Abstract:
The struggle of women to occupy public positions is not as easy as that of men. The totality of domestic and public roles that are carried out simultaneously by women leads to multiple roles that must be played. The strength of the patriarchal culture is also a measure of the inappropriateness of women in occupying public seats, especially in politics. This misunderstanding does not only come from men and society, even many women are not aware of the roles they carry out. So far, women's participation in politics appears more often as election participants or as voting members and not many women participate in the election organizing committee. The policy of affirming the 30% quota for women's representation is not only at the level of election participants, but also applies at the level of organizing elections, starting at the central level to local committees. This has been clearly stated in Law no. 7 of 2017 concerning General Elections. This article is the result of qualitative research using data collection techniques through documentation and interviews with the Jombang KPU commissioner team. Based on the results of the research, it was found that the data on the 2019 election results related to the implementation of the election obtained unsatisfactory results, especially related to the quota for representation of women election organizers. The condition of not fulfilling the quota took place both at the KPU commissioner level, the District Election Committee (PPK), and the Voting Committee (PPS). Meanwhile at the level of the Voting Organizing Group (KPPS) it is in the condition that the 30% quota for women's representation is fulfilled.

Education ministries worldwide have promoted community engagement through school committees. This paper presents results from a large field experiment testing alternative approaches to strengthen school committees in public schools in Indonesia. Two novel treatments focus on institutional reforms. First, some schools were randomly assigned to implement elections of school committee members. Another treatment facilitated joint planning meetings between the school committee and the village council (linkage). Two more common treatments, grants and training, provided resources to existing school committees. We find that institutional reforms, in particular linkage and elections combined with linkage, are most cost-effective at improving learning. (JEL H52, I21, I25, I28, O15)

Abstract:
Although the public advisory committee has become a very common tool for involving local people in forest management decisions, it does not necessarily broaden the base of public input and may simply replicate the challenges of access, representation, and capacity to participate that are found in wider society. As a category of social exclusion, this study explores why women are significantly underrepresented on forest management advisory committees in Canada and how these committees function as gendered units. Research involved 25 semistructured interviews with members (and former members) of two forest management advisory committees: Tembec in Manitoba and NewPage in Nova Scotia. The strongest evidence in our study suggests that these committees operate within male-dominated institutions and particular masculine norms that are simply taken for granted. Thus, social relations based on gender often go unacknowledged. Findings also showed that the lack of critical mass of women often limited the active participation of the small number of women involved in committee activities. Our empirical observations suggest that unless we attend to gender when involving communities in establishing strategies for forest management, we will reinforce gender disadvantage and exclusion and overrepresent industrial and utilitarian interests of forestry over other community and ecocentric values.

As China prepares to host the 2022 Winter Olympics, the Beijing Winter Olympics Organizing Committee has committed to making public participation a fundamental part of its broader sustainability objectives. Unfortunately, the existing research on information openness and public participation towards Winter Olympic Games is limited in the perspective of host residents. Therefore, this article aims to understand the information disclosure and public participation, as well as the roles information and technologies (ICTs) play in achieving environmental sustainability. With the help of self-administered questionnaires, data were compiled. The survey was conducted in April 2017 with 650 residents in Beijing and Zhangjiakou via face-to-face interviews to obtain a random and statistically representative sample of host residents. Our findings indicated that only few respondents participated in the limited activities of Beijing 2022 Winter Olympics. The respondents’ views on important issues of public participation varied obviously including the participating level, principles, time, ways, mechanism, and influencing factor. The analysis illustrated over 70% of respondents had the positive attitudes towards ICTs roles and functions in Beijing 2022. ICTs have helped the public to obtain information about environmental management and sustainability issues, and to facilitate public awareness and collective action by building new management practices. This study has implications and contributes to the burgeoning literature surrounding the Olympic Games by providing an in-depth analysis of public participation in relation to the theory.

IntroductionThe Scottish Medicines Consortium (SMC) encourages patient group (PG) representatives to participate in the decision-making committee meetings, answering questions from committee members and providing points of clarity throughout discussions if required. In a continuous improvement approach the process and the participant experience is continually evaluated to monitor impact and emerging themes.MethodsThe interactions between committee members and PG representatives are recorded in writing by the public involvement team to monitor the questions or points of clarity raised. These interactions were analyzed using thematic analysis to look for emerging themes. Following the meeting, PG representatives are invited to complete an online survey on their experience of working with SMC.ResultsFrom July 2017 to October 2018, 36 PG representatives have attended committee meetings for the discussion of their submission. Committee members asked 17 PG representatives to contribute. Key themes that have emerged to date include insight into the impact of living with the condition on quality of life and how a new medicine may affect this. Survey feedback has been positive with participants reporting that patient engagement has been strengthened, and that the patient voice is heard, valued and supports committee members in making fully informed decisions. PG representatives expressed a willingness to participate again. Feedback also highlighted that the preparatory support offered to PG representatives by the public involvement team is highly valued.ConclusionsPatient group participation in committee meetings has been received positively by PG representatives. They report that discussions relating to quality of life impact of medicines on patients and carers better reflect the lived experience, enriching committee's deliberations. This demonstrates SMCs commitment to openness and transparency and has strengthened patient engagement in our processes.

Abstract:
This study explores strategies for the National Education Commission to function as a cooperative educational governance for expanded citizen participation. The governance model is divided into structural (involving a National Participation Committee at the central level and a regional educational governance at the local level) and process-oriented (involving a Public Deliberation Committee and a social consultation model). Analyzing the models, the study focuses on the degree of hierarchical organization and organizational organization of understanding groups. The National Participation Committee exhibits cooperative governance with low organizational organization of understanding groups, requiring consideration of advisory body limitations and ways to incorporate field voices. Regional educational governance shows a hierarchical form, necessitating attention to network configuration to avoid operation by compromise rather than stakeholder participation. Both the Public Deliberation Committee and the social consultation model have cooperative governance, but differences in organizational organization and hierarchical structure suggest the need for specialized mechanisms based on issue characteristics. Overall, the study suggests improvements for each model to optimize citizen participation and cooperation in educational governance.

<p>The study intended to elaborate on the role of the school committee in addressing and promoting the implementation of the child-friendly school model to create a positive school climate and atmosphere. This qualitative approach research adopted a comparative case study since two primary schools become a unit of research analysis. Two primary schools, a public and private primary school in which both of them are located in Jakarta as a study site. The researchers obtained the data through observation, interviews, and document analysis. The research has revealed that the school committees, both in public and private schools, bring a vital contribution to help the schools in terms of supporting and controlling the implementation of the child-friendly school model with several different perspectives. The participation of the school committee is highly needed in monitoring the activity of the learning process toward the quality of school life and in bridging the communication between schools and students' parents, particularly in promoting the model of child-friendly school.</p>

Abstract:
In Thailand, the elderly club is a public organization that plays an important role in developing the well-being of the elderly in the community. The aim of this study was to 1) examine the management of the elderly club and the characteristics of elderly well-being development activities, 2) investigate the management of the elderly club in developing elderly well-being, and 3) determine the factors affecting the successful management of the elderly clubs and the activities that improve well-being of the elderly. The employed research method was a form of phenomenological research, with data collection conducted via six focus group discussions and in-depth interviews. The participants were club committee members who met the inclusion criteria. Data was analyzed using the content analysis method and its reliability was verified by examining information against relevant literature, view of informants, and experts. Results found most of activities improving elderly well-being focused on health promotion and elder education. There were eight important factors affecting the successful management of the elderly club, i.e. competency of the leader and club committees, committee and member participation, regular activities, support from public health officers, financial self-reliance, external financial support, network partners, and social participation. The research also suggests five important factors affecting the activities that improve elderly well-being, i.e. external financial support, network partners, committee and member participation, social participation, and support from public health officers.

Abstract:
This study aims to determine the headmaster’s participation and school committee participation towards eduaction quality on public junior high schools (SMPNs) in Rokan Hilir district. The research was conducted at the Junior High School in Rokan Hilir. the study was conducted over three months, from September 2015 to November 2015. The results show that there is a positive relationship between headmaster’s participation and quality of education. Partially, the headmaster’s participation affects 90.0% of the value quality of education at Junior High School in Rokan Hilir, meaning the better headmaster’s participation will increase the quality of education. There is a positive relationship between school committee participation with the quality of education. Partially, school committee participation affects 58.3% of the value of the quality of education at the Junior High School in Rokan Hilir, meaning the better school committee participation will increase the quality of education. There is a positive relationship between the headmaster’s participation and school committee participation together with the quality of education. Headmaster’s participation and t school committee participation jointly affect the 90.4% value of the quality of education at the Junior High School in Rokan Hilir.

“The quality of education is the top priority of every education unit in Bojonegoro Regency so that various activities programs are raised by schools and establish cooperation with communities especially parents of student guardians or committees in the form of active participation and involvement in various fields. This study included the qualitative type of data collection with observation, documents, and authority, analyzed by qualitative descriptive to answer the research focus on the form of committee participation and the quality of education in SMP N 1 and SMP N 2 Bojonegoro. The results of the study indicate that committee participation in educational units in the academic and non-academic fields, for example, input curriculum development, infrastructure or funding. The quality of education in two schools can be proven by the fulfillment of eight educational standards and added one character standard which is input from the committee as well as high public interest in the school, and alumni accepted in favorite secondary schools (input, process, and output). The answer to the two research focuses is in accordance with Johnlitlle's theory of participation and Deming's theory of quality.”

Public participation practices are now common and recognized as a way of including a broader range of interests andsocial values in forest management. However, we know little about their real benefits. This article presents the results of astudy aimed at developing a deeper understanding of the diverse impacts of public participation and, in particular, of forest-related deliberative forums (i.e. committee types of processes). The study is based on an analysis of data collected from137 respondents–participants and coordinators–who have been involved in more than 120 forest-related public participationprocesses in the province of Quebec. Indonesia's education policy is closely linked to other public policies and can change if public policies change. Education requires community participation to produce an effective learning community. This research uses a qualitative approach with descriptive method located in MIN 1 Bandung. With the committee, some programs run smoothly, and socialization with students can be coordinated easily. The participation of the committee and other elements such as Polsek, Puskesmas, and local RT/RW received positive responses, especially with programs that involve interaction with the surrounding environment and habituation programs that create new habits in the school environment. Community participation or individual participation in the development of self, life, and the environment, which involves two-way interaction between the government and the community.

Needs for effective and prompt actions in public administration of contemporary nations call for almost inevitably diversified and specialized managements in the form of committee system. It is frequently employed by many nations, more prominently in the field of science and technology. Second half of the 20th century saw to it that science drove the flow of the national economy, culminating in intensive developments including international standardization in various fields. Above all, the constitutional basis for this was established finally. and the National Science and Technology Advisory Council Act was enacted in 1991 to provide advice on innovation in science and technology. With the institutional framework on this matter being established, for instance, in the event of infectious diseases such as the coronavirus comes infectious, expert scientific opinion is required mandatory prior to the government's policy formulation and execution. By now the ptactice is solid, and the advices and technical opinions in almost all cases are formed by way of committees. In France, in order to maintain public health in general and respond to crises such as the recent pandemic like Corvid-19, the Ministry of Health is responsible for healthcare policy formulation, execution of it, and let alone research and development. The last part, R&D is shared by an independent administrative agency, the Higher Health Agency, along with various technical institutes and networks of healthcare professionals. In particular in view of the gravity of the Corvid-19 problem the government established a temporary organization on top of the 120-year-old Higher Committee on Public Health and the National Ethics Advisory Committee, which deals with ethical issues and other existing committees. These organizations seek and strive for transparency and fairness in their activities through committee composition, disclosure of committee activities, oaths of professional ethics of members, and ensuring citizen participation.

AimTo describe community representation in Nepal’s Health Facility Operation and Management Committees (HFMCs) and the degree of influence of community representatives in the HFMC decision-making processes.BackgroundCommunity participation has been recognised as one of the key components for the successful implementation of primary health care (PHC) strategies, following the 1978 Declaration of Alma-Ata. In low- and middle-income countries (LMICs), HFMCs are now widely considered as a mechanism to increase community participation in health through community representation. There is some research examining the implementation process, impact and factors affecting the effectiveness of HFMCs. Despite the documented evidence of the importance of factors such as adequate representation, links with wider community, and decision-making power, there is limited evidence about the nature of community representation and degree of decision making within HFMCs in the PHC setting, particularly in LMICs.MethodsQualitative interviews with 39 key informants were held to explore different aspects of community representation in HFMCs, and the influence of the HFMC on health facility decision-making processes. In addition, a facility audit at 22 facilities and review of HFMC meeting minutes at six health facilities were conducted.FindingsThere were Dalit (a marginalised caste) and Janajati (an ethnic group) representations in 77% and 100% of the committees, respectively. Likewise, there were at least two female members in each committee. However, the HFMC member selection process and decision making within the committees were influenced by powerful elites. The degree of participation through HFMCs appeared to be at the ‘Manipulation’ and ‘Informing’ stage of Arnstein’s ladder of participation. In conclusion, despite representation of the community on HFMCs, the depth of participation seems low. There is a need to ensure a democratic selection process of committee members; and to expand the depth of participation.

Patient and family participation in guideline development is neither standardized nor uniformly accepted in the guideline development community, despite the 2011 Institute of Medicine’s Guidelines We Can Trust and the Guideline International Network’s GIN-Public Toolkit recommendations. The Cystic Fibrosis Foundation has included patients and/or family members directly in guideline development since 2004. Over time, various strategies for increasing patient and family member participation have been implemented. Surveys of recent patient/family and clinical guidelines committee members have shown that inclusion of individuals with cystic fibrosis and their family members on guidelines committees has provided insight otherwise invisible to clinicians.

The article examines the formation and development trends of international standards for public participation. In the study, taking into account the practice of compliance by states with non-binding documents of international governmental and non-governmental organizations in the field of public participation, the author’s definition of international standards of public participation is given. The importance of the comments and recommendations of the Human Rights Committee on the articles of the International Covenant on Civil and Political Rights, guidelines developed by the UN High Commissioner for Human Rights and other international organizations, as well as other documents is revealed. The author identifies trends in the rapid development of international standards for public participation in the context of the COVID 19 pandemic and other global problems, the coverage of public participation in all areas and its specialization. As a result of the study, recommendations were given on ensuring public participation in all areas in accordance with international standards, including accession to the Aarhus Convention, active participation of state bodies and citizens of Uzbekistan in the development of standards for public participation.

ABSTRACTThe Beveridge Committee of 1942 is often assumed to have based its proposals for social security scales on a poverty line at the ‘human needs’ or social participation level. This is because of its ‘principle of adequacy of benefit in amount and time’. Using the Committee's working papers, this paper describes the discussions of the committee about the ideas of need and measures of poverty to be used. The evidence shows that the Committee knew very well that its proposed benefit levels were not enough for social participation. Because it consciously implemented the principles of minimum subsistence and less-eligibility in the face of inadequate wages, the proposed scales were arguably more austere even than Rowntree's ‘primary poverty’ standard which both he and Beveridge acknowledged was not sufficient to meet human social needs. Whether muddle or mendacity, this mystification has had serious consequences for the poor in Britain.

Background: A descriptive statistical analysis was performed on Innovation, Science and Economic Development Canada’s (ISED) spectrum consultations from 2008 to 2021, along with a qualitative case study of the 2019 consultation on the 3500 MHz band. Analysis: The statistical analysis evinces the dominance of corporate participation in spectrum consultations, particularly by large wireless service providers. This article examines the relationship between the complicated technical framing of spectrum management issues and the corresponding lack of public participation. Conclusions and implications: To address the lack of public participation in spectrum management, the article proposes an adaptation of the Broadcasting and Telecommunications Legislative Review Panel’s recommendation for a public interest committee for ISED’s consultation process.

Objectives: The literature on participation in priority-setting has three key gaps: it focuses on techniques for obtaining public input into priority-setting that are consultative mechanisms and do not involve the public directly in decision-making; it focuses primarily on the public's role in priority-setting, not on all potential participants; and the range of roles that various participants play in a group making priority decisions has not been described. To begin addressing these gaps, we interviewed individuals who participated on two priority-setting committees to identify key insights from participants about participation. Methods: A qualitative study consisting of interviews with decision-makers, including patients and members of the public. Results: Members of the public can contribute directly to important aspects of priority-setting. The participants described six specific priority-setting roles: committee chair, administrator, medical specialist, medical generalist, public representative and patient representative. They also described the contributions of each role to priority-setting. Conclusions: Using the insights from decision-makers, we have described lessons related to direct involvement of members of the public and patients in priority-setting, and have identified six roles and the contributions of each role.

Community colleges help for the access of higher education in rural area but not being able to fulfill desire of the local people. The study focuses on public participation in governance of community college. The study was carried out in a qualitative paradigm in which a case study facilitated access to in-depth feelings, views, and opinions of community members and educators regarding their participation in providing education. Data were generated through in-depth interview with parents of children in the college, College Management Committee (CMC) members, and the college chief. Data were transcribed and analyzed manually through the cut and paste technique. The study found out that public participation in governance of community colleges is of various types it may be involvement through sending their children to the college and providing fees and stationery, involvement through contributions of physical things & donations from the very beginning of the establishment of the college, involvement through attendance in programs and meetings conducted by the college, participation in real decision making etc. Further, parents financed college budgets, and were involved in college governance.Academic Voices Vol.6 2016: 37-42

Despite the involvement of community participation in various development projects over the years in Tanzania, little is known of its implications on sustainability of fee free basic education in rural public primary schools. A mixed method exploratory approach, informed by ecological systems theory, employed questionnaires, FGD and interview schedules to selected parents and School Management Committee members of public primary schools in Rorya District, Tanzania. The study focused on the value of public primary school education, advantages of Fee Free primary education, perceptions of parents and School Management Committee members on community participation and relationship between parent’s perception on the value of public primary education and participation in project-based support to education. The respondents exhibited heterogeneous negative perceptions with a positive correlation between parent’s perception on the value of public primary education and participation in project-based support to education (r =.510, p=000<0.01). The larger majority 64.3% of parent respondents with grade 7 education was deemed a factor that influenced negative perception. The researcher recommends that the Government authorities need to impart community economic productivity skills; the District Authorities further need to conduct community awareness on the importance of participation. Finally, the Ministry of Education in collaboration with the other stakeholders should mobilize funds and sensitize communities on the value of primary education and the importance of their participation in community development programs to support education.

Although the Department of Water Affairs and Forestry has committed itself to public participation with regard to water quality management in South Africa, no formal structure exists as yet within which this can take place. The Jukskei River Water Quality Steering Committee, which consists of representatives of various government departments, the Provincial Government, local authorities as well as non-government organisations and community-based organisations, therefore functions without a legal framework and without funds of its own. Nonetheless, the committee has been highly successful in co-ordinating various actions such as an in-depth study of the catchment and various public awareness campaigns. The latter were specifically aimed at changing the value systems of the community in the Jukskei River Catchment, as this was found to be one of the major stumbling blocks in addressing the various water quality problems in the catchment.

Introduction:Since 2014 patient group representatives have been able to observe Scottish Medicines Consortium (SMC) committee meetings as members of the public. However, they have had no opportunity to participate in discussions on their submission on the patient experience of living with the condition under review. In 2017, to strengthen patient engagement, we revised our processes to enable representatives from all submitting patient groups to play a bigger part in the monthly meeting.Methods:The SMC Public Involvement Network (PIN) Advisory Group consulted on potential issues around patient group participation in committee meetings. Recommendations approved for implementation included (i) provision of comprehensive information and support to participating patient group representatives, and (ii) holding an educational session for SMC members on ‘What matters to the patient’. The process change was introduced in June 2017. Patient group representatives are invited to complete an online survey on their experience of taking part in the meeting and working with the public involvement team. Implementation is being monitored and will be evaluated in a commitment to continuous improvement.Results:Since June 2017, 14 patient group representatives have attended SMC meetings for the discussion of their submission. This has enabled them to answer questions from committee members and clarify points relating to their submission, if required. Early feedback has been positive with participants believing that patient engagement has been strengthened and that the patient voice was heard and valued. Patient groups expressed a willingness to participate again. The evaluation of their experience to date will be presented.Conclusions:SMC now involves patient group participation at committee meetings, demonstrating commitment to listening and responding to stakeholders on patient engagement. Early feedback has been positive and suggests that discussions relating to quality of life impact on patients and carers better reflect the lived experience. This ensures we are meeting our commitment to openness and transparency and strengthens patient engagement in our process.

The comparison is limited to the evaluation of a Committee and Council and not necessarily reflect the operation of other CBHs, in Brazil, or Councils, in Portugal. It was analyzed the minutes of the meetings of the Paraíba River Basin Committee (CBH-PB) and the Alentejo River Basin Council Region (CRH-Alentejo) as well as interviews with members of the two collective bodies. For the Brazilian case, it appears that CBH-PB members discussed and deliberated on the values and mechanisms for raw water charges. In Portugal, the definition of values and the way of application of the raw water charge (TRH) was held at the central level, without the CRH-Alentejo having the opportunity to argue, not fulfilling its role as a consultative body water management. Water Resources Policies have to gain strength by promoting public participation through discussion formats and being able to engage key stakeholders as well as creating conditions for the development of cooperative relations.

The unit committee model representing the basic structure of Ghana’s decentralization and local government program plays a crucial role in grassroots mobilization and community participation in the decision-making and implementation process. This paper reviews the prospects of the unit committee models as a unique feature of Ghana´s decentralization and local government policy for promoting participation at the local level. Data for the study was obtained through semi-structured interviews, non-participant observation, focused group discussions, documents, and material culture analysis. The study was conducted within the Nsawam-Adoagyiri and Suhum Municipalities in the Eastern Region of Ghana. The study revealed that local expectation from the unit committee members is inconsistent with their formal role as the basic structure of the decentralization and local government policy in Ghana. Unrealistic public expectations coupled with inadequate financial resources have resulted in total disregard for the functioning of the unit committee system. This makes the unit committee model seems to exist only by name since its impact is not so much felt at the local level making the position of the members who are elected and partly appointed a mere formality. This study recommends effective public education and institutional mechanisms to enhance the functioning of the unit committee model for members to effectively commit to their role to achieve the purpose for which the system was instituted.

The government of India under its flagship program, the National Health Mission, advocates and actively encourages community participation and has setup Village Health Nutrition and Sanitation Committees (VHNSCs) at village level. Aim & Objective: The objective of this paper is to examine “The Level of Community Participation in the Village Health Sanitation committees” in the state of Uttar Pradesh. Methods and Material: A cross-sectional mix method study was undertaken in 3 districts, covering 15 villages, in Uttar Pradesh between August to October 2019. The quantitative component included a pre-tested semi structured questionnaire. Further, Focused group discussion (FGDs) and key informant in-depth interview were undertaken for more information. Informed consent was collected from all the participants. The quantitative data was analyzed using SPSS 21.0 while the qualitative data was analyzed manually, based on themes. Results: The average size of the household was 5, 65% respondents were educated, 88% were Hindus, 47% were from other backward class and 50% had below poverty line cards. In the year 2019, 7% of the respondents participated in the Gram Sabha and 5% in village health nutrition and sanitation committee meetings. Statistically significant variations were noticed where less than 20% of the schedule castes and schedule tribes had lower participation than other castes in any of the village level committees. Lack of time was one the key reasons cited for non-participation. Conclusions: To ensure adequate participation from all castes it is important to schedule meetings at times convenient may encourage more community participation.

ABSTRACT This study tests the hypothesis that political action committee (PAC) contributions paid by the accounting profession are indirectly associated with the speech performance of congressional committee members debating issues related to auditor independence during the 107th Congress (2001–2002). The hypothesis is based on the assumption that PAC contributions represent payments for access to lobby legislators and a theory of lobbying as legislative subsidy that predicts legislators who are granted legislative subsidies will increase their participation and effort. Legislative effort is measured as the qualitatively coded speech counts of 126 individual committee members during 17 hearings related to financial auditing held over 21 days by 6 committees of the U.S. House of Representatives. The results indicate a positive association between aggregate PAC contributions paid by the Big 5 and the American Institute of Certified Public Accountants (AICPA) and anti-regulatory speech counts of House committee members. No association was found for aggregate contributions and pro-regulatory speech counts. Results are mixed when PAC contributions are disaggregated by funding source indicating heterogeneity among firms in their contribution patterns.

The participation of the Russian Empire in the First World War necessitated the creation of a system of public care for the victims – soldiers' families, disabled soldiers, orphans. This task was solved by the Supreme Council for the care of families of conscripts. The executive structure of the Supreme Council was the Committee of Grand Duchess Elizabeth Feodorovna for providing charitable assistance to the families of conscripts. The article highlights the organizational and financial foundations of the Elizabethan Committee, revealing its spatial structure and main activities. The study was carried out on the basis of materials from the archival fund of the Elizabethan Committee and its periodical. The organizational structure of the Elizabethan Committee included a central body, provincial branches and county commissions. The grassroots level consisted of charitable societies. Hierarchical relations between them were based on the principles of autonomy and subsidiarity. Local branches were headed by governors. The competence of the Elizabethan Committee initially covered the provision of additional assistance to soldiers' families to the state aid, later it included the provision of military invalids and orphans. The priority of labor assistance was declared. The main forms of support were assistance in carrying out agricultural work, establishment of nurseries, opening of orphanages. In the cities, the Elizabethan Committee organized workshops, canteens, and fuel sales. This work was carried out jointly with the local government and charitable organizations. The funds of the Elizabethan Committee were charitable donations and allocations of the Supreme Council. In the second half of 1916, the estimate of the Committee's work exceeded 7.5 million rubles. The conducted research allowed to come to the conclusion that the system of the Elizabethan Committee had a state-public character and can be considered as a precursor of specialized public administration bodies in the social sphere. At the same time, this made it possible to mobilize charitable resources to help the victims of the war.

Integrated water resources management is advancing in Brazil as decentralized and participatory governance gains more prominence. However, local actions need to be better understood since several public policies are effectively implemented at this level. The present article aims to present the current debate about the local dimension in water resources governance. The paper analyzes empirical cases of water resources management in semi-arid Brazil, based on the performance of inter-municipal consortia and São Francisco’s River Basin Committee. Research shows that municipalities do not ignore the need to adopt new management models in response to their known financial and technical limitations. Cases of inter-municipal consortia and river basin committees have proven to be opportunities for greater visibility and action of local participants. Inter-municipal consortia assist in sanitation management, because they increase the access of municipalities to the services provided. On the other hand, dynamics of the river basin committee expanded the possibilities of participation of local actors, allowing the debate and shared decision-making. Nevertheless, identifying factors and strategies for the successful organization of local participation and cooperation in these new governance arrangements is needed.

Through a lens of representation and theory of participation and an examination of women’s experiences, this study critically examines the dynamics of inclusion and exclusion in the School Management Committee. Drawing on original ethnographic research in a secondary school in rural Kaski, Gandaki Province, Nepal, this study draws that predominant female gender images were reproduced in the initial stage of women participation which made them feel ‘othered’ and ‘excluded’; however, gradually, with the passage of time and learning, such images receded and they felt more ‘included’ and were thereby likely to demonstrate more substantive participation.

Objective: To evaluate the structure, process, and results obtained by the CEPS Program. Methods: We combined quantitative and qualitative methods. We reviewed our databases, the health projects and reports sent by the schools, and the notes taken during the assessment visits to the schools. We included all the schools participating in the CEPS Program between 2014–2015 and 2018–2019 for structure purposes, but only those participating for at least two years for the process and results. We used a descriptive analysis as well as a content analysis. Results: 84 schools participated in the CEPS Program. Attrition (24%) occurred mainly after the first year. Most schools performed at least one situation analysis (88.1%) and had at least one teacher trained (73.8%). One of three obtained a certificate (35.7%) or grant (38.1%). For the process and results, we selected 44 schools. Teachers’ participation stood out (61.4% transformative and 38% representative) over the participation of other agents. The coordination of the health committee with other committees and with other local resources was a crucial element. Of the schools, 40.9% had high quality projects, 50% medium, and 9.1% low. Of the schools, 40.9% showed positive health results. Conclusion: We identified the characteristics of high-quality health-promoting schools.

Abstract:
The 21st Century Cures Act is a major act of legislation that contains numerous changes to drug and device regulation. The House of Representatives passed the Act after considerable interest group lobbying, but the bill and the key changes made during its drafting remain controversial. Using publicly disclosed records of written comments on the bill, we reviewed the key areas of lobbying activity and the compromises made in the final text. We focused on legislative provisions relating to management of the National Institutes of Health, incentives for medical product development, and approval standards for new drugs and devices. By the end of the first comment period, the Committee received 118 comments. Most respondents were patient organizations, professional societies, and pharmaceutical and device companies. Overall, the majority of public comments were positive, although public health and consumer organizations were underrepresented in the number of submitted comments. As the legislative process continued, the draft bill underwent several changes relating to NIH funding, market exclusivity provisions, and scrutiny of regulatory evidentiary standards. Understanding the key statutory provisions and how they have evolved could help patients, researchers, and advocates make more informed comments on the bill and future health care legislation.

<em>The role of school committees in improving the quality of education through the concept of School-Based Management (SBM) is motivated by changes in education policy from centralization to decentralization as a consequence of regional autonomy policies. This change has a positive impact, namely encouraging community participation to participate in improving the quality of education. The purpose of this study was to analyze the role of school committees in the implementation of School-Based Management (SBM) policies. Data were collected through document studies and interviews of public and private SMP/MTs in Sidoarjo Regency with a sample of 24 schools, while data analysis was carried out descriptively. The results showed that the role of the school committee was quite high. The advisory role averaged 86%, the supporting role reached an average of 90%, the controlling role averaged 53%, and the mediating role reached an average of 83%. From this percentage, it is hoped that the role of the school committee will have an impact on improving the quality of education continuously.</em>

The article covers the resumption of the active work of the Intergovernmental Committee on Refugees through the prism of US activity within this structure. Created on the initiative of American leader F. Roosevelt in 1938 to help refugees from Austria and Germany, IGCR in reality appeared dysfunctional with the outburst of the Second World War. The article examines factors that revitalized activities of the defined structure. It was emphasized that the organization’s revival was made possible by appropriate initiatives originating from the British and American parties in early 1943. It was determined that strategic and tactical tasks were discussed and adopted on the basis of the results of an Inter-allied Bermuda Refugee Conference. Special mention was made to the work of American representatives of the American delegation headed by the Rector of Princeton University - Harold Dodds.The article reveals agenda of the resumed meetings of the Executive Committee of the Intergovernmental Committee on Refugees, analysis its results. The main range of issues that the Directorate of the IGCR had to deal with: the renewal of the membership of twenty-nine countries and the further expansion of the organization through the invitation and involvement of twenty new member states, the co-optation of new representatives of the new member states into the governing and executive body of the organization, changing approaches to funding, and introduction of the principle of “binding decisions”, preparation for the convening of a General congress.The questions, which were separately considered at the meetings of the Executive Committee - expansion of the territorial mandate of the IGCR, Soviet-Polish contradictions, the definition of the representative of the French delegation in connection with the struggle for leadership in the resistance of Russia, the creation of refugee camps in North Africa. It has been evaluated the influence on decision-making process of American representatives in the Executive Committee of the IGCR - Patrick Malin and John Winant.During the preparation of the article a potential source as the diplomatic correspondence of documents of the American foreign policy department are researched. Attention is drawn to the analysis of this matter in the investigations and research work of foreign historians. The article clarifies that the formation of a new system of international protection of refugees proclaimed F. Roosevelt in 1938 took place in complicated foreign policy circumstances. The change of the situation on the fronts, the emergence of public opinion and the new approaches of the British government allowed in the first half of 1943 to return to the development of instruments and mechanisms to conduct relief work and assistance to war refugees through the implementation of IGCR’s projects.

AbstractAfter the outbreak of Sino-Japanese War in 1937, China sought support and sanctions against Japan from the international community, especially the United States. The government strategy encompassed both official diplomatic channels and non-state channels such as propaganda and private organizations. Drawing from materials in the United States and China, this article presents the evolution of China's "public diplomacy" toward the United States during the early years of the Sino-Japanese War. It argues: (1) China's "public diplomacy" was conducted through the International Department of Ministry of Information of the Chinese Nationalist Party under the direct control of Chiang Kai-shek. (2) Resident agents of China played an indispensable role in forming the American Committee for Non-Participation in Japanese Aggression, a private organization supporting China's cause. (3) The Committee carried out intensive campaigns to bring about pro-China policies and to promote an embargo against Japan. (4) The Chinese government and its agents supported the Committee financially and organizationally until its disbandment in 1941. This article thus demonstrates that wartime China was attempting to compensate for its military weakness by manipulating American public opinion to achieve its own diplomatic goals.

This introduction to the essays in this Symposium illuminates Professor Ed Cooper's years as Reporter to the Civil Rules Committee by first briefly describing those who preceded him in the position and his own background. We then describe some of Ed Cooper's many contributions to the Civil Rules Committee, the Federal Rules, rulemaking, and civil procedure by examining the present state of the Rules Committees' work under the Rules Enabling Act. We conclude that after almost eighty years of experience under that Act, it is working well in large part because of the sound leadership provided by Ed Cooper over his twenty years as Reporter. It was during these years that the Committee developed an approach to rulemaking that was at once transparent and empirical, with multiple opportunities for participation by members of the public, the bench, the academy, and the bar; with many informal opportunities for consultation with members of Congress and the Executive Branch; and with an understanding by the Committee of its role in relation to the courts, Congress, and the Executive. Two episodes of recent rulemaking and related activity are described as examples of how well the Rules Enabling Act is working, in large part because of the very flexibility and discretion the Act has provided since 1934. One of those episodes occurred when Judge Anthony Scirica chaired the Standing Committee and then- Judge David Levi chaired the Civil Rules Committee. The other occurred when Judge Lee Rosenthal and Judge Mark Kravitz were the chairs of the Standing and Civil Rules Committees, respectively. Both episodes provide a basis for optimism about the future. And they make clear Ed Cooper's continued steady role in supporting and cultivating the robust good health of the rulemaking process and the institutional values it protects.

IntroductionThe Department of Management and Incorporation of Technologies and Innovation in Health (DGITIS) acts as Conitec's Executive Secretariat. Among its attributions, it promotes the public/patient involvement in the health technology assessment (HTA) process. Recently, Conitec has been working on the inclusion of patient's testimonials about their illness experience in the plenary sessions, that is, the monthly meeting where technologies are assessed.MethodsTo support the action of including patient reporting in Conitec's HTA process, DGITIS developed research on HTA agencies websites worldwide. The main criteria was the inclusion of patients’ reports in their Committee meetings. DGITIS contacted some of these agencies and requested a listserv question to the International Network of Agencies for Health Technology Assessment (INAHTA) members. These findings supported the DGITIS for the inclusion of patient participation in Conitec's meetings, from the selection process to the actual participation.ResultsFor the Conitec's HTA process, the patients’ participation should occur in the prior session to the public consultation, guaranteeing the inclusion of their perspective since the recommendation process beginning. Hence, every demand for incorporation to be discussed at Conitec's meeting should be preceded by a public call for patients with the clinical condition. The DGITIS will also hold preparatory meetings, which will serve as moments for shared construction of knowledge and literacy.ConclusionsThe nomination process, so far, has been grounded as a consensus among the patients. Thus, Conitec acts as a mediator, connecting the involved stakeholders, in a way that they can autonomously organize themselves and indicate the main representative and an alternate one. With the inclusion of the patient's perspective in the Conitec's meeting, another form of patient participation was opened in the HTA process. Therefore, the consolidation of this participation space is feasible and contributes to enrich the Brazilian HTA process.

Objectives: We developed specific evaluation criteria to assess patient and public involvement in resource allocation decisions in health care.Methods: We reviewed the literature from health and other sectors relevant to stakeholder involvement and conducted twenty-seven key informant interviews with stakeholders knowledgeable about patient and public involvement in Canadian drug resource allocation decisions. We used an inductive qualitative thematic approach to analyze the interviews with codes and categories developed directly from individuals’ interview transcripts.Results: Integrating respondents’ comments and the literature review, we identified nine evaluation criteria of patient and the public involvement in healthcare resource allocation decision making: clarity regarding rationale and roles of patient and public members, sufficient support, adequate representation of relevant views, fair decision-making processes, legitimacy of committee processes, adequate opportunity for participation, meaningful degree of participation, noticeable effect on decisions, and considerations of the efficiency of patient and public involvement.Conclusions: Our results will help to develop methods to evaluate patient and public involvement in healthcare decision making.
