Abstract:
This essay explores a variety of ways that the problem of inequality has been framed in the context of national policy debates in the United States. Following an introduction to the notion of inequality as a social problem, the chapter provides a brief review of how framing has been examined as a communications process and a strategic resource. The framing of inequality as a focus of public policy debates is described in relation to a selection of issues that include health disparities, racial inequality, and the digital divide. An additional assessment is made of the use of comparative risk as a framework for highlighting differences between groups defined by race, ethnicity and social class. The framing of environmental risks is examined in relation to a social justice frame. The author concludes with a discussion of constraints on the use of particular frames within debates about economic social policy.

Abstract:
This chapter argues that the doctrine of public policy currently adopted by legal discourse in arbitration is conceptually and methodologically confusing, and outdated. It is conceptually confusing because there is usually no explanation about how the content of public policy is ascertained or whether the doctrine functions as a legal principle or a set of legal rules. The doctrine of public policy, as a structured set of legal rules, can be better conceived of as a doctrine of national law. The rules of public policy can also be ascertained from a careful analysis of the historical context and jurisprudential development of the doctrine. The chapter first looks into the concept and function of public policy in English law and jurisprudence. It then focuses on the role of public policy in English private international law, before finally ascertaining the rules of public policy in English arbitration law.

Abstract:
The objective of this chapter is to provide an overview of the main mechanisms and processes observed in media discourses with the potential to shape political and economic responses to energy issues. By adopting the discursive approach to public policy analysis, the author attempts to answer these questions: How is energy is discussed? What is said and what is not said? Who speaks and who is absent in media discourse? The focus is on the problems of media communication that are crucial for public dialogue on energy. In conclusion, it is argued that the energy discourse in mass media is a post-hegemonic discourse, while the counter-discourses try to find their place in other dimensions of the public sphere, such as nonfiction literature or social media, and therefore their visibility is limited.

Abstract:
Despite increasingly securitized anti-migrant policies in Russia, President Vladimir Putin has been extremely cautious in his rhetoric about international migrants, avoiding overtly ethno-nationalist frames. By repeatedly emphasizing the role of migrants in development and their potential for integration, Putin has charted out a statist agenda, outlining how immigration can contribute to the state’s goals. This chapter analyses a series of Putin’s speeches, asking whether he employs the rhetoric of three common migration myths: ‘migrants take our jobs’; ‘migrants are culturally incompatible with the host society’; and ‘migrants represent a security threat’. While these myths are partially consistent with public opinion, they are not actively employed by the Kremlin. These findings temper the notion of an ‘ethnic turn’ in Russian politics and are especially surprising, given the current populist swing experienced throughout much of the Western world.

Abstract:
This chapter depicts policy formulation as an ‘organised anarchy’ of agenda setting and political decision-making that expresses itself in an ongoing tension between institutionalised political rationality and public discourse. The emergence of policy agendas and the introduction of legislation are associated less with a particular identifiable phase of the policy process than with the contingent interactions of policy networks and institutions. This unruly process is strongly influenced by discourse, in both countries the worldwide neo-abolitionist discourse. In the Netherlands national policy swung from the halting legislative decision to decriminalize brothels, back to a national policy of control and containment. Austria’s policy was traditionally aimed at the control of a stigmatised activity, through measures such as compulsory STD checks, unfavorable fiscal measures, and immigration laws that prevent sex workers to have full access to the labour market. In both countries we observed that at the national level the sex trade is shaped as much, or perhaps even more, by laws that are tangential to prostitution (immigration, tax, social security and labour law) as by laws that are specifically directed at it.
