O Brasil experimentou um aumento de quase sete pontos na Razão de Dependência de Idosos, de 7,0 em 1990 para 13,8 em 2020. As projeções estimam que suba para 36,2 em 2050, o que significa que haverá aproximadamente 36 indivíduos com 65 anos ou mais por 100 indivíduos em idade produtiva. Em 2019, a situação das finanças públicas brasileiras era muito grave e, pelo sexto ano consecutivo, estava deficitária. O desequilíbrio foi causado principalmente pelo déficit previdenciário. As dúvidas sobre a sustentabilidade do sistema previdenciário são muito pertinentes nos dias de hoje, uma reforma foi aprovada e começou a ser implementada em 2019. O objetivo é projetar a receita e os benefícios até 2100, no âmbito de alterações alternativas de pensões paramétricas e também no âmbito de uma reforma sistemática, nomeadamente a passagem para um sistema de CD. Os custos de transição e outras despesas, e os custos relacionados com a pensão mínima garantida, também são contabilizados. Os achados comprovaram que a reforma iniciada em 2019 melhora o equilíbrio e permite que o déficit do RGPS diminua nos próximos dez anos, mas um aumento será observado a partir de então - embora em valor bem menor do que seria em um cenário de reforma pré-2019. Portanto, é muito provável que a discussão sobre a sustentabilidade do sistema volte a estar na ordem do dia em alguns anos. Explorarando as alternativas propostas, mudar para o esquema NDC parece resolver o problema a longo prazo.
Brazil has experienced an increase of nearly seven points in the Old-Age Dependency Ratio, from 7.0 in 1990 to 13.8 in 2020. Projections estimate it will rise to 36.2 in 2050, which means that there will be approximately 36 individuals aged 65 and over per 100 individuals of working age. In 2019, the condition of the Brazilian public finance was very serious and for the sixth year in a row it was in deficit. The imbalance was mainly caused by the social security deficit. Doubts about the sustainability of the pension system are very pertinent nowadays and a reform was approved and started to be implemented in 2019. The goal is to project the revenue and the benefits until 2100, under alternative parametric pension changes and also under a systematic reform, namely the shift to a DC system. Transition costs and other expenses, and the costs related to the minimum guaranteed pension, are also accounted for. The findings proved that the reform started in 2019 improves the balance and allows the deficit in RGPS to decrease for the next ten years, but an increase will be observed from that time on - although of a much less amount than it what would be in pre-2019 reform scenario. Therefore, it is very likely that the discussion about the sustainability of the system will be again the order of the day in a few years. Exploring the proposed alternatives, switch to NDC scheme seems to solve the problem in the long run.

Abstract:
As demographic and economic contexts have shifted, the need for pension systems to reform has increased. Often, however, these systems have proved difficult to change – especially in continental Europe. Despite this, Germany, by many considered particularly reform resistant, succeeded in reforming its pension system; while France, with its strong executive power, has not. As research has yet to find a consensus on what factors makes welfare retrenchment possible, this field requires more attention. Therefore, the aim of this thesis is to analyse the developments of the German and French pension systems, from 1990-2010, and to unearth what factors made successful reform possible in Germany while it failed in France. Using a comparative case study, all major pension reforms in the two countries during the time period, are analysed from four institutionalist perspectives. The results point to three main factors explaining Germany’s successful reform. Firstly, the shock brought on by the reunification of East and West Germany forced politicians to act. France on the other hand, experienced no such shock. Secondly, the subduing of the unions removed the main veto player against reform. In contrast, the French unions, whose political power lies in their ability to call for manifestations and shift public opinion, could not be outflanked. Lastly, the new liberal ideas that permeated German politics around the turn of the century provided a locus for change that was lacking in France. These results suggest the importance of external pressure, veto players and ideational factors to major welfare reform.

Abstract:
The purpose of this thesis is an analysis of the development of the pension system in the Czech Republic since 1989. The emphasis is placed on reform provisions and on their impact on public budgets. Future direction is discussed next. The demographic development raises concerns about the financial sustainability of pension systems. The changes in the structure of the system were made after several years of discussions and a number of parametric adjustments. The question of sustainability is not closed yet. Recent changes are canceled and the system returned to the previous state. The reason was a lack of political and general agreement about this type of reform. The theoretical part deals with the definition of public budgets with a focus on social security. The importance and the function of pension systems are characterized in the next section. Pension systems are classified by the operator, by the method of calculating pension benefits and by the type of funding. Each pension system is based on tradition and is influenced by the development of society in the political, economic and social fields. In the practical part is performed the analysis of the pension system structured according to the periods. The impact of the reform provisions is illustrated on the state of public budgets. The thesis concludes that the initial efforts to change the system fundamentally will be replaced by attempts to implement minor adjustments. In the case of structural reform in the future it could be considered the application of modern pension theory, which recommends Pan-European pension system.

Abstract:
The aim of this study is to determine the quantitative impact of changes to the pension system in the Czech Republic valid from January 1, 2013 on public budgets. Changes include the introduction of a funded second-pillar pension scheme and the adjustment of pension schemes under the third pillar. The theoretical part describes the basis of social policy in the areas of pensions, and characterize and compare concepts of pension systems. Following practical part analyzes recent developments in the Czech Republic, the essence of changes to the pension system and the interest of the population to use them. The aim of the study is fulfiled by quantifying impact on public budget. Subsequent analysis shows that changes may help to stabilize it in the next decades, however, a departure from the PAYG system is not required. The introduced second pillar can be problematic in ceratin respects for participants. Additional pension savings in the third pillar is a useful supplement to old age security.

O presente trabalho tem como objetivo identificar a natureza e o perfil das reformas realizadas nos sistemas públicos de pensões da Alemanha, Portugal e Suécia, no período entre 1992 e 2015. Para a concretização deste objetivo, a dissertação baseia-se na revisão de literatura que mostra a influência das diversas determinantes no processo de reformas realizadas e as reformas implementadas nos países escolhidos. Após a caraterização das reformas através de indicadores qualitativos, conclui-se que a alteração da fórmula de cálculo das pensões constitui a reforma mais utilizada nos três países, sobretudo mediante a introdução do fator demográfico ou de sustentabilidade. A revalorização e a modificação da idade de reforma são as reformas que se seguem em termos de maior implementação.
This study aims to identify the nature and profile of reforms in public pension systems of Germany, Portugal and Sweden, between 1992 and 2015. To achieve this goal, the dissertation is based on the literature review that shows the influence of different factors in the process of reforms undertaken and the reforms implemented in the selected countries. After the characterization of reforms through qualitative indicators, it is concluded that the change in the pension calculation formula is the most used reform in the three countries, particularly by introducing the demographic or sustainability factor. The revaluation and the modification of retirement age are the reforms that follow in terms of bigger implementation.

This master thesis is focused on the analysis of the impact from trends of different demographic aspects on the current pension system in the Czech republic and Norway. The old age pension system including its reforms is described and compared within both countries. Furthermore it is investigated how the citizens perceive the development of particular demographic aspects, what they think about the status and reforms regarding the pension system, and how they provide themselves for retirement. In addition to the comparison between the Czech and Norwegian pension systems the thesis also provides suggestions for improvement within demographic aspects, the settings of the pension system, the government and the society itself.

Abstract:
The thesis examines the political dynamics behind the contemporary trend towards pension privatization in Europe. Its aim is to develop a theoretical model that can explain not only why governments have increasingly replaced their public pay-as-you-go systems with private fully-funded schemes, but also why there is considerable diversity both in the extent and in the content of pension privatization. Private pension funds can indeed be governed by a variety of institutional arrangements and can have very different types of links with the financial system. They do not necessarily contribute to a financialization of the economy. The thesis takes issue with the idea that pension privatization would be primarily the result of a new pensions orthodoxy promoted by international organizations such as the World Bank or of an electoral strategy that consists in attracting the votes of the middle class. I argue that the driving force behind the more or less dramatic rise of funded pensions in Europe is a series of lobbying campaigns launched by the financial industry, and their varying influence. Financial firms have a vested interest in the development of a market in private pensions, which should profit them as an industry. However, pension reform is an issue that matters to voters and can therefore prove dangerous for party politicians. Moreover, it involves complex changes that directly affect key material interests of employers and workers. In this context, the success of financial firms’ campaign for pension privatization depends on their capacity to forge alliances with a variety of actors. This in turn contributes to limit the influence financiers can exert. The argument is tested using a comparative historical analysis of pension debates in the United Kingdom, France and Poland since the beginning of the 1980s.

Abstract:
A central theme in the comparative political economy of the welfare state is the complementaries between political institutions, social policy, and labour markets. Yet little has been written to uncover this political-economic nexus in China, the world’s second largest economy. This thesis partly addresses this gap by studying the country’s public pension arrangement, the most expensive component of the Chinese welfare state. It reveals the working of the political-economic nexus in contemporary China by showing how it leads to two puzzling characteristics of the Chinese pension system, namely the rapid expansion in the absence of electoral pressures and the persistent regional fragmentation despite an authoritarian central government. It argues that the decentralised authoritarianism, in which China’s authoritarian central state delegates to regional governments and motivates them to achieve its developmental goals, drives municipal authorities to compete with each other in generating economic growth. In the inter-municipal economic competition, local leaders adopt an expansionary yet localising pension policy. This facilitates the formation of specific industrial skills, which are productive for particular local industries, and the retention of skilled industrial workers. All of this is important to local economic development in a context of industrial upgrading and labour market tightening. It is argued this is the political-economic logic of China’s pension system.

Abstract:
This diploma thesis deals with the communication of state substantial economic reforms. Methodology is a case study that examines the governmental communication of the pension reform in 2013. The introduction of the thesis briefly outlines the socioeconomic situation in the Czech Republic after 2008. The theoretical part sets out the necessary basis in the fields of media and communication, public relations, political communication, psychology and public choice theory and it also provides an overview of pension system reforms development in the Czech Republic area from the time of Austro-Hungarian Empire. It notes that this issue is one of the constant governmental agenda, especially after 1989, and its enforcement is depends on the political settlement. Practical part of the thesis analyzes the communication discourse of governmental pension reform effective from 1 January 2013. For this purpose it uses structured interviews with stakeholders, quantitative content media analysis and public opinion polls. It concludes that there was no communication strategy for the pension reform and governmental information activities were insufficient and time inadequate. The thesis results in a set of recommendations for the government and its future economic reforms communication. It includes political consensus, clear message and target group identification, detailed timeline plan and the principle of simplicity in the reform explaining.

Abstract:
The purpose of this thesis is to analyze the dynamics of family support and public pension systems, and their impact on late-life happiness in contemporary South Korea. For this, three specific research questions, namely (1) the dynamics of intergenerational solidarity, public pension systems, and happiness; (2) the association between intergenerational solidarity and happiness; and (3) the association between public pension systems and happiness, are analysed by exploiting the Korean Longitudinal Study of Ageing. The analyses show that (1) the structural solidarity of older people is relatively stronger than of middle-aged people; (2) contacting is the key player in associational solidarity in later life; (3) middle-aged people supply more financial aid to their adult children than they receive from them, but the reverse applies to older people. Both middle-aged and older people actively exchange food, household items, and health-care supplies; (4) more older men receive the National Pension Scheme benefit than older women but the reverse is true for the Basic Old-Age Pension benefit; (5) the level of happiness in later life is very high but decreases as people age; (6) the number of adult children, frequency of contact, and amount of financial support are positively associated with the happiness of older people; and (7) the National Pension Scheme is positively associated with the happiness of older men while the Basic Old-Age Pension is negatively associated with the happiness of older people. The results suggest some policy implications for late-life happiness in contemporary South Korea. At the individual level, increased frequency of contact, availability of the children, and the amount of financial support can enhance late-life happiness. At the governmental level, the research suggests that the gendered structure of the National Pension Scheme and means-tested structure of the Basic Old-Age Pension should be reformed.

Abstract:
By the end of the twentieth century, the generous German public pay-as-you-go pension system had been struggling with a serious deficit due to the country’s ageing population. In 2001, the German government enacted the “Riester” pension reform, named after Mr. Walter Riester, the Labour Minister brokering it, which reduced the level of publicly provided pensions, and strengthened the funded occupational and private pillars in order to replace the loss in retirement income. This thesis investigates the role and structure of occupational pensions during the Riester-reform and in its aftermath, using an economic geography perspective. In doing so, it discusses the role of trade unions and employer associations (social partners) in moulding the structure of the occupational system, and investigates the geography of occupational pensions both at employer and at employee level. Empirically, the thesis is based on an in-depth interview with Mr. Walter Riester, and a unique, proprietary data-set of a German occupational pension provider, containing information on 332 thousand employees and over 12 thousand employers. The results show that the internal division of social partners played a critical role in leaving occupational pensions voluntary, but they have been successful in setting standards on the occupational pension market by means of collective bargaining. Employers and employees show systematic spatiotemporal patterns in their pension-related decisions, confirming the importance of local relationships and local contexts in implementing social partners’ measures and in the transformation of the welfare state. It is finally pointed out that the Riester-reform was a part of a gradual transition, which has been reducing employers’ autonomy in order to reinforce the social role of occupational pensions. To achieve that and to catalyse the reform process, employers’ and employees’ risk exposure has been mitigated in the hope that old-age poverty can be avoided.

O estudo e comparação do desenvolvimento do setor dos seguros de vida e dos sistemas de pensões em diferentes países é um empreendimento de certa forma ambicioso, dada a complexidade das realidades em causa. Na prática, são quadros sujeitos a múltiplas influências, sobretudo o crescimento económico, o crescimento dos salários e a inflação, fatores que variam de país para país. Apesar disso, o objetivo principal deste trabalho é precisamente proporcionar uma visão tão global quanto possível de tais realidades. Para esse efeito, e de algum modo na esteira dos trabalhos de Whitehouse, se analisarão os sistemas públicos de pensões, compilando dados relativos às idades normais de reforma, aos critérios de elegibilidade, aos montantes dos benefícios, ao esforço contributivo e à participação dos Estados no financiamento dos sistemas. Esta informação será complementada com elementos adicionais relativos às iniciativas particulares de poupança, nomeadamente a participação em planos privados de pensões e a aquisição de seguros de vida. Particular destaque será dado a alguns países, considerados paradigmáticos ou especialmente relevantes para o estudo. O importante problema da reforma nos sistemas públicos de pensões será aflorado no final.
Life insurance and Pension systems are complex issues and comparing them across countries is therefore difficult. In practice, they are greatly affected by economic growth, wage growth and inflation, and these vary from country to country. With this project we mainly intend to bring worldwide overview of features of the public Pension systems, with additional information on private pension and savings arrangements. Information on the age at which pensions can be accessed, the eligibility requirements, the benefit amounts, the contribution rates, the technical methods, and the nature of government?s financial involvement are other important features to be searched for in this survey. Related information concerning Life insurance products will also be searched. Particular attention will be given to a few selected countries, chosen according to how paradigmatic they are, or their significance to this study. To finalize, a look into the nowadays very important problem of public Pension systems reform around the world.

Ce travail de thèse a pour objectif de fournir un panorama aussi complet que possible de la pauvreté et des inégalités la retraite, en France et en Europe de la fin du vingtième siècle à aujourd'hui, mais également d'identifier le rôle de certaines politiques publiques dans la lutte contre la pauvreté et les inégalités. Compte tenu des contraintes économique et démographique pesant sur les systèmes de retraites, étudier les sources d'inégalités et de pauvreté, mais aussi les mécanismes efficaces en matière de lutte contre les inégalités et la pauvreté à la retraite, est actuellement pertinent de manière à anticiper au mieux les risques futurs. Pour ce faire, nous identifions les populations retraitées pauvres, ainsi que les facteurs d'inégalité et d'inéquité tout en définissant les concepts centraux que sont les inégalités et l'équité intragénérationnelles, intergénérationnelles, mais également ce qu'est la pauvreté des retraités dans les pays développés aujourd'hui. Nous proposons dans un premier temps un modèle d'équilibre général pour évaluer les impacts de chocs de politique économique, ainsi que les conséquences d'un choc démographique. Puis des analyses empiriques des inégalités et de la pauvreté sont proposées de manière à mettre en évidence le lien entre les systèmes fiscaux, de protection sociale, de redistribution d'une part, et les inégalités à la retraite d'autre part.Nous arrivons à la conclusion que les systèmes de retraite et l'architecture de la redistribution, en France et en Europe, ont permis de réduire les inégalités et la pauvreté à la retraite. Le niveau de vie moyen des ménages retraités apparaît désormais équivalent à celui des ménages actifs. Les réformes des systèmes de retraite en cours devront donc tenir compte non seulement de l'environnement démographique et économique dégradé (ralentissement de la croissance économique, augmentation du taux de chômage et des aléas de carrières, etc.) mais également du caractère efficient de l'architecture redistributive telle qu'elle existe aujourd'hui
We provide a large picture of the inequalities and the poverty among the French and the European pensioners, from the late twentieth century to today. The public pension systems support strong economic and demographic constraints, which could involve a higher risk of poverty and/or risk of inequality during the retirement. We focus on the role of the public policies in reducing these inequalities. To do this, we identify the poor populations and shed light on the inequality and poverty factors. Through the chapters, we define the inequality, the poverty of the retirees in developed countries, the inter- and intergenerational inequalities. We put into perspective the efficient mechanisms to reduce the inequalities and the poverty among the pensioners. In the first chapter, we propose a general equilibrium model to explore the impact of parametric reforms and the impact of a demographic shock on the inequality level. Then, we address the question of the social protection impact on the poverty and the inequality level among the European retirees at the end of the last century. To finish, the last chapter focus on the relationship between the architecture of the redistribution in France, including the socialbenefits and taxes, and the inequalities. We distinguish in this last chapter the inequality level among pensioners and among workers from the inequalities between pensioners and workers. We conclude that the pension systems and the redistribution architecture, in France and in Europe, permitted to reduce the inequalities and the poverty among pensioners. The retirees' and the workers' households have now the same living standard. Our findings suggest that the future pension reforms should take into consideration the bad economic and demographic environments, but also the efficiency of the actual redistributive architecture

Esta dissertação pretende estudar, através de alguns indicadores, os efeitos da introdução da nova lei de cálculo das pensões no sistema de Segurança Social, não só em termos dos valores das prestações, mas também, de algum modo, sobre a possibilidade de sobrevivência do próprio sistema actual. Começando por se fazer uma apresentação da evolução do conceito de protecção social e das condicionantes de foro demográfico, social e económico, faz-se depois uma actualização, com dados mais recentes, e usando um modelo conhecido, de projecções efectuadas há algum tempo sobre a evolução futura do sistema. The financial sustainability of the Social Security systems is a problem with a growing importance in most western countries. The effects of both ageing populations and always increasing average life expectation bring notorious difficulties to that sustainability and create the necessity of a continuously legal effort, in order to adjust the system to a changing reality. This thesis intends to study how the last Social Security Laws mean to improve the equilibrium of the system. Since the pensions are the larger expense, the new rules introduced in pension benefits calculations are particularly important. After briefly describing the evolution of the Social Protection concept in Portugal, till the present Social Security system was achieved, and after a presentation of the demographic, social and economical conditions, a number of projections are performed with the purpose of making a diagnosis of the system's future possible situation. In the final part of the work a few indicators are displayed, where the consequences of introducing the new rules to evaluate the pension amounts are analysed from different viewpoints.

The root courses and the development trend of the issues of current Taiwanese civil servant retirement system can be completely managed. Therefore, referential recommendations to enhance the system reform effects will be provided for the pension reform, which is under reviewing. Keywords:Public servant, Pension, Pension system, Pension fund, Social security system INTRODUCTION Constructing the old age social security network is the goal of the modern welfare countries. Because the public servant pension system construction and implementation has included in the social security system, the system cannot be influenced under the outside variables such as the national economy, social environment, and the change factors of the environment. These factors affect the system planning. Taiwanese public servant pension system is under the trend of reform. The extension retirement act of civil servant has been implemented since 2011. The ministry of public servant issued the annuity reform program of retirement system and the public survant & school staff insurance act in 2013, again. The civil servant and school staff insurance act has been released in 2014. However, the annuity portion for civil servant has not been implemented. The public servant pension system is closely related to the financial resources allocation of entire nation. It should be timely reviewed and modified and keeps up with the times. However, the pension system also can motivate manpower turnover. For the administrative purpose, the pension system is an important part of the human resource system in the nation, which is closed related to human resources plan of overall public servants and the way of flexibility on application. With a micro perspective, “pension” is a public servant’s substitute income after the retirement. The pension will influence the personal livelihood in old age, and also involves the social care issues. Yet, from macro perspective, the pension system design affects the financial resources allocation, and also influences the overall national economy. Therefore, it should take serious considerations while planning and implementing any policy reform. This study applies literature analysis method, archival research method, comparative analysis, and other research techniques. First of all, the study clarifies the systems’ position through exploring the pension system formulating theory, the structure of the economic security insurance system for elders, the pension system design, and so on. Furthermore, an advice from others may help one to overcome one's short comings. This study selected three different cases currently having different types of public servant pension system in three countries: Germany, the United Kingdom and Singapore. Then, the comparative analyses of the system reform and the future development trend have been conducted. There have been a lot of problems to be solved since our country’s (Taiwanese) public service pension system was built. Through exploring the reform experiences of the social security system development in the advanced countries, we draw some lessons from the experiences. The third, with the legal relationship of the pension system, the relationship between the rights and obligations, the pension system’s construction or modification get involve with “government agencies”, “public servants”, and “taxpayers”. The construction and modification also need to discuss with the “motivation”, “functions”, and “supply” to interpret the population structure, the annuity finance, and the other global factors. Besides, the political, economic, and social environment factors including the public servant system reform and the national finance are the important factors to impact the reform of public servant pension system within the study. Here, we collect all related information and archives to analyze and reorganize the data, and also argue with 4 suitable variables as the background, the historical course, and the impact. Through this process, we can thoroughly inspect the current public servant pension system and figure out the root causes of the problems. With a wide angle view to inspect the social security system, the research examines the historical development background, current legal statute, and not yet developed “pension system reform plan” of the first and second layer annuity coverages of public servant pension system (including Government Employees' and School Staff's Insurance system and Civil Servant Retirement & Survior Relief system). In addition, the research also reviews the specific content, design theory, the change background, and the practical operation status to thoroughly analyze each design stage, the cause of reform, and the difficulties been faced. Therefore, the current major issues and development trend of public servant pension systems can be really managed. Referential recommendations to enhance the system reform effects will be provided for the pension reform, which is under reviewing. CONCLUSION The pension system is involved in complication. First of all, it should spend a long time on the system design. The influence number of people is quite big. Also, there are many internal and external factors that are difficult to manage. We are, in the moment, confronting the pension system reform. The upheaval of opposition and non rational argument tie up the accomplishment of pension system reform. It is not the easy to make the understanding in common. The process of amendment bill is also particularly difficult to accomplish smoothly under an objective consideration. This paper presents the following research findings. First of all, the existing problems of Taiwanese public servant pension system are: 1.It is not yet establishing a multi-layer pension security architecture. 2.There are still in the dispute of 18% interest rate of public servant insurance as the legacy of old era. 3.After implementing the new pension system, there still exists a less design on the pension calculation method, that the seniority from old system is still effective and can be applied with the old pension system. 4.The phenomenon of early retirement is serious. 5.The contribution rate is low, and the fund is also in a poor operation performance. Second, according to the development trend of the public servant pension system reform, there are couple recommendations: 1.Adopt the adjustment mode of the public servant pension system reform. 2.Change from the full responsibility by nation toward shared responsibility with all together. 3.Legislate first. 4.Focus on both equity and efficiency during the reform. 5.Gradually move toward the system integration, which is the trend of reform. Furthermore, couple suggestions for policy reform are made: 1.The reform of public servant pension system must consider with the national conditions. 2.It should adopt the adjustment mode of the public servant pension system reform. 3.It is good to establish a multi-layer pension security architecture. 4.Integration is the inevitable path for our public servant pension system. 5.The reform measures for public servant insurance act should be carefully considered. 6.Pension reform is not just a solution to solve financial problems, but is also need to consider the impact of the people interests.

On June 27, 2017, the government passed the pension reform and will enact on July 1 of the following year. This will reduce the retirement income of the retired Public Servants and Public-School Teachers to delay the bankruptcy of the Public Service Pension Fund. This thesis uses the data from The Survey of Family Income and Expenditure to estimate the impact of this policy on household consumption expenditure and to calculate its direct impact on overall consumer spending, however, we neglect indirect effects and multiplier effects. We select households whose economic heads are over the age of 45 and classify them into four groups based on whether she/he is a public servant or public-school teacher, retired or not, and study the relationship between household consumption expenditures and the economic head’s income in each group, that is, we estimate household income elasticity of consumption for each group. Five different consumption expenditure variables were selected, and ten explanatory variables such as income of the head of household were selected. Using a simple regression model to estimate the coefficient, the resulting income elasticity of consumption is obtained. We then use the estimated income elasticity of consumption from 2007-2016, extrapolates the income elasticity of consumption over the next three years, and predict the impact on total household consumption expenditure after the decline of the income of the retirees. According to the number and the income of the retirees in 2016, the changes in the total consumption expenditures of the retirees’ households are calculated during the first three years of the implementation of the new system. The results of the study show that the total direct consumer expenditure in the first year after implementation will be reduced by about 10 billion NTD and will drop by an additional 2 billion NTD each year for the next two years.

In December, 2009, one of of the three biggest global credit agency Fitch Ratings downgraded Greece''s sovereign credit rating, and broke out sovereign debt crisis in EU countries, the government of Portugal, Italy and Spain have problems with debt crisis resurfacing as well. The debt crisis continues to expand and become the biggest challenge to the Eurozone. The international community and the markets worries that Spain may be the next need a bailout, as a result of 2010 deficit accounted for 9.8% of GDP, Housing Bubble and the financial situation seem to keep on going down. Good communication skills help the formulation of public policy issues meets the public opinions, and good marketing skills help to decrease the difficulties for promoting public policies. This study focused on the important social issue in 2013, “Pension Reform.” Through qualitative methods as participant observation and in-depth interview with personnel who work for the executive and legislative branch. The results show that: (1) although the government and the public have consensus on most of the Pension Reform issue, still some conflict opinions on the rest and it hinders the bill into the agenda for discussion; (2) the target audiences of Pension Reform issue should be legislators, the administration department should varied their information and communication to different legislators, but whole process lack of completeness and continuity. Therefore, some recommendations for administration departments as follow: (1) improve communication by reflecting on former communication process; (2) examine policies and consider public opinions; (3) give sufficient information and to know congressmen/congresswomen’s attitude and intention of the issue well; (4) increase the communication between government and publics by enhancing communication technology; (5) the leader of public policy issues should oversee and enhance the ability of communication and execution in the administration system; (6) the Government should simplify communication process; (7) the administration branch should enhance and keep the policy communication with the Legislative Yuan. If the administration branch could structure a good plan and act it sincerely, it will be easier for public policy communication to get the goal and enhance the efficiency and image of the government.

The purpose of this research is to discuss the "Rational Reform Plan on Public Servant Pension Income", systematic inquiries into the perception and manner of Penghu County public servants towards the reform plan, analyze the perception and manner differences by the public servants with different backgrounds, and propose conclusions and suggestions for a smooth and rational pension reformation. The objectives of this research are as follows: 1. Understand the perception and manner of Penghu County public servants towards the "Rational Reform Plan on Public Servant Pension Income"; 2. Understand the perception and manner differences by current and retired public servants towards the reform plan; 3. Understand if there is a difference in perception and manner by current public servants with different backgrounds; 4. Understand if there is a difference in perception and manner by retired public servants with different backgrounds; 5. Understand the feelings and suggestions of the Penghu County public servants towards the reform plan. This research is conducted with the literature analysis and questionnaire survey methods. Using current and retired public servants of Penghu County Government and respective institutions as the subjects, the number of sampling current public servants is 437 (distributed 437 questionnaire), 416 questionnaire is returned, the number of valid questionnaire is 404 and the ratio of valid questionnaire is 92.45%; the number of sampling retired public servants is 112 (distributed 112 questionnaire), 61 questionnaire is returned, the number of valid questionnaire is 56 and the ratio of valid questionnaire is 50%. This research obtains the below conclusions: 1. Most participants feel the domestic economic planning for senior is insufficient and approve to adopt gradual reduction of retired planning difference; 2. Most participants approve the reform concept but feel the plan content lacks fairness and the plan guidance is insufficient; 3. The participants have different views on whether the plan is helpful to the society, dignity of the public servants and national financial pressure; 4. The reform plan helps in easing early retirement but is afraid on letting unsuitable staff to remain in office and reduction of trust in the government; 5. The current and retired staff have different perceptions to the reform background and strategy planning; there is no perceptive difference in the strategy influence; 6. There is perceptive difference to the strategy background by current public servant of different ages, service seniority, positions, levels and institutions; different genders and education levels do not show any difference. 7. There is perceptive difference to the plan connotation by current public servant of different backgrounds; 8. There is perceptive difference to the strategy influence by current public servant of different genders, service seniority, education levels and positions; different ages, levels and institutions do not show any difference; 9. There is perceptive difference to the strategy background by retired staff of different genders, ages, service seniority, education levels and institutions; different positions and levels do not show any difference. 10. With the above conclusions, this research proposes the below suggestions: 1. More professional and less politics in the civil system reform; 2. Taiwanese government has passed the ‘‘Public Servant Retirement and Severance Pension Act ’’ on June 27, 2017;and it will be practiced on July 1,2018. With a series of the pension reform, the government is expected to solve the potential problems of the bankruptcy for public service pension fund. Current public servants as well as the retired ones are confusing and suspicious over the new act, and this phenomenon has motived me to start the research. Hence, the research was focused on the impact of the public service pension fund reform on current public servants’ asset management and usage and it also analyzed the changing asset deployment of current public servants in the eye of pension reform via questionnaire survey. A suggestive results of the study is anticipated to bring new opportunities for the financial market to develop new tailored commodities for the public servants, and provide applicable way of asset management for current public servants.

Due to Taiwanese rapidly ageing population as well as the drop of investment return rates, the public staff’s pension plan reform had to be taken by Taiwanese government. If it fails, we could expect it could develop into pension plan’s bankruptcy, which will be national wide financial disaster. Therefore, government had to take public staff retire pension plan reform in order to avert such bankruptcy happened. The main purpose of this research is to investigate how those public school teachers cope with their shrinking pension benefit in the near future. First, we investigate the cognitions and the planning ways of retire pension of these teachers(respondents). By designing questionnaires, we investigated these public school teacher’s responses and actions taken when they faced retire planning. The sampling method is convenience sampling and effective sample size is about 300. In our findings, first, most teacher’s attitudes prone to disapproval such pension reform leading by government. Second, most respondents will choose to postpone their retirement after reform initiated. Third, gender has significant impacts on teacher retirement decision making about when they need to apply retirement and how they choose the ways of retirement pension payment. Fourth, the teacher’s spouse job conditions and marital status has significant impacts on their retirement decision-making. Fifth, the other factors, such as annul income, health conditions, the numbers of teacher’s family dependents have no significant impacts on their retirement decision-making. In Taiwan, “Act Governing Retirement, Severance, and Bereavement Compensation for the Teaching and Other Staff Members of Public Schools” was passed by the Legislative Yuan on June 29, 2017, and will be put into force on July 1, 2018. This result will exert a measure of influence over the retirement plan of public school staff. On the other hand, the insurance sales will put more attentions and work out plans related to the law in insurance marketing. The purpose of this research is discussing this transform may change the insurance purchase behavior of public school staff or not. In this research, the way of data collection is providing questionnaire survey, and retrieved total 356 valid samples. Meanwhile, the empirical data was performed using SPSS statistic software and analyzed by descriptive statistics analysis, cross analysis, reliability analysis, and one factor variable analysis, to discuss the results of this research. The results of this research show that most respondents concerned about pension reform issues, however, nearly half of respondents don’t understand the change of the retirement system. Most respondents refused to identify with this pension reform promoted by the government and believed that the reform will affect their retirement planning. At the same time, they also worry about spending and medical care for their elderly lives. Most respondents believed that delaying the started age of monthly pension payment, modifying the pension calculation base (the last 15 years average), and lowering income replacement ratio will affect their retirement planning. Now or within one year, as to the willing of purchasing commercial insurance, more than half of respondents will not change their wills to purchase about medical insurance, annuities insurance, endowment insurance, long-term care insurance and investment-linked insurance. About 20% of respondents will increase their purchase intention of medical insurance, annuities insurance, endowment insurance, and investment-linked insurance. On the other hand, the purchase intention of long-term care insurance is increasing over 37%.

The purpose of this study is to explore the views of public elementary and middle school teachers on pension reform and to analyze the differences between teachers of different backgrounds. This study was conducted with a questionnaire survey. Participants in this study consist of public elementary and middle school teachers. The questionnaires were given to 600 teachers, and 463 of them were valid. The data was analyzed through SPSS for Windows 23.0 and presented by descriptive statistics, t-test, one way ANOVA and Chi-square test. The results of this study are listed as follows: 1.Most of the elementary and middle school teachers do not understand the pension system, and they mainly get the pension reform message from "TV media, newspapers and magazines ". 2.Most of the elementary and middle school teachers agree to delay retirement age from 55 to 59 years old, which is consistent with the government pension reform program. 3.Male teachers agree with the pension reform more than female teachers. 4.Young teachers agree with the pension reform more, and teachers less than 10 years of teaching experience adopt a more positive view on the impact of pension reform. 5.Teachers in medium-sized schools agree with pension reform more, and they adopt a more positive view on the impact of pension reform. Based on the conclusion, some suggestions were given to educational authorities, public elementary and middle school teachers.

The purpose of this study is to explore the relationship among Perceived Fairness of Pension Reform and Retention of Public worker’s :The Moderating Effects of the job satisfaction. The study conducted a questionnaire survey of Kaohsiung City Government's workers , and through the on-site distribution, mail and book exchange, issued a total of 580 questionnaires, 536 valid samples. Through descriptive statistics, reliability analysis, hierarchical regression analysis and correlation analysis, to explore the relationship between perceived pension fairness and Retained of Public worker’s and job satisfaction. The findings were as follows: First, Perceived Fairness of Pension Reform and retention of Public worker’s and job satisfaction vary by their personal background variables. In addition, job satisfaction has positive significant influence on retention. Finally, job satisfaction moderates the relationship between Perceived Fairness of Pension Reform and retention.

Abstract This study was designed to investigate the relationship among teachers' organization commitment, teachers' job satisfaction and teachers' job performance in public senior high schools after pension reform. This study adopts methods of document analysis and questionnaire survey based on the results of literature analysis. Randomly selected sample from the public senior high school teachers among 48 senior high schools in Taiwan for 2018 academic year were invited for the questionnaire survey. A total of 1,200 questionnaires were distributed, and 1,011 valid questionnaires were retrieved with the effective response rate at 84.25%. After collecting questionnaires and compiling data, we used SPSS and AMOS for frequency distribution, percentage, mean, standard deviation, t-test, one-way ANOVA, Pearson product-moment correlation, Multiple Regression and Structural Equation Modeling. The major findings of the study were as follows: 1. Male teachers had significant higher awareness of job satisfaction than female teachers. 2. Young teachers were significantly more aware of organizational commitment, job satisfaction and job performance than senior teachers. 3. Junior teachers were significantly more aware of organizational commitment, job satisfaction and job performance than primary, expert and consultant teachers. 4. The teacher adjunct director and the teacher adjunct team leader were significantly more aware of organizational commitment, job satisfaction and job performance than ordinary teachers. 5. Teachers with the highest academic qualifications for general universities, teachers' colleges, or graduates of educational universities and master's degrees were significantly more aware of organizational commitment, job satisfaction, and job performance than doctoral teachers. 6. Teachers who had not participated in teacher professional development (evaluation) support system teachers had significantly higher awareness of organizational commitment, job satisfaction and job performance than teachers who had participated in the teacher professional development (assessment) support system. 7. Teachers in small and medium schools had significantly higher organizational commitment, job satisfaction and job performance than teachers in large schools. 8. Comprehensive high school teachers are significantly more aware of organizational commitment and job performance than ordinary high school teachers. 9. Teachers' organization commitment, teachers' job satisfaction and teachers' job performance in public senior high schools after pension reform had significant positive correlation 10. Teachers' organization commitment, teachers' job satisfaction and teachers' job performance in public senior high schools after pension reform had significant predictive power. According to the above conclusions, some suggestions to educational authorities, and future research are provided.

The study aimed to realize the current status of teacher’s job morale and job satisfaction of public Skills-based Senior High Schools in Taichung and Changhua areas. First, to investigate the difference of personal backgrounds in teacher’s job morale and job satisfaction after the pension reform policy has been carried out. And furthermore, to analyze the connection between teacher’s job morale and job satisfaction. In this study, a questionnaire was adopted as a research method, and this research was carried out by adopting the questionnaire “Pension Reform to Teacher’s Job Morale and Job Satisfaction in Public Skills-based Senior High School” as research tool. The research was conducted using a sample of teachers of Public Skills-based Senior High School in Taichung and Changhua areas. 371 teachers were selected by stratified random samplings. According to purposes of the study, the major results were as follows: 1.Both teacher’s job morale and job satisfaction of Public Skills-based Senior High Schools in Taichung and Changhua areas were rated medium level. 2.Teachers with fewer service years, administrative position, bachelor’s degree, and approve of pension reform showed significantly higher job morale than other teachers. 3.Teachers with fewer service years, administrative position, bachelor’s degree, unmarried state, and approve of pension reform showed significantly higher job satisfaction than other teachers. 4.There was significant positive correlation between teacher’s job morale and job satisfaction of Public Skills-based Senior High Schools in Taichung and Changhua areas.

Abstract:
The thesis 'The role of the Czech public media in the pension reform discourse' aims to provide a critical reflection on the role of the Czech Television and the Czech Radio in the debate over the changes in the pension scheme of the Czech Republic. The principal method used for that is the discourse analysis, which comprises quality and quantity analysis of the media output, interviews and personal observation. The research project focuses on the context the debate over the pension reform occurs and how it is presented in the public media. The theoretical part summarizes the theoretical concepts used in the research project, i.e. concepts from the field of public policy, social policy, mass communication and discourse analysis. The empirical part examines the institutional development of the pension reform, its variations in political, scholarly (Czech and international) and public discourse. The major part of the research project is based on the discourse analysis of the pension reform discourse in the Czech public media. The role of the public media in the pension reform discourse is deduced on the basis of the theoretical and empirical parts.

The "pension reform" of hundreds of thousands of military personnel, civil servants and public school teachers in Taiwan is a policy issue that has caused major controversy in recent years. Proponents believe that the reform is necessary otherwise a bankruptcy will be unavoidable. Still, the reformed pension of these retired governmental employees is still much better than many young peoples salary, so they should be satisfied. Oponents believe that the government can not bilk and violate the peoples property rights, and the reforms should not be etroactive. Nevertheless, the general publics seem to be supportive to the reform, and the opponents are considered to be "greedy." Can this trend be reversed? This article argues that, with proper persuasion and guidance, it is possible to change the views of the people. As for those who cannot be persuaded, they have their racist anti-Chinese ideology. In this regard, this argument is verified by the questionnaire conducted by this article.

The aging of the population is the issue that will arise from the modern generational alternation. In recent years, in order to prevent the national pension financial crisis, Taiwan has taken the lead in the reform of the national pension system. The pension for public servants has undergone major changes due to the transition of relevant retirement policies and the implementation of new policies This study will research the major differences in the reform of the civil service retirement system in various stages for civil servants in Taiwan and Japan, and then will find the reasons and key points of its reform, and further research the issues of Taiwan and Japan. The findings can show the direction and related implementation of the improved policy.

Kateřina Merklová The Master thesis Advisory Bodies and Expertise in the Czech Politics - Epistemic Communities and the Influence on the Reforms of Higher Education and Pension System concerns with the relation between politics and expertise. So-called epistemic community represents the knowledge interpreter that we consider an independent actor in the political process. In the theoretical part of the text, we have explained the original definition of the concept as well as its critics and case studies that cover various contexts. Following most of the authors, we have applied a looser definition of the concept and deconstructed its rigid criteria. The empirical part of the thesis presents a case study (N=4) based on comparative methods that analyzes variable influence of four particular epistemic communities (the authors of the White Paper on Tertiary Education, Bezdek's Committee, Bezdek's Committee II, and the National Economic Council) on policy-making process and its sources. This purpose of this study aims to investigate the impact the career transitions and lifelong learning of the public servants when facing on pension reforms. According to the result , I make a conclustion and suggestion for the future researches.   This study attempts to analysis related literatures revolved in Pension reforms, lifelong education and occupational transformation.The research adopts quantification study method, mainly perform it through releasing questionnaires to The Pingtung county Public servants of 200 questionnairs and the valid collected surveys total 166 questionnairs. Reformation Program on Pension Fund of Public Servants have an effect on lifelong education and occupational transformation.   The main results of the study are as follows: 1.Public Servants Understand the content of pension reform but don't approve of at all. 2. Public Servants do not prepar for occupational transformation. 3. Public Servants has neither requirement nor willing for lifelong education. 4. Public Servants in different variables have no significant differences in their perception of the annuity reform system. 5. Public Servants in different variables have no significant difference in their perception of career transition. 6. Public Servants in different variables have no significant differences in their perception of lifelong learning. 7. The career transition of public servants is related to lifelong learning.   According to the Conclusion and Suggestions, I provide for administration, Public Servants and follow-up investigator the reference.
