessments of their life in cities as a representation of the degree of presence of the urban element in their lives. Results. The performed analysis of the collected empirical material has revealed that “urban” in modern southern Russian cities is being eroded. This is expressed in the general dissatisfaction with the cultural level of those around them, in the feeling of insufficient security, in the incompleteness of the feeling of happiness from life in the city, in the highlighted shortcomings of open public spaces, in the passivity of the townspeople. Discussion and Conclusion. The future of cities is determined not only by spatial transformations and technological innovations, but by the ability to preserve the “urban” basis per se: that is, the ability to ensure the safety, diversity, communication and freedom of townspeople. “Urban” is an effective connection with the city of every city dweller as an active participant in its life, and not only as a consumer of ready-made urban forms. The analysis of the collected material has been targeted at the regional authorities implementing urban and cultural policy. The research results may prove useful to civil society institutions promoting interaction between the administration and urban residents.

Given the modern global conjuncture, technological innovation and creative thinking play a major role in the process of implementing entrepreneurial activities. The rapid development of digital technologies and the emergence of diverse digital platforms have given impetus to the transformation of entrepreneurial behavior and the conduct of entrepreneurial activities from the real - to the virtual environment. In the modern digital world, there is no alternative to technological entrepreneurship. 5G network, blockchain, 3D printing and other technological innovations make business processes faster, more reliable and flexible. The generation and implementation of continuous innovative ideas in technology has led to the emergence and development of information technology, digital technology, digital platforms, on which the modern form of entrepreneurship - digital entrepreneurship is based. One of the obstacles to the development of digital entrepreneurship in Georgia is the lack of proper access to digital technologies. At the same time, the population of Georgia has not yet developed the digital culture and skills that ensure the implementation of commercial activities in the virtual space. According to the National Statistics Office of Georgia in July 2019 in the country: 70.6% of households actively used the Internet, only 20.8% of them purchased goods and/or services through digital channels. In 2018, only 3.2% of enterprises received an order through the website. These data indicate the low level of Internet use by the public and, consequently, enterprises for commercial purposes. This untapped segment, at the same time, creates a solid potential for further development of digital entrepreneurship. Especially today, when physical mobility is restricted due to the worldwide pandemic COVID-19. Innovations and technologies are the main driving forces of modern entrepreneurship. Therefore, the emphasis of the Government of Georgia in this direction and the launch of appropriate economic policy instruments should positively support the transformation of the entrepreneurial environment and entrepreneurial behavior in the country. Given the current situation in Georgia, in order to identify and develop digital entrepreneurial opportunities, it would be appropriate to take the following measures: First, the state must ensure that more people have access to the Internet and digital technologies; Second, increase the scale of financial support programs for innovative and digital entrepreneurial initiatives, also, to help startups attract funding sources, to consult on opportunities to attract venture investments, to make it possible to implement a more technologically innovative idea; Third, primacy should be given to Georgian universities in the fields of entrepreneurship, innovation and technology, computer science; Fourth, the network of innovation centers should be expanded and similar educational spaces should be created to ensure the development of technical and entrepreneurial skills of the population (especially the rural population) in the field of innovation and technology.

Abstract:
Abstract Background Transition discourses are gaining prominence in efforts to imagine a future that adequately addresses the urgent need to establish low carbon and climate resilient pathways. Within these discourses the ‘public’ is seen as central to the creation and implementation of appropriate interventions. The role of public engagement in societal transformation while essential, is also complex and often poorly understood. The purpose of this paper is to enhance our understanding regarding public engagement and to address the often superficial and shallow policy discourse on this topic. Main text The paper offers a review of evolving literature to map emergent public engagement in processes of transition and change. We adopt a pragmatic approach towards literature retrieval and analysis which enables a cross-disciplinary and cross-sectoral review. We use a scoping review process and the three spheres of transformation framework (designated as the practical, political and personal spheres) to explore trends within this complex research field. The review draws from literature from the last two decades in the Irish context and looks at emergence and evolving spaces of public engagement within various systems of change including energy, food, coastal management and flood adaptation, among others. Conclusions The results highlight the siloed and fragmented way in which public engagement in transitions is carried and we propose a more cross-sectoral and cross-disciplinary approach which depends on bringing into dialogue often contrasting theories and perspectives. The paper also illustrates some shifting engagement approaches. For instance, nexus articles between the practical and political spheres suggest deeper forms of public engagement beyond aggregated consumer behaviour to align technological delivery with institutional and societal contexts. While most articles in the practical sphere draw largely on techno-economic insights this influence and cross-disciplinarity is likely to draw in further innovations. Nexus articles between the political and personal sphere are also drawing on shifting ideas of public engagement and largely stress the need to disrupt reductive notions of engagement and agency within our institutions. Many of these articles call attention to problems with top-down public engagement structures and in various ways show how they often undermine and marginalise different groups.

Abstract:
Purpose The purpose of this research is to conduct a comparative analysis of the views of architects and urban designers in the West and the Middle East on whether the COVID-19 pandemic could affect architecture and urban design shortly and what is the future of our home design? A further purpose was to explore and explain how the pandemic will change the future of architecture and urban design by reviewing, analyzing and synthesizing different and related viewpoints to create a grounded theory, hoping to provide some insight for the entire world. Design/methodology/approach Different research methods were used to achieve the research purposes including grounded theory, desk reviews, reviewing the limited existing literature and semi-structured interviews. Findings This research found that most surveyed architects believed that the COVID-19 pandemic would affect the future of architecture and urban design and help to create new design features. Future concentration will be in living, working, learning, leisure and teaching spaces. All future designs should be independent, self-sufficient in terms of power and water usage and using nonrenewable energy sources. The home design should focus on the interior design, transparency, open to the inside (introverted spaces), quality of life, natural daylighting and ventilation, healthy indoor air quality, use of plants and natural materials, green roof, the relationships between indoor and outdoor spaces and quality of building materials. Additionally, transitional space is an important primary entry point to the home. Moreover, folding furniture may be a solution to enlarge the room when needed and turn it into multifunctional spaces. The home office will no longer be a small desk, chair and lamp located at the small corner anywhere. The future home office should be equipped with all the necessary technology. The open-plan design trend and the concept of flow space will not exist anymore. The pandemic will encourage the use of touchless and smart technologies in design and construction. There is a need to separate heating and ventilation systems in detached houses and multistory buildings to avoid infectious diseases. Social norms have changed over a few weeks of social distancing. Therefore, we can change the system of negative habits, old traditions and society’s bad behaviors. Practical implications This research raises many proactive ideas, and the results are relevant to all actors in the construction sector, as it contains findings of understanding how the interaction of people with the built external or internal environment evolved during the pandemic process. In this sense, it will provide socio and economic benefits for the society in terms of seeking an answer to the question of “how should we design” for possible new bad scenarios to evolve the spaces in the “lockdown” situation. This research discusses how to make our homes comfortable and ready for an extraordinary time, suggested a practical design solution based on construction technologies. Social implications This research links theory to practice, and it facilitates the adaptation to the current situation. It has a high impact on society, as it guides designers to rethink spaces that can help occupants face the COVID-19 pandemic challenges. Therefore, it should create and implement architectural design guidelines for health and safety. The architects should think about how to create and organize multifunctional, flexible, aesthetical, healthy and clean spaces under the new roles of interaction and social distancing. Architects should incorporate technological and innovations from different fields to organize spaces, promote public health and enhance the quality of life. Originality/value Architecture and urban design suddenly become medical, and we can use the built environment as a way to control epidemic spread. Additionally, and by reviewing the literature, there is no published qualitative research that has been explored on how the COVID-19 pandemic will change the future of architecture and urban design, but there are some personal viewpoints and short interviews. This topic is a new growing concern and becoming a top social topic and priority for policymaking in the world. The topic is important in terms of design input for designers to create new living spaces, as it includes the views and observations of architects from the east and west to the pandemic process. We have all been encouraged to reimagine the space in which we live, how the place fits our needs, how we use it and enjoy it during the pandemic. Therefore, this paper appeals to an international readership by linking the COVID-19 situation to architectural design.

Abstract:
In 1988, historian Nadia Wheatley and indigenous artist Donna Rawlins published their award-winning picture book, My Place, a reinterpretation of Australian national identity and sovereignty prompted by the bicentennial of white settlement. Twenty years later, the Australian Broadcasting Corporation (ABC) commissioned Penny Chapman’s multi-platform project based on this book. The 13 episodes of the television series begin in 2008, each telling the story of a child at a different point in history, and are accompanied by substantial interactive online content. Issues as diverse as religious difference and immigration, wartime conscription and trauma, and the experiences of Aboriginal Australians are canvassed. The program itself, which has a second series currently in production, introduces child audiences to—and implicates them in—a rich ideological fabric of deeply politicised issues that directly engage with vexed questions of Australian nationhood. The series offers a subversive view of Australian history and society, and it is the child—whether protagonist on the screen or the viewer/user of the content—who is left to discover, negotiate and move beyond often problematic societal norms. As one of the public broadcaster’s keystone projects, My Place signifies important developments in ABC’s construction of multicultural child citizenship. The digitisation of Australian television has facilitated a wave of multi-channel and new media innovation. Though the development of a multi-channel ecology has occurred significantly later in Australia than in the US or Europe, in part due to genre restrictions on broadcasters, all major Australian networks now have at least one additional free-to-air channel, make some of their content available online, and utilise various forms of social media to engage their audiences. The ABC has been in the vanguard of new media innovation, leveraging the industry dominance of ABC Online and its cross-platform radio networks for the repurposing of news, together with the additional funding for digital renewal, new Australian content, and a digital children’s channel in the 2006 and 2009 federal budgets. In line with “market failure” models of broadcasting (Born, Debrett), the ABC was once the most important producer-broadcaster for child viewers. With the recent allocation for the establishment of ABC3, it is now the catalyst for a significant revitalisation of the Australian children’s television industry. The ABC Charter requires it to broadcast programs that “contribute to a sense of national identity” and that “reflect the cultural diversity of the Australian community” (ABC Documents). Through its digital children’s channel (ABC3) and its multi-platform content, child viewers are not only exposed to a much more diverse range of local content, but also politicised by an intricate network of online texts connected to the TV programs. The representation of diasporic communities through and within multi-platformed spaces forms a crucial part of the way(s) in which collective identities are now being negotiated in children’s texts. An analysis of one of the ABC’s My Place “projects” and its associated multi-platformed content reveals an intricate relationship between postcolonial concerns and the construction of child citizenship. Multicultural Places, Multi-Platformed Spaces: New Media Innovation at the ABC The 2007 restructure at the ABC has transformed commissioning practices along the lines noted by James Bennett and Niki Strange of the BBC—a shift of focus from “programs” to multi-platform “projects,” with the latter consisting of a complex network of textual production. These “second shift media practices” (Caldwell) involve the tactical management of “user flows structured into and across the textual terrain that serve to promote a multifaceted and prolonged experience of the project” (Bennett and Strange 115). ABC Managing Director Mark Scott’s polemic deployment of the “digital commons” trope (Murdock, From) differs from that of his opposite number at the BBC, Mark Thompson, in its emphasis on the glocalised openness of the Australian “town square”—at once distinct from, and an integral part of, larger conversations. As announced at the beginning of the ABC’s 2009 annual report, the ABC is redefining the town square as a world of greater opportunities: a world where Australians can engage with one another and explore the ideas and events that are shaping our communities, our nation and beyond … where people can come to speak and be heard, to listen and learn from each other. (ABC ii)The broad emphasis on engagement characterises ABC3’s positioning of children in multi-platformed projects. As the Executive Producer of the ABC’s Children’s Television Multi-platform division comments, “participation is very much the mantra of the new channel” (Glen). The concept of “participation” is integral to what has been described elsewhere as “rehearsals in citizenship” (Northam). Writing of contemporary youth, David Buckingham notes that “‘political thinking’ is not merely an intellectual or developmental achievement, but an interpersonal process which is part of the construction of a collective, social identity” (179). Recent domestically produced children’s programs and their associated multimedia applications have significant potential to contribute to this interpersonal, “participatory” process. Through multi-platform experiences, children are (apparently) invited to construct narratives of their own. Dan Harries coined the term “viewser” to highlight the tension between watching and interacting, and the increased sense of agency on the part of audiences (171–82). Various online texts hosted by the ABC offer engagement with extra content relating to programs, with themed websites serving as “branches” of the overarching ABC3 metasite. The main site—strongly branded as the place for its targeted demographic—combines conventional television guide/program details with “Watch Now!,” a customised iView application within ABC3’s own themed interface; youth-oriented news; online gaming; and avenues for viewsers to create digital art and video, or interact with the community of “Club3” and associated message boards. The profiles created by members of Club3 are moderated and proscribe any personal information, resulting in an (understandably) restricted form of “networked publics” (boyd 124–5). Viewser profiles comprise only a username (which, the website stresses, should not be one’s real name) and an “avatar” (a customisable animated face). As in other social media sites, comments posted are accompanied by the viewser’s “name” and “face,” reinforcing the notion of individuality within the common group. The tool allows users to choose from various skin colours, emphasising the multicultural nature of the ABC3 community. Other customisable elements, including the ability to choose between dozens of pre-designed ABC3 assets and feeds, stress the audience’s “ownership” of the site. The Help instructions for the Club3 site stress the notion of “participation” directly: “Here at ABC3, we don’t want to tell you what your site should look like! We think that you should be able to choose for yourself.” Multi-platformed texts also provide viewsers with opportunities to interact with many of the characters (human actors and animated) from the television texts and share further aspects of their lives and fictional worlds. One example, linked to the representation of diasporic communities, is the Abatti Pizza Game, in which the player must “save the day” by battling obstacles to fulfil a pizza order. The game’s prefacing directions makes clear the ethnicity of the Abatti family, who are also visually distinctive. The dialogue also registers cultural markers: “Poor Nona, whatsa she gonna do? Now it’s up to you to help Johnny and his friends make four pizzas.” The game was acquired from the Canadian-animated franchise, Angela Anaconda; nonetheless, the Abatti family, the pizza store they operate and the dilemma they face translates easily to the Australian context. Dramatisations of diasporic contributions to national youth identities in postcolonial or settler societies—the UK (My Life as a Popat, CITV) and Canada (How to Be Indie)—also contribute to the diversity of ABC3’s television offerings and the positioning of its multi-platform community. The negotiation of diasporic and postcolonial politics is even clearer in the public broadcaster’s commitment to My Place. The project’s multifaceted construction of “places,” the ethical positioning of the child both as an individual and a member of (multicultural) communities, and the significant acknowledgement of ongoing conflict and discrimination, articulate a cultural commons that is more open-ended and challenging than the Eurocentric metaphor, the “town square,” suggests. Diversity, Discrimination and Diasporas: Positioning the Viewser of My Place Throughout the first series of My Place, the experiences of children within different diasporic communities are the focal point of five of the initial six episodes, the plots of which revolve around children with Lebanese, Vietnamese, Greek, and Irish backgrounds. This article focuses on an early episode of the series, “1988,” which explicitly confronts the cultural frictions between dominant Anglocentric Australian and diasporic communities. “1988” centres on the reaction of young Lily to the arrival of her cousin, Phuong, from Vietnam. Lily is a member of a diasporic community, but one who strongly identifies as “an Australian,” allowing a nuanced exploration of the ideological conflicts surrounding the issue of so-called “boat people.” The protagonist’s voice-over narration at the beginning of the episode foregrounds her desire to win Australia’s first Olympic gold medal in gymnastics, thus mobilising nationally identified hierarchies of value. Tensions between diasporic and settler cultures are frequently depicted. One potentially reactionary sequence portrays the recurring character of Michaelis complaining about having to use chopsticks in the Vietnamese restaurant; however, this comment is contextualised several episodes later, when a much younger Michaelis, as protagonist of the episode “1958,” is himself discriminated against, due to his Greek background. The political irony of “1988” pivots on Lily’s assumption that her cousin “won’t know Australian.” There is a patronising tone in her warning to Phuong not to speak Vietnamese for fear of schoolyard bullying: “The kids at school give you heaps if you talk funny. But it’s okay, I can talk for you!” This encourages child viewers to distance themselves from this fictional parallel to the frequent absence of representation of asylum seekers in contemporary debates. Lily’s assumptions and attitudes are treated with a degree of scepticism, particularly when she assures her friends that the silent Phuong will “get normal soon,” before objectifying her cousin for classroom “show and tell.” A close-up camera shot settles on Phuong’s unease while the children around her gossip about her status as a “boat person,” further encouraging the audience to empathise with the bullied character. However, Phuong turns the tables on those around her when she reveals she can competently speak English, is able to perform gymnastics and other feats beyond Lily’s ability, and even invents a story of being attacked by “pirates” in order to silence her gossiping peers. By the end of the narrative, Lily has redeemed herself and shares a close friendship with Phuong. My Place’s structured child “participation” plays a key role in developing the postcolonial perspective required by this episode and the project more broadly. Indeed, despite the record project budget, a second series was commissioned, at least partly on the basis of the overwhelmingly positive reception of viewsers on the ABC website forums (Buckland). The intricate My Place website, accessible through the ABC3 metasite, generates transmedia intertextuality interlocking with, and extending the diegesis of, the televised texts. A hyperlinked timeline leads to collections of personal artefacts “owned” by each protagonist, such as journals, toys, and clothing. Clicking on a gold medal marked “History” in Lily’s collection activates scrolling text describing the political acceptance of the phrase “multiculturalism” and the “Family Reunion” policy, which assisted the arrival of 100,000 Vietnamese immigrants. The viewser is reminded that some people were “not very welcoming” of diasporic groups via an explicit reference to Mrs Benson’s discriminatory attitudes in the series. Viewsers can “visit” virtual representations of the program’s sets. In the bedroom, kitchen, living room and/or backyard of each protagonist can be discovered familiar and additional details of the characters’ lives. The artefacts that can be “played” with in the multimedia applications often imply the enthusiastic (and apparently desirable) adoption of “Australianness” by immigrant children. Lily’s toys (her doll, hair accessories, roller skates, and glass marbles) invoke various aspects of western children’s culture, while her “journal entry” about Phuong states that she is “new to Australia but with her sense of humour she has fitted in really well.” At the same time, the interactive elements within Lily’s kitchen, including a bowl of rice and other Asian food ingredients, emphasise cultural continuity. The description of incense in another room of Lily’s house as a “common link” that is “used in many different cultures and religions for similar purposes” clearly normalises a glocalised world-view. Artefacts inside the restaurant operated by Lily’s mother link to information ranging from the ingredients and (flexible) instructions for how to make rice paper rolls (“Lily and Phuong used these fillings but you can use whatever you like!”) to a brief interactive puzzle game requiring the arrangement of several peppers in order from least hot to most hot. A selectable picture frame downloads a text box labelled “Images of Home.” Combined with a slideshow of static, hand-drawn images of traditional Vietnamese life, the text can be read as symbolic of the multiplicity of My Place’s target audience(s): “These images would have reminded the family of their homeland and also given restaurant customers a sense of Vietnamese culture.” The social-developmental, postcolonial agenda of My Place is registered in both “conventional” ancillary texts, such as the series’ “making of” publication (Wheatley), and the elaborate pedagogical website for teachers developed by the ACTF and Educational Services Australia (http://www.myplace.edu.au/). The politicising function of the latter is encoded in the various summaries of each decade’s historical, political, social, cultural, and technological highlights, often associated with the plot of the relevant episode. The page titled “Multiculturalism” reports on the positive amendments to the Commonwealth’s Migration Act 1958 and provides links to photographs of Vietnamese migrants in 1982, exemplifying the values of equality and cultural diversity through Lily and Phuong’s story. The detailed “Teaching Activities” documents available for each episode serve a similar purpose, providing, for example, the suggestion that teachers “ask students to discuss the importance to a new immigrant of retaining links to family, culture and tradition.” The empathetic positioning of Phuong’s situation is further mirrored in the interactive map available for teacher use that enables children to navigate a boat from Vietnam to the Australian coast, encouraging a perspective that is rarely put forward in Australia’s mass media. This is not to suggest that the My Place project is entirely unproblematic. In her postcolonial analysis of Aboriginal children’s literature, Clare Bradford argues that “it’s all too possible for ‘similarities’ to erase difference and the political significances of [a] text” (188). Lily’s schoolteacher’s lesson in the episode “reminds us that boat people have been coming to Australia for a very long time.” However, the implied connection between convicts and asylum seekers triggered by Phuong’s (mis)understanding awkwardly appropriates a mythologised Australian history. Similarly in the “1998” episode, the Muslim character Mohammad’s use of Ramadan for personal strength in order to emulate the iconic Australian cricketer Shane Warne threatens to subsume the “difference” of the diasporic community. Nonetheless, alongside the similarities between individuals and the various ethnic groups that make up the My Place community, important distinctions remain. Each episode begins and/or ends with the child protagonist(s) playing on or around the central motif of the series—a large fig tree—with the characters declaring that the tree is “my place.” While emphasising the importance of individuality in the project’s construction of child citizens, the cumulative effect of these “my place” sentiments, felt over time by characters from different socio-economic, ethnic, and cultural backgrounds, builds a multifaceted conception of Australian identity that consists of numerous (and complementary) “branches.” The project’s multi-platformed content further emphasises this, with the website containing an image of the prominent (literal and figurative) “Community Tree,” through which the viewser can interact with the generations of characters and families from the series (http://www.abc.net.au/abc3/myplace/). The significant role of the ABC’s My Place project showcases the ABC’s remit as a public broadcaster in the digital era. As Tim Brooke-Hunt, the Executive Head of Children’s Content, explains, if the ABC didn’t do it, no other broadcaster was going to come near it. ... I don’t expect My Place to be a humungous commercial or ratings success, but I firmly believe ... that it will be something that will exist for many years and will have a very special place. Conclusion The reversion to iconic aspects of mainstream Anglo-Australian culture is perhaps unsurprising—and certainly telling—when reflecting on the network of local, national, and global forces impacting on the development of a cultural commons. However, this does not detract from the value of the public broadcaster’s construction of child citizens within a clearly self-conscious discourse of “multiculturalism.” The transmedia intertextuality at work across ABC3 projects and platforms serves an important politicising function, offering positive representations of diasporic communities to counter the negative depictions children are exposed to elsewhere, and positioning child viewsers to “participate” in “working through” fraught issues of Australia’s past that still remain starkly relevant today.References ABC. AbstractThe most well-known representation of the globe, the Mercator Projection, often provokes surprise for its considerable distortions: despite appearances, Greenland is almost five times smaller than Canada, and Russia is, in fact, approximately half the size it appears. Since the oldest civilizations, maps have relied on shifting knowledges to become more accurate and efficient, a process accelerated with science and technological development. But the unrealistic proportions of the Mercator map point to a critical reflection: maps show no absolute truths, nor are they neutral. Maps tell stories; they represent ideas as much as spaces, and exactitude is no synonym for neutrality. On the contrary, mapping is a cultural and political act. In the 1990s, geographers started to defy the power relationships of mapmaking with critical cartography. This critique, strongly supported by activists, opened new debates and representational possibilities in which scientific principles started to matter less than social and environmental justice, political participation, and storytelling. Within this framework, this chapter reflects on two alternative mapping methods used in the humanities and social sciences: social cartography and deep mapping. Each section introduces origins, theoretical frameworks, reception, and applications. Because these methods aim to rectify the abuse of power often enabled by scientific mapping, they use non-prescriptive mapmaking to legitimize neglected perspectives. Social Cartography is intrinsically participatory and uses mapping as a collaborative and critical practice. It challenges the role of traditional cartography in socio-political spheres, creating opportunities for new narratives and communities to be heard and understood. Deep maps represent abstract characteristics of a place. They can transcend the boundaries of bi-dimensional and pictorial representation, and consequently, reach different publics. The method is flexible, combining literature and immersive experiences to convey personal or subjective qualities of a place. Other expressions of deep mapping include audio and performative documentations. Social cartography and deep mapping operate against traditional mapmaking by reinforcing the notion that non-institutionalized maps are just as valid in guiding public actions and projects. As participatory practices within communities, these methods promote dialogue, empowerment, and transformation. Therefore, they are indispensable in ensuring democratic research and decision-making.

The current system helps to avoid conflicts between users by means of a distributed scheme based on social gain for the community. The management is performed without the need of a central infrastructure. Results show that it is possible to discover and manage public resources from mobile devices while handling conflicts in a distributed manner.

Chapter 5 shifts the terrain to a prominent women-led journalism startup in an innovation context that has prioritized technological change over social structures and transformation. Science and technology studies frameworks for thinking about repair are necessary to explain how this commercial startup is not just innovating for the sake of saving journalism but to improve journalism as a tool for intervention and responsibility—to “move the needle” on what kinds of work journalism is able to do. These commitments are playing out particularly in fieldwork related to ownership and structuring, professional identity and innovations related to collaboration, and the deliberate focus of the startup on reconciliation as a public good in a settler-colonial society and media in Canada. We complicate the emerging focus in journalism studies on repair and reform as largely a function of the nonprofit and philanthropic journalism sector.

Digital government is a technological adventure. It applies new technologies—in particular, computer-mediated communication—to the ongoing development of democratic forms of government. While the primary focus in digital government literature is on computer-mediated politics and formal governance, these technologies have wider effects. Generally, new information technologies enable new forms of control (see Beniger, 1986, for an excellent history and the general connections between information, control, and governance). The technological changes that make digital government an option alter the possibilities of governance at all levels. Driven by the declining price of computer hardware (so-called Moore’s law) sensors (e.g., cameras, RFID tags), computers and networking make it possible to find out about and to control many hithertofore uncontrolled aspects of our lives. This article considers the effect of new monitoring technologies in the broad sense introduced by McDonald (2001) as inclusive of the range of control mechanisms—personal, informal, social, market, legal, and political—that we deploy. In general, we expect technological innovation to create ethical problems. Innovations move communities from technological and social situations for which their norms are well adapted to new situations in which the fit tends to be worse (Binmore, 2004). Even seemingly small changes in technology, especially communications and monitoring technology, produce significant stress on norms. (Consider how cell phones and then cell phone cameras challenge norms governing privacy in public spaces.) Therefore, we should expect moves toward digital government to face ethical problems. This article considers problems due to a suite of monitoring and surveillance technologies that promises significant benefits but raises issues in terms of the values of control, privacy, and accountability.

Abstract:
In the last twenty years, the exploitation of non-renewable resources and the effects of their applications on environment and human health were considered central topics in political and scientific debate on European and worldwide scale. This kind of resources have been used in different sectors, as energy systems, technological research, but also in private/public buildings and production of consumer goods, involving significantly domestic and ordinary life of every human being. Studies about the effect of this exploitation carried out discouraging results, in terms of climate changes and energy sustenance; this determined a progressive approach process to a new concept of development, able to couple the qualitative standard of modern life with the respect of planet and its inhabitants. Starting from this reflection, scientific community moved towards research on alternative resources and developed a new way to conceive planning process and technical innovations, in order to exploit renewable energies and recycled materials, promote energy savings and reduce environmental pollution. In this context the present paper aims at evaluating benefits relating to different solutions of thermal insulation in building envelope. In fact a high grade of insulation ensures better comfort conditions in inner spaces, reducing energy consumptions due to heating and cooling conditioning. The paper presents the results of a detailed Life Cycle Assessment (LCA) of the reflective foil ISOLIVING, conceived and produced by an Italian company. The Life Cycle Assessment methodology allows to consider all stages of the life cycle, from the extraction of raw materials to the product’s disposal, in an optics “from cradle to grave.” In particular, the study takes into account the production phase of the reflective foil ISOLIVING, the installation phase, the transport of all components to the production site and also the end of life scenario of the material. The possibility to collect many detailed information about the production phase adds value to the study. The analysis is carried out according to UNI EN ISO 14040 and UNI EN ISO 14044, which regulate the LCA procedure. The LCA modeling was performed using SimaPro software application. The results of the analysis allow to make an important comparison concerning the environmental performances, between the reflective foil ISOLIVING and other types of insulating materials.
